In 1849, after the introduction of the ministerial organisation, special departments were created for the tasks of the administration of worship and medicine performed by the government or its Special Department of Education (see 2.21-1). These departments were temporarily attached to the Ministry of Foreign Affairs and then to the Ministry of Justice as departments for educational, medical and spiritual affairs. It was not until 1919 that a special ministry was established under the above-mentioned authority name, the members of which were also individually referred to as "Ministry of Education", "Ministry of Art", "Ministry of Spiritual Affairs" and "Ministry of Medicine". The competence extended to the entire area of education administration (including the University of Rostock), the administration of art institutions, the supervision of religious communities (including the supervision of foundations and institutions for pious and mild purposes) as well as all matters of medical and health care (including veterinary matters). After the transformation of the State Ministry in 1934 (Rbl. 1935, p. 3), the Ministry was renamed "State Ministry, Department of Education, Arts, Spiritual and Medical Affairs". With the ordinance of 6 Oct. 1941 (Rbl. 1941, p. 199), the previous departments were given the designation "Science, Education and Training". At the same time the affairs of the Staatstheater, the Mecklenburgische Landesbühne and the Landestheater Neustrelitz (to the State Ministry) as well as the health service (to the State Ministry, Department of the Interior) were spun off. Vorbemerkung: Im Rahmen des Aufbaus der NSDAP in 4 Stufen: Reich, Gau, Kreis, Ort, wurde die NSDAP-Kreisleitung Ulm, am 1. Oktober 1932, als übergeordnete Parteistelle aller im Oberamt Ulm befindlichen Ortsgruppen errichtet. Damit wurde die ehemalige NSDAP-Bezirksleitung "Ulm Fils", die 7 Oberämter umfasste, aufgelöst. Die größte nachgeordnete Parteistelle der neugegründeten Kreisleitung, die Ortsgruppe Ulm, gegründet 1925, wurde von Neu-Ulm getrennt und in 7 Ortsgruppen gegliedert. Außerhalb der Stadt gab es noch 6 Ortsgruppen, die den Stützpunkten, Zellen und Blocks aller Orte des Oberamts vorstanden; zu erwähnen wäre die Ortsgruppe Ulmer Alb, die 20 Ortschaften umfasste. Der sprunghafte Anstieg der NSDAP- Mitglieder nach der Machtergreifung (30.1.1933), führte zur Gründung immer neuer Ortsgruppen (1935 waren es schon 24). 1936 wurden die NSDAP-Kreise Ulm und Laupheim zur Kreisleitung Ulm-Laupheim vereinigt. Die so entstandene Kreisleitung wurde am 1. Juni 1937 mit der ehemaligen Kreisleitung Blaubeuren zusammengelegt. Die Gliederung der NSDAP-Kreisleitung Ulm in 64 Ortsgruppen fand 1938 nach deren Anpassung an den neugegründeten Landkreis Ulm ihren Abschluß. Auf der Stufe des Kreises Ulm war der Kreisleiter der verantwortliche Hoheitsträger der NSDAP und politischer Führer. Der 1932 ernannte Kreisleiter Eugen Maier, ehemaliger Bahnarbeiter aus Geislingen, war auch Gauinspekteur der Gauinspektion II Süd-West. Nach dessen Tod im Januar 1940 folgte der städtische Angestellte Christian Binzinger als ehrenamtlicher kommissarischer Kreisleiter. Er war gleichzeitig auch Ortsgruppenleiter von Ulm-Neustadt und Kreisamtsleiter für Kommunalpolitik. 1942 wurde der ehemalige Kreisleiter von Heidenheim, Wilhelm Maier, zum hauptamtlichen Kreisleiter von Ulm ernannt. Von den 21 Kreisamtsstellen der Kreisleitung Ulm waren nur 4 - 5 hauptamtlich, die anderen ehrenamtlich besetzt. Diese waren 1937 folgende: Geschäftsführung (Emil Bertsch, hauptamtlich); Organisationsamt (Karl Hospach, hauptamtlich); Kassenamt (Hans Weller, hauptamtlich); Propaganda mit 7 Hauptstellen: aktive Propaganda, Kultur, Film, Funk, Feiergestaltung, Presse - Propaganda, Verbindungsstelle (Max Hörburger, hauptamtlich); Hauptstelle Registratur (Hans Zahn, hauptamtlich); Schulungsamt; Kreisausbildungsleiter; Personalamt; NS-Betriebszellenorganisation der Deutschen Arbeitsfront (NSBO-DAF); Amt für Erzieher; Amt für Volkswohlfahrt; Amt für Beamte; Amt für Agrarpolitik; Amt für Technik; Kreiswirtschaftsberater; Presseamt; Kreisbeauftragter für Rassenpolitik; Amt für Kriegsopferversorgung. Zu den hauptamtlichen Mitarbeitern der NSDAP-Kreisleitung gehörten noch 3 - 4 Schreibkräfte und bis 1940 der Adjutant des Gauinspekteurs. Ein Teil der ehrenamtlichen Kreisamtsleiter war im öffentlichen Dienst tätig. Sie wurden oft von ihren beruflichen Pflichten befreit und konnten dadurch viel Zeit der Parteiarbeit widmen. Die NSDAP-Kreisgeschäftsstelle befand sich in Ulm, Karlstrasse 44 (nach 1937 wurde die Karlstrasse in Wilhelm Murr-Strasse umbenannt). Sie