              History of the club: The Badische Schwesternschaft vom Roten Kreuz is the oldest Red Cross sisterhood in Germany. Its beginnings lie in the Baden Women's Association founded in 1859 at the suggestion of Grand Duchess Luise von Baden. Its foundation was caused by the so-called "Italian War", the statutes also formulate the purpose of the association as "support of those in consequence of the threat of war or a war in emergency Gerathenen, as well as care for wounded and sick military personnel". Under the protectorate of Grand Duchess Luise, however, the association continued to exist and quickly spread throughout the Grand Duchy. Gradually, new tasks were added, such as the promotion of women's earning capacity, their domestic education, care for the poor, girls, prisoners, workers, children and health, especially tuberculosis control and infant care. The focus remained on nursing care and staff training. During the following wars, the care of wounded soldiers seemed to be in need of improvement. Systematic training in Karlsruhe, later also in Pforzheim, Mannheim and Heidelberg hospitals and the employment of nurses in peacetime ensured that sufficient trained nurses were also available in the field in the event of war, e.g. in 1870/71 and in the First World War. In 1866, at the instigation of Grand Duchess Luise, the Baden Women's Association was subordinated to the principles of the Red Cross as a department of the Geneva National Aid Association. In the same year he received his first own club clinic, since 1890 the Ludwig-Wilhelm-Krankenheim on Kaiserallee. This also served as the mother house of the sisters. The political, economic and social upheavals at the end of the First World War could not leave their mark on the Badischer Frauenverein and its nursing department, as the strong connection to the Grand-Ducal-Badischer Haus was fundamental for the association. The political turnaround made a reorientation necessary. In 1923, for example, the founding of the Pensionsversicherungsverein (Pension Insurance Association) made independent asset management possible. At the same time, Department III of the Badischer Frauenverein, which is responsible for nursing care, was given its own organisational structure as the "Motherhouse of the Sisters of the Badischer Frauenverein vom Roten Kreuz". A certain connection to the Badischer Frauenverein remained, however, as a representative of the women's association always sat on the board of the mother house. The reorganization also provided for greater participation rights for the sisters. Economic difficulties led to the lease of the maternity home to the state of Baden as a state midwife institution. The new building now required for the Sisterhood and the extension of the Luisenheim to accommodate and train the Sisters were inaugurated in 1930, the anniversary year. During the centralization of the German Red Cross in 1934, the sisters of the Baden Women's Association were also integrated into the new organization, and after the dissolution of all Red Cross associations in 1937, the Karlsruhe Sisterhood was placed under the presidency of the German Red Cross. During the Second World War it was used in various military hospitals on the western and eastern fronts. The Luisenheim, but above all the Ludwig-Wilhelm-Krankenheim and with it the mother house were badly damaged during the war and could only partly be rebuilt. After the war the future of the sisterhood was uncertain at first. Despite the dissolution of the German Red Cross by the Allies, she tried to continue the association's work as well as possible. Many areas of work in the hospitals had remained with the association and were again occupied by sisters. The nursing schools were recognised again in 1946. In 1949 the association finally received its own statutes again and was recognised as a public corporation under the name "Badische Schwesternschaft vom Roten Kreuz (Luisenschwestern) e.V.". The first priority was the reconstruction of the destroyed Luisenheim or the construction of a new mother house for the sisterhood. The Luisenheim could be occupied again until 1951. The building of the mother house, inaugurated in 1957, served as an administrative building, but also for accommodation and lessons for schoolgirls. The fields of work of the former Baden Women's Association in hospitals are still occupied today by sisters of the Baden Sisterhood. She also runs the Luisenheim as an old people's home for the sisters. To this day, the training of the new generation, the support of the active sisters in their often difficult service as well as the provision of the retired sisters belong to the main tasks of the sisterhood. History and tradition of the archive: The archive of the Baden Sisterhood of the Red Cross has a tradition that is almost as old as the Red Cross itself, since written and pictorial documents on the activities of the Baden Women's Association and its successor organisations have been kept since the association was founded. In the 70s of the 20th century, the then superior Elisabeth Leist began to sift through the traditions of her sisterhood, to separate them and to sort them out. Two collections were created, which were housed as an "archive" and a "museum" in separate rooms of the mother house. The "Archive" mainly comprised administration files compiled by Oberin Leist, as well as personal documents of individual sisters, such as testimonies or diaries, but also photographs, individual building plans and some association documents. The "Museum" of the Sisterhood essentially contained a collection of objects, mainly brooches, orders, decorations, medals, but also surgical instruments, especially wardrobe cases of individual sisters from war missions, sisterly costumes and other association documents and photographs, which were marked by the personal interests of the superior Leist and supplement files and account books of the Badischer Frauenverein as well as specifically archived files of the old registry of the Sisterhood, including personal files of the sisters. A folder with construction plans of the mother house and the Luisenheim was added to the inventory. These very different genres of archival and museum material convey a comprehensive picture of the diverse tasks of the Baden Sisterhood and its history. Order and indexing: In the summer of 2004, the archive of the Baden Sisterhood was deposited in the General State Archive in Karlsruhe, with the exception of the wardrobe trunks and sister costumes as well as some pictures that remained in the mother house of the sisterhood. With the help of a project sponsored by the Stiftung Kulturgut Baden-Württemberg, the undersigned ordered, catalogued and inventoried the entire archive over the next two years in order to make it accessible for use by third parties. A thematic order was therefore established, which is essentially oriented towards the history and organisation of the sisterhood and its predecessor organisations. Due to the large size of the archive, this could not be carried out physically, but had to be limited to the finding aid. Any still recognisable connections between traditions have been preserved as far as possible. Required separations are proven with the respective title recordings. Numerous loose leaf collections, the compilation and creation of which in many cases was no longer comprehensible, or even completely unrelated individual leaves were arranged as far as possible according to subject and combined into archive units, or already existing, suitable contexts were assigned. In the files occasionally handed down notes with handwritten comments usually originate from the superior Elisabeth Leist. If they contribute to the understanding of the documents, they were left in the files. The extensive photo collections of the holdings can be divided into four main types: pictures taken from the rooms of the mother house or framed for exhibitions, photos compiled by Oberin Leist in guide files (69 Bad. Sisterhood No. 570-614), photo albums presumably left behind by sisters (69 Bad. Sisterhood No. 615-643) and loose, predominantly disordered photographs. While the framed pictures were listed individually, the folder or album was considered the unit of distortion for the photo collections. The disordered individual photos, as far as they could not be assigned to the possession of individual sisters, were arranged thematically and indexed in groups (69 Bad. Schwesternschaft Nos. 650-655, 657-682, 684-688). Many of these photographs document the sisters' personal experiences, including those during the Second World War. The publications of the Badischer Frauenverein, the sisterhood or other Red Cross institutions contained in the archive are registered as "Verbandsschriften" according to the rules of German libraries. This chapter also contains the statutes of the Baden Sisterhood and other Red Cross institutions (such as the Association of German Motherhouses or the Sister Insurance Association). Of the large number of brooches, badges of service, orders and decorations of the sisters that still exist, only a few copies of each type could be preserved for reasons of space. Numerous commemorative medals and coins, mostly on anniversaries of the Red Cross, came as gifts, in exchange or in rare cases by purchase to the sisterhood. Their title records also contain short descriptions of the objects based on current order literature. The Depositum can be used in accordance with the rules of use of the Landesarchiv Baden-Württemberg. However, legal protection periods still have to be observed for some documents, especially for the younger personnel files of the sisterhood, which are indexed in a separate volume. Parallel transmission inside and outside the General State Archives: The archive of the Baden Sisterhood of the Red Cross complements the transmission of the Red Cross and Karlsruhe Hospitals already existing in the General State Archives. The Badische Frauenverein, which continued to exist after 1923 without a nursing department, had already handed over a large part of its files to the General State Archive in the 1930s (fonds 443: Red Cross, Badischer Frauenverein). Further information can be found in the archive of the Secret Cabinet of Grand Duchess Luise (69 Baden, Luise Cabinet), such as sources on the Federation of Red Cross Helpers. While this is represented in the tradition of the Baden Sisterhood only with a file volume, the files of the Secret Cabinet and the Baden Red Cross provide very good information about the work of the Federation until its dissolution in 1935.Further photos about the activities of the Badischer Frauenverein, many hospitals, as well as the activities of the Grand Duchess Luise, especially her visits to military hospitals during the First World War, can be found in the inventory 69 Baden, Collection 1995 F I. Also among the addresses of homage (69 Baden, Collection 1995 D) are some, partly very elaborately designed copies, which the Badischer Frauenverein with its branch associations dedicated to the Grand Ducal Baden House on various occasions. The collection 69 Baden, Collection 1995 A contains, among others, a large organigram of the Women's Association. For the development of the State Women's Hospital, which has been housed since 1923 in the building of the Wöchnerinnenheim of the Vereinsklinik Ludwig-Wilhelm-Krankenheim, see the accesses to stock 523 (State Women's Hospital Karlsruhe). Further plans of the buildings of the sisterhood can be found in the collection of the State Building Administration (424 K), which also contains archives of the Grand Ducal Court Building Office, including eleven floor plans and views of the Luisenheim built in 1902 (424 K Karlsruhe 240/1.001-1.011). These are also in 69 bath. Sisterhood no. 721 are included, but are marked here later. In 424 K there are also 218 plans of the Ludwig-Wilhelm-Krankenheim, its outbuildings and the buildings of the Städtisches Krankenhaus (Municipal Hospital) from the years 1887-1980 (under the building number 424 K Karlsruhe 078), which were built on the same area later, which show the further development. The holdings 69 Baden, Collection 1995 B, No. 55-66, finally offer eleven building plans and drafts for the Friedrichsbau building at the Ludwig-Wilhelm-Krankenheim, while the archive of the Baden Sisterhood offers only a few, above all no building plans. Stock 233 (Staatsministerium) also contains files on the Women's Association and its officials, 48 No. 6470 the Baden copy of the Geneva Convention, 48 The archives of the German Red Cross in Bonn also contain archives of the Association of Red Cross Sisterhoods, including records of the Oberinnenvereinigung, including minutes of board meetings, Oberinnentagungen, correspondence with other Oberinnen.               The Order of St John, which came into being with the crusade movement at the end of the 11th century, fell victim to secularisation at the beginning of the 19th century, as did all religious institutions. The German Grand Priory in Heitersheim (in the Breisgau region) was dissolved in 1805/6 with its subordinates, including those in the new Grand Duchy of Baden and the Kingdom of Württemberg. The Brandenburg Bailiwick, which since the 14th century enjoyed a special position within the Grand Priorate of Germany strengthened by the conversion to Protestantism around 1540, was not secularised until 1811, but remained in existence in the form of an Order of Merit for persons of Protestant and Russian Orthodox denomination who deserved to serve the Prussian king, the royal house and the monarchy. In 1852 King Friedrich Wilhalm IV of Prussia restored the Ballei Brandenburg of the Order of St. John. The initiative for the revival of the Order and for the foundation of "cooperatives" in the Prussian provinces and in southern Germany also proceeded from it. The development in Württemberg was concluded in June 1858 with the award of corporate law, i.e. the status of a legal entity, to the "Cooperative of Knights of the Bailiwick Brandenburg of the Order of St John of Wuerttemberg in the Kingdom of Württemberg" residing in Stuttgart. It was joined by knights from Baden and - until the foundation of a cooperative society in the Kingdom of Bavaria in 1888 - also by Bavarian knights. There was no intention to found a cooperative of its own for Baden several times, so in 1906 the cooperative was renamed "Württembergisch-Badensche Genossenschaft des Johanniterordens". Since 1978 it has been called "Baden-Württembergische Kommende des Johanniterordens". It was originally a legal person by royal Württemberg sovereign act and is now a non-profit registered association of civil law. The Baden-Württemberg Kommende of the Order of St John is subordinated to the Ballei Brandenburg, which is subdivided into a total of 20 cooperatives or Kommende. At the head of the Order, which also includes Johanniter groups in Belgium, Austria, the USA and South Africa, is the Master of Masters, who is elected by the Chapter, the supreme decision-making body. His deputy is the governor of the order. The members of the order are classified as honorary knights, legal knights, commentators, honorary comedians or honorary members, depending on their activity or their probation. The Baden-Württemberg Kommende is headed by a "Governing Commentator", who exercises his office together with the board (convention) of the cooperative. On the knight days, which are held annually, pending questions are discussed. As tasks of the order the statute of the Ballei Brandenburg of 24.6.1853, also binding for the Württemberg cooperative, specifies above all the "defence of the Christian religion in particular of the Protestant confession", the "fight against unbelief", as well as the "service and (the) care of the sick" as tasks of the order. An expansion of the tasks took place with the statute of the Baden-Württembergische Kommende of 30 September 1978 § 2 (2): "The purpose of the association is the promotion of the general public through care and assistance for the sick, the elderly, the physically and economically weak, as well as young people and children. The Association carries out this activity in hospitals, old people's homes and other social institutions, as well as through affiliated working and auxiliary communities. In times of external and internal danger, the Association is particularly dedicated to "the wounded, the sick and other injured". In addition to their historically founded, intensive diaconal commitment, the Kommende is characterised by a pronounced cultural commitment. It is supported by three pillars: the archive, the library and the museum. The Archive of the Order has been located in the Main State Archive in Stuttgart since 1969. The Johanniter Library was founded after World War II. It contains valuable bibliophile works from six centuries, especially from the history of the order. Since 2007, the library has been housed as a deposit in the Badische Landesbibliothek Karlsruhe. The Johanniter Museum Krautheim a. d. Jagst is a joint institution of the town and the Kommende. The historical building, which was originally owned by the Order of St John and then by the Teutonic Order, now belongs to the city, the exhibits of the Kommende. The museum was opened in 1978 and was given a new appearance in 2006 on the occasion of the 700th anniversary of the city. The Commentators of the Baden-Württemberg Commentaries: 1858-1868 Frhr. Reinhard von Gemmingen-Hornberg since 1973 Knight Friedrich von Molo Content and evaluation History, order and indexing of the holdings The tradition of the Baden-Württemberg Commendary of the Order of St John is kept in the Main State Archives in Stuttgart as a deposit. For the documents received in 1969, there is already a completed find book available which was produced in 1970 by the inspector candidate Renate Pruschek. The since then existing taxes of June 1983, May 1984, August and September 1988, which were made by the Commentator of the Baden-Württembergische Kommende Friedrich Ritter von Molo and by the Hohenlohe-Zentralarchiv Neuenstein, have been combined to a partial stock and are indexed in the present find book. The recording initially took place as part of the training of the archive inspector candidates Corinna Pfisterer, Regina Keyler, Bettina Herrmann under the guidance of archive assessor Dr. Peter Schiffer from July to September 1988. From October 1988 to March 1989, archive inspector Sabine Schnell, among others, made the remaining title recordings and carried out the final work. Since the stock was recorded by several editors, it was not always possible to design the title recordings uniformly. A pre-archival order of the files is not recognizable, therefore the structure of the find book of Pruschek served as basis for the present find book. However, a modification was necessary. In order to avoid overlaps in the order numbers, order number 401 was used for the distortion of the present partial stock. In particular, the inventory contains files on the organisation and administration of the cooperative. Insights into the tasks of the cooperative are rather provided by the publications and journals received, the existing books provide information above all about the general history of the order. Personal documents of the commentators on membership and function in the Order remained in the private estates of the Hohenlohe Central Archives in Neuenstein. The listed documents have a total duration from (1714-1719) 1853 to 1987. Since the stock is property of the Johanniterorden, no cassations were made. The partial stock P 7/2 comprises 293 units with 8.3 m running time. The finding aid was created with the help of data processing on the basis of the MIDOSA program package of the State Archive Administration of Baden-Württemberg.

