            Preliminary remark: The legation of Württemberg at the Baden court, which existed before 1806, was retained after Württemberg was elevated to a kingdom and was occupied until 1848 by an envoy residing in Karlsruhe. During the revolutionary period, Württemberg was represented only temporarily by an official observer in Karlsruhe, since the resumption of relations in 1851 by a chargé d'affaires, until after the establishment of the German Reich in 1871 the legation was lifted. It was rebuilt in 1893 mainly for reasons of courtly representation. Until its final abolition on April 1, 1933, the Württemberg envoy at the Bavarian court, who was also accredited in Darmstadt, was also an envoy in Karlsruhe with headquarters in Munich. The volume of work was relatively high and varied in the initial period up to about 1820 - this becomes clear, for example, in the territorial negotiations at that time or in the large number of uses in private affairs - and then fell noticeably, so that envoys von Bismarck could be called upon several times for special missions to northern German courts. After 1850 the mutual consultations between the Württemberg and Baden governments on issues of major European and German policy as well as the internal problems of both countries intensified. In addition, the increased administrative intensity and urgent questions of economic legislation were now also reflected in the business volume of the legation. After the reestablishment in 1893, the envoy was given almost exclusively formal tasks and those of representation. As a rule, he spent a few days in Karlsruhe once or twice a year, usually on the occasion of the court ball or another court event. Negotiations between Württemberg and Baden authorities were usually conducted directly, no longer via the envoy, so that his correspondence - about 100 diary numbers per year - was largely limited to the transmission of congratulations, inquiries and official correspondence and occasional indirect reporting. With the end of the monarchy, these tasks were almost completely eliminated. However, the legation was formally retained and from 1926 on again entrusted with smaller commissions, such as reporting in Baden newspapers. The tradition is not homogeneous. In the first years individual case files predominate, from about 1815/1820 - as with other Württemberg legations - a purely formal classification principle, such as "concepts and reports" or "rescripts and notes" and correspondence files. Mainly new business areas were filed after 1850 by subject, such as "railway files". But it did not come to a continuous registry management, since the new fascicles were put on as required and, provided with a sequential Arabic number, were attached to the already existing files at the end. In this way, the registry consisted of 72 in 1848, 104 in 1866 and dates back to 1818. From 1893 - 1933 the entire written material was filed only according to the chronological order. The content of the written material is also very unequal. Some envoys took part of the processes, so their instruction, to their private files. A number of events only appear in the diary, as they were passed on in original form without additional documents being gathered in the legation. After 1893, for parallel enquiries to Bavaria, Baden and Hesse, often only one joint draft was produced and filed with the Bavarian registry. Some things seem to have been lost or destroyed, for example when the passport register only covers the period from 1811 to 1816. as far as can still be seen, the present collection was archived in four deliveries together with documents of the Ministry of Foreign Affairs and other legations and was added to the collection of "Legation Files" (E 70 and E 73). The documents summarised in inventory E 70 Verzeichnis (Ablieferung) 32 covered the period up to 1817, those of inventory E 70 Verzeichnis 33a the period from 1818 - 1871 and arrived after 1872. The material grown up in Munich was delivered until the year 1910 around 1920, the rest was probably incorporated immediately after the abolition of the legation in 1933 and the stock E 73 Verzeichnis 61. The reorganization could orient itself only little at the given condition. The archival records that had grown up at the legation were separated from the rest of the association and the provenance holdings "Württembergische Gesandtschaft in Baden" were newly formed. The originally planned division into two main parts, "I. 1806 - 1871" and "II. 1893 - 1933", was cancelled when the finding aid book was drawn up and all title entries were subordinated to the classification scheme prescribed by the distortion of other legations. Among them are the reports to the King or the Minister of Foreign Affairs and the general, not thematically limited correspondences with him, among others the first main group. The other files were separated according to their different subjects without regard to the previous state of order, and each of them was re-compiled into the other main groups. The breakdown of these was based on the total business volume. It was not advisable to align the plans with those of other legations, such as Berlin or Munich, which had been preserved. Certain inequalities in the distortion have remained in so far as some subjects, such as "German Question" etc., have been left out, Despite their complexity, a further subdivision was not permitted, whereas on the other hand after 1893 only individual cases still occur or until 1850 almost all affairs of private persons were classified under "Uses", but afterwards also under the subject headings such as "Reporting", "Justice - Individual Cases" and others.In the present finding aid book the indication of the registry signatures, i.e. the tuft counting with Arabic numerals, was omitted for the documents up to 1871, since they could be