          Foreword: Foreword Findbuch HHS I: Behörden- und Bestandsgeschichtliche Einleitung History of the Registraturbilders: The Handelshochschule Berlin is a foundation of the elders of the Berlin merchant community. It was opened in October 1906 and initially had the following tasks: ""To provide young merchants with in-depth general and commercial education, taking constant account of practical circumstances; "to give prospective commercial school teachers the opportunity to acquire the necessary theoretical and practical specialist training; "to provide judicial, administrative, consular and chamber of commerce officials, etc., with the opportunity to work in the field of business administration. (1) The training should not, however, serve exclusively practical purposes, but the scientific character of the new institution should occupy an important place in the effectiveness of the new university. This condition had also been imposed by the Ministers for Trade and Commerce and for Spiritual, Teaching and Medical Matters in the approval of the Order of 27.12.1903, whereby special reference was made to "keeping the Handelshochschule at the same level as the other Berlin universities"(2) At the time of the opening, the teaching staff consisted of 8 lecturers in the main office 30 lecturers in the secondary office 13 private lecturers 4 assistants Students, guest students and listeners were admitted to study. The admission requirements stipulated that, in addition to merchants entitled to "one-year voluntary service" and having completed their apprenticeship, high school graduates and teachers could also be admitted to the 2nd teacher training examination. The curriculum provided for the following subjects: Economics: banking, stock exchange, monetary and credit affairs, cooperatives, transportation, trade, commerce, agricultural, colonial and social policy, statistics, finance, insurance, commercial history, economic geography Legal studies: civil law, commercial law, commercial law, bill of exchange and maritime law, insurance law, social legislation, industrial property law, prosecution (international transport), state, administrative and international law, criminal law Commodities science:Physics, Chemistry, Mechanical Technology, Chemical Technology, Industrial Health Commercial Engineering: Accounting, Commercial Accounting, Correspondence Methodology of Commercial Education Languages: English, French, Spanish, Italian, Russian, German (for foreigners) General Humanities: History, History of Art, History of Literature, Philosophy The duration of the studies was 2 years. After completing their studies, students had the opportunity to take both an examination for practical business people and a diploma examination. (3) In the years 1912, 1920, 1924, 1927 and 1937, the examination regulations were amended several times in accordance with the changed conditions and requirements for graduates of the Handelshochschule or were completely revised. Apart from the diploma examination, the commercial teacher examination could also be taken. (4) In addition, diploma commercial teachers had the opportunity to take an additional examination in the writing subjects and office economics. (5) The examination regulations from 1937, which applied until 1945, also provided for the possibility of a diploma examination as an economist, which, however, could only be taken since 1944 at the Berlin School of Economics. (6) The constitution of the Handelshochschule of 15.11.1923 made admission to studies dependent on the acquisition of a school leaving certificate and set the duration of studies at 4 years. Since 1928, it had been possible to take the special matriculation examination in order to obtain a university entrance qualification, which was prepared by so-called "private matriculation examination courses". The number of students in the years 1906-1933 rose from 213 in the winter semester 1906/1907 to 1184 in the winter semester 1919/20, 1234 in the winter semester 1928/29 and reached the highest number of 1260 in the summer semester 1932. In the years 1933-1945 the number of students including guest students and visitors ranged between 500 and 1700. (7) The first official course catalogue of the summer semester 1907 announced lectures in the following fields of knowledge: Economics Economics Law Economic Geography and Economic History Pure and Applied Natural Sciences, Commodities Technology Languages Theory and Practice of Commercial Education General Scientific Education Skills (short writing) It should be particularly emphasized that lectures on colonial politics and colonial economics occupied a large space within economics. (8) Apart from some changes and additions, the structure of the curriculum remained constant. In addition, the curriculum was included in the following years: Insurance Cooperative Studies Physics and Chemistry were reported as separate courses. Lectures on "Russian economic conditions" and "Eastern Europe" were also announced in the SS 1914. In the winter semester of 1917/18 the lecturer Dr. lic. Rohrbach said in his lecture "German World Politics" that he still had to talk about the "struggle for the rise of the Germans to a world people". After the November Revolution, which, according to the report of the then rector, Prof. Leitner, was a consequence of "the violent end of the world war by the superiority of matter and the internal enemies of the people" (10), many lectures dealt with economic and general political problems of the post-war period. (So e.g. "Development of the political parties a Germany - L. Bergsträsser - Lessons of the World War - Wegener -) Germany's geographical, political and economic world position (The encirclement as a result of our geographical disadvantages - Liberation from the predicament - Rohrbach-) (11) Lectures for the Berlin teaching staff in which the following topics were dealt with were new: "The Foundations of Socialism" (The Doctrine of Class Struggle, Socialist Value Doctrine, Socialism of Action, socialist theories of state) "The economic theories and their Connection with the intellectual movement of modern times" (12) As of SS 1923, the term "business administration" was introduced instead of "private economics". The structure of the syllabus and curriculum remained essentially the same until 1935. In May 1935, the Reich Minister for Science, Education and Popular Education issued "Guidelines for the Study of Economics", which corresponded entirely to the aims of fascist university policy: Orientation of the teaching staff and students towards the unscientific theories of National Socialism that are hostile to the people and people. Thus the following lecture topics appeared in the lecture timetables of the years 1935/36-1945: "Germanistic Prehistory" "People, especially People Becoming a People as the Sense of the National Revolution "The German Abroad and its Schools" "People and Race" "States", especially Workers and Entrepreneurs for the Sociology of the Operating Community) "State", especially Economy and Space "National Economy", especially Daily Questions of National Socialist Economic Policy, Military Science, Military Science "Business Administration", especially Human Management in Companies, Foreign Trade Businesses under the Influence of the New Plan, Warfare and Transport Routes, The establishment of the Handelshochschule is part of the period of the development of capitalism, free competition with imperialism, and the establishment of the Handelshochschule is part of the period of the development of capitalism. German imperialism, which was neglected in the division of the world between the imperialist great powers, also put the educational institutions at the service of its economic expansion policy. The cadres needed to cope with these tasks had to have a higher level of training than the business people trained at technical colleges. In this sense, the then rector of the Handelshochschule, Prof. Leitner, in a memorandum written in December 1919 to obtain the right to award doctorates, also spoke of the fact that "the development of Germany from an agricultural state to an industrial state, the emergence of large and giant industrial enterprises, the expansion of national trade to international and world trade, finally the concentration and expansion in the German banking industry towards the end of the last century had necessitated the establishment of special technical colleges for merchants and higher commercial officials. (13) Thus the commercial college objectively served to strengthen and consolidate the imperialist system. The connection with commercial, industrial and bank capital was particularly close because the Handelshochschule had been part of the business division of the Berlin Chamber of Industry and Commerce since July 1920. The so-called "Grand Council of the College of Commerce", to which the members belonged, existed as an advisory body: "The President of the College of Elders, two representatives of the State Government, the Rector of the Handelshochschule, one representative of the Berlin University, one representative of the Technische Hochschule Berlin, six delegates of the College of Elders, two members of the Finance Commission, three lecturers employed in the main office and to be elected by the teaching staff, a member of the Berlin City Council, a member of the Berlin City Assembly, a member of the Chamber of Commerce, the General Counsel of the School of Management, five other outstanding personalities appointed by the elders of the commercial team who have confirmed their interest in the School of Management." (15) The Rector of the College of Commerce was elected for 3 years, later for 2 years by the College of Lecturers and had to be confirmed by the Minister of Commerce and Industry, who was entrusted with the supervision of the school by the Prussian State Government. The supervision was initially carried out by a representative in the Grand Council, later by a so-called "State Commissioner". There were 7 institutes and seminars when the university was founded. From winter term 1918/19 the 1st syndic of the corporation was appointed as curator of the university. With effect from 1.7.1920, the corporation of the merchants was incorporated into the Berlin Chamber of Industry and Commerce and thus the commercial college was subordinated to the Berlin Chamber of Industry and Commerce. In addition to the "Grand Council", a college of commerce administration commission was formed, the majority of which consisted of representatives of commercial, industrial and bank capital. The Administrative Commission had the task of taking care of the administrative affairs of the university. The university counted at that time 8 Ordinarien 33 lecturers in the Nebenamt 1 Privatdozenten 37 lecturers and 7 Lektors it existed at that time now 14 institutes and seminars. The constitution of the commercial college of 22.10.1923, which replaced the order of 21.12.1903, reorganised the constitutional status of the college. (16) The names of the members of the teaching staff have been brought into line with those of the university. So there were only professors, lecturers, private lecturers, assistant lecturers and lecturers at the university. As a representative of the teaching staff, the "Dozentenkollegium" was created, to which only the professors belonged with seat and vote, and 2 representatives of the remaining teaching staff. Without voting rights 2 further members were admitted. The teaching staff had the task of monitoring the completeness of the teaching, submitting proposals for appointments and deciding on the admission of private lecturers. In addition, the board of lecturers elected the rector, whose term of office was 2 years. The professors were appointed by the Chamber of Commerce and Industry subject to confirmation by the Ministers of Commerce and Industry and Science, Arts and Popular Education. The so-called State Treaty, which was concluded between the Minister for Trade and Commerce and the President of the Chamber of Industry and Commerce on 16.7.1926, granted the Handelshochschule Berlin the rights of a university according to the provisions of the General Land Law. In this respect, the Handelshochschule was placed on an equal footing with the other universities and colleges. (17) The right to award doctorates, which has been demanded by all members of the teaching staff for years, has also been conferred on the university. (18) The right of habilitation had already been held by the Handelshochschule since 22.5.1915. (19) A board of trustees was appointed for the administration of the Handelshochschule. In addition, it was stipulated that the bodies otherwise existing at universities should also be formed, e.g. a senate which had not existed until then. The Board of Trustees consisted of the following members: the President of the Chamber of Industry and Commerce or his deputy, a second executive chairman appointed by the President after hearing the Chamber of Industry and Commerce, 7 members elected by the Chamber of Commerce, the Rector and Prorector of the School of Commerce or their deputies, and the corresponding full-time professors with an advisory vote in matters relating to individual areas of teaching. The appointment of these members took place for 3 years. In detail, the Board of Trustees had the following tasks: Decision on the purchase and sale of real property Employment of the civil servants and employees required for the administration Provision of expert opinions on the organisation of university teaching and suggestions in this respect Management of other university business, insofar as they have not been transferred to other bodies and do not relate to teaching and research State supervision was exercised by a State Commissioner appointed by the Minister for Trade and Industry. By the II. Ordinance of 29 October 1932 on the Simplification and Reduction of the Price of Administration (Pr. G.S., p. 333), the state supervision of the Handelshochschule Berlin was transferred to the then Prussian Minister of Science, Art and Popular Education, who fulfilled his duties and rights in the same manner as before. By decision of the Prussian State Ministry of 1 Nov. 1935, the Handelshochschule was given the new name "Wirtschaftshochschule Berlin". At the same time, the right to award doctorates was extended to include "Dr.rer.Pol.". The economics lessons at the University of Berlin and the former Berlin School of Economics were merged. (20) This form of organisation was maintained until 1945. Arnim: Rector of the Technische Hochschule Berlin, SA-Gruppenführer Reithinger: Head of the Economics Department of IG-Farben, Berlin NW 7 Registratur- und Bestandsgeschichte Registraturverhältnisse: In the course of organizing and recording the holdings, it was established that the existing file units must have been kept in a central registry. There is a continuous signing of the hand-stitched files (Roman numerals I - XIX), whereby small Latin letters were used in addition to the subdivision. A registration scheme was not available, so that it was not possible to determine which criteria formed the basis for the formation of the individual groups. In the course of the office reform, the conversion to a file registration system took place early (approx. 