History: The Ministry of Foreign Affairs was established in 1831. It was responsible for representing Saxony vis-à-vis the German Confederation, the federal states and abroad. From 1867 / 1871, the Ministry increasingly acted only as a mediator between the Reich and Saxony, with the subject areas still affecting all departments. After 1918, the responsibilities of the individual states and the Reich merged to such an extent that a separate Foreign Ministry gradually became superfluous. Until then, foreign policy was first a matter for the Privy Council, since 1706 a special task of the Etranger Department of the Privy Cabinet. Since 1815, Saxony's foreign policy significance and activity had declined sharply compared with the 18th century, with the result that the number of permanent Saxon embassies was reduced to a maximum of 8 foreign embassies at times and 7 in the area of the German Confederation. These numbers grew, when around the middle of the century the Saxon foreign policy again experienced a certain activation (era Beust), around some foreign and domestic German places. The consular system also expanded with increasing industrial and commercial activity (in 1866 there were 74 Saxon consulates all over the world). Since 1867 (Norddeutscher Bund) and 1871 (Deutsches Kaiserreich) respectively, Saxon foreign policy lost its independent character when the most important national sovereign and representative rights were transferred to the Reich. There were now permanent legations of Saxony only in Berlin, Munich, Weimar and Vienna. In quantitative terms, however, the activities of the Saxon Foreign Ministry did not diminish because the important function of being the intermediary between the Reich and Saxony became the main task. After 1918, the responsibilities of the individual states and the Reich merged to such an extent that a Saxon foreign ministry gradually became superfluous. The few remaining functions of the Ministry increasingly, finally in 1935, were transferred to the Office of the Prime Minister (State Chancellery).<br /><br />Contents of the holdings<br /><br />The documents united in the archive holdings of the Saxon Foreign Ministry have quite different character according to the historical change in the significance, range and individual functions of the authority. The entire written material from the period from 1831 to 1867, in which Saxony for the last time played an independent role in German foreign policy, but also at times in the international arena, is particularly remarkable from a historical point of view. With the time of the German Empire in 1871, the focus shifted to the material that originated in traffic between Saxony and the Empire. It is historically valuable not so much because it touches on the remaining Saxon foreign policy issues that remained after 1831, but more because it reflects essential processes and problems of imperial policy, including their application to Saxon conditions. In particular, the character of the ministry as an intermediary in the transport of the Saxon ministries with Reich and foreign offices is evident. The objects of this material from the last decades of the Ministry are correspondingly versatile and diverse. This part of the holdings is of particular historical value because it often reflects the effects of gradual industrialisation on historical development (e.g. the emergence of the labour movement and its fight against it) in a broader form.<br /><br />Fehlakten<br /><br />The holdings are lacking some 300 once existing files, which are listed below. Some of them were in the then State Chancellery until 1945 and were lost there during the bombing of Dresden. Another part was loaned out by the Soviet military administration in Saxony after 1945 and later spent it in the Soviet Union.