determined only partly without difficulties and references to these numbers are found only imperfectly in the last diaries before 1871. The previously valid archive signatures E 70 Verzeichnis 32 Faszikel 1-9 and E 70 Verzeichnis 33a Faszikel 1-33 were, however, noted in the title entries. Various old tuft numbers had to be applied when a new tuft was composed entirely or partially of old tufts. For the files from 1893 - 1933 the indication of the old archive signature could be omitted, since with the previous purely chronological storage - apart from isolated fact file beginnings - the written material from 1893 - 1899 was united in E 73 directory 61 fascicles 18 d, from 1900 - 1905 in 18 e, from 1906 - 1913 in 18 b and from 1914 - 1933 in 18 c.As diverse as the content of the title recordings may be, there are clear limits to their scientific evaluation: the continuous reporting to the king up to 1847 forms a closed whole, the other correspondence only covers partial aspects. The same often applies to the fact files, especially if minutes, excerpts or replies to enquiries were forwarded in original form. Parallel transmission is therefore of greater importance. On the Württemberg side, the holdings of the superior Ministry of Foreign Affairs and the State Ministry are to be mentioned primarily in the Main State Archives, on the Baden side in the General State Archives Karlsruhe the departments 47 - 49 Haus- und Staatsarchiv - II. The inventory was recorded and arranged by the signatory 1974 - 1976 with the temporary cooperation of the aspiring inspectors Bader, Gutenkunst and Kramer and comprises 724 tufts in 6.1 m. CordesThe completion of the present finding aid book took place with the help of the data processing on the basis of the program package MIDOSA of the national archive administration Baden-Wuerttemberg in the time from May to August 1987. For the various technical assistance is to be thanked the national archive management. The title recordings present on index cards were entered without substantial changes over screen into the system. At the same time as the inclusion of the title, the index terms were recorded, with a view to a later general index, broken down into a geographical index, a person index and a subject index. The MIDETIT method separates the indices on the basis of corresponding control characters. A concordance was not created for the following reasons: The dissolution of the old serial files and the subsequent creation of material files resulted in the fact that the archives of a former bundle are today located at up to 121 different sites. This basically calls into question the practicability of a concordance that could only have been achieved with unjustifiable effort. The relations, reports and rescripts found in Büschel 34 during the indexing of the holdings of the Ministry of Foreign Affairs, E 36-38, Verz. 2, were subsequently added to the holdings, and the title entries were included in the present find book.             The history of the Franck company ranges from the foundation of the chicory factory in Vaihingen in 1828 to the transition to Nestlé Deutschland AG, Frankfurt in 1987. A description of the company history was omitted in favour of a chronicle in tabular form. The files recorded in this finding aid book originate from a file delivery from 1978, which took place on the occasion of the firmation with Nestlé Gruppe Deutschland GmbH, Frankfurt (since 1987 Nestlé Gruppe Deutschland AG) and the transfer of the management of Unifranck Lebensmittelwerke GmbH to Munich. The printed company chronicles were taken from the previously unrecorded library records in the Ludwigsburg State Archives, which were also handed over in 1978, to complete the unprinted company chronicles of inventory PL 5. The structure of the records was based on the organisational plan of the Heinrich Franck Sons Central Administration of 1919 (PL 5 Bü. 145) and the existing old signatures. The registry order to be derived from the organizational plan and the old signatures, which was arranged according to the type of products manufactured, the central connection to Ludwigsburg or Berlin and the location of the branch, was reduced to the location and departmental responsibility according to the organizational plan of 1919 due to the incomplete nature of the archive records (some registry signatures were missing completely) and easier access. The products manufactured were not taken into account as distinguishing features. Little can be said about the history of the company archive. The central offices in Ludwigsburg and Berlin had the main significance. In 1935 the trademarks were transferred "for security reasons" from the registries in Ludwigsburg and Linz to Berlin (StAL PL 5 Bü. 145). From 1943 to 1947, a large-scale transfer of files and advertising material to Ludwigsburg took place (StAL PL 5 Bü. 1). To what extent and according to which criteria cassations were carried out until the files were delivered to the Ludwigsburg State Archives in 1978/1981 must remain open. The fact that they took place can be concluded from the incomplete registry signatures. Dr. Ruth Kappel was responsible for organising and indexing the finds as part of her practical training as a business archivist from October to December 1991.             