1920). New signatures - also Roman numerals I - XVII - with subdivision (Arabic numerals), e.g. II I - were used. There are file directories from the years 1933 and 1936. Subsequently, 17 main groups had been formed, subdivided according to need with Arabic numerals. It can be seen from the remaining parts of the registry that from 1940 onwards only Arabic numerals were used to identify the file units. Registry directories could not be determined. It must be assumed that most of these files were destroyed by the effects of war. Access, completeness, cassation: The transfer of the holdings, which were located in the building of the former business school, since 1946 Faculty of Economics of the Humboldt University, took place in 2 stages. The part stored on the floor was added to the archive in 1964, the one in the cellar in 1967. In March 1970 a remainder of approx. 2 running metres was found in a cellar of the building. The collection also included about 7000 student personal files, which were stored alphabetically. With regard to the completeness of the holdings, it should be noted that, following a comparison with the list of files from 1936 on the standing file registry of 635 files established since 1920, only 170 files remain. However, it should be noted that the files formed after 1 October 1936 do not appear in the register, so that an exact determination is not possible. There are also no directories of the previous files kept since 1906. The student personnel files seem to have been almost completely handed down. It is assumed that a large proportion of the files were destroyed as a result of the building damage caused by an air raid in February 1945. With the takeover of the files of the business school, at the same time about 200 files of the board of trustees of the business school were added to the archive, which were handed over to the city archive of Greater Berlin for reasons of responsibility. The only thing that was collected for the purpose of researching the history of the business school was completely worthless file units, such as vouchers, lists, announcements and manuscripts of the lecture timetables, which can only be regarded as preparation material for the printed lecture timetables. Archival processing: The traditional registry order could not be used as a basis for organizing the holdings.           History of the inventor: Under the chairmanship of the factory owner and war-disabled reserve officer Franz Seldte, the Stahlhelm was founded in Magdeburg on 25 December 1918. In particular, former soldiers and officers of the Infantry Regiment 66 quartered in Magdeburg, to which Franz Seldte also belonged, were among the first members. The primary purpose was to "maintain peace and order," i.e., to protect oneself and the police against revolutionary unrest, to "foster comradeship founded in the field," to represent the interests of former front-line soldiers and their relatives (1), and to promote entry into the Free Corps. Almost a year after its foundation, on 21 September 1919, the Stahlhelm with its already existing local groups and other similar groups constituted itself as the Reichsbund der Frontsoldaten (Reich League of Front Soldiers). Magdeburg (2) initially became the administrative centre. The 1st Reichsfrontsoldatentag took place there on 14 March 1920, in the course of which Franz Seldte was elected the 1st Federal Leader of the steel helmet and replaced the previous chairman Dr. Gustav Bünger (3). Seldte maintained this position until the dissolution of the Confederation in 1935. In the following two years, the Federation succeeded in gradually expanding its organization beyond Central Germany, including in Berlin, Brandenburg, Lower Saxony, Pomerania, Silesia and Westphalia. If the steel helmet confessed itself to the new republican form of government when it was founded and as standing above the parties, this gradually changed. He approached the political right, including the German National People's Party (DNVP), and oriented himself "German-racial". The local group in Halle under its leader, the DNVP functionary Kurt Werner, played a major role in this (4). This development was temporarily halted by the prohibition of the steel helmet in Prussia on 2 July 1922, which was effective until 26 January 1923, following the assassination attempt on Reich Foreign Minister Walther Rathenau. In the turbulent year 1923, which was characterized by domestic political conflicts, occupation of the Ruhr, inflation, famine, separatist and communist uprisings and the climax of which was the Hitler-Ludendorff Putsch, which took place in Munich on November 8-9, the anti-democratic orientation of the steel helmet took on more and more form. Again the radical part of the alliance, the Gau Halle, in particular its new leader Theodor Duesterberg, was leading the way (5). If a national dictatorship was now advocated for the stabilization of conditions, coup d'état - at least in its official announcements - was rejected (6). On 9 March 1924 Theodor Duesterberg was appointed the 2nd Federal Leader alongside Franz Seldte. In the official presentation as a milestone in the history of steel helmets, in reality the mutual relationship was marked by repeated differences. With the increasing establishment of parliamentary democracy in the German Reich, the top management of the Stahlhelm was now thinking about the future. The Front Fighters Association wanted to be more than just a pure veteran association. He wanted to "implant" the propagated "spirit of front comradeship" to the entire German people (7). Under the motto "Über die Organisation zur Macht" (8), since the spring of 1924 its activities were extended to include young people (Jungstahlhelm and Scharnhorst) and the generation of over 24-year-olds (Stahlhelm-Landsturm, later Ringstahlhelm) who had no longer been able to participate in the First World War. Here above all the pre-military training stood in the foreground, the steel helmet understood itself nevertheless also as reservoir of the Reichswehr. In 1929, the steel helmet student association "Langemarck" was founded, which brought together the student youth. The steady growth of the covenant exerted an attraction on other federations, which led to them joining the steel helmet (9). In addition to the organizational expansion, the steel helmet also attempted to influence the politics of the Weimar Republic in other ways, albeit with strict emphasis on its "non-partisanship". To achieve this goal, in addition to mass events, propaganda campaigns and appeals to the patriotic sense of duty, personalities with political influence close to the steel helmet also served. The Reich President of Hindenburg was appointed honorary member. The transformation from an original self-protection organization to a political defense organization took on concrete forms. In the mid-twenties, however, it soon became clear that the Frontkämpferbund was often at odds with its principle of "standing above the parties" and its claim to political leadership. One had to leave the extra-parliamentary level in order to gain weight in politics. "Into the state" was now the slogan (10). Although they avoided founding their own party, they formed alliances with others, such as the DVP and the German nationalists, to whom close personal ties had always existed. In the Reich and Prussian state elections of 1928, for example, Stahlhelm members were placed on DNVP lists (11). However, these remained fruitless attempts, which only led to conflicts, which finally prompted the federal leadership to conduct politics on its own initiative (12). First the Federation specified its antirepublican oriented program in the first and second "Steel Helmet Embassies" as well as the "Fürstenwalder Hassbotschaft" (13). According to its self-image, the Federation saw itself as the spearhead of a freedom movement whose goals were "the external and internal liberation of Germany" (14). At the Front Soldier Days in Berlin and Hamburg in 1927 and 1928, as well as at several other propaganda demonstrations, the steel helmet publicly displayed its aversion to the Republic. However, a series of unfortunate decisions, including the 1928 referendum to amend the constitution and the 1929 referendum against the Young Plan, combined with disagreements in federal leadership and political inexperience, showed that the activities of the Stahlhelm in this area were limited. Subsequently, disputes arose, especially with the growing National Socialists, over who should take the lead in the right-wing camp. During the Reichstag elections in September 1930, it became clear that the NSDAP played the leading role. Increasingly, members of the steel helmet, in part even entire local groups, joined this party and the organizations belonging to it (above all SA and SS). The meeting of the leading right-wing parties and associations held in Bad Harzburg in October 1931 and the merger to form the "Harzburger Front" were unable to bridge the existing gap. In the 1932 Reich presidential elections, the competition between the NSDAP and the steel helmet again came to light, with both of their own candidates entering the race: Adolf Hitler stood for the National Socialists, Theodor Duesterberg for the front soldiers (15). After the disastrous outcome of the Reich presidential elections for the Federation, disillusionment spread. The steel helmet put its political ambitions on ice and now turned its attention again increasingly to military sports activities and voluntary work, which was regarded as a substitute for compulsory military service (16). The assumption of political power by the NSDAP in January 1933 was welcomed despite all differences. Among other things, several steel helmets participated in the auxiliary police founded by Hermann Göring in February of the same year together with SA and SS in equalization measures (17). Franz Seldte received the post of Reich Labour Minister (18) in Adolf Hitler's cabinet. In June 1933 the gradual dissolution of the Frontsoldatenbund began. The Scharnhorst-Bund for youths up to the age of 18 was integrated into the Hitler Youth, while the over-18 to 35-year-olds were subordinated to the SA as "Wehrstahlhelm". As a result of the enormous increase in members, a reorganisation of the SA was ordered at the end of 1933. In the course of this now also the core steel helmet (members over 35 years) came as a SA reserve under their command (19). In March 1934 it came to the reestablishment into the National Socialist German Frontkämpferbund (steel helmet). On 7 November 1935 the Frontsoldatenbund was finally dissolved, after it had led only a shadowy existence since the beginning of the "Third Reich". In 1951 a new organization was founded in Cologne under the name of Stahlhelm, Bund der Frontsoldaten (Steel Helmet, Federation of Front Soldiers). Inventory Description: History of the Inventory With the dissolution of the steel helmet in 1935, the files of the Federal Government reached the Reichsarchiv in Potsdam. The stock was removed around 1944/45 and thus escaped destruction - the Reichsarchiv was bombed on 14 April 1945. The files remained in Potsdam after the Second World War, now in the area of the Soviet occupation zone, and were taken over by the German Central Archive (DZA; later: Central State Archive of the GDR), which was founded there in 1946. They were archived there under the inventory signature 61 Sta 1. In the course of the reunification of the German states in 1990, the documents finally reached the Federal Archives through the integration of the Central State Archives of the GDR. To date, the Federal Archives themselves had preserved only minor remains of the steel helmet under the signature R 72, which had been acquired from private sources (see Gerhard Granier: Das Bundesarchiv und seine Bestände, 3. Aufl., Boppard 1977, p. 437). Archival evaluation and processing The first verifiable processing of the disordered holdings kept in the German Central Archives took place in the years 1957-1960. The work was made more difficult by the fact that the archives did not have any organisational documents or file directories of the steel helmet. In 1967, through the mediation of V.R. Berghahn (author of the book "Der Stahlhelm Bund der Frontsoldaten 1918-1935, Düsseldorf 1966"), the DZA was able to acquire a copy of a list of contributions from the Stahlhelm-Bundesamt from 1935. This list originally came from the possession of Dr. Heinz Brauweiler, last head of the political department of the Stahlhelm-Bundesamt, and was intended to list all files to be handed over to the Reichsarchiv. With the help of this directory, the indexing according to the principles of order and indexing for the state archives of the GDR was completed in 1970. A revision in 1967 of the files of the classification groups 1 (correspondence of the Federal Government), 2 (printed publications) and 4 (pictures) with the help of the above-mentioned list of duties produced the following picture: Classification groups 1: Available: 193 volumes Missing: 28 volumes = approx. 