            The holdings J 150 (pamphlets - collection) were mainly formed from estates and foundations of former officers, as well as from other private donations. A large number of brochures originate from the collection campaign for field libraries in the First World War. These writings have not been incorporated into the Army Archives Manual Library in order not to complicate the clarity of the holdings. For this reason alone, it seemed advisable to structure the material in a separate collection and thus make it accessible for research. Major General z. V. Sieglin had begun his sighting in February 1939. The collection was set up and indexed the following year by the archive employee Martin. Since in many cases an author or editor is not named, the classification of the pamphlets into keyword groups was justified. The list also includes keywords for which no writings are yet available, but in whose groups access can be expected. For this reason, there are also gaps in the consecutive sequence of numbers, the closure of which depends on the later use of new keywords. The alphabetical order could thus be maintained in the directory. The indexing took place in the Allegro library database. The holdings can be searched both with the library program and via the online find book. Contents and Evaluation The collection essentially contains state and military policy writings from the time of the First World War and the immediate post-war period; there is particularly abundant material on questions of war guilt and war causes, on questions of food and raw materials in war, and finally on the Versailles Peace Treaty and its effects and consequences. The collection also reflects the psychological and moral attitude of the German population in the war and post-war years. Also strongly represented is the disarmament problem up to the time of National Socialist freedom of the armed forces and the question of security in the victorious states. There is also a large amount of Allied writings from the time of the First World War. These are mostly leaflets that were dropped over the trenches. Among the foreign-language writings are those published on behalf of the Federal Foreign Office in Berlin and written in Arabic or Turkish. The collection also contains material on the National Socialist state, propaganda writings and the events of the time. The collection consists mainly of brochures and sheets with mass circulation. However, there is no lack of general historical, military and cultural writings, as far as their external presentation made an integration into the pamphlet collection appear expedient. For the same reasons, individual journals and newspapers were included in the collection if they were incomplete. Among these most represented journals are the "Süddeutsche Monatshefte" (Süddeutsche Monatshefte) (often with marginal comments by the Württemberg general Gerold von Gleich) and the "Deutsche Flugschriften" published by the national-liberal journalist Ernst Jäckh in the First World War. The weekly publication "Am heiligen Quell Deutscher Kraft", published by General Ludendorff, was also accepted. The writings in question can be used as source material for research purposes in war and military science and for dealing with historical-political questions of the Weimar Republic and National Socialism, especially about Germany's political situation and its struggle for equal rights. During the Second World War the stock was moved to Neuenstein Castle. After the pamphlets had been returned, it was discovered that the collection had been rummaged through by unknown parties and had become disordered. The reorganisation required as a result resulted in the loss of a number of pamphlets as well as certain deficiencies which made a change in the previous arrangement appear necessary. For the purpose of simplification and to achieve a better overview, individual sections, especially the pamphlets listed under "World War" such as "Nutrition, Finances etc.", were dissolved and included under the corresponding headings of the general collection for the sake of simplification and to achieve a better overview, all the more since the separation had not always been strictly carried out from the beginning and therefore numerous publications referring to the First World War were already listed in the general index. The holdings are also documented in the library catalogue of the Hauptstaatsarchiv Stuttgart.

