              The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.               Description: Heinrich Billstein, former deputy, last resident at Konrad-Adenauer-Ufer 101. 2.5 hundredweight books, 3 albums and 19 files from the daughter Mariette Becker and her husband were handed over to the Historical Archive on 13.03.1974. IntroductionWith this publication, a collection is made accessible which, due to its poor state of development, had previously only been available to a limited number of users. The documents possess only to a limited extent the characteristics of a genuine hand-file collection; rather, their structure also makes them closely related to collections and documentations. BiographischesHeinrich Billstein was born on 23 January 1883 in Cologne. His father Michael Billstein was a brewer and innkeeper; he belonged to the Centre Party and was a member of the City Council from 1894 to 1905. Shortly after his re-election in November 1905, he died on 21 December. He represented the interests of the commercial middle class in the centre faction and was a not unimportant member for the Catholic party, through which it gained access to the important clientele of brewers and innkeepers, a social group belonging to the 2nd electoral class. Heinrich Billstein completed his legal studies in Freiburg, Münster and Bonn in 1902 after obtaining his Abitur at the Städtisches Gymnasium Kreuzgasse, passed the 1st state examination in 1905 and the 2nd in 1911, both with the grade "good" by the way. In the meantime he had received his doctorate in Leipzig in 1908. After temporary employment as a court assessor and assistant judge at the criminal and civil chambers of the Regional Court of Cologne, he joined the administrative service of the City of Cologne as a city assessor on 12 June 1912: He was appointed to the tax department to relieve the First Deputy Konrad Adenauer. In this function Billstein succeeded Paul Berndorff, who was elected deputy a few days later. Both belonged to the Centre Party, which since its stable majority in 1908 had sought to replenish the higher administrative apparatus with its party supporters and to eliminate the disadvantage created by decades of liberal supremacy. On 12 June 1914 Billstein was elected as a deputy; but before the election confirmation from Berlin arrived on 13 August and the planned inauguration could take place on 3 September, he had already been drafted for military service. After being discharged from military service on 4 November 1918 - Billstein was last captain of the reserve and battery leader in an artillery battalion - he took up his administrative duties three days later, on 7 November 1918; in the following period he managed various departments. He was re-elected on 20 May 1926 at the end of his twelve-year term of office. On 18 June 1933, the National Socialists removed him from office. After the end of the Second World War, the 62-year-old Billstein refused, for health reasons, to comply with the request to return to the administrative service. Persecutions and harassment by the local NSDAP local group, especially in the last days of March 1945, had so physically afflicted him that he was not in a position to participate in the community's new beginning and reconstruction. He died on 28 June 1956 in Cologne. Billstein had been married to Frieda nee Eigel since March 6, 1909; two children resulted from this marriage.administrative activities and scope of businessAccording to the business distribution plan of 1914, Billstein was to assume responsibility for all taxes (departments 5, 6 and 7 at that time) with the commencement of his assistant activities, continue to supervise the Cologne Association for Further Education in Law and Political Science, control the compensation of school, poor and police costs with the neighbouring communities, and supervise the management of the City School Register Office. With his return from the war he was given a large part of the war economy, i.e. the deficiency management that was organised during the First World War and took on an ever larger business volume in order to be gradually dismantled after the war and in accordance with the requirements of the Reich. While Heinrich Schäfer (SPD) organized the food management and supply, Billstein's activities extended to the clothing department, the coal office, the price inspection office, the brand headquarters, the economic department, the substitute means office and the police inspectorates set up for monitoring purposes. Finally, with the supervision of the city committee and the registry office, he was given responsibility for two classic administrative fields. These areas of responsibility were completely changed as early as 1921: Billstein now has powers over Office 12 - Police (Building, Road and Construction Police), Office 2 (Vehicle Fleet, Street Cleaning, Waste Collection and Fire Extinguishing), Department 14 (Trade, Commerce, Chamber of Commerce, Crafts and Guilds, Commercial Court, Commercial Court, Local Sewing Committee) and Office 26 (Commercial and Commercial Training Schools, Commercial Schools, Vocational Private Schools). Two years later his business circle changed again completely. Instead of the previous tasks in the area of promoting trade and commerce, Billstein was now entrusted with the supervision of social administration, such as welfare administration, especially welfare institutions and institutions, orphan and youth welfare. In addition, there was the supervision of youth care and the promotion of physical exercises, the supervision of sports clubs and the organisation of sports events. Billstein was to keep this area as a department until the end of his service; so he was also remembered for this decade from 1923 to 1933 as the city's sports department head. Furthermore, he again took over the supervision of the City Committee and the responsibility for the Cologne Association for Further Education in Law and Political Science, which had already been assigned to him in 1914. While he lost the City Committee again in 1926, the training facility for civil servants remained in place until he was dismissed. 1926 was another year in which a deep cut was made. Billstein lost the competence for the welfare and youth care, received again for some years (until 1931) the police supervision, then the competence for the management of the city halls and economies, here particularly the Gürzenich, and the allotment garden administration. Five years later, in 1931, Billstein undertook the last far-reaching reorganization of his business. He relinquished his authority over the police, the management of the city halls and the allotment gardens, and in return was supervised by the economic department, i.e. the tasks he had already temporarily performed in 1921 to promote trade and industry. In addition, responsibility was assumed for the ports and shipyards, the hydraulic engineering department and aviation matters with Butzweiler Hof Airport. With these fields of activity, he inherited the deputy August Haas (SPD), who had taken up his new post in Kassel in 1930 as chief president of Hessen-Nassau. With these responsibilities, Billstein was given the position of Head of Economic Affairs for the remaining two years. The constant changes in business organisation and distribution, as was typical for Adenauer's time as Lord Mayor, and the unstable responsibilities are reflected in the structure and content of the papers and documentary documents left by Billstein. They are sporadically enriched with documents that arose during the representation for absent co-ordinates. However, since the system of representation was not rigid, but constantly changed, documents from almost all administrative areas were preserved, such as the administration of health care and hospitals (deputies Peter Krautwig and Karl Coerper, both centres), culture (deputies Johann Meerfeld, SPD), the department business of economy, traffic and broadcasting (deputies August Haas, SPD) and the social administration, gardens and baths as well as the slaughterhouse (deputies Johannes Bergmann, centre).Structure of the documentsThe content of the inventory comprises approx. 30
              us administrative processes, including extracts from the minutes of the meetings of the Administrative Conference, from internal processes of the offices and services subordinated to Billstein; financial matters in particular, including the questions of the structure of income and expenditure of these administrative bodies, the budget and the constraints on savings, then processes relating to personal data such as promotions, documents relating to the meetings of the City Assembly, so many reprints, often with attachments to the agendas, and to the various committees. Most of the present material is not original in nature, but consists to a large extent of copies and reprints, some of which Billstein used as memorial and memorial aids; occasionally, discussion notes are also preserved. To a limited extent, the collection also includes letters and reports by Billstein, also in typewritten form after dictation, as well as invitation and thank-you letters. The scope of Billstein's elaborations and concepts for speeches at receptions, conferences and club anniversaries is not insignificant, and newspaper articles make up a considerable part of the documents. Billstein had an anteroom officer in his department office cut out articles from newspapers he had previously marked with a cross. This collection of articles only considers the Kölner Zeitungen, namely the Kölnische Zeitung with its local edition, the Kölner Stadt-Anzeiger, the Kölnische Volkszeitung with the Kölner Lokal-Anzeiger, the Rheinischer Beobachter as temporary successor of the Lokal Anzeiger, the Kölner Tageblatt, the Rheinische Zeitung and the Socialist Republic. According to a report dated 24 May 1929 (see No. A 678. BI. 227), the Rheinische Zeitung, the Kölner Stadtanzeiger and the Sozialistische Republik became official, while the Kölnische Volkszeitung and the Lokalanzeiger were purchased privately by Billstein. The other editions are not reported. Then the material filled at that time "3 medium-sized cabinets". It covered all areas of local government and dates back to the war and pre-war period. Only with regard to the war economy and food supply were articles, mostly in hektographed form, from economic services, so-called economic daily reports, consulted in addition to newspapers, and the content of the newspaper articles was predominantly based on local Cologne topics. Only in the great issues of the time, such as the reparations negotiations, the elections, the resignations and new formations of Reich Cabinets, then especially the economic crisis and the financial and budget crisis of the Reich, the Länder and the municipalities, did one go beyond local references and collect articles with supralocal, partly regional, partly national themes; but here, too, almost exclusively articles from newspapers of Cologne provenance were taken into account. The