          Tradition: The Großherzogliche Badische Baugewerkeschule was founded in 1878. Since 1919 it was called "Badisches Staatstechnikum" or "Badische Höhere Technische Lehranstalt (Staatstechnikum)" (1923), since 1946 "Staatstechnikum Karlsruhe", since 1963 "Staatliche Ingenieurschule Karlsruhe", since 1971 "Fachhochschule Karlsruhe - Hochschule für Technik"; in 2005 it was renamed "Hochschule Karlsruhe - Technik und Wirtschaft". In contrast to the architecture department of the Polytechnic University, the drawing examination papers of the students of construction trades were kept at the school. As far as the documents were not collected by the school administration - especially in the period after about 1970 - an extensive, largely coherent set of plans has been preserved. It was handed over to the General State Archives in 1999 together with a transfer list in Access format, and more recent work was added in 2004. In the archive, the entire holdings were signed, packaged and re-registered by the ladies Mohd, Hummel and Vogt, the list of consignments was edited and converted into 'scopeArchiv' in 2012. The variety of query options (by building type, drawing technique, etc.) was retained in 'scopeArchiv' in a field visible only to the archive staff and in the source file (Access).a few privately owned student works that came to the General State Archive with the Thomas Kellner Collection in 2006 were incorporated; the drawing portfolio of Franz Kühn for the years 1934 to 1937 is now available as a sample portfolio for all subjects at the end of the student works.Further student works, which were delivered together with files of the building department also in 2004 - among them e.g. building photographs of Black Forest farms of the excursion of 1937 -, are recorded in inventory GLA 592 Access 2004-69. Some building photographs of monuments from this convoy were probably inadvertently taken over into the general plan inventory GLA 424 K. Plans (blueprints) of the Karlsruhe City Planning Office for the redesign of the Market Square from 1974 were submitted to the City Archive. Content: The approximately 100-year-old tradition conveys the teaching methods of drawing and the architectural expectations of the time between historicism and modernism and is thus an outstanding source for the transformation of technology, architectural aesthetics and reception behaviour over the social ruptures of the 20th century. Probably the most valuable part, almost half of the total stock, is taken up by the plans from the subjects of construction survey and design; the names of the subjects changed in the process. The annual publications of the Baugewerkeschule, such as the "design of bourgeois residential buildings" by the construction students or the recording of "patriotic monuments" in the whole of Baden by the prospective trade teachers, show that the focus here was on the core of teaching at least until 1914; part of the semester and holiday work was thus published promptly in large-format volumes (cf. the incomplete series in the library of the General State Archives, Cw 8102ff, 1885-1914 and individual proof pages, together with pages from architecture and engineering textbooks, as an appendix in fonds 592 K). In the 1920s, industrial and functional buildings came to the fore. During National Socialism, the main focus of interest was on the design of housing estates, and in the cataloguing of architectural monuments almost exclusively farmhouses in the Black Forest and in Baden's Franconia region; these architectural photographs are of particular value as historical architectural sources (a photo in No. 1581 shows members of one of the 1937 field trips to take a picture of a farm). But also the registration of e.g. Karlsruhe city centre buildings, which were destroyed during and after the Second World War, or the systematic mapping of Überlingen town houses in 1935 are important and so far almost unknown architectural inventory achievements. In the post-war period, photographs of buildings appeared almost exclusively as part of general drawing lessons; interior designs were added in the 1960s. All in all, the student works provide a good insight into the "tempo" of style change and architectural convention, precisely because of their dependence on current teaching and building practice. Photographs of architectural monuments on Lake Constance by the Constance photographer German Wolf from the years around 1900 form a separate group. They are testimonies to early monuments inventory, in the context of the building photographs perhaps as a model or as material for teaching. In contrast, photographs of plans whose originals were missing - mostly montages on large cardboard boxes from the 1960/1970s - remained in the main inventory. Drawing templates and other foreign materials were summarised, plans such as photos, which had gotten between the pupils' work as teaching aids; they can now be found at the end of the collection, as far as they could not be collected as duplicates. Access database: The database of the University of Applied Sciences will continue to be maintained as it allows further access to the stock due to its sorting possibilities, but does not have the same text status as the available finding aids data.           