History of the Inventory Designer: The Reich Treasury Office, which emerged from the Finance Department (until 1877: Finance Office) of the Reich Chancellery in 1879, became the Reich Ministry of Finance (RFM) in 1919. The RFM initially took over the structure and the responsibilities transferred to the Reich Treasury for the Reich budget, currency, customs duties and excise duties. Only the administration of the Reich's own property, the exploitation of the Reich's property, above all by the army and navy, and the financial supervision of industrial enterprises and the Reich's holdings in industrial enterprises were temporarily transferred to the Reich Treasury, which was newly founded in March 1919 and dissolved again in 1923. The scope of duties of the Reich Ministry of Finance was considerably extended in the course of the Erzberger financial reform of 1919/1920, mainly through responsibility for property and transport taxes. The Länder had to leave their tax apparatus to the Reich, so that the RFM, as the head of the Reich Finance Administration, now had a uniform official substructure in the form of regional tax offices and local tax offices and main customs offices. Since the dissolution of the Reich Ministry for Reconstruction (1924), the RFM has also had comprehensive competence for handling the consequences of war. The RFM experienced a further increase in its tasks in connection with the abolition of the sovereignty of the Länder in 1934, as a result of which the finance ministries of the Länder were placed under the supervision of the RFM. Only the Prussian Ministry of Finance was able to retain its independence and was not incorporated into the RFM until September 1944 and only formally. Inventory description: Inventory history Until 1936, most of the files of the RFM that had been created until 1929 as well as numerous files of the "Neue Registratur" from 1930 onwards, including the household files of the Wehrmacht, the SS and the concentration camps, had already been handed over to the Reichsarchiv in Potsdam. Since only part of the war-related relocations were included, large parts of these files were destroyed during the air raid on Potsdam in April 1945, including almost all secret files after 1925 as well as numerous files of the new registry, in particular on official and pension matters, employee and worker questions. Losses have also occurred in the files stored by the Reichsarchiv. The household records of the Wehrmacht, the SS and the concentration camps mentioned above are considered destroyed today. Further losses of files have occurred due to the destruction of files in the authority itself and at the places of removal. This applies in particular to the files for the treatment of anti-grass roots and anti-rich, Jewish and confiscated assets of the "Eylert" and "Maedel" units of the RFM, which were moved to Sigmaringen. These files were most likely burned shortly before the end of the war together with the documents of the Sigmaringen tax office. After the end of the war, depending on the place of relocation, parts of the records were transferred to both the Federal Archive in Koblenz and the then German Central Archive in Potsdam (DZA). In the 1960s, the Federal Archives in Koblenz took over from the Federal Ministry of Finance, above all, the files of the registries running until 1945, which were initially kept by the "Restverwaltung" and from 1946 by the "Archiv des ehemaligen Reichsfinanzministeriums". The files of the Reich Archives that had been transferred to the Potsdam DZA were mainly the files of the Reich Archives in the Sraßfurt and Schönebeck potash shafts, as well as confiscated documents returned from the Soviet Union in 1955. Until 1990, the entire collection of the Reich Ministry of Finance was held in roughly equal parts in the Central State Archives of the GDR and in the Federal Archives in Koblenz. In both archives the tradition was recorded successively and recorded in provisional finding aids (indexes and card indexes). Due to the different overdelivery focal points of both sub-stocks, the respective classification of the sub-stocks was carried out according to different criteria. While the Potsdam part of the stock with a focus on traditions was structured according to the departmental structure until 1930, the Koblenz structure followed the uniform file plan of the Reich Finance Administration introduced in 1929. In addition, the records kept as holdings 21.01 in the Central State Archives of the GDR were divided into two signature sequences, depending on the time of their creation. A-signatures received files with provenance Reichsschatzamt created until 1919, B-signatures the files of the RFM. When the two parts of the records were merged in 1990, the different signature sequences had to be merged in order to clearly identify the individual files. The signatures of the Koblenz files were retained, the old A-signatures with 40000 and the B-signatures with 50000 were added. Since the year 2000, the two traditional parts of the book have been gradually merged into online sub-find books, starting with the budget files of the specialist departments. History of the Inventory Designer: The "Gesetz zur Vorbereitung des organischen Aufbaus der deutschen Wirtschaft" of 27 Feb. 1934 "Wiederaufbaugesetz" (RGBl I 1934 p. 185f) created the legal basis for the reorganisation of the previous free association system. § 1 of the law authorized the Reich Minister of Economics: 1. to recognize trade associations as sole representatives of their branch of industry 2. to establish, dissolve or unite trade associations 3. to amend and supplement statutes and articles of association of trade associations, in particular to introduce the Führergrundsatz 4. to appoint and dismiss the leaders of trade associations and 5. to connect entrepreneurs and enterprises to trade associations. The organisational structure of the Organisation of Trade and Commerce (OGW), announced by Reich Economics Minister Schmitt on 13 March 1934, provided for a division of the economy into twelve main groups, seven of which were for the various branches of industry: I Mining, iron and metal extraction II Mechanical engineering, electrical engineering, optics, precision engineering III Iron, sheet metal and metal goods industry IV Stones and earths, wood, construction, glass and ceramics industry V Chemical, paper and paper processing industry VI Leather, textile and clothing industry VII Food industry. The First Regulation for the Implementation of the Law of Feb. 1934 (RGBl I 1934 p. 1194) issued by the Reich Minister of Economics on 27 Nov. 1934 eliminated this fragmentation of industry by combining the seven groups in the Reich Group Industry, into which the Reichsstand/Reichsverband der Deutschen Industrie was transferred by order of the Reich Minister of Economics on 12 Jan. 1935. The other main groups VIII Handwerk, IX Handel, X Banken and XI Versicherungen also became empire groups. The Reich Group Industry was at the same time part of the organization of the commercial economy, which was subordinate to the Reich Ministry of Economics. Together with the other groups of the Empire - crafts, commerce, banks, insurance companies, the energy industry, tourism (technical) and the chambers of commerce (regional) - it formed the subdivision of the Reich Economic Chamber. It was subdivided according to districts into 26 industrial departments, which established the link between the Reich Group Industry and the industrial enterprises. Inventory description: Inventory history The largest part of the files of the inventory R 12 I Reichsgruppe Industrie originates from a complex of documents which was created after 1945 by the American occupation authorities in the Ministerial Collecting Center (MCC) in Hessisch-Lichtenau and Fürstenhagen. On behalf of the Americans, the files collected there were opened up and processed by German officials and employees in so-called working groups or sections. In this way, the working group XIX Economic Organization (Section Economics Organization) dealt with files of the Reich Economic Chamber and the Reich Industry Group. Via the Administrative Office for Economics in Minden and later the Administrative Office for Economics in Frankfurt/M., the documents finally came into the jurisdiction of the Federal Ministry of Economics in Duisdorf in 1951 in a strongly decimated form, and were then handed over to the Federal Archives in June 1952 after an initial inspection, pre-arrangement and separation of non-archival documents. In 1962 a further 128 volumes were taken over from the Berlin Document Center. Archival evaluation and processing The documents taken over from the Federal Ministry of Economics in 1952 were examined in 1966 and 1968 respectively by Archive Inspector A. Wagener (part 1) and Archivinspektor A. Loos (part 2), and provisional archive directories have been drawn up. Part 1 mainly contained documents from Divisions V Social Economy, VIII Statistics and Economic Observation and Z Community Aid to Enterprises. Part 2 was a collection of reference files of the deputy head of department of Abt. V Sozialwirtschaft and head of the war damages department Dr. Wilhelm Reuss. The files taken over from the Berlin Document Center in 1962 were processed in 1977 and listed as Part 3. Since the files were largely disorganized and often several subjects were in one volume without any factual connection, a complete reorganization and reshaping of volumes/volume sequences was necessary. In terms of content, these files also mainly concerned the Dept. V Social Economy. The revision of the holdings in 2009 using the Bundesarchiv's Basys-S directory database primarily involved the dissolution of the three existing partial holdings and the classification of the holdings as a whole. The hand files of Dr. Reuss, previously summarized as Part 2, now form, with a few exceptions, the War Material Damage Settlement Classification Group. The listing information from the previous provisional lists was largely taken over without further examination of individual files. In individual cases, however, adjustments had to be made to excessively long file titles and confusing content notes. The BORCKEschen possessions in the right Rhine part of the duchy of KLEVE consisted of the 4 knight's seats HUETH, ROSAU, OFFENBERG and WENGE together with the subductors BIENEN and PRAEST-DORNICK. The Chamber President and Privy Council, the later Minister of the Budget, Friedrich Wilhelm v. BORCKE, had acquired the houses HUETH and ROSAU from the WYLICH-LOTTUM bankruptcy in 1736 and the RECKEschen Herrschaften OFFENBERG-PRAEST-DORNICK in 1744/45. Since the archives of the previous owners were taken over in whole or in part, the collection consists of 3 main groups: The RECKEsche Archives (I and II), a part of the WYLICH-LOTTUMsche Archives (III and IV) and the BORCKEsche Archives (IV and V) I and II. The Rhenish possessions of the family v.d. RECKE came mainly from the family v. WYLICH zu WENGE, which had died out in 1636 in the male tribe. The heirs were the sister of the last v. W. GERBERGA ( 1637) and her sons 2. Ehe KONRAD und DIETRICH v.d. RECKE. The property included the houses WENGE (at DORNICK) and NEUENHOFEN (in KREFELD-BOCKUM) as well as estates and pastures in the county of 's HEERENBERG. KONRAD v.d. RECKE, later president of the chamber in KLEVE, received these maternal estates during the division. In the year 1670 he acquired the noble house OFFENBERG in exchange for the WYLICHsche house to EMMERICH and pushed through 1677 that this was detached from the rule BIENEN and raised with a part of the peasantry BERGE to the sub rule. In 1678 he also received jurisdiction over PRAEST and DORNICK. The archive accordingly consists of the archive of the family v. WYLICH (I) and the extensive estate of the KONRAD v.d. RECKE ( 1713) (II). The WYLICH Archive also contains the archives of the families NEUENHOFEN-OSSENBROICH (referred to as NEUENHOFEN in the documents section), WISSEL, LOWENBERG and GOHR. III The WYLICH-LOTTUM archive was probably divided after the death of Field Marshal KARL PHILIPP v. W. in 1719, since almost all files are missing here about the house GRONDSTEIN, which was passed on to the 2nd son, and there are also gaps in the holdings of documents. But the valuable official acts of GODART, CHRISTOFFEL, OTTO and CHRISTOFFEL, of which the 3 first officials were in GENNEP (1455-1546), the last two held the office of HETTER (1542-1590), remained on HUETH (now KLEVE-MARK XI d GENNEP and HETTER); furthermore also the estates of Baron JOHANN SIGISMUND ( 1677) with the files of the office HEMERS (now KLEVE-MARK XI d) and of the Field Marshal General KARL PHILIPP. 