reference to the offices and agencies administered by Billstein is sometimes quite far-reaching. On the other hand, issues such as weather and climate, which appear to be remote, are more closely intertwined with Billstein's tasks, for example with regard to his responsibility for measures against the Rhine flooding and for the settlement of flood damage. Billstein apparently took over some of these documents from his predecessor in this administrative area, the deputy Hermann Best (liberal). In the context of the administrative reorganisation of 31 January 1928, which summarised the entire public relations work in a press and advertising department at the newly established Transport and Economic Office, and in connection with the press and the increased interest of the administration, especially Konrad Adenauer, in press and newspaper issues, a press and newspaper archive was set up. An exact date is not known; the archive seems to have fully developed its activity in a gradual process in 1930/1931. In this context of the reorganization of the administration and the efforts to simplify business, the office director August Lentzen of the Departmental Office Billstein in the above-mentioned report of May 1929 recommended the submission of the documents to the new archive. In his report, he also referred to the newspaper archive of the Fair and Exhibition Office, which would have to be combined with the new press archive. Afterwards the files were probably handed over via A 1 (Organisation- und Personalamt. Department Dr. Berndorff) to the newspaper and press archive which was in the process of being founded.) These files, which can be clearly determined from the list attached to the report, coincide with the documents of the present collection with regard to the subject matter and extend from 1919 to approx. 1922 - 1923 in individual cases, such as series up to 1929. Such series were present above all in the area of war economy and food management (coal supply, fight against traffickers and usury, food supply such as fruit and vegetables), can also be proven in files of classical administrative action (city council with eleven volumes, police inspection, municipal railways, statistics, civil servant pay, welfare, housing affairs). However, they were also created for processes that do not directly affect local self-government, but are nevertheless not insignificant for the municipality, such as individual parties such as the Centre, the KPD and the SPD, or negotiations concerning reparations. In addition to the series, the list also included individual files on all questions of the Cologne city administration, including trade unions, associations, trade and commerce, the economy and transport. All files handed over to the administrative archive at that time are no longer available and must be regarded as a loss during the war. With today's lack of municipal administrative files and documentation from these years of the Weimar Republic, the loss of tradition is very much to be lamented. The surviving holdings, catalogued in this publication, were transferred to the archive in 1938 by the Assistant Heringhaus, as he informed his colleague, the Head of the Department of Culture, Ludwig, on 7 July (cf. Best. 8900 (Alte Repertorien), A 164). He instructed Billstein to keep the "approximately 500 hand-files" he had collected there until they could be used in the preparation of a planned chronicle of the city of Cologne and until a suitable office had been appointed to manage the chronicle of the city of Cologne. a few files and documents for professional training as well as a larger batch of books and magazines were handed over to the archive in 1974 by Billstein's daughter, Marietta Becker. The scarcely 20 files were integrated into the existence. until into the eighties the existence was registered only to the half and also only by a keyword-like file subject without running times according to list. As part of the investigation of sources on the history of National Socialism in Cologne, Friedrich Kröhnke and Werner Jung, as staff members of the former NS Documentation Centre, the NS Documentation Centre of the City of Cologne, which had become independent a few years ago, sifted through all files on Nazi issues, including those not yet recorded in the titles. The previously unrecorded files with the short meetings and durations noted on the file covers were recorded in the form of a card. In the following years, attempts were made to make the files more accessible by student assistants, to specify the subjects by more extensive titles and to make them accessible by more detailed notes on content, and also to structure the result of the indexing for the first time. A finding aid book planned at that time had to be postponed after first attempts, since the result was completely unsatisfactory. Finally nothing helped more than to undertake the entire inventory again and to sight sheet by sheet. Since the files are usually organized after commercial filing, the listing follows this order and names the file contents after the chronological sequence, thus depending upon case beginning with the last sheet of the file. With regard to the indexing of the contents of the individual file units, first the actual file processes are named, then the newspaper articles are listed, and finally the official and other printed matters are mentioned. In order to make the character of the individual files easier for the user to recognize, they were marked with the abbreviations A (mainly file processes), Z (mainly newspaper articles), M (mixed form). (This identifier was transferred to the comments field during the retroconversion of the holdings.)Source value of the reference files Due to the high war losses, the once existing serial character of the holdings has not been preserved. Thus the traditional picture now gives a fragmentary, somewhat incoherent impression. Thus, the hand file collection is of very limited informative value for in-depth structural investigations of Cologne's urban and administrative history. Its value lies rather in the multitude of persons, events, associations, events and administrative processes mentioned, which are often only occasionally documented and can hardly be followed in their genesis and further development. In view of the great loss that the City of Cologne suffered in its administrative documents, collections and documentations as a result of the war destruction, the collection has a certain significance for the history of the city and its citizens during the Weimar Republic. Whether the object was worthy of this intensive treatment, that can ultimately only decide the user.               Preliminary remark: In 1965, the estate of Berthold von Fetzer was handed over to the Main State Archives by Mrs. Friedel Schloßberger-Hoffmann, the granddaughter of Berthold von Fetzer, retired superior. The printed matter and books (including printed matter by Carl August and Berthold von Fetzer) submitted by Mrs. Schloßberger-Hoffmann at that time were classified in the service library of the Main State Archives. The collection contains 40 volumes of diaries from 1868 to 1925 (with gaps), five volumes of notebooks from 1918 to 1923 as well as three photos of Berthold von Fetzer, and the entries of Fetzer on his activities as court physician of King Karl in 1883, 1885 to 1891 (volumes 5-15). Unfortunately the corresponding volume covering the period from April 1883 to February 1885 is missing. According to the correspondence with Mrs. Schloßberger-Hoffmann, it was not handed over to the Main State Archives. The diaries, which were kept in detail in the years 1883 and 1885 to 1891, especially during the King's winter stays in southern France and Italy, contain numerous information about the person of King Charles, his illnesses, his daily routine and his attitude towards the people around him - especially towards Queen Olga, Charles Woodcock (Baron de Savage), Wilhelm Freiherr von Spitzemberg and Julius Albert Freiherr von Griesinger. Fetzer was consulted almost daily by the king, especially during his winter stays in the south, while he did not maintain such close contact with the king during the remaining months when the king was in Stuttgart, Friedrichshafen or Bebenhausen. In addition, the diaries Volumes 5-15 also give interesting insights into farm life. These diaries, which are the most important source about the last years of King Karl, were written by Professor Dr. Paul Sauer for his book "Regent with mild sceptre. For Fetzer's activity as court physician under King Wilhelm II, however, there are no comparable entries except for a diary (volume 17), which contains some information about diseases of Queen Charlotte. This is probably due to the fact that Fetzer was consulted less frequently by the last royal couple of Württemberg and at that time was primarily active as head of the medical department of the newly created Karl Olga Hospital in Stuttgart. In addition to the diaries on court life, the two volumes with entries on Fetzer's work as senior physician at the Fourth Württemberg Field Hospital in the War of 1870/71 (Volumes 1 and 2), in which he reports on his activities in the field hospitals and in the Solitude reserve hospital - including the operations he performed - also deserve attention. In addition to the above-mentioned entries by Fetzer, all of which are in some way connected with his work as a doctor, the diaries naturally also contain numerous references to his family life and provide insights into Fetzer's personality, his diverse interests and political attitudes. In addition to the sometimes very detailed descriptions of his numerous travels in Germany and other European countries, here are notes and comments on his reading in the fields of medicine and natural sciences. literature, art or art history, philosophy and history. There are also frequent reports in the diaries about visits to theatre, opera and concerts, as well as visits to art exhibitions and museums. They convey an impressive picture of a typical educated citizen of the imperial period and are therefore of importance for cultural, mental and social history. The descriptions of his travels and even more the notes and commentaries on his reading - like a red thread, so to speak - run through almost all of his diaries, whereby in the diaries of the years 1913 to 1925 (volumes 27-40) - possibly due to a lack of reportable external experiences of Fetzer - they occupy a large space. In addition to the diaries, Fetzer also kept pure notebooks with notes for his reading between 1918 and 1923 (vol. 41-45). The estate of Fetzer was recorded in the summer of 1997 by the candidate archive inspectors Nicole Schütz and Andre Kayser.               Fetzer, Berthold von