The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.           Inventory description: Dept. 170/2 estate Georg and Barbara Freed Scope: 819 units of description (= 23 linear metres of archive cartons and 9 linear metres of rolled plans) = add. 32 m Running time: 1792 - 1941 Family and foundation In the course of establishing a foundation to the City of Worms, which was decreed in the will, the Worms architect Georg Ludwig Freed (1858-1936) and his sister Barbara (Babette 1855-1941) bequeathed documents to the then museum and the municipal cultural institutes, which were taken over by Dr. Illert in 1942 (cf. Der Wormsgau 2, p. 99). Members of the Freed family had been resident in Worms since the beginning of the 19th century as master painters and whitewashers. They already held important positions in bourgeois associations in the pre-March period, including the Schützengesellschaft, the gymnastics community of 1846 Worms and the fire brigade. Both siblings remained unmarried throughout their lives, their sister Anna Maria (1854) was the wife of the museum director and since 1898 city archivist August Weckerling. The material of the 'Stiftung Freed' includes personal letters, postcards and papers, diaries, documents as well as artisan, artistic and family history documents in a large variety (especially about 1850 to 1935), without any documents obviously being collected after the death of the siblings. A large part of the estate is occupied by the actual architect Freed (numerous sketches, drawings, maps, plans, newspapers, etc.), whose temporal focus lies in his Mannheim years between 1889/93 and 1914. In addition, there are association documents from the entire Protestant-national-liberal milieu, including militaria and national teams or academic associations of the TH Darmstadt. In addition to the documents of his father Georg Fr. Freed from the time since approx. 1840, the closed file tradition of the house Wollstr. 28, which has been inhabited since 1800 and bequeathed to the city of Worms in 1941/42 and later sold privately by the latter (house preserved, part of a monument zone) is also relevant. Family grandfather of G. Freed: Johann Ph. Freed 1794-1845 married with Johanna Friederika Uswald 1798-1823 (daughter of:) Carl Ernst Ußwald from Oelsnitz/Vogtland 1754, from 1796 in Worms, 1818 (= great-grandfather of G.           History of the Inventory Designer: Introduction Stones do not speak. Much less can or must entire buildings reveal the whole historical truth. National Socialism should work. Building under National Socialism also served this purpose, either directly on behalf of the system or indirectly at least by not opposing it. The enslavement of architecture by the regime was not limited to new buildings of the NS era. National Socialism also established itself in the stock, instrumentalised old buildings everywhere for its purposes. Not even all of the important command centers of the Nazi regime or the main sites of Nazi terror were housed throughout in buildings which, in historical retrospect, could be regarded as having their origin and function at the time. In the memory of the city and in the urban space, places of the perpetrators are handed down as places of the victims, whose role is only revealed in the explanation and commentary of their historical function in the "Third Reich". Prehistory until 1937 In the Third Reich, architecture served to express power and domination. This is particularly evident in the inner city of Berlin. The monumental new buildings in the imperial capital were intended to symbolize "German world standing". Adolf Hitler wanted to see "works created for eternity" in Berlin, "only comparable with ancient Egypt, Babylon or Rome," as he said in 1936. At the 1937 Reich Party Congress, Hitler announced: "... Therefore our buildings should not be thought for the year 1940, also not for the year 2000, but should project directly into the domes of our past into the millennia of the future." Soon after the seizure of power, propagandistically effective building projects were started. These included the Reich Aviation Ministry, Tempelhof Airport, which was to be expanded into a "world airport", and the Reich Sports Field, which was to be expanded and redesigned with a view to the Olympic Games. The powerful buildings were presented to the public with great journalistic effort. At the 1936 Reich Party Congress in Nuremberg, Hitler announced the "reconstruction of Berlin as the capital of the German Reich". Hitler had initially intended to have his plans for the reorganization of the inner-city area processed by the Berlin city administration. When he realised that the local authorities were reluctant to impose his far-reaching transformation fantasies, he changed the responsibilities for planning and building in the capital. On 30 January 1937, the young architect Albert Speer was appointed general building inspector for the redevelopment of the imperial capital (GBI), reporting directly to the "Führer". Organization and history from 1937 A few days after Speer's appointment, Hitler ordered the House of the Academy of Arts at Pariser Platz No. 4, which until then had belonged to the office of the Minister of Education, to be vacated for the office of the General Building Inspector. Within a year and a half, the GBI's