            History of Tradition Dr. Ernst von Scheurlen, retired Ministerialrat, did not leave any testamentary disposition over the documents. Since 1945 at the latest, these had been in the house of his oldest daughter Katharina Schmidt, née Scheurlen, who, after her death on 3 January 1989, took over her son Karl Schmidt, a retired pastor. There - in the spirit of Ernst von Scheurlen - they were accessible to all relatives and were occasionally inspected by individuals. For the transfer to the Main State Archives in Stuttgart, the consideration that there would be no comparable place of secure storage in the relatives in the future was decisive. As a result, a deposit agreement was concluded between Mr Karl Schmidt and the Landesarchiv Baden-Württemberg on 1 December 2008. Content and Evaluation Karl Scheurlen ( 1824, 1872) Karl Scheurlen was born on 3 Sept. 1824 in Tübingen, where his father Karl Christian Friedrich Scheurlen was professor of law. He attended school there and in Stuttgart, where his father had been appointed to the Obertribunal in 1839. He studied law in Tübingen from 1841 to 1846 and then completed his legal clerkship. In 1847 he became court actuary at the Heilbronn Higher District Court. During the revolutionary events of 1848, Karl Scheurlen adopted an emphatically conservative attitude. In 1850 he was appointed public prosecutor in Esslingen. In 1851 he was appointed Assessor of Justice and Public Prosecutor in Ellwangen, where he married Katharina Pfreundt in 1852. From 1856 on Karl Scheurlen was chief magistrate in Mergentheim, from 1863 chief justice councillor in Esslingen and from 1865 lecturing councillor in the Ministry of Justice. Together with his friend, the then Obertribunalrat von Mittnacht, Karl Scheurlen was commissioned by the Minister of Justice of Neurath to work out the principles of a judicial reform which Mittnacht, since 1867 Minister of Justice, completed in 1868 and 1869. Karl Scheurlen's ascent had also continued in 1867 with his appointment to the Privy Council; however, his two attempts to acquire a Landtag mandate failed. By decree of 23 March 1870, Karl Scheurlen was appointed head of the Department of Home Affairs and Minister of the Interior on 17 July of the same year. This appointment took place at the time of a domestic political crisis: 45 members of the Württemberg state parliament had refused in the spring to approve the military budget, the rejection of which would have made Württemberg meet its obligations from the 1866 Protection and Defense Alliance with Prussia, which was widely unpopular. The fact that the broad resistance against the military budget unexpectedly subsided can be traced back to the French declaration of war of 15 July 1870. After the new elections of 1871, which were announced with reference to the political reorganization of Germany after the Franco-German War, Karl Scheurlen found himself faced with a well-meaning majority among the members of parliament. He himself was also elected as a deputy twice, in Gaildorf and Künzelsau; he accepted the election in Gaildorf. His death on April 1, 1872, caused by a heart condition, came as a surprise. Karl Scheurlen cultivated lively literary and artistic interests in addition to his work in justice and politics. He wrote numerous verses and poems. His talent for drawing is particularly remarkable; he used it, among other things, to make numerous sketches of accused persons and judicial officials during his time at court, or to illustrate the "Amtspflege", the organ of the Hauffei, his Tübingen student fraternity. Many of his drawings have a humorous character; self-portraits and depictions of family members and acquaintances are extremely frequent. Ernst von Scheurlen ( 1863, 1952) Ernst von Scheurlen was born in Mergentheim on Feb. 5, 1863, the youngest of six children of the later Minister of the Interior, Karl Scheurlen, and his wife Katharina Scheurlen. After school he studied medicine in Berlin, where he received his doctorate in 1885. After his state examination from 1887 to 1891, he worked there as an assistant doctor at the Charité and the Reich Health Office; bacteriology and hygiene were already the focal points of his scientific interest at this time. The marriage to Sophie von Möller (1889), who belonged to a family of German descent from the then Russian Narwa, also took place during this period. In 1893 Ernst von Scheurlen became a battalion doctor in Strasbourg. At the same time he taught hygiene and bacteriology at the Technical University in Stuttgart and at the University of Strasbourg in 1893-1894 and 1895-1897 respectively. He also headed the hygiene and bacteriology department of the large garrison hospital in Stuttgart. In 1897 he took up a position as a medical councillor at the Königlich Württembergischen Medizinalkollegium. His tasks included working for the State Insurance Institute, the Trade Supervisory Office, the Reich Health Council, in the management of the Medical State Investigation Office, etc. It is due to his activities that the city of Stuttgart received its central sewage treatment plant during the First World War. During the entire First World War, Ernst von Scheurlen was involved as a hygienist in disease control and water supply at various sections of the Western and Eastern fronts. After the First World War, he devoted himself in particular to water supply, crop control and blood group research. He has written down his research results in numerous publications. He retired in 1930, but this did not mean the end of his scientific career; his last publication dates from 1950, two years before his death on Oct. 8, 1952 at the age of 89. In addition to his scientific work, Ernst von Scheurlen documented the history of his family from about 1800 with great dedication. For this purpose he combined numerous pictures, sketches, poems and letters of his father, who died at an early age, with other collection material and supplemented, explained and commented this material by a written representation of the family history.

            The documents in this collection were handed over by the Carmel Foundation to the Main State Archives in 2004. Content and evaluation Copies of documents about the Templar community and other Christian communities active in Palestine, compilations about individual persons, documents of the Foreign Office, copies of books and magazines of the 19th and 20th centuries with reference to Palestine, travel descriptions. The temple society is a Christian-chiliastic religious community that originated around 1850 in the Kingdom of Württemberg. On 19 and 20 June 1861 the representatives of the German synods of the "Jerusalem Friends" gathered. The decision was made to leave the church as a group. At the same time the "German Temple" was founded as an independent religious movement, since "none of the existing churches aspired to the production of man as the temple of God and the production of the sanctuary for all peoples in Jerusalem" (according to the founding declaration). Thus the aims of the German temple movement were clearly presented in this founding document. By "observing the law, the gospel, and the prophecy," the members were to make themselves a temple. In addition, the community moved to Palestine. It was certain that the end times were near. In Württemberg and the other German countries about 3000 people joined. In addition, there were trailers from Switzerland, Russia and North America. Christoph Hoffmann and Georg David Hardegg, who had meanwhile fallen out, left for Palestine with their families in 1868 and arrived in Haifa on 30 October 1868. Haifa was selected on the advice of the German consul Weber and a missionary named Huber. At that time Haifa was still an insignificant city of about 4000 inhabitants. In the spring of 1869, the two officially founded the Temple of Haifa as an outpost and reception station. Haifa In January 1869, the German settlers succeeded in acquiring land outside the city walls through the mediation of a citizen of the city. In the period from May to June 1869, three representatives of the "Temple" visited Haifa on behalf of the Board. After their return they advised to accept Hardegg's ideas for the Haifa colony. Hardegg planned to build a road along the already acquired plots, which were located 15 minutes outside the previous town. First, five houses were to be built on each side of the street. In order to provide shade for the settlers during the summer, trees should also be planted along the street. By 1870, the colony already had 14 houses and 120 settlers. Initially, the settlers were mainly engaged in agriculture and viticulture. However, the need to expand the infrastructure and the opportunities it offered were quickly recognised. Thus it was the Templars living in Haifa who set up a carriage service between Haifa and Akko and, with the support of the Latin monastery of Nazareth and some Arab landowners, extended the connection between Haifa and Nazareth and made it passable for carriages. In 1875 the road was finished and the Templars set up a lucrative carriage service that brought tourists and pilgrims to Nazareth. The Karmelhotel was the first modern hotel in Haifa to be built according to the ideas of the time. But one of the most important decisions of the Haifa temple community was made in 1872. A pier was to be built as an extension of the road in the Templar colony. Until then, Jaffa was the only port in Palestine. Since large ships, such as passenger ships, could not enter the port, all passengers had to be transferred in small fishing boats. It was a profitable business for the local population. Friedrich Keller was Imperial Vice Consul in Haifa from 1878 to 1908. His main merit was that after a long dispute with the Ottoman authorities and the Carmelite monks, the German settlement was allowed to be extended to Mount Carmel. Jaffa Only three months after the foundation of the Haifa temple church, there was already the opportunity to plant a church in Jaffa. Five buildings of a former American Adventist colony were acquired through the mediation of the merchant Peter Martin Metzler. Since the buildings included the Hotel Jerusalem with 19 rooms, a hospital with pharmacy and a steam mill, the colonists in Jaffa could quickly offer services to the local population and pilgrims. Next to the Hotel Jerusalem the Hotel du Parc of Baron Plato of Ustinov was opened. By the end of 1870 the Templar colony already had 110 inhabitants in Jaffa. At the beginning, the hotel was an essential source of income for the Templars of Jaffa. Jaffa was then the most important port in Palestine and almost all pilgrims disembarked in Jaffa to continue their journey inland. The carriage rides from the port of Jaffa to Jerusalem and the transport of fruit from their own plantations to the port were therefore important sources of income. The profitability of passenger transport is shown by the fact that in 1875 a separate company was founded for passenger transport. This company concluded a contract with the Cook agency in the same year. Then the Templars should make all the journeys for Cook. With the expansion of transport, the construction and repair of wagons also experienced an upswing. Arabs, too, recognised the opportunities for earning money through transport and founded their own companies. They bought their carriages and wagons in Germany. The Templar Hotel was extended and a department store was built, where wealthy Arabs, among others, bought goods. In 1886 the first settlement was extended by the northern settlement Walhalla. There an important small industry formed around the iron foundry and machine factory of the Wagner brothers from Mägerkingen. Another industrial enterprise was the cement production of the Wieland brothers from Bodelshausen. In 1904 the Immanuelkirche was consecrated, which was designed by the architect Paul Ferdinand Groth. Sarona On 18 August 1871, the Templar Society near the river Jarkon acquired land. The first settler families came to Sarona