History of the authorities: After the National Socialists seized power, special courts were added to the existing criminal courts on the basis of the decree of the Reich government of 21 March 1933 (RGBl. I p. 136). The legal basis for this was Chapter II of Part Six of the 3rd Ordinance of the Reich President of 6 October 1931 on Securing the Economy and Finance and Combating Political Violence (RGBl. I p. 565). The special courts were formed for the Higher Regional Court districts and were composed of a chairman and two assessors. The special court rulings were not subject to appeal. By decree of 27 March 1933 on the formation of special courts (Bad. Justizministerialblatt Nr. 6 vom 28.3.1933, p. 47), Mannheim was designated as the seat of the special court for the Karlsruhe Higher Regional Court district. The public prosecutor's office at the Mannheim Regional Court was the prosecuting authority. The registry of the Mannheim Regional Court was also the registry of the Special Court. The allocation of business to the Special Court was made by the President of the Long Court. With effect from 1 November 1940, a separate special court was formed at the Freiburg Regional Court for the districts of Freiburg, Constance, Offenburg and Waldshut. I p. 1455): according to decree of the Reich Ministry of Justice of 27.5.In 1940, after the jurisdiction of the Wehrmacht courts to convict civilians for criminal offences under § 5 of the War Special Criminal Law Ordinance had been transferred to the general courts, the prosecuting authorities were instructed to bring charges before the Special Court in all significant cases.16Furthermore, charges could be brought before the Special Court for violations of the Act Implementing the Four-Year Plan of 29 October 1936 and of the Ordinance on Penalties and Criminal Proceedings for Violations of Price Regulations of 3 June 1939. History: The establishment of the special court in Mannheim as a department of the regional court there was not without difficulties. The frequent change of court referees had an effect on the conduct of official business. This had a negative effect not least on file management. The office was located in Heidelberg during the war. The court partially met in Karlsruhe. As a result of the district events, the special court files were partially destroyed. Many files were sent to other judicial authorities at the end of the war. During the occupation of the court building in Heidelberg in the spring of 1945, the files of the special court registry were thrown into the cellar, all lacings were loosened and so disordered that the context of the individual case-related documents no longer existed. Some of the files were outsourced by the occupying power in various places. In the summer of 1948, the written material was successively returned to the public prosecutor's office at the Mannheim Regional Court and, from 1976 onwards, several partial deliveries were made to the General State Archives. Order and distortion: The present collection is divided into two main parts. The first part lists the procedural and investigative files. From the years 1933 and 1934, only the reference files of the trial files have survived; of the investigation files, with a few exceptions, the years 1933 to 1935 are completely missing. Since, however, the process and investigation registers recorded in the second part of the finding aid have been preserved, at least the activity of the court can be reconstructed. The entries in the register are shown in a selection in this finding aid (cases for which no files are available). 1976 Mr. Wilhelm Steinbach began with the title entries.             The Presidents of the State District of Baden: With the decree of the American military government of 13 July 1945, the emeritus literary scholar Prof. Dr. Karl Holl was appointed Chief President of the Landeskommissarbezirk Mannheim. His work remained limited in the first few weeks to Mannheim and the surrounding area. Karlsruhe was initially under French occupation. By reorganizing the French and American zones, the Americans extended Holl's sphere of competence to the Baden part of the newly formed state of Württemberg-Baden. On September 3, 1945, Holl was released in the course of an American denazification measure. On September 10 Dr. Heinrich Köhler was appointed. While the individual ministries of the state of Württemberg-Baden in Stuttgart communicated with the Württemberg authorities without intermediate authority, in the American zone of the Baden state territory the state district administration of Baden was interposed, with the exception of the organisation of the administration of justice, which consisted of five departments: President - Internal administration - Labour, social affairs and reconstruction - Cult and education - Finance. The documents of these departments were included in the files of the later Regierungspräsidium Karlsruhe. With the death of Heinrich Köhler on 6 February 1949, the time of a full-time state district president in Baden was over. The position of state district president was only filled on a provisional basis. In this function, Gustav Zimmermann initially held office until his death on August 1, 1949. Until January 11, 1951, Dr. Edmund Kaufmann also served only briefly as provisional state district president. He was succeeded by Ministerial Director Dr. Hans Unser until his death on 27 November 1951. The last president was Dr. Hermann Veit. The formation of the state of Baden-Württemberg in 1952 with the establishment of the four administrative districts unified the administrative division in the new federal state. Tasks and powers of the President: The individual departments of the state district administration were responsible for the specialist tasks. The President, who was able to intervene in the competence of the departments, reserved the right to participate in all fundamental matters as well as in the appointment and promotion of civil servants. In March 1947 the course of business of the presidential office was reorganised. President Köhler reserved the right to sign in draft and in execution all decisions of fundamental and political importance, certain decisions in personnel matters, all matters reserved by the President for signing, all lectures to the State Ministry and letters to the Ministries in Stuttgart. In 1950, the then President Dr. Kaufmann reorganised