planning staff alone grew to eighty-seven people, while the so-called implementing body employed the same number of staff. Speer appointed a number of equally competent and reliable people to the executive positions in the three main departments into which he divided the office: the head office, which administered the budget, was taken over by the financial expert Karl Maria Hettlage, the general site manager Walter Brugmann, who had got to know Speer in Nuremberg, and for the planning office, since it was objectively most important to him, he, in addition to Hans Stephan, called on two long-standing friends, Rudolf Wolters and Willi Schelkes, who had been associated with him since days of study. The Speers offices, which had been established successively since 1937, were not divided into three main offices until mid-1940 under the central management of the GBI. After his appointment to the GBI, Speer expanded his planning staff to the "office" of the GBI. This later Main Office I, Planning Office, was responsible for all planning matters, ordered more than one hundred areas of redesign by 1942 and set the respective clearance dates. From 1938, Jewish tenants were forced to cancel their tenancy agreements on the basis of the "Verordnung über den Einsatz des jüdischen Vermögens" (Ordinance on the Use of Jewish Property); they were admitted to Jewish houses and later to concentration camps. For the "resettlement" of Jews and the reassignment of the apartments, the GBI's "Implementation Office" had been set up under the direction of Karl Maria Hettlage. In this way about 18,000 apartments were requisitioned. Areas from which the Jews were completely expelled were described as "Jew-free". The number of buildings erected during the twelve years of National Socialist rule between 1933 and 1945 is surprisingly high, especially since it must be remembered that only six years were available during the Second World War. In November 1939, a ban on new construction was imposed due to the war, which was followed half a year later by the discontinuation of all construction measures not necessary for the war. The GBI was established by the Decree of 30 January 1937. The office itself was assigned to Albert Speer, who from 1934 was "the representative for construction in the staff of the deputy of the Führer" and as such had already established some Nazi party buildings, especially in Nuremberg. At first, the GBI's competence did not extend beyond Berlin and its immediate surroundings. The "Gesetz über die Neugestaltung deutscher Städte" of 4 Oct. 1937 does not yet contain a more detailed provision on the "agency commissioned" by Hitler himself to carry out these projects. Only in this way was it possible for a special "General Building Council for the Capital of the Movement" to be appointed to Munich by decree of 21 Dec. 1938 and for this office to be occupied by the NS party architect Paul Giesler; Giesler was also commissioned with the establishment of NS party buildings in Augsburg and Weimar. It was not until the third decree on the GBI of 18 Oct 1940 that the competence of the GBI was significantly extended. The latter was expressly declared a "commissioned body" within the meaning of the Act on the Redevelopment of German Cities. In the years 1938 to 1942, a total of 32 cities in the former Reich territory were included in the new planning on the basis of the law of 4 Oct. 1937 by decrees and ordinances promulgated in the Reichsgesetzblatt. As of the end of 1942, the progress of all urban development plans of a peace-related nature was completely halted, since tasks important to the war awaited solution and Speer himself had been largely involved in them since his appointment as Reich Minister for Armament and Munitions on 15 February 1942 and on 2 September 1943 as Reich Minister for Armament and War Production. With the decree of 11 Oct. 1943 on the preparation of the reconstruction of bomb-damaged cities, Speer was entrusted with the necessary tasks in his capacity as GBI. He had to determine the framework for the future design of the cities and the right to decide on urban development issues of the reconstruction cities in place of the Reich Minister of Labour. The elimination of the Reich Labour Minister, to whom Speer had previously been bound as GBI despite his direct subordination under Hitler, was above all a consequence of Speer's present position as Reich Minister. Inventory description: Inventory history In Germany, the General Building Inspector's collection for the imperial capital is divided into three archives: the Bundesarchiv, the Landesarchiv Berlin and the Bayerische Hauptstaatsarchiv Munich. A total of three finding aids were available in the Federal Archives for the inventory R 4606 General Building Inspector for the Imperial Capital. The holdings were brought together from Potsdam and Koblenz at the beginning of the 1990s and have since been known as R 4606 General Building Inspector for the Imperial Capital. In the Landesarchiv Berlin there are 1016 files as well as in the planning chamber there 1,000 sheets of the GBI under the signature A Pr.Br.Rep. 107 from the years (1935) 1937 to 1945. In addition there are files of the grave commissioner active since July 1932 and last on his behalf, the former social democratic government