Inventory description: Abt. 77/14 Turngemeinde 1846 Worms (Dep.) Scope: 107 archive cartons (= 747 units = 12 linear metres) Duration: 1861 - 2007 I. Acquisition and condition Documents on the history of the Turngemeinde (1 archive carton) had been handed over to the municipal archives at an unknown point in time (between 1975 and 1988) without depositary reservation. The actual archives of the gymnastics community were collected on 7 and 16 May 2008 at the gymnastics community Worms 1846 after preliminary talks with the honorary chairman Herbert W. Hofmann and conclusion of a contract with the club, where they had been kept in the basement and in the top floor of the tower of the Jahnturnhalle, at the latter location also in the context of a permanent exhibition in showcases. These two storage locations were, as far as can be reconstructed with certainty after the transport to the city archives, noted in the field "Remark" with "Cellar" or "Tower". A pre-archival order above the file units could only be found on the envelopes for some files of the 1920s (numbering 1 - 44); a registration plan was not available. A brief reference to the reorganization of the archive by Peter Hofmann is contained in the file Dept. 77/14 No. 480. However, the first known overview of the archive is that of Prof. Dr. Harald Braun in his Festschrift der Turngemeinde of 1995 (see below). The preparatory work for this work also includes the copies of Worms and foreign archives, transcriptions and notes summarised in No. 626. The condition of the material is perfect. II Provenances In addition to the actual record keeping of the gymnastics community, other places have contributed to a small extent to the written material and photographic material as it was taken over by the city archives. They were left in the inventory with reference to the respective provenance. Apart from the above-mentioned author of the 1995 commemorative publication, Prof. Harald Braun, recognizable are - above all Nikolaus Doerr, 1st Chairman, of whom there are also files concerning his activities as a member of the City Council and Chairman of the City Sports Association; - Peter Hofmann, 2nd and 3rd Chairman, Altersturnwart as well as expert advisor for physical education at the City Education Authority; - Willi Hein, Oberturnwart, Gaujugendturnwart. With the photo albums and collections private origin is mostly probable. Hermann Fendel, Josef Fischer, Willi Hein, Anton Hilken and Wilma Wolfrath can be identified as previous owners. The archives of the gymnastics department of the F.C. Blau-Weiß Worms of 1933 for the years 1948-49 (Dept. 77/14 No. 588, due to the change of departments of the temporarily forbidden gymnastics community) and of the gymnastics club 1883 Alsheim (Dept. 77/14 No. 217, probably in connection with Peter Hofmann's activity for the club, of which he was an honorary member since 1936, can be found of foreign clubs. III. archival indexing The indexing took place in 2008/09. Due to the quite clear delimitability of the older part of the tradition from the beginnings up to prohibition and reestablishment of the gymnastics community after World War II on the one hand and the following time up to today on the other hand, the stock was divided into an older (up to 1945) and a newer part (from 1945) during the preparation of a file plan. For a certain part of the material a new formation was necessary, which is then marked with "NF" after the serial number. IV. Cassations of documents in the amount of 7 archive boxes was collected after review by Mr. Herbert W. Hofmann, honorary chairman of the gymnastics community. V. Literature: - Philipp Baas, Geschichte der Turngemeinde Worms von Weihnachten 1846 bis Ostern 1908, Worms 1909 - Festschrift zum 110jährigen Jubiläum der Turngemeinde 1846 Worms, Worms 1956 - Schmahl, Hans J., 125 years of the gymnastics community in 1846 Worms, Worms 1971 - Harald Braun, Geschichte der Turngemeinde Worms e.V. von 1845/46 bis 1995/96, Alzey 1995 (in it a first short, incomplete overview of the archive of the gymnastics community) as well as numerous publications to the individual departments and printed statutes etc., which are proven in this stock in the printed publications or in the file context and in the online catalogue of the city library. There are no restrictions on use. Martin Geyer, Worms City Archive, May 2009

History of administration: Mayor Kirchenpauer, who as Hamburg's representative was commissioned with the negotiations in Berlin leading to the establishment of the North German Confederation, was also appointed as the first authorised representative to the Bundesrat of the North German Confederation. After the creation of the German Reich it became customary to appoint deputies (substitutes); later 2 senators and the Hanseatic envoy in Berlin were always commissioned with the permanent representation of the authorized representative. For the period in question there were the following authorised representatives and substitutes: Years Authorised representative 1.Substitute 2.Substitute 3.Substitute 1868-1871 Kirchenpauer --- --- --- 1872-1873 Kirchenpauer Schroeder --- --- 1874-1880 Kirchenpauer Schroeder Krüger, Min.-Resident --- 1881-1887 Versmann Schroeder Krüger, Min.---Resident --- 1888-1896 Versmann Schroeder Burchard Krüger, Envoy 1897-1899 Versmann Schroeder Burchard Klügmann, Envoy 1900-1903 Burchard Schroeder Lappenberg Klügmann, Envoy 1904-1907 Burchard Lappenberg Klügmann, Envoy --- 1908-1909 Burchard Lappenberg Sthamer and Schäfer Klügmann, Minister 1910-1912 Burchard Sthamer Schäfer Klügmann, Minister 1913-1915 Sthamer Predöhl Schäfer Sieveking, Minister Waren initially the authorized senators still present at all negotiations of the Bundesrat and the Ministerresident Dr. Krüger only exceptionally once entrusted with the perception of the Hamburg interests, so the picture shifted more and more, until finally the presence of an authorized representative of the Senate was limited only to particularly important matters. In the same way, the emphasis of the federal negotiations shifted from the archive of the Plenipotentiary to that of the Hanseatic Legation in Berlin (cf. I 5 g). This contains more and more all the material that is produced, which in terms of quantity far exceeds the actual records of the legation. Since 1894, however, the archive of the Plenipotentiary has gradually been incorporated into the registry of the Senate Commission for Reich and Foreign Affairs. In 1901 the last special files of the authorized representative were created, the series of the reports partially still reach up to 1913. Archiving