his competences and tasks within the Baden district administration. He stressed that he should be involved in all administrative matters of fundamental, political and financial importance. In addition, all personnel matters of fundamental or political importance were reserved for the President. The other competences of the President are resolutions of fundamental, political, organisational and financial importance for the district of Baden or which affect the business activities of all the regional district directorates, complaints of official oversight, draft budget for information, notification of budget overruns of a certain amount, representation of the district administration in its entirety, certification of subsidies in excess of DM 200, publication of the official gazette of the district of Baden. Structure and organization of the Presidential Department: In 1947, the Presidential Department was divided into two departments: Department 1: Head of Service, Presidential Affairs, County Council Affairs, State Ministerial Affairs, Representation Affairs, Legal Affairs, Presidential Staff, Motor Affairs, Press Affairs, Official Gazette of the County Administration, Correspondence on more important matters and those of fundamental importance from Department 2. Unit 2: Civil servants' and salaried staff's rights and collective bargaining regulations for civil servants and public sector workers (general), appointment and dismissal of civil servants and recruitment of employees, right to travel and removal expenses (general), State budget matters, factual and personal expenditure of the Bureau, co-administration of representation matters, disposition funds, certifications (legalisation of documents), special mandates of the President, deputisation for Unit 1.A slightly different picture was provided by the business distribution plan of 5 May 1950. The tasks of the Presidential Office were now divided into three units. Unit 1 was called "President", Unit 2 "Legal Unit", Unit 3 "Human Resources and Budget Unit". Traditional history: The written records of the presidential office of the president of the state district of Baden are always singular if they were created within the exclusive competence of the personally small presidential office, i.e. for representation matters, contacts with the press, approval of support, various honours and partly in personnel matters. A typical feature of a large part of the files is the numerous newspaper clippings that they contained, which served to inform the President. This collection forms a unique source for the immediate post-war period. Not only does it document the structure of the German administration in the North Baden area and the beginnings of the new state structure in the German southwest, but it also reflects the misery and the manifold problems faced by the population, administration and politics in view of the catastrophic consequences of the war and the collapse, and the way in which they were coped with. The registry of the president of the Baden district filed the documents in accordance with the Badische Amtsregistraturordnung by H. Fackler (1905).             Origin and editing: During the formation of the large selection stock "Haus- und Staatsarchiv" in the 1870s and 1880s, the group "Staatssachen" was formed as Section III. The editor Ludwig Dietz mainly assembled files from the Margravial Archives, the Foreign Ministry (Diplomatic Section), Secret Cabinets, the War Ministry, and the Baden Army Commandos, and, as an exception, from the conversion, it seemed advisable to intervene editorially in order to make the online finding aid more user-friendly and clearer, at least in wording and textual form, without being able to make a new indexing: The title recordings were streamlined and provided with an additional "Contains" note.             Authority history: After the appointment of district school councillors in eleven district school districts for the middle school supervision in Baden in 1864, the district of Emmendingen belonged to the district school district of Freiburg and then, with effect from 24 June 1882, after the establishment of 13 district school visits, to the district school visitation district of Lahr. Emmendingen became the seat of a middle school supervision authority with the establishment of 18 school districts in Baden with effect from 1 October 1904. The districts of Emmendingen, Ettenheim and Waldkirch belonged to his district. On 1 May 1924 a new division into 14 school districts took place, among them the Emmendingen school district with the official districts of Emmendingen, Lahr and Waldkirch. As a result of the Act on the New Division of the Internal Administration and the State Ministerial Development of 7 November 1936, the school districts were reorganised with effect from 1 December 1936. The aim was to improve the usability of even the unlisted files by separating the various file groups: General files, local files, school service files, personal documents, teacher personal files. The personal files were classified in the L 50/1 - Personal files of teachers I under the numbers 12.908-13.393. In addition, the external sources "Bezirksbauinspektion Emmendingen", "Bezirksschulamt Molsheim" and "Kreisschulvisitatur/Kreisschulamt Lahr" were taken from the file groups of the former holdings "Schulamt Emmendingen 1972/6" to form the following holdings: G 220/1 (Generalia), G 220/2 (local files), G 220/3 (personal documents), G 220/4 (school records), Dr. Werner Baumann and inspector candidate Daniel Stihler made the file title recordings of the present inventory. The files come from two different layers of registry. This resulted in the creation of two main groups "Old Registry Plan" and "New Registry Plan" and within these main groups the classification according to the classification scheme of the respective registry plan. The undersigned was unable to determine when and why a new registry plan was introduced. After random checks, individual documents dating from 1948 were already handwritten - probably subsequently - with the new registration marks, namely with a Roman numeral in lower case that deviated from the old registration plan. The different main groups are marked with a capital letter on the file covers, and the signatory completed the process.             