12 classification groups 2: Available: 117 volumes Missing: 55 volumes = approx. 47Classification groups 4: Available: 70 volumes Missing: 33 volumes = approx. 32The particularly high losses in groups 2 and 4 in particular can be explained by a presumably incomplete transfer to the Reich Archives as well as losses during the war-related relocation of the Reich Archives' holdings. In 2003 the steel helmet was re-signed from its former location in the Koblenz office of the Federal Archives and merged with the old Potsdam part under the stock signature R 72. Subsequently, the data from the finding aids were converted into electronic form and transferred to the Basys database. Since the indexing data from the finding aids did not comply with the modern indexing guidelines of the Federal Archives, a revision of the data was necessary, which was carried out in the years 2007-2011. The main focus was on the creation of volume and series sequences, streamlining of the contained notes by highlighting the essential content, review and adjustment, partial modification of the classification. From the collection "NS-Archive of the Ministry for State Security of the GDR" files of the provenance steel helmet were extracted and integrated into the stock R 72. Classification groups 1-3 were particularly affected by this work. Characterization of the contents: The collection provides a good insight into the organizational development of the steel helmet and its affiliated associations, especially at the level of the federal leadership and the regional associations or Gaue, as well as into its activities of various kinds, especially from the beginning of the twenties until its dissolution in 1935. The files of the classification groups 1 and 3 represent the largest part of the transmission of the steel helmet. While in classification group 1 the correspondence of the federal leadership with the regional steel helmet associations as well as other associations, organisations and private persons on the one hand, and on the other hand the files on the Front Soldier Days form the focus of content, in group 3 primarily domestic and foreign policy questions as well as events during the Weimar Republic or at the beginning of the Third Reich are documented. Personal documents are only available on a larger scale to the extent that they concern higher-ranking members of the steel helmet or persons from contemporary history or public life. Membership lists or local group passes are only part of the stock in extremely small quantities.           Administrative history: The holdings of "Senate war files" consist mainly of the files that were created separately in the course of the war 1914-1918 next to the Senate registry (cf. 111-1 Senate) and most probably initially filed according to numerus currens. This is indicated by the old signatures, which consisted of the abbreviation K or Krg and a continuous Arabic numerical sequence. With the introduction of this new registry principle, which was intended to make the complex allocations to the complicatedly encrypted subjects of the old Senate registry superfluous, those responsible could not overlook the fact that the war would not end quickly. The choice of the numerus currens for the structure of the collection, although it represented the simplest method of filing, soon had to prove to be disastrous for the recourse to subject matters. This is probably also the reason why different files were created on the same subjects and why topics that were factually close to each other were filed far apart. It is no longer possible today to reconstruct how the registry was restructured in individual cases as a result of the war - and this meant above all that it was determined by the loss of the majority of the previous registrar's employees - due to the lack of tradition. After the end of the war and the expiry of the war-related measures, some of which lasted until the end of the 1920s, the Senate's war registry was enriched with individual registries of commissioners and commissioners. Because some of them had their own registries growing. Thus, for example, the files of the "Senate Commissioner for the Trust Commission for the Provision of Funds for the Tasks Arising from the War" as well as those of the "Central Commission for War Support" or the "Reich Commissioner at the Higher Committee for the Determination of War Damages" reached the old registry. All these registries or parts of registries were probably still united and structured in the Senate registry. The new structure was presumably based on models that can no longer be reconstructed at present. It placed upper groups with capital letters (A to Z - whereby one did not get along with the 25 characters and had to designate the last three groups as Z I, Z II and Z III) over groups with Roman numbers (I, II and III), if this appeared necessary or directly over subgroups with lower case letters (a to z - whereby one did not get along with the 25 alphabet characters also here and then extended with z1, z2, z3 and so on). A deeper structuring could then be done again with lower case letters, the next structuring step again with Arabic numerals, so that in the outermost case signatures of considerable length resulted ( e.g. B II b 121 z 4). Archival history: In this order the registry was handed over to the State Archives at the beginning of the 1930s in a volume of approx. 60 running metres and was kept here until August 1986 without re-drawing and cassation interventions. At this time, H.-P. Plaß, the student councillor temporarily seconded to the State Archives, was commissioned to redraw the holdings. He was told not to change the signatures in the inventory, since the war records had already been used and evaluated scientifically on various occasions. From him was registered up to signature B II b 633 a. In April 1989, the undersigned took care of the larger rest and completed the registration and cassation work by February 1990. In contrast to his predecessor, the undersigned has decided to collect a considerable part of the acts of war according to the following criteria. - files which exclusively dealt with the execution of decisions of the Bundesrat or other orders of the Zentralgewalt and at most documented the instructions for publication in the Gesetz- und Verordnungsblatt or Amtsblatt as an independent administrative act; - files which had no connection whatsoever with Hamburg or which did not include any formative political or administrative contribution from Hamburg; - files which arose for the Senate from all sorts of mailings, but which did not lead to any political or administrative activities; - individual case files, if they were only petitions and rejections due to lack of competence. Thus, attempts were made to document the specific Hamburg conditions, activities and special features. Since the auxiliary registrars at the Senate 1914-1918 could not know which subject matters would lead to actual document growth, they created numerous files, which in the end were occupied only with very few, in very many cases Hamburg not touching documents. On the other hand, other fact files simply expanded so much due to the amount of written material that even the creation of subfiles could not be dispensed with when new files were created, in order to subsequently achieve the necessary differentiation. The cassation from signature B II b 634 onwards concerned approx. 2/3 of the previous holdings. The total circumference was thus reduced from approx. 60 running metres to 36 running metres. The signatures were retained. Only at one point, in the files from the former registry of the Central Commission for War Support, there was a deviation from this. All files of the Central Commission were systematically included in Group C II d 11; they had their own two to four-unit registration numbers from capital letters A to M, Arabic numerals and possibly lower case letters and again Arabic numerals - e.g. B 1 g 2. This would have resulted in signatures of considerable length. Therefore a short signature C II d 11 - 1 ff. was used. A concordance at the end of the directory allows the old numbers to be found. The title formation in the war registry obviously took place quite predominantly after the first document to be filed. Only very few changes were made to titles, even if the focus of the content of the respective file changed as a result of the addition of documents. Only rarely did this necessitate the creation of a new file title; however, both H.-P. Plaß and the undersigned have ample knowledge of the possibility of adapting file titles to the content of the file by means of changes (at about 80
          ller files). Since the files on the same or similar subjects reached very different locations not only in the original numerus currens procedure, but also in the newly created classification system, it was necessary from the outset to work with numerous references. These were noted on the files with the numerus currens signatures and were not adapted during the reworking into the new structure. References could therefore only be identified and verified via the provisional repertory, which contained both the original and the new numbers. H.-P. Plaß tried to take all references as references to the individual file titles. Since this led to a whole series of complicated reference signatures for almost every file title, the undersigned has reversed this procedure by replacing individual references with subject, name and place indices. This is probably the easiest way to find relatives. As a rule, the index terms were taken from the titles of the files, only in a few cases was an approximation carried out. (For example, the term "food" is always recorded as "food".) Signed July 1992.           History of the Inventory Designer: 1. On the history of the Deutsche Reichspost Prehistory up to 1867 In Germany, a uniform postal system had not been able to develop due to the territorial fragmentation of the Reich. Still in the first half of the 19th century, 17 independent state postal regions existed alongside the "Reichs-Post" of the Princes of Thurn and Taxis, which had already been commissioned by the Emperor in the 16th century to carry out the postal shelf and which had since then operated primarily in the smaller and smallest German territories. The conclusion of agreements between individual Länder of the German Confederation, including the establishment of the German-Austrian Postal Association in 1850, did indeed lead to unity in postal traffic; however, in 1866 there were still 9 postal regions in Germany. The post office in the Kingdom of Prussia had developed into the most important national post office at the national level. From the North German Confederation to the Foundation of the Reich (1867-1871) The constitution of the North German Confederation of 24 June 1867 declared the postal and telegraph system to be a federal matter. In the structure of the North German postal administration, the upper postal directorates existing in Prussia since 1849 were taken over as central authorities. The Prussian postal system was thus transferred to the Federation and the North German postal administrations were merged into it, so that the Norddeutsche Bundespost (1868-1871) under the leadership of Prussia was the first unified state postal service on German soil. The Federal Chancellery was in charge of its upper management, and the former Prussian General Post Office was integrated into it as Department I. In addition, the Directorate-General for Telegraphs was renamed Division II. The Post Office in the German Reich from 1871 to 1919 The foundation stone of the Deutsche Reichspost is the Reich Constitution of 16 April 1871. The only area of transport in which the Reich was able to directly promote its state and transport policy purposes was the postal and telegraph system. The Reichspost, which was set up as a direct Reich administration, extended its effectiveness to the entire territory of the Reich with the exception of the states of Bavaria and Württemberg, which had the so-called Postreservat granted to them for their internal postal relations. The postal service and the telegraph system, which were still independent at that time, were therefore a matter for the Reich. On 1 January 1876, both administrations merged organizationally with the creation of the "Reichspost- und Telegraphenverwaltung" (Reich Post and Telegraph Administration) as the highest authority, which consisted of the General Post Office and the General Directorate of Telegraphs. Both were subject to the postmaster general and formed first the I. and II. Department of the Reich Chancellery. The connection between post and telegraph created in this way was no longer solved afterwards. In addition, the postmaster general was removed from the Reich Chancellery and made independent. The Imperial Decree of 23 February 1880 also consolidated the General Post Office and the General Telegraph Office organisationally. The now established Reichspostamt was thus on an equal footing with the other supreme Reich authorities. He was directed by the Prussian Postmaster General Heinrich von Stephan (1831-1897), who had already become the head of the General Post Office in 