38 documents which had been alienated from the holdings either in 1719 or during the sale of the estate in 1736 were transferred from the Geh. Staatsarchiv in 1862. They have now been reunited with the stock, having previously formed their own stock of GRONDSTEIN dominion. The properties of the family in the HETTER may come in part from the families HEKEREN and LOEL. In 1645 the house HUETH with BIENEN, BERGE and ANROP was elevated to sub rule. The dominion of GRIBBENVORST-LOTTUM, which originated from the estate of ALEID v. BARSD0NK ( after 1420), had to be asserted in a year-long process with v. MARWICK. GRONDSTEIN came into the possession of OTTO v.WYLICH (married to ELISABETH v. GRONDSTEIN) by inheritance in 1535. (Cf. the old find book: Herrschaft GRONDSTEIN; now file no. 1401) The dominion WEHL was purchased in 1671 and the house ROSAU in 1690 (see also Dep Wylich-Lottum). The files of the HUETH Lehnhof were combined into a special group, since a divorce of the WYLICHschen and BORCKEschen parts was not possible here. V. The BORCKE family owned the house HUETH until their extinction in 1872. From the extensive estates of the budget minister FRIEDRICH WILHELM v. B., the Klevische estates and the v. STEDER fiefs had passed to his son, the general commissioner and later Prussian envoy ADRIAN HEINRICH during the division of the estate in 1769. Under his son FRIEDRICH HEINRICH ( 1825), the decay of the family fortune began. The inherited debts, the loss of sovereign rights including the income flowing from them, the poor economic situation of the real estate after the wars of liberation, but especially the unfortunate outcome of an inheritance process with the stepbrother v. VATTEL. Neufchatel 1819 brought the family into a difficult economic situation. After the death of the count it was probably only the steward SONORÈ as well as the guardians who had to be thanked that the possessions did not come under the hammer. When the estate was divided in 1843, the oldest son Count HEINRICH BORCKE acquired the house HUETH, the remaining farms were passed on to the mother and siblings. From his successor, Freiherr v. WITTENHORST- SONSFELD, the Prussian Archive Administration acquired in 1872 the so-called Old Archive (I - IV) and the estates of the Minister FRIEDRICH WILHELM and the envoy ADRIAN HEINRICH v. BORCKE (files E 1 III 48 et seq.). By order of the Archivdirektion of 5 June 1873, the extensive and valuable estates of both BORCKE as well as parts of the estates of KONRAD v.d.RECKE and Generalfeldmarschall v. WYLICH-LOTTUM had to be transferred to the Geheime Staatsarchiv in Berlin. Following the implementation of the principle of origin (provenance principle), the official files of the budget minister were distributed to the state archives of Düsseldorf, Münster and Marburg in 1889, and the RECKEschen and WYLICH files were also returned to the state archives of Düsseldorf (service files A 7 g 1 88 A.V. 1884/33). The BORCKE estates remained in Berlin (cf. the indexes at the end of the Findbuch, for the Klevische Kammerakten at present the holdings BORCKE-HUETH). When the remainder of the HUETH archive was acquired in 1935, the division of 1889 had to be made the basis. Accordingly, the pieces belonging to the estates of the BORCKE family and the files on the Eastern Elbe possessions to Berlin, individual official files were handed over to the state archives of Münster and Marburg (see the indexes at the end of the find book). The administrative records of the 18th and 19th centuries remained in Düsseldorf, as far as they referred to HUETH and the HALBERSTÄDT fiefdoms, as well as the extensive estate of Count FRIEDRICH HEINRICH BORCKE, who had mainly been active in Grand-Ducal mining services. The youth letters FRIEDRICHS des GROSSEN to the budget minister v. B., which were excluded from sale in 1873, have since been lost (1 letter b. Stromberg, Haus Elverlingsen b. Altena/W., other letters b. Gravert, Gestüt Midlinghoven near Düsseldorf-Hubbelrath; 1921 still available, see Krudewig, Niederrhein. Homeland. 1, 1921, No. 14). The order of the files acquired in 1935 was taken as an occasion to redraw the previously acquired holdings. For practical reasons, the chronological order of the documents was maintained, especially as it was not always possible to assign individual pieces to a particular group. A small collection of documents and files, which had been alienated from the archive by the rector Bröring zu Rees, reached the state archives in 1936 together with his collection and was reunited with the main collection. IX) Depositum Hueth II (from Wittenhorst-Sonsfeld) From the archival holdings at Hueth Castle (documents and records of the castle owners of Wylich-Lottum, von Wylich-Wenge, von der Recke, von Borcke and, lastly, von Wittenhorst-Sonsfeld) was discovered in 1872 by the Prussians. Archive administration acquired the so-called old archive with the estates of the minister Friedrich Wilhelm and the envoy Adrian Heinrich von Borcke. The latter as well as parts of the old archive were transferred to the Geh. Staatsarchiv in Berlin in 1873 by order of the Archivdirektion. The official files were distributed in 1889 to the state archives of Düsseldorf, Münster and Marburg according to the principle of provenance. In 1935 the remainder of the archive of the Hueth dominion was acquired and divided on the basis of 1889. The files acquired in 1872 and 1935 and transferred to the Düsseldorf State Archives were recorded together in the 1936 Findbuch der Herrschaft Hueth (C 135) by the later director of the Düsseldorf State Archives, Dr. Oediger. What remained in the possession of the barons of Wittenhorst-Sonsfeld on Hueth were parts of the family archive of the counts of Borcke and the family archive of the barons of Wittenhorst-Sonsfeld. The Wittenhorst Archive was listed in 1933 by the Landesarchivrat Dr. Kisky in the Findbuch Wittenhorst und Borcke (Hueth) (H 4 XIV); the remaining holdings were inspected and arranged by the Landesarchiv, but could no longer be carried out before the war. This last part of the archive was brought from the damaged archive rooms to the cellars of the Catholic elementary school in Rees by the archive advisory office. When the cellars had to be cleared in 1958, the archive was deposited with the Düsseldorf State Archives (Depositalvertrag vom 27.11.1958; Acc. No. 88/1958; Tageb. No. 3801-H XVII). The deposit consisted of 3 boxes with files, mainly of the 18th and 19th centuries, as well as a box with partly decayed books, a herbarium and various maps. It was placed in Room V. On 16.12. 59 Klaus Frh. von Wittenhorst-Sonsfeld received power of attorney from his brother to remove parts of these records. Dr. Lahrkamp began to record the rest of the completely rearranged and confused files. This work was completed July-September 1962 by the undersigned. The review revealed that more than half of the holdings are still parts of the von Borcke archive, with a focus on 1800 (Count Adrian Heinrich von Borcke, died 1791, Count Friedrich Heinrich, died 1825). The collection also contains individual pieces from the archives of von Borckeschen and Wittenhorst's relatives (Sommer, Bünte, von Goltstein zu Beeck). In order not to pre-empt the owner of the inventory, no money was collected, although a large part of the files are of little value, but only the unworthy pieces were sorted out and placed in a separate envelope. History of the Commission: On 14 January 1811, King Friedrich of Württemberg ordered the establishment of a General Administration Commission (GAK) to regulate the economic affairs and debt management of his brother Duke Ludwig of Württemberg. Johann Heinrich von Menoth, Director-General of the Cabinet, was appointed Chairman of the Commission. Other members were Johann Friedrich von Dünger, Director of the Upper Chamber of Finance, and the two Upper Economic Councillors Georg Friedrich Sommer and Ernst Heinrich Faber, the latter in his capacity as Treasurer and Managing Director. The GAK was commissioned on 21 January to be set up by Finance Minister Graf von Mandelslohe on behalf of Cabinet Minister Graf von Taube, who was ill; the next day the constituent meeting took place. The task of the GAK was to confiscate and inventorise the entire furniture assets of Duke Ludwig in the Kingdom of Württemberg, to determine the Duke's assets and liabilities, to draw up a debt repayment plan and to administer the funds set aside for the maintenance of the Duke and his family. The property granted to Duchess Henriette and the ducal children as private property was to be separated from the remaining assets. The reason for the establishment of the GAK lay in the total over-indebtedness of Duke Ludwig, which had already begun during his time in Polish service at the end of the eighties of the 18th century and continued beyond the Prussian and Russian periods of service until Ludwig's move to Württemberg and became increasingly acute. On 17 February 1810 an administrative commission had already been set up with the aim of using part of the ducal Apanage for the repayment of debts, at least to the domestic creditors of Württemberg, and to run Ludwig's court economically. The committee, which was under the responsibility of the Minister of Finance and later referred to as the Particular Administration Commission (PAK), consisted of the Oberfinanzkammerdirektor von Dünger and Ernst Heinrich Faber, who had recently been appointed to the Oberökonomierat (Upper Chamber of Finance Director) and who had already been entrusted with accounting transactions at the court of Duke Ludwig since the end of 1808. This estate, which had served the ducal family at times as a residence, had been given to the duke in 1804 by Tsar Alexander for 50 years for use with all his income. A trip of Ludwig to Russia at the beginning of May 1810, however, had the consequence that this important source of income also soon dried up. In order to protect his valuables remaining in Würzau from the Russian creditors, Ludwig had them shipped to Stuttgart, where they were auctioned off to a large extent by the GAK in the spring of 1811. The tsar then had the Würzau estate's income frozen for four years to satisfy Ludwig's Russian creditors. Seven days after his arrival in Warsaw, on 10 November 1810, the Duke, who was on his way back, was taken into custody by his main Polish creditors. Only after an agreement of his brother, king Friedrich, with the creditors the duke was released from the