              History of the Inventory Former: The Bank der Deutschen Luftfahrt, also known as the Aero- or Luftfahrtbank, was formed by the transformation of Luftfahrtkontor GmbH into a public limited company with shareholder resolution of 6 July 1940, the object of which, according to the articles of association of that date, was "the execution of banking transactions of all kinds and of related transactions serving directly or indirectly aviation purposes, as well as the administration and supervision of aviation companies and the execution of all such transactions, including in a fiduciary capacity" [1]. Luftfahrtkontor GmbH had been founded in 1933/34 in the context of the takeover of the Junkers group by the Reich Aviation Ministry (RLM) and in 1938 was responsible for the administration of 1. the Reich-owned facilities leased to companies in the aviation industry, 2. the Reich's holdings in companies in the aviation industry and 3. the investment loans [2]. In the course of the so-called "capital cut" to reform corporate financing, the investment loans granted until then were converted into state aid for special depreciation and firms were encouraged to use more of their own funds and borrowed capital to finance investments. To this end, both the RLM and the Reich Ministry of Finance (RFM) considered it sensible to set up their own commercial bank for aviation, whose loans were intended to stimulate the involvement of other banks and other donors and to which all Reich shareholdings in the aviation industry and aviation were to be transferred. On 9 June 1939 Luftfahrtkontor GmbH received its banking licence from the Reich Commissioner for Banking and quickly acquired the character of a "universal bank for German aviation" [3] after the start of the war. In addition to the conventional investment loans, the Luftfahrtbank increasingly granted the aerospace armaments companies - similar to the Deutsche Industriebank for the suppliers of the army and navy - the credit assistance provided by the Reich Economic Ministry (RWM) for the mobilization of arms production (in short: "mobkredite") with Reich guarantees from autumn 1939 onwards. This resulted in a substantial increase in the Bank's lending volume, which, together with the significant increase in managed participations and deposits from aviation companies, as well as increased activity on the stock exchange and the money market, led to the Bank being renamed "Bank der Deutschen Luftfahrt" and converted into a stock corporation (AG). This was in response to the wish of the General Airworthiness Officer Ernst Udet that "the company's status as a bank should be expressed in the company name" [4]. Like its predecessor Luftfahrtkontor, the Bank der Deutschen Luftfahrt initially resided in Berlin-Schöneberg, Am Park 12. In the night from March 1 to March 2, 1943, Ge‧bäude burned out completely after an Allied air raid, whereupon the bank had to move its Geschäfts‧räume to the center of Berlin (Werderstr. 7). As a result of the fire, loss of files also seems to have been the cause of complaint [5]. Dissatisfied with the accommodation that was not considered to be standes‧gemäß, the bank pushed in the spring of 1944 the efforts that had previously been made by the Jewish company Panofski

              Tradition: The Großherzogliche Badische Baugewerkeschule was founded in 1878. Since 1919 it was called "Badisches Staatstechnikum" or "Badische Höhere Technische Lehranstalt (Staatstechnikum)" (1923), since 1946 "Staatstechnikum Karlsruhe", since 1963 "Staatliche Ingenieurschule Karlsruhe", since 1971 "Fachhochschule Karlsruhe - Hochschule für Technik"; in 2005 it was renamed "Hochschule Karlsruhe - Technik und Wirtschaft". In contrast to the architecture department of the Polytechnic University, the drawing examination papers of the students of construction trades were kept at the school. As far as the documents were not collected by the school administration - especially in the period after about 1970 - an extensive, largely coherent set of plans has been preserved. It was handed over to the General State Archives in 1999 together with a transfer list in Access format, and more recent work was added in 2004. In the archive, the entire holdings were signed, packaged and re-registered by the ladies Mohd, Hummel and Vogt, the list of consignments was edited and converted into 'scopeArchiv' in 2012. The variety of query options (by building type, drawing technique, etc.) was retained in 'scopeArchiv' in a field visible only to the archive staff and in the source file (Access).a few privately owned student works that came to the General State Archive with the Thomas Kellner Collection in 2006 were incorporated; the drawing portfolio of Franz Kühn for the years 1934 to 1937 is now available as a sample portfolio for all subjects at the end of the student works.Further student works, which were delivered together with files of the building department also in 2004 - among them e.g. building photographs of Black Forest farms of the excursion of 1937 -, are recorded in inventory GLA 592 Access 2004-69. Some building photographs of monuments from this convoy were probably inadvertently taken over into the general plan inventory GLA 424 K. Plans (blueprints) of the Karlsruhe City Planning Office for the redesign of the Market Square from 1974 were submitted to the City Archive. Content: The approximately 100-year-old tradition conveys the teaching methods of drawing and the architectural expectations of the time between historicism and modernism and is thus an outstanding source for the transformation of technology, architectural aesthetics and reception behaviour over the social ruptures of the 20th century. Probably the most valuable part, almost half of the total stock, is taken up by the plans from the subjects of construction survey and design; the names of the subjects changed in the process. The annual publications of the Baugewerkeschule, such as the "design of bourgeois residential buildings" by the construction students or the recording of "patriotic monuments" in the whole of Baden by the prospective trade teachers, show that the focus here was on the core of teaching at least until 1914; part of the semester and holiday work was thus published promptly in large-format volumes (cf. the incomplete series in the library of the General State Archives, Cw 8102ff, 1885-1914 and individual proof pages, together with pages from architecture and engineering textbooks, as an appendix in fonds 592 K). In the 1920s, industrial and functional buildings came to the fore. During National Socialism, the main focus of interest was on the design of housing estates, and in the cataloguing of architectural monuments almost exclusively farmhouses in the Black Forest and in Baden's Franconia region; these architectural photographs are of particular value as historical architectural sources (a photo in No. 1581 shows members of one of the 1937 field trips to take a picture of a farm). But also the registration of e.g. Karlsruhe city centre buildings, which were destroyed during and after the Second World War, or the systematic mapping of Überlingen town houses in 1935 are important and so far almost unknown architectural inventory achievements. In the post-war period, photographs of buildings appeared almost exclusively as part of general drawing lessons; interior designs were added in the 1960s. All in all, the student works provide a good insight into the "tempo" of style change and architectural convention, precisely because of their dependence on current teaching and building practice. Photographs of architectural monuments on Lake Constance by the Constance photographer German Wolf from the years around 1900 form a separate group. They are testimonies to early monuments inventory, in the context of the building photographs perhaps as a model or as material for teaching. In contrast, photographs of plans whose originals were missing - mostly montages on large cardboard boxes from the 1960/1970s - remained in the main inventory. Drawing templates and other foreign materials were summarised, plans such as photos, which had gotten between the pupils' work as teaching aids; they can now be found at the end of the collection, as far as they could not be collected as duplicates. Access database: The database of the University of Applied Sciences will continue to be maintained as it allows further access to the stock due to its sorting possibilities, but does not have the same text status as the available finding aids data.               History of the Inventory Designer: Foundation of the Berliner Handelsgesellschaft (BHG) in 1856 as the first pure securities bank in Prussia. It had belonged to the leading group of major Berlin banks since 1880. In the period that followed until 1933, the bank was strongly influenced by Carl Fürstenberg as managing director. The foundations of BHG were the international bond business, railway financing and banking business with industry. BHG had a special position in the German banking industry because it had neither branches nor depositary banks and was an issuing bank which conducted the 'regular' banking business only to the extent necessary to enable its customers (industrialists, group owners, provincial bankers and only a few private individuals) to obtain continuous credit. After 1945 the head office was moved to Frankfurt am Main. In 1970 the bank merged with Frankfurter Bank to form Berliner Handels- und Frankfurter Bank (BHF-Bank). Characterisation of the contents: The secretarial files consist of the company correspondence with domestic and foreign clients arranged by years, including documents of the banking business 1895-1945.               Description: Heinrich Billstein, former deputy, last resident at Konrad-Adenauer-Ufer 101. 2.5 hundredweight books, 3 albums and 19 files from the daughter Mariette Becker and her husband were handed over to the Historical Archive on 13.03.1974. IntroductionWith this publication, a collection is made accessible which, due to its poor state of development, had previously only been available to a limited number of users. The documents possess only to a limited extent the characteristics of a genuine hand-file collection; rather, their structure also makes them closely related to collections and documentations. BiographischesHeinrich Billstein was born on 23 January 1883 in Cologne. His father Michael Billstein was a brewer and innkeeper; he belonged to the Centre Party and was a member of the City Council from 1894 to 1905. Shortly after his re-election in November 1905, he died on 21 December. He represented the interests of the commercial middle class in the centre faction and was a not unimportant member for the Catholic party, through which it gained access to the important clientele of brewers and innkeepers, a social group belonging to the 2nd electoral class. Heinrich Billstein completed his legal studies in Freiburg, Münster and Bonn in 1902 after obtaining his Abitur at the Städtisches Gymnasium Kreuzgasse, passed the 1st state examination in 1905 and the 2nd in 1911, both with the grade "good" by the way. In the meantime he had received his doctorate in Leipzig in 1908. After temporary employment as a court assessor and assistant judge at the criminal and civil chambers of the Regional Court of Cologne, he joined the administrative service of the City of Cologne as a city assessor on 12 June 1912: He was appointed to the tax department to relieve the First Deputy Konrad Adenauer. In this function Billstein succeeded Paul Berndorff, who was elected deputy a few days later. Both belonged to the Centre Party, which since its stable majority in 1908 had sought to replenish the higher administrative apparatus with its party supporters and to eliminate the disadvantage created by decades of liberal supremacy. On 12 June 1914 Billstein was elected as a deputy; but before the election confirmation from Berlin arrived on 13 August and the planned inauguration could take place on 3 September, he had already been drafted for military service. After being discharged from military service on 4 November 1918 - Billstein was last captain of the reserve and battery leader in an artillery battalion - he took up his administrative duties three days later, on 7 November 1918; in the following period he managed various departments. He was re-elected on 20 May 1926 at the end of his twelve-year term of office. On 18 June 1933, the National Socialists removed him from office. After the end of the Second World War, the 62-year-old Billstein refused, for health reasons, to comply with the request to return to the administrative service. Persecutions and harassment by the local NSDAP local group, especially in the last days of March 1945, had so physically afflicted him that he was not in a position to participate in the community's new beginning and reconstruction. He died on 28 June 1956 in Cologne. Billstein had been married to Frieda nee Eigel since March 6, 1909; two children resulted from this marriage.administrative activities and scope of businessAccording to the business distribution plan of 1914, Billstein was to assume responsibility for all taxes (departments 5, 6 and 7 at that time) with the commencement of his assistant activities, continue to supervise the Cologne Association for Further Education in Law and Political Science, control the compensation of school, poor and police costs with the neighbouring communities, and supervise the management of the City School Register Office. With his return from the war he was given a large part of the war economy, i.e. the deficiency management that was organised during the First World War and took on an ever larger business volume in order to be gradually dismantled after the war and in accordance with the requirements of the Reich. While Heinrich Schäfer (SPD) organized the food management and supply, Billstein's activities extended to the clothing department, the coal office, the price inspection office, the brand headquarters, the economic department, the substitute means office and the police inspectorates set up for monitoring purposes. Finally, with the supervision of the city committee and the registry office, he was given responsibility for two classic administrative fields. These areas of responsibility were completely changed as early as 1921: Billstein now has powers over Office 12 - Police (Building, Road and Construction Police), Office 2 (Vehicle Fleet, Street Cleaning, Waste Collection and Fire Extinguishing), Department 14 (Trade, Commerce, Chamber of Commerce, Crafts and Guilds, Commercial Court, Commercial Court, Local Sewing Committee) and Office 26 (Commercial and Commercial Training Schools, Commercial Schools, Vocational Private Schools). Two years later his business circle changed again completely. Instead of the previous tasks in the area of promoting trade and commerce, Billstein was now entrusted with the supervision of social administration, such as welfare administration, especially welfare institutions and institutions, orphan and youth welfare. In addition, there was the supervision of youth care and the promotion of physical exercises, the supervision of sports clubs and the organisation of sports events. Billstein was to keep this area as a department until the end of his service; so he was also remembered for this decade from 1923 to 1933 as the city's sports department head. Furthermore, he again took over the supervision of the City Committee and the responsibility for the Cologne Association for Further Education in Law and Political Science, which had already been assigned to him in 1914. While he lost the City Committee again in 1926, the training facility for civil servants remained in place until he was dismissed. 1926 was another year in which a deep cut was made. Billstein lost the competence for the welfare and youth care, received again for some years (until 1931) the police supervision, then the competence for the management of the city halls and economies, here particularly the Gürzenich, and the allotment garden administration. Five years later, in 1931, Billstein undertook the last far-reaching reorganization of his business. He relinquished his authority over the police, the management of the city halls and the allotment gardens, and in return was supervised by the economic department, i.e. the tasks he had already temporarily performed in 1921 to promote trade and industry. In addition, responsibility was assumed for the ports and shipyards, the hydraulic engineering department and aviation matters with Butzweiler Hof Airport. With these fields of activity, he inherited the deputy August Haas (SPD), who had taken up his new post in Kassel in 1930 as chief president of Hessen-Nassau. With these responsibilities, Billstein was given the position of Head of Economic Affairs for the remaining two years. The constant changes in business organisation and distribution, as was typical for Adenauer's time as Lord Mayor, and the unstable responsibilities are reflected in the structure and content of the papers and documentary documents left by Billstein. They are sporadically enriched with documents that arose during the representation for absent co-ordinates. However, since the system of representation was not rigid, but constantly changed, documents from almost all administrative areas were preserved, such as the administration of health care and hospitals (deputies Peter Krautwig and Karl Coerper, both centres), culture (deputies Johann Meerfeld, SPD), the department business of economy, traffic and broadcasting (deputies August Haas, SPD) and the social administration, gardens and baths as well as the slaughterhouse (deputies Johannes Bergmann, centre).Structure of the documentsThe content of the inventory comprises approx. 30