in 1872. But malaria prevented a rapid expansion of the colony. In 1873 malaria was considered to have been defeated in the surrounding area. The settlers had planted eucalyptus trees and drained the surrounding swamps. But the disease had claimed many victims up to that point. In 1875 there were only 80 settlers in Sarona. Sarona's main source of income was agriculture. Few found work at the passenger transport company of the colony Jaffa. After the expulsion of the Templar Germans from the new state of Israel in 1950, Sarona Hakirya, from 1948 to 1955, became Israel's first seat of government and today a residential district of Tel Aviv. Some of the buildings are still accessible; they are located on Kaplan Street just before it joins Petah-Tiqvah Road. The largest part of the former Templar settlement lay for decades in the restricted area of the Ministry of Defence. The second official seat of the head of government is still located in one of the twelve of about one hundred former Templar houses. Jerusalem Already at the beginning of the 1870s some Templars moved to Jerusalem. Jerusalem, however, was far from becoming a Templar colony. The acquisition of land outside the old town at the upper end of the Rafaiter plain in 1873 and the following years did not change this. Also the considerations of the temple leadership at this time to transfer the leadership of the society to Jerusalem had no effect. There were about 100 Templars in Jerusalem in 1875. A "colony" could not yet be spoken of at this time, although the aim of emigration was to build a spiritual temple in Jerusalem. In 1878 the management of the Temple Society and the seat of the Temple Monastery, a training centre for young Templars, was moved from Jaffa to Jerusalem. This attracted many Templar families to Jerusalem, so that a colony could establish itself. This step towards Jerusalem marked the first completion of the first phase of the Templar occupation of Palestine. Wilhelma, Bethlehem Galilee, Waldheim The Wilhelma colony was established near Jaffa in 1902. In 1906, land for settlement was acquired in Galilee near Nazareth and the Bethlehem-Galilee colony, today Beit Lehem HaGlilit, was built on it. Both settlements, first Wilhelma, which is now called Bnei Atarot, and later also Bethlehem, which was developed only hesitantly, developed into model agricultural settlements. Mennonite Templars from southern Russia settled in Wilhelma next to the Templars. A third settlement, Waldheim, located in the immediate vicinity of Bethlehem in Württemberg, was founded by the German Protestant congregation of Haifa, which had split off from the temple society; it received help from the Society for the Promotion of German Settlements in Palestine m.b.H., based in Stuttgart. The collection documents the history of the German settlers in Palestine as well as the political conflicts in the settlement area in the 19th and early 20th centuries.             I. On the history of the medical administration in Württemberg: The health care system already received a comprehensive and thorough promotion through the Great Church Constitution of Duke Christopher of 1579 in Altwürttemberg. A special section on physicians and wound physicians dealt with their ability to practice internal and external medicine, with the support of pharmacies to strengthen and maintain the power of the people, and with the care of the poor. supervision of the health system was then entrusted to the ducal church council with the involvement of experts, namely the two Collegia medica (medical bodies), which consisted of the ducal physicians in Stuttgart and the professors of the medical faculty in Tübingen.Over the years, health promotion has been supplemented by a series of special regulations and all existing provisions on doctors, wound doctors, pharmacists and midwives have been combined into a whole by the two medical regulations of 30.10.1720 (Reyscher XIII p. 1185) and 16.10.1755 (Reyscher XIV p. 416). In 1734 a medical college was set up for the epidemic police, and from 1755 the medical deputation had to watch over the health of humans and animals. King Friedrich then put the promotion of the health service on a modern basis. Instead of the medical deputation, he set up a special directorate, the Royal Medical Department, in the organizational manifesto of 1806 for the administration of the "medical institutions and the medical service", which was transformed into the Section of the Medical Service in 1811. It consisted of two personal doctors and two junior doctors under the administration of the interior. According to an instruction dated 23.6.1806 (Reg.Bl. p. 32), its tasks included the supervision of all main and auxiliary health care personnel and all public hospitals as well as the prevention of human and animal diseases. In addition, the two Collegia medica continued to exist. The "Physio" were subordinated to the Medical Department. According to the general decree of June 3, 1808 (Reg. Bl. p. 313) they had to make sure that the medical persons belonging to their district complied with their duty. The health service in the countryside was then regulated in detail by the general decree of March 14/22, 1814 (Reg. Bl. p. 121), which adapted the medical constitution to the new division according to upper offices and bailiwicks. Each senior office received a public health officer under the name of Senior Medical Officer, who was to supervise all medical institutions and the other medical personnel, inspect the pharmacies and the wound doctors and their instruments, and instruct and inspect the midwives. In each bailiwick one of the senior physicians was also employed as a bailiff's doctor. He had the higher supervision over these institutions and persons and was obliged to check the medical conditions in his bailiwick's district every four years. The health care system was reorganised by King Wilhelm's decree of 6 June 1818 (Reg. Bl. p. 313). The section of the medical system was transformed into the Medical College, but only the purely technical objects were taken over by it: The health police and the management of the health police institutions were assigned partly to the Ministry of the Interior and partly to the new district governments, to which (until 1881) a practising doctor, the district medical doctor (the former bailiff's doctor), was assigned as an extraordinary member. Against the fear of being buried alive, the statutory post-mortem examination was introduced by decree of 20.6.1833 (Reyscher XV.2 p. 1016). The pharmacies were already under the supervision of the health administration according to the directive of 1807. A new task for the promotion of public health was brought by the decree of 14.3.1860 (Reg.Bl. p. 37) on the supervision of the traffic with meat. After the entry of Württemberg into the German Reich, the development of the Württtemberg health care system could continue without change for the time being. Through the Constitution of the Reich, the Reich had reserved to itself only the supervision and legislation on "measures of the medical and veterinary police" and had established the Reich Health Office for this purpose. The structure and tasks of the higher health authority in Württemberg were adapted to the development of the economy and medical science in recent years by ordinance of 21.10.1880 (Reg. Bl. 1881, p. 3) and decree of 21.6.1881 (Reg.Bl. p. 398). The Medical College was then "the central authority for the supervision and technical direction of medical and public health care". The district governments were thus eliminated. Accordingly, the county medical councils were abolished and their tasks were transferred partly to the senior physicians and partly to the medical college. Medical College, Department of State Hospitals" for the processing of objects via the State Hospitals, the State Midwifery School and the lunatic system, and a further department called "Royal Medical College, Veterinary Department" was established to handle all business in the field of veterinary medicine. The Medical College was repealed by law of 15.12.1919 (Reg.Bl. p. 41) on the reorganization of the health system with effect from 1.1.1920. Its tasks were transferred by decree of 17.12.1919 (Reg.Bl. p. 420) to the Ministry of the Interior and the authorities and institutions subordinated to it. TWO. On the history of the holdings: The files of the Medical College were delivered in four volumes (1911, 1921, 1930 and 1957) to the Ludwigsburg State Archives, partly directly and partly via the Ministry of the Interior, and have since been listed in the general overview as individual holdings. In the current reorganisation, they have been combined to form a single portfolio. In the course of this work, the files on the state hospitals - which until 1880 had not been directly subject to the Medical College - were excavated and combined into a special collection (now E 163, Administration of the State Hospitals). In addition to the files of the Medical College (1818-1920) and its previous authorities, the Medical Department (1806-1811) and the Section of Medical Science (1811-1817), the present holdings E 162 I also contain individual files of the ducal medical deputation, which were left in the holdings for reasons of expediency. In addition, the files on pharmacies that had grown up with the four district governments and had entered the registry of the Medical College in 1909 were retained. Occasionally there are also archives of the superior authority of the Ministry of the Interior. Diaries of the Supervisory Commission for State Hospitals were attached to the diaries of the Medical College. Since the incorporation of this commission into the Medical College, they have in any case been included in the diaries of the Medical College together with the veterinary department of the Medical College, which had also been newly formed, and the holdings were re-recorded in 1971-1977 by the archivist Erwin Biemann and the undersigned and brought into the present order. It was not possible to fall back on the old registry structure.             1. to the biography Georg von Körbling: Georg von Körbling was born in Würzburg on 12.5.1856 as son of the Bavarian Genie-Oberleutnants and later Obersten Ignaz Körbling and his wife Auguste, née Hausmann. At the age of 13, von Körbling was admitted to the Bavarian Cadet School in Munich, where he received five years of military training. In 1874 he entered the Württemberg service as a junior officer of the flag and in the pre-war period he became colonel and commander of the infantry regiment of Kaiser Wilhelm König v. Preußen (2nd Württ. No. 120) in Ulm (22.4.1912). At the beginning of the First World War, von Körbling was deployed in the Argonne Mountains (France), but fell ill with the Ruhr in September 1914 and returned to Ulm. The change of periods of service and illness then went through his entire wartime, spent exclusively on the western front or in Württemberg: from December 1914, von Körbling took command of the Deputy 53rd Infantry Brigade in Ulm and was promoted to Major General on the occasion of the imperial birthday (27.1.1915). In February 1915, he returned to the French front as commander of infantry regiment no. 120, and in April 1915, he took command of the 53rd Infantry Brigade. With this unit von Körbling was first deployed in the Argonne, from January 1916 in Flanders and from July 1916 in the Somme (France). Due to a renewed illness von Körbling was transferred to the officers of the army in September 1916 and appointed commander of the I. Deputy 54th Infantry Brigade in Ulm in October 1916. After a year, he rejoined the French front. From November 1917 he commanded the Prussian 37th Reserve Infantry Brigade, from March 1918 the 202nd Infantry Division deployed in Lorraine. Already in June 1918 von Körbling fell ill again and was again seconded to the officers by the army. After his promotion to Lieutenant General (18.7.1918) he assumed the chairmanship of an OHL commission at the staff of Army Division