1870. The new design of the imperial postal system undoubtedly meant progress for traffic development. Economic advancement, the increasing importance of German foreign trade, the acquisition of colonies and the opening up of the oceans, and thus the global political and economic importance of Germany, posed special challenges for the postal service and telegraphy. Under Heinrich von Stephan's leadership, the Universal Postal Union was created in 1874. Foreign and colonial post offices took up their work. During the 1st World War the field post, which had existed in Prussia since the 18th century during the war, was reactivated. It was subordinate to the Field Chief Postmaster in the Great Headquarters and was subdivided into Army Post Offices, Field Post Inspections, Offices and Stations. In the occupied territories, the Deutsche Reichspost eliminated the state postal administrations there and created its own postal facilities in Belgium, Poland and Romania. The German Post and Telegraph Administration operating in the Baltic States in the postal area of the Commander-in-Chief East (November 1915 to December 1918; since August 1918: Military Post Office of the Commander-in-Chief East) was a military office and attached to the Oberost staff. Weimar Republic (1919-1933) The Reich Constitution of 1919 brought significant progress by unifying the postal and telecommunications systems in the hands of the Reich. In connection with the creation of Reich Ministers with parliamentary responsibility by the Law on the Provisional Imperial Authority of 10 February 1919, the decree of the Reich President of 21 March 1919 laid down the new names of the supreme Reich authorities. The Reichspostamt was also renamed the Reichspostministerium. A further consequence of the state revolution of 1918/19 were the state treaties of 29 and 31 March 1920, which also transferred the postal administrations of Württemberg and Bavaria to the Reich. However, they still retained a certain special position. The Oberpostdirektion Stuttgart was responsible for all internal affairs of the traffic area assigned to it, the Land of Württemberg, insofar as they were not generally reserved for the Reich Ministry of Posts, and for Bavaria even a separate Department VII (since 1924 Department VI) was created with its seat in Munich, a State Secretary at the head and the same extensive competence as in the Oberpostdirektion in Stuttgart. The character of the Reichspost was decisively influenced by the Reichspostfinanzgesetz, which came into force on 1 April 1924. The most important point was the separation of the post office from the rest of the Reich's budget. This made the Deutsche Reichspost economically independent as a special fund of the Reich. The Reichspostfinanzgesetz created the administrative board of the Deutsche Reichspost under the chairmanship of the Reichspost Minister. The Board of Directors had to decide on all significant business, financial and personnel matters. The implementation of the decisions of the Board of Administration was the responsibility of the Minister or the responsible structural parts of the Reich Ministry of Posts. National Socialism (1933-1945) From the outset, the authority left no doubt as to its attitude to National Socialism: "For the Deutsche Reichspost it was a matter of course to put National Socialist ideas into practice with all its might wherever it was possible, and to serve the Führer with all its being and doing". The formal repeal of the Reichspostfinanzgesetz by the Gesetz zur Vereinfachung und Verbilligung der Verwaltung of 27 February 1934 did not change anything about the special asset status of the Deutsche Reichspost, but it brought some fundamental changes. For example, the Administrative Board was dissolved and replaced by an Advisory Board, which had no decisive powers but only an advisory function. The law eliminated both Division VI in Munich and the special position of the Oberpostdirektion Stuttgart, after Hitler had rejected as premature an attempt by the Reichspost and Reich Traffic Minister, Freiherr von Eltz-Rübenach, to repeal it, which he had already made in May 1933. From 1 April 1934, the last special agreements of the Reichspost with the states of Bavaria and Württemberg expired, so that it was only from this point on that the "complete uniformity of the postal and telecommunications system in law and administration for the entire territory of the Reich" was established. On 1 October 1934, the Oberpostdirektionen received the designation "Reichspostdirektionen". The offices and offices were subordinated to them. By "Führererlass" of 2 February 1937, the personal union between the Reich Transport Minister and the Reich Post Minister, which had existed since 1932, was abolished and Wilhelm Ohnesorge (1872 to 1962) was again appointed Reich Post Minister. The occasion was the subordination of the Reichsbahn to Reich sovereignty. The unconditional capitulation of Germany at the end of the Second World War also meant the end of the German Reichspost. His written fixation of this fact was found in Articles 5 and 9 of a declaration of the Allied Control Council of June 5, 1945, according to which "all facilities and objects of the ... intelligence ... to hold at the disposal of the Allies' representatives" and "until the establishment of supervision over all means of communication" any broadcasting operation was prohibited. The postal and telecommunications services and the operation of their facilities were finally restarted at different times and separately by the respective Commanders-in-Chief according to the four occupation zones of Germany. 2 The tasks of the Deutsche Reichspost (German Imperial Postal Service) in the fields of social and technical progress as well as the effects of important inventions inevitably necessitated both the quantitative expansion of communication relations and their continuous improvement up to the introduction and application of new services in the postal and telegraph sectors. One of the main tasks of the Deutsche Reichspost, the carriage of news items, did not initially extend to all postal items. In the beginning, only closed letters and political newspapers that did not remain in the sender's town were affected by the so-called post compulsion. All open items (especially postcards and printed matter) for a place other than the place of dispatch and letters, parcels etc. for recipients in the place of dispatch could also be collected, transported and distributed by so-called private transport companies. Such "private posts" settled above all in large cities and increasingly opposed the German Reichspost as fierce competitors, for example through lower fee rates. The Reichspost had to get rid of this competition, especially since it was obliged to maintain expensive and sometimes even unprofitable delivery facilities even in the remotest areas of the Reich. The Postal Act Amendment of 20 Dec. 1899 therefore prohibited all commercially operated private post offices in the German Reich from 1 April 1900 and extended the postal obligation to sealed letters within the place of dispatch. The carriage of passengers From time immemorial, Swiss Post also dealt with the carriage of passengers. Before the advent of the railways, passenger transport by stagecoach was the most important means of public transport and, as such, was also part of the postal monopoly in many countries. The expansion of the railway network initially limited this traffic activity of the post office, but after the invention and further perfection of the automobile it gained importance again. Thus, since 1906/07, bus routes have been established ("Postkraftwagen-Überlandverkehr", often also called "Kraftposten" for short). They were expanded mainly in the years 1924 to 1929, so that on 1 April 1929 the Deutsche Reichspost operated almost 2000 Kraftpost lines with an operating length of more than 37,000 km and by that time had already carried 68 million passengers. The enormous economic and technical upswing in Germany after the foundation of the German Empire also meant that the Imperial Post and Telegraph Administration had to make use of its cash register facilities for the ever more flowing payment transactions. In addition to the banks, Swiss Post took over the regulation of cashless payment transactions: on 1 January 1909, the postal transfer and postal cheque service was opened in Germany (13 Postscheckkämter). Both the number of accounts and the amount of assets increased steadily in the following decades, with the exception of the two world wars. The banking activities of the Deutsche Reichspost, 'which serve to fulfil state activities and not to compete with the private sector', were divided into five main branches: postal order service, cash on delivery service, postal order service, postal transfer service, cheque service and postal savings bank service. The latter was introduced only after the annexation of Austria (a post office savings bank had existed here since 1883) on 1 January 1939. Telegraphs and radio telegraphy Although telegraphs were administered by an independent authority equivalent to the general post office before the Reichspost was founded, they had been closely related to the post office since 1854. In that year, the telegraph service in small communities in Prussia was transferred to the respective post office. Own telegraph stations usually existed only in cities and larger municipalities, where the operation was profitable. In 1871 there were a total of 3,535 telegraph stations in the German Reich (including Bavaria and Württemberg) with 107,485 km of telegraph lines and an annual output of over 10 million telegrams. By the beginning of the First World War, this figure had been six times higher. In contrast to the USA, where the population quickly made use of telephone traffic, the German public apparently did not initially want to make friends with the new telephone system. As early as 1877, General Postmaster Stephan had the first telephone line set up between the General Post Office in Leipzig and the General Telegraph Office in Französische Straße, and soon thereafter arranged for attempts to be made at longer distances. As late as 1880, however, Stephans' call for participation in a city telephone system in Berlin met with little approval, so that the first local traffic exchange began operations here in January 1881 with only 8 subscribers. However, the advantages of telephone traffic were soon recognised and the spread of the telephone increased rapidly. The 24-hour telephone service was first introduced in Munich in 1884, and Berlin opened its 10,000th telephone station in May 1889. As early as 1896 there were 130,000 "telephone stations" in Germany; in 1920 there were about 1.8 million, in 1930 over 3 million and in 1940 almost 5 million connections. Since the practical testing of Hertzian electromagnetic waves, i.e. since 1895, Swiss Post has paid great attention to the development and expansion of wireless telegraphy. From the very beginning, there was no doubt that the Reichspost was responsible for radio communications (as a type of communication). After the first radio telegraphy devices had been produced in Germany by Siemens and AEG and the first public radio stations had been put into operation in 1890, a regulated radio service began in the German Reich. In the following decades, the Reichspost retained the exclusive right to install and operate radio equipment. However, it was not in a position to carry out all the associated services itself and therefore delegated some of this right to other companies. Thus there were finally 3 groups of radio services: - the radio service operated by the Reichspost with its own radio stations (maritime radio, aeronautical radio), - the radio service operated by companies. The "Transradio AG für drahtlose Überseeverkehr" carried out the entire overseas radio traffic in the years 1921-1932 on behalf of the Deutsche Reichspost. Deep sea radio, train radio and police radio have been granted rights in their fields in a similar manner, - the radio services of public transport carriers such as Reichsbahn, Reichsautobahnen and waterways. Radio and television The exclusive competence for radio broadcasting also extended to radio broadcasting, which was established after the First World War. Legal and organisational issues had to be resolved for this new area of activity of Swiss Post more than for other areas. As a result of the Reichskulturkammergesetz of 22 September 1933, the Reichsrundfunkkammer was at the forefront of broadcasting, in which the Reichsrundfunkgesellschaft and several other associations were represented. This marked the beginning of the absolute subordination of broadcasting to the National Socialist dictatorship. The first attempts at television were made in the 1920s, also under the direction of the Deutsche Reichspost. After an improved Braun tube had been shown at the Funkausstellung Berlin in 1932, the 1933 annual report of the Deutsche Reichspost described trial television broadcasts in a large urban area as practically feasible. The Reichspost Ministry subsidiary "Reichspost-Fernseh-GmbH" (since 1939) and the Reichsministerium für Luftfahrt (Reich Ministry of Aviation) were responsible for the transmitters "in view of their special significance for air traffic control and national air protection". 