              us administrative processes, including extracts from the minutes of the meetings of the Administrative Conference, from internal processes of the offices and services subordinated to Billstein; financial matters in particular, including the questions of the structure of income and expenditure of these administrative bodies, the budget and the constraints on savings, then processes relating to personal data such as promotions, documents relating to the meetings of the City Assembly, so many reprints, often with attachments to the agendas, and to the various committees. Most of the present material is not original in nature, but consists to a large extent of copies and reprints, some of which Billstein used as memorial and memorial aids; occasionally, discussion notes are also preserved. To a limited extent, the collection also includes letters and reports by Billstein, also in typewritten form after dictation, as well as invitation and thank-you letters. The scope of Billstein's elaborations and concepts for speeches at receptions, conferences and club anniversaries is not insignificant, and newspaper articles make up a considerable part of the documents. Billstein had an anteroom officer in his department office cut out articles from newspapers he had previously marked with a cross. This collection of articles only considers the Kölner Zeitungen, namely the Kölnische Zeitung with its local edition, the Kölner Stadt-Anzeiger, the Kölnische Volkszeitung with the Kölner Lokal-Anzeiger, the Rheinischer Beobachter as temporary successor of the Lokal Anzeiger, the Kölner Tageblatt, the Rheinische Zeitung and the Socialist Republic. According to a report dated 24 May 1929 (see No. A 678. BI. 227), the Rheinische Zeitung, the Kölner Stadtanzeiger and the Sozialistische Republik became official, while the Kölnische Volkszeitung and the Lokalanzeiger were purchased privately by Billstein. The other editions are not reported. Then the material filled at that time "3 medium-sized cabinets". It covered all areas of local government and dates back to the war and pre-war period. Only with regard to the war economy and food supply were articles, mostly in hektographed form, from economic services, so-called economic daily reports, consulted in addition to newspapers, and the content of the newspaper articles was predominantly based on local Cologne topics. Only in the great issues of the time, such as the reparations negotiations, the elections, the resignations and new formations of Reich Cabinets, then especially the economic crisis and the financial and budget crisis of the Reich, the Länder and the municipalities, did one go beyond local references and collect articles with supralocal, partly regional, partly national themes; but here, too, almost exclusively articles from newspapers of Cologne provenance were taken into account. The reference to the offices and agencies administered by Billstein is sometimes quite far-reaching. On the other hand, issues such as weather and climate, which appear to be remote, are more closely intertwined with Billstein's tasks, for example with regard to his responsibility for measures against the Rhine flooding and for the settlement of flood damage. Billstein apparently took over some of these documents from his predecessor in this administrative area, the deputy Hermann Best (liberal). In the context of the administrative reorganisation of 31 January 1928, which summarised the entire public relations work in a press and advertising department at the newly established Transport and Economic Office, and in connection with the press and the increased interest of the administration, especially Konrad Adenauer, in press and newspaper issues, a press and newspaper archive was set up. An exact date is not known; the archive seems to have fully developed its activity in a gradual process in 1930/1931. (See organisational decree of 31 January 1928. in: Administrative Gazette of the City of Cologne. Vol. 5 (1928). No. 5; Administrative Report of the City of Cologne 1929/30 (Cologne 1930). P. 56: cf. 1930/31 (Cologne 1931). S.39 f, pp. 1931/32 (Cologne 1932). p. 39f.) In this context of the reorganization of the administration and the efforts to simplify business, the office director August Lentzen of the Departmental Office Billstein in the above-mentioned report of May 1929 recommended the submission of the documents to the new archive. In his report, he also referred to the newspaper archive of the Fair and Exhibition Office, which would have to be combined with the new press archive. (According to the administrative report 1930/31 (Cologne 1931), p. 39, this newspaper archive was here called "Literarische Abteilung-genannt, aufgelös und deren Aufgaben von der Presse- und Werbeabteilung übernommen) He also mentions the excerpts already "collected before the war in an exemplary way by the University and City Library". By bringing together the various collections of articles, Lentzen explained, the material could be used by the entire administration. In order to deliver the documents of the Billstein department office, an antechamber officer has now drawn up a list of about 380 files by topic and duration. By the end of 1929 these files had not yet been handed over. (See No. A 678: The negotiations end with the note (BI. 228 v) of 30 October 1929 that Miss Volk would probably "take over the collection for the archives of the Lord Mayor"; she wanted to discuss the matter further with Billstein, but did not know about the tent where the archives should be accommodated. Accordingly, the press archive had not yet been set up at that time.) They were, however, handed over in any case; for many of the files existing in the Billstein holdings are preceded by a form on which the delivery to "the newspaper archive to be newly established at A 1" was noted with the name of the corresponding predecessor file as well as the subject and the duration. (E.g. file concerning coal supply 21.12. 1920 --21.8.1922: No. A 521; affairs of A 2 19.6.1920 - 5.3.1925: No. A 536; dismantling of war economy enterprises and forced economy 8.7.1920 - 11.7.1921: No. A 531; identity card affairs, welfare office for expellees 20.3.1923 - 27.3.1925: No. A 491; war-affected persons welfare, war survivors welfare 12.3.1923 - 12.3.1925: No. A 492; Verein für Volkswohl, Volksküche 18.5.1923 - 14.12.1923: No. A 524. Afterwards the files were probably handed over via A 1 (Organisation- und Personalamt. Department Dr. Berndorff) to the newspaper and press archive which was in the process of being founded.) These files, which can be clearly determined from the list attached to the report, coincide with the documents of the present collection with regard to the subject matter and extend from 1919 to approx. 1922 - 1923 in individual cases, such as series up to 1929. Such series were present above all in the area of war economy and food management (coal supply, fight against traffickers and usury, food supply such as fruit and vegetables), can also be proven in files of classical administrative action (city council with eleven volumes, police inspection, municipal railways, statistics, civil servant pay, welfare, housing affairs). However, they were also created for processes that do not directly affect local self-government, but are nevertheless not insignificant for the municipality, such as individual parties such as the Centre, the KPD and the SPD, or negotiations concerning reparations. In addition to the series, the list also included individual files on all questions of the Cologne city administration, including trade unions, associations, trade and commerce, the economy and transport. All files handed over to the administrative archive at that time are no longer available and must be regarded as a loss during the war. With today's lack of municipal administrative files and documentation from these years of the Weimar Republic, the loss of tradition is very much to be lamented. The surviving holdings, catalogued in this publication, were transferred to the archive in 1938 by the Assistant Heringhaus, as he informed his colleague, the Head of the Department of Culture, Ludwig, on 7 July (cf. Best. 8900 (Alte Repertorien), A 164). He instructed Billstein to keep the "approximately 500 hand-files" he had collected there until they could be used in the preparation of a planned chronicle of the city of Cologne and until a suitable office had been appointed to manage the chronicle of the city of Cologne. a few files and documents for professional training as well as a larger batch of books and magazines were handed over to the archive in 1974 by Billstein's daughter, Marietta Becker. The scarcely 20 files were integrated into the existence. until into the eighties the existence was registered only to the half and also only by a keyword-like file subject without running times according to list. As part of the investigation of sources on the history of National Socialism in Cologne, Friedrich Kröhnke and Werner Jung, as staff members of the former NS Documentation Centre, the NS Documentation Centre of the City of Cologne, which had become independent a few years ago, sifted through all files on Nazi issues, including those not yet recorded in the titles. The previously unrecorded files with the short meetings and durations noted on the file covers were recorded in the form of a card. In the following years, attempts were made to make the files more accessible by student assistants, to specify the subjects by more extensive titles and to make them accessible by more detailed notes on content, and also to structure the result of the indexing for the first time. A finding aid book planned at that time had to be postponed after first attempts, since the result was completely unsatisfactory. Finally nothing helped more than to undertake the entire inventory again and to sight sheet by sheet. Since the files are usually organized after commercial filing, the listing follows this order and names the file contents after the chronological sequence, thus depending upon case beginning with the last sheet of the file. With regard to the indexing of the contents of the individual file units, first the actual file processes are named, then the newspaper articles are listed, and finally the official and other printed matters are mentioned. In order to make the character of the individual files easier for the user to recognize, they were marked with the abbreviations A (mainly file processes), Z (mainly newspaper articles), M (mixed form). (This identifier was transferred to the comments field during the retroconversion of the holdings.)Source value of the reference files Due to the high war losses, the once existing serial character of the holdings has not been preserved. Thus the traditional picture now gives a fragmentary, somewhat incoherent impression. Thus, the hand file collection is of very limited informative value for in-depth structural investigations of Cologne's urban and administrative history. Its value lies rather in the multitude of persons, events, associations, events and administrative processes mentioned, which are often only occasionally documented and can hardly be followed in their genesis and further development. In view of the great loss that the City of Cologne suffered in its administrative documents, collections and documentations as a result of the war destruction, the collection has a certain significance for the history of the city and its citizens during the Weimar Republic. Whether the object was worthy of this intensive treatment, that can ultimately only decide the user.               History of the Inventory Designer: In 1880, the "German Agricultural Council" suggested the creation of a "Reichszentrale zur Beobachtung und Vertilgung der die die Kulturpflanzen schädden Insekten und Pilze" (Reich Centre for the Observation and Eradication of Insects and Fungi Harmful to Cultivated Plants). On 24 March 1897, the Member of Parliament and practical farmer, Dr Dr hc. Albert Schulz-Lupitz in the Reichstag, an initiative for the creation of an "agricultural-technical Reichsanstalt für Bakteriologie und Phytopathologie". A necessity was given by the annual damages in the agriculture and forestry by diseases and pests of the cultivated plants and because of the importance of certain bacteria. This request was initially postponed until the following year and was finally dealt with again on 28 January 1898. On that day the Imperial Health Office demanded 2400 Marks for a "botanically trained unskilled worker" who would not only carry out the food examinations, but also the botanical work for the pharmacopoeia and the exploitation of plants from the protectorates, as well as be active in the field of plant protection. Finally, on 25 February, a commission met at the "Imperial Health Office" to discuss the planned establishment of a "Biological Department" at the Health Office and to draw up a first memorandum. The integration into this office was carried out because the now projected tasks (e.g. combating phylloxera) had been carried out there for years. The founding memorandum set out the tasks of the future research institute in eight points and became part of the "Law on the Determination of a Supplement to the Reich Budget Budget for the Financial Year 1898". In 1899 this department already comprised four laboratories in the newly built building of the "Imperial Health Office" in Klopstockstrasse in Tiergarten. Initially the department (see Reichstag printed matter no. 241, 1898): - study the living conditions of animal and plant pests of cultivated plants and gain the basis for their control, - study the damage to cultivated plants caused by inorganic influences, - study the beneficial organisms from the animal and plant kingdoms, - study the microorganisms useful and harmful for agriculture, and - study the diseases of bees. - In addition to the experimental activities, the following tasks were also assigned to the department: - Collecting statistical material on the occurrence of the most important plant diseases at home and abroad, - Provision of difficult-to-access literature (in particular from abroad) to the state institutes, - Publication of common publications and leaflets on the most important plant diseases, - Training of experts (for the German colonies). For field experiments, a test field was leased in Dahlem on the site of the "Royal Prussian Domain" at today's Königin-Luise-Strasse 19. In May 1898 the construction of a greenhouse with insulating cells and a small laboratory building began on this site. When the "Biological Department for Agriculture and Forestry at the Imperial Health Office" was founded, Oberregierungsrat Dr. med. h. c. Karl Köhler was director of this office. The first head of department was then in 1899 the Privy Councillor Prof. Dr. Albert Bernhard Frank, who died in 1900. His successor was Privy Councillor Prof. Dr. Carl Freiherr von Tubeuf, who was appointed to Munich after only a few months. In 1902, Dr. Rudolf Aderhold, Privy Councillor, became the new head of the government. He was followed on August 1, 1907 by the Privy Senior Government Councillor Prof. Dr. Johannes Behrens, former head of the "Bacteriological Laboratory". A further change of leadership did not take place until 1920, when Privy Councillor Prof. Dr. Otto Appel became Director of the BRA. He was succeeded from 1933 to 1945 by Dr. Eduard Riehm, Senior Government Councillor, as Director and from 1937 as President of the BRA. The working group with the German Entomological Institute of the Kaiser Wilhelm Society, founded in 1934, was intended to promote systematic and morphological research in the field of applied entomology. It is suspected that the archival material handed over to the Reichsarchiv by the BRA and the other branch offices was destroyed during the destruction of the archive in April 1945.               