B from 20 July to 16 October 1918. Von Körbling retired from military service in July 1919. During his military career von Körbling received several high German and non-German awards, among others the Order of the Württembergische Krone, which was connected with the personal nobility (3.5.1911), the Iron Cross 1st class (2.10.1914), the Prussian Red Eagle Order 2nd class with swords (27.12.1916), the Bulgarian Alexander Order (8.8.1917) and the Austrian Military Cross 2nd class (6.12.1917). During the Weimar Republic and the Third Reich, von Körbling's activities included the publication of newspaper articles and lectures on his war experiences. As commander of an imperial body regiment, he had already taken part in the emperor's New Year receptions in the pre-war period. For this reason, Körbling was invited to a feast in Doorn (Netherlands) in 1929 on the occasion of the 70th birthday of Wilhelm II. Körbling's visit to Doorn is mentioned in his autobiographical writings. Georg von Körbling had been married to Adelinde von Fischer since 1886 and had two sons with her, one of whom (Theobald) died shortly after her birth in 1887. Georg von Körbling died on 27.1.1942 in Ulm. 2 On the biography of Alfred Körbling: Alfred Theobald Lukas Karl Körbling was born on 19 January 1889 in Weingarten as the second son of Georg von Körbling and his wife Adelinde. Körbling's military training began in the spring of 1902, when he first entered the Prussian Kadettenhaus Karlsruhe and finally the Hauptkadettenanstalt Großlichterfelde. In 1908 he was transferred as a lieutenant to the Grenadier Regiment No. 123 in Ulm and remained there with a short interruption until 1913. After a successful application, Körbling changed to the Imperial Protection Force for D e u t s c h - O s t a f r i k a in spring 1913 and joined the 10th Field Company in Dar es Salaam in autumn 1913. Only one month later he was transferred to the 1st Field Company in Arusha near Kilimanjaro. At the beginning of the First World War, Körbling participated in operations against the Uganda Railway in British East Africa and in the northeast of the German protectorate. In 1916 he fell ill with various tropical diseases, so that after the withdrawal of the German troops in autumn 1916 he was handed over to the British units because of his inability to transport. After stays in several military hospitals and camps, Körbling was sent to a British prisoner of war camp on Malta in 1918. In 1919 he returned to Ulm and in 1920 retired from the army in the rank of captain. During the First World War Alfred Körbling received the Iron Cross 2nd class (2.9.1916), among others. In the Weimar Republic Körbling began to study at the Agricultural University of Hohenheim after various occupations in the agricultural sector, which he completed with a diploma in 1926. From 1927 onwards, Körbling headed the Heeresfachschule für Landwirtschaft in Tübingen and on January 1, 1930, received a permanent post as a specialist student councillor. Körbling joined the NSDAP in the Weimar Republic as a party politician and held the rank of Sturmbannführer in the Weimar Republic.Alfred Körbling had been married to the general daughter Erna Zöller since 1919 and had three daughters. He died on 22.7.1933 in Tübingen of heart paralysis. 3. on the estate of Georg von Körbling and Alfred Körbling: documents from the estate of Georg von Körbling, especially war diaries, lecture manuscripts and printed matter, were handed over to the army archive in Stuttgart a few months after the death of the general in June 1942. These documents passed into the possession of the Hauptstaatsarchiv Stuttgart in 1945. In 1955 Alfons Beiermeister carried out a recording of the archives. In spring 2011, the Stuttgart State Archives were able to produce reproductions of documents by Georg von Körblings and Alfred Körblings, which are in the possession of Ilse Hames, Alfred Körblings eldest daughter. These were photographic documents and autobiographical writings by Georg von Körbling and photographs by Alfred Körbling. The addition of new documents to the M 660/133 estate necessitated a new distortion. This was carried out in August 2011 by archive assistant Michael Ucharim, M.A. under the direction of Dr. Wolfgang Mährle. The stock now comprises 17 tufts. The documents adopted in 2011 were given bundle numbers 1-4 and 13-14. 4.             I. On the history of the Württ. Ministry of Justice and its registry relations: The manifesto of organisation of 18 March 1806 determined the business circle of the Minister of Justice and defined the structure of the Department of Justice (Regierungsblatt 1806 p. 6 f., bes. §§ 2, 5, 34-53; cf. F. Wintterlin "Geschichte der Behördenorganisation in Württemberg" 1, 5. 280 f., II p. 140 f.; A. Dehlinger "Württembergs Staatswesen in seiner historlichen Entwicklung bis heute" 1, p. 124 f., 388 f.). The Ministry of Justice experienced a reorganization of its business area, which remained almost unchanged for several decades, through the Royal Decree of 8 November 1816 (Government Gazette 1816 p. 347, especially §§ 5 and 9) and the 5th Organizational Edict of 18 November 1817 (Reyscher III, p. 470). On the day after Mauclers was appointed Minister of Justice, 9 March 1818, a Royal Decree was issued on the "state of affairs at the Chancellery of the Minister of Justice" (E 31 Bü. 204). The head of the chancellery remained the head of the Schwab Tribunal. On 29 February 1818, the Secret Registrar of the Second Section of the Privy Council Amandus Heinrich Günzler was charged with the revision and organisation of the Justice Ministerial Registration Office (Regierungsblatt 1816 S. 396; E 7 Bü. 60: II. Dept. 1818; E 31 Bü. 167; cf. E 1-13 Diarium 1818 Diary No. 2673). The fact that Günzler was occupied with this task at least until March 1819 can be inferred from a letter of thanks of 29 March 1818 addressed by him to the king concerning a gratuity for his activity in the Ministry of Justice (E 5 3d. 61). Hit of the order of the ministerial registration carried out by him one seems to have been generally satisfied. Thus the Minister of Justice expressed himself very appreciatively in the 1820 annual report of the Department of Justice for the year 1818: "For more than ten years this ministry lacked its own registrar; and in spite of all the efforts of the few workers, the number of occupations of the offices of this ministry, which had been identified as highly inadequate for a long time, in the earlier period, neither significant business backlogs nor, in particular, order in the registry system could be prevented. Now this order is perfectly established from the very beginning (1806)" (Annual Report 1818 in 3 33 Ed. 126 and E 302 Ed. 969). File plans, repertories or diaries of the Ministry of Justice have not been preserved, with the exception of a diary kept from 1840 (December) to 1364, which refers exclusively to high treason concerns such as the action against the "Bund der Geächteten" and the "Junge Deutschland" (E 301 Bü. 55 Nr. LV). Nevertheless, the registration scheme introduced in 1813 can be reconstructed on the basis of the subjects and signatures as well as the references to the file covers. The registry was divided into two sections: The first section consisted of the Generalia, later also called General Acts. These have been sorted alphabetically by subject. The individual subjects received up to the letter R including Roman identification numbers, subsequently inserted subjects, but also the subjects from letter 3 remained without such numbers. In the Generalia, the main type of documents is those relating to legislation and individual offences. The second department initially had no name. In order to distinguish it from the Generalia, which used blue file covers, the registry material was deposited in red file covers. Around 1850 this department was given the name "A. o. G." "("General organic articles"). In particular, it was assigned the files on personnel matters of the Department of Justice, the supervision of the judicial authorities as well as the treasury and auditing systems. Over time, the two departments have overlapped (e.g. Gen. Budgeting - A. o. G. Budget; Gen. Holiday Bü. 14 Holiday chamber A. o. G. Holiday chamber). Since November 1921, the A. o. G. files were no longer maintained. Classified items that had been removed were marked "closed" on the file covers, all others were transferred to categories of the general files (e.g. A. o. G. Minister ~: "From Nov. 1921 cf. G. Staatsministerium or A. o. G. Gerichtsvollzieher 3: "1922 all items in the files were transferred to G. Gerichtsvollzieher 9 and continued there"). Work on the reorganisation continued until 1923. Since the duration of the files of both departments almost exclusively ends in 1922/23 (exceptions): E 302 Bü. 1: 1922-1936, Bü. 912: 1904-1924, Bü. 1216-1218: 1919-1924, Bü. 1319: 1894-1925), they may have been retired on the occasion of this reorganisation of the registry. In addition to the documents of the two departments just described, the Registry of the Ministry of Justice also kept the files of some abolished authorities and commissions. Although these holdings were preserved as closed registry bodies, they were brought into organic connection with the written records of the Ministry of Justice itself: with the exception of the College of Penitentiaries, which only dissolved in 1921, they were incorporated as special sections of the Generalia Department. In contrast to the Ministry of Justice, most of the diaries and repertories are preserved for these stocks. Altogether, there are six authorities or commissions whose documents were wholly or partially incorporated into the registry of the Ministry of Justice: the Ministerial Commission for the Investigation of the Revolutionary Activities of 1833 in Württemberg, the Mortgage Commission, the Organizational Execution Commission, the Supreme Judicial Review Board, the Commission for the State and Government Gazette, and the College of Prison Officers. The Ministerial Commission established by the Most High Decree of 29 May 1833, to which the President of the Privy Council as well as the Heads of the Departments of Foreign Affairs, Warfare and Justice belonged, was to ensure "coherence, unity and acceleration" of the investigations already initiated into the revolutionary activities discovered in Württemberg in 1833. The Commission existed until 1839. about the files resulting from its activity informs the directory located in inventory E 301 Bü. 18 Unterfaszikel 1 /_ 33. The Mortgage Commission, which had been formed by Royal Resolution of 30 May 1825 ~ 8. 383), was responsible for advising on and implementing the deposit laws and for clearing up the deposits in the municipalities. The board of the commission headed by the Minister of Justice was the director of Schwab. Members were appointed to the Supreme Tribunal Council of Bolley, the Supreme Pupil Council of Steudel and the Reutlingen Chief Official Judge Schickardt. The Commission was empowered to issue instructions to the Higher and Local Courts. It was dissolved by decree of 12 January 1832 (Government Gazette 8.20). The new "Mortgage Commission", which had been set down at the same time, had to deal with the issue of the deposit system for specimens. A first organizing and executive commission entrusted with the implementation of the organizing edicts of 1817 existed from 18 November 1817 to 15 January 1818 (Government Gazette 1817 p. 542 and Government Gazette 1818 p. 21), a second from 27 August 1821 Government Gazette 1821 p. 671) to 15 August 1828 (Government Gazette p. 675). The members of the second commission were the Minister of Justice as head (conductor), the Minister of Finance, the 'head' of the Department of the Interior, as well as the senior tribunal councils of Schwab and von Bolley and the senior government council Waldbauer. A diarium and repertory (E 301 Bü. 140) have been preserved for the period from 27 August 1821 to 10 September 1828. The Commission's registry had classified the documents it had received into two series. In the registry of the Ministry, the files included in the Generalia Department received new signatures, partially disrupting the old order. The Supreme Judicial Review Office, created on 2 November 1807 (Government Gazette 8.537), was headed by the Ministry of Justice and was in charge of reviewing criminal cases. With his dissolution ordered by Royal Decree of 23 September 1817, his portfolio was transferred to the Criminal Senate of the Upper Tribunal (Reyscher Vol. VII 8. 