            History of the Inventory Designer: After the International Olympic Committee (IOC) had awarded the 1936 Summer Olympics to Berlin, the mayors of Garmisch and Partenkirchen tried to reach the IV Olympic Games in their communities in that year. Olympic Winter Games. In June 1933 the time had come: the two communities prevailed within Germany against the competing cities Braunlage and Schreiberhau. Foreign competitors Montreal in Canada and St. Moritz in Switzerland were also left behind. In the run-up to the Winter Olympics, the two communities were united on 1 January 1935 to form a market community (Garmisch-Partenkirchen) against their resistance. In a short time, the preparatory organisation of the Winter Games had to take place from 1933 onwards, which was to be secured financially not only by support payments from other towns and municipalities, but also by an additional citizen's tax for the inhabitants of Garmisch and Partenkirchen. In total, costs of 2.6 million Reichsmarks had to be shouldered. On August 23, 1933, the Organizing Committee was founded in Garmisch-Partenkirchen to organize the Winter Games. The President of the Organizing Committee was Dr. Karl Ritter von Halt (1891-1964), Chairman of the Board of Managing Directors of Munich-based Bankhaus Auffhäuser. His deputy and treasurer was the director of the Bayerische Gemeindebank Friedrich Döhlemann, general secretary was Baron Peter Le Fort. Dr. Hermann Harster was responsible as press officer. The committee was particularly responsible for organising the construction and repair work. In record time, the Olympic Ski Stadium with the Great Olympic Hill, in which the opening and closing ceremonies were also to take place, and the Olympic Art Stadium were built. At the Riessersee the sports facilities for speed skating, ice shooting and bobsleigh races were extended or newly built. The course of the skialpine competitions, which took place for the first time as part of the Olympic Games, also had to be determined. In addition, logistical planning had to be carried out, for which the 1935 German Winter Sports Championships had to be regarded as a test run. Traditionally, the significance of the Winter Olympics was still lagging behind that of the Summer Games. The IV. The Winter Olympics in Garmisch-Partenkirchen were a first step out of the shadow of the Summer Games. From 6 to 16 February 1936, 646 athletes from 28 nations took part in 17 competitions in bobsleigh, ice hockey, figure skating, speed skating, alpine skiing and Nordic skiing. Ice-shooting and military patrol were conducted as demonstration competitions. In the course of the ski alpine competitions, which took place for the first time, there had previously been disputes with the International Ski Federation because the IOC refused to let ski instructors take part in the competitions as professionals. The ski associations of Austria and Switzerland then boycotted the Winter Games. The logistical effort as well as the organisation of the competitions and the accommodation of the athletes were accompanied by a high number of visitors. Only with the efficient use of public transport was it possible to ensure that around 500,000 people could attend the games as spectators. The final event alone with the awarding of all medals was attended by approx. 150,000 people. Cooperation with the Reichsbahn was therefore necessary, and the Reichspost was also an important partner for radio broadcasting. The media marketing and broadcasting of the games was a prelude to the Summer Games. This shows that above all public relations work was an essential part of the work of the organising committee. At home and abroad, advertising was done for the Olympic Winter Games in order to present the Reich as a supposedly civilized and peaceful country. After it had been prevented that the USA boycotted the games because of the racist politics of Germany, the organizing committee did everything to use the Olympiad for propagandistic purposes. Karl Ritter von Halt had all signs with anti-Semitic inscriptions removed and banned anti-Jewish smear campaigns in order not to endanger the prestige object "Olympic Games". The Winter Games were a test run for the Summer Games, which is why the IOC and NOK (then the German Olympic Committee), as well as the government of the Reich, attached particular importance to them. In the presence of Adolf Hitler and numerous leading members of the NSDAP, they were opened in the ski stadium on 6 February 1936. Outstanding athletes were the Norwegian figure skater Sonja Henie, the Norwegian speed skater Ivar Ballangrud and the German skier Christl Cranz. After the end of the Winter Games, the 1936 Winter Olympics went to the Reichsarchiv, where it remained for the time being - apart from a loan of the holdings to the Organising Committee, probably on the occasion of the 1940 Olympic Games. From 1946 the collection was in the Central State Archives of the GDR, from where it was borrowed again from 1953 to 1964, this time to the National Olympic Committee of the GDR. Copies were also made in this context. In 1964, with the exception of a few files, the holdings were returned to the Central State Archives. Since 1990 it has belonged to the holdings of the Federal Archives. The remaining 0.2 running meters, which remained with the National Olympic Committee of the GDR after 1964, were transferred from the DR 510 stock to the R 8076 stock in December 2004. A further nine archive units were subsequently transferred to R 8076 in January 2007, in the course of orderly work on various holdings, including R 8077. Archive evaluation and processing No information can be given on war-related file losses. In 1964, G. Oehmigen and W. Thilo of the Department of Contemporary History of the Research Centre at the Deutsche Hochschule für Körperkultur Leipzig