History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the reorganization and administrative modernization of the Grand Duchy. The Organisational Edict of 26 October 1809 divided the Grand Duchy of Baden into 66 sovereign and 53 ranked offices. While the latter were gradually abolished again by 1849 at the latest, the total number of district offices and upper offices was reduced in the course of time by merging and abolishing them. originally the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to perform tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. As sub authorities they were subordinated to the district directorates as middle instances - the district office Villingen created in 1809 first to the directorate of the Danube district with seat in Villingen. In 1819 the Donaukreis was dissolved and united with the Seekreis. The originally ten district directorates, named after rivers (exception: Seekreis), were replaced by the district governments of the four districts - Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterheinkreis - with the organisational reform of the year 1832 and the district office Villingen was subordinated to the government of the Seekreis. Finally, the Law on the Organization of Internal Administration of October 5, 1863 abolished the district governments without substitution as the medium instances of state administration and subordinated the district offices directly to the Ministry of Interior. As a link between local and central authorities, the law of 1863 (amended 1865) installed four state commissionariats - Constance, Freiburg, Karlsruhe, Mannheim - each headed by a state commissioner who had a seat and vote in the ministry. The district office Villingen was assigned to the Sprengel of the Landeskommissariat Konstanz. The district association Villingen with seat in Villingen comprised the national administrative districts Donaueschingen, Triberg (up to its dissolution in the year 1924) and Villingen. State organ with the district federations was the administrative official of the district, in which the district federation had its seat, as a district captain. Thus the executive committee of the district office Villingen was in personal union at the same time district captain of the district association Villingen. The corporate body of the district association was the district assembly of elected members. The district association Villingen is thus the actual "ancestor" of the former administrative district Villingen and/or, since 1973, of the today's administrative district Schwarzwald-Baar as local self-administration body. Already in 1924 the name for the executive committee of the administrative district had been changed into Landrat. By the administrative district order of 24 June 1939 the 1864 established district federations were abolished and replaced by districts. In the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity.             History of the authorities: The territorial reorganization of Germany by Napoleon almost doubled the territory of the former margraviate of Baden between 1803 and 1810. In 1803 it was elevated to the status of electorate and in 1806 to that of grand duchy. This made it necessary to restructure and standardize the administrative structures of the administratively heterogeneous state. The organizational edicts issued between 1806 and 1809 divided the Grand Duchy of Baden into 66 provincial and 53 municipal offices. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. The number of district offices in Baden was significantly reduced by mergers and abolitions in the course of the 19th and 20th centuries.Originally, the district offices were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the activities of municipal administrations in their respective districts, but they were also responsible for the police and - until the establishment of their own court organisation in 1857 - the judiciary, in particular civil justice. The district office Überlingen belonged to the Seekreis. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts and assigned the district Überlingen to the Seekreis.             History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in land and people made it imperative to reorganize and standardize the administrative structures of the administratively heterogeneous state. The organisational edicts issued between 1806 and 1809 as well as the further changes in the administrative structures of the Grand Duchy and the State of Baden made during the 19th and 20th centuries served to achieve these goals. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. The number of district offices in Baden was significantly reduced by mergers and abolitions in the course of the 19th and 20th centuries.Originally, the district offices were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the activities of municipal administrations in their respective districts, but they were also responsible for the police and - until the establishment of their own court organisation in 1857 - the judiciary, in particular civil justice. The district office Lahr belonged to the Kinzigkreis. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts and allocated the administrative district of Lahr to the Middle Rhine District. In 1864 these four districts were dissolved and the district offices were directly subordinated to the Ministry of the Interior. At the same time the Grand Duchy was divided into eleven district associations as local self-governing bodies without state tasks, and the district of Lahr became part of the district of Offenburg.             