542). Only the minutes for the years 1807 to 1817 of the documents produced during the Oberjustizrevisorium were transferred to the registry of the Ministry of Justice. The Commission for the State and Government Gazette was established with the publication of a State and Government Gazette ordered by King Frederick on 22 January 1807 (Government Gazette p. 1). In addition to the Privy Council Freiherr von Spittler, which acted as President, seven councils of Stuttgart's central authorities were members of it. Hofrat Werthes was employed as editor of the government journal and secretary of the commission; he died on 5 December 1817. After the death of King Frederick, the commission was dissolved, the supreme supervision and leadership of the government journal "united with the attributions of the Department of Justice" (Reyscher Vol. III 5. 478). The relevant files, which had grown up at both the Commission and the Ministry of Justice, received the signature CLXXIV in the Generalia Department of the Ministerial Registry. They were handed over to the State Archives Ludwigsburg as a separate delivery (Delivery II) in 1939 and recorded by Dr. Max Miller from inventory E 303a in 1948. The Prison Commission formed on 21 December 1824 (Regierungsblatt 1825 3. 1) was given the name Prison College in 1832 (Regierungsblatt 1832 5. 243). This college was responsible for the economic and police administration of all higher prisons as well as the establishment and maintenance of the district court prisons in Württemberg. After it had been repealed with effect from December 1, 1921 (Government Gazette 5. 521), his. functions to the Ministry of Justice. The files of the College of Prisons have been incorporated into the Registry of the Ministry of Justice as an annex to the two departments of Generalia and General Organic Objects. TWO. The documentation of the Württ. Ministry of Justice in the Main State Archive Stuttgart: The documents of the Ministry of Justice, initially kept in the State Archive Ludwigsburg and since 1969 in the Main State Archive Stuttgart, cover a period of about 115 years, i.e. it documents the business activity of the Ministry from its foundation in 1806 until the time after the end of the First World War. The files that grew up after that until the administration of justice was "handed over" at the beginning of 1935 did not reach the State Archives, they perished in the Second World War. Apart from this painful documentation gap, however, for more than a century the written material of the Ministry of Justice, which is to be rated very highly as source material for the modern history of Württemberg, has essentially been preserved and is accessible to scientific research. In accordance with the three stages in which the State Archives Administration has taken over the registry of the Ministry, these documents are divided into three archival holdings: E 301 Ministry of Justice 1 (= 1st delivery 1910), E 303a State and Government Gazette (= 2nd delivery 1939) and E 302 Ministry of Justice II (= 3rd delivery 1962). As a result of this gradual transfer of the documents to the archives administration, which was carried out from the point of view of the files dispensable for the Ministry's operations, the original registry order was torn apart. However, as already mentioned, it could be reconstructed on the basis of the notes on the file covers. This reconstruction of the old registry order and the interlocking of the three deliveries is shown in the following table. III. the order and scientific development of the stock E 302 Ministry of Justice II: While the first two deliveries by the Ministry of Justice in 1910 and 1939 were carried out by way of file separation and the recording of these orderly transferred archival records in the State Archives Ludwigsburg caused no difficulties, the situation was fundamentally different with the so-called third delivery. This stock, which had long been considered lost, was found in 1962 during clearing work at the storage facility of the Stuttgart Higher Regional Court (Urbanstr. 18). How he had got there could no longer be determined. With the permission of the Ministry of Justice of Baden-Württemberg, the files were transferred to the Ludwigsburg State Archives on 4 October 1962, from where they were transferred to the Stuttgart State Archives in the spring of 1969 as part of the redistribution of the holdings held in the Stuttgart State Archives and the Ludwigsburg State Archives. In the years 1969 to 1972, under the direction of Dr. Sauer, the ladies and gentlemen Dr. Eitel, Beutter, Fruhtrunk, Pfeifle, Rupp, Dr. Schöntag and Steimle recorded a total of 36 ongoing holdings. Since the tufts of files were completely confused and also a part of the tufts was torn open, whereby the contents were confused, the original order of filing had to be reconstructed on the basis of the notes on the file covers, the subjects and the quadrangles. This succeeded surprisingly completely. In the few cases where no signatures could be established, the tufts concerned were classified according to their category. At the end of the inventory, the files of the Prison College and the personnel files of Prussian members of the judiciary who had been transferred from Hohenzollern and the province of Alsace-Lorraine to the Württemberg Judicial Service after 1918 were placed. It would have been obvious to combine the E 302 holdings with the E 301 and E 303a holdings in accordance with the old 'Registraturordnung' to form a complete Württ. Ministry of Justice collection. Since, however, the stocks E 301 and E 303a have already been quoted very frequently in the scientific literature, a "general revision" was omitted and only carried out on paper (cf. the tabular overview in Section II. of the introduction). However, files which, like the "Repertorium über die Akten der vormaligen Criminal-Revisionsbehörde von 1819" or the Büschel "Gerichtliche Verfolgung von an den revolutionären Bewegungen 1849 Beteiligten durch die Untersuchungskommission Hohenasperg", clearly belonged to inventory E 301 were classified there. Archival records and printed matter that were not provenance of the Ministry of Justice or could not be organically included in the holdings E 301 or E 302 were removed and assigned to other archive holdings or to the library (usually the department of official printed matter) according to their provenance: A larger collection of general rescripts from the years 1770-1822 was included in the relevant rescript collections of the HStA. Files from the Stuttgart Regional Court, the Waiblingen Local Court, the district courts, the Ulm prison and the Schwäbisch Hall prison were handed over to the Ludwigsburg State Archives. Issues 3 and 6 of the Atlas zu den Berichte der Cholera-Kommission für das Deutsche Reich (1877 and 1879) as well as the Kriminalpolizeiblatt (Kriminalpolizeiblatt), volume 1938, were added to the library of the HStA. Stuttgart, February 12, 1973 (Dr. Paul Sauer) Supplement (2006): The find book of the present holdings, which had previously only been typewritten, was entered by Silvia Ebinger in Midosa95 in spring 2005 and converted by the undersigned into the new ScopeArchive indexing software. In the course of the revision of inventory E 301 in the same year, the commissions located at the Ministry of Justice were dissolved and the new inventories E 305/1 - E 305/6 were created. In this context, the mixed inventory E 303a (Ministry of Justice: Staats- und Regierungsblatt), which had been catalogued by Max Miller in 1948 and contained files of the Commission for the Staats- und Regierungsblatt (now: E 305/5) as well as of the Ministry of Justice itself, was also dissolved. The latter documents now form the new category "Staats- und Regierungsblatt" (State and Government Gazette) in the existing holdings of the General Files and were given the signatures E 302 Bü 1373a - 1401. In return, the documents of the Prison Commission previously held in holdings E 302 now form holdings E 305/6. The removed files continue to be listed in the finding aid book; the signatures concerned are marked with curly braces.             History of the Inventory Designer: 1. On the history of the Deutsche Reichspost Prehistory up to 1867 In Germany, a uniform postal system had not been able to develop due to the territorial fragmentation of the Reich. Still in the first half of the 19th century, 17 independent state postal regions existed alongside the "Reichs-Post" of the Princes of Thurn and Taxis, which had already been commissioned by the Emperor in the 16th century to carry out the postal shelf and which had since then operated primarily in the smaller and smallest German territories. The conclusion of agreements between individual Länder of the German Confederation, including the establishment of the German-Austrian Postal Association in 1850, did indeed lead to unity in postal traffic; however, in 1866 there were still 9 postal regions in Germany. The post office in the Kingdom of Prussia had developed into the most important national post office at the national level. From the North German Confederation to the Foundation of the Reich (1867-1871) The constitution of the North German Confederation of 24 June 1867 declared the postal and telegraph system to be a federal matter. In the structure of the North German postal administration, the upper postal directorates existing in Prussia since 1849 were taken over as central authorities. The Prussian postal system was thus transferred to the Federation and the North German postal administrations were merged into it, so that the Norddeutsche Bundespost (1868-1871) under the leadership of Prussia was the first unified state postal service on German soil. The Federal Chancellery was in charge of its upper management, and the former Prussian General Post Office was integrated into it as Department I. In addition, the Directorate-General for Telegraphs was renamed Division II. The Post Office in the German Reich from 1871 to 1919 The foundation stone of the Deutsche Reichspost is the Reich Constitution of 16 April 1871. The only area of transport in which the Reich was able to directly promote its state and transport policy purposes was the postal and telegraph system. The Reichspost, which was set up as a direct Reich administration, extended its effectiveness to the entire territory of the Reich with the exception of the states of Bavaria and Württemberg, which had the so-called Postreservat granted to them for their internal postal relations. The postal service and the telegraph system, which were still independent at that time, were therefore a matter for the Reich. On 1 January 1876, both administrations merged organizationally with the creation of the "Reichspost- und Telegraphenverwaltung" (Reich Post and Telegraph Administration) as the highest authority, which consisted of the General Post Office and the General Directorate of Telegraphs. Both were subject to the postmaster general and formed first the I. and II. Department of the Reich Chancellery. The connection between post and telegraph created in this way was no longer solved afterwards. In addition, the postmaster general was removed from the Reich Chancellery and made independent. The Imperial Decree of 23 February 1880 also consolidated the General Post Office and the General Telegraph Office organisationally. The now established Reichspostamt was thus on an equal footing with the other supreme Reich authorities. He was