Foreword Forest Office Bischbrunn: Administrative history: The Forest Office Bischbrunn has its roots already in the 17th/18th century. For the area of the Spessart, a Oberförster was responsible at that time, to whom individual precinct-försters were subordinated. Bischbrunn belonged to these districts. However, after these areas came to the Kingdom of Bavaria at the beginning of the 19th century, a fundamental reorganization of the entire forestry service took place on 22.12.1821. Among other things, the Bischbrunn Forestry Office was created, but its seat was in city tents. To it belonged the districts Altenbuch, Krausenbach, Rohrbrunn, Torhaus Aurora and the municipal districts Collenberg and Michelrieth. The changes in the ruling conditions after the revolution of 1848 necessitated a new forest organisation, which came into force on 1.7.1853. The Bischbrunn Forestry Office now became the Stadtprozelten Forestry Office. With renewed reorganisation of the forestry in Bavaria, own forestry offices were created from the former hunting grounds with the execution order of 23.6.1885. The Bischbrunn forestry office was established with its external staff in the Aurora and Zwieselmühle gatehouse. After the first dissolution of the forestry office Marktheidenfeld (see Reperotrium 5.1.-58) its places Kreuzwertheim, Röttbach, Ober- und Unterwittbach, Wiebelsbach, Rettersheim, Trennfeld, Altfeld Michelrieth, Kredenbach, Esselbach, Glasofen, Marienbrunn, Hafenlohr and Windheim were placed under the administration of the forestry office Bischbrunn. This forestry office existed until the forest reform of 1973. 1974 it was finally dissolved and its area of responsibility was subordinated to the forestry office of Marktheidenfeld, whereby the forestry office of Marktheidenfeld, re-established in 1973, for a short time (until 1.3.1975) even bore the name "Forstamt Bischbrunn mit dem Sitz in Marktheidenfeld" (see chronicle of the forestry office of Marktheidenfeld 1885 - 1985). Only with the final renaming in forestry office Marktheidenfeld there was no more forestry office Bischbrunn. A large part of the Spessart Game Park also belonged to his territory, which was created as early as the 18th century for the hunting care of the authorities and was only finally abolished around 1945. Its care and administration, which were not unproblematic, were the responsibility of the forestry office. Inventory formation: Some of the existing older files were already begun in the administration of the Bischbrunn district before the establishment of the forestry office and then continued at the forestry office. However, they all end in 1974. Hardly any files were kept at the forestry office in Marktheidenfeld. A file repertory has been preserved for the older files. All files available here, which were completed before the introduction of the standard file plan of the forest administration (1953), were assigned to this old file plan. The more recent transactions have been adapted to the unit file plan. to the State Archives: The files were largely taken over by the State Archives from the Marktheidenfeld Forestry Office in 2005. Of course, earlier smaller file duties were incorporated. Instructions for use: The files were divided into two groups, those which could be assigned to the older file plan and those which could be assigned to the unit file plan.               Inventory description: Dept. 18 Bauordnungsamt Scope: 1129 VE (= 197 archive cartons and Überform, 32 lfm = status 14.4.2014) Duration: 1840 - 1990 (above all 1900 - 1950) I. For the development of the building administration Due to the considerable increase in municipal building activity, an independent building and civil engineering office was set up in 1891 in place of the previous city building authority by resolution of the city council assembly, with the building police being located at the building authority. From 1899/1900 the offices were again combined as the Stadtbauamt (Stadtbauamt) (under master builder Georg Metzler, from 1910 Hermann Hüther) with further personnel reinforcement, whereby the following departments existed (essentially until 1939): - canal and road construction; - harbour constructions; - building police and building maintenance; - new construction; - surveying office; - horse husbandry/street cleaning/garbage removal; - municipal nursery; - registry/office. In 1939, after a division of the city planning office, there were three separate offices - building police; - municipal building police (with the building police under the direction of the city planning council (since 1933) Walter Köhler, the latter also included the city nursery); - municipal civil engineering office including street cleaning and surveying office (director: city planning council Hüther). The division of the department in spring 1946 provided for a building department (department head: Hanns Schmitt). After the retirement of Walter Köhler (1890-1977) in 1956, the management of the building administration was transferred to Listmann. At that time it comprised - the building administration office (including the rent authority); - the office for town planning and building supervision; - the building construction office; - the civil engineering office; - the surveying office; - the garden office. Since then, the building administration has been reorganised several times, most recently comprehensively at the beginning of 1998 with the establishment of a building authority from the merger of various building authorities and the establishment of a building maintenance and administration company. II. structure and content The department set up in 1996 in the course of relocations is composed of the file deliveries of the Building Code Office (63) in connection with the demolition of private residential and commercial (non-urban) buildings. The material came into the city archives mainly in the context of a large takeover on 10.02.1993, further by smaller levies. These are mainly building police approval procedures (individual case files) of the city planning office or city building department, which are laid out according to streets or companies.               1. on the history of the central management: The founding meeting of the central management of the charitable association took place on 29 December 1816 in the old castle in Stuttgart. Queen Katharina called together a circle of distinguished men and women to communicate her plan for a "charity society", drawn up with the permission of her husband, King Wilhelm I. After further meetings, the central management of the charity was constituted on 6 Jan 1817, approved by royal decree the following day, and the first public call for the formation of local and regional authorities was made. The new institution grew out of an older root. Already in 1805 a "private society of voluntary friends of the poor" had come together in Stuttgart, which wanted to alleviate the plight of the poor in the city by providing public food and employment. But in the inflation of 1816/17 their strength was by far not sufficient. On the one hand, the population in the flat countryside suffered, on the other hand, the society itself in the city of Stuttgart could only inadequately fulfil its self-imposed task. The members of the central administration were appointed and appointed by the queen, after her death by the king; they were active in an honorary capacity and were supposed to represent all strata of the population. The direct leadership had been reserved for the Queen; her deputy in the chair and her successor as president of the central leadership was Privy Councillor August von Hartmann (1819-1847). The office rooms were provided by the state and the reporters and civil servants were paid from the state treasury. The accounts were therefore subject to State control. Central management was not a government agency. As a special institution under the king's control, it was nevertheless able - in accordance with the queen's wishes - to make far-reaching decisions quickly and found the necessary support from the state administrative authorities during its implementation. It was active in the country through the "District Charity Associations", which were formed in the upper districts from the heads of the church and secular administration and in some cases also through "Local Charity Associations" in individual towns. In the city of Stuttgart, the "Lokalwohltätigkeitverein" (local charity association), which emerged from the "Privatgesellschaft" (private company), took over the tasks of a district charity association (see F 240/1), while a separate district charity association was set up at the Stuttgart office - as was the case with other higher offices. In addition to providing the population with food and clothing in years of need, the fight against beggars on the one hand and job creation on the other formed the focal points of their activities. To stimulate savings activity, the "Württembergische Sparkasse in Stuttgart" was founded with an announcement dated 12 May 1818, the supreme supervision of which was transferred to the central management (see portfolio E 193). On 16.5.1818 the "Royal Army Commission" (see fonds E 192) was established as a collegial state authority to carry out state tasks in the promotion of the poor and the economy. Practically only members of the central management belonged to it, so that a very close personal dovetailing with this was given. The central management not only wanted to eliminate current emergencies, but also to get to the root of the problem. For example, industrial and work schools have already been set up for children in order to promote diligence and manual skills through straw and wood work, to prevent neglect and to help them earn some money. In 1849, these existed in 99 towns of Württemberg and employed 6400 children. Vocational training for the next age group was promoted with apprenticeship contributions. Emergency shelters were built for girls at risk, sick and hard-to-reach people were supported in institutions and homes, trade and commerce were supported with loans. In cooperation with the Central Office for Trade and Commerce, the central management (see inventory E 170) introduced new branches of work into the Württemberg economy and promoted the sale of its products. Since 1823, the impoverished communities have been given targeted help in the form of a special state aid and improvement plan; the implementation of these measures was the responsibility of the Armenkommission. Since the middle of the 19th century, the fight against the consequences of natural disasters and war emergencies, as well as disease control, has slowly come to the fore of the central management's activities. The necessary funds were raised from collections and annual state contributions and have been held in an emergency fund since about 1895. In the time of crisis during and after the First World War, the central management used all means at its disposal to help steer the need. At the same time it was the office of the National Committee for War Invalidity Welfare, the National Foundation for the Survivors and the National Office for Homeworking Unemployed Women, organised large collections of money for the benefit of children's, middle-class, old-age and homeland emergency aid and managed the distribution of donations from foreign relief organisations in cooperation with the district charity associations. In addition, she conducted the business for social charitable associations and for national collections, in particular for the Landesverband für Säuglingsschutz und Jugendfürsorge, the Verein für entlase Strafgefangene, the Heimatnothilfe, the Künstlerhilfe and took over the tasks of numerous welfare associations and foundations that had entered into the inflation period (see For more than a century, the central management of the charitable association was and remained the switchboard for welfare work in Württemberg. The central management has always been in close contact with the institutions and associations and has turned its special attention to them by giving suggestions or making significant contributions to numerous foundations. The "Blätter für Wohltätigkeit in Württemberg", today "Blätter der Wohlfahrtspflege", published since 1848, spread far beyond the immediate sphere of activity of the central management, but with the expansion of the state tasks the central management gradually lost its independent position. In 1921 it became an institution under public law under the supervision of the Ministry of the Interior and was now called "Central Management for Charity". During the National Socialist era it was renamed "Zentralleitung für das Stiftungs- und Anstaltswesen" (Central Management for Foundations and Institutions), with corresponding restrictions on its scope of duties, since the "National Socialist People's Welfare Office" reserved for itself the more popular areas, in particular emergency aid ("Winterhilfswerk"). After the end of the 2nd World War, the scope of the central management was expanded again and its sphere of activity extended to the former Prussian administrative district of Hohenzollern. But it could no longer attain its former significance. In 1957 it became the "Landeswohlfahrtswerk für Baden-Württemberg" in the form of a foundation under civil law with its registered office in Stuttgart, Falkertstr. 29. 2. On the history of the registry: the first office of the central management of the charitable association was established in the summer of 1817 in the old castle in Stuttgart, in the same place where the constituent meeting of the central management had taken place on 6 January of the same year. The Chancellery, which was also responsible for the business of the agricultural central office, was run from 1817 to 1857 by Regierungsrat Schmidlin as secretary. In 1820 the Chancellery rooms were moved from the Old Palace to the Ministerial Building of Foreign Affairs. In the end, this had an unfavorable effect on the management of the registry and constantly forced compromises to be made. In 1825, 1837 and 1846 Schmidlin had lists drawn up of the files kept in the registry of the Central Management and the Army Commission. The files of both bodies were kept together. The special files (Aalen to Welzheim) were filed in subjects 1 - 66, the general files in subjects 67 - 84. The list of 1837 contains in contrast to the list of 1825, which only describes the general files, also a list of the existing special files and in the appendix a list of the 15 file fascicles handed over in December 1838 by Geh. Rat von Hartmann from the estate of Queen Katharina to the registry of the central administration. Unfortunately, the 1846 directory is no longer available. The connection between the offices of the central management of the charity association and the central office of the agricultural association (with separate registries), which had existed since 1817, was dissolved in 1850 with the transfer of the latter to the Legion barracks, when a second registry was formed for the latter on the occasion of the internal separation of the central management and the Army Commission in 1855; copyist Rieger had great difficulty in dividing up the files and ordering both registries. Due to the close interdependence of the Central Management and the Armed Commission - the members of the Armed Commission were all members of the Central Management - however, a strict separation was not always necessary at that time (and also with the new indexing 1977 to 1979, see E 191 and E 192).1856 In 1857 Chancellor Keller, successor of Secretary Schmidlin in the chancellery, expanded Schmidlin's file plan to accommodate the rapidly growing registry, whereby in particular the various matters previously united under general headings were separated. In the special files, subjects 1 - 66 increased by six to 72, so that the general files were now distributed among 73 - 114 instead of subjects 67 - 84. The files, which were stored in confined spaces in various rooms, could be found quickly on the basis of a central management file directory produced by Keller around 1860 and supplemented up to the beginning of the 20th century, which lists the file subjects in alphabetical order with fan descriptions. Secretary Kuhn undertook a comprehensive reorganization of the registry in 1874. On the one hand, he eliminated 403 file fascicles, mainly local files, for the old registry, which had been completed in 1877, and on the other hand he systematically structured the remaining registry files, leaving out the old subject classification. Obviously this new plan did not come to fruition due to a chronic lack of space, which the Secretariat complained about in a note dated 10 Dec. 1896 to the Ministry of Finance and asked for new premises to be provided. As a result of the sale of the entire property, these offices had to be vacated in 1906; since no suitable state building was available, the private house Furtbachstraße No. 16 was rented. Probably with regard to the move into the house Furtbachstraße, secretary Kuhn designed around 1903 in a modified form a new registry order, which was also then applied in practice. On 26 June 1914 the central administration finally moved into the house at Falkertstraße 29, which it had acquired from the estate of the Kommerzienrat von Pflaum and set up for its purposes. The new accommodation had a favourable effect on the registry conditions insofar as more extensive file accesses could be accommodated in the subsequent period. These were above all the files of numerous associations dissolved as a result of inflation, as well as files from the management of the Central Management for Social Charitable Associations, committees and large relief actions in the emergency years between the two world wars. The storage of these files took place in loose connection with the remaining files. Around 1936, a provisional list of files ("registry plan") was created for the files of the NS-Volkswohlfahrt (National Socialist People's Welfare) with the inclusion of newer files of the central administration. Archival documents on the history of the registry see E 191 Rubr. III 1c Büschel 4532 (offices) and Büschel 4533 (tools). 