3. the organization and structure of the Deutsche Reichspost Of all the branches of the Reich administration, Die Post possessed the most extensive and clearly structured official substructure. It was taken over by the Prussian postal service in 1871 and was divided into the following 3 stages until the destruction of the German Reich in 1945: Since 1880, the new supreme Reich authority had been divided into three departments: Post (I), Telegraph (and soon Telephone) (II) and Personnel, Budget, Accounting and Construction (III). A short time later Stephan was appointed Secretary of State and was thus placed on an equal footing with the heads of the other Imperial Offices established in the meantime. Division III was divided in 1896. General administrative matters were assigned to the new Division III, while Division IV was now responsible for personnel, cash management and accounting. Later, cash and accounting were transferred back to Division III and Division IV retained only personnel matters. From 1919, now as the Reich Post Ministry, a fifth department for radio communications and a sixth for social affairs expanded the organizational structure. Section VI, however, fell away again after inflation in 1924, and at the same time sections III and V exchanged their designations, so that in this section the household, cash register and building trade, in that the telegraph and radio trade were dealt with, while section II was responsible for the telephone trade, initially still united with the telegraph building trade. The Reich Ministry of Posts had a number of specialist offices for the handling of special subjects, such as the field post office, the motor vehicle office, the building administration office and the cheque office. The following departments were directly affiliated or subordinated to the Reich Ministry of Posts: - the General Post Office as the body responsible for the entire administration of the post office and telegraph system - the Postal Money Order Office. From 1 April 1912 it was placed under the control of the Postal Newspaper Office, from 1 January 1918 also under the control of the Berlin Postal Directorate; - the Postal Insurance Commission for Accident and Other Matters, which was transferred to the newly founded Versorgungsanstalt der Deutschen Reichspost on 1 August 1926. With this public corporation, the previously differently regulated supplementary provision for postal staff was standardised: two thirds of the contributions were paid by the Deutsche Reichspost and one third by the insured themselves. - the Reichsamt Telegraph Technical Office, founded in 1920. In 1928, it took over other tasks from the Reich Post Ministry area, such as railway postal issues, postal statistics, training and educational matters, cash and accounting and procurement, and was renamed the Reich Post Central Office - the Reich Post Museum, created in 1872; - the Reich Post Building Inspectorate, formed in 1937 to realize the postal service needs in the structural redesign of Berlin. - the Postal Savings Bank Office in Vienna, which was taken over after the annexation of Austria in March 1938. In direct subordination to the Reich Ministry of Posts, it was responsible for the central account management of the Postal Savings Bank Service after it had been extended to the Old Empire. The "Postschutz", a paramilitary association under the umbrella of the Postal Ministry, had a special position. In June 1935, the Reich leadership of the SS and the Supreme SA leadership agreed on binding regulations regarding the affiliation of postal workers to the SA or SS. The postal service and thus also the postal security service were given priority over 'any use by the SA and SS. The claim for purposes of the SA and SS outside the postal service must not be to the detriment of the proper operation of the postal service', it said. Postal security was uniformed and uniformly armed. The research institute of the Deutsche Reichspost, founded on 1 January 1937, investigated special problems in television technology. The Reichspostforschungsanstalt was responsible for the coordination of all television armaments projects and orders to industry. It dealt with the further development of the research areas for military purposes. The scope of tasks is outlined in a document signed by Ohnesorge: "1. television; 2. general physics, in particular atomic physics, optics, acoustics, electronics; 3. chemistry; 4. special tasks for the four-year plan". The Reichsdruckerei was not integrated into the structure of the Reichspost, but was associated with its top management in personal union. On 1 Apr. 1879 it was placed under the control of the Reichspost- und Telegraphenverwaltung as an independent imperial enterprise. Through its products it maintained very close relations with the Reichspost, since, for example, postage stamps, postal cheques, the Reichskursbuch, etc. were produced for the account of the post office cashier. The Oberpostdirektionen/Reichspostdirektionen The Oberpostdirektionen (OPD) as intermediate authorities between the Berlin headquarters and the post offices were established as early as 1850 in Prussia. After their transfer to the Reichspost, they were among the higher Reich authorities. The Ministry of Postal Affairs has delegated more and more responsibilities to the OPDen, so that their freedom of action grew steadily and they gradually became the focus of the postal administration. 1928 saw the establishment of Managing Directorates of Higher Postal Services, which together assumed responsibility for certain tasks for a district group (= several OPD districts) (e.g. training and education, procurement and utilities). 1934-1945 as Reichspostdirektionen (RPD), they were subject to many changes in their area and in their number. In 1943 there were 51 RPD. The post office cheque offices (established in 1909), the telegraph building offices and the telegraph tool offices (established in 1920) were responsible for several OPD/RPDs and thus also to be regarded as intermediate authorities. The Post Offices The Post Offices, referred to in the area of the Deutsche Reichspost as Verkehrsämter and Amtsstellen, formed the local offices of the lowest level; they were subordinate to the OPD/RPD closest to each other. The local offices included not only the post offices, which were divided into three classes until 1924 (only since 1924 did they have a uniform designation as post offices), but also the post agencies, postal assistance offices, railway post offices, telegraph and telephone offices as well as public pay telephones in the municipalities which were subordinate to them. In 1942 there were about 70,000 such offices and offices in the German Reich. Inventory description: Introduction The history of the Deutsche Reichspost Prehistory up to 1867 Due to the territorial fragmentation of the Reich, a uniform postal system had not been able to develop in Germany. Still in the first half of the 19th century, 17 independent state postal regions existed alongside the "Reichs-Post" of the Princes of Thurn and Taxis, which had already been commissioned by the Emperor in the 16th century to carry out the postal shelf and which had since then operated primarily in the smaller and smallest German territories. The conclusion of treaties between individual Länder of the German Confederation, including the establishment of the German-Austrian Postal Association in 1850, did indeed lead to the unification of postal traffic; however, in 1866 there were still 9 land despatch areas in Germany. The post office in the Kingdom of Prussia had developed into the most important national post office at the national level. The Prussian postal area included the duchy of Anhalt, the principalities of Waldeck-Pyrmont and Oldenburg-Birkenfeld, parts of Schwarzburg-Rudolstadt and Sondershausen, parts of Saxony-Weimar, as well as post offices in Hamburg and Bremen. From 1866 the Duchy of Lauenburg and the Province of Hanover, from 1867 Schleswig-Holstein and the Oldenburg Principality of Lübeck as well as former Bavarian areas in the Rhön, Spessart, the exclave Caulsdorf and from 1 July 1867 the states in Thuringia and Southern Germany which had previously been united in the Thurn und Taxischer Postverein were added. From the North German Confederation to the Foundation of the Reich (1867-1871) The constitution of the North German Confederation of 24 June 1867 declared the postal and telegraph system to be a federal matter. In the structure of the North German postal administration, the upper postal directorates existing in Prussia since 1849 were taken over as central authorities. The Prussian postal system was thus transferred to the Federation and the North German postal administrations were merged into it, so that the Norddeutsche Bundespost (1868-1871) under the leadership of Prussia was the first unified state postal service on German soil. The Federal Chancellery was in charge of its upper management, and the former Prussian General Post Office was integrated into it as Department I. In addition, the Directorate-General for Telegraphs was renamed Division II. The Post Office in the German Reich from 1871 to 1919 The cornerstone of the Deutsche Reichspost was the Reich Constitution of 16 April 1871. The only area of transport in which the Reich was able to directly promote its state and transport policy purposes was the postal and telegraph system. In the occupied territories, the Deutsche Reichspost eliminated the state postal administrations there and created its own postal facilities in Belgium, Poland and Romania. The German Post and Telegraph Administration operating in the Baltic States in the postal area of the Supreme Commander East (November 1915 to December 1918; since August 1918: Military Post Office of the Supreme Commander East) was a military office and attached to the Oberost Staff. Weimar Republic (1919-1933) The Reich Constitution of 1919 brought significant progress by unifying the postal and telecommunications systems in the hands of the Reich. In connection with the creation of Reich Ministers with parliamentary responsibility by the law on the provisional power of the Reich of 10 February 1919, the decree of the Reich President of 21 March 1919 laid down the new names of the supreme Reich authorities. The Reichspostamt was also renamed the Reichspostministerium. A further consequence of the state revolution of 1918/19 were the state treaties of 29 and 31 March 1920, which also transferred the postal administrations of Württemberg and Bavaria to the Reich. However, they still retained a certain special position. The implementation of the decisions of the Board of Administration was the responsibility of the Minister or the responsible structural parts of the Reich Ministry of Posts. National Socialism (1933-1945) From the outset, the authority left no doubt as to its attitude to National Socialism: "For the Deutsche Reichspost it was a matter of course to put National Socialist ideas into practice with all its might wherever it was possible, and to serve the Führer with all its being and doing". The formal repeal of the Reichspostfinanzgesetz by the Gesetz zur Vereinfachung und Verbilligung der Verwaltung of 27 February 1934 did not change anything about the special asset status of the Deutsche Reichspost, but it brought some fundamental changes. For example, the Administrative Board was dissolved and replaced by an Advisory Board, which had no decisive powers but only an advisory function. On 1 October 1934, the Oberpostdirektionen received the designation "Reichspostdirektionen". The offices and offices were subordinated to them. One of the main tasks of the Deutsche Reichspost, the carriage of news items, did not initially extend to all postal items. In the beginning, only closed letters and political newspapers that did not remain in the sender's town were affected by the so-called post compulsion. All open items (especially postcards and printed matter) for a place other than the place of dispatch and letters, parcels etc. for recipients in the place of dispatch could also be collected, transported and distributed by so-called private transport companies. Such "private posts" settled above all in large cities and increasingly opposed the German Reichspost as fierce competitors, for example through lower fee rates. The Reichspost had to get rid of this competition, especially since it was obliged to maintain expensive and sometimes even unprofitable delivery facilities even in the remotest areas of the Reich. The Postal Act Amendment of 20 Dec. 1899 therefore prohibited all commercially operated private post offices in the German Reich from 1 April 1900 and extended the postal obligation to sealed letters within the place of dispatch. The carriage of passengers From time immemorial, Swiss Post also dealt with the carriage of passengers. Before the advent of the railways, passenger transport by stagecoach was the most important means of public transport and, as such, was also part of the postal monopoly in many countries. The expansion of the railway network initially limited this traffic activity of the post office, but after the invention and further perfection of the automobile it gained importance again. Thus, since 1906/07, bus routes have been established ("Postkraftwagen-Überlandverkehr", often also called "Kraftposten" for short). They were expanded mainly in the years 1924 to 1929, so that on 1 April 1929 the Deutsche Reichspost operated almost 2000 Kraftpost lines with an operating length of more than 37,000 km and by that time had already carried 68 million passengers. In March 1935, the Deutsche Reichspost set up the world's first public television station at the Reichspostmuseum in Berlin, where the public could follow the reception of the programmes free of charge. The Reich Ministry for Popular Enlightenment and Propaganda and the Reichsrundfunkgesellschaft (RRG) shared the programming. The Reichspost Ministry subsidiary "Reichspost-Fernseh-GmbH" (since 1939) and the Reichsministerium für Luftfahrt (Reich Ministry of Aviation) were responsible for the transmitters "in view of their special significance for air traffic control and national air protection". The organisation and structure of the Deutsche Reichspost Of all the branches of the Reich administration, Die Post possessed the most extensive and clearly structured official