president Ernst von Harnack. The card index of the graves of important personalities, arranged according to city districts and cemeteries, was intended to prepare the construction of an honorary cemetery "to express the spiritual significance of the imperial capital" (148 vols., 1941-1943). With the provenance indication "Baubüro Speer", the Hauptstaatsarchiv Munich contains more than 3,000 plans for buildings mainly in Berlin (including the Reich Chancellery, Reichstag, "Haus des Führers", "Große Halle"), the party congress grounds in Nuremberg and others. Furthermore, the special archive in Moscow contains a collection of 86 files of various contents from the years 1920 to 1944 under the title Fond 1409 General Building Inspector for the Reich Capital, e.g. on the use of prisoners of war at the GBI or correspondence between Speers and authorities and private individuals. Archival evaluation and processing Before 1990, the holdings were processed both in Potsdam with the inventory designation R 46.06 and in Koblenz (R 120) up to the preparation of the finding aid book. With the merging of the holdings mentioned above, the Koblenz files received new signatures. In view of the great public interest in information from this archive stock, it was decided in 2008 to retro-convert the finding aids with the aim of publishing them on the Internet. 177 files from a transfer of files from the Bamberg State Archives from the 1980s, which deal with the construction of the High Command of the Army and the Soldiers' Hall, were indexed and subsequently recorded. In 2008, the 29 files of the head of department at GBI, Schelkes' estate documents under the previous name "Kleine Erwerbungen Nr. 864" were also added. A further takeover included the "Art in the Third Reich" component, which had been incorporated into the archives, from which 38 index units of maps and plans were allocated to the holdings and listed. The archives were already taken over by the GDR Department in 1997. However, they have not been added to the portfolio due to equal signatures, but have been managed as an extra bundle without a direct reference to the portfolio. The classifications found were largely adopted and summarised in a factual manner. The development data available up to then were partly modified and series and volume sequences formed. The internal order of the files has been maintained. The inventory has already been moved from standing folders to folders. The maps are stored in specially designed folders and cabinets.           History of the Inventory Designer: The Development of the Office of the Head of the Reich Propaganda until the Seizure of Power The office of the Head of the Reich Propaganda of the NSDAP was established and expanded in the course of the reestablishment of the NSDAP in 1925 and its organizational consolidation. Personnel changes at the top in particular also had a decisive impact on the development. Instead of Hitler's old "comrade-in-arms" Hermann Esser, Gregor Strasser, Gauleiter of Lower Bavaria and head of the working group of the Northwest German NSDAP-Gaue, took over the office of Reich Propaganda Leader in the summer of 1926. His adjutant, Heinrich Himmler, was entrusted with running the business [cf. Frei, Norbert: Nationalsozialistische Presse und Propaganda, in: Das Dritte Reich. Structure of power and history, edited by Martin Broszat and Horst Möller, Munich 1983, p. 154]. The first step was the vertical expansion of the propaganda work, above all the expansion of the so-called propaganda cells at the Gauleitungen and local groups. At the beginning of 1928 Strasser became Reichsorganisationsleiter. Himmler became Deputy Reich Propaganda Leader, while Hitler himself formally acted as Reich Propaganda Leader. Himmler developed his first general considerations on the use of propaganda at the end of 1928. These guidelines for propaganda actions were to serve as the core of National Socialist propaganda, especially for the preparation and conduct of major National Socialist events [cf. Tyrell, Albrecht (ed.): "Führer befiehl...". Self testimonies from the fighting days of the NSDAP. Documentation and Analysis, Düsseldorf 1969, p. 255 ff.] Joseph Goebbels, Gauleiter of Berlin, was appointed Reichspropagandaleiter (RPL I) in 1930. When he took office, Strasser's influence on propaganda was clearly noticeable. Some of the propaganda tasks had already been transferred to the duties of the Reichsorganisationsleiter; Hitler turned the Reichsrednerschule into an independent Department II (Director: Fritz Reinhardt). The overlapping of competencies and demarcation problems could not be resolved until Strasser's departure in 1932. For the first time in the Reichstag election campaign of 1930 and later in the election year 1932, the NSDAP carried out election propaganda, which had not been known in this professional form in Germany until then [cf. Frei, p. 161]. Goebbels function as the central figure of the entire propaganda of the NSDAP was consolidated when he additionally became head of the newly founded Reich Ministry for Popular Enlightenment and Propaganda on March 14, 1933. As part of the Reichsleitung of the NSDAP, the Reichspropagandaleiter was initially based in Munich. After 1933, a liaison office of the RPL was set up in Berlin, so that part