              Foreword: For the biography of the Prince and the history of the collection, please refer to the preface in the Repertory on the collection La 140 Nachlass Fürst Hermann zu Hohenlohe-Langenburg, which was published in 1975, when the index of La 140 was drawn up. This applies in particular to printed matter and publications that had grown out of the Prince's Reichstag mandate. As a member of the Reichs- und Freikonservativen Partei or the Deutsche Reichspartei, the prince represented the 4th Württemberg constituency 12 from 1871, which comprised the upper offices of Crailsheim, Gerabronn, Künzelsau and Mergentheim. He lost his mandate in the 1881 Reichstag election to a left-liberal candidate. Furthermore, a small amount of correspondence was found in the estate of his son, Prince Ernst II.               I. The history of the von Linden family: The von Linden family originally comes from the diocese of Liège. The progenitor is a certain Adam van Linter, who is mentioned in documents 1604-1615 and who was the owner of the estate in Hoeppertingen (Belgian Limburg). His son Peter, who probably emigrated to Franconia because of the political and religious unrest in the home country of the Linter family, acquired a farm in Habitzheim (Odenwald) around 1650. In Kurmainz some members of the Catholic von Linden family were promoted to high offices: Franz von Linden (1712-1789) was a member of the Court Chamber Council and head cellar of the Camera Administration in the Vice-Chamber Office of Aschaffenburg, Johann Heinrich Freiherr von Linden (1719-1795) was a Privy Councillor and Director of the Court Chamber of the Electorate of Mainz. Franz Damian Freiherr von Linden (1745-1817), a grandson of Johann Heinrich Freiherr von Linden, was privy councillor and later director of the state government of the prince primate in Aschaffenburg. His second eldest son Franz Joseph Ignaz was Württemberg's Privy Legation Councillor and lord of Nordstetten, Isenburg and Taberwasen. Another grandson of Johann Heinrich Freiherr von Linden, the jurist Franz Freiherr von Linden (1760-1836), held the position of Reich Chamber Court Assessor from 1796 to 1806. After the dissolution of the Imperial Chamber Court, Franz Freiherr von Linden entered the service of the Kingdom of Württemberg. King Friedrich I of Württemberg appointed him president of the newly founded Catholic Church Council in 1807. In 1815 Franz Freiherr von Linden was appointed Württemberg Plenipotentiary at the Congress of Vienna, then Württemberg Ambassador to the Bundestag in Frankfurt. 1817-1831 he was president of the Schwarzwaldkreis (Black Forest District) and Franz Freiherr von Linden was the progenitor of the VII lines (the lines are counted according to the number of lines): Genealogical handbook of the nobility vol. 68 of the complete series. In 1846, the Grand Duke of Hesse-Darmstadt recognized Heinrich's raising of rank, and in the same year Edmund Graf von Linden received Württemberg's recognition of the raising of rank. In the year 1850 the papal earldom was also founded on Franz a Paula and II. Line extended. The elevation to the Württemberg rank of counts took place in 1852, with the exception of the III. line (Hausen), all of the VII lines in the Württemberg male tribe were extinguished. Biographical outlines of Hugo and Joseph Freiherr von Linden: Hugo Freiherr von Linden (1854-1936):The 2nd branch (Hausen) of the III. line is also the origin of the ministerial director Hugo Freiherr von Linden. He was born on 1 February 1854 in Ludwigsburg as the son of Carl Freiherr von Linden (1801-1870) and his second wife Mathilde Freifrau von Linden née Countess Leutrum von Ertingen (1815-1892). Hugo Freiherr von Linden studied law at the universities of Tübingen, Strasbourg and Berlin after graduating from high school in 1872. In 1877 he passed the state examination. After working at various courts in Württemberg, he became Secret Legation Secretary in the Württemberg Ministry for Foreign Affairs in 1883. In the same year he was appointed the King's chambermaid, which involved honorary services at social events of the court. In 1906 Hugo Freiherr von Linden was promoted to Ministerial Director and Head of the Political Department of the Ministry in the Ministry of Foreign Affairs, and in 1900 Hugo Freiherr von Linden worked out the marriage contract between Duke Robert von Württemberg and Archduchess Maria Immaculata Raineria from Austria (cf. Hugo Freiherr von Linden married Elisabeth Schenk Freiin von Stauffenberg (1864-1939) in 1893, the daughter of the Vice President of the German Reichstag, Franz August Schenk von Stauffenberg. He was born on 7 June 1804 in Wetzlar as the son of the already mentioned Reichskammergerichtsassessor Franz Freiherr von Linden (1760-1836) and his second wife Maria Anna von Linden née Freiin von Bentzel zu Sternau (1769-1805). After studying law in Tübingen, Joseph Freiherr von Linden and his older brother Carl stayed in France from 1825 to 1827 in order to improve his knowledge of the French language and literature (cf. order numbers 3 and 4), after which he worked as a judge in various Württemberg cities. 1839-1848 Joseph Freiherr von Linden represented the knighthood of the Danube district in the Second Chamber. From 1842-1850 he was - like his father before him - President of the Catholic Church Council. 1848 was the revolutionary year in which Linden was appointed Minister of the Interior of Württemberg, but had to be dismissed on the same day due to the protests of the population. 1 July 1850 King Wilhelm I appointed Linden Minister of the Interior again and handed him over the office of Minister of the Interior of Württemberg in the years 1850 to 1851 and 1854 to 1855. During this time von Linden stood up for the restoration of the old constitution, which earned him the accusation in liberal circles that he was reactionary. Linden's achievements in the economic field should not be underestimated: He promoted the founding of the Stuttgart stock exchange, created a new trade code and encouraged the founding of the Weinsberg wine growing school. In the field of church politics, von Linden contributed significantly to the balance between the Kingdom of Württemberg and the Catholic Church. After the death of King Wilhelm I, his son and successor King Karl dismissed von Linden as minister on 20 September 1864. In the following years, Joseph Freiherr von Linden worked as a diplomat for Württemberg. In 1865 he became Württemberg envoy in Frankfurt and at the Hessian courts, 1868 envoy at the customs parliament in Berlin, and in 1870 during the Franco-Prussian War he was appointed prefect of the Marne département occupied by the Germans (cf. order numbers 32 and 34, order numbers 15 and 16). 1830 Joseph Freiherr von Linden married Emma Freiin von Koenig-Warthausen (1810-1893). The marriage produced four children: Richard (1831-1887), who was cavalry captain of the Württemberg military (see order numbers 34 and 41, order numbers 15 and 49), Franziska (1833-1919), who married Dr. Fridolin Schinzinger (1827-1865) in 1859 (order numbers 25, 35 and 36, order numbers 11, 13 and 14), Elise (1836-1914) and Josephine (1838-1881), both of whom remained single.Of the other outstanding members of the von Linden family, for whom there is only little material in this collection (order number 42, order number 8), Karl Graf von Linden (1838-1910), the founder of the Völkerkundemuseum (Lindenmuseum) in Stuttgart, named after him, and Marie Gräfin von Linden (1869-1936), who was the first woman to study at the University of Tübingen and who was later appointed Professor of Parasitology at the University of Bonn, should be mentioned briefly. III. history, content and structure of the collection: The present holdings combine documents from the estate of Joseph Freiherr von Linden, which were handed over to the Hauptstaatsarchiv in 1962 by Mr. Regierungsoberinspektor Reginald Mutter (cf. the title in the old repertory for holdings Q 1/7), a great-great grandson of Joseph Freiherr von Linden. One year later, the Main State Archives purchased these archival records, which were initially incorporated into the former holdings J 50 (Smaller Estates). Robert Uhland produced a typewritten finding aid in 1963. When the Q holdings were created in 1972, the holdings designated as the estate of Linden were removed from the J 50 holdings and assigned to the newly created Q 1 series (political estates), where they received the signature Q 1/7. The small estate consisted only of a tuft, which contained several documents, which were listed in the above-mentioned find book. In the 90's the stock Q 1/7 got increases by taxes from private side: In 1990, Mrs. E. Niethammer, Kirchheim/Teck, handed over documents from the estate of the Protestant pastor family Dierlamm to the Main State Archives as a gift, which were initially incorporated into the holdings Q 1/7 as Büschel 2. These are the documents now listed under heading 2 of this inventory (order numbers 37 to 41). These include business cards and letters from Joseph Freiherr and Emma Freifrau von Linden to Pfarrer Dierlamm (serial number 37, order number 45), tickets from Sara Schinzinger to Pfarrer Dierlamm (serial number 40, order number 47) and several sermons on corpses for members of the House of Linden (serial number 41, order number 49). Among them are documents from the estate of his grandfather Hugo Freiherr von Linden (serial numbers 7-23) and pictures, especially of members of the House of Württemberg (section 3.2, serial numbers 43-48). In addition, Franz-Karl Freiherr von Linden has handed over to the Main State Archives an extensive collection of material compiled by him on the family history of Linden, including photocopies of literature and copies or photocopies of archival records of the von Linden family. Finally, Franz-Karl Freiherr von Linden transferred newspaper articles written by him about the formation of the island Surtsey off the coast of Iceland to the Main State Archives in 1993, which were initially classified as tufts 5 in the Q 1/7 inventory. The diaries 1870-1935 of his grandfather Hugo Freiherr von Linden, which were handed over by Franz-Karl Freiherr von Linden in 1992 as a deposit under retention of title to the Main State Archives, were returned to the owner in 1995. (Cf. Tgb.-Nr. 4143/1993 and Tgb.