History of the Inventory Designer: Under the name Rechnungshof des Norddeutschen Bund (Court of Audit of the North German Confederation), the Prussian Chamber of Upper Legislation took control of the budget of the German Reich for the financial years 1867-1869 for the first time, renaming the authority the Rechnungshof des Deutschen Reiches (Court of Audit of the German Reich). In addition to controlling the Reich's budget, the Oberrechnungskammer, in its function as Court of Audit, was responsible for auditing the budget of Alsace-Lorraine (1874-1919) and for controlling the budget of the protectorate (since 1892/95 Africa, since 1898 all protectorates). The Court of Audit (Rechungshof, RH) was chaired by the Chief President of the Chamber of Appeal; its members were appointed by the Emperor at the suggestion of the Federal Council. The task of auditing the accounts of the Reich's budget had to be transferred to the Upper Chamber of Accounts by repeated individual legislation, usually on an annual basis. Article 86 p. 2 of the Weimar Constitution ("The audit of accounts is regulated by the Reich Law") established the audit of accounts for the Reich Administration under constitutional law. The Reich Budget Code of 31.12.1922 accordingly provided for the fundamental audit of the Reich budget by the Court of Audit of the German Reich (legalization of the audit of the "economic efficiency of the administration"). Thus, for the first time, auditing was fixed as a right of the state; at the same time, the establishment of the Court of Audit as an independent Reich authority independent of the Reich government was regulated. The Imperial Budget Code determined - as an important objective of the Court of Audit after examination of the submitted annual accounts - to prepare memoranda on the most important audit results and to submit proposals to the Imperial Government for the amendment and interpretation of laws in order to remedy identified deficiencies in the administration. The Court of Audit of the Weimar Republic represented a college of President, Directors and Councillors, which decided all fundamental matters by majority vote in the Plenary Assembly. In order to decide on matters that were limited in scope and only concerned individual administrative areas, the Reich Budget Code granted the formation of senates consisting of at least 3 members. In addition, the expert activity could be carried out at the request of the Reich Ministers, the Reich Parliament and the Reich Council; in addition, companies with their own legal personality could also be audited by the Court of Audit. The President and the other members of the Court of Audit were now appointed by the President of the Reich, countersigned by the Reich Minister of Finance. The President of the Court of Audit was also responsible for the management of the Prussian Chamber of Accounts. From October 1, 1922, however, he no longer headed the Prussian but the Reichsbehörde full-time. He was supported by the savings committee of the Reichstag. In December 1933 this office was closed again and the tasks were transferred to the new presidential department of the Court of Audit. As the supreme audit and control authority, the Court of Audit was responsible for supervising the entire Reich budget by examining the budget accounts, including the unscheduled income and expenditure of all Reich administrations, the accounts for the entire non-monetary property of the Reich as well as the books and accounting documents of the enterprises of the Reich. Since the end of the First World War, the Court of Audit has also had to increasingly control the use of Reich funds, which flowed into the private economy in the form of loans, credits, guarantees, subsidies and participations, by including both important business enterprises and a rich country of smaller enterprises in its audit area. The internal structure of the RH remained essentially unchanged throughout its existence. It was divided into the presidential department and a changing number of audit departments, to which the authorities and companies to be audited were allocated according to objective criteria. For the collection and cartographic indexing of laws, ordinances, administrative provisions, official regulations and other documents required for auditing the accounts, a news agency was attached to the Presidential Department, which from 1937 was known as the "Archive". In 1933 the Court of Audit was confirmed as an independent supreme Reich authority vis-à-vis the Reich government, but the previous procedure of majority decisions was abolished and the President was largely granted authority to issue directives to all organs of the Court of Audit. The general files were kept according to a uniform file plan and are summarised at the beginning of the inventory. The specialist and examination files are arranged according to the most recently valid business distribution plan. The creation of archival file titles, volume sequences and series was usually required when the files were recorded; the creation of identical titles was unavoidable due to the specific nature of the structure.             