drew up a list of the files on loan to the NOK of the GDR based on a file plan available in the former Reichsarchiv. In the Central State Archives of the GDR, only the first half of the stock was recorded on index cards. A new indexing took place in 2005/2006 in the Federal Archives. Since the original file titles did not appear meaningful, new titles were created and supplemented by content notes. In addition, a new classification was developed, which is oriented to the tasks of the organizing committee. In connection with the redrawing by Mathis Leibetseder, Rouven Pons and Stefan Selbmann, a post-cassation was also carried out. Due to their low information value, order slips for admission tickets, invoices for telephone calls by individual employees, receipts for Olympic badges, health stamps and documents for the payment of citizen's tax for the employees of the organising committee were collected. The photographs of the Olympic Winter Games, the German Winter Sports Championships and other sports competitions found in the collection were removed and transferred to the picture archive of the Koblenz Office of the Federal Archives. In 1935 it was used as the starting point for the defence department of the Reichswehr and Reichskriegsministerium.             To the existence: The upper office Öhringen was formed 1810 and comprised essentially former schöntalische, berlingische and hohenlohische possessions, which had fallen by the Reichsdeputationshauptschluß and Rheinbundakte to Württemberg. In 1811 Berlichingen, Schöntal and other places that had come from the dissolved Schöntal upper office to the Öhringen upper office were transferred to the Künzelsau upper office, for which the latter left Gaisbach, Neureut and Neufels to the Öhringen upper office. Mainhardt fell to the Weinsberg upper office, from which the Öhringen upper office received Geißelhardt with parcels in 1842. The municipalities mentioned below on pp. 7ff belonged to the Oberamt Öhringen, which had been assigned to the Jagstkreis since 1817. A change did not occur until the Weinsberg upper office was dissolved in 1926 and the eastern part was assigned to the Öhringen upper office (cf. below p. 10ff. the new community stock). 1938 saw the National Socialist administrative reform, in which Geißelhardt with Eschental, Finsterrot, Gnadental and Goggenbach finally fell to the Schwäbisch Hall district. In the course of the district reform of 1973, the district of Öhringen, which had been designed in this way, was dissolved; it almost completely merged into the newly created Hohenlohe district. The transfer of the files recorded here had been negotiated even before the dissolution of the district of Öhringen, so that the takeover could be completed soon after the district reform law came into force. The files were recorded under separation of the registration layers "Oberamt Öhringen" (until 1938) and "Landratsamt Öhringen" (after 1938 = inventory FL 20/14) in 1984 under the guidance of Dr. Trugenberger from the temporary employee Ibrom, after whose retirement the temporary employee Edling continued his work in 1986. The title recordings for the steam boiler files were made in 1986 by the archivist Biemann, who in 1987 randomly checked the title recordings, indexed the indexing work and structured the records in accordance with the file plan for Württembergische Oberämter. During this period, the Land was divided into 63 senior offices plus the Stuttgart City Council (1). The average area of an upper administrative district was around 1822 5.7 square miles = 316 square kilometres, the average number of inhabitants 20,700 (1926 : 41,604), whereby in the course of time a considerable imbalance resulted (the number of inhabitants per upper administrative district varied 1926 between 18,000 and 341,000). The four district governments, which replaced the twelve bailiwicks established in 1806 (2) in 1817, were the intermediate authorities between the individual upper offices and the ministerial level. The Württemberg constitution in force from 1819 to 1919 (3) was based on the municipalities as the "basis of the state association" (4). The higher offices had the task of bringing the administrative matters directly affecting the individual citizens, which the municipalities dealt with largely on their own responsibility, into the state administration. The problem of the greatest possible integration of all those affected by administrative measures arose for the higher offices as well as the problem of a uniform implementation of domestic government measures. The upper offices were also the constituencies for the elections to the Chamber of Deputies (5). 