-Nr. 2918/1995) In the course of the indexing the stock received further growth from the stock J 53 (family papers of Württemberg civil servants). The excerpts from family registers concerning Julius Graf von Linden and Loring Graf von Linden (serial numbers 5 and 6, order numbers 50 and 19) and documents on the sale of the manor Nordstetten to the forester of Fischer-Weikersthal (serial number 1, order number 17) kept under the signature J 53/10 were also classified in the present inventory. As already mentioned several times above, today's holdings Q 1/7 include not only the estate of the Württemberg Minister of State Joseph Freiherr von Linden but also several other estates of members of the House of Linden and collections or documents on the family history of Linden. For this reason, the previous inventory name "Nachlass Joseph Freiherr von Linden" was extended to "Familienunterlagen von Linden". In view of the small size of the holdings and the incompleteness of the holdings, it is not possible to speak of a family archive, however, since materials on various members and lines of the von Linden family are completely or almost completely lacking: no original archival records on the members of the von Linden family who were in the service of the Electorate of Mainz, the Prince Primate and the Grand Duke of Hesse are to be expected (v. a. Johann Heinrich von Linden, Damian Franz Freiherr von Linden, Heinrich Graf von Linden). there are also only a few archival records of the lines dating back to the sons of Franz Freiherr von Linden: From the I. (Counts) and II. (count's) lines, there are no original documents, with the exception of extracts from the family registers of Julius and Loring Graf von Linden (order numbers 5 and 6, order numbers 19 and 50). Also missing are documents of the V. line (Bühl), the VI. (Swiss) line and the VII. line. Smaller estates are only available from the III. line (Hausen) and the IV. line (Hausen). line (Neunthausen), but the documents from the estates of Ministerial Director Hugo Freiherr von Linden and Minister of State Joseph Linden are only fractions of the original estates. It can be assumed that the family still owns some of the material mentioned above and of other members of the von Linden family, but unfortunately parts of the archival records of the von Linden family were also destroyed in the fire at the Burgberg and Hausen palaces during the Second World War.In addition to the personal documents on individual members of the family, the present collection also lacks documents on economic and property management, documents and invoices, which are to be expected in a nobility archive. The structure of the collection is based on the division of the widely ramified von Linden noble family into the various lines, as it is listed in the Genealogical Handbook of the Nobility. Within the individual lines, the bequests and holdings of the family members were arranged according to date of birth, so that the older family members were listed before the younger ones. The bequests of Franz Joseph Ignaz Freiherr von Linden (section 1.1) and Franz Freiherr von Linden (section 1.2) are at the beginning of the holdings. The latter estate includes a legal opinion on the effect of the Reich's decision of 27 April 1803 on the judicial proceedings of the chamber of justice, two letters from Franz von Linden to Minister of Justice Maucler on the progress made in the training of the sons Carl and Joseph von Linden, and the correspondence between Carl and Joseph von Linden during their stay in France with their parents, some of which was written in French.The estate of the Ministerial Director Hugo Freiherr von Linden comprises several printed programmes and invitations to cultural and official events, mainly in Stuttgart (section 1.5.1), and letters from members of the Princely House Wied to Hugo Freiherr von Linden as well as a memorandum from Wilhelm I. Prince of Albania Prince to Wied (section 1.5.2). Section 1.6 forms the estate of the Württemberg Minister of State Joseph Freiherr von Linden. It is the second largest estate in the stock Q 1/7. The estate is divided into the categories: Family and personal affairs (1.6.1) with documents on weddings, wedding jubilees and a travel description, correspondence (1.6.2) with letters from members of the House of Württemberg (above all Alexander Duke of Württemberg) to Joseph Freiherr von Linden and isolated letters from family members, activity as prefect of the Marne Department (1.6.).3) and printed matter about Joseph Freiherr von Linden (1.6.4): the wife of Joseph Freiherr von Linden, Emma Freifrau von Linden, and the daughter of the Minister of State, Franziska Freiin von Linden, only have very small estates (headings 1.7 and 1.8); the materials from the estate of the Protestant parish family Dierlamm were left as an independent complex (heading 2). The content of the section has already been discussed above, and under section 3 you will find collections, mainly on the family history of Linden: The first section is section 3.1 with the already mentioned extensive collection of material on the family history of Linden, which Franz-Karl Freiherr von Linden compiled and handed over to the house as photocopies. Section 3.2 contains photos of members of the House of Württemberg, of Joseph Freiherr von Linden and of other personalities in Württemberg history; sections 3.3 and 3.4 contain newspaper articles by Franz-Karl Freiherr von Linden and a lock of hair by Joseph Freiherr von Linden.Further archives on Joseph Freiherr von Linden are kept by the Hauptstaatsarchiv in fonds J 1 (collection of historical manuscripts) no. 256 b: Joseph Freiherr von Linden: "Aus meiner politische Karrierebahn" 1830-1862, part 2 of the memoirs dictated by Linden to his granddaughter Sara Schinzinger around 1890. The copy kept in J 1 is a copy for which Professor Schinzinger from Hohenheim, a grandson of the Minister of State von Linden, lent the original to the archive in 1925. Günther-Otto Maus in Baesweiler, a direct descendant of Joseph Freiherr von Linden, was filmed in 1977 and is now kept in the Main State Archives under the signature F 554 in fonds J 383 (microfilms and manuscripts in foreign archives, libraries). In January 2015, Günther-Otto Maus purchased the original diary from Günther-Otto Maus and it is now part of the collection under the signature Q 1/7 Bü 51. An index of the archive of the Barons of Linden in Neunthausen, which was compiled in 1892/1893, is part of the collection J 424 (Inventories of Non-State Archives: Caretakers' Photographs).In addition, reference is briefly made to the E stocks (ministerial stocks), in which extensive material on the work of State Minister Joseph Freiherr von Linden and Ministerial Director Hugo Freiherr von Linden is kept, and Q 1/7 can be used for various research purposes: First of all, of course, the history of the von Linden family, the history of nobility, mentality, social and cultural history, and finally the history of the German occupation of France during the war of 1870/1871. The Q 1/7 holdings were catalogued in 2001 by the archive inspectors Alexander Morlok, Matthias Schönthaler and Jens Ulrich under the supervision of the undersigned.               Description:This publication opens up a legacy that has been in the Historical Archive for almost one hundred years now. Until a few years ago, the documents were only accessible via a handwritten find book, the oldest part of which had been laid out by the former head of the city archives, Joseph Hansen. The numerous supplements and additions, the various signature layers and signature changes did not make the handling of the finding aid easy, and probably also deterred from using the estate. This is perhaps one of the reasons why, since Hansen's extensive biography of 1906, no newer, comparably broad investigation of Mevissens' life and work has been presented. Such a biography, however, is all the more urgently desired, as Hansen's biography, despite all its merits, is outdated as an object of research solely because of the author's closeness, not only to the temporal one, and yet continues to shape the judgement of the Rhenish entrepreneur Mevissen to this day. Recent research on individual aspects has revealed shortcomings and contradictions in the biography, and a renewed, comprehensive scientific examination of what was perhaps the most important 19th-century Rhenish entrepreneur is therefore desirable, and certainly fruitful, not least because of the richness of the estate. The extensive correspondence with contemporaries from business, politics, society and culture, which deserves intensive examination and evaluation, is worthy of special mention. If the present publication would set such a discourse on Mevissens' person and work in motion, this would be very welcome beyond the immediate occasion of the publication, namely the return of the 100th anniversary of his death on 13 August 1899. Mevissen was first and foremost an entrepreneur, a dynamic founder and highly competent organiser of banking, insurance, transport and industrial companies, the latter primarily in the textile, mining and mechanical engineering sectors. But his personality was more complex, more versatile. Mevissen was a politically thinking and acting person, on the national level as a member of parliament and undersecretary of state of the Frankfurt Reich government, on the local political level, among other things, as an alderman. He had ambitious concepts and goals for the interests of the community of Cologne as an economic, traffic and educational centre, and his efforts to reform school education led to the foundation of a commercial college, the predecessor of today's Cologne University. The Gesellschaft für Rheinische Geschichtskunde owes its origins in 1881 to his love of science, especially the historical sciences. In connection with its task of editing historical sources, Mevissen financially enabled the Historical Archives to begin organising, cataloguing and publishing the holdings of documents and records. Mevissen supported research into the history of the Rhineland and the city of Cologne. He has supported work projects, some of which have not yet created scientifically outdated foundations. For this promotion, which was continued after his death also by his daughters, first of all by Mathilde von Mevissen, he was able to win over and engage many Cologne and Rhineland entrepreneurs. The present publication is to be understood as a gesture of gratitude with which the archive of the initiator and founder of the Gesellschaft für Rheinische Geschichtskunde would like to commemorate and honour the friend and patron of the Historical Archive of the City of Cologne. to publish the indexing of the Mevissen estate in print was only possible because the arranger Manfred Groten had arranged the estate in the years 1991 - 1992, registered it and indexed it in a finding aid with personal register. He, whom the Historical Archive lost as a result of a call to the University of Cologne in 1998, deserves first and foremost thanks. Mechthild Willmes went to a lot of trouble in order to get it to print quickly and smoothed out the discrepancies that had arisen in the meantime due to extensive file restoration, checked the estate once again for its completeness and determined the size of the file units. The undersigned made some changes to the text necessary for printing and created the company, local and subject index. Special thanks go to the Cologne Chamber of Industry and Commerce and its President Alfred Freiherr von Oppenheim. It, the Chamber, financially supported the publication of the estate of its President from 1856-1860, thus placing the Historical Archive in the fortunate position of commemorating its patron.               