arrest. An essential part of the agreement was the formation of the GAK, whose unrestricted competence for all of Ludwig's economic affairs was recognised in Warsaw on 26 January 1811, and the determination of assets and liabilities by the GAK was almost completed at the beginning of November 1811. The figures presented to the King in a report showed total assets of 38,943 fl., which were offset by claims of well over one million fl., of which 160,000 fl. were from domestic creditors alone. To make matters worse, the budget set for the two ducal court holdings in Stuttgart and Kirchheim unter Teck was far from sufficient. Therefore, on 13 November 1811, the King ordered the transfer of the bankruptcy proceedings to the Oberappellationstribunal in Tübingen, to which the GAK had to transfer the relevant files for this purpose. The Tutelary Councillor Maximilian Friedrich Römer was appointed bankruptcy trustee, GAK was dissolved in December 1811 and its managing director Faber was dismissed from his position at his own request. The supervision of the economic management of the farm continued to be the responsibility of a commission consisting of Cabinet Minister Graf von Taube, Cabinet Ministerial Director von Menoth and Oberfinanzkammerdirektor von Dünger. Carl Christian Helfferich, the mayor and hospital keeper of Kirchheim, became the managing director of the farm, which is now limited to Kirchheim for cost reasons. Inventory history: Even before the GAK was dissolved, its registry was torn apart by Royal Decree of 13 November 1811. All files necessary for the winding-up of the bankruptcy proceedings should be handed over directly to the Oberappellationstribunal in Tübingen. Since the GAK was still dependent on a part of the registry for the continuation of the remaining business, it was decided to copy the entire file material and to transfer only copies to Tübingen. In the course of copying, however, it turned out that it was not possible to complete this work within a reasonable period of time. On 21 and 29 November, the copies completed by then and the original documents not required by the GAK were sent to Tübingen with a list. While the files sent to Tübingen were sent to the Württembergische Hausarchiv via the later Stuttgart Higher Regional Court in at least two deliveries by July 1906 (today as Bü 18-22, 32-34 of the holdings G 246 in the Main State Archives Stuttgart), the files remaining at the GAK were transferred to the registry of the Cabinet and the State Archives in Stuttgart. They were transferred to the Haus- und Staatsarchiv between 1870 and 1900 as part of a more extensive delivery series. Processor's report: The 30 fascicles of GAK files which had been deposited in the Main State Archives belonged to the E 36 (Ministry of Foreign Affairs I) until the present new indexing as index 28. It is clear from the list of documents submitted that only part of the documents were in a systematic order. Obviously, it was only during the copy campaign carried out in November 1811 that attempts were made to give the files a systematic order. The incomplete file plan, evident from the list of documents submitted to Tübingen, has the following structure:I. To all appearances, only the material that could be considered for the Upper Appellate Tribunal had been classified accordingly. The copying work, however, only reached up to column IX, so that the uncopied backs of the writings remained with the GAK or, like the majority of the creditor documents, were handed over in the original to Tübingen. In order to reconstruct the records of the GAK, not only the files listed here, but also the files that have entered the Württembergische Hausarchiv via the Stuttgart Higher Regional Court, the successor institution of the Higher Appeal Tribunal, must be consulted. Only the lists of the former "Reposed Registry" were used as finding aids. These are sorted by "subjects", within the subjects by Numerus currens (consecutive number). They are incomplete because files added later have not been fully recorded. In addition, only the titles of the files that were printed on the covers were written off, some of them incorrectly read. Contains notes completely missing. The runtime specifications are often incorrect. The list according to subjects and within the subjects according to the serial numbers has the disadvantage that empty space must be left between the subjects. In order to remedy this situation, the files have been listed since 1994 according to archival aspects. Newly found files are incorporated, superfluous files are collected (thrown away). The structure according to subjects is carefully adapted to the actually existing files and the current usage of language. The signatures are assigned according to Numerus currens without taking the compartments into account in order to avoid empty space on the shelves. This distortion, however, will take several years. Inventory description: Dept. 185 Family and company archive Ludwig C. Freiherr von Heyl Scope: 760 archive cartons, oversized formats (= 3169/3561 units of description (with a,b,c subdivisions approx. 3200) = 77 linear metres - of which 3.5 linear metres photo albums) Duration: 1877 - 1988 The holdings Dept. 185 Family and Company Archive Ludwig C. Freiherr von Heyl was handed over to the Worms City Archive as a deposit at the end of 1997 by Ludwig Cornelius Freiherr von Heyl (jun., 1920-2010). The documents stored in two cellar rooms of the Heylshof included or include both the private and parts of the former company archives of Ludwig C. Freiherr von Heyl until its closure in 1974. At the time of the takeover there was a list of "files Baron Ludwig jun. now in the Heylshofkeller", which had presumably been drawn up in the course of the relocation from Liebenau to the Heylshof. The written material was subdivided into VII main groups, the contents were roughly titled and the respective number of folders as well as their running time were recorded. For parts of the material, two storage-related provenance data were discernible. On the one hand the information "Files Baron Ludwig, vom Speicher Werk Liebenau" (old signature no. 784 - 889, no. 891 - 1163), on the other hand "Secretariat Baron Ludwig" (old signature no. 622 - 783) was found. Before being transported to the external magazine of the city archive (upper archive cellar in the administration building Adenauerring), the archive numbered the pieces and compiled an inventory list in which the folder spine titles were transferred, while maintaining the existing order. However, the material was not only filed in file folders, but was also partly tied up in metal cassettes, folders, a suitcase and in bundles. 45 large-format photo albums by Ludwig Freiherr von Heyl sen. (approx. 3.5 running metres) were also included. A total of approx. 1350 units were registered. For over ten years, this inventory list served as a provisional finding aid until the end of 2007, when the signatory began to record the archival data in the AUGIAS EDP archive program, which was completed in September 2009. In spring 2009, surprisingly more documents were discovered in a cupboard in the Heylshof, which were handed over to the city archives and could still be taken into account in the indexing. These were mainly documents relating to the Heylshof Foundation and files in connection with the liquidation of the Liebenau plant. First, a large part of the material was transferred to the city archives. In the run-up to the respective title recording in AUGIAS, a series of "handicrafts" had to be carried out. Various conservation measures were carried out in accordance with the requirements for the conservation of stocks. The documents were transferred from the file folders into acid-free archive folders, while the paper clips were also removed. Some files were dirty and cleaned, some had traces of mould. From many file folders two partly three new units were formed, which are reconstructable however by appropriate addition with the old archive signature as total units again. Some personal papers that could be rescued from the burnt-out Majorshof (Majorshof fire as a result of the war on 21.2.1945) in metal cassettes showed or show fire damage (brittle paper, poorly legible writing, etc.). In those cases in which it was justifiable from the conservation point of view, copies were made and the damaged documents left in envelopes in the fascicles for protection. Most recently, the units of description were packaged in acid-free archive cartons - a total of 757 cartons. The indexing was carried out according to Bär's principle (i.e. sequential numbering), the signatures of the provisional inventory list were recorded and enable the new signature to be found by means of concordance. If the file folders contained registry data, these were taken into account in the title recording so that statements about the completeness or the losses can also be made on the basis of old file directories to the private archive or the company registry. Various directories are available, e.g. in the holdings of Dept. 180/1 Firmenarchiv Heyl-Liebenau, in which the same registration mark system was used as for most documents from the provenance of Baron Ludwig sen. Field letters (1914-1918) were an extensive series, most of which had been stored bundled in wrapping paper. It was decided to remove the letters from the envelopes in the order in which they were found and to insert both parts, perforated, into the tube staplers. The positive aspects of this procedure were decisive in comparison to the damage caused by perforation, which was obviously originally intended anyway, as some field post letters already available in magazines show. The letters are easy to use when unfolded, they remain in the order in which they were found and the envelopes, most of which were destroyed in other correspondence after being placed in files, enable the sender to be identified. Most of the plans available, in particular for the Majorshof (also for the stable building converted into a residential building after the war), including plans of the Plum Building Council, were digitized, copies added to the inventory for better use, as well as two CD-ROMs with the photographs, which are also available in the photo archive. The large series with photo negatives (almost 7700 pieces) were left in the found labeled envelopes. They require subsequent cleaning and optimal conservation storage. This work should possibly be combined with a simultaneous digitalisation. The time-consuming creation of an index was dispensed with, as the keyword search in AUGIAS leads to the respective finding places. A good ten percent of the holdings were marked with a blocking notice in accordance with the requirements of the Rhineland-Palatinate State Archives Act. About 60 files were collected. These were essentially bulk documents such as newsletters from various associations and federations, advertising brochures, information leaflets (e.g. the so-called Fuchsbriefe), bank statements, etc. Classification: The classification for the collection Dept. 185 was only developed after the indexing, despite the provisional inventory list. This approach proved to be useful in retrospect, as it would certainly have given rise in advance to an excessively complex breakdown of content, which would probably have caused problems due to overlaps and thus not clearly realisable classifications. After completion of the distortion work, a three-division of the classification was fixed. The material assigned to main group 1 and accounting for approximately half of the inventory in terms of