2. functionariesThe Ministry of the Interior delegated the responsibility for the higher office administrations to one senior official each, since the 1830s as a rule a lawyer with a university degree. As a civil servant, he was responsible for all administrative matters which were not the responsibility of the judicial (6) or fiscal (7) authorities, he was in charge of the police and (in the case of infringements) the penal authorities and he supervised the local authorities. As administrative civil servants, he was subordinate to a senior secretary and (since the second half of the 19th century) a bailiff as deputy. In addition to this administration, there was the official assembly as a body with coordination and integration functions. In it the individual municipalities of an Oberamtsbezirk were combined as an official body. The number of deputies each municipality provided depended on its share of the public burdens to be borne jointly, the "official damage". As an upper limit, a municipality was allowed to provide a maximum of one third (8) of the members of the official assembly, while small municipalities sent a joint representative. The Official Assembly met twice a year. In order to maintain its presence, it elects from among its members an executive committee, an actuary (who was at the same time an assistant to the Oberamts auditor) and appointed the Oberamtspfleger (9) as well as the other officials of the administrative body (10) as responsible for cash and accounting.Thus, according to constitutionalist theory, the responsibility for continuous, active administrative work lay with government officials, while financial regulation and control functions were carried out by a body that brought together those affected by administrative measures and those who financed them.             1. on the administrative history of the Württemberg upper offices: 1. the upper offices in their context (constitutional structure, "Staatsverein"): the administrative structure, which was created at the beginning of the 19th century for the double territory of the kingdom of Württemberg compared to the duchy, remained in place with minor changes until 1938, partly even beyond that. During this period, the Land was divided into 63 senior offices plus the Stuttgart City Council (1). The average area of an upper administrative district was around 1822 5.7 square miles = 316 square kilometres, the average number of inhabitants 20,700 (1926 : 41,604), whereby in the course of time a considerable imbalance resulted (the number of inhabitants per upper administrative district varied 1926 between 18,000 and 341,000). The four district governments, which replaced the twelve bailiwicks established in 1806 (2) in 1817, were the intermediate authorities between the individual upper offices and the ministerial level. The Württemberg constitution in force from 1819 to 1919 (3) was based on the municipalities as the "basis of the state association" (4). The higher offices had the task of bringing the administrative matters directly affecting the individual citizens, which the municipalities dealt with largely on their own responsibility, into the state administration. The problem of the greatest possible integration of all those affected by administrative measures arose for the higher offices as well as the problem of a uniform implementation of domestic government measures. The upper offices were also the constituencies for the elections to the Chamber of Deputies (5). 2. functionariesThe Ministry of the Interior delegated the responsibility for the higher office administrations to one senior official each, since the 1830s as a rule a lawyer with a university degree. As a civil servant, he was responsible for all administrative matters which were not the responsibility of the judicial (6) or fiscal (7) authorities, he was in charge of the police and (in the case of infringements) the penal authorities and he supervised the local authorities. As administrative civil servants, he was subordinate to a senior secretary and (since the second half of the 19th century) a bailiff as deputy. In addition to this administration, there was the official assembly as a body with coordination and integration functions. In it the individual municipalities of an Oberamtsbezirk were combined as an official body. The number of deputies each municipality provided depended on its share of the public burdens to be borne jointly, the "official damage". As an upper limit, a municipality was allowed to provide a maximum of one third (8) of the members of the official assembly, while small municipalities sent a joint representative. The Official Assembly met twice a year. In order to maintain its presence, it elects from among its members an executive committee, an actuary (who was at the same time an assistant to the Oberamts auditor) and appointed the Oberamtspfleger (9) as well as the other officials of the administrative body (10) as responsible for cash and accounting.Thus, according to constitutionalist theory, the responsibility for continuous, active administrative work lay with government officials, while financial regulation and control functions were carried out by a body that brought together those affected by administrative measures and those who financed them. In addition, the structure of the entire portfolio is based on the Flattich file plan, which also contained documents with the following third-party provenances that were segregated in the course of the registration work: Oberamtspflege Backnang: Invoice receipts, sorted by property and local pertinence (6.5 m), were assigned to F 717.