3. to the order and distortion of the stock: The old files of the central management were handed over to the Ludwigsburg State Archives by the Landeswohlfahrtswerk in 1968 and 1976. In 1976, individual books and periodicals were placed in the service library of the archive from the outset. State Archives Director Dr. Robert Uhland began in 1968 to organize and record the files and volumes, but was already stuck in the early days with this work because of other obligations. As part of a research contract with the support of the Volkswagenwerk Foundation, the holdings were then transferred from 1977 to 1979 under the direction of Senior State Archives Councillor Dr. Wolfgang Schmierer by the scientific director of the Volkswagenwerk Foundation. Employees Dr. Hans Ewald Kessler in cooperation with the archive employees Erwin Biemann and Helga Hecht. The final works, which included the inventory classification and revision of the title records, were carried out from 1981 to 1982 for the inventory group A (files and volumes), Amtsrat Karl Hofer, and for the inventory group B (printed matter), Archivoberinspektorin Regina Glatzle. Since at the beginning of the indexing there were no finding aids available, apart from a very inaccurate index of the older archives, especially for the older ones, it was also not possible to use the older registry data, some of which still existed. The old registers (E 191, Rubr. III 1b Bü 5992 - 5998) were only found during the indexing process. The extensive files and volumes were divided in the course of the indexing work and divorced into the holdings E 191 (central management of the charitable association), E 192 (Armenkommission) and E 193 (central management of the Sparkasse für Württemberg). The external files burst in the registry were excavated and integrated as independent holdings in accordance with their provenance into the corresponding holdings series of the State Archives F 240/1 (Lokalwohltätigkeitsverein Stuttgart), F 240/2 (Bezirkswohltätigkeitsverein Cannstatt), PL 408 (Wichernhaus Stuttgart), PL 409 (Verein zur Unterstützung älterer Honoratiorentöchter), PL 410 (association for artificial limbs), PL 411 (association for worker colonies), PL 412 (association for folk sanatoriums), PL 413 (national association for infant protection and youth welfare), PL 416 (Paulinenverein), PL 417 (Comité zur Beschaffung von Arbeit), PL 418 (association for shameful house arms), PL 419 (harvest association) and PL 705 (estate Heller). All these holdings contain files of originally independent organisations which have been taken over by the central management over time. The inventory E 193 was arranged and registered as a separate file group, which originated at the central management, but concerned its own closed field of work, as a separate file group.15 file fascicles originate from the estate of Queen Katharina and were handed over to the registry of the central management in the year 1838 by Privy Councillor v. Hartmann: they are incorporated in the majority in section I 3 of the inventory E 191. A list of these files is attached to the registry of 1837. E 191 was indexed in individual connected groups according to numerus currens, whereby the title records could only be arranged objectively after completion of the indexing.After several registration plans had been valid for the files of the central management, also different stock groups were not registered by these, the stock E 191 was arranged according to a new stock systematics under consideration of the business circles of the central management and preservation of old registration structures. the stock contains a large number of brochures, above all annual reports and statutes of socially active institutions and associations from the whole German-speaking area. As far as these were collected independently, they were registered under the inventory department B, further are in the associated files. Duplicates as well as the periodical "Blätter für das Armenwesen" and "Blätter der Zentralleitung für Wohltätigkeit in Württemberg", volumes 1890 - 1891, 1896 - 1922 and 1925 - 1939, were taken over to a large extent into the collections (JL 415) or into the service library of the State Archives Ludwigsburg. 7107 numbers in the volume of 97 m were included in the holdings E 191.               The file delivery of the Central Office for Trade and Commerce in Stuttgart. Von Walter Grube: The Königlich Württembergische Zentralstelle für Gewerbe und Handel (Royal Württemberg Central Office for Trade and Commerce) has assumed a particularly prestigious position among the authorities that the German states created for their economic administration in the 19th century. It originated as a state college under the Ministry of the Interior in the same revolutionary year of 1848, in which Prussia, Austria and Bavaria established special trade ministries; the notoriously thrifty Württemberg did not know its own ministry for economic affairs until the end of the monarchy, as Baden had in its trade ministry in 1860-1881. Nevertheless, the "Central Office", above all under the leadership of the great Ferdinand von Steinbeis (1856-1880), was successful in economic policy, which, in addition to the achievements of the ministries of trade and commerce of other countries, was quite impressive. It was thanks to the work of the Central Office that Württemberg, which was poor in raw materials, technically still lagging behind, and had unfavorable transport connections, soon became the actual state of state trade promotion, from which people for a long time tried eagerly to learn, not only in Germany. The Central Office played a decisive role in the restructuring of the Württemberg economic structure in the age of the Industrial Revolution. The historian of her first heyday in 1875 has divided her versatile field of activity into the following groups: 1. "Consultative services" in legislative and administrative matters: trade, customs, trade, banking and building legislation, coinage, measure and weight, commercial security police, iron and salt extraction, transport, taxation and more.a.; 2. teaching activities: trade schools, travelling teachers, trade training workshops, model and teaching material collection, trade model store, library, journalistic work, associations; 3. "Direct influence on commercial activity": markets, trade fairs, stock exchanges, exports, foreign commercial agencies; 4. direct influence on commercial activity": support with capital and technical suggestions for all branches of industry; 5. regimental activity" mainly as a state patent office, state exhibition commission, central authority for chambers of commerce and industry, state calibration authority and in the administration of commercial foundations. Among these activities, in the country conscious of its school tradition, "instructive work" has always rightly been regarded as a special glorious page of the Central Office; the Protestant Prelate Merz once called it a "jewel of Württemberg". Not least due to the educational work of the central office and the commission for the commercial further training schools founded in 1853, a down-to-earth tribe of recognised skilled workers grew from day labourers, small farmers' and vineyard gardeners' sons, from guilt-bound master craftsmen and a poorly developed trading class of that highly qualified entrepreneurship which, in addition to the broad stratum of vital small and medium-sized enterprises characteristic of Württemberg, has created many a company of world renown. The far-sighted way in which the Central Office, overcoming some resistance, drove trade promotion and economic policy in general at that time was still noticeable in its effects up to the crisis resistance of the Württemberg economy, which was widespread and much envied in the thirties of our century.After the state revolution of 1918 had also given Württemberg its own ministries for the economy (Labour Ministry and Food Ministry, 1926 united to form the Economics Ministry), the Central Office for Trade and Commerce was reorganised by decree of the State Ministry of 30 November 1920 under new distribution of responsibilities to the State Trade Office. For the organization of the state economic administration, this was not as revolutionary as the founding of the Central Office, with which a completely new epoch of Württemberg industrial history had begun. But the reorganization was more far-reaching than the repeated renewal of the "Basic Provisions" of 1848, through which the Central Office had repeatedly adapted itself to the changes in economic life and in the relationship between the state and the economy in the course of its seventy-year history. The Central Office, the creation of the revolution of 1848, thus underwent its strongest transformation to date through the revolution of 1918. As one can easily understand, the precipitation of files from the Central Office represents a unique source in the state sector for the economic history of Württemberg in the years 1848-1920. In addition, the Central Office had taken over not inconsiderable files of older semi-private institutions founded or sponsored by the state, such as the "Gesellschaft für Beförderung der Gewerbe" (Society for the Promotion of Trade) founded in 1830 and the "Handels- und Gewerbsverein" (Trade and Trade Association) founded in 1819, and later partly also the "Zentralstelle des landwirtschaftlichen Vereins" (Central Office of the Agricultural Association) established in 1817. The registry of the Stuttgart Central Office for Trade and Commerce in 1920, when it was transformed into the State Trade Office, contained the relevant records of a full century. The Central Office, like the majority of the 19th century ministries and state resource authorities, has not exercised little care in its registry. The first registry plan of the newly founded authority, which was first provisionally housed in the building of the Ministry of Foreign Affairs, was drafted in 1850 by Reinhardt's secretary, a booklet of only 37 pages; it remained in force throughout the Steinbeis era until the early eighties. The files taken over immediately in 1848 by the Gewerbeförderungsgesellschaft and the Handels- und Gewerbeverein were incorporated into the individual departments of the registry in 1850. The same procedure was followed when, in 1882, on the occasion of the reorganization of the registry of the Central Office for Agriculture, the previous files of the Central Office of the Agricultural Association had been handed over to the association, as well as again in 1888, when papers from the estate of the well-known national economist Moriz Mohl were handed over to the association. In 1869 a separate room had to be set up for the registry, which until then had been housed in the only chancellery room, and the three "full-grafted" file shelves had to be increased by two new ones. In 1883, not long after the Director (and later President) Robert von Gupp took office, a fundamental reorganization of the further swollen registry overflowing into the corridors and attic had become indispensable. The work was transferred by the Ministry of the Interior to the civil servant Heberle of the Oberamt Schwäbisch Hall, since it could not be handled by the few civil servants of the central office, and was only completed after three years. The new registry plan drawn up by Heberle, now already a volume of 200 pages, has been preserved, while his repertory, four times as extensive, unfortunately did not come to us. For the first time, Heberle systematically separated the current registry (then 1109 fascicles) from the old registry (then 1242 fascicles). On the occasion of these works also the first file cassations of considerable size took place (about 180 fascicles and volumes). The surviving elimination lists show that this was done conscientiously and that there was probably very little collected, which would be of interest to the economic historian today. The order created in 1883-85 has survived the relocation of the central office to the new magnificent building of the Stuttgart State Trade Museum in 1896; even today, a large part of the files can be found in the fascicles formed and inscribed by Heberle. In the new building, in 1901-1902, the old registry, which had already grown into a proper official archive, could be separated and appropriately furnished in the attic. In 1905-1908, Obersekretär Hauser produced a new file plan of 800 pages for old and current registries, using but also improving the Heberleschen order, which was in use until the reorganization of the Central Office in 1920 and has fortunately been preserved. The fact that substantial parts of it then fell victim to the bombs of the Second World War is one of the most sensitive source losses for research. All files of the Central Office, which had been sent to the Ministry of Economy by the State Trade Office in the wake of the organisational changes of 1920, were burnt with the Ministry of Economy, including valuable files on chambers of commerce, trade contracts and customs 1819-1870 as well as on railways 1857-1913. Apart from the ruinous remains, all files of the Central Office that were still in the possession of the Stuttgart State Trade Office during the Second World War have also been destroyed, including not only extensive material from the first two decades of the 20th century, which was still curious at the time, but also some departments dating back a long way, some of which still had files from the "Gesellschaft für Beförderung der Gewerbe" (1830-1848) and its predecessors. These were once two larger deliveries by the Stuttgart State Trade Office from 1930 and 1939, a total of about 40 m (today inventory E 170), and the files of the Patent Commission of the Central Office, which were handed over by the Reich Patent Office in 1939 and which, according to the German Patent Law of 25 January 1877, were not available for inspection. The first volume was sent to Berlin in May 1877 (Reichsgesetzblatt pp. 501ff.) (11 m, today stock E 170a), and finally 60 volumes of invoices from the Zentralstelle (1848/49-1908/09, 2 m), which the Staatsarchiv Ludwigsburg had taken over in 1921 with the invoice section of the former Finanzarchiv (today stock E 224a). The existing registry aids, administrative repertories, handover and elimination directories no longer allow even a rough percentage to be given today of how the volume of this rescued document (a total of 53 linear metres) relates to that of the lost document. But on the basis of Hauser's file plan of the Central Office from 1905-1908 at least the larger and for research most perceptible gaps in the inventory handed down to us can be determined. For example, most of the minutes of the meetings are missing, the files on the well-known Stuttgart State Trade Museum (the second oldest in Europe) and those on the Information Centre for the Construction Industry; in addition to the diaries, the once demonstrably existing files on the large library of the Central Office - the most important of Germany's trade libraries -, on social insurance, industrial legal protection, building legislation, traffic with foodstuffs, luxury foods and utensils have been completely lost. Despite these and other gaps, the preserved files of the Central Office and its predecessors still represent an invaluable source for the economic history of the Württemberg royal period. It is well known that the records of the commercial enterprises, most of which grew out of small businesses, are often extremely incomplete and not easily accessible for general use; the valuable archives of the Stuttgart and Ulm Chambers of Commerce were almost completely destroyed by the Second World War. The central tradition of state industrial promotion thus offers not only the only opportunity to explore the great transformation process of the 19th century as a whole; it is also widely the only source both of the history of hundreds of individual enterprises and of the emergence of economic self-government. This source was already not completely unused. But for a long time, the partially quite inadequate degree of their development prohibited the real exploitation of them. Only the annual accounts of the Central Office (in inventory E 224a) did not require any special expenditure for archival finding aids. In chronological order, you will find detailed evidence of all measures for industrial education and support for trade, of each "sending experts abroad and appointing tradesmen from the same field" (as one of the invoice headings reads), of the purchase