quantity comprises the estate of Ludwig C. Freiherr von Heyl sen. from about 1905/14 until his death in 1962. Here you will find personal-private items (name, family, diaries, private certificates and documents, anniversaries etc.), further correspondence (general correspondence, family, field post letters, artists' correspondence), also documents from the private, family and other sphere of activity of his wife Eva Marie von Heyl née von der Marwitz. In addition, material is available on his social commitment (in particular the Kunsthaus Heylshof Foundation), his political activities (town and country, political parties, political committees), his membership/activity in associations (e.g. Johanniterorden, Burschenschaft Saxo-Borussia Heidelberg, Heidelberger Kreis; NS economic group Leather Industry), numerous Wormser and supra-regional associations, his active military years and connections to military and veteran associations after 1918. In addition, photo albums and photo and negative series belong to the documents of Baron Ludwig sen. The second classification group comprises documents and correspondence since 1945 from Ludwig's son Ludwig Frhr. von Heyl jun., born in 1920, of the same name, with essentially correspondence (private and business), personal (private papers, war memoirs, documents concerning various stages of life, diary, family; duration 1920 - 1982) and various activities / activities in professional and trade associations, politics, Rotary club and associations. The third and last main classification group was set up for the files on the Lederwerke, primarily Heyl-Liebenau. Here you can find business documents from the time since 1923 when Ludwig C. Freiherr von Heyl sen. took over responsibility for the Lederwerke Heyl-Liebenau in Worms-Neuhausen, through the takeover and management by his son Ludwig jun. to the dissolution of this company, the last to produce leather in Worms, in 1974. Content: The documents in the inventory begin with Ludwig von Heyls years of study in Heidelberg (around 1905) and the simultaneous entry into his father's factory, the Lederwerke Cornelius Heyl. Private and general correspondence series as well as extensive field post (1914-1918) document his extremely broad activities in associations and federations of the Protestant national liberal bourgeoisie. Correspondence with associations, mainly regional (Aufbauverein bzw. Wiederaufbauwerk Worms e.V., Verkehrsverein Worms, Kasino- und Musikgesellschaft, Ruderclub Worms e.V., etc.) but also supra-regional associations include some file fascicles, others contain correspondence and documents on the Order of St John. The wealth of material on Ludwig von Heyl's decades of membership and activity in the exclusive student association Saxo-Borussia Heidelberg and the student association Heidelberger Kreis deserves special mention. During Ludwig von Heyl's active military service, there are records of his later active association with military veterans' associations and comradeships. Also correspondence with artists (e.g. sculptor David Fahrner, Prof. Schmoll von Eisenwerth, Daniel Greiner, Erich Arnold), some of which he sponsored as patrons, can be found in this collection. Ludwig C. von Heyls political activity (for the DVP) in the Wormser city parliament from 1918 to 1930, as hess. His involvement in local politics after 1945, as well as his work in the Evangelical Regional Church, is reflected in his work as a member of the Landtag (1924-1927). The splendid photo albums (from 1903 - 1937), which not only document the family environment and private activities, but also illustrate political and social events with supplementary source material (documents, newspaper clippings, leaflets, programmes, etc.), have a special source value. A continuation of the series was obviously planned, but was not implemented. However, material collections on "projected photo albums" are available until 1950. These were collected in envelopes and were stored in a suitcase when they were taken over. Further photographic material, negative series (negatives, glass plates, prints), including photographs from children's schools in Worms and the Sophienstift old people's home from the 1920s as well as photographs relating to Heyl-Liebenau offer a dense pictorial tradition up to the 1950s, and there are also some photo albums of other family members. Ludwig von Heyl sen. created a large proportion of photographic material and postcard series as material collections for lectures on travel. In the written record, which comes from the provenance of Ludwig C. Freiherr von Heyl jun., are, apart from correspondence (private and business), a large part of his work and membership in professional associations (hptsl. Verband der Deutschen Lederindustrie, in the association and in the VGTC - Verein für Gerberchemie und Technik). The available stock includes materials of various sizes from the Heyl-Liebenau leather works (from 1923), Emil Waeldin AG (from 1936), subsidiaries and foreign companies. Business correspondence, travel reports, daily, weekly and monthly reports, annual financial statements and memos are the focus of the documents. The final liquidation is also documented. The Kunsthaus Heylshof Foundation also has a diverse collection of records from its foundation until 1972, which almost completely corresponds to the registry list of the Kunsthaus Heylshof Foundation Files in Dept. 185 No. 2536. It includes, for example, inventories, documents relating to the Swarzenski Catalogue, correspondence, minutes of meetings of the Foundation's Board of Directors, documents relating to various works of art. The whereabouts of the Heylshof plans also listed in the aforementioned file by Attorney Engisch could not yet be determined. The extensive series of correspondence of father and son Ludwig C. von Heyl in this collection contain diverse material not only on the close members of one's own family, but also on the families married to them or linked by assumption of sponsorships. Here the old noble family of the Marwitz (Friedersdorf) is to be mentioned in particular. Ludwig C. Baron von Heyl sen. married Eva Marie von der Marwitz in 1917, with whose twin brothers Gebhard and Bernhard (Geppy and Banni, both killed in World War I) he was already in friendship during his studies in the Corps Saxo-Borussia. Extensive correspondence was also maintained with Adelheid and Bodo von der Marwitz (the other two siblings). Practical hints: When searching by search run, please note that different spellings should be taken into account for the keywords, especially for names, associations, etc. In the course of the manual sorting of the units of description, the alphabetical order on the one hand and the chronological order on the other hand were taken into account, especially for correspondence series. In the case of series of files of business documents, where the files had to be split, the original state of order of the files was normally maintained. This can lead to the fact that, since the files were filed chronologically from the back to the front over certain periods of time, a "chronological turner" can occur in the printed index if the chronological order is behind the filing order. The Einsatzstab Reichsleiter Rosenberg (ERR) is one of the largest "robbery organisations" of the "Third Reich". Equipped with the authority to "secure" material in the occupied territories for the fight against the "ideological opponents" of National Socialism, he brought countless books, documents and other cultural assets from the possession of libraries, institutes, archives, private individuals, etc. into his hands in the occupied western and eastern territories; in addition, he was actively involved in art theft. The evaluation of the cultural property to be captured and secured by the ERR was to be carried out by the "Hohe Schule" or the "Institut zur Erforschung der Judenfrage" in Frankfurt, at least as far as research on the "Jewish question" could be useful, to which even "materials" of an incommensurable scope were then directed. The haste with which the "seizures" had to be made within a few years or months in areas often far from the borders of the German Reich, made final decisions about the whereabouts of the captured property, especially in the territory of the Soviet Union, at most theoretically visible; in its mass it remained in the territories cleared by German troops. In addition to the Institute for the Study of the Jewish Question, the East Library and the Central Library of Rosenberg in Berlin were the main places of reception, apparently for material on the "Study of Bolshevism". There were also numerous other recipients, such as the Wehrmacht (for entertainment literature, but also for "military files and archive material" from the occupied Eastern territories, which had to be handed over to the Danzig branch of the Army Archives). The following decrees are the basis for the establishment and mission of the task force: Führererlass of 29.1.1940 concerning the establishment of the "Hohe Schule": The Hohe Schule is to become the central site of National Socialist research, teaching and education. Their construction will take place after the war. However, in order to promote the preparations that have begun, I order Reichsleiter Alfred Rosenberg to continue this preparatory work - especially in the field of research and the establishment of the library. The services of the Party and the State shall give him every assistance in this work. Decree of the chief of the OKW of 4.7.1940 to the commander-in-chief of the army and the commander-in-chief of the Wehrmacht in the Netherlands: Reichsleiter Rosenberg has applied to the Führer: 1. to search the state libraries and archives for writings of value to Germany, 2. to search the chancelleries of the high church authorities and lodges for political actions directed against us, and to confiscate the material in question. The Führer has ordered that this proposal be complied with and that the Secret State Police - supported by archivists of the Reichsleiter Rosenberg - be entrusted with the investigation. The head of the security police, SS-Gruppenführer Heydrich, has been notified; he will contact the responsible military commanders for the purpose of executing the order. This measure will be implemented in all the territories we occupy in the Netherlands, Belgium, Luxembourg and France. It is requested to inform the subordinate services. Order of the chief of the OKW of 17.9.1940: To the commander-in-chief of the army for the military administration in occupied France In addition to the s.Zt. The Führer has decided, on the basis of the instructions given by the Führer to Reichsleiter Rosenberg to search lodges, libraries and archives in the occupied territories of the West for material of value to Germany and to secure it through the Gestapo: "The conditions before the war in France and before the declaration of war on 1.9.1939 are decisive for the possessions. After this deadline, transfers of ownership to the French Reichsleiter Rosenberg have been completed. State or the like are void and legally ineffective (e.g. Polish and Slovak library in Paris, holdings of the Palais Rothschild and other abandoned Jewish property). Reservations regarding search, seizure and removal to Germany on the basis of such objections shall not be accepted. Reichsleiter Rosenberg or his representative Reichshauptstellenleiter Ebert has clear instructions from the Führer personally regarding the right of access. He is authorised to transport the cultural goods that appear valuable to him to