1 On the biography of Walther Reinhardt: Walther Reinhardt was born in Stuttgart on 24 March 1872 as the son of the then captain August Reinhardt. He attended the Gymnasium in Ulm, the Lyceum in Ludwigsburg and the Gymnasium in Heilbronn. Afterwards he changed to the Kadettenanstalt in Oranienstein and to the Hauptkadettenanstalt Groß-Lichterfelde. On 9 February 1891 Reinhardt joined the Grenadier regiment of Queen Olga No. 119 as Portepeefähnrich. In 1892 he was promoted to lieutenant, in 1897 he was appointed to war academy and subsequently commanded as lieutenant in service at the Great General Staff. Three years later, on March 10, 1904, Reinhardt was promoted to Captain, leaving the Grand General Staff in office. On April 22, 1905, he joined the General Staff of the XV Army Corps in Strasbourg before serving as Company Commander in the Infantry Regiment Alt-Württemberg No. 121 in Ludwigsburg from February 25, 1907 to April 19, 1909. On 20 April 1909 Reinhardt was transferred to the General Staff of the 26th (1st Kgl.-Württ.) Division. He returned to the Grand General Staff as Major on September 10, 1910. On 3 November 1912 he was assigned to the General Command of the XIIIth (Kgl.-Württ.) Army Corps. Reinhardt was a staff officer of the XIII Army Corps and on August 2, 1914 he entered the First World War. He was appointed Chief of the General Staff of the Württemberg Army Corps on 23 January 1915. On 18 May 1915 he was appointed lieutenant colonel. From June 1916 to February 1917 Reinhardt held various command posts, each of which he held for only a few months or even a few weeks. From 26 June to 16 July 1916 he was commander of infantry regiment 118, before becoming chief of staff of the XVII Army Corps from 17 July to 20 November 1916. On 21 November 1916 he took over the post of Chief of Staff of the 11th Army in Macedonia. The appointment as Chief of Staff of the High Command of the 7th Army on 10 February 1917 led him back to the Western Front. On 23 May 1917 Reinhardt was awarded the Order of Pour le Mérite with oak leaves for his achievements in the conquest of the Chemin des Dames. He also received the Commander's Cross of the Royal House Order of Hohenzollern with swords for his military achievements. On April 18, 1918, Reinhardt was promoted to colonel, and by cabinet order of November 4, 1918, Reinhardt was transferred to the Prussian War Ministry to organize the demobilization of the army. Two months later, on January 2, 1919, Reinhardt took over the office of Prussian War Minister. After the dissolution of the Imperial Army, Reinhardt became the first Chief of Staff of the new Imperial Army on 13 September 1919. During this time he was also appointed Major General. Only a few months after taking over his new duties, Reinhardt resigned as Chief of Staff at the end of March 1920, following the Kapp Putsch, and took over the Döberitz apprentice brigade for a short time before becoming Commander-in-Chief of the Wehrkreiskommando V in Stuttgart as Lieutenant General on 15 May 1920. In personal union he exercised the functions of a commander of the 5th division as well as the state commander of Württemberg. He retained his position as commander of the military district command V for almost five years. On 1 January 1925 Reinhardt was appointed commander-in-chief of Group Command 2 in Kassel. Two years later, in December 1927, he retired from the army and took charge of a course for older officers. These "Reinhardt courses" lasted beyond the death of their creator until 1932/1933. Furthermore, he devoted himself to the preparation of publications mainly on military and historical topics. Walther Reinhardt died in Berlin on August 8, 1930. 2 On the estate of Walther Reinhardt: The estate of Walther Reinhardt comprises documents from his military service as well as private correspondence. In addition, manuscripts for lectures and publications, which Reinhardt wrote above all after his retirement from military service, form a not inconsiderable part. The documents are supplemented by Reinhardt's collections of newspaper clippings, particularly from the years 1918/1919, most of which were in the possession of Reinhardt's daughter Lotte Reinhardt, Director of Studies, after his death on August 8, 1930. On September 7, 1939, the latter handed over 13 tufts of files and three war diaries to the former Heeresarchiv Stuttgart, and on September 11, 1940, further archival documents, namely photographs (some of them in albums), newspaper clippings, and official personnel reminders. The documents from Reinhardt's estate were arranged chronologically in the army archives, stapled into folders and recorded. The repertory with a foreword by Major General Sieglin was available on 15 October 1940, and a small part of Reinhardt's estate was handed over to the Potsdam Army Archives shortly after his death. In a letter dated 11 September 1940, the Heeresarchiv Stuttgart attempted to obtain the transfer of this part of the estate in order to merge it with the Stuttgart holdings in process at that time. On 23 October 1940, however, the Heeresarchiv Potsdam announced that Reinhardt had "no private records" in his custody. The Heeresarchiv Stuttgart does not seem to have made any further attempts to gain possession of the Potsdam partial estate. Since the Heeresarchiv Potsdam was destroyed immediately before the end of the Second World War and most of its holdings were destroyed, the documents handed over there from Reinhardt's property are presumably lost today.17 February 1961 Lotte Reinhardt handed over to the Hauptstaatsarchiv Stuttgart, which had meanwhile taken over most of the holdings of the former Heeresarchiv Stuttgart, further documents of her father in her possession (letters, records, drafts, printed matter, newspaper clippings). In the summer of 1964, Oberstaatsarchivrat Dr. Uhland ordered and listed these archival records, which were then combined with the older holdings. The collection folders bound by the Army Archives were dissolved several times in order to be able to chronologically classify pieces belonging to them. These studies also showed that the recording in the Army Archives was incomplete, and in some cases incorrect. The new holdings comprised 56 folders, which were structured according to the chronological order method of the Army Archives. In some of the tufts formed, subfascicles were formed. Before the transfer to the Hauptstaatsarchiv Stuttgart, Lotte Reinhardt had made available the estate of her father, Professor Fritz Ernst (Heidelberg), in her possession, who used it for a publication (Ernst, Fritz: Aus dem Nachlass des General Walther Reinhardt, Stuttgart 1958). It seems that individual pieces remained with Professor Ernst and that even after his death (22 December 1963) they no longer came to the owner. Between 1964 and 1987, his daughter Lotte Reinhardt repeatedly submitted documents from the estate of Walther Reinhardt. On December 29, 1964, Lotte Reinhardt handed over newspaper clippings and writings. There were also copies made by Professor Ernst. The archival documents were sorted, recorded and placed to the corresponding bundle numbers. In addition, two new tufts were formed. This increased the size of the estate to 58 folders. Lotte Reinhardt also handed over further archival records on 27 August 1969, 7 March 1970, 12 March 1973, 6 February 1978, April 1978, 16 August 1978 and 26 January 1987, mainly to Walther Reinhardt for private correspondence (letters to parents, wife, children) and newspaper clippings. The M 660/034 holdings were reopened in September 2010 by the candidate Sylvia Günteroth under the guidance of Dr. Wolfgang Mährle. In the course of this work, a classification of the documents was carried out which replaced the previous chronological order. The allocation of the documents that had been archived until 1964 to individual clusters and the division of these archive units into subfascicles have been retained. The existing title recordings were carefully revised. The previously unrecorded archival records that had been archived between 1969 and 1987 were sorted and recorded. The estate of Walther Reinhardt now comprises 89 tufts with a total volume of 1.6 linear metres. 3.               History of the Inventory Designer: The available documents were compiled by Bruno Schumacher, a German employee of the US Document Center in Berlin (BDC). After the collection was handed over to the Federal Archives, large parts were incorporated into their holdings. Inventory description: With the return of files from the Berlin Document Center in Sept./Dec. 1962, the Schumacher Collection was transferred to the Federal Archives in Koblenz. This collection had been collected by a German employee of the BDC, Bruno Schumacher, in years of work. It contains printed publications as well as files taken from the various provenance and collection holdings kept in the BDC, whereby the selection criterion was the importance, the documentation value, of the material. Archivische Bewertung und Erschließung Schumacher intended to create a material collection of the most important documents on the history of the Nazi era for his hand use and thus to create a key position for himself in the BDC. In selecting and recombining the material, he did not take into account provenance, registry or volume connections, but arranged everything according to a very roughly applied pertinence principle. His memory alone served as a finding aid for the more than 500 volumes. When he retired in 1960, the collection was recorded in lists and an "order scheme" was formed. The aim of the Federal Archives in Koblenz was to dissolve the Schumacher Collection and to assign the documents to the various holdings. In 1963, the official party publications of the Schumacher Collection were incorporated into ZSg. 3 (official party publications). The documents of Bavarian provenance were removed in 1966 and handed over to the Bavarian Main State Archives. Over the years, smaller parts of the collection have been incorporated into the relevant archives and provenance holdings. For example, KPD material from the Schumacher Collection was transferred to the NS 26 Main Archive of the NSDAP (1967). Starting in 2004, the "Research" collection of the former BDC and the subsequent integration of the documents into the Schumacher Collection, now kept in the Federal Archive in Berlin-Lichterfelde, was processed by the project group NS Archive of the MfS. Among other things, it was established here that the indexing information of the archival records recorded at R 187 is partly identical with that of the respective file numbers at "Research". Obvious duplicates and copies have been collected. "Novelties" have been assigned to the Schumacher Collection.               