substructure. It was taken over by the Prussian postal service in 1871 and was divided into the following 3 stages until the destruction of the German Reich in 1945: The Reichspostamt / Reichspostministerium Since 1880, the supreme Reichsbehörde has been divided into three departments: Post (I), Telegraph (and soon Telephone) (II) and Personnel, Budget, Accounting and Construction (III). A short time later Stephan was appointed Secretary of State and was thus placed on an equal footing with the heads of the other Imperial Offices established in the meantime. Division III was divided in 1896. General administrative matters were assigned to the new Division III, while Division IV was now responsible for personnel, cash management and accounting. Later, cash and accounting were transferred back to Division III and Division IV retained only personnel matters. From 1919, now as the Reich Post Ministry, a fifth department for radio communications and a sixth for social affairs expanded the organizational structure. Section VI, however, was discontinued after inflation in 1924, and at the same time Sections III and V exchanged their designations, so that in this Section the household, cash register and building trade, in that Section the telegraph and radio trade were dealt with, while Section II was responsible for the telephone trade, initially still combined with the telegraph building trade. On 1 June 1926 another department for economic and organisational questions was added, which was formed from the previous economic department. Since 1926 there have been eight departments: Abt. During the war, a foreign policy department, a colonial department and an eastern department were added. A special division F 1 for broadcasting affairs was also set up temporarily. During the Second World War, the organization of the postal system in the annexed and occupied territories was determined by the nature and intensity of its integration into the National Socialist sphere of power. In the annexed areas, the postal administration was completely taken over by the Deutsche Reichspost. In most occupied territories, on the other hand, the postal services of the respective countries remained unchanged. Next to them, the field post continued to work. A German service post was created in various administrative areas to supply the German occupation authorities, such as the "Protectorate of Bohemia and Moravia" (1939-1945), the Netherlands (1940-1945), Norway (1942-1945), the Adriatic and Alpine regions (both 1943-1945), the East and the Ukraine (both 1941-1944). The German service posts "Ostland" and "Ukraine", each under a general postal commissioner, simultaneously provided the business of the "Deutsche Post Ostland" and "Deutsche Post Ukraine", which were fictitious as Landespost. The attempts made by the Reich Ministry of Posts to establish a central management of the intelligence system of all annexed and invaded territories failed because of the principle of the unity of the administration in the respective territory. The Reich Ministry of Posts had a number of specialist offices for the handling of special subjects, such as the field post office, the motor vehicle office, the building administration office and the cheque office. The following departments were directly affiliated or subordinated to the Reich Ministry of Posts: - the General Post Office as the body responsible for the entire administration of the post office and telegraph system, - the Postal Money Order Office. From 1 April 1912 it was subordinated to the Oberpostdirektion Berlin as the postal accounting office from 1 April 1912, - the Postzeitungsamt, from 1 January 1918 also subordinated to the Oberpostdirektion Berlin, - the Postversicherungskommission für Angelegenheiten der Unfall- u.a. -fürsorge, which was transferred to the newly founded Versorgungsanstalt der Deutschen Reichspost on 1 August 1926. With this public corporation, the previously differently regulated supplementary provision for postal staff was unified: two thirds of the contributions were paid by the Deutsche Reichspost and one third by the insured themselves, - the Telegrafentechnische Reichsamt, founded in 1920. In 1928, it assumed further tasks from the Reich Post Ministry, such as railway postal issues, postal statistics, training and teaching matters, cash and accounting and procurement, and was renamed the Reich Post Central Office, - the Reich Post Museum, created in 1872, - the Reich Post Building Inspectorate, formed in 1937 to meet the postal service's needs in the structural redesign of Berlin, - the Postal Savings Bank Office in Vienna, which was taken over after the annexation of Austria in March 1938. In direct subordination to the Reich Ministry of Posts, it was responsible for the central account management of the Postal Savings Bank Service after it had been extended to the Old Empire. The "Postschutz", a paramilitary association under the umbrella of the Postal Ministry, had a special position. In June 1935, the Reich leadership of the SS and the Supreme SA leadership agreed on binding regulations regarding the affiliation of postal workers to the SA or SS. The postal service and thus also the postal security service were given priority over 'any use by the SA and SS. The claim for purposes of the SA and SS outside the postal service must not be to the detriment of the proper operation of the postal service', it said. Postal security was uniformed and uniformly armed. The research institute of the Deutsche Reichspost, founded on 1 January 1937, investigated special problems in television technology. The Reichspostforschungsanstalt was responsible for the coordination of all television armaments projects and orders to industry. It dealt with the further development of research areas for military purposes. The tasks are outlined in a document signed by Ohnesorge: "1. television; 2. general physics, in particular nuclear physics, optics, acoustics, electronics; 3. chemistry; 4. special tasks for the four-year plan". The Reichsdruckerei was not integrated into the structure of the Reichspost, but was associated with its top management in personal union. On 1 April 1879 it was placed under the control of the Reich Post and Telegraph Administration as an independent Reich enterprise. Through its products it maintained very close relations with the Reichspost, since, for example, postage stamps, postal cheques, the Reichskursbuch, etc. were produced for the account of the post office cashier. The Oberpostdirektionen/Reichspostdirektionen The Oberpostdirektionen (OPD) as intermediate authorities between the Berlin headquarters and the post offices were established as early as 1850 in Prussia. After their transfer to the Reichspost, they were among the higher Reich authorities. The Ministry of Postal Affairs has delegated more and more responsibilities to the OPDen, so that their freedom of action grew steadily and they gradually became the focus of the postal administration. 1928 saw the establishment of managing higher postal directorates, which together took over the leadership of a district group (several OPD districts) for certain tasks (e.g. training and education as well as procurement and supply). 1934 to 1945 as Reichspostdirektionen (RPD), they were subject to many changes in their area and in their number. In 1943 there were 51 RPD. The post office cheque offices (formed in 1909), the telegraph construction offices and the telegraph tool offices (set up in 1920) were responsible for several OPD/RPDs and thus also to be regarded as intermediate authorities. The Post Offices The Post Offices, referred to in the area of the Deutsche Reichspost as Verkehrsämter and Amtsstellen, formed the local offices of the lowest level; they were subordinate to the OPD/RPD closest to each other. The local offices included not only the post offices, which were divided into three classes until 1924 (only since 1924 did they have a uniform designation as post offices), but also the post agencies, postal assistance offices, railway post offices, telegraph and telephone offices as well as public pay telephones in the municipalities which were subordinate to them. In 1942 there were about 70,000 such offices and offices in the German Reich. The division into "secret archive" and "secret registry" was characteristic of the registry relations in the RPM until 1928. The general files and most important special files from the "Secret Registry" were transferred to the "Secret Archive", as were historically valuable files from the dissolved postal administrations of the German Länder, so that the "Secret Archive" developed more and more into a selection archive. In contrast, the "secret registry" was the actual general registry of the RPM. It consisted of a frequently changing number of registries. In the mid-twenties there were seventeen of them. The number of registries was greatly reduced by the formation of so-called specialist parties for individual fields of activity, such as Bp (Postbankverkehr) or Zp (Postal Newspapers). On January 1, 1928, a file plan was put into effect in the RPM and a little later in the entire area of the Deutsche Reichspost, the main features of which were still valid in the Deutsche Bundespost and in the Deutsche Post of the GDR until their end. It consisted of eight main groups, which essentially correspond to the present classification of the file stock, here on the basis of the file plan from the year 1938 under consideration of structural conditions of the inventory creator. In the period from 1933 to 1941, the Reich Ministry of Posts had handed over about 2,200 historically valuable file units, which were no longer needed in the service, to the Reich Archives. Towards the end of the war, most of the files, together with other holdings, were moved to the potash shafts near Staßfurt and Schönebeck. They survived the war there without any significant casualties. The files that had not been removed from the Reichsarchiv, above all the partial holdings of the Reichsdruckerei, were burnt during the air raid on Potsdam in April 1945. Losses were also recorded in the files remaining in the various departments of the RPM, in particular in a total of 15 alternative offices in the countryside, where the documents had been successively transferred since 1943, but also in the RPM building itself, which had been severely damaged by several bomb hits in the years 1943 to 1945. The total file loss of the RPM after 1945 was estimated at 2,417 files. The existing files formed the basis for the later named component R 4701 I, which until 1990 was located in the Central State Archives in Potsdam (ZStA) and was transferred to the Federal Archives with German unity. The holdings in the Federal Archives at the time of the retroconversion of the finding aids in 2009 For the period from 1945 onwards, the RPM file holdings must be viewed in a differentiated way, because its four parts have reached the Federal Archives in very different ways and accordingly had received not only their own history of tradition, but also their own finding aids, their own signatures, etc. For example, the letters B, D, GA, and P were used as signature additions, which sometimes proved to be quite impractical, not only in archival practice. For a long time it had been planned to record all parts in a common finding aid book. Since around 1990, the following distinguishing features have been used, but these have hardly had any effect on everyday archival life. Part R 4701 I, formerly R 47.01 - Potsdam until 1990 This is the bulk of the collection stored in the Central State Archives in Potsdam. As a rule, the designation R 4701 I was not used, but only R 4701 with the following signature, formerly R 47.01. This also contained the above-mentioned files with the additional identification letters. This part of the collection, which was outsourced by the Reichsarchiv, was transferred to the then Deutsche Zentralarchiv Potsdam in 1950. The DZA Potsdam received the majority of the files in 1957, 1960 and 1966 from the Ministry of Posts and Telecommunications of the GDR, but initially only the old files with a term until 1928 were handed over. The files since the introduction of the file plan in 1928 still remained in the GDR Ministry and were only handed over to the ZStA Potsdam in 1983, but by far not completely (cf. remarks on R 4701 II).           