Germany and to secure them here. The Führer has reserved the right to decide on their use. It is requested that the relevant military commanders or services be instructed accordingly. Führer decree of 1.3.1942: Jews, Freemasons and the ideological opponents of National Socialism allied with them are the authors of the present war directed against the Reich. The systematic spiritual combat of these powers is a task necessary for war. I have therefore commissioned Reichsleiter Rosenberg to carry out this task in agreement with the head of the OKW. Its task force for the occupied territories has the right to investigate libraries, archives, lodges and other ideological and cultural institutions of all kinds for corresponding material and to seize it for the ideological tasks of the NSDAP and the later scientific research projects of the high school. The same regulation applies to cultural objects which are in the possession or property of Jews, of stray origin or of origin which cannot be clarified unobjectionably. The implementing regulations for cooperation with the Wehrmacht are issued by the head of the OKW in agreement with Reichsleiter Rosenberg. The necessary measures within the Eastern territories under German administration are taken by Reichsleiter Rosenberg in his capacity as Reich Minister for the Occupied Eastern Territories. For a short time the full name of the office was "Einsatzstab der Dienststellen des Reichsleiters Rosenberg für die besetzten westlichen Gebiete und die Niederlande", then "Einsatzstab Reichsleiter Rosenberg für die besetzten Gebiete". The addition "for the occupied territories" was omitted according to the order of the Joint Staff Committee of 17.11.1944. The headquarters of the Joint Staff Committee was initially Paris. The expansion of the tasks made it necessary to relocate her to Berlin, where she temporarily stayed in the office building at Margarethenstrasse 17. The later office in Berlin, Bismarckstraße 1, was destroyed by an air raid. Organisation and structure: The structure of the ERR consisted in its main features of staff management, main working groups and working groups (set up regionally), occasionally also special detachments, branch offices, etc. The ERR was structured in such a way that it was able to provide a clear overview of the various departments. In addition, there were special staffs which were mainly charged with the "recording of cultural assets", which took place in constant collision with the equal interests of other authorities, such as the Reich Minister for Popular Enlightenment and Propaganda (in France with regard to the recording of musical works, musical manuscripts and instruments by the Special Staff for Music) and the Reichsführer-SS (for example with regard to the recording of prehistory and early history). The organisation and distribution of responsibilities of the staff management were adapted to the respective tasks of the ERR institution, which were constantly expanding until 1943 and have been changing ever since. The constant change of tasks, organisation and personnel conditions became a principle for the large number of the departments themselves active in the "worked" areas, which were also completely dependent on the politico-military and administrative conditions in these areas, caused by the respective military, civil or national administrations, and not least by the perpetual conflicts of competence of the party and imperial authorities touching or fighting each other in their areas of interest and ambitions. The development of the ERR began in France with the institution "Einsatzstab Westen" under the leadership of Kurt von Behr. Soon the "Westen" task force was divided into three independent main working groups: France (Paris), Belgium and Northern France (Brussels), Netherlands (Amsterdam). At the same time, V. Behr was the head of the Western Office, which was responsible for securing furnishings for the occupied eastern territories, the so-called M Action. This office was in itself "detached" to the East Ministry; according to Rosenberg's order of 24.11.1944, it was "taken back" to the task force. In the first half of 1944, both the M campaign and the "art collection campaign" were extended to southern France. Probably related to this is the establishment of the South of France Working Group, which finally set up a branch office in Nice and an external command in Marseilles. From the very beginning of its activity in France, the ERR had not confined itself to securing only material from libraries, archives, etc. for the "ideological struggle". He also began to collect and secure art treasures and thus entered into a certain competition with the actions carried out on behalf of Hitler ("Linz" Führer order) and Göring as well as with the art protection carried out by the military commander. Institutionally, he created a special task force "Fine Arts" (SBK) for this task, to which the collection points for fine arts in the Louvre and Jeu de Paume belonged. The Special Staff was only responsible for securing and inventorying the objects of art; the right of disposal over the objects of art - including those seized by the Office of the West in the course of the M Action and handed over to the Special Staff - had been reserved to the "Führer", a demand that was later extended to all works of art "that were or will be confiscated by German authorities in the territories occupied by German troops". The SBK maintained its activity in France to a certain extent until its dissolution. The struggle for responsibility for seized works of art continued until the end of the war, up to and including issues of relocation to Germany (Führer construction and salvage sites such as Neuschwanstein and Herrenchiemsee, etc.) and ultimately works of art to be seized in Austrian mines (Alt-Aussee). The activities of the Italian working group are described in the report of its leader of 28.8.1944 as follows: "The procurement of material on the activities of ideological opponents will continue to be at the forefront of our work in Italy. In the form of translations, reports and evaluation work, this material is prepared by AG Italy and forwarded to the management. At the beginning of 1941, the ERR extended its activities to the Balkans and further to Greece. A Sonderkommando Greece was formed, which was dissolved in 1941. A Sonderkommando Saloniki is still provable until 1942. ERR services were also established in 1941 in Serbia - Special Staff of the Commanding General and Commander of Serbia, an Agram Liaison Office and a Belgrade Liaison Office for the Yugoslav Territories. Efforts to gain a foothold in Hungary failed apparently because of the resistance or influence of the envoy Dr. Veesenmayer. Later, a main working group for the southeast (Belgrade) can be proved, which was formed with effect from 15 February 1944 from the working group for the southeast, which in turn could have originated from the command "Southeast", proven for 1942, which was transferred from Belgrade to Thessaloniki on 10 July 1942. In Denmark, the ERR established a service in Copenhagen. Any approach to "profitable" activity was soon nullified by Dr. Best, representative of the German Reich in Denmark: "Confiscation in the style of the other occupied territories would never come into question". Immediately after his appointment as Reich Minister for the Occupied Eastern Territories (RMbO), Rosenberg began to direct the initiative of his task force to the eastern territories as well. On April 2, 1941, Rosenberg had already conceived a Führer's order to instruct him "to carry out the same tasks as in the occupied western territories in all the countries occupied or still occupied by the German Wehrmacht within the framework of this war". Until the Führer's order of 1 March 1942 was issued, Rosenberg referred to "the orders issued by the Führer for the West and the tasks carried out in the Western territories by the departments of Art, Archive and Library Protection within the framework of military administration". Rosenberg's guidelines on the protection of cultural assets for "research into the activities of opponents of National Socialism and for National Socialist research" were issued to the Reichskommissariate Ostland and Ukraine on 20.8.1941 and 3.10.1941 respectively. By decree of 27.4.In 1942 Rosenberg finally commissioned the RKO and RKU as the RMbO to once again expressly "commission the ERR for the occupied Eastern territories with the recording and uniform processing of cultural assets, research material and scientific institutions from libraries, museums, etc.", which are found in public, ecclesiastical or private spaces". With the same decree, a central office was founded for the collection and recovery of cultural assets in the occupied Eastern territories. A special department for the collection and recovery of cultural assets was set up at the Reichskommissariaten (Imperial Commissionariats), whose leadership was entrusted to the head of the responsible main working group. For the two Reichskommissariate the main working group Ostland (Riga) with the working groups existed at first: Estonia (Reval), Lithuania (Vilnius), Latvia (Riga), White Ruthenia (Minsk) and the main working group Ukraine (Kiev, later Bialystok). With effect from 1.5.1943 the AG Weißruthenien was elevated to the main working group Mitte. In all HAG areas, in addition to the working groups, mobile staffs, known as "Sonderkommandos" or "Außenstellen", whose activities extended as far as the Crimea and the Caucasus region, worked directly under their command or under the command of the staff. Most of these files are written documents which were last found in the alternative office of the ERR in Ratibor. A part of the staff and the management of the Ostbücherei with large stocks of books were evacuated from Berlin to there. The remains of documents rescued by the members of the HAG Ostland, Ukraine and White Ruthenia were also recorded in Ratibor. The preserved files should come from holdings that were moved from Ratibor to the west. Subsequent additions to the holdings were mainly made by levies from the military archives, by re-enlargements of microfilms from the YIVO Institute, New York, by late recorded files from American repatriation, by three volumes from the dissolved holdings of the Rosenberg offices of the Central State Archives of the GDR (62 Tue 1) and by personal documents from the so-called "NS Archive of the Ministry for State Security of the GDR". The documents preserved at the end of the war and accessible to the Western Allies were used as evidence for the IMT process. The essential components were then left to the Centre de Documentation Juive Contemporaine (CDJC), Paris. ERR documents can also be found today in the National Archives and Records Administration (NARA), Washington, in the YIVO Institute for Jewish Reserch, Washington, and in the Nederlands Instituut voor Oorlogsdocumentatie (NIOD), Amsterdam. Documents from Rosenberg offices also reached archives of the former Soviet Union. An extensive collection (especially the provenance ERR) is kept in the Tsentral`nyi derzhavnyi arhiv vyshchykh orhaniv vlady ta upravlinnia Ukraïny (TsDAVO Ukraïny) in Kiev, further files in the Rossiiskii gosudarstvennyi voennyi arkhiv (RGVA) in Moscow and in the Lithuanian Central State Archives, Vilnius. The Federal Archives, Bildarchiv, holds an extensive collection of photographs from the ERR (holdings Fig. 131). Inventories, directories and transport lists by the ERR of "seized objects" are contained in the holdings of B 323 Treuhandverwaltung