1st On the history of the Central Department: The reorganization of the Württemberg military system, which was undertaken as a result of the Military Convention of 21/25 November 1870 with the help of Prussian officers and military officials since July 1871, also extended to the War Ministry. In August 1871, it was divided into the Central Bureau, the Military Department (with three sections) and the Economics Department (with five sections), following an earlier but only internally valid division and in analogy to the division of business by the Prussian War Ministry; a "provisional" division of business, actually valid for many years, at the same time determined the competences of these departments, which were later joined by other departments. The Centralbureau (abbreviated: CB. ), which before 1871 had a forerunner in the Chancellery Directorate, was subordinate to a chief who - until the end of the First World War - was at the same time an adjutant of the War Minister (see the lists of War Ministers and Heads of Departments drawn up without a more detailed study of the sources in Appendix I and II, p. XXV ff. of the German Constitution). ) According to the above-mentioned division of responsibilities, his portfolio included the following tasks:1. the personal affairs of officers, doctors and civil servants,2. the affairs of the honorary courts and military-political affairs,3. the affairs of orders and service awards,4. the affairs of the State-Ministerial,5. the affairs of the military and the military-political affairs. Presentation of those matters on which the War Minister himself intends to make the decision,6. personal correspondence of the Minister,7. editing of the Army Gazette,8. affairs of the daily press,8. from the very beginning the Central Bureau was responsible for the Chancellery, the Library and the Printing Works of the War Ministry. Some of the tasks which the Central Bureau had to perform after the division of responsibilities of the War Ministry, first reissued in January 1907, (such as the administration of the service building, the service equipment, and the office cash register of the War Ministry) may have been tacitly assigned to it, either from the outset, or gradually as a result of the original competencies. On the other hand, other changes in competence, which cannot be fully dealt with here, were reflected in the sources. Since November 1871 the powers of the Central Bureau for personal, honorary and religious matters of officers, doctors and civil servants were repeatedly restricted, until finally in April 1896 the military department became almost completely responsible for it. From November 1872 the head of the Central Bureau had to collect the documents of all departments of the War Ministry for the oral lecture of the War Minister to the King. When, in 1874, the Prussian model of keeping personal sheets and lists of troops was introduced, the Centralbureau had to keep and administer the copies of these documents that had reached the War Ministry. After the office of the Ministry under the Centralbureau had in fact been responsible for the so-called "old registry" of the War Ministry for a long time, the care for this was officially transferred to the Centralbureau in January 1885. Further smaller tasks were added in the years after the turn of the century: in 1902 the Centralbureau began to collect newspaper clippings about military affairs, and since April 1906 obituaries and death announcements of Württemberg officers were collected here; finally the Centralbureau, which was opened on August 1, 1906 or - It. MVBl. 1906, 8. 185 - on 12. 9. 1906 was renamed in "Zentral-Abteilung" (abbreviated: Z. ), in January 1907 by the new business division of the War Ministry for Monuments Affairs responsible. The tasks of the Central Department, which were only slightly changed by the new division of business, could thus be described as follows in the Court and State Manual of the Kingdom of Württemberg of 1907 pp. 64- f.: "The Central Department, whose head is also the adjutant of the War Minister, is responsible for the distribution of the entire enema to the departments, the forwarding of drafts and drafts to the War Minister, and the clearance of the enema. The Central Department deals with the rank and file lists, the patenting of the officers and medical officers, the management of the personnel sheets, the applications for the award of nobility and the examination of the nobility, the orders to be made at ceremonies, anniversaries, court and army mourning, etc., all matters concerning the course of business and the division of business of the War Ministry and, finally, the editing of the material part of the "Military Gazette". In March 1907 the Central Department also received the administration of the so-called "Memorandum Collection", i.e. the statements and elaborations prepared by the individual departments of the War Ministry for Consultations of the Bundesrat, the Reichstag and the Württemberg Landtag. The establishment of the War Archive in January 1907, which was subordinated to the Central Department and, although it had its own staff, was in fact administered entirely by it, gained greater importance. On the one hand, the Kriegsarchiv was to secure the archival documents of Württemberg's military provenance, thus prompting the Central Department to also deal with questions of cassation and preservation of such documents; on the other hand, it developed into an independent department during the World War 1914 - 1918, which the Central Department handed over the newspaper clipping collection in January 1916 and the administration of the library of the War Ministry in November 1916. While the World War 1914 - 1918 otherwise had no major impact on the organization and competencies of the Central Department, this changed towards and after the end of the war. In addition to the Central Department, which was the direct organ of the War Minister, in July 1918 the latter created another post which was directly subordinate to him, but which was assigned to the Central Department in organizational terms until October 1918. It was named after its director, Lieutenant Colonel Hummel, "Dienststelle H " and was commissioned by the Minister of War "to collect and inspect for me all documents which I need to communicate with the legislative bodies or individual members thereof. For this purpose, H shall address directly the competent departments of the Ministry of War or other relevant departments, etc.". On 7"10. 1918 it was completely dissolved by the Central Department and made independent under the name "Ministerial Department" (abbreviated: M). As the originally intended designation "Press and Secret Department" (abbreviated: P.G. ) suggests, it was primarily concerned with questions of "enlightenment" of the civilian population, war propaganda, the press, censorship and the fight against rumours. As early as January 1919, the ministerial department was absorbed into the war archive. The establishment and independence of the ministerial department obviously had as little effect on the organization and tasks of the central department as its renaming into the "main office" (abbreviated: H. ) between 18 and 25 November 1918 and the turmoil to which the War Ministry was exposed after the November Revolution of 1918. On the other hand, they were drastically changed by the reorganization decreed by the War Minister Herrmann on 14 March 1919. The main office was dissolved and established in its place: 1. the ministerial office (MB), 2. the main office (HK), 3. the print regulations administration (Dv) and the office cash register (BK), 4. the main registry (HR). While the tasks of the last three departments, which were subordinated to the Deputy Minister of War, Hauptmann (since March 15, 1919: Undersecretary of State) Krais, essentially resulted from their designations, the Ministerial Office directly subordinated to the Minister of War was in charge of marking the entire entrance, handling special assignments and personal correspondence of the Minister of War, and registering and dispatching visitors of the Minister. The processing of affairs of the National Assembly and the Württemberg State Parliament was completely abandoned, and instead of the previous main office, the "Reconnaissance and Press Office of the War Ministry", newly created in February 1919, was now responsible for them. After the resignation of the War Minister Herrmann (on 28. 6. 1919) and his deputy Krais, who had been frequently and fiercely opposed by military circles in particular, this division was reversed as early as 7*7. 1919: the ministerial office was dissolved and its personnel taken over into the "Central Department" (abbreviated: Z. ), newly formed from the other departments (HK, HR, BK), whose competencies were not described in more detail, but which was probably essentially given the previous tasks of these departments. Nothing seems to have changed when the Württemberg War Ministry had the tasks and the designation of a "Reichswehrbefehlsstelle Württemberg" from 28 August 1919 to 30 September 1919, converted from 1 October 1919 to the "Abwicklungsamt des früheren Württembergischen Kriegsministeriums" and as such united with the "Abwicklungsamt des früheren XIII. A. K." to the "Heersabwicklungsamt Württemberg". The reorganisation entailed a change in the registered office. This was originally located in the building of the War Ministry, Charlottenstr. 6, then since June 1914- in the new office building of the War Ministry, Olgastr. 13; in October 1919 the liquidation office of the War Ministry was moved into the office building of the former Commanding General, Kriegsbergstr. 13. 32, from where the Central Department or Department K (see below) in connection with the reorganization of the Army Processing Office Württemberg probably moved in September 1920 to the former secondary artillery depot in Gutenbergstr. 111. As far as the sources show, the Central Department survived these external changes essentially unchanged "however, as a result of the handling of the army, in particular the reorganization of October 1919, it increasingly lost tasks. Together with the Departments A, R, W, ZV, Auskunft and Kr. A. of the Processing Office of the former Württemberg War Ministry, it was therefore united in August 1920 to the Department K (i.e. War Ministry) of the Army Processing Office Württemberg. However, organisational changes in the following month further reduced this Department K, so that from 1 October 1920 it consisted essentially of the former Central Department again. However, its only tasks were now to process the "remaining receipts of the former War Ministry", to forward them to the competent authorities, to apply for support and to handle all employee matters of the Army Processing Office Württemberg. In addition, the subdivision W (weapons department) was subordinated to it, while the office cash register was transferred to the cash register of the Army Processing Office Württemberg as of September 20, 1920, and the war archive united with the department K in August and October 1920 was affiliated to the Reichsarchiv branch in Stuttgart in December 1920. With the dissolution of the Army Processing Office Württemberg on 31. 3. 