History of the Inventor: Established in June 1936 by Heinrich Himmler's decree as Reichsführer SS and Chief of the German Police; the Main Office was responsible for the administrative and protective police (including traffic and water police), the gendarmerie, the municipal and Feuerschutzpoli‧zei police, and the Technical Emergency Aid Long text: Overview of the internal official organization of the Main Office Ordnungspolizei The Law on the Reconstruction of the Reich of 30 June 1936 provides for a comprehensive overview of the internal administrative organization of the Main Office. Jan. 1934 (RGBl. I,75) the police sovereignty rights of the countries were transferred to the Reich. As a result, a police department (III) was established in the Reich Ministry of the Interior on May 1, 1934, which, after the merger of the Reich Ministry of the Interior with the Prussian Ministry of the Interior in November 1934, was united with the police department (II) of the latter. Organizationally, this development came to an end on 17 June 1936 with the appointment of Heinrich Himmler as "Reichsführer SS and Chief of the German Police in the Reich Ministry of the Interior" (RGBl. I,487). By decree of 26 June 1936 (MBliV, 946), the Reichsführer SS and Chief of the German Police divided his authority into the main offices of Ordnungspolizei and Sicherheitspolizei and subordinated them to their own bosses. The head of the Ordnungspolizei was Kurt Daluege, the former head of the police department of the Reich and Prussian Ministry of the Interior, who became ministerial director and SS-Obergruppenführer (most recently general colonel of the police and SS-Oberstgruppenführer). On 31 August 1943 he was replaced by the General of Police and Waffen-SS Alfred Wünnenberg (m.d.F.b.) until the end of the war. The administrative police, the protective police (including traffic and water police), the gendarmerie, the municipal police, the fire police and the technical emergency aid belonged to the department of the order police. The Main Office of the Ordnungspolizei was divided into "offices", of which there were initially only two: the Office of Administration and Law (VuR) and the Command Office (Kdo). The Administration and Law Office was responsible for handling all administrative police, legal and economic tasks of the entire Ordnungspolizei. Until the end of 1938, it was divided into departments, then into official groups, groups, sub-groups and subject areas. In the course of the organisational changes in the main office of the Ordnungspolizei it was dissolved in September 1943 (see below) and was headed by Ministerialdirektor Bracht until 1943. On 9 May 1941, the Fire Brigades Office was formed as the fourth office and on 30 December 1941, the Technical Emergency Assistance Office was formed as the fifth office in the Ordnungs- Polizei main office. Fundamental changes in the organization of the Ordnungspolizei main office occurred after Himmler's appointment as Reich Interior Minister (August 1943). With effect from 15 September 1943, the offices of Administration and Law, Fire Brigades and Technical Emergency Aid were dissolved. The tasks of the Office of Administration and Law were mainly transferred to the two new bodies, the Economic Administration Office and the Legal Office. However, the legal office was dissolved at the beginning of December 1943. The majority of his areas of work came to the Office of Economic Administration. As an office directly subordinated to the head of the Ordnungspolizei, the Sanitäts-Amt, which was detached from the Kommando-Amt (Amtsgruppe III) on 1 Oct. 1944, is to be mentioned. Relocation measures during the war (For this and the following section compare: Jürgen Huck; alternative places and file fate of the main office Ordnungspolizei in the 2nd World War in: Neufeldt, Huck, Tessin: Zur Geschichte der Ordnungspolizei 1936 - 1945; Koblenz 1957) Until 1942, most of the Ordnungspolizei main office was housed in the old office building of the Prussian Ministry of the Interior in Berlin NW 7, Unter den Linden 72/74. In the course of the year 1942, the office administration and law was transferred to Berlin-Halensee, Kurfürstendamm 106/107. His successor, the Wirtschaftsverwaltungsamt, had to leave the building as a result of bombing and in February 1944 moved into an office building in Berlin-Lichterfelde, Unter den Eichen 126, together with the official groups I (Economy) and III (Accommodation) and the group "Personnel". The official group II (administration) sat in the barracks camp in Berlin-Zehlendorf, Potsdamer Chaussee, and the official group IV (supply and law) in the building Unter den Linden 72/74 until its dissolution in February 1944. At the end of March 1944, after parts of the group "Personal" and the official group II had already gone to Biesenthal, the entire economic administration office was transferred to the alternative camp "Heidenberg" near Biesenthal/Mark in the district of Oberbarnim. After the air raid of 23/24 November 1943 had severely damaged the building Unter den Linden 72/74, the Kommando Office was transferred to the barracks of the alternative camp "Paula" near Biesenthal in December 1943. Only the inspection L (Luftschutz) remained in the service building in Berlin, Schadowstraße 2, until April 20, 1945. The inspection Feuerschutzpolizei (in the Offiziersschule der Ordnungspolizei in Eberswalde), parts of the inspection Veterinärwesen (in Cottbus) and parts of the personnel groups (in the Offiziersschule der Ordnungspolizei in Berlin-Köpenick) were accommodated elsewhere. The group "War History" was transferred to the Waffenschule der Ordnungspolizei in Dresden-Hellerau in August 1943 and one year later to the castle of Prince Carl von Trauttmannsdorff in Bischofteinitz near Taus (Bohemia). On the other hand, the parts of the motor vehicle inspection initially transferred to Dresden were moved to Biesenthal in November 1944, so that this inspection was closed in the "Paula" camp until April 1945. In March 1945, the relocation to Potsdam-Babelsberg was ordered for the offices of the Chief of Ordnungspolizei in and around Berlin. As a result of the rushing war events, this and other projects (Suhl and Weimar) could not be carried out. At the end of March/beginning of April 1945 it was therefore decided to divide the main office of the Ordnungspolizei into a south and a north staff. The division of services between the two staffs is opaque. The mass, however, has been assigned to the south staff. In the 2nd half of April, the "Süd" task force moved to the officers' school of the Ordnungspolizei in Fürstenfeldbruck. A large part of his staff was dismissed here. On April 28, 1945, the miniaturized working staff drove to Eben/Achensee (Tyrol) and was captured by the Americans in mid-May 1945 in Rottach-Egern (Tegernsee). The "North" task force left Biesenthal on 18 April 1945, reached Flensburg via Lübeck at the beginning of May and was captured there by the English at the Harriesleefeld fire brigade school. Inventory description: Inventory history Reference: Koblenz Inventory Fate of the files of the Main Office Ordnungspolizei The mass of files of the Chief of Ordnungspolizei must be considered lost. The processes that led to this loss are still largely in the dark. We are relatively well informed about the fate of larger parts of the old registries of the Chief of the Ordnungspolizei, which mainly contained files of the former police departments of the Prussian Ministry of the Interior and the Reich Ministry of the Interior as well as those of the Prussian State Police dissolved in 1935/36, and about the files of the group "War History". The old registries of the Chief of the Ordnungspolizei were located in the so-called "Archive of the Main Office of the Ordnungspolizei", which was renamed "Aktenverwaltung des Hauptamtes Ordnungspolizei" from October 1941 on the objection of the General Director of the State Archives. During the war, the holdings of this file administration can be found in the service buildings Unter den Linden, Kurfürstendamm and Breitestraße. From 1941 to 1944, about 8,500 volumes of files from the police department registries of the Prussian Ministry of the Interior, taken over by the head of the Ordnungspolizei, were handed over to the Prussian Secret State Archives in Berlin-Dahlem. The Secret State Archives had for the most part outsourced these files to Central German mines. From there, together with the other outsourced holdings, they probably came to the Central State Archives II of the GDR in Merseburg. Files of unknown size of the police department of the Reich Ministry of the Interior, mainly through the Schutz- und Kriminalpolizei-, which had been taken over by the head of the Ordnungspolizei in 1936, arrived in 1941/42 from the Hauptamt Ordnungspolizei to the Reichsarchiv in Potsdam, where they were most probably destroyed by the air raid of 14./15. 4. 1945. The files of the Prussian State Police from 1933 to 1935, which were transferred to the Wehrmacht in 1935, appear to have been transferred to the Army Archives in Potsdam during the war. Here they were probably burned as a result of the air raid of April 1945. Far more incomplete than the old registries are our knowledge about the fate of the current registries at the Main Office Ordnungspolizei. Only the following incomplete news about their whereabouts have become known to the Federal Archives so far. A part of the personnel files of the command office (registries O-Kdo II P) seems to have been moved in 1943/44 in agreement with the Reichsamt Technische Nothilfe to the castle Eisenhardt in Belzig/Mark (TN school). His fate is unknown. Another part came in spring 1945 first to the police administration Gera, then to Weimar or Gschenda, Kr. Arnstadt, was temporarily brought back to Biesenthal and went in April 1945 with the south staff to Fürstenfeldbruck. Already in Biesenthal the mass of files about the law for civil servants burned, and further losses entered on the march from there to Fürstenfeldbruck by low-flying fire. In Fürstenfeldbruck and at the beginning of May 1945 in Eben, the mass of the files carried along by members of the South Staff was burned. The personnel files of the Economic Administration Office (registry O-W Pers.) were moved to Thuringian towns together with those of the Commando Office in the spring of 1945. They arrived via the police administration in Gera at the Linda police supply camp near Neustadt a. d. Orla - according to other news also to Gschwenda - and returned to Biesenthal for a short time when the Americans arrived, after considerable parts had been burned in Thuringia due to a misunderstood radio message. From there, they were taken to Fürstenfeldbruck by the hourly staff in April 1945, losing their lives in air raids. Here and in Eben, most of the files were destroyed at the end of April/beginning of May 1945. According to other sources, however, it was burned in Maurach/Achensee at the beginning of May 1945 according to further files. A special fate had the files of the group "War History" of the command office (registry O-Kdo I KrG). In the course of the war, a "special archive" had been created for the group through the release of material from the area of the Ordnungspolizei that was important for the history of the war. Among its best sands, the diaries of the SS Police Division established in 1939, the 35th SS (Police) Grenadier Division established in 1945, the SS Police Regiments, the Police Shooting Regiments, the police battalions and other police troop units, as well as a collection of the most important decrees of the Main Office of the Ordnungspolizei (Ordnungspolizei - Ordnungspolizei - Order Police Department) are to be emphasized. These valuable documents were completely destroyed at the end of April/beginning of May 1945 by members of the group "War History" in Bischofteinitz/Bohemia. It is still unclear to what extent the records of the chief of the Ordnungspolizei are kept today by GDR offices. It is only certain that the holdings "Reichsministerium des Innern" of the Central State Archives I in Potsdam under Dept. III contain 46 volumes about the police from the period 1934 to 1937 and personnel files from the main office of the Ordnungspolizei. The remains of the personnel group registries not destroyed in Fürstenfeldbruck and Eben, and apparently also parts of other registries of the Main Office Ordnungspolizei, were confiscated by the Americans. After the occupation of the Offiziersschule der Ordnungspolizei in Fürstenfeldbruck, the police inspected the files they had found, took them to a warehouse, transported them away in the autumn of 1945, leaving behind the person of no interest to them. The material remaining there from the personnel registry of the Economic Administration Office was transferred directly to the Federal Archives in November 1954 via the Bavarian Main State Archives, Dept. I, that of the Command Office in January 1955 and in July 1957 from the Bavarian Police School Fürstenfeldbruck. As early as December 1956, about 550 personnel notebooks of the Kommando-Amtes with the initial letters M - Z had arrived here, which, initially confiscated, had been handed over by the American military government to the Command of the Schutzpolizei in Wiesbaden in 1949 and there - with a stock of originally about 900 notebooks - had been reduced by the handing over of documents about reused police personnel to their office. The main mass of the removed files, however, was first transferred to the file depot of the U.S. Army (Departmental Records Branch) in Alexandria/Virginia and filmed within the Records Group 1010/EAP 170 - 175 (Microfilm Guide 39). The transfer from there to the Federal Archives took place in April 1962. Further file takeovers took place from documents that had initially been brought together in the Document Center in Berlin - first in 1957 personal files on gendarmerie officials via the Hessian Ministry of the Interior, then in 1962 on a larger scale and directly in connection with the so-called Schumacher Collection of documents from various organizational units and at about the same time Daluege's reconstructed files from biographical materials of the Adjutantur of the Chief of Ordnungspolizei. Other provenances that have been grouped according to biographical criteria can still be found in the Berlin Document Center. In the summer of 1957, the former chief of the command office, Lieutenant General of the Ordnungspolizei a. D. Adolf v. Bomhard, two volumes of files personally secured by him (R 19/282 and 283) and, in addition, the documents listed under C in the Annex. 