history: The authorized representative, who owned 2 living rooms and an archive room in the Hotel Royal in Berlin, had at his disposal a clerk for the chancellery and registry, who accompanied him from Hamburg to Berlin and back. The files, however, only partly took part in these journeys, the rest remained in the administration of the Embassy Registrar. While most of them have reached the State Archives or the registries of other authorities via the estates of the authorized senators, the latter forms the core of the archive listed below. An older part of the order dating back to the time of the mayor Kirchenpauer in the order of the Chancellor's lists Ernst already reached the State Archives in the 80's, where he was published in Cl.I Lit. No. 3 of the Senate Acts was drawn up as Vol. 3 and combined with some of the files taken from the estates of various proxies as well as the convolutes (in particular reports, instructions, etc.) later handed over to the State Archives by the archives of the proxies. A more recent part, predominantly from the time of the plenipotentiaries Versmann and Burchard, was first kept at the Senate Commission for Reich and Foreign Affairs, apart from the pieces already mentioned, which were handed over to the State Archives, and then delivered to the State Archives with their files. He remained there separately in his original order. In this case, which the chancellor list Hertel had newly created in 1880 without including or even observing older procedures, each question newly opened by a Bundesrat printed matter received a consecutive number in chronological order, regardless of whether a file already existed for the same procedure. Only paragraphs 1 - 5, which were intended for general matters such as reports, etc., covered all the material belonging here. In the reorganization, which took place according to factual aspects, the part contained in the Senate acts and the last part mentioned were united. In addition, a number of files belonging to this archive, which had previously been kept at the estate of the mayor Versmann, were incorporated into the archive. The history of these holdings makes it understandable that the present "Archive of the Hamburg Plenipotentiary to the Bundesrat" is in no way a closed archive. Rather, we are dealing with a fund compiled from fragments of the handfiles of the various proxies that arose on the Hamburg side during the negotiations of the Federal Council, which, together with the similar holdings of the Hanseatic Legation in Berlin, can only supplement the Senate files and, from 1894, the files of the Senate Commission for Reich and Foreign Affairs. The inventory shall be quoted as follows: State Archives Hamburg, 132-5/4 Hamburg Authorized Representative to the Bundesrat, Nos. ... Description of the existing situation: Mayor Kirchenpauer, who as the representative of Hamburg was commissioned with the negotiations in Berlin to establish the North German Confederation, was appointed as the first authorised representative to the Bundesrat of the North German Confederation. After the foundation of the German Reich, it became customary to appoint substitutes. 2 senators and the Hanseatic envoy in Berlin were always commissioned with the permanent representation of the commissioner. In practice, it became established that the Plenipotentiary was only present on very important occasions, while the envoy, who was always present in Berlin, visited the Bundesrat negotiations. Accordingly, the records increasingly shifted to the Gesandtschaftsarchiv. Since 1894, the archive of the Plenipotentiary was gradually transferred to the registry of the Senate Commission for Reich and Foreign Affairs. In 1901 the last special files of the authorized representative were created, the series of reports partly reach up to 1913. The present order contains among other things the concepts of the reports of the Plenipotentiary (1866-1911,1913), copies of the reports of the Hanseatic Envoy in Federal Council matters (1880-1907), instructions for the Plenipotentiary (1868-1901) and correspondence in general affairs of the Reich, of the Bundesrat and the Reichstag (1866-1907) as well as fact files in consular matters (1867-1899) and other factually structured matters, which originate predominantly from the hand files of the various proxies.

Contents of the finding aid book: The vast majority of the archival materials in the university archive are files, especially those of the university administration. The previous tradition in the area of faculties, institutes and chairs was not subject to a systematic concept. In the future, these gaps will also be filled. The area of certificates is mainly represented by doctoral and postdoctoral certificates (duplicate or copy). The area of official records is represented by administrative journals and business diaries (1869 - 1919, 1966 - 1969). The Collections section is represented by a newspaper clipping collection (1945 - 1996), which was taken over by the RWTH Foreign Institute. The other collections of the Hochschularchiv, such as estates, photo collections or objects, are not included in the present index. For this purpose, the university archive has its own finding aids, some of which are already accessible online. Structure of the finding aid book: The recording and structuring of the archived files in the university archive was not carried out according to archival aspects of provenance, but according to a rather factual approach, similar to the librarian indexing. The files were recorded by person and subject and kept in two separate series of index cards. The index cards were essentially created during the term of office of the scientific director Prof. Dr. Reinhard Hildebrandt. According to the Numerus Currens of the signatures, the individual file was recorded according to an archival model with title and further details (according to the content and thesaurus notes). This information was recorded on a so-called location map. These location maps are reproduced here in MidosaXML presentation format. In the absence of a separation of provenance, the information from the location maps is displayed in a complete file. The structure or classification of the entire stock is based on the order signatures and has only very general references to content, which are briefly placed in front of the individual structure levels. The original assignment of the order signatures provided for corresponding gaps for later file access and caused today's jump numbers. For the internet presentation, the file was checked for information that was questionable under data protection law.