directed by the Prussian Postmaster General Heinrich von Stephan (1831-1897), who had already become the head of the General Post Office in 1870. The new design of the imperial postal system undoubtedly meant progress for traffic development. Economic advancement, the increasing importance of German foreign trade, the acquisition of colonies and the opening up of the oceans, and thus the global political and economic importance of Germany, posed special challenges for the postal service and telegraphy. Under Heinrich von Stephan's leadership, the Universal Postal Union was created in 1874. Foreign and colonial post offices took up their work. During the 1st World War the field post, which had existed in Prussia since the 18th century during the war, was reactivated. It was subordinate to the Field Chief Postmaster in the Great Headquarters and was subdivided into Army Post Offices, Field Post Inspections, Offices and Stations. In the occupied territories, the Deutsche Reichspost eliminated the state postal administrations there and created its own postal facilities in Belgium, Poland and Romania. The German Post and Telegraph Administration operating in the Baltic States in the postal area of the Commander-in-Chief East (November 1915 to December 1918; since August 1918: Military Post Office of the Commander-in-Chief East) was a military office and attached to the Oberost staff. Weimar Republic (1919-1933) The Reich Constitution of 1919 brought significant progress by unifying the postal and telecommunications systems in the hands of the Reich. In connection with the creation of Reich Ministers with parliamentary responsibility by the Law on the Provisional Imperial Authority of 10 February 1919, the decree of the Reich President of 21 March 1919 laid down the new names of the supreme Reich authorities. The Reichspostamt was also renamed the Reichspostministerium. A further consequence of the state revolution of 1918/19 were the state treaties of 29 and 31 March 1920, which also transferred the postal administrations of Württemberg and Bavaria to the Reich. However, they still retained a certain special position. The Oberpostdirektion Stuttgart was responsible for all internal affairs of the traffic area assigned to it, the Land of Württemberg, insofar as they were not generally reserved for the Reich Ministry of Posts, and for Bavaria even a separate Department VII (since 1924 Department VI) was created with its seat in Munich, a State Secretary at the head and the same extensive competence as in the Oberpostdirektion in Stuttgart. The character of the Reichspost was decisively influenced by the Reichspostfinanzgesetz, which came into force on 1 April 1924. The most important point was the separation of the post office from the rest of the Reich's budget. This made the Deutsche Reichspost economically independent as a special fund of the Reich. The Reichspostfinanzgesetz created the administrative board of the Deutsche Reichspost under the chairmanship of the Reichspost Minister. The Board of Directors had to decide on all significant business, financial and personnel matters. The implementation of the decisions of the Board of Administration was the responsibility of the Minister or the responsible structural parts of the Reich Ministry of Posts. National Socialism (1933-1945) From the outset, the authority left no doubt as to its attitude to National Socialism: "For the Deutsche Reichspost it was a matter of course to put National Socialist ideas into practice with all its might wherever it was possible, and to serve the Führer with all its being and doing". The formal repeal of the Reichspostfinanzgesetz by the Gesetz zur Vereinfachung und Verbilligung der Verwaltung of 27 February 1934 did not change anything about the special asset status of the Deutsche Reichspost, but it brought some fundamental changes. For example, the Administrative Board was dissolved and replaced by an Advisory Board, which had no decisive powers but only an advisory function. One of the main tasks of the Deutsche Reichspost, the carriage of news items, did not initially extend to all postal items. In the beginning, only closed letters and political newspapers that did not remain in the sender's town were affected by the so-called post compulsion. All open items (especially postcards and printed matter) for a place other than the place of dispatch and letters, parcels etc. for recipients in the place of dispatch could also be collected, transported and distributed by so-called private transport companies. Such "private posts" settled above all in large cities and increasingly opposed the German Reichspost as fierce competitors, for example through lower fee rates. The Reichspost had to get rid of this competition, especially since it was obliged to maintain expensive and sometimes even unprofitable delivery facilities even in the remotest areas of the Reich. The Postal Act Amendment of 20 Dec. 1899 therefore prohibited all commercially operated private post offices in the German Reich from 1 April 1900 and extended the postal obligation to sealed letters within the place of dispatch. The carriage of passengers From time immemorial, Swiss Post also dealt with the carriage of passengers. Before the advent of the railways, passenger transport by stagecoach was the most important means of public transport and, as such, was also part of the postal monopoly in many countries. The expansion of the railway network initially limited this traffic activity of the post office, but after the invention and further perfection of the automobile it gained importance again. Thus, since 1906/07, bus routes have been established ("Postkraftwagen-Überlandverkehr", often also called "Kraftposten" for short). They were expanded mainly in the years 1924 to 1929, so that on 1 April 1929 the Deutsche Reichspost operated almost 2000 Kraftpost lines with an operating length of more than 37,000 km and by that time had already carried 68 million passengers. The enormous economic and technical upswing in Germany after the foundation of the German Empire also meant that the Imperial Post and Telegraph Administration had to make use of its cash register facilities for the ever more flowing payment transactions. In addition to the banks, Swiss Post took over the regulation of cashless payment transactions: on 1 January 1909, the postal transfer and postal cheque service was opened in Germany (13 Postscheckkämter). Both the number of accounts and the amount of assets increased steadily in the following decades, with the exception of the two world wars. The banking activities of the Deutsche Reichspost, 'which serve to fulfil state activities and not to compete with the private sector', were divided into five main branches: postal order service, cash on delivery service, postal order service, postal transfer service, cheque service and postal savings bank service. The latter was introduced only after the annexation of Austria (a post office savings bank had existed here since 1883) on 1 January 1939. Telegraphs and radio telegraphy Although telegraphs were administered by an independent authority equivalent to the general post office before the Reichspost was founded, they had been closely related to the post office since 1854. In that year, the telegraph service in small communities in Prussia was transferred to the respective post office. Own telegraph stations usually existed only in cities and larger municipalities, where the operation was profitable. In 1871 there were a total of 3,535 telegraph stations in the German Reich (including Bavaria and Württemberg) with 107,485 km of telegraph lines and an annual output of over 10 million telegrams. By the beginning of the First World War, this figure had been six times higher. In contrast to the USA, where the population quickly made use of telephone traffic, the German public apparently did not initially want to make friends with the new telephone system. As early as 1877, General Postmaster Stephan had the first telephone line set up between the General Post Office in Leipzig and the General Telegraph Office in Französische Straße, and soon thereafter arranged for attempts to be made at longer distances. As late as 1880, however, Stephans' call for participation in a city telephone system in Berlin met with little approval, so that the first local traffic exchange began operations here in January 1881 with only 8 subscribers. However, the advantages of telephone traffic were soon recognised and the spread of the telephone increased rapidly. The 24-hour telephone service was first introduced in Munich in 1884, and Berlin opened its 10,000th telephone station in May 1889. As early as 1896 there were 130,000 "telephone stations" in Germany; in 1920 there were about 1.8 million, in 1930 over 3 million and in 1940 almost 5 million connections. Since the practical testing of Hertzian electromagnetic waves, i.e. since 1895, Swiss Post has paid great attention to the development and expansion of wireless telegraphy. From the very beginning, there was no doubt that the Reichspost was responsible for radio communications (as a type of communication). After the first radio telegraphy devices had been produced in Germany by Siemens and AEG and the first public radio stations had been put into operation in 1890, a regulated radio service began in the German Reich. In the following decades, the Reichspost retained the exclusive right to install and operate radio equipment. However, it was not in a position to carry out all the associated services itself and therefore delegated some of this right to other companies. Thus there were finally 3 groups of radio services: - the radio service operated by the Reichspost with its own radio stations (maritime radio, aeronautical radio), - the radio service operated by companies. The "Transradio AG für drahtlose Überseeverkehr" carried out the entire overseas radio traffic in the years 1921-1932 on behalf of the Deutsche Reichspost. Deep sea radio, train radio and police radio have been granted rights in their fields in a similar manner, - the radio services of public transport carriers such as Reichsbahn, Reichsautobahnen and waterways. Radio and television The exclusive competence for radio broadcasting also extended to radio broadcasting, which was established after the First World War. Legal and organisational issues had to be resolved for this new area of activity of Swiss Post more than for other areas. There are two phases to the relationship between the postal service and broadcasting: a) From 1923 to 1933, the Deutsche Reichspost was responsible for all legislative matters, the issuing of user regulations, the granting of licenses, the fixing and collection of fees, the setting up of transmitters, the technical operation and monitoring of economic management. The Reich Ministry of the Interior, together with the Länder governments, was responsible for the fundamental regulation of the political and cultural issues arising in the course of programme planning. The Reichspost left the broadcasting operations themselves to companies to which it granted a licence. The Reichsrundfunkgesellschaft, founded in 1923, acted as the umbrella organization, in which the Deutsche Reichspost held a major share through a majority of capital and votes and was headed by the Broadcasting Commissioner of the Deutsche Reichspost. b) In 1933, the newly created Reich Ministry for Popular Enlightenment and Propaganda assumed responsibility for all organizational and managerial issues relating to broadcasting; the Deutsche Reichspost remained only responsible for the cable network and transmitters, for licenses, fee collection and accounting. As a result of the Reichskulturkammergesetz of 22 September 1933, the Reichsrundfunkkammer was at the forefront of broadcasting, in which the Reichsrundfunkgesellschaft and several other associations were represented. This marked the beginning of the absolute subordination of broadcasting to the National Socialist dictatorship. The first attempts at television were made in the 1920s, also under the direction of the Deutsche Reichspost. Swiss Post continued to play a major role in the scientific and technical development of television in the following years. After an improved Braun tube had been shown at the Funkausstellung Berlin in 1932, the 1933 annual report of the Deutsche Reichspost described trial television broadcasts in a large urban area as practically feasible. In March 1935, the Deutsche Reichspost set up the world's first public television station at the Reichspostmuseum in Berlin, where the public could follow the reception of the programmes free of charge. The Reich Ministry for Popular Enlightenment and Propaganda and the Reichsrundfunkgesellschaft (RRG) shared the programming. The Reichspost Ministry subsidiary "Reichspost-Fernseh-GmbH" (since 1939) and the Reichsministerium für Luftfahrt (Reich Ministry of Aviation) were responsible for the transmitters "in view of their special significance for air traffic control and national air protection". 