of the work gradually shifted there. Tasks and organizational structure of the RPL since 1933 [The following remarks are based on the Organization Book of the NSDAP, edited by the Reichsorganisationsleiter der NSDAP, Munich 1936 (7th edition 1943), as well as the addresses of the NSDAP offices and affiliated associations, the state, the Reich government, authorities and professional organizations. Reichsband mit Lexikon-Wegweiser A-Z, 2. edition, Berlin 1939, 3. edition 1941/42, Berlin 1942] The Reichspropagandaleiter was responsible for monitoring, coordinating and standardizing the propaganda of the NSDAP, its branches and affiliated associations. Just as he bundled the propaganda of the NSDAP in a central place, so he determined the guidelines for the party "for the realization of the cultural will of the leader" [Organisationsbuch der NSDAP, 1936, p. 295]. In addition to the use of press and film, radio received a special status as a central propaganda medium. The Reichspropagandaleiter exercised "control over the entire broadcasting system with reference to its internal organizational, cultural and economic development" [Organization Book of the NSDAP, 1936, p. 295]. Another central task was "to penetrate the entire German people with the National Socialist ideology". The Head of Staff (1937 Hugo Fischer, 1942 Eugen Hadamowsky) and the Adjutant (1937 Karl Hanke) were under the direct authority of the Reich Propaganda Leader [Organization Book of the NSDAP, 1936, p. 295]. The Reichsautozug "Deutschland", the RPL office, the main office for press propaganda, the main office for exhibitions and trade fairs, and the "Reichsring für Nationalsozialistische Propaganda und Volksaufklärung" (Reich Ring for National Socialist Propaganda and Popular Enlightenment) were directly subordinated to the Chief of Staff. The task of the Reichsautozug "Deutschland" (Reich Automobile Train Germany) (led by SA Group Leader Hermann Schäfer) was to supply the NSDAP with technical aids for major events and other rallies of political significance. The Bavarian relief train (headed by Hugo Fischer in 1939) was responsible for mass catering at major events in Munich. The RPL Secretariat was responsible for cash and administrative matters. The main office for press propaganda coordinated the uniform press processing and exploitation of the propaganda measures of all offices/main offices, main offices and RPL offices. The main office for exhibitions and fairs (Hugo Fischer) supervised the propaganda preparation of exhibitions and fairs in which the NSDAP was involved. The task of the Reichsring für Nationalsozialistische Propaganda und Volksaufklärung (Reich Ring for National Socialist Propaganda and People's Enlightenment) was to ensure that the propaganda of all branches and affiliated associations was conducted uniformly by the NSDAP [The Reichsring was later a main office; occupation of posts on 26 May 1941 (see p. XII). This change has not been taken into account in the 1943 NSDAP organisation book]. The Reichsring was assigned one representative each of the propaganda positions of all divisions and associations (liaison officers). In addition, various offices were represented in the Reichsring. The Reichsring für Nationalsozialistische Propaganda und Volksaufklärung was set up by Walter Tießler on behalf of Goebbels in 1934 and headed until 1943/1944 [Walter Tießler, born 18 Dec. 1903, Reichsamtsleiter, RPL employee since 1934, head of the Reichsring main office since 1935, head of the liaison office since 1941]. Tießler wrote in retrospect in 1944: "With the creation of the Reichsring in 1934, the propaganda and educational work of the offices, divisions, affiliated associations, the professional organisations of the estates and numerous associations was brought under uniform control. A Reichsring I was formed, in which all party organizations are represented. In a Reichsring II all other Reichs-organizations, which have propagandistic tasks, were cared for." NS 18/1229, p. 1] The liaison officers remained in their respective organizations and coordinated propaganda work with the RPL from there. In the Reichsring itself, only the bodies, associations and organizations operating throughout the Reich were represented. In order to achieve a propagandistic penetration as dense as possible also vertically, the Gaurings were built up within the Gaupropaganda lines at the Gau level, the circular rings at the district level and the local rings at the local group level. The so-called Gauring bulletins, which were published by the respective districts, as well as regular working meetings served as means of communication. The Reichsring was used in numerous propaganda campaigns, e.g. in the so-called election battles and winter relief campaigns as well as in all "mouth propaganda campaigns" during the war. In addition to the ongoing Reichring meetings, Reichsring meetings took place, at which the Reichspropagandaleiter, other Reichsleiter and Ministers as well as Gauleiter gave speeches. During the war, the Reichsring was entrusted with the paper management of all propaganda and training material. It should be mentioned in particular that the Reichsring evaluated the People's Court trials propagandistically and monitored the use of speakers by the Deutsches Bildungswerk and