of models, drawings, samples, sample tools, machines and inventions, of exhibitions and prize distributions, of the introduction of new branches of industry and the upgrading of existing ones, of the promotion of the sale of goods, of trade associations and craftsmen, and finally of expenditure on fundamental studies of industrial development. Anyone looking for individual companies or persons in the accounts must of course, in order to reach their goal quickly, already be aware of the vintages in question, and must also be content with the fact that 19th century accounts, less informative than some from earlier times, essentially give facts and only rarely motives.In 1949, the State Archives Ludwigsburg was able to complete a hand-written archive repertory for the patent files of the Central Office (fonds E 170a), which had been taken over in 1939 without any index, during the executive board of the then Oberarchivrat Dr. Max Miller. In two volumes (with together more than 1000 pages) it lists the protocols of the patent commission and some general files as well as the chronologically arranged special files on all Württemberg patents examined by the central office in the years 1848-1877 (with name index). In addition, for the years 1841 to 1848, it makes accessible the relevant preparatory files of the Central Office of the Agricultural Association, which was responsible for the patent system at that time, characteristic of the Biedermeier view of commercial economy. The collection, easily accessible since 1949 (a total of 2373 tufts), contains patent files of Swabian inventors (e.g. Daimler, Max Eyth, Magirus, Gebrüder Mauser and Friedrich Voith) as well as numerous patent applications of non-Württembergians (from the rest of Germany, from other European countries and from America), all in all quite considerable documents for the history of technology. It proved to be more difficult for the archive administration to catalog the even more important and far more extensive file deliveries of the Landesgewerbeamt of 1930 and 1939, the first of which is already listed in K.O. Müller's printed "Gesamübersicht" of 1937 (fonds E 170). In the research service of the State Archives, especially since the Second World War, there have been repeated attempts to use these files for surveys of company histories and anniversaries. But the scarcity of the summary handover lists made this an always time-consuming and often unsuccessful effort. Even the question of individual facts and data could embarrass the archivist; there was absolutely no question of a systematic evaluation of the holdings for the economic and social history, which is becoming more and more important from year to year. Paul Gehring's important essays on Württemberg economic history in the 19th century had to be written without the use of these files, especially under the difficult working conditions of the war and post-war years. Under these circumstances, the production of a scientifically useful repertory became an urgent desideratum of both administration and research. Fortunately, in 1958, the efforts of State Archives Director Dr. Max Miller to obtain funds from the State Trade Office of Baden-Württemberg for the temporary employment of a legally and economically trained processor of these trade and commercial files were successful. The typewritten repertory E 170 comprises three state folio volumes of almost 1000 pages and, restored according to the Hauser file plan from 1905-1908, makes the holdings usable right down to their finest ramifications. Some of it certainly is of predominantly regional or even only local historical interest. But much of it shows in surprisingly rich detail how systematically the Central Office used the experiences and models of the then technically and socially advanced German and non-German states (above all Belgium and England) to raise the Württemberg economy. There are numerous files on the secondment of entrepreneurs, technicians and craftsmen abroad for technical and artistic training, on experiments with foreign machines and production processes, on the appointment of foreign specialists, on participation in major international exhibitions from Paris and London to Philadelphia and Melbourne. Thus, the collection of files shows the way in which a 19th-century German middle-class state developed its craft with comparatively modest but skilfully invested financial expenditures and helped its industry to become internationally competitive. At the goal of this way stood, that was the specifically Württemberg of a gemeindeutschen procedure per se, a quality industry of large variety and healthy decentralization. The typewritten finding aid was provided by Rudolf Denk, Walter Grube and Wolfgang Schmierer (completion 1969). Note: This finding aid book is a repertory which has been available only in typewritten form up to now and which has been converted into a database-supported and thus online-capable format according to a procedure developed by the "Working Group on Retroconversion in the State Archives Ludwigsburg". This can lead to a certain discrepancy between the modern external appearance and the today partly outdated design and wording of the title records, in particular:- corrections, deletions and supplements were checked and incorporated.- The title records of archive units found to be missing were taken over and provided with a corresponding note ("Missing since ...." or similar).- If the allocation of new order numbers was unavoidable, the old signature was verified in the respective title record and in a separate overall concordance.

              Find aids: Findbuch von 1992 (online searchable) Registraturbildner: The Verein für den Halleschen Handel, which was originally founded in 1833 to build a packing yard, is to be regarded as the forerunner of the later Halle Chamber of Commerce. On the basis of proposals made by this association and its president Ludwig Wucherer, a chamber of commerce "for the city of Halle and the Saale-Örter" was established by edict of 18 October 1844. Its district initially comprised the cities of Halle, Wettin and Alsleben as well as the rural communities of Kröllwitz, Rothenburg (Saale) and Salzmünde. In 1856 Eilenburg was added, in 1873 the districts of Bitterfeld, Delitzsch (without the city of Delitzsch), Querfurt, Merseburg, Naumburg, Weißenfels, Zeitz, the Saalkreis, the Mansfelder See- und Gebirgskreis (without the former court commission Ermsleben) joined. In 1881 the city of Delitzsch followed, in 1894 the district Eckartsberga, in 1895 the districts Liebenwerda and Torgau, finally in 1920 the district Schweinitz. The Halle Chamber of Industry and Commerce thus comprised the entire administrative district of Merseburg without the district of Sangerhausen, which belonged to the Nordhausen chamber district, and the former Ermsleben court commission (Mansfelder Gebirgskreis) with the town of Ermsleben and the rural communities of Endorf, Meisdorf, Neuplatendorf, Pansfelde, Sinsleben and Wieserode, which were assigned to the Halberstadt chamber district. When it was founded, the Chamber of Commerce consisted of 9 members, and since 1897 it had 54 members elected in 7 constituencies in the Industry, Mining, Wholesale and Retailing sections. In 1936, the Mittelelbe Chamber of Commerce was created for the area of the Chambers of Industry and Commerce in Halle, Halberstadt, Magdeburg and Dessau, i.e. for the Free State of Anhalt, the administrative districts of Magdeburg and Merseburg, and the Braunschweig district of Calvörde. The Mittelelbe Chamber of Commerce was created, which combined the chambers mentioned for its district and corresponded to the middle level of the Reich Economic Chamber. After the order of 16 December 1942 had determined the establishment of the Gauwirtschaftskammer Halle-Merseburg, the Industrie- und Handelskammer Halle and the Wirtschaftskammer Mittelelbe were dissolved with effect from 31 December 1942. Also the rights and duties of the Wirtschaftskammer Mittelelbe were transferred to the Gauwirtschaftskammer Halle-Merseburg on January 1, 1943 - as far as they concerned the district of the former Industrie- und Handelskammer Halle. After the end of the war, the competence of the Halle Chamber of Industry and Commerce was extended to the newly founded province of Saxony, until the Chamber of Industry and Commerce of the province of Saxony (from 3 December 1946: Saxony-Anhalt) was formed by decree of the Presidium of the Province of Saxony of 20 April 1946. Inventory information: The files grown up at the Halle Chamber of Industry and Commerce were probably subjected to an extensive cassation at the end of the 19th century, from which only those volumes of files were spared that were still needed for the current management at that time. Between 1953 and 1958, this older part of the collection, together with the later files, was delivered in three deliveries to the Merseburg branch of the State Archives. In 1968, this part of the collection was transferred to Magdeburg and supplemented with regard to the index data; in 1969, the remainder of the collection was finally taken over by the Magdeburg State Archives, listed and integrated into the existing collection. During the processing of documents of the Chamber of Industry and Commerce of the Halle district in the 1990s, further documents from the period before 1945 could be identified and assigned to the holdings.               Description of the holdings: The head of the army archives was the head of archives for the Wehrmacht part of the army with its official seat in Potsdam. The chief of the army archives was in charge of the army archives in Potsdam, Vienna, Munich, Dresden and Stuttgart, the army archives branches in Prague and Gdansk, as well as the representatives in the occupied territories and the Wehrmacht sighting station for prey files. The Chief of the Army Archives was responsible for the recording of files of the High Command of the Wehrmacht, of the High Command of the Army with subordinate offices, of the command authorities, troops, administrative authorities and other institutions of the army (cf. HDv. 30 Correspondence and Business Transactions of the Wehrmacht, Appendix 2). The User Regulations regulated the lending and use of the Army Archives (cf. BArch RH 18/437). After three years of negotiations, the Reich and Prussian Minister of the Interior and the Reich War Minister agreed in September 1936 that the military files should be taken over by the High Command of the Army. On April 1, 1937, the chief of the army archives and the army archives under his command took over the military archives, which since 1919 had been administered by the Reichsarchiv, its branches in Dresden and Stuttgart, and the war archives in Munich. The Chief of the Army Archives was subordinate to the Chief Quartermaster V in the General Staff of the Army until 1942. With the reorientation of the writing of war history, Hitler subordinated the Chief of the Army Archives to the Commissioner of the Führer for Military History, Colonel Scherff, with effect from 1 July 1942. From 1937 to 1942 Friedrich von Rabenau was the chief of the army archives, from 1942 until the end of the war Karl Ruppert, who had been in charge of the Potsdam army archives since 1937. The management of the Heeresarchiv Potsdam and the office of Chief of Army Archives were merged in 1943. Heeresarchiv Potsdam The Heeresarchiv Potsdam was divided into three departments. Department A administered the Brandenburg-Prussian Army Archives, the archives of which ran from the 17th century until the dissolution of the Prussian army in 1920. Department B kept the files of the volunteer formations formed after World War I and of the Reichswehr. Section C was intended for the recording of Wehrmacht files, i.e. from 1935 with the re-establishment of military sovereignty. The departments of the Heeresarchiv Potsdam were divided into subject areas. Other organisational units included the collections, estates, maps and the picture collection. In 1935, the Berlin Department of the Reichsarchiv (especially the Prussian War Ministry after 1867) and the Central Office of Records for War Losses and War Graves were also subordinated to the Heeresarchiv Potsdam. The Heeresarchiv Potsdam continuously took over the war diaries of all command authorities and troops as well as the court files of the field and war courts in the court file collection centre. The file collection centre West in Berlin-Wannsee mainly recorded loot files from various military offices in France. The organisational structure of the Heeresarchiv Potsdam was not uniform and changed several times until 1945. In territorial matters, the Heeresarchiv Potsdam was bound by the instructions of the commander in Wehrkreis III (Berlin). A British air raid on Potsdam on 14 April 1945 hit the service and magazine building of the chief of the army archives and the army archive Potsdam hard. The holdings of the Brandenburg-Prussian Army Archives were almost destroyed. This concerned, among other things, the files of the Prussian military cabinet, the files of the Prussian Ministry of War, the war files of the unification wars and the most important war diaries with attachments from the First World War. The personal records of the Prussian army and the Reichswehr are considered almost completely destroyed. In 1943 the Heeresarchiv Potsdam outsourced the department for the recording of war diaries to Liegnitz in Silesia. At the end of 1944 this branch was moved back to Potsdam. Later, the Heeresarchiv Potsdam outsourced large quantities of its archives. Shortly before the enclosure of Berlin, the war diaries of the Second World War and a few particularly valuable older files were transferred to Blankenburg in the Harz Mountains and to Bad Reichenhall or Kufstein in "two transports of 4-6 railway wagons each" (Poll). The archives in Blankenburg were confiscated by the Western Allies. These were the war diaries of the Army High Commands, the General Commands, the divisions and other army departments as well as parts of older files. The war diaries of top army authorities were burned in Reichenhall and Kufstein on the orders of Scherff, the Führer's representative for military historiography. The destruction of older files, estates and collections in Reichenhall could be prevented by the responsible official. Heeresarchiv Wien The Chief of the Army Archives took over the War Archive Vienna after the integration of Austria in 1938. It was the central military archive of the Austro-Hungarian monarchy until 1918 and of the Republic of Austria until 1938. After the beginning of World War II, the Army Archives Vienna was assigned the Southeast Files Collection Point for the collection of loot files from the Southeast region. In territorial matters the Army Archives Vienna was bound to the instructions of the commander in the military district XVII (Vienna). Today the War Archives are under the control of the Austrian State Archives. Heeresarchiv München After the foundation of the Reichsarchiv in 1919, the Kriegsarchiv München was able to maintain its status as an independent Bavarian archive and was not subordinated to the Reichsarchiv as a branch of the Reichsarchiv, as were the archives in Dresden and Stuttgart. In 1937, the head of the Heeresarchiv took over the Kriegsarchiv München as the Heeresarchiv München. The Army Archives Munich covered the entire Bavarian military tradition from about 1650 to 1920. After the beginning of World War II, the Army Archives Munich was assigned the file collection point South, in particular for the recording of Italian booty files. In territorial matters, the Heeresarchiv München was bound by the instructions of the commander in Wehrkreis VII (Munich). After the Second World War, the Kriegsarchiv München was subordinated to the Bavarian Hauptstaatsarchiv. Despite losses during the war, the majority of the holdings have been preserved and enable source research into military history before 1919 as a replacement for the lost archive of the Potsdam Army Archives. Army Archives Dresden In 1937, the head of the army archives took over the Dresden branch of the Reichsarchiv from the Reichsarchiv as the Dresden Army Archives. This service was responsible for the stocks of the Saxon Army (XII. (I. Royal Saxon) Army Corps and XIX. (II. Royal Saxon Army Corps). The holdings of the Army Archives Dresden covered a period from 1830 - 1919 without a clear demarcation between the holdings and the Main State Archives Dresden. In territorial matters the Army Archives Dresden was bound to the instructions of the commander in the Military District IV (Dresden). During the Anglo-American air raid on Dresden on 13 February 1945, the personal documents of the Saxon army suffered losses. Despite losses during the war, the majority of the holdings have been preserved and enable source research for military history before 1919 as a replacement for the lost archive of the Potsdam Army Archives. The government of the USSR returned the preserved holdings of the Dresden Army Archives to the government of the GDR after the war. Until