wurde während des Luftangriffs auf Ulm am 17.12.1944 "restlos ausgebombt" und mußte umgesiedelt werden. Es ist möglich, daß hierbei ein Teil des Schriftguts der Kreisleitung zerstört wurde. Kurz vor dem Einmarsch der alliierten Truppen in Ulm (24.4.1945) floh die Kreisleitung nach Babenhausen, wo sie von der Front eingeholt wurde. Es kann nicht festgestellt werden, ob das Schriftgut der Kreisleitung bei der Flucht mitgenommen worden ist, oder ob es in Ulm von den alliierten Truppen beschlagnahmt wurde. Der nachstehend verzeichnete Bestand enthält nur einen Teil des Schriftguts der Registratur der NSDAP-Kreisleitung Ulm, so sind z.B. nicht alle Ortsgruppen belegt und bei den alphabetisch geordneten Auskünften über Personen sind nur die Buchstaben A, B, F, Sch, U, V, W vorhanden. Dennoch belegt der Bestand, mehr oder weniger, den gesamten Aufgabenbereich der Kreisleitung Ulm, ihrer nachgeordneten Parteistellen, Gliederungen und angeschlo ssenen Verbände und spiegelt prägnant ihre Tätigkeit als Teil des Unterdrückungs- und Terrorsystems der NS-Herrschaft wider. Das erhaltene Schriftgut der NSDAP-Kreisleitung Ulm wurde bei der Spruchkammer Ulm mit Akten einer Vielzahl anderer NS-Registraturen in Ordner abgelegt und mit Buchstaben von A bis Z und Zahlen von 1 bis 263 willkürlich durchnumeriert. Hierbei wurde teilweise die Aktenfolge der Registraturen nicht verändert. Ein Registraturplan ist nicht gefunden worden. Es konnte aber festgestellt werden, daß die Akten in der Registratur der NSDAP-Kreisleitung, soweit dieses möglich war, nach Ortsgruppen abgelegt worden ist. Zwar wurde ein Aktenplan der "Kreisleiter-Arbeits-Akten", der Handakten des Kreisleiters Eugen Maier, aufgefunden, der alphabetisch geordnete sich wiederholende und überschneidende Sachbetreffe enthält, und für die Neuordnung des Bestandes nicht verwendbar ist. Diese mußte daher anhand des vorhandenen Schriftguts erfolgen, wobei die Organisation, der Aufgabenbereich und die dienstlichen Beziehungen zu den über- und nachgeordneten Parteistellen, berücksichtigt wurde. Angesichts der unterschiedlichen Struktur des Schriftguts wurde eine Aufgliederung des Bestandes in Serien-Korrespondenz, Sachakten und Karteien notwendig, die sich inhaltlich z.T. überschneiden. Die gesamten, aus der Gauinspektionstätigkeit des Kreisleiters Eugen Maier hervorgegangenen Akten, sind bei der Registratur der Kreisleitung eingelaufen und sind da auch abgelegt worden. Sie sind dem vorliegenden Bestand als Anhang zugeordnet worden. Im Zuge der Entnazifizierung wurden dem vorliegenden Bestand zahlreiche Schriftstücke entnommen und den Spruchkammerakten als Beilagen zugeordnet, wobei an Stelle der entfernten Akten teilweise Leihzettel gelegt worden sind, die aber oft keine Angaben zu Personen enthalten und nicht in allen Fällen eine Identifizierung der entnommenen Schriftstücke erlauben. Bei den Ordnungs- und Verzeichnungsarbeiten des ursprünglich 21 lfd. m umfassenden Bestandes wurden Fremdprovenienzen im Umfang von etwa 10 lfd. m ausgehoben. Kassiert wurden nur Mehranfertigungen sowie die bei der Spruchkammer angelegten Aktendeckel und Ordner. Der Bestand wurde 1987 - 1988 unter Anleitung von Oberstaatsarchivrat Dr. Günter Cordes durch den Zeitangestellten Rainer Gross bearbeitet und umfaßt nunmehr 236 Büschel in 9,1 lfd. Regalmetern. Preliminary remark: Since the end of the 19th century, military command and administrative authorities have increasingly issued general memos, training instructions, budget overviews, equipment descriptions, maneuver reports, combat experience, overviews of foreign armies, etc. to subordinate departments and units. These publications were intended to provide rapid and reliable information and were generally to be handled "only for official business", "confidential", "only in the hands of officers", "secret", "top secret" and others. Admittedly, such restrictions could change according to external political circumstances - e.g. rankings were only published in peace - so that it is not possible to clearly distinguish them from announcements in official journals or other publications. Even the regulations - Bestand M 635/1 - do not strictly differentiate these printed matters, as both their subject matter and the legal obligation were assessed differently. In general, it can be assumed that communications produced and distributed via private companies had less confidential content than those originating from the Reichsdruckerei; writings without an indication of the publisher were usually classified as secret. The documents were usually kept with the relevant files, some of them also under special lock and