the Leistungsertüchtigungswerk as well as other organizations. The structure of the offices, later main offices, corresponded to their areas of responsibility: 1. Active Propaganda The main task was to organize and carry out all propaganda actions. Thus the administration was initially also responsible for the training and supervision of the entire propaganda speaker organization [This purpose was also served by the distribution of the monthly magazine "Unser Wille und Weg" (main editor Dagobert Dürr)]. The Active Propaganda Office (headed 1937 by Walter Schulze, 1941 by Werner Wächter) was subdivided into the main office of Speakers, with the following offices: Speakers' Organisation (recording all Reich, Gau and Kreis speakers of the NSDAP as well as all specialist speakers of the affiliated associations and organisations), Speakers' Information (providing all speakers with information material), Speakers' Mediation (Reich speakers and RPL battalion speakers) and Speakers' Training (with Reich Speakers' School for Young Speakers; cf. The following point (5): speaker training), the main office Lichtbild (responsible for all photo presentations; organisation book of the NSDAP, 1936: Lichtbildwesen still belonged to the film office management) and the main office Großveranstaltungen und architektonische Ausgestaltung. 2. film The task of the Office was to carry out film screenings for the purpose of disseminating and consolidating National Socialist propaganda and ideology. The film directorate (director 1937 Karl Neumann, 1941 Arnold Raether) was divided into organisation, cash management, production and technology, dramaturgy, cultural film and film press processing. 3. broadcasting The management of the Office controlled the entire German broadcasting system "in order to commit the internal organisational, cultural, technical and economic development of the broadcasting system to National Socialist principles. The effects of radio propaganda are secured by the radio maintenance organisation through the use of all technical possibilities of transmission to gather the entire people at every place and room - whether by house, community or people reception."The Head of Broadcasting (Head 1937 Horst Dreßler-Andreß, 1939 Hans Kriegler, 1941 August Staats) included the Head Office for Cultural Policy Broadcasting Work and Broadcasting Organisation, the Head Office Broadcasting Technology and the Head Office Broadcasting Propaganda. 4. culture The task of the Culture Directorate was to stimulate and promote National Socialist art. The head of the Office of Culture (1937 Franz Moraller, 1941 Hannes Kremer, 1942 Karl Cerff) was at the same time Reichskulturwalter in the Reichskulturkammer. The office included the main office for architecture, the main office for artistic design, the main office for selection (viewing and selection of artistic and poetic works for the National Socialist celebration) and the main office for programme design (National Socialist celebrations). 5. speaker training [The office speaker system is listed for the first time in the organization book of the NSDAP of 1940. It has obviously taken over the task of speaker training from the office Active Propaganda, although in the staffing of 26.05.1941 it is still assigned to the main office Propaganda] The office management speaker training was responsible for the training of the party leaders. The RPL was organized vertically at Gau, district and local group level. The Gau- and the Kreispropagandaamt, each with a propaganda leader at the top, were subdivided into five task areas analogous to the RPL: 1. active propaganda 2. film 3. radio 4. culture 5. liaison leaders The local group propaganda offices were organized in a similar way. Description of the holdings: The files of the RPL, like those of other provenances from the NS era, are only partially preserved due to severe war losses. In 1943, the main cultural office of the RPL in Munich was bombed out [cf. NS 18/1097, letter of the main cultural office of 16 Dec. 1943]. Most of the files of the RPL are said to have been destroyed in 1945 before the American invasion of Munich [cf. Das Bundesarchiv und seine Bestände, 3. supplemented and newly edited edition by Gerhard Granier, Josef Henke, Klaus Oldenhage, Boppard 1977, p. 355]. The fate of the RPL file tradition since the occupation of Germany by the Allies corresponds to the general history of German contemporary historical sources in the post-war years. The remaining files of the RPL, like most of the files of offices and divisions of the NSDAP, were transferred to the American Document Center in Berlin-Zehlendorf (BDC) at the beginning of 1946 as the central collection point for party documents. During the Berlin Blockade of 1948/49, parts of the holdings were brought to Great Britain and the USA. Since 1960 the Federal Archives had known that RPL files were in 39 archive boxes in the World War II Record Division of the US National Archives in Alexandria/Virginia. These files had been mistakenly assigned to the Reich Ministry for Popular Enlightenment and Propaganda. They had only been handed over a few months earlier from Great Britain, where they had apparently been taken from the Leitz folders, reviewed and then loosely forwarded to the Americans [files of the Federal Archives 4721-Prop/1.]