reunification they were administered in the military archives of the GDR in Potsdam. The Bundesarchiv-Militärarchiv transferred the holdings to the Hauptstaatsarchiv Dresden in 1991. Heeresarchiv Stuttgart The head of the army archives took over the Reichsarchiv branch Stuttgart from the Reichsarchiv in 1937 as Heeresarchiv Stuttgart. This office was responsible for the holdings of the Württemberg Army Corps (XIII (Royal Württemberg Army Corps) and the XIV (Grand Ducal Baden Army Corps). In territorial matters the Heeresarchiv Stuttgart was bound to the instructions of the commander in the Wehrkreis V (Stuttgart). The Heeresarchiv Stuttgart has been preserved without war losses and, as a replacement for the lost records of the Heeresarchiv Potsdam, enables source research for military history before 1919. Today the Heeresarchiv Stuttgart is subordinated to the Hauptstaatsarchiv Stuttgart. The archives of the XIV (Grand Ducal Baden) Army Corps are stored in the General State Archive in Karlsruhe, although the Grand Duchy of Baden from 1871-1919, in contrast to Bavaria, Saxony and Württemberg, did not have a military reserve right. Army Archives Prague Branch The Army Archives Prague branch administered the former Czech army archives and recorded archival material of the Austro-Hungarian army in Bohemia and Moravia. It was in charge of supplementing the official archival material with collections, making the holdings available for use by Wehrmacht offices, and providing information. In territorial matters, the Army Archives Prague branch was bound to the instructions of the Wehrmacht Plenipotentiary at the Reich Protector in Bohemia and Moravia (Wehrkreisbefehlshaber in Böhmen und Mähren). The Gdansk Army Archives Branch The Gdansk Army Archives Branch captured the military archives captured during the Eastern campaigns, in particular the Polish Army Archives. It had to record this material, make it usable and provide information from the files. In territorial matters, the Gdansk Army Archives Branch was bound by the instructions of the Commander of Military District XX (Gdansk). Preprovenience: Reichsarchiv Content characterization: The files of the RH 18 holdings Chief of Army Archives contain personal and material files of the "Chief of Army Archives" and almost all offices subordinated to him. In addition, the inventory contains regulations and announcements of the respective territorially competent command authority, e.g. of the military commander in France or of the commander in Wehrkreis VII (Munich). The records of the holdings of the Heeresarchiv Potsdam are assigned to the holdings. This includes finding aids of the registries, delivery directories and finding aids of the army archives. These records provide an overview of the numbers and contents of the former holdings and supplement the lost holdings of the Prussian army with organisational documents. The lists of estates contain biographical information.               Leipziger Missionswerk

              Foreword: The find book was created in 1966 by Mr. Kossack, the head of the archive at that time. The following introductory presentation is limited primarily to administrative-historical aspects, the present collection being specifically the administrative management of the Charité Hospital. After the establishment of the institution in 1710, which was initially to serve as a plague hospital but then, since Berlin was spared the plague, served as a workhouse and garrison hospital, it was subordinated to the Prussian Poor Management. The Cabinet Order of King Friedrich Wilhelm I of 8 November 1726 expanded the facility into a citizen hospital according to the plan of the first inspector Christian Habermass. In 1798, in addition to the Directorate for the Poor, the College Medicum was included in the supervision of the Charité. The measure was intended to improve medical care and clinical education, as the poor management only supervised from the point of view of the administration. From the very beginning the training of military doctors for the Prussian army was in the foreground. As a result of the introduction of Stein's reforms, there was no more room for the two superior authorities. In 1816 it was subordinated to the Berlin government, which was part of the Ministry of the Interior as a central authority. After the dissolution of the Berlin government, supervision was transferred to the police president in Berlin. Various reforms were carried out concerning the internal conditions of the Charité as a teaching and medical institution. By the Regulativ of 7 September 1830 a "Royal Board of Trustees for Hospital Affairs" was created, which was subordinated to the Ministry for Spiritual, Educational and Medical Affairs. This board of trustees, as the central authority, from now on supervised the Charité, both from an administrative and a clinical point of view. The board of trustees consisted of a president and six other members. The President was the Privy Senior Medical Officer Prof. Dr. Johann Nepomuk Rust. Rust, who himself was director of the surgical and ophthalmological clinic of the Charité, carried out an important activity for the Charité. From the beginning, the management of the Charité was carried out by a doctor and, in administrative matters, by a chief inspector. In 1846 the management of the institution was transferred to an officer, the Major Hirsch, while the Chief Inspector Carl Heinrich Esse was responsible for the administrative affairs. This ended the supervision of the Board of Trustees for Hospital Affairs over the Charité. The dissolution of the Board of Trustees took place at the beginning of 1848. The Charité Hospital was now under the direct supervision of the Ministry of Spiritual, Educational and Medical Affairs. An "Instruction for the Directorate of the Royal Charité Hospital of 3 May 1846" regulated the legal status and duties of the director. An "Instruction für die Charité-Direktion zu Berlin" of 30 March 1850, issued by the Ministry for Spiritual, Educational and Medical Affairs, established the legal status and tasks of the Charité-Direktion. After Hirsch's departure in 1849, a directorate consisting of a medical director and an administrative director was set up. This instruction from 1850 remained in force until 1929. After that, the two directors were legally equal and had to fulfil the duties of the previous Board of Trustees. The powers conferred on the Charité directorate corresponded to those of the governments according to the instructions of 23 October 1817 and 31 December 1825. A cabinet order of 6 January 1904 determined that the post of medical director should always be filled by a senior military doctor. With the departure of the last medical director on 1 October 1929, this post was not filled again. This prompted the Ministry of Science, the Arts and National Education to submit a new draft instruction to the Administrative Director. Thereafter, the Charité was described as "an independent foundation under public administration, under public law, with its own legal personality". The legal representative was the Administrative Director of the Charité Hospital. His tasks included the "care for the Charité, the direct execution of the administrative business concerning them, the supervision of the economic and technical operations, the management of their property and cash management, as well as the preservation of their justice and the care and promotion of their internal and external existence". It has not been possible to establish whether these Instructions have entered into force. However, a review of the relevant administrative files of the inventory has shown that the draft instructions were followed until 1945. According to an overview of the areas of work existing in the Administration Directorate from 1931, the following areas were available: -Office Management - Calculature - Cash - General Registry - Spa Costs - Office - Reception and Health Interview - Costumery - Chancery - Chancery - Telephone Headquarters - Kitchen Administration - Home Management - Washing and Laundry - Inspections - Operations Inspection The Business Distribution Plan of 1 November 1937 lists 37 subject areas with 35 civil servants and 50 employees. No new business distribution plan was drawn up in the following years. (Cf. business distribution plan of the Charité management v. 1.11.1937 in: Charité-Direktion Nr. 2168 - Course of business of the Charité). History of records and holdings: I. Registry ratios: The registry of the Charité Directorate corresponds in its layout and management to the older authority registries. The file titles correspond to the file contents. Until the introduction of the standing file registry and the new file plan according to the decimal classification at the end of 1932, the registry management remained unchanged. There existed main groups, marked with Roman numerals. The further subdivision (Arabic numeral) referred to the subject group and the third numeral to the file unit (e.g. I.1.No.4). The administrative subordination of the Charité Hospital under 4 different central authorities (from 1727 Armen-Direktion, 1817 Regierung Berlin, 1822 Polizei-Präsidium Berlin, 1830 -1846 Kuratorium für die Krankenhaus-Angelegenheiten, from 1846 Ministerium für die geistlichen-, Unterrichts- und Medizinalangelegenheiten direkt) also had an effect on the registry conditions. Thus the files of the individual superior authorities kept on the Charité were inserted after the change of the subordination relationship of the registry of the Charité Directorate and continued there. The files, which were not continued at the Charité directorate, were retained in order not to break the historical context. The competent State Archives have been consulted and have given their consent. With the introduction of the new file plan at the end of 1932, two registry layers were created, so that according to § 62 OVG a separation of both registry layers was carried out while continuing the archive signatures. There was no interworking according to § 63 OVG. The new file plan was four-digit (Arabic numerals) and was initially retained in the years after 1945. TWO. Access: Before the takeover, the inventory was located in the administration building of the Faculty of Medicine (Charité). A pre-regulation after the registry signatures had already taken place. In order to be able to carry out archive indexing and to achieve controlled use, it was necessary to transfer the holdings to the university archive. The takeover took place in the spring of 1961. The archive had to be rearranged according to the registry signatures, which took place in the autumn of 1961. The collection also includes approx. 500 books of recordings/receptions from the 1st half of the 18th century to the end of the 19th century, which are stored separately and were not included in the finding aid book. III. archival treatment: After completion of the order work 1963 with the listing was begun. The file units were listed individually. The "extended distortion" (§ 87 OVG) was applied. The internal order was based on the existing registry order, since this remained unchanged during the activity of the registry trainer (§ 61 OVG). A reorganization was therefore not necessary (§ 65 - 68 OVG). The stocktaking process was carried out in accordance with § 49 OVG, since the number of files of the poor directorate, the government of Berlin, the police headquarters and the board of trustees for hospital affairs, which were not continued, is very small. In spite of the two existing registry layers, a continuous distortion of the inventory was carried out.               The series consists of a variety of photographic material relating to Nauru, Ocean Island, Christmas Island and British Phosphate Commissioners (BPC) property in Australia. The British Phosphate Commissioners mined phosphate on Nauru and Ocean Island and acted as managing agent on Christmas Island, also mining there, on behalf of the Christmas Island Phosphate Commission (CIPC) [CA 6799].

              The series provides an informative photographic record of the settlements and total mining operation on each island. It includes places of interest, scenery, terrain, towns, land and sea and air transport, mining plant and activity. There are photographs of workers, management, island administrators, visitors and events of particular significance. The construction of new houses, office and administrative buildings, wharves, cantilevers and the reconstruction following Japanese occupation of some islands is depicted.

              Some items in the series were created by BPC staff as a direct record of the Commission's activities. Other collections were acquired from time to time from visitors to the island and, in one instance, from a journalist - Mr Thomas J. McMahon, who wrote articles about the islands. Others which date from before the formation of BPC were acquired from the previous mining companies and provide an extensive record from the time when phosphate mining on Ocean Island was first investigated.

              Under the BPC the Engineer on each island was responsible for the total island's operation and would arrange for photographs of the area under his jurisdiction. These were sent to Melbourne and placed in standard albums as the 'official' photographs. These albums were green for Nauru, brown for Christmas Island and burgundy for Ocean Island, leather bound, with the island name and volume number embossed on the spine. The photographs are mostly secured inside the albums, numbered and annotated. In many cases a list of contents is held inside the cover of each volume. Other volumes of varying size have mainly brown or black cardboard covers. The run of official photographs is now held as R32/1. Negatives identified as relating to them are located in R32/10 although the collection is not complete. Copies of some prints were mounted in a separate run of albums now held as R32/12.

              Other material in this series includes loose black and white and colour prints, negatives, slides and transparencies on a variety of subjects. These have been grouped by National Archives into consignments relating to particular islands or are grouped by media. Prior to the cessation of the BPC's phosphate mining in July 1981, and in anticipation of the transfer of records, the photograph collections were brought together by the BPC Librarian into the one series, the volumes being arranged by single number runs under each island, and the previously unnumbered volumes, numbered from 101. Following the initial collation of the photographs other books and individual prints have been found and added to the collection.

              Originally five consignments of this series were transferred to the custody of National Archives, the first containing the albums. Once in custody, certain negatives in consignments 5 and 6 were found to be silver nitrate. Accordingly, all negatives in these consignments were removed, and those confirmed as nitrate were isolated and copies made. The original nitrate negatives were destroyed and the copies relocated in the present consignment 9. The other, non-nitrate, negatives were placed in the present consignment 6.

              Further arrangement and description of this series was undertaken by National Archives which resulted in a reordering of its items. The present division of items and the allocation of consignments of this series is as follows:

              Note that there are no consignments 7 or 8. As at November 1994 there were item lists for all the consignments listed above except R32/9.

              Items in R32/1 and R32/12 have retained, as much as possible, their original control symbols prior to their renumbering by the BPC Librarian. As there is not a comprehensive system of arrangement for the entire series, control symbols in the form of single numbers with alpha prefixes have been imposed on most items to form discrete sequences for each consignment. Items in consignment 2 have been allocated a C prefix for Christmas Island, those in 3 an N prefix for Nauru, in 4 an O prefix for Ocean Island, in 5 an S prefix for Sundry, and 11 a G prefix for Glass Negative. Items in consignment 6 have been allocated a prefix of NEG for Negative where the negatives could not be identified as applying to prints in other consignments. However, where negatives were removed from items in other consignments to be relocated in consignment 6 they have retained the control number of their item of origin. That is, negatives removed from item [S24] of R32/5 are similarly identified as item [S24] in R32/6. In the same way, where items in consignment /10 have been identified as pertaining to items in R32/1 they have been assigned the control symbols of those items in R32/1.

              In the years 2002-2003 extensive preservation work was carried out on photographs in R32. Loose photographs in consignments 2, 3, 4 and 5 were placed into archival quality image portfolios, while photographs in consignments 1 and 12 were removed from their original albums and placed in image portfolios also.