von Kulturgut. Archive processing The NS 30 collection is a conglomerate of scattered files and individual documents. In the interest of rapid utilisation, the documents were recorded provisionally without costly evaluation and administrative work. Mrs. Elisabeth Kinder produced the preliminary finding aid book in 1968, from which essential elements of this introduction are taken. The "new entries" were recorded by the undersigned in 2003/2004. Administrative history: In order to prevent the misuse of company names and to be able to determine who is entitled to act on behalf of a company, the obligation for merchants to register the legal relationships of their companies with the commercial court in a register accessible to everyone was introduced on 1 January 1836. However, until 1 August 1866, when the relevant provisions of the Introductory Act to the General German Commercial Code entered into force, the obligation existed only for newly established companies and for them only if the company name and the name of the owner were not identical. The possibility of voluntary registration was given. The company protocol initially established for all entries except procurations was later replaced by registers for each legal form. Special registers were added as cooperative registers (from 1869), sign registers (from 1875), design protection registers (from 1876) and stock exchange registers for goods and securities (from 1896). For each register number, a file was kept which contained documents filed in addition to a copy of the register entry. From 1 October 1879 the registers were kept at the regional court, from 1 January 1900 at the district court in Hamburg. The district courts of Bergedorf and Ritzebüttel kept their own registers for their sprinkles. The registers of companies, societies and cooperatives were closed on 31 December 1904, their still valid contents transferred to the commercial registers and a new cooperative register. Preliminary Remark Legal Foundations The "Ordinance of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) on the Notification to the Commercial Courts of the Establishment, Change and Repeal of Commercial Societies, Commercial Firms, Anonymous Companies and Procurants to be Made in Commercial Courts, which became Popular by the Council and Citizen's Conclusion of 15.October 1835" of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) introduced in Hamburg for the first time an obligation for merchants to have the legal relationships of their companies entered in a register at the Commercial Court which is accessible to everyone. It entered into force on 1 January 1836. This regulation had come into being on the initiative of Commerzdeputation, which from 1823 constantly tried to persuade the Council to adopt a regulation which prevented the misuse of company names and created an opportunity to establish who was the actual owner of a company and who was entitled to act on its behalf. Initially, however, not all commercial enterprises were required to be entered in the register. Excluded were all already existing companies, however to the common sense of the owners it was appealed to to be registered voluntarily for the promotion of the thing (Publicandum of 28.12.1835, Hamburgische Verordnung Bd.14, S.317). In addition, registration was waived where the name of the trading company was identical to the name of the sole proprietor. Accordingly, the obligation existed only for 1. acting-Societäten (§ 1 of the regulation) 2. the action of the sole owner of a acting firm, which either did not contain its own full name or was not limited to its own name (§ 3 Abs.2) 3. granting of procurations (§ 4-8) 4. anonymous companies (§ 9-10) 5. agents and representatives of foreign insurance and similar companies (§ 11) 6. Hamb. insurance companies and other public limited companies (§ 12). The aforementioned had to report every establishment, change and cancellation of a company and submit all circulars to the Commercial Court - Company and Procurator's Office, partly also called Company Office. With the "Bekanntmachung betr. die Anmeldung im Firmen-Bureau vom 1.2.1844 (Hamburgische Verordnungen Bd.18, S.7)" (Announcement concerning the registration in the firm's office of 1.2.1844, Hamburgische Verordnungen Bd.18, p.7), the obligation arising from the 1835 ordinance was once again made public and in some cases specified in more detail. In 1865, the deposition of trademarks, labels and packaging provided for in Art. 24 of the Hanseatic-French Commercial and Shipping Treaty of 4 March 1865 (published on 30 June 1865, Hamburg Ordinances Vol. 33, pp. 233-234) was transferred to the Office for Business and Procuration. The introduction of the General German Commercial Code by law of 22.12.1865 (Hamburgische Verordnungen Bd.33, p.533-561) brought a substantial extension of the obligation to register in the registers. The Commercial Code and the Introductory Act came into force in Hamburg on 1 May 1966. According to Article 19 of the Commercial Code, every businessman was now obliged to have his company entered in the Commercial Register. Paragraph 6 of the Hamburg Introductory Act also introduced the obligation to register the circle of traders to whom, under Article 10 of the Commercial Code, the rules for merchants were not to apply, such as traders from small businesses, hoekers, carters, ordinary skippers, etc., if they appointed an authorised signatory or if they wished to enter into an open partnership to operate their trade. In contrast to the Regulation of 1835, the transitional provisions (§§ 1-5) of the Introductory Act stipulated that the new provisions were also binding on all existing undertakings. It was imposed on these companies to register within 3 months, so that from 1.8.1866 all commercial enterprises in the Hamburg area, with the exception of Ritzebüttel, would have to be entered in the registers of the Commercial Court. In addition, Article 13 of the Commercial Code provides for the publication of all entries in the registers. So far, since October 1847 only the applications provided for in §§ 1 and 3 (2) of the Regulation of 1835 had apparently been published on the basis of an order of the Commercial Court. - In detail and on the other extensions and changes in the tasks of the company office under the Commercial Code see: The Commission reports and further negotiations on the introduction of the General German Commercial Code in Hamburg, p.3-5 (Library A 913/9). The special protocol for cooperatives to be established in accordance with the Genossenschaftsgesetz (Cooperatives Act) was also kept at the Commercial Court in accordance with § 1 of the "Ausführungsverordnung zum Norddeutschen Bundesgesetze betreffend die privatrechtliche Stellung der Erwerbs- und Wirtschaftsgenossenschaften vom 4.Juli 1868" (Implementation Ordinance on the North German Federal Laws concerning the Private Law Status of Acquisition and Economic Cooperatives of 4 July 1868) of 30 November 1868 (Hamburgische Gesetzsammlung Bd.III, p.86-88) from 1 January 1869. In Bergedorf, a separate commercial register was created at the local court from 1.1.1873 (announcement of 29.12.1872, Hamburgische Gesetzsammlung Bd.VIII, p.249-251). With the entry into force of the Reich Law on Trademark Protection of 4.12.1874 on 1.5.1875, the "entry of the trademark of goods" in a register of signs was transferred to the Commercial Court (Announcement of 26.4.1875, Hamburgische Gesetzsammlung Bd.XI, p.52-54). In the following year, due to § 9 of the Reichsgesetz regarding the copyright on designs and models of 11.1.1876 (Reichsgesetzblatt, p.12), the keeping of the design register was added. The Court Constitution Act of 27.1.1877 (Reichsgesetzblatt, p.41) ended the old Hamburg Court Constitution on 1.10.1879. For the tasks of the "Handelsgerichts-Bureau für das Firmen- und Procurenwesen" (Commercial Court Bureau for Companies and Procurators), i.e. keeping the commercial, cooperative, design and trademark registers, the district court was responsible for the Hamburg territory with the exception of the Ritzebüttel and Bergedorf district authorities; for the aforementioned district authorities, the district court concerned was responsible (§ 5 of the Act concerning the non-contentious jurisdiction of 25 July 1879, HamburgischeGesetzsammlung Bd.XV, pp. 253-255). On 1.10.1894 the jurisdiction for the protection of trademarks ended. It was transferred to the Reich Patent Office (Law for the Protection of Waaren Designations of 12.5.1894, Reichegesetzblatt, p.441-448). The Stock Exchange Act of 22.6.1896 (Reichsgesetzblatt, p.157-176) added the maintenance of two stock exchange registers, one for goods and one for securities. For the district courts of Bergedorf and Ritzebüttel, no stock exchange registers were established, but jurisdiction was transferred to the regional court. The registers were kept until the amendment of the Stock Exchange Act in 1908. On 1.1.1900 the "Bureau für die Handels-, Genossenschafts-, Markenschutz- und Mustererschutz-Register" (Bureau for the Commercial, Cooperative, Trademark and Design Protection Registers) transferred its duties to the District Court at the Regional Court (§ 125 of the Reichsgesetz über die freiwillige Gerichtsbarkeit vom 17.5.1898, Reichsgesetzblatt, p.189). Register maintenance Two registers were created on 2.1.1836, the Company Protocol (A 6) and the Procuration Protocol (A 7), on the grounds of the company office. In the company protocol, all registrations provided for by the law, with the exception of procurations, were recorded. This remained essentially the case until the entry into force of the General German Commercial Code. From 1843 to 1856, a special "protocol of foreign companies" (A 8) was kept, in which foreign companies whose owners were temporarily in Hamburg were registered. Parallel to this, from 1843 to 1847 there was a "protocol for procurations by foreign companies" (A 9). The Protocol on Powers of Attorney (A 10), which ran from 1957 until the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), was considerably more comprehensive than the two aforementioned protocols. In contrast to authorised signatories, the persons entered in these minutes were only entitled to represent a company in accordance with the deposited power of attorney. After the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), the company and proxy protocols were declared commercial registers within the meaning of the Code (§ 1 of the transitional provisions to the Introductory Act, Hamburgische Verordnungen Bd.33, p.559). They continued to be guided. A protocol for public limited companies (A 11) has been newly established. In this register, in addition to the joint-stock companies registered so far in the company minutes, the proxies of foreign companies registered so far in the power of attorney minutes were also recorded. Furthermore, until the creation of a special protocol for cooperatives (A 18) on 1 January 1869, "associations" of craftsmen were entered in this protocol. As there had been repeated difficulties with the neighbouring states because of the recognition of extracts from the "Protocols", "Registers" were established on 1.1.1876. The older entries were not transferred. The company register (A 12) for sole traders and the company register (A 13) for open commercial companies and limited partnerships were created as a continuation of the company protocol, as well as the shareholder register II (A 14) for joint stock companies and limited partnerships on shares and the company register III (A 15) for authorised representatives