. In April 1962, 38 cartons with documents of the provenance "Reichspropagandaleitung der NSDAP, Reichsring für Nationalsozialistische Propaganda und Volksaufklärung" were handed over to the Federal Archives as part of the return of files from the USA. These were the remaining files that the Americans had kept in Record Group 1035. The loose files were packed in the usual yellow American envelopes. A small part of the files (about 100 numbers) was filmed by the Americans and listed in Microfilm Guide No. 35 [Guide to German records microfilmed at Alexandria, VA., No. 35, Records of the National Socialist German Labor Party (Part III), The National Archives, National Archives and Records Service, General Services Administration, Washington 1962, pp. 16-24]. In the mid-1970s, Herbert Schmitz made a first partial indexing of the holdings, which was continued in 1979 by Rainer Raillard and subsequently by other editors. Mrs. Christine Reibel and Mr. Thomas Marschner recorded the previously disordered part of the delivery in 1998/1999 and reworked the old drawing. They used the formation of archive series and volume sequences as a way of interlocking volumes that belonged together in terms of content or chronology. The final processing took place in the following years by Mrs. Jana Blumberg. In addition to conservation measures (folders, removal of metal parts), interventions in the found internal order of individual files were also necessary, especially with regard to the complete filming of the inventory. In some cases, obviously torn processes were reconstructed by combining fragments that had previously been recorded individually [The proof of dissolved files is secured by a concordance]. In the course of the processing, the NS 18 holdings were supplemented by a file (62 Re 3/1) previously handed down in the Central State Archives of the GDR, a series (RKK [ehem. BDC] 2007/0001/01-05) previously kept in the Reichskulturkammer holdings of the former BDC, and by individual files from other Federal Archives holdings: NS-Splitter/104, 172, NS-Misch/1428 and R 6/1048. In the interest of the most complete possible reproduction of the surviving records, those files whose whereabouts could not be ascertained during the final processing were also included in the indexing [they are marked by the addition "whereabouts unknown"]. Cassations were essentially limited to duplicates. Foreign provenances were sorted out, RPL publications as well as other party official bodies were handed over to the library. The tradition of the RPL consists for the most part of files of the provenance Reichsring, which were created under the direction of Walter Tießler in the years from 1940/1941 to 1943 in Berlin. Only a small part of the documents on the propaganda activities of the years 1925-1932 (these are almost exclusively the files handed over from the BDC 1962) has been preserved. Accordingly, the files essentially document the design and implementation of propaganda in the period after 1939, with the 1941-1943 period being the most dense. Only a few documents exist from the period between the NSDAP's assumption of power and the beginning of the war. The files of the holdings, which were created after 1940, refer almost exclusively to the area of responsibility of the Reichsring Main Office for National Socialist Propaganda and Popular Enlightenment. The tradition of the other areas of the RPL is limited to Tießler's function as a liaison between the entire RPL and the Reich ministries, authorities and public bodies. Due to the large losses of the overall delivery, a classification based on organizational or registrational aspects did not seem to make sense. For this reason, the editors have opted - independently of a strict provenance principle - for an objective structure based on the contents of the RPL's task completion. In May 2005, after publication of the Publication Findbuch, the collection of press cuttings (formerly ZSg 118) from Koblenz was taken over.           History of the Inventory Designer: Alfred Rosenberg, who had been one of Adolf Hitler's close collaborators since the beginnings of the National Socialist movement, united - especially since 1929/30 - a wealth of political offices and functions in his hand. In order to be able to carry out all the tasks assigned to him, Rosenberg, since his appointment as head of the Foreign Policy Office of the NSDAP (APA) in April 1933, made use of a private secretariat headed by Thilo von Trotha (b. 12.04.1909, d. 24.02.1938), who was also responsible for the North Division of the APA. In April 1934, by order of the Reich Treasurer, von Trothas, initially only volunteered for Rosenberg, was converted into a full-time regular employment relationship with Rosenberg as Reichsleiter of the NSDAP. As private secretary, he was responsible for processing all correspondence that Rosenberg had to conduct personally as head of the APA, but also as Reichsführer of the Kampfbund für deutsche Kultur (KfdK) and as main editor of the "Völkischer Beobachters" (VB). In January 1934, Rosenberg was appointed the Führer's representative for monitoring the entire spiritual and ideological training and education of the NSDAP. Probably because of this new expansion of his duties, on 26 April 1934 Rosenberg ordered