History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) was above all responsible for the administrative reorganization and modernization of the Grand Duchy. The area and authority of the new administrative district of Constance as a municipal self-governing body was now congruent with the administrative district of the state administration. In the reorganization of the administration after the end of the war in 1945, the legal supervision of the districts, which now became real local self-governing bodies with democratic legitimation, was initially transferred from the state commissioners to the (South) Baden Ministry of the Interior. Following the formation of the federal state of Baden-Württemberg, it was replaced by the Regierungspräsidium Südbaden as the central authority for the administrative district of Südbaden - the Regierungspräsidium or Regierungsbezirk Freiburg since the administrative reform of 1971. The district and later Landratsamt Konstanz was repeatedly changed from its establishment in 1809 to the year 1952.             On the history of Army High Command 7: The deployment plan for the West Army in a future war against France in 1914 provided for the formation of a total of seven armies on the German western border. The 7th Army, whose jurisdiction extended from the Hagenau-Saarburg line to the Alsatian-Swiss border, had the task of ensuring the protection of the left flank of the Western Army and thus guaranteeing the three so-called encircling armies (1 - 3, see Schliefen Plan) corresponding lateral protection. This 7th Army, which was under the command of the General Colonels of Heeringen, was assigned the General Command of the XV AK (Strasbourg), the General Command of the XIV AK (Karlsruhe) and the General Command of the XIV Reserve Corps at fighting formations. With the exception of a few Prussian and Württemberg troops, most of which were in the 28th Reserve Division, the 55th Mixed Replacement Brigade and the 55th Landwehr Brigade, the majority of the 7th Army (in addition to the units of the XV AK) consisted of the Baden troops of the XIV AK and the XIV Reserve Corps.With these troops, in one of the first battles of the world war, Colonel General von Herringen succeeded in stopping the advance of French units on the Rhine border and throwing them back from the Alsatian plain to the Vosges ridges. the transition from the war of movement to the war of positions, combined with the accelerated exchange of troops within the various army corps and armies, blurred the clear assignability of certain units to larger units. With the calming of the Upper Alsace and Vosges Front in the winter of 1915, larger parts of the fighting Baden troops were withdrawn from the area of responsibility of the 7th Army and replaced by Landwehr formations (also Baden, but also Württemberg, Bavarian and Prussian). These units, which were deployed at almost all theatres of war in the West, generally remained under the command of the 7th Army High Command. While the army groups and army fronts were pronounced intermediate instances of the higher leadership, the "Army High Commands" as command authorities combined combat command with administrative tasks. Their army area was divided into the "operational area" and the "stage" in which the supply facilities of the army were stationed. The allocation of army troops (pioneers, transport troops and air forces) was based on the respective operational objectives and also varied in the area of the 7th Armed Forces. In 1914, however, the air force department, field airship department, telegraph department and a radio command with two heavy radio stations belonged to the "basic equipment" of every army. Inventory history: The knowledge about the original jurisdiction of the 7th Army and the troops that formed it will have been decisive for the fact that the military tradition of this large formation was not transferred to the army archive in Potsdam after the end of the First World War, but remained in the Heilbronn branch archive and later in the army archive in Stuttgart. From there, the closed collection was transferred to the General State Archives in 1949 as part of the transfer of "Baden" military provenances (for the archive history of the XIV Army Corps tradition, see the preliminary remarks on Repertory 456 F 8 - Deputy General Command XIV Army Corps). Order and Distortion: The present inventory was recorded in 1985 by Heinrich Raab, a long-time administrator of the inventory group 456. The title recordings available on index cards were then sorted according to departments in accordance with the military business distribution plan and according to subjects within the departments. When the holdings were repackaged in acid-free archive containers, the undersigned checked and partially supplemented the title records, but the internal order of the holdings was largely retained.             Brigade Staff: At the beginning of the war, the 84th Brigade belonged to the 29th Infantry Division. The infantry regiments 169 and 170 were subject to it. From March 1915 the staff was separated from the above-mentioned association and used for the formation of the staff of the 104th Infantry Brigade. After the end of the war the mobile staffs took over the tasks of the dissolving deputy units, the deputy command was again given the designation 84th Infantry Brigade. In May 1919, the Brigade Staff was used to form Resolution Staff 55. Inventory history: After the end of the war, the files remained with the settlement office of the Infantry Regiment 169. Foreword In 1999 and 2000, the University Archive Stuttgart took over a large number of old files from the central institute building of the then Research and Material Testing Institute Baden-Württemberg (FMPA) - Otto-Graf-Institut, a total of 263.7 shelf metres. This extensive collection, together with a few smaller, later additions, forms the holdings 33, which the Deutsche Forschungsgemeinschaft (German Research Foundation) funded from June 2008 to March 2012 as part of the Scientific Library Services and Information Systems (LIS) funding programme. The focus of the cataloguing lies on the research organization and on the networks in NS large-scale projects and in construction projects of the early Federal Republic of Germany, which also corresponds to the density of