1921 finally also the department K found its end. 2. the history and order of the holdings: When the War Ministry was reorganized in July 1871, its chancellery was converted to the new conditions by November 1871 with the help of a registrar from the Prussian War Ministry. The previously currrent files were closed except for a few fascicles, which can also be found in the present holdings (Büschel 4, 6-9, 16, 17, 66 - 68, 88, 118, 475); the individual departments of the War Ministry received new, systematic "file plans with associated repertories", and, as with the troops and the remaining military administration, the Prussian file stapling, which was not usual in Württemberg, was introduced instead of the previous loose file filing.§ 4 of the organizational regulations of the War Ministry of 16. 8. 1871 determined: "The registry of the War Ministry is a uniform one, but it is to be formed in such a way that each department has its own files and is at the disposal of the same for the keeping of the journal, for the procurement of the procedures, for the completion of the files etc. 1 registrar official". For the Central Department, as for the other departments of the Ministry, this meant that, as competences increased, the department's file plan was supplemented by newly created files or by files taken over from other departments and appropriately re-signed, while the loss of competences entailed the transfer of files to other departments. Accordingly, the majority of the files of the Zen-tral Department concerning personal, honorary court and order matters of officers, military doctors and civil servants were mainly transferred to the registry of the Military Department (today stock M 1/4 and from there partly to the registry of the Department for Personal Affairs newly formed in 1917 (today stock M 1/5), while pure personnel files today were transferred to the stocks M 430/1 (personnel files I), M 430/2 (personnel files II) and M 430/5 (personnel files V) in the stocks M 430/1 (personnel files I), M 430/2 (personnel files II) and M 430/5 (personnel files V). A special group within the departmental registry were the files kept by the head of the central department as an adjutant of the Minister of War. They were usually marked with the suffix "A" (=djutantur) or "Secret" and mainly comprised secret and personnel files, so-called "officer registries". Among them were the secret files Büschel 47, 199 and 469, the tufts 172, 173, 189-191, 193-196, 199, 200, 202, 203, 207-458, 468 and 469 of the present holdings marked with "A" as well as the entire holdings M 1/2 (special files of the Minister of War and his adjutant), the formation and separation of which from the remaining documents of the Central Department probably mainly goes back to the army archive Stuttgart. While the files were essentially classified in the systematic file plan of the Central Department, there were also special registries and special file groups of the Central Department that were not included in this plan. In the first place, these included the Allerhöchste Ordres, which decided on the application lists (Büschel 209-458) presented to the king by the Minister of War; from 1 January 1873 they were kept in a special registry and today form the holdings M 1/1(Allerhöchste Ordres). The copies of the personnel sheets of officers, military doctors and military officials introduced in 1874 and destined for the War Ministry were also kept as special registries; today they are classified - together with the above-mentioned personnel files - in the holdings M 430/1, M 430/2 M 430/3 and 430/5. In addition, the systematic file plan did not include the lists of troop units (today stock M 1/11), which were also introduced in 1874, the collections of newspaper cuttings (today stock M 730), the so-called necrologist (today stock M 744) and the so-called memorials (today stock M 731). Finally, the so-called "war files" were also treated as special groups, i.e. those files which grew during the World War 1914 - 1918 in addition to the other, continued registry files and which concern especially the matters of warfare and its effects on the homeland; only a small part of them has survived and, moreover, some of them are in fonds M 1/11 (Kriegsarchiv). It is very probable that the Central Department kept the two war rolls with their corresponding lists of names, which are now classified as M 457 (war rolls of the War Ministry, Höchster Kommandobehörden, etc.) Until the outbreak of war in August 1914, the registry, apart from the effects of the various changes in competence, had essentially existed as it had been set up in 1871. On the other hand, changes began with the outbreak of war, which intensified especially towards and after the end of the war and finally led to the complete redesign of the registry. As early as August 1914, a new, additional war business diary was begun, which continued to run until November 1914 and then became the department's sole journal. At the same time, the creation of so-called war files began, which no longer contained signatures but were marked in the business diaries only with abbreviated file titles. The dissolution of the uniformity and the internal and external order of the registry began with this, but the development intensified towards and after the end of the war. It was favoured by the increase in the volume of business, by the increasing fluctuation of the less and less trained office staff, by the decreasing paper quality, by the renunciation of file stitching, possibly by the twofold relocation of the office after the end of the war and above all by the repeated organisational changes. The latter began with the establishment of Office H, which separated itself from the registry of the Central Department since it became independent as the "Ministerial Department" in October 1918, created its own journal, filed its files in folders, and no longer arranged these files systematically but only numerically and signed them accordingly. In addition, when the central department was renamed "head office", some of the previous files were no longer maintained and new files were created for them. This was repeated more frequently in March 1919, when the main office was divided into the departments ministerial office, main office, administration of printing regulations and office cash as well as main registry. Again, some of the previous files have been discontinued. Other parts of the registry, however, continued to grow at the main office and registry, the files of which appear to have been kept jointly, and at the ministerial office. Like the main office and the main registry, this office also created new files that received signatures without a system in numerical order only. The reunification of these departments into the Central Department in July 1919, the transformation of the War Ministry into the Winding-up Office of the former War Ministry in October 1919, and the formation of Department K of the Army Winding-up Office in Württemberg in October 1920 all followed the same procedure. The fact that one was able to find one's way around the registry, although it became more and more confusing, was certainly also due to the fact that as the Württemberg army progressed, older files became less and less needed and the volume of business became smaller and smaller. When the Heeresabwicklungsamt Württemberg was completely dissolved on 31. 3. 1921, the entire registry of the Central Department or its successor offices was immediately transferred to the Reichsarchiv branch in Stuttgart, which was housed in the same office building. In 1937 the remaining holdings were transferred to the Heeresarchiv Stuttgart and in 194-5 to the Hauptstaatsarchiv Stuttgart. In its present form, the holdings comprise M 1/3 written records that have grown up at the Centralbureau and its successor offices, including Department K of the Army Administration Office Württemberg. Although it would have made sense to assign the files of this Section K to the holdings M 390 (Heeresabwicklungsamt Württemberg) as well, analogous to the holdings of the other departments of the War Ministry, which also contain files continued at the Heeresabwicklungsamt Württemberg, they were, however, left with the existing holdings. Apart from the fact that some of the material has been transferred to other M stands mentioned above and has now been left there, some extensive cassations were probably carried out in earlier years. The loss of business diaries from before 1910, which were collected at an unknown time, should be highlighted. After the turmoil of the November Revolution of 1918 had apparently passed without any loss of documents for the central department, the greater part of the so-called war files was probably handed over to the garrison administration in Stuttgart in September 1919 and probably destroyed there. Large-scale cassations, on which Büschel 107 of the holdings (with details of the respective file signatures) provides information, were carried out - probably in 1932 - by the Stuttgart branch of the Reich Archives when the holdings were recorded; in the process, some files were lost which would today be preserved as worthy of archiving. Some worthless files - above all cash documents of the office cash (0, 5 running m) - were cashed with the current distortion. In accordance with the provenance principle, some fascicles which had previously formed part of the holdings have now also been assigned to the holdings M 1/4 and M 660 (estate of the Minister of War v. Marchtaler); the holdings M 390 were assigned those files which had not grown up in the Central Department or Department K of this authority. Against better knowledge, the Heeresarchiv Stuttgart had added 50 books to the holdings as appendices, which it had received in 1938 from the so-called war collection of the former court library of Stuttgart. These books had been published during the World War 1914-1918, placed under censorship and probably destroyed in their remaining edition. Since the relevant files, to which they belong as annexes, are kept in fonds M 77/1 (Deputy General Command XIII. A. K. ), they were now added to this fonds; their index, which was attached to the previously valid repertory of the present fonds, was added to the repertory M 77/1. Conversely, fonds M 1/3 now contains some archival records which were previously kept in other fonds. The tufts 90, 102, 104, 110, 176, 586 - 589 and 591 were taken over from inventory E 271 (War Ministry), volumes 25, 26 and 94- from inventory E 279 (registration books of the highest military authorities), tufts 204 from inventory M 4-00/2 (Heeresarchiv Stuttgart - Abteilung Zentralnachweisamt), tufts 512 from inventory M 430/2 as well as 109 from the unsigned inventory "Aufbau und Organisation" tufts of the present inventory.At an unknown time, but presumably soon after their transfer to the archive, the files of the Central Department were recorded in the Reichsarchiv branch in Stuttgart. This was done by resorting to a summary list of the files available in the systematic records registry, which was probably drawn up in the Central Department after the outbreak of war, and which was not quite accurately referred to as "peace files". This list (Büschel 107) lists the files in sequence of their signatures and with short titles