3. the organization and structure of the Deutsche Reichspost Of all the branches of the Reich administration, Die Post possessed the most extensive and clearly structured official substructure. It was taken over by the Prussian postal service in 1871 and was divided into the following 3 stages until the destruction of the German Reich in 1945: Since 1880, the new supreme Reich authority had been divided into three departments: Post (I), Telegraph (and soon Telephone) (II) and Personnel, Budget, Accounting and Construction (III). A short time later Stephan was appointed Secretary of State and was thus placed on an equal footing with the heads of the other Imperial Offices established in the meantime. Division III was divided in 1896. General administrative matters were assigned to the new Division III, while Division IV was now responsible for personnel, cash management and accounting. Later, cash and accounting were transferred back to Division III and Division IV retained only personnel matters. From 1919, now as the Reich Post Ministry, a fifth department for radio communications and a sixth for social affairs expanded the organizational structure. Section VI, however, fell away again after inflation in 1924, and at the same time sections III and V exchanged their designations, so that in this section the household, cash register and building trade, in that the telegraph and radio trade were dealt with, while section II was responsible for the telephone trade, initially still united with the telegraph building trade. On 1 June 1926 another department for economic and organisational questions was added, which was formed from the previous economic department. Since 1926 there have been eight departments: Abt. I Postwesen Abt. II Telegraphen- und Fernsprechtechnik und Fernsprachbetrieb Abt. III Telegraphenbetrieb und Funkwesen Abt. IV Personalwesen Abt. V Haushalts-, Kassen, Postscheck- und Bauwesen Abt. VI in Munich, for Bavaria, dissolved in 1934 Abt. VII for Württemberg, dissolved in 1934 Abt. VIII Wirtschaftsabteilung. From 1934 Abt. VI, later referred to as Abt. für Kraftfahrwesen, Maschinentechnik und Beschaffungswesen. From 30.11. 1942 Abt. VII: Independence of all radio and television affairs from Abt. III (since 1940 already under the direct control of State Secretary Flanze [at the same time President of the Reichspostzentralamt] as the "Special Department Fl") Under National Socialist rule in 1938, the Ministry was expanded by a Central Department (Min-Z) for political tasks and questions of personnel management. During the war, a foreign policy department, a colonial department and an eastern department were added. A special division F 1 for broadcasting affairs was also set up temporarily. During the Second World War, the organization of the postal system in the annexed and occupied territories was determined by the nature and intensity of its integration into the National Socialist sphere of power. In the annexed areas, the postal administration was completely taken over by the Deutsche Reichspost. In most occupied territories, on the other hand, the postal services of the respective countries remained unchanged. Next to them, the field post continued to work. A German service post was created in various administrative areas to supply the German occupation authorities, such as the "Protectorate of Bohemia and Moravia" (1939-1945), the Netherlands (1940-1945), Norway (1942-1945), the Adriatic and Alpine regions (both 1943-1945), the East and the Ukraine (both 1941-1944). The German service posts "Ostland" and "Ukraine", each under a general postal commissioner, simultaneously provided the business of the "Deutsche Post Ostland" and "Deutsche Post Ukraine", which were fictitious as Landespost. The attempts made by the Reich Ministry of Posts to establish a central management of the intelligence system of all annexed and invaded territories failed because of the principle of the unity of the administration in the respective territory. The Reich Ministry of Posts had a number of specialist offices for the handling of special subjects, such as the field post office, the motor vehicle office, the building administration office and the cheque office. The following departments were directly affiliated or subordinated to the Reich Ministry of Posts: - the General Post Office as the body responsible for the entire administration of the post office and telegraph system - the Postal Money Order Office. From 1 April 1912 it was placed under the control of the Postal Newspaper Office, from 1 January 1918 also under the control of the Berlin Postal Directorate; - the Postal Insurance Commission for Accident and Other Matters, which was transferred to the newly founded Versorgungsanstalt der Deutschen Reichspost on 1 August 1926. With this public corporation, the previously differently regulated supplementary provision for postal staff was standardised: two thirds of the contributions were paid by the Deutsche Reichspost and one third by the insured themselves. - the Reichsamt Telegraph Technical Office, founded in 1920. In 1928, it took over other tasks from the Reich Post Ministry area, such as railway postal issues, postal statistics, training and educational matters, cash and accounting and procurement, and was renamed the Reich Post Central Office - the Reich Post Museum, created in 1872; - the Reich Post Building Inspectorate, formed in 1937 to realize the postal service needs in the structural redesign of Berlin. - the Postal Savings Bank Office in Vienna, which was taken over after the annexation of Austria in March 1938. In direct subordination to the Reich Ministry of Posts, it was responsible for the central account management of the Postal Savings Bank Service after it had been extended to the Old Empire. The "Postschutz", a paramilitary association under the umbrella of the Postal Ministry, had a special position. In June 1935, the Reich leadership of the SS and the Supreme SA leadership agreed on binding regulations regarding the affiliation of postal workers to the SA or SS. The postal service and thus also the postal security service were given priority over 'any use by the SA and SS. The claim for purposes of the SA and SS outside the postal service must not be to the detriment of the proper operation of the postal service', it said. Postal security was uniformed and uniformly armed. The research institute of the Deutsche Reichspost, founded on 1 January 1937, investigated special problems in television technology. The Reichspostforschungsanstalt was responsible for the coordination of all television armaments projects and orders to industry. It dealt with the further development of the research areas for military purposes. The scope of tasks is outlined in a document signed by Ohnesorge: "1. television; 2. general physics, in particular atomic physics, optics, acoustics, electronics; 3. chemistry; 4. special tasks for the four-year plan". The Reichsdruckerei was not integrated into the structure of the Reichspost, but was associated with its top management in personal union. On 1 Apr. 1879 it was placed under the control of the Reichspost- und Telegraphenverwaltung as an independent imperial enterprise. Through its products it maintained very close relations with the Reichspost, since, for example, postage stamps, postal cheques, the Reichskursbuch, etc. were produced for the account of the post office cashier. The Oberpostdirektionen/Reichspostdirektionen The Oberpostdirektionen (OPD) as intermediate authorities between the Berlin headquarters and the post offices were established as early as 1850 in Prussia. After their transfer to the Reichspost, they were among the higher Reich authorities. The Ministry of Postal Affairs has delegated more and more responsibilities to the OPDen, so that their freedom of action grew steadily and they gradually became the focus of the postal administration. 1928 saw the establishment of Managing Directorates of Higher Postal Services, which together assumed responsibility for certain tasks for a district group (= several OPD districts) (e.g. training and education, procurement and utilities). 1934-1945 as Reichspostdirektionen (RPD), they were subject to many changes in their area and in their number. In 1943 there were 51 RPD. The post office cheque offices (established in 1909), the telegraph building offices and the telegraph tool offices (established in 1920) were responsible for several OPD/RPDs and thus also to be regarded as intermediate authorities. The Post Offices The Post Offices, referred to in the area of the Deutsche Reichspost as Verkehrsämter and Amtsstellen, formed the local offices of the lowest level; they were subordinate to the OPD/RPD closest to each other. The local offices included not only the post offices, which were divided into three classes until 1924 (only since 1924 did they have a uniform designation as post offices), but also the post agencies, postal assistance offices, railway post offices, telegraph and telephone offices as well as public pay telephones in the municipalities which were subordinate to them. In 1942 there were about 70,000 such offices and offices in the German Reich. Inventory description: Introduction The history of the Deutsche Reichspost Prehistory up to 1867 Due to the territorial fragmentation of the Reich, a uniform postal system had not been able to develop in Germany. Still in the first half of the 19th century, 17 independent state postal regions existed alongside the "Reichs-Post" of the Princes of Thurn and Taxis, which had already been commissioned by the Emperor in the 16th century to carry out the postal shelf and which had since then operated primarily in the smaller and smallest German territories. The conclusion of treaties between individual Länder of the German Confederation, including the establishment of the German-Austrian Postal Association in 1850, did indeed lead to the unification of postal traffic; however, in 1866 there were still 9 land despatch areas in Germany. The post office in the Kingdom of Prussia had developed into the most important national post office at the national level. The Prussian postal area included the duchy of Anhalt, the principalities of Waldeck-Pyrmont and Oldenburg-Birkenfeld, parts of Schwarzburg-Rudolstadt and Sondershausen, parts of Saxony-Weimar, as well as post offices in Hamburg and Bremen. From 1866 the Duchy of Lauenburg and the Province of Hanover, from 1867 Schleswig-Holstein and the Oldenburg Principality of Lübeck as well as former Bavarian areas in the Rhön, Spessart, the exclave Caulsdorf and from 1 July 1867 the states in Thuringia and Southern Germany which had previously been united in the Thurn und Taxischer Postverein were added. From the North German Confederation to the Foundation of the Reich (1867-1871) The constitution of the North German Confederation of 24 June 1867 declared the postal and telegraph system to be a federal matter. In the structure of the North German postal administration, the upper postal directorates