and agents of foreign anonymous companies as a continuation of the company protocol. The protocol of the cooperatives became the register of cooperatives (A 19). Only the Prokura protocol continued to exist under the old name. Until 31.12.1875 15129 numbers had been assigned in the company minutes, 407 numbers in the minutes of the joint-stock companies. For the Company Register and the Company Register I a common numbering was made starting with no. 15130 up to 31.12.1889. From 1.1.1890 onwards, each register beginning with No. 27401 has sequential numbers. The registers of companies resulting from the minutes of joint-stock companies also have a common numbering - beginning with No. 408 - which was maintained until 1904. From 1.6.1885, the Company Register IV (A 16) was created for the branches of foreign companies that had previously been entered in the Company Register II. Finally, in 1895, the Company Register V (A 17) was established for limited liability companies. Until then, they had also been entered in the Company Register II. With the 31.12.1899 the Prokurprotokolle end. The authorized signatories were now entered in the corresponding company register or company register I, as was already the case with anonymous companies. Following the entry into force of the new Commercial Code, the entries previously made in Company Register III (A 15) for authorised representatives of foreign companies were no longer permissible. From now on, the legal entities whose obligation to register is determined in § 33 et seq. of the new Commercial Code of 10 May 1897 (Reichsgesetzblatt, p. 219) were included in this register. (in: Senate Commission for the Administration of Justice, II C d 3 a 1 Vol. 1) the closure of the registers of companies, partnerships and cooperatives was determined. The commercial registers A, B and C and a new cooperative register took their place from 1.1.1905. The contents of the old registers, which were still valid, were gradually transferred to the new registers. The stock exchange and model registers remained unaffected. Delivery, loss of records and order Since 1902, the files due for destruction at the end of the retention periods have been delivered annually to the various registers by the Local Court. The files for all registers were filed by the court after deletion of the entries according to a common Repositioning number sequence - The first delivery of registers (protocols) and lists of names apparently took place in 1910. Further registers and protocols of general content were delivered on 4.1.1933 (G.A. H 2 a 54). The large series reached the State Archives on 11.2.1950. In the years 1951, 1953, 1961 and 1967 smaller subsequent deliveries took place. Losses of records have occurred both at the Local Court and in the State Archives. No registers have yet been delivered to the State Archives: Company Protocol No. 15084 to 15129, Procuration Protocol No. 11767-12016, and Protocol for Joint Stock Companies (No. 1-407). In the State Archives, Volume 2 of the Protocol on Interrogation and Volume 3 of the Protocol on Powers of Attorney were probably destroyed by water damage during the Second World War. The files relating to the registers are also incomplete. Losses occurred due to cassations at the district court and water damage at the state archives. The administrative work now being carried out concerns only the protocols and registers for which delivery directories were previously only partially available. A review of the files and possible cassation of those containing only extracts from the registers was initially postponed. Notes on use 1. running time information The running time information for the registers only takes into account the date on which the respective register sheet was set up. They have therefore been placed in parentheses. However, almost every sheet also contains later entries. 2) Mutual references In the case of entries for a company in different register series, as well as in the case of the creation of new pages (if the old ones were fully written), mutual references have always been made, as far as established. 3. company register II to V The individual volumes frequently also contain entries for shareholders with lower register numbers than can be assumed from the title. Reference is made to such entries in the previous section. 4. directories of names A complete directory of names for all entries is not available, but almost all series are indexed by alphabetical or rough alphabetical directories. An attempt has been made to determine the existing name directories as precisely as possible. Finding the register numbers for corporations is particularly difficult. These companies have been listed very differently in the individual name directories, partly under the company name, partly according to sectors or - without taking the company name into account - under A (joint-stock company). The documents were delivered to the State Archives by the Local Court in 1902, 1933, 1950-1953, 1961 and 1967. The indexing took place successively after the non-archival register files had been sorted out. The retroconversion of the data took place in 2011. The inventory is to be quoted as follows: State Archives Hamburg 231-3 Commercial Register, No. ... Inventory description: In order to prevent the misuse of company names and to be able to determine who is entitled to act on behalf of a company, the obligation for merchants to register the legal relationships of their companies with the commercial court in a register accessible to everyone was introduced on 1 January 1836. However, until 1 August 1866, when the relevant provisions of the Introductory Act to the General German Commercial Code entered into force, the obligation existed only for newly established companies and for them only if the company name and the name of the owner were not identical. The possibility of voluntary registration was given. The company protocol initially established for all entries except procurations was later replaced by registers for each legal form. Special registers were added as cooperative registers (from 1869), sign registers (from 1875), design protection registers (from 1876) and stock exchange registers for goods and securities (from 1896). For each register number, a file was kept which contained documents filed in addition to a copy of the register entry. From 1 October 1879 the registers were kept at the regional court, from 1 January 1900 at the district court in Hamburg. The district courts of Bergedorf and Ritzebüttel kept their own registers for their sprinkles. - on the history of the central management: The founding meeting of the central management of the charitable association took place on 29 December 1816 in the old castle in Stuttgart. Queen Katharina called together a circle of distinguished men and women to communicate her plan for a "charity society", drawn up with the permission of her husband, King Wilhelm I. After further meetings, the central management of the charity was constituted on 6 Jan 1817, approved by royal decree the following day, and the first public call for the formation of local and regional authorities was made. The new institution grew out of an older root. Already in 1805 a "private society of voluntary friends of the poor" had come together in Stuttgart, which wanted to alleviate the plight of the poor in the city by providing public food and employment. But in the inflation of 1816/17 their strength was by far not sufficient. On the one hand, the population in the flat countryside suffered, on the other hand, the society itself in the city of Stuttgart could only inadequately fulfil its self-imposed task. The members of the central administration were appointed and appointed by the queen, after her death by the king; they were active in an honorary capacity and were supposed to represent all strata of the population. The direct leadership had been reserved for the Queen; her deputy in the chair and her successor as president of the central leadership was Privy Councillor August von Hartmann (1819-1847). The office rooms were provided by the state and the reporters and civil servants were paid from the state treasury. The accounts were therefore subject to State control. Central management was not a government agency. As a special institution under the king's control, it was nevertheless able - in accordance with the queen's wishes - to make far-reaching decisions quickly and found the necessary support from the state administrative authorities during its implementation. It was active in the country through the "District Charity Associations", which were formed in the upper districts from the heads of the church and secular administration and in some cases also through "Local Charity Associations" in individual towns. In the city of Stuttgart, the "Lokalwohltätigkeitverein" (local charity association), which emerged from the "Privatgesellschaft" (private company), took over the tasks of a district charity association (see F 240/1), while a separate district charity association was set up at the Stuttgart office - as was the case with other higher offices. In addition to providing the population with food and clothing in years of need, the fight against beggars on the one hand and job creation on the other formed the focal points of their activities. To stimulate savings activity, the "Württembergische Sparkasse in Stuttgart" was founded with an announcement dated 12 May 1818, the supreme supervision of which was transferred to the central management (see portfolio E 193). On 16.5.1818 the "Royal Army Commission" (see fonds E 192) was established as a collegial state authority to carry out state tasks in the promotion of the poor and the economy. Practically only members of the central management belonged to it, so that a very close personal dovetailing with this was given. The central management not only wanted to eliminate current emergencies, but also to get to the root of the problem. For example, industrial and work schools have already been set up for children in order to promote diligence and manual skills through straw and wood work, to prevent neglect and to help them earn some money. In 1849, these existed in 99 towns of Württemberg and employed 6400 children. Vocational training for the next age group was promoted with apprenticeship contributions. Emergency shelters were built for girls at risk, sick and hard-to-reach people were supported in institutions and homes, trade and commerce were supported with loans. In cooperation with the Central Office for Trade and Commerce, the central management (see inventory E 170) introduced new branches of work into the Württemberg economy and promoted the sale of its products. Since 1823, the impoverished communities have been given targeted help in the form of a special state aid and improvement plan; the implementation of these measures was the responsibility of the Armenkommission. Since the middle of the 19th century, the fight against the consequences of natural disasters and war emergencies, as well as disease control, has slowly come to the fore of the central management's activities. The necessary funds were raised from collections and annual state contributions and have been held in an emergency fund since about 1895. In the time of crisis during and after the First World War, the central management used all means at its disposal to help steer the need. At the same time it was the office of the National Committee for War Invalidity Welfare, the National Foundation for the Survivors and the National Office for Homeworking Unemployed