1958 followed tax, salary and wage documents of former employees of the main witness office of the Ordnungspolizei of the Versorgungsanstalt des Bundes und der Länder in Karlsruhe. Finally, files of the Reich Office Voluntary Fire Brigades were handed over by the Oberfinanzdirektion Hamburg in 1957 and 1964. Archival evaluation and processing Reference: Koblenz stock In view of the insignificance or absence of other records handed down by the police and the need under pension law for proof of service time for members of the police force, a thorough cassation was dispensed with. On the other hand, in order to fill at least some of the gaps in the status quo, not only the official printed matter of the Main Office Ordnungspolizei was listed, but also important matters concerning the Ordnungspolizei from the holdings of the Federal Archives R 43 (Reich Chancellery), R 18 (Reich Ministry of the Interior), R 2 (Reich Ministry of Finance), R 22 (Reich Ministry of Justice), NS 19 (Personal Staff Reichsführer SS), NS 7 (SS and Police Jurisdiction) and R 36 (Deutscher Gemeindetag (German Community Day) were incorporated, without the aim of completeness. On the other hand, the stocks R 20 (chief of the gang combat units; schools of the order police) and R 70 (police services of integrated, affiliated and occupied areas of the 2nd world war), which must be consulted anyway with appropriate investigations, were completely omitted. When classifying the stock, it was not possible to structure the stock in accordance with the registry principle, given the incomplete nature of the preserved files, any more than it was possible to do a close analogy to the administrative structure of the main office. Therefore, an ideal structure of the competence area of the Main Office Ordnungspolizei was developed which was adapted to the importance of the subject areas actually handed down in the inventory.           History of the authorities The legation in Hamburg was one of the most important diplomatic representations of Prussia in Germany. Its importance lay above all in the field of trade and customs policy and shipping. Special emphasis was placed on the economic geographic location of the embassy's area of responsibility as the starting point for German overseas trade and as the end point of the important inland waterways Elbe and Weser. The legation gained an additional significance in the context of colonial politics. The development of the competence of the Hamburg legation is quite complicated, but it should be noted that the three Hanseatic cities of Hamburg, Bremen and Lübeck as well as the two Mecklenburg usually belonged to the legation area. From the Tilsit peace of 1807 until the annexation of the Hanseatic cities and Oldenburgs by France in December 1810, the competence of the mission extended to Mecklenburg-Schwerin and Mecklenburg-Strelitz in addition to the states mentioned. After the dissolution of the Hamburg legation in 1810 due to the French annexation of the German North Sea coast, the diplomatic contacts of Prussia to Mecklenburg, bound to the person of the previous legation in Hamburg, were essentially perceived by the legation in Dresden. After the Paris Peace of 30 May 1814, the legation was newly founded and was given a large area of responsibility, which extended not only to the Hanseatic cities and Mecklenburg but also to Hanover, Brunswick, Oldenburg, Schaumburg-Lippe and Lippe-Detmold. In 1832 the representatives near Hanover, Braunschweig, Schaumburg-Lippe and Lippe-Detmold were taken over by the Kassel legation. In 1837 Oldenburg was included in the newly founded mission in Hanover. The area of responsibility thus narrowed to the Hanseatic cities and Mecklenburg remained constant until the dissolution of the Hamburg legation, which took place on 31 March 1920. In 1840 a find book was created for Group A, in which the other tax layers were also entered. Accessions No. 8042 to 8168 were combined into groups in January 1870, some of them classified as worthless (cf. VI. HA Nl. Friedländer, G., No. 13, fol. 33). During the Second World War, the Rep. 81 Hamburg stock was transferred to the salt mines in Staßfurt and Schönebeck and brought to the Soviet Union at the end of the war. In 1955 he was returned to the Central State Archives in Merseburg. The stock was divided into the part before 1807 and the part after 1807. The latter part was newly recorded in 1968 by Joachim Nossol and arranged in 1969 under the guidance of Dr. Joachim Lehmann and Roswitha Nagel according to factual aspects. The lowest level of classification is arranged chronologically - while preserving factual contexts. The editorial work was done by the archivist Maria Lehmann, the find book was written by Magdalena Sabor. The history of the institution was written by Dr. Joachim Lehman. In the course of the re-listing of the I. HA Rep. 81 Hanover legation, a file was found which belongs to the Hamburg legation in terms of provenance (old signature Rep. 81 Hanover B 4 a). The Hamburg legation comprises a total of 1,350 files from the period 1804 to 1920, Merseburg, signed in June 1981.           Administrative history: At the suggestion of Dr. jur. Friedrich Geffcken, Hamburg's business bearer in Berlin, the Hamburg Residence (cf. 132-5/1) was converted into a Hanseatic residence in 1859. Geffcken was appointed Hanseatic Prime Minister. When he took over the residence in London in 1866, he was replaced by the former Hanseatic envoy to the Bundestag and envoy on extraordinary mission in Copenhagen, Dr. Daniel Christian Friedrich Krüger (see co-owner of the company Lüb. GmbH 12/1906 page 119 - Estate in the archive Hansestadt Lübeck (list p. 745) G. Fink, Dr. Friedrich Krüger / Der Wagen, 1937, page 163 following with illustrations) as Ministerresident. At the same time, he was Lübeck's authorized representative and deputy authorized representative of Hamburg and Bremen to the Federal Council. In 1888 he received the title of extraordinary envoy and authorized minister. He was represented on various occasions by the Brunswick business bearer, Legation Councillor Dr. v. Liebe, who used to represent the Hamburg business bearer in the past, and later by the Lübeck Senator Dr. Karl Peter Klügmann, who was succeeded by Krüger after his death in 1896 in the same position he held last. He retired in 1913; he was replaced by Dr. Karl Sieveking, Senior Government Councillor and Deputy Representative of Alsace-Lorraine to the Federal Council. In contrast to his predecessors, he was only deputy representative to the Federal Council for all three cities. He was retired when the Hanseatic Legation was dissolved on 30 June 1920. Hamburg (cf. I 5 h) and Lübeck have since maintained their own legations in Berlin. With the conversion of his Hamburg residence into a Hanseatic residence, Geffcken ordered his registry in such a way that the files concerning group A before 1859, the files concerning more recent Hamburg matters concerning group B, the Bremen C files, the Lübecker D files and the files concerning Community matters concerning group E formed group A. Under Krüger, who also brought his archives from Copenhagen and Frankfurt with him to Berlin, the registry was reorganized according to factual aspects. Within the subject groups, a distinction was sometimes made between the three cities and those things which were common to all of them; do was an exception, and overall this plan of order did not include such an external division, which was also difficult to carry out in practice. From the Geffcke registry only a little was taken over into the new one, the rest was left as a reduced registry in its form. When Krüger died in 1896, it turned out that the registry, which had grown considerably in the meantime, had already become very confusing and had sometimes become disorganized. Heins, the registrar of the legation, was commissioned to conduct the sifting. He arranged them according to the existing directory and distinguished between Lübecker, Bremer, Hamburger and common things for each file title. The Lübeckers (parts from E III e, F III g 3, F VIII, J 35, M 4 and N 1) were then sent to the Lübeck archive, the Bremeners (parts from E III c, F III g 3, F VIII, J 35, N 1, O I f 1 and 2) to the Bremen archive, all the rest to Hamburg (Geffcken registry with expiration). of 02.05.1896, common things with expiration. of 29.05.1896, Hamburg things with expiration. of 01.06.1896), after Klügmann's suggestion to transfer the common things to Lübeck had not penetrated. In Hamburg, the latter should be carefully reviewed once again and distributed among the cities. But only the Lübeck archivist insisted on it, and so the common things were divided by Dr. Becker once again into the following groups: Hamburg, Hamburg and Lübeck, Hamburg and Bremen, Lübeck, Lübeck and Bremen, Bremen, common things, and in 1902 everything that Lübeck also concerned was sent to Lübeck. While the first splitting by Heins had already led to a rupture of the registry contexts, which was all the more absurd as much was obviously classified incorrectly, the second splitting carried out in Hamburg finally led to practically every second subject being searchable in both the Lübeck and Hamburg archives. Some fragments of this registry that remained in Berlin came to the Hamburg archives with the delivery of 26.09. and October 1913. The files still needed by Klügmann for the ongoing administration, on the other hand, formed the basis of a new registry set up by Heins in 1897, which was in use until the end of the legation. The main department "Reichs- und Bundesratssachen" (I) was divided into subject groups A-Z, the main department "Gesandtschaftssachen" (II) into the groups HG I-VII (I-XII originally planned), of which I-IV comprised common affairs of the legation, V Lübecker, VI Bremer and VII Hamburger. Apart from the groups HG V-VII, which were handed over to the respective cities, a system cannot be discerned in the delivery of the files of this registry to the three Hanseatic archives. In the reorganisation of the archive, in the interest of easy usability of the torn holdings, the old registry scheme had to be retained, both for the older (until 1896) and for the newer registry (from 1896), as had been the case in Lübeck, where a complete repositioning under the signature "ad B 11 a 3 c 1" was carried out in Bremen. Until 1859, the Geffckenschen Registratur set up the files as an archive of the Hamburgische Residentur (I 5 f), the rest of the "Älteren Registratur" were incorporated. Occasionally necessary reassignments and rearrangements within the Older Registry are noted in the last column. There is also indicated, if there is something in the two other Hanseatic archives for the same process. (Bremen, however, only if it could be recognized despite the reorganization). The file titles not available in Hamburg are also listed; the consecutive number is then placed in brackets. The groups A II and J from the delivery of 01.06.1896 concerning Hamburg were missing in the reorganization of the Older Registry. Inventory description: The conversion of the Hamburg Residency into a Hanseatic Legation was carried out on the proposal of the Hamburg business bearer Dr. Geffcken 1859. The Hanseatic Legation was dissolved on 30.06.1920. Hamburg and Lübeck have since maintained their own agencies in Berlin. The present collection consists of two parts. The older registry essentially comprises the files kept until the death of Minister President Dr. Krüger in 1896. The registry in use in the Legation from 1897-1920 forms the core of the Newer Registry, which is divided into Reich and Federal Council matters and legation matters. The registry property was divided among the participating Hanseatic towns according to the issues involved. Common things have reached Hamburg and Lübeck. Therefore a strong fragmentation of the registry connections is given. The inventory shows which files or parts of files are located in Lübeck. (Ga)

          Group: 4 - Associations

          Diese Gruppe besteht aus einer vielfältigen Sammlung zu politischen undkulturellen Verbänden unterschiedlicher weltanschaulicher Orientierung. Den Grundstock bilden die Sammlungen zu völkischen und nationalen Verbänden, die durch die Forschungen zur Vorgeschichte des Nationalsozialismus entstanden sind.Besonders umfangreich ist das Originalschriftgut zur Ludendorff-Bewegung, zu der es auch in unserer Bibliothek einen großen Bestand gibt. Im Bereich linker und pazifistischer Organisationen sind besonders die Aktion "Kampf dem Atomtod" und die nachfolgende Ostermarsch-Bewegung zu nennen. Zu den regionalen Aktivitäten dieser Initiativen gibt es recht umfangreiches Material. Aus dem Bestand der Hamburger Gewerkschaftsjugend und den Sammlungen eines Hamburger Journalisten konnten wir einen Teil des Archivs des Hamburger Jugendrings (1946-1971) rekonstruieren, dessen Unterlagen nach seiner vorübergehenden Auflösung 1971 verloren gegangen sind. Seine Nachfolgeorganisation, der Landesjugendring Hamburg (LJR), gab seinen umfangreichen Archivbestand zum langjährigen Jugendaustausch zwischen Leningrad und Hamburg an unser Archiv ab.

          Group: 3 - State II

          <br />Scope: 306 titles, 51.2 lfm<br /><br />In this systematic group known as "State 2" there are documents on government action, the judiciary, the police, persecution, resistance, culture and education. <br />The basis here is also formed by the press cuttings collections of HWWA and IfW from the years 1918 to 1960.<br />Original documents can be found on the Reichstag fire trial, which the Research Centre acquired from the estate of a lawyer. <br />Interesting is also an extensive collection of student leaflets that were systematically collected at the University of Hamburg in the early 1970s. The holdings on the University of Hamburg were handed over to the Hamburg Centre for University History in 2011.<br />The Institute Archive of the Hamburg Centre for Contemporary History and its predecessor institutes, which is increasingly being used for studies on the development of contemporary historical research in Hamburg, is available for evaluation until 1974.<br />

          Group: 2 - State I

          In dieser "Staat 1" genannten Systematikgruppe finden sich Unterlagenzu Bevölkerungsstruktur, Wirtschaft, Finanzwesen, Infrastruktur, sozialen Gruppen und denbeiden Weltkriegen. Wesentliche Quellen sind umfangreiche Presseausschnittsammlungen, die im Original an die Forschungsstelle gelangten, als beim HWWA in Hamburg und dem IfW in Kiel ihre Verfilmung abgeschlossen war. Die Sammlung deckt den Zeitraum