existing in Prussia since 1849 were taken over as central authorities. The Prussian postal system was thus transferred to the Federation and the North German postal administrations were merged into it, so that the Norddeutsche Bundespost (1868-1871) under the leadership of Prussia was the first unified state postal service on German soil. The Federal Chancellery was in charge of its upper management, and the former Prussian General Post Office was integrated into it as Department I. His written fixation of this fact was found in Articles 5 and 9 of a declaration of the Allied Control Council of June 5, 1945, according to which "all facilities and objects of the ... intelligence ... to hold at the disposal of the Allies' representatives" and "until the establishment of supervision over all means of communication" any broadcasting operation was prohibited. The postal and telecommunications services and the operation of their facilities were finally restarted at different times and separately by the respective Commanders-in-Chief according to the four occupation zones of Germany. The tasks of the Deutsche Reichspost (German Imperial Postal Service) were social and technical progress, as well as the effects of important inventions, which inevitably led to both the quantitative expansion of communication relations and their continuous improvement, right up to the introduction and application of new services in the postal, telegraph and radio sectors. One of the main tasks of the Deutsche Reichspost, the carriage of news items, did not initially extend to all postal items. In the beginning, only closed letters and political newspapers that did not remain in the sender's town were affected by the so-called post compulsion. All open items (especially postcards and printed matter) for a place other than the place of dispatch and letters, parcels etc. for recipients in the place of dispatch could also be collected, transported and distributed by so-called private transport companies. Such "private posts" settled above all in large cities and increasingly opposed the German Reichspost as fierce competitors, for example through lower fee rates. The Reichspost had to get rid of this competition, especially since it was obliged to maintain expensive and sometimes even unprofitable delivery facilities even in the remotest areas of the Reich. The Postal Act Amendment of 20 Dec. 1899 therefore prohibited all commercially operated private post offices in the German Reich from 1 April 1900 and extended the postal obligation to sealed letters within the place of dispatch. The carriage of passengers From time immemorial, Swiss Post also dealt with the carriage of passengers. Before the advent of the railways, passenger transport by stagecoach was the most important means of public transport and, as such, was also part of the postal monopoly in many countries. The expansion of the railway network initially limited this traffic activity of the post office, but after the invention and further perfection of the automobile it gained importance again. Thus, since 1906/07, bus routes have been established ("Postkraftwagen-Überlandverkehr", often also called "Kraftposten" for short). They were expanded mainly in the years 1924 to 1929, so that on 1 April 1929 the Deutsche Reichspost operated almost 2000 Kraftpost lines with an operating length of more than 37,000 km and by that time had already carried 68 million passengers. The enormous economic and technical upswing in Germany after the foundation of the German Empire also meant that the Imperial Post Office and Telegraph Administration had to make use of their cash register facilities for the ever-increasing flow of payment transactions. In addition to the banks, Swiss Post took over the regulation of cashless payment transactions: on 1 January 1909, the postal transfer and postal cheque service was opened in Germany (13 Postscheckkämter). Both the number of accounts and the amount of assets increased steadily in the following decades, with the exception of the two world wars. The banking activity of the Deutsche Reichspost, 'which serves the fulfilment of state activities, not competition with the private sector', was divided into five main branches: postal order service, postal COD service, postal order service, postal transfer and cheque service, postal savings bank service. The latter was introduced only after the annexation of Austria (a post office savings bank had existed here since 1883) on 1 January 1939. Telegraphy and radio telegraphy Although telegraphy was administered by an independent authority equivalent to the general post office before the Reichspost was founded, it had been closely related to the post office since 1854. In that year, in Prussia, the telegraph service in small communities was transferred to the respective postal service. Own telegraph stations usually existed only in cities and larger municipalities, where the operation was profitable. In 1871 there were a total of 3,535 telegraph stations in the German Reich (including Bavaria and Württemberg) with 107,485 km of telegraph lines and an annual output of over 10 million telegrams. By the beginning of the First World War, this figure had been six times higher. In contrast to the USA, where the population quickly made use of telephone traffic, the German public apparently did not initially want to make friends with the new telephone system. As early as 1877, General Postmaster Stephan had the first telephone line set up between the General Post Office in Leipzig and the General Telegraph Office in Französische Straße, and soon thereafter arranged for attempts to be made at longer distances. As late as 1880, however, Stephans' call for participation in a city telephone system in Berlin met with little approval, so that the first local traffic exchange began operations here in January 1881 with only 8 subscribers. However, the advantages of telephone traffic were soon recognised and the spread of the telephone increased rapidly. The 24-hour telephone service was first introduced in Munich in 1884, and Berlin opened its 10,000th telephone station in May 1889. As early as 1896 there were 130,000 "telephone stations" in Germany; in 1920 there were about 1.8 million, in 1930 over 3 million and in 1940 almost 5 million connections. Since the practical testing of Hertzian electromagnetic waves, i.e. since 1895, Swiss Post has paid great attention to the development and expansion of wireless telegraphy. From the very beginning, there was no doubt that the Reichspost was responsible for radio communications (as a type of communication). After the first radio telegraphy devices had been produced in Germany by Siemens and AEG and the first public radio stations had been put into operation in 1890, a regulated radio service began in the German Reich. In the following decades, the Reichspost retained the exclusive right to install and operate radio equipment. However, it was not in a position to carry out all the associated services itself and therefore delegated some of this right to other companies. Thus there were finally 3 groups of radio services: - the radio service operated by the Reichspost with its own radio stations (maritime radio, aeronautical radio), - the radio service operated by companies. The "Transradio AG für drahtlose Überseeverkehr" carried out the entire overseas radio traffic in the years 1921-1932 on behalf of the Deutsche Reichspost. Deep sea radio, train radio and police radio have been granted rights in their fields in a similar manner, - the radio services of public transport carriers such as Reichsbahn, Reichsautobahnen and waterways. Radio and television The exclusive competence for radio broadcasting also extended to radio broadcasting, which was established after the First World War. Legal and organisational issues had to be resolved for this new area of activity of Swiss Post more than for other areas. There are two phases to the relationship between the postal service and broadcasting: a) From 1923 to 1933, the Deutsche Reichspost was responsible for all legislative matters, the issuing of user regulations, the granting of licenses, the fixing and collection of fees, the setting up of transmitters, the technical operation and monitoring of economic management. The Reich Ministry of the Interior, together with the Länder governments, was responsible for the fundamental regulation of the political and cultural issues arising in the course of programme planning. The Reichspost left the broadcasting operations themselves to companies to which it granted a licence. The Reichsrundfunkgesellschaft, founded in 1923, acted as the umbrella organization, in which the Deutsche Reichspost held a major share through a majority of capital and votes and was headed by the Broadcasting Commissioner of the Deutsche Reichspost. b) In 1933, the newly created Reich Ministry for Popular Enlightenment and Propaganda assumed responsibility for all organizational and managerial issues relating to broadcasting; the Deutsche Reichspost remained only responsible for the cable network and transmitters, for licenses, fee collection and accounting. As a result of the Reichskulturkammergesetz of 22 September 1933, the Reichsrundfunkkammer was at the forefront of broadcasting, in which the Reichsrundfunkgesellschaft and several other associations were represented. This marked the beginning of the absolute subordination of broadcasting to the National Socialist dictatorship. The first attempts at television were made in the 1920s, also under the direction of the Deutsche Reichspost. Swiss Post continued to play a major role in the scientific and technical development of television in the following years. After an improved Braun tube had been shown at the Funkausstellung Berlin in 1932, the 1933 annual report of the Deutsche Reichspost described trial television broadcasts in a large urban area as practically feasible. In March 1935, the Deutsche Reichspost set up the world's first public television station at the Reichspostmuseum in Berlin, where the public could follow the reception of the programmes free of charge. The Reich Ministry for Popular Enlightenment and Propaganda and the Reichsrundfunkgesellschaft (RRG) shared the programming. The Reichspost Ministry subsidiary "Reichspost-Fernseh-GmbH" (since 1939) and the Reichsministerium für Luftfahrt (Reich Ministry of Aviation) were responsible for the transmitters "in view of their special significance for air traffic control and national air protection". The organisation and structure of the Deutsche Reichspost Of all the branches of the Reich administration, Die Post possessed the most extensive and clearly structured official substructure. It was taken over by the Prussian postal service in 1871 and was divided into the following 3 stages until the destruction of the German Reich in 1945: The Reichspostamt / Reichspostministerium Since 1880, the supreme Reichsbehörde has been divided into three departments: Post (I), Telegraph (and soon Telephone) (II) and Personnel, Budget, Accounting and Construction (III). A short time later Stephan was appointed Secretary of State and was thus placed on an equal footing with the heads of the other Imperial Offices established in the meantime. Division III was divided in 1896. General administrative matters were assigned to the new Division III, while Division IV was now responsible for personnel, cash management and accounting. Later, cash and accounting were transferred back to Division III and Division IV retained only personnel matters. From 1919, now as the Reich Post Ministry, a fifth department for radio communications and a sixth for social affairs expanded the organizational structure. Section VI, however, was discontinued after inflation in 1924, and at the same time Sections III and V exchanged their designations, so that in this Section the household, cash register and building trade, in that Section the telegraph and radio trade were dealt with, while Section II was responsible for the telephone trade, initially still combined with the telegraph building trade. On 1 June 1926 another department for economic and organisational questions was added, which was formed from the previous economic department. Since 1926 there have been eight departments: Abt. I Postwesen Abt. II Telegrafen- und Fernsprechtechnik und Fernsprachbetrieb Abt. III Telegrafenbetrieb und Funkwesen Abt. IV Personalwesen Abt. V Haushalts-, Kassen, Postscheck- und Bauwesen Abt. VI in Munich, for Bavaria, dissolved in 1934 Abt. VII for Württemberg, dissolved in 1934 Abt. VIII Wirtschaftsabteilung. From 1934 Abt. VI, later referred to as Abt. für Kraftfahrwesen, Maschinentechnik und Beschaffungswesen. From 30.11. 