Women, organised large collections of money for the benefit of children's, middle-class, old-age and homeland emergency aid and managed the distribution of donations from foreign relief organisations in cooperation with the district charity associations. In addition, she conducted the business for social charitable associations and for national collections, in particular for the Landesverband für Säuglingsschutz und Jugendfürsorge, the Verein für entlase Strafgefangene, the Heimatnothilfe, the Künstlerhilfe and took over the tasks of numerous welfare associations and foundations that had entered into the inflation period (see For more than a century, the central management of the charitable association was and remained the switchboard for welfare work in Württemberg. The central management has always been in close contact with the institutions and associations and has turned its special attention to them by giving suggestions or making significant contributions to numerous foundations. She promoted them by regular contributions and helped by advice, especially in financial terms. The "Blätter für Wohltätigkeit in Württemberg", today "Blätter der Wohlfahrtspflege", published since 1848, spread far beyond the immediate sphere of activity of the central management, but with the expansion of the state tasks the central management gradually lost its independent position. In 1921 it became an institution under public law under the supervision of the Ministry of the Interior and was now called "Central Management for Charity". During the National Socialist era it was renamed "Zentralleitung für das Stiftungs- und Anstaltswesen" (Central Management for Foundations and Institutions), with corresponding restrictions on its scope of duties, since the "National Socialist People's Welfare Office" reserved for itself the more popular areas, in particular emergency aid ("Winterhilfswerk"). After the end of the 2nd World War, the scope of the central management was expanded again and its sphere of activity extended to the former Prussian administrative district of Hohenzollern. But it could no longer attain its former significance. In 1957 it became the "Landeswohlfahrtswerk für Baden-Württemberg" in the form of a foundation under civil law with its registered office in Stuttgart, Falkertstr. 29. 2. On the history of the registry: the first office of the central management of the charitable association was established in the summer of 1817 in the old castle in Stuttgart, in the same place where the constituent meeting of the central management had taken place on 6 January of the same year. The Chancellery, which was also responsible for the business of the agricultural central office, was run from 1817 to 1857 by Regierungsrat Schmidlin as secretary. In 1820 the Chancellery rooms were moved from the Old Palace to the Ministerial Building of Foreign Affairs. In the end, this had an unfavorable effect on the management of the registry and constantly forced compromises to be made. In 1825, 1837 and 1846 Schmidlin had lists drawn up of the files kept in the registry of the Central Management and the Army Commission. The files of both bodies were kept together. The special files (Aalen to Welzheim) were filed in subjects 1 - 66, the general files in subjects 67 - 84. The list of 1837 contains in contrast to the list of 1825, which only describes the general files, also a list of the existing special files and in the appendix a list of the 15 file fascicles handed over in December 1838 by Geh. Rat von Hartmann from the estate of Queen Katharina to the registry of the central administration. Unfortunately, the 1846 directory is no longer available. The connection between the offices of the central management of the charity association and the central office of the agricultural association (with separate registries), which had existed since 1817, was dissolved in 1850 with the transfer of the latter to the Legion barracks, when a second registry was formed for the latter on the occasion of the internal separation of the central management and the Army Commission in 1855; copyist Rieger had great difficulty in dividing up the files and ordering both registries. Due to the close interdependence of the Central Management and the Armed Commission - the members of the Armed Commission were all members of the Central Management - however, a strict separation was not always necessary at that time (and also with the new indexing 1977 to 1979, see E 191 and E 192).1856 In 1857 Chancellor Keller, successor of Secretary Schmidlin in the chancellery, expanded Schmidlin's file plan to accommodate the rapidly growing registry, whereby in particular the various matters previously united under general headings were separated. In the special files, subjects 1 - 66 increased by six to 72, so that the general files were now distributed among 73 - 114 instead of subjects 67 - 84. The files, which were stored in confined spaces in various rooms, could be found quickly on the basis of a central management file directory produced by Keller around 1860 and supplemented up to the beginning of the 20th century, which lists the file subjects in alphabetical order with fan descriptions. Secretary Kuhn undertook a comprehensive reorganization of the registry in 1874. On the one hand, he eliminated 403 file fascicles, mainly local files, for the old registry, which had been completed in 1877, and on the other hand he systematically structured the remaining registry files, leaving out the old subject classification. Obviously this new plan did not come to fruition due to a chronic lack of space, which the Secretariat complained about in a note dated 10 Dec. 1896 to the Ministry of Finance and asked for new premises to be provided. As a result of the sale of the entire property, these offices had to be vacated in 1906; since no suitable state building was available, the private house Furtbachstraße No. 16 was rented. Probably with regard to the move into the house Furtbachstraße, secretary Kuhn designed around 1903 in a modified form a new registry order, which was also then applied in practice. On 26 June 1914 the central administration finally moved into the house at Falkertstraße 29, which it had acquired from the estate of the Kommerzienrat von Pflaum and set up for its purposes. The new accommodation had a favourable effect on the registry conditions insofar as more extensive file accesses could be accommodated in the subsequent period. These were above all the files of numerous associations dissolved as a result of inflation, as well as files from the management of the Central Management for Social Charitable Associations, committees and large relief actions in the emergency years between the two world wars. The storage of these files took place in loose connection with the remaining files. Around 1936, a provisional list of files ("registry plan") was created for the files of the NS-Volkswohlfahrt (National Socialist People's Welfare) with the inclusion of newer files of the central administration. Archival documents on the history of the registry see E 191 Rubr. III 1c Büschel 4532 (offices) and Büschel 4533 (tools). 3. to the order and distortion of the stock: The old files of the central management were handed over to the Ludwigsburg State Archives by the Landeswohlfahrtswerk in 1968 and 1976. In 1976, individual books and periodicals were placed in the service library of the archive from the outset. State Archives Director Dr. Robert Uhland began in 1968 to organize and record the files and volumes, but was already stuck in the early days with this work because of other obligations. As part of a research contract with the support of the Volkswagenwerk Foundation, the holdings were then transferred from 1977 to 1979 under the direction of Senior State Archives Councillor Dr. Wolfgang Schmierer by the scientific director of the Volkswagenwerk Foundation. Employees Dr. Hans Ewald Kessler in cooperation with the archive employees Erwin Biemann and Helga Hecht. The final works, which included the inventory classification and revision of the title records, were carried out from 1981 to 1982 for the inventory group A (files and volumes), Amtsrat Karl Hofer, and for the inventory group B (printed matter), Archivoberinspektorin Regina Glatzle. Since at the beginning of the indexing there were no finding aids available, apart from a very inaccurate index of the older archives, especially for the older ones, it was also not possible to use the older registry data, some of which still existed. The old registers (E 191, Rubr. III 1b Bü 5992 - 5998) were only found during the indexing process. The extensive files and volumes were divided in the course of the indexing work and divorced into the holdings E 191 (central management of the charitable association), E 192 (Armenkommission) and E 193 (central management of the Sparkasse für Württemberg). The external files burst in the registry were excavated and integrated as independent holdings in accordance with their provenance into the corresponding holdings series of the State Archives F 240/1 (Lokalwohltätigkeitsverein Stuttgart), F 240/2 (Bezirkswohltätigkeitsverein Cannstatt), PL 408 (Wichernhaus Stuttgart), PL 409 (Verein zur Unterstützung älterer Honoratiorentöchter), PL 410 (association for artificial limbs), PL 411 (association for worker colonies), PL 412 (association for folk sanatoriums), PL 413 (national association for infant protection and youth welfare), PL 416 (Paulinenverein), PL 417 (Comité zur Beschaffung von Arbeit), PL 418 (association for shameful house arms), PL 419 (harvest association) and PL 705 (estate Heller). All these holdings contain files of originally independent organisations which have been taken over by the central management over time. The inventory E 193 was arranged and registered as a separate file group, which originated at the central management, but concerned its own closed field of work, as a separate file group.15 file fascicles originate from the estate of Queen Katharina and were handed over to the registry of the central management in the year 1838 by Privy Councillor v. Hartmann: they are incorporated in the majority in section I 3 of the inventory E 191. A list of these files is attached to the registry of 1837. E 191 was indexed in individual connected groups according to numerus currens, whereby the title records could only be arranged objectively after completion of the indexing.After several registration plans had been valid for the files of the central management, also different stock groups were not registered by these, the stock E 191 was arranged according to a new stock systematics under consideration of the business circles of the central management and preservation of old registration structures. the stock contains a large number of brochures, above all annual reports and statutes of socially active institutions and associations from the whole German-speaking area. As far as these were collected independently, they were registered under the inventory department B, further are in the associated files. Duplicates as well as the periodical "Blätter für das Armenwesen" and "Blätter der Zentralleitung für Wohltätigkeit in Württemberg", volumes 1890 - 1891, 1896 - 1922 and 1925 - 1939, were taken over to a large extent into the collections (JL 415) or into the service library of the State Archives Ludwigsburg. 7107 numbers in the volume of 97 m were included in the holdings E 191. However, 264 numbers are not documented by subsequent summarization of tufts.Ludwigsburg, March 1982Gez. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.