the inventory handed down between 1933 and 1958. The Materialprüfungsanstalt Stuttgart officially commenced its activities on 25 February 1884. It was an institution of the Technical University of Stuttgart. From the beginning, both areas were covered: material testing for mechanical and plant engineering as well as the testing of building materials and construction methods. When in 1927 the institutional separation of the two areas of work was initiated, the registries of the Material Testing Institute/MPA (Mechanical Engineering) and the Material Testing Institute for Construction were also separated. When the latter moved from Stuttgart-Berg to the new buildings in Stuttgart-Vaihingen at the end of the 1950s and beginning of the 1960s, the files were taken along for building material testing, but also the series of joint outgoing mail books from 1883. They are therefore also part of the archive holdings 33. Following the retirement of non-archival-worthy files, the archive holdings currently comprise 3,484 archive units from the period from 1883 to 1996 as well as 777 personnel files of FMPA employees up to 1986. A finding aid book is also available online for the personnel files of employees born up to 1912. A whole series of employees of the Stuttgart University Archive were involved in the implementation of the project. The project staff members Hanna Reiss, Tamara Zukakishvili and Stephanie Hengel must first be named here. Hanna Reiss recorded the personnel files and the important clients, in addition she supported the scientific coworker with evaluation questions. Tamara Zukakishvili recorded the daily copies of the departments of the Otto-Graf-Institut. Stephanie Hengel, together with the undersigned, carried out the evaluation of the partial stock of publications and recorded and systematised, among other things, the extensive partial stock of the Länder Expert Committee for New Building Materials and Types of Construction. Maria Stemper registered the outgoing mail correspondence, Simone Wittmann, Anna Bittigkoffer and Norbert Becker a part of the test files of the departments concrete, stones and binders, earth and foundation engineering and building physics. Norbert Becker, Anna Bittigkoffer and Stephanie Hengel carried out the inspection and evaluation of the large-format documents and plans as well as the extensive collection of photographs and photonegatives. Stuttgart, 12.03.2012 Dr. Volker Ziegler 2nd outline of the history of building material testing at the Technical University/University of Stuttgart 2.1 The foundation of the Materialprüfungsanstalt Stuttgart The present volume 33 contains the files of the working area of building material testing, which was part of the Materialprüfungsanstalt Stuttgart under various names until 1945 and only then became independent, which is why it is necessary to go into the history of the Materialprüfungsanstalt Stuttgart in more detail. The Materialprüfungsanstalt Stuttgart officially commenced its activities on 25 February 1884. Professor Adolf Groß, Professor of Machine Drawing, Machine Science and Design Exercises at the Stuttgart Polytechnic, was the founding director. In September 1883, however, Groß changed from the Polytechnikum Stuttgart to the board of directors of the Württembergische Staatseisenbahnen and was replaced by Carl Bach[1] as the board member of the Materialprüfungsanstalt[2] In the decree of the Department of Churches and Education in the Staatsanzeiger für Württemberg of 21 February 1884, the following is formulated as the area of responsibility of the Materialprüfungsanstalt Stuttgart: 1. The Materialprüfungsanstalt is determined to serve the interests of industry as well as those of teaching. Initially, the equipment was purchased to determine the tensile strength of metal and wooden rods, belts, ropes, cement and cement mortar, the compressive strength of cement, cement mortar and bricks, the bending strength of metal rods and beams, the shear strength of round metal rods. On request, elasticity modulus and proportional limit, if any, can also be determined during tensile tests. It has been decided to extend the institution by the facilities for determining the wear and tear of stones. The fees payable for the use of the establishment shall be sufficient to cover its expenses. Public operation will begin on 25 February this year. This shows that building material tests were planned from the outset and that the institution was to be operated economically. The Royal Württemberg Ministry of Finance provided an amount of 6,000 Marks. Furthermore, 10,000 Marks came from a surplus that had been achieved at the state trade exhibition in Stuttgart at that time. This was what the Württembergische Bezirksverein Deutscher Ingenieure (Württemberg District Association of German Engineers) had advocated following an application by Carl Bach.[3] There was no state funding. Carl Bach therefore had to make do with a room in the main building of the polytechnic, which had to be shared with the electrical engineering department. Apart from Carl Bach, there was only one employee at the beginning. It was not until 1906 that a new building could be moved into in Stuttgart-Berg. The development had been so positive that the state of Württemberg assumed the construction costs and Carl Bach was able to hire additional personnel, including engineers Richard Baumann, Otto Graf and Max Ulrich, who came to the Materials Testing Institute in 1903 and 1904. They were largely paid for out of earned funds. 2.2 Carl Bach and Emil Mörsch Carl Bach's collaboration with Emil Mörsch, a man who laid the scientific foundations for reinforced concrete construction, was of fundamental importance. In 1902 Mörsch published his work Der Eisenbetonbau, seine Anwendung und Theorie. This book was published in a short time and became a standard work.