1942 Abt. VII: Independence of all radio and television affairs from Abt. III (since 1940 already under the direct control of State Secretary Flanze [at the same time President of the Reichspostzentralamt] as the "Special Department Fl") Under National Socialist rule in 1938, the Ministry was expanded by a Central Department (Min-Z) for political tasks and questions of personnel management. During the war, a foreign policy department, a colonial department and an eastern department were added. A special division F 1 for broadcasting affairs was also set up temporarily. During the Second World War, the organization of the postal system in the annexed and occupied territories was determined by the nature and intensity of its integration into the National Socialist sphere of power. In the annexed areas, the postal administration was completely taken over by the Deutsche Reichspost. In most occupied territories, on the other hand, the postal services of the respective countries remained unchanged. Next to them, the field post continued to work. A German service post was created in various administrative areas to supply the German occupation authorities, such as the "Protectorate of Bohemia and Moravia" (1939-1945), the Netherlands (1940-1945), Norway (1942-1945), the Adriatic and Alpine regions (both 1943-1945), the East and the Ukraine (both 1941-1944). The German service posts "Ostland" and "Ukraine", each under a general postal commissioner, simultaneously provided the business of the "Deutsche Post Ostland" and "Deutsche Post Ukraine", which were fictitious as Landespost. The attempts made by the Reich Ministry of Posts to establish a central management of the intelligence system of all annexed and invaded territories failed because of the principle of the unity of the administration in the respective territory. The Reich Ministry of Posts had a number of specialist offices for the handling of special subjects, such as the field post office, the motor vehicle office, the building administration office and the cheque office. The following departments were directly affiliated or subordinated to the Reich Ministry of Posts: - the General Post Office as the body responsible for the entire administration of the post office and telegraph system, - the Postal Money Order Office. From 1 April 1912 it was subordinated to the Oberpostdirektion Berlin as the postal accounting office from 1 April 1912, - the Postzeitungsamt, from 1 January 1918 also subordinated to the Oberpostdirektion Berlin, - the Postversicherungskommission für Angelegenheiten der Unfall- u.a. -fürsorge, which was transferred to the newly founded Versorgungsanstalt der Deutschen Reichspost on 1 August 1926. With this public corporation, the previously differently regulated supplementary provision for postal staff was unified: two thirds of the contributions were paid by the Deutsche Reichspost and one third by the insured themselves, - the Telegrafentechnische Reichsamt, founded in 1920. In 1928, it assumed further tasks from the Reich Post Ministry, such as railway postal issues, postal statistics, training and teaching matters, cash and accounting and procurement, and was renamed the Reich Post Central Office, - the Reich Post Museum, created in 1872, - the Reich Post Building Inspectorate, formed in 1937 to meet the postal service's needs in the structural redesign of Berlin, - the Postal Savings Bank Office in Vienna, which was taken over after the annexation of Austria in March 1938. In direct subordination to the Reich Ministry of Posts, it was responsible for the central account management of the Postal Savings Bank Service after it had been extended to the Old Empire. The "Postschutz", a paramilitary association under the umbrella of the Postal Ministry, had a special position. In June 1935, the Reich leadership of the SS and the Supreme SA leadership agreed on binding regulations regarding the affiliation of postal workers to the SA or SS. The postal service and thus also the postal security service were given priority over 'any use by the SA and SS. The claim for purposes of the SA and SS outside the postal service must not be to the detriment of the proper operation of the postal service', it said. Postal security was uniformed and uniformly armed. The research institute of the Deutsche Reichspost, founded on 1 January 1937, investigated special problems in television technology. The Reichspostforschungsanstalt was responsible for the coordination of all television armaments projects and orders to industry. It dealt with the further development of research areas for military purposes. The tasks are outlined in a document signed by Ohnesorge: "1. television; 2. general physics, in particular nuclear physics, optics, acoustics, electronics; 3. chemistry; 4. special tasks for the four-year plan". The Reichsdruckerei was not integrated into the structure of the Reichspost, but was associated with its top management in personal union. On 1 April 1879 it was placed under the control of the Reich Post and Telegraph Administration as an independent Reich enterprise. Through its products it maintained very close relations with the Reichspost, since, for example, postage stamps, postal cheques, the Reichskursbuch, etc. were produced for the account of the post office cashier. The Oberpostdirektionen/Reichspostdirektionen The Oberpostdirektionen (OPD) as intermediate authorities between the Berlin headquarters and the post offices were established as early as 1850 in Prussia. After their transfer to the Reichspost, they were among the higher Reich authorities. The Ministry of Postal Affairs has delegated more and more responsibilities to the OPDen, so that their freedom of action grew steadily and they gradually became the focus of the postal administration. 1928 saw the establishment of managing higher postal directorates, which together took over the leadership of a district group (several OPD districts) for certain tasks (e.g. training and education as well as procurement and supply). 1934 to 1945 as Reichspostdirektionen (RPD), they were subject to many changes in their area and in their number. In 1943 there were 51 RPD. The post office cheque offices (formed in 1909), the telegraph construction offices and the telegraph tool offices (set up in 1920) were responsible for several OPD/RPDs and thus also to be regarded as intermediate authorities. The Post Offices The Post Offices, referred to in the area of the Deutsche Reichspost as Verkehrsämter and Amtsstellen, formed the local offices of the lowest level; they were subordinate to the OPD/RPD closest to each other. The local offices included not only the post offices, which were divided into three classes until 1924 (only since 1924 did they have a uniform designation as post offices), but also the post agencies, postal assistance offices, railway post offices, telegraph and telephone offices as well as public pay telephones in the municipalities which were subordinate to them. In 1942 there were about 70,000 such offices and offices in the German Reich. The division into "secret archive" and "secret registry" was characteristic of the registry relations in the RPM until 1928. The general files and most important special files from the "Secret Registry" were transferred to the "Secret Archive", as were historically valuable files from the dissolved postal administrations of the German Länder, so that the "Secret Archive" developed more and more into a selection archive. In contrast, the "secret registry" was the actual general registry of the RPM. It consisted of a frequently changing number of registries. In the mid-twenties there were seventeen of them. The number of registries was greatly reduced by the formation of so-called specialist parties for individual fields of activity, such as Bp (Postbankverkehr) or Zp (Postal Newspapers). On January 1, 1928, a file plan was put into effect in the RPM and a little later in the entire area of the Deutsche Reichspost, the main features of which were still valid in the Deutsche Bundespost and in the Deutsche Post of the GDR until their end. It consisted of eight main groups, which essentially correspond to the present classification of the file stock, here on the basis of the file plan from the year 1938 under consideration of structural conditions of the inventory creator. In the period from 1933 to 1941, the Reich Ministry of Posts had handed over about 2,200 historically valuable file units, which were no longer needed in the service, to the Reich Archives. Towards the end of the war, most of the files, together with other holdings, were moved to the potash shafts near Staßfurt and Schönebeck. They survived the war there without any significant casualties. The files that had not been removed from the Reichsarchiv, above all the partial holdings of the Reichsdruckerei, were burnt during the air raid on Potsdam in April 1945. Losses were also recorded in the files remaining in the various departments of the RPM, in particular in a total of 15 alternative offices in the countryside, where the documents had been successively transferred since 1943, but also in the RPM building itself, which had been severely damaged by several bomb hits in the years 1943 to 1945. The total file loss of the RPM after 1945 was estimated at 2,417 files. The existing files formed the basis for the later named component R 4701 I, which until 1990 was located in the Central State Archives in Potsdam (ZStA) and was transferred to the Federal Archives with German unity. The holdings in the Federal Archives at the time of the retroconversion of the finding aids in 2009 For the period from 1945 onwards, the RPM file holdings must be viewed in a differentiated way, because its four parts have reached the Federal Archives in very different ways and accordingly had received not only their own history of tradition, but also their own finding aids, their own signatures, etc. For example, the letters B, D, GA, and P were used as signature additions, which sometimes proved to be quite impractical, not only in archival practice. For a long time it had been planned to record all parts in a common finding aid book. Since around 1990, the following distinguishing features have been used, but these have hardly had any effect on everyday archival life. Part R 4701 I, formerly R 47.01 - Potsdam until 1990 This is the bulk of the collection stored in the Central State Archives in Potsdam. As a rule, the designation R 4701 I was not used, but only R 4701 with the following signature, formerly R 47.01. This also contained the above-mentioned files with the additional identification letters. This part of the collection, which was outsourced by the Reichsarchiv, was transferred to the then Deutsche Zentralarchiv Potsdam in 1950. The DZA Potsdam received the majority of the files in 1957, 1960 and 1966 from the Ministry of Posts and Telecommunications of the GDR, but initially only the old files with a term until 1928 were handed over. The files since the introduction of the file plan in 1928 still remained in the GDR Ministry and were only handed over to the ZStA Potsdam in 1983, but by far not completely (cf. remarks on R 4701 II). In addition, RPM files from former storage sites in Potsdam had also been transferred to the DZA Potsdam in 1961. Also at the beginning of the 1960s, all files that were stored in