the conversion of his private secretariat into a "Rosenberg Chancellery". It continued to be under the direction of Thilo von Trothas, but was now assigned a clearly defined scope of duties: From now on, the Rosenberg Chancellery was responsible for all correspondence conducted by Rosenberg himself within the scope of duties of the APA, the KfdK and other ideological offices as well as for the "NS-Monatshefte", the appointment calendar and the visit regulations of the Reichsleiter. The firm had its own "archive" whose task it was to collect information material and newspaper clippings about Rosenberg. The DBFU was one of the administrators. On 15 August 1937, Rosenberg appointed SA-Sturmbannführer Dr. Werner Koeppen (born 26.09.1910) as his aide. After the death of Trothas in February 1938, Koeppen took over the management of the office and retained it - with temporary interruptions due to military service - until 1945. In August 1941 he was appointed by Rosenberg as his personal adviser and worked for a time as a liaison officer in the Führer's headquarters. During his absence Amandus Langer, whom Rosenberg had appointed as his adjutant in 1941, represented him in the management of the office. Despite some losses during the heavy bombing raids in November 1943, most of the files of the Rosenberg office seem to have been preserved. The traditional Rosenberg documents (from the state and party areas) were brought to Nuremberg after the end of the war in order to be evaluated for the Allied trials against the war criminals. In the beginning, the documents that could be used as supporting documents were taken from the files, later they were left in them and were content with photocopies. The originals used are likely to be in Washington today, along with other trial documents. The documents collected in Nuremberg were evaluated by various foreign institutions for the creation of their own collections after the processes had been completed. The Centre de Documentation Juive Contemporaine (CDJC) in Paris is particularly worthy of mention here. Today, the "Collection Rosenberg" contains a collection of approximately 1,100 documents (mostly from the provenance office of Rosenberg, but also from other Rosenberg offices). Receipts for the individual documents taken from the CDJC are still in the files that have been transferred to the Federal Archives. Further records of Rosenberg's departments can be found at the Nederlands Instituut voor Oorlogsdokumentatie (NIOD), Amsterdam, and at the Yivo-Institute for Jewish Research in New York. Books and journals from Rosenberg's departments are listed in the Hoover Institute and Library and in the Library of Congress. Documents from Rosenberg offices also reached archives of the former Soviet Union. An extensive collection (above all of the provenance ERR) is today kept in the Tsentral`nyi derzhavnyi arhiv vyshchykh orhaniv vlady ta upravlinnia Ukraïny (TsDAVO Ukraïny) in Kiev, further files (above all of the provenance foreign policy office) in the Rossiiskii gosudarstvennyi voennyi arkhiv (RGVA) in Moscow. Most of the Rosenberg files collected in Nuremberg were brought to Alexandria/Va. and partly filmed there. In March 1963, this file complex, known as Record Group 1008/Reichsministerium für die besetzten Ostgebiete, was transferred from the USA to the Federal Archives in the course of the file repatriation, where it was divided into provenances in autumn 1963. The files from this return of files to the provenance of "Kanzlei Rosenberg" form the main part of the present collection. Some volumes were added which had been transferred to the Nuremberg State Archives and to the Federal Archives in 1955, as well as several volumes from various American file returns. Further additions were made by one volume each from the Central State Archive of the GDR (62 Ka 2/1) and from the so-called "NS Archive of the Ministry for State Security of the GDR" (ZA VI 6322). Archival processing The majority of the documents had been deposited in the Federal Archives in their original registry context. Individual documents, processes detached from their context as well as volumes in disorder had to be rearranged. The order and distortion corresponded to the original registry context. A complete reorganisation of the stock from a factual point of view would have facilitated its use, but did not appear to be justified from the point of view of labour economics. Only double copies were collected in the manuscript series. The preliminary finding aid for the stock was produced by Mrs. Köhne in 1966. Characterisation of the contents: The collection of manuscripts and newspaper clippings provides a fairly comprehensive picture of Rosenberg's personality from about 1930 to 1945. Due to the fact that the Chancellery was responsible for almost all of Rosenberg's departments, the collection also contains essential supplementary material on the activities of the departments subordinated to Rosenberg; only the department of the Reich Ministry of the Occupied Eastern Territories, whose affairs Rosenberg had dealt with primarily by its ministerial office, is to be excluded. The filing of the documents took place largely in chronological series, at most separately into the areas VB, KfdK and APA, later also according to correspondence partners.