key, and arrived with them in the archive. The Reichsarchiv branch or the Heeresarchiv Stuttgart has removed the largely printed, at least duplicated material from the previous environment and kept it further when larger file excretions were pending, such as in the case of the fortress Ulm. In the same way, printed matter found in private estates, despite their official and mostly confidential character, was taken from there. Under changing aspects and changing editors - government inspector Alfons Beiermeister, Army Archives Council Captain of the Reserve Franz Knoch, Army Archives employee August Martin and others - the individual items thus produced were classified in the library, under the regulations, under the memorandums, later stock M 730, and under the pamphlets, later stock J 150, each of which also contained other written material. Small-format printed booklets were preferably sent to the pamphlets, while copies in folio format were sent to the memoirs or, if they were "historical" summaries, to the "Kriegsarchiv" (M 1/11) holdings. Double copies could be found in all the collections mentioned as well as in the library. Pieces assigned to the archive since about 1920 seem to have been set up as hand copies, if this proved to be useful. Foreign printed materials were only occasionally sent in via the representatives of the Chief of Army Archives, among others. As a result of the war, the indexing and classification faltered from about 1941 onwards, so that the corresponding repertories remained unfinished or were only completed after the Second World War - according to M 730 - with the insertion of individual addenda. as part of a job creation measure, the temporary employee Anneliese Fink compiled the regulations and other printed matter(1), which were only partially recorded in various lists and not signed, for the memorandums (M 730) this was done by the student temporary employee Anne Weber. With the temporary cooperation of the aspiring inspectors Elstner and Wüst as well as Häfele, Kronberger and Schön, library material was then sorted out, the regulations and the other printed matter were distributed among the new holdings M 635/1 and M 635/2, and the library and the pamphlets (J 150) in particular were checked for corresponding material on the basis of the catalogues and repertories: Now that 64 from the library, 275 from the original compilation of the regulations, among others, 275 from the memorandums (M 730), 363 from the pamphlets (J 150), 88 from the "Kriegsarchiv" (M 1/11), 21 and 52 pieces from other mostly collection holdings have been taken over and about 30 have been handed over to the military library or put back into the associated files according to their provenance, and 88 duplicates have been discarded, the holdings now comprise 863 volumes, booklets and individual sheets in 13 metres of shelving.Not included in the new holdings - already due to the necessarily different storage - were the maps and plans which were almost exclusively produced for official use and which make up the own holdings M 640 "Military Maps" and M 652 "Plan Collection". Furthermore, as already indicated, the general official gazettes and individual publications are missing here, for example the official general staff works on past acts of war, troop newspapers and war illustrations, "Tornisterschriften", training letters, etc. The same applies to wall attacks by military authorities, which form the basis of inventory J 151 "Collection of Wall Attacks", as well as pure film and pictorial material published by military authorities, a small part of which can be found in the inventories of the "Image Collections" (M 700 ff.). While writings originating from the military side were incorporated here regardless of their content, elaborations by civilian bodies - Foreign Office, Prussian Ministries of the Interior and Justice, R e i c h s k o l o n i a l a m t , R e i c h s k o l o n i a m t , R e i c h s a l a m t a n i n e , etc. - are included if they address decidedly military or military-policy matters. It would not have been possible to rank them according to the publishers because, as mentioned above, they are often not given. Since the alphabetical order of the geographical and subject matters in the holdings of the memorandums (M 730) and the pamphlets (J 150) occasionally overlaps and thus seems less suitable, and since no comprehensive classification scheme has been preserved from the time of the Württemberg army administration, it made sense to base the new holdings on the "Einheitsaktenplan für den Bereich der Heeresleitung und des Ministeramts" of 1931(2).