              Vorbemerkung: Im Rahmen des Aufbaus der NSDAP in 4 Stufen: Reich, Gau, Kreis, Ort, wurde die NSDAP-Kreisleitung Ulm, am 1. Oktober 1932, als übergeordnete Parteistelle aller im Oberamt Ulm befindlichen Ortsgruppen errichtet. Damit wurde die ehemalige NSDAP-Bezirksleitung "Ulm Fils", die 7 Oberämter umfasste, aufgelöst. Die größte nachgeordnete Parteistelle der neugegründeten Kreisleitung, die Ortsgruppe Ulm, gegründet 1925, wurde von Neu-Ulm getrennt und in 7 Ortsgruppen gegliedert. Außerhalb der Stadt gab es noch 6 Ortsgruppen, die den Stützpunkten, Zellen und Blocks aller Orte des Oberamts vorstanden; zu erwähnen wäre die Ortsgruppe Ulmer Alb, die 20 Ortschaften umfasste. Der sprunghafte Anstieg der NSDAP- Mitglieder nach der Machtergreifung (30.1.1933), führte zur Gründung immer neuer Ortsgruppen (1935 waren es schon 24). 1936 wurden die NSDAP-Kreise Ulm und Laupheim zur Kreisleitung Ulm-Laupheim vereinigt. Die so entstandene Kreisleitung wurde am 1. Juni 1937 mit der ehemaligen Kreisleitung Blaubeuren zusammengelegt. Die Gliederung der NSDAP-Kreisleitung Ulm in 64 Ortsgruppen fand 1938 nach deren Anpassung an den neugegründeten Landkreis Ulm ihren Abschluß. Auf der Stufe des Kreises Ulm war der Kreisleiter der verantwortliche Hoheitsträger der NSDAP und politischer Führer. Der 1932 ernannte Kreisleiter Eugen Maier, ehemaliger Bahnarbeiter aus Geislingen, war auch Gauinspekteur der Gauinspektion II Süd-West. Nach dessen Tod im Januar 1940 folgte der städtische Angestellte Christian Binzinger als ehrenamtlicher kommissarischer Kreisleiter. Er war gleichzeitig auch Ortsgruppenleiter von Ulm-Neustadt und Kreisamtsleiter für Kommunalpolitik. 1942 wurde der ehemalige Kreisleiter von Heidenheim, Wilhelm Maier, zum hauptamtlichen Kreisleiter von Ulm ernannt. Von den 21 Kreisamtsstellen der Kreisleitung Ulm waren nur 4 - 5 hauptamtlich, die anderen ehrenamtlich besetzt. Diese waren 1937 folgende: Geschäftsführung (Emil Bertsch, hauptamtlich); Organisationsamt (Karl Hospach, hauptamtlich); Kassenamt (Hans Weller, hauptamtlich); Propaganda mit 7 Hauptstellen: aktive Propaganda, Kultur, Film, Funk, Feiergestaltung, Presse - Propaganda, Verbindungsstelle (Max Hörburger, hauptamtlich); Hauptstelle Registratur (Hans Zahn, hauptamtlich); Schulungsamt; Kreisausbildungsleiter; Personalamt; NS-Betriebszellenorganisation der Deutschen Arbeitsfront (NSBO-DAF); Amt für Erzieher; Amt für Volkswohlfahrt; Amt für Beamte; Amt für Agrarpolitik; Amt für Technik; Kreiswirtschaftsberater; Presseamt; Kreisbeauftragter für Rassenpolitik; Amt für Kriegsopferversorgung. Zu den hauptamtlichen Mitarbeitern der NSDAP-Kreisleitung gehörten noch 3 - 4 Schreibkräfte und bis 1940 der Adjutant des Gauinspekteurs. Ein Teil der ehrenamtlichen Kreisamtsleiter war im öffentlichen Dienst tätig. Sie wurden oft von ihren beruflichen Pflichten befreit und konnten dadurch viel Zeit der Parteiarbeit widmen. Die NSDAP-Kreisgeschäftsstelle befand sich in Ulm, Karlstrasse 44 (nach 1937 wurde die Karlstrasse in Wilhelm Murr-Strasse umbenannt). Sie wurde während des Luftangriffs auf Ulm am 17.12.1944 "restlos ausgebombt" und mußte umgesiedelt werden. Es ist möglich, daß hierbei ein Teil des Schriftguts der Kreisleitung zerstört wurde. Kurz vor dem Einmarsch der alliierten Truppen in Ulm (24.4.1945) floh die Kreisleitung nach Babenhausen, wo sie von der Front eingeholt wurde. Es kann nicht festgestellt werden, ob das Schriftgut der Kreisleitung bei der Flucht mitgenommen worden ist, oder ob es in Ulm von den alliierten Truppen beschlagnahmt wurde. Der nachstehend verzeichnete Bestand enthält nur einen Teil des Schriftguts der Registratur der NSDAP-Kreisleitung Ulm, so sind z.B. nicht alle Ortsgruppen belegt und bei den alphabetisch geordneten Auskünften über Personen sind nur die Buchstaben A, B, F, Sch, U, V, W vorhanden. Dennoch belegt der Bestand, mehr oder weniger, den gesamten Aufgabenbereich der Kreisleitung Ulm, ihrer nachgeordneten Parteistellen, Gliederungen und angeschlo ssenen Verbände und spiegelt prägnant ihre Tätigkeit als Teil des Unterdrückungs- und Terrorsystems der NS-Herrschaft wider. Das erhaltene Schriftgut der NSDAP-Kreisleitung Ulm wurde bei der Spruchkammer Ulm mit Akten einer Vielzahl anderer NS-Registraturen in Ordner abgelegt und mit Buchstaben von A bis Z und Zahlen von 1 bis 263 willkürlich durchnumeriert. Hierbei wurde teilweise die Aktenfolge der Registraturen nicht verändert. Ein Registraturplan ist nicht gefunden worden. Es konnte aber festgestellt werden, daß die Akten in der Registratur der NSDAP-Kreisleitung, soweit dieses möglich war, nach Ortsgruppen abgelegt worden ist. Zwar wurde ein Aktenplan der "Kreisleiter-Arbeits-Akten", der Handakten des Kreisleiters Eugen Maier, aufgefunden, der alphabetisch geordnete sich wiederholende und überschneidende Sachbetreffe enthält, und für die Neuordnung des Bestandes nicht verwendbar ist. Diese mußte daher anhand des vorhandenen Schriftguts erfolgen, wobei die Organisation, der Aufgabenbereich und die dienstlichen Beziehungen zu den über- und nachgeordneten Parteistellen, berücksichtigt wurde. Angesichts der unterschiedlichen Struktur des Schriftguts wurde eine Aufgliederung des Bestandes in Serien-Korrespondenz, Sachakten und Karteien notwendig, die sich inhaltlich z.T. überschneiden. Die gesamten, aus der Gauinspektionstätigkeit des Kreisleiters Eugen Maier hervorgegangenen Akten, sind bei der Registratur der Kreisleitung eingelaufen und sind da auch abgelegt worden. Sie sind dem vorliegenden Bestand als Anhang zugeordnet worden. Im Zuge der Entnazifizierung wurden dem vorliegenden Bestand zahlreiche Schriftstücke entnommen und den Spruchkammerakten als Beilagen zugeordnet, wobei an Stelle der entfernten Akten teilweise Leihzettel gelegt worden sind, die aber oft keine Angaben zu Personen enthalten und nicht in allen Fällen eine Identifizierung der entnommenen Schriftstücke erlauben. Bei den Ordnungs- und Verzeichnungsarbeiten des ursprünglich 21 lfd. m umfassenden Bestandes wurden Fremdprovenienzen im Umfang von etwa 10 lfd. m ausgehoben. Kassiert wurden nur Mehranfertigungen sowie die bei der Spruchkammer angelegten Aktendeckel und Ordner. Der Bestand wurde 1987 - 1988 unter Anleitung von Oberstaatsarchivrat Dr. Günter Cordes durch den Zeitangestellten Rainer Gross bearbeitet und umfaßt nunmehr 236 Büschel in 9,1 lfd. Regalmetern.               Description:1. history of the associationsIn Prussia there was no municipal or state school for girls until 1909, which led to the higher education entrance qualification. The daughter schools had both different curricula and different goals from the boys' grammar schools. Although all universities had admitted women as listeners since 1899, Prussia could hardly decide to give the girls the same school education as the boys. Helene Lange was the first to set up courses leading to university entrance qualifications. They were attended by women who had completed the daughter's school or private lessons. The pupils had to make up for the lack of knowledge in 3 - 4 years, i.e. the school-leavers were often older than 20 years. The Cologne association Mädchengymnasium had set itself the goal of establishing a complete, nine-class girls' grammar school in order to give the girls the opportunity to obtain the university entrance qualification at the same time as the boys. The model was the Mädchengymnasium in Karlsruhe, founded by the women's association Reform. After preliminary discussions, the association members began their activities in 1899 to found a girls' grammar school: they collected money, won friends and sponsors and contacted the responsible authorities. After several unsuccessful submissions, the Prussian Minister of Education finally allowed the Cologne Association to establish a six-class grammar school in 1903, which could accommodate girls from the age of 12. The Cologne school was thus the first girls' grammar school in Prussia. The associations in other Prussian cities had been satisfied with the establishment of "courses", because they had considered the resistance of the state insurmountable. 1905 the first pupils of the Mädchengymnasium were able to graduate from the school as the Kölner Verein had prepared some girls in a family school. Mathilde von Mevissen was the driving force behind the Madchengymnasium association, and one could say that without her and her colleague, archive director Joseph Hansen, the Gymnasium would not have come into being. Mathilde von Mevissen also donated considerable sums to the school and rented the first school building at the Apostles' Monastery.After consultation with the other members of the association, Josef Hansen not only wrote the submissions to the ministry, but also, like Mathilde von Mevissen, held personal talks with the responsible authorities in Koblenz and Berlin.1908 after the school reform of 1908, the city of Cologne took over the school after fierce debates in the city council.1909, after the association had reached its goal, it changed into the association Frauenstudium (formerly Mädchengymnasium) and devoted itself to new tasks. Registry and order procedureMost of the files were stored as stock 1067, Cologne association Frauenstudium (formerly Mädchengymnasium) in 8 overfilled boxes in the magazine.When exactly they reached the archive can no longer be determined. Possibly some files of the association Madchengymnasium were stored here from the beginning - no wonder with the good relations. However, a finding list only shows 14 files of the association Frauenstudium, 8 files of the Pauline-Christmann-Stiftung as well as 1 file "Feierliche Begebenheiten 1924/25 ". Except for this list, there was no directory. Only issue 47 of the Mitteilungen aus dem Stadtarchiv von Köln (1963) contains a brief overview of the holdings: some files were already neatly bound (thread-stitching), but most of them were found in the most varied formations: they lay in folders or envelopes, loosely in a large subfolder or tied with silk ribbons. Sometimes bound files were enriched with loose documents. Often files had to be created first. The first review revealed that the collection contained not only the files of the associations Mädchengymnasium and Frauenstudium, respectively, but was also enriched with correspondence from Mathilde von Mevissens on various women's issues as well as with documents from other association members, who were often active in several associations at the same time. Therefore, the files were first roughly presorted and divided into 3 groups (girls' grammar school, women's studies, other associations etc.). It was recommended not to divide the files into several smaller holdings, as some of them were kept continuously (the members of the associations Mädchengymnasium and Frauenstudium were for the most part the same). Some of the files were only added to the collection in 1989 and 1990. 3 larger boxes of files were stored as an estate of Mathilde von Mevissen in the university library. Further files were later found by Dr. Quarg during clearing work and were also handed over to the archive (acc. 1792 and 1877). I had looked through the then still disordered appendix of the estate of Gustav von Mevissen and added those files to the holdings of 1067 which belong to the association files. Two further files were handed over in December 1990 by Dr. Groten, the processor of the Mevissen estate. The list shows the former storage location of the files in question and the form of recording varies. In most cases, analysis has been chosen, particularly because of the numerous letters in the collection. The bundles were occasionally labelled, but the description did not always correspond to the actual content. The old file title - marked by quotation marks - has only been retained if it makes a statement about the actual content. Apart from content and date, the scope of the file is indicated. Most documents are handwritten, written in ink on good paper, duplicates and prints are the exception. The paper formats, especially the numerous private letters, are of great diversity - usually smaller than A4 - and do not correspond to today's standards. The archives date mainly from the period between 1899 and about 1924, when the associations Mädchengymnasium and Frauenstudium were active. Only a few earlier or later documents can be found in the files. The collection comprises 343 files in 14 boxes as well as 1 folder with four pictures. In this folder (black with silver overprint "Erinnerungen an meinen Theuern Vater, geboren 20. Mai 1815, died 13. Aug. 1899") the archives no. 315-320 were found, which were taken out for reasons of storage technology. not preserved are pupils' lists or school report lists of the girls' high school. these files were possibly handed over after the takeover of the school by the city and must, like the files of the school, be counted as war losses. The names of the schoolgirls who paid school fees in the period 1903-1908 are preserved in the "Kassenbuch" (1067/91). Johannes Kreutzer has listed the names of the high school graduates in his school history, and the indexing work begun in 1986 took several years. An initial interruption of several months took place to await the progress of the clean-up work in the university library and possible access to files. In 1988 the production of the finding aid book had to be stopped completely because of another work. In 1989 Monika Voigt was able to write most of the finding aid book. The amendments and corrections were not completed until 1993. The final work (introduction, register, concordance) could finally be done with PC and software of the Heinrich Böll Foundation.