and is more complete than a similar list (Büschel 55) created by the former War Ministry's Winding-up Office. The list of peace records (Büschel 107) was initially supplemented in the Reichsarchiv branch by equally summary lists of the business diaries and the records of the ministerial department, the ministerial office and the office box office. It was only later, probably in 1932, that information about the duration, cassations carried out and package counting, which had only just been introduced, was added and the revised finding aid was written in 1932. Although this repertory, supplemented by later supplements, could not satisfy much, it was still in use. With the current new indexing and order of the stock M 1/3 it was tried to do justice to the numerous organizational changes reflected in the file formation. The largest part of the collection is made up of files grown up between 1871 and 1918. They are arranged according to the signatures of the old, systematic file plan, which, however, has not yet been found, but could only be reconstructed on the basis of these signatures. With the exception of the business diaries and the so-called war records, several unsigned items have also been placed in this plan in a suitable place. Corrections to the plan were necessary in individual lallen identified by references. Reference is also made at the appropriate points in the file plan to files which were continued after November 1918 at the head office or another successor department of the central department and which therefore had to be assigned to another file group of the present stock, as well as to files of the central department which are kept in the stocks M 1/4, M 1/5 and M 390. On the other hand, reference can only be made here in general to the records of the Central Department in the aforementioned inventories M 1/1, M 1/2, M 1/11, M 430/1, M 430/2, M 430/3, M 430/5, M 457, M 730 and M 731. Because of the unclear separation of the registries, a divorce of the files that had grown up after October 1918, March 1919, July 1919, October 1919, and October 1920 respectively in the main office, ministerial office, main office, main registry, central department, and department K would only have been possible very imperfectly and would not have been profitable for the use of the repertory. These documents could therefore only be divorced into two groups justified by the history of the authorities, which, if necessary, were interlinked by references: in files which were current until October 1919, and in files which were continued or newly created after that date; as far as possible, the first group was based on the file regulations of the ministerial office, while the structure of the second group had to be completely revised. The files of the cash office and the ministerial department, which were merely affiliated to the central department or separated from it as independent departments, form separate groups; these files were not or only loosely connected to the registry of the central department. None of these file groups were able to classify the hand files of officers and officials of the Central Department; they were therefore combined into a separate file group. By the end of 1918, all files of the holdings had generally grown up in the registry of the Central Department. Therefore, provenance data were only necessary for the title recordings for files which deviated from this rule and which grew up after October/November 1918; unless otherwise stated, only departments of the War Ministry could be considered as provenances until the establishment of the Reichswehr Command Post Württemberg in August 1919. the holdings were recorded by Oberstaatsarchivrat Dr. Fischer in the summer of 1971 - after preparatory work by the contractual employee Westenfelder; however, only since spring 1975 was it possible for him to revise the title recordings and complete the repertory. The collection comprises 27 volumes (1 m running) and 602 tufts (13 m running). Special preliminary remark for classification point D: In addition to its main registry, the Central Department of the Ministry of War kept a number of special registries and collections. These included the Allerhöchsten königlichen Ordres and the special files of the War Minister and his adjutant, i.e. today's stocks M 1/1 and M 1/2, then the rankings and the personal sheets of the officers, since 1906 a collection of necrologists, the 1874 established regulars of the troops, the general collection of printing regulations, the collection of newspaper clippings kept since 1902, and the collection of memoranda established in 1907. The Imperial Archives branch and the Army Archives combined the personal documents with other, comparable material from today's holdings M 430 - M 433 and continued the necrologist, now holdings M 744, and the printing regulations, now holdings M 635/1, as archival collections. Only the self-contained or reconstructed series of the lists of collectors, memorandums and newspaper cuttings could be integrated into the holdings of the Central Department in accordance with the provenance (1). These should each include "the entire period of the unit from the year of foundation" and be supplemented annually by November 1 with regard to "garrison and changes thereof, supplementation, uniform and armament, as well as changes thereto, trunk and formation changes, campaigns and battles, awards, chiefs, commanders". The central department of the Ministry then collected its own notes, incoming reports, printed matter, etc. in folders created separately for each unit, which, carefully managed, soon developed into an excellent source of information on the aforementioned areas until the information was broken off in 1912. At an indefinite time, the lists were bound and assigned to the later holdings of M 1/11 Kriegsarchiv, which was reorganized in 1985 and removed again and inserted here. By order of the War Ministry of March 9, 1907, the departments of the Ministry had to take up such military matters that might be discussed in the Bundesrat, the Reichstag, or the Landtag, and to submit corresponding elaborations together with relevant printed matter, journal articles, etc. The Ministry's departments were also responsible for the preparation of the lists. After the individual cases had been concluded, the central department kept these so-called memorandums of understanding so that they could be sent back quarterly to the responsible departments for updating. The portfolios were sorted and counted according to the alphabet of the keywords; in 1911 the keywords and the subsequent numbering were renewed and compiled in a printed directory (see Annex). Some of the tufts also included events from earlier years until, after the outbreak of war in 1914, the collection was only continued in individual cases and finally handed over to the War Archive Department of the Ministry at the beginning of 1919. But none of these measures has ever covered the whole stock, nor has it been fully preserved or restored. After a number of tufts had been mixed together in the army archives, while others had been separated and newly compiled, the numbers 15 (or 16), 19, 26, 49, 51, 56, 79, 80, 93, and 113 of the Order of the Year 1911 are now missing. In 1939/50, government inspector Alfons Beiermeister united the present material with further general printed memoranda, among others, which had arisen during file excretions, to the later holdings M 730 "memoranda". When it was dissolved in 1985, the memorandums of the central department could be reintegrated according to the provenance. Since 1902, the Central Department for the Military Administration had been collecting important news from several daily newspapers, which differed according to their attitude and orientation, such as Berliner Tagblatt, Frankfurter Zeitung, Der Beobachter, Deutsches Volksblatt, Schwäbischer Merkur, Schwäbische Tagwacht, Stuttgarter Neues Tagblatt, Württemberger Zeitung, etc. The excerpts were pasted in chronological order into subsequently bound issues, most of which were accompanied by a detailed table of contents. After the collecting activity had been interrupted in 1913 with a special volume on the occasion of the government anniversary of Kaiser Wilhelm II, it was resumed at the beginning of the war in 1914 in a considerably expanded framework: In addition to excerpts from official decrees published in the State Gazette, there were now series on topics such as "Theatre of War", "Parliament", "War Nursing". At the beginning of 1916, however, this collection was transferred to the War Archive Department of the Ministry and then continued there. However, the group "Statements of the Political Parties on the War", which was mainly composed of party newspapers and was also originally to be published, initially remained with the Central Department, which also opened a new group "Omissions of the Press on Civilian Service" towards the end of 1916. In July 1918, the remaining thematic collection - i.e. without the aforementioned extracts from official decrees - was to be transferred to the newly created "Dienststelle H", the later "Ministerialabteilung", abbreviated to M, of the Ministry. The extent to which this was achieved must be left open, as the collection was not continued in either of the two departments in its previous form. Kurt Hiller, retired Colonel of the Archives, combined all the relevant documents from the War Ministry with further newspapers, excerpts, memoranda, etc. from the "Zeitungsausschnittsammlung des Württembergischen Kriegsministeriums" (newspaper excerpt collection of the Württemberg War Ministry), later to become M 731, in the Army Archives with further documents dating back to 1938, and created a tape repertory of them, which remained unfinished around 1940. When this stock was divided up in 1985, the newspaper clippings, which had been selected by the central department and not, as mentioned, handed over to the war archives in 1916, were once again classified in the stock of the central department. 1974 already, the work contract employee of Westerfelder recorded the lists of the regulars, in spring 1985, the archive employee Werner Urban recorded the memoranda; in addition, he produced the associated index of places, persons and subjects. For the newspaper clippings, the title recordings of the finding aid book of 1940 were taken over to a large extent, for the place, person and subject index arranged again by Werner Urban in addition the 1950 to the fonds M 731 of Beiermeister created register was also used. The selection of keywords contained in the title recordings as well as in Beiermeister's indexes is limited and could be supplemented on the basis of the above-mentioned tables of contents for the individual volumes, but such, in itself desirable, extensive expansion has been postponed for the time being.The lists of collectors, memorandums and newspaper clippings of the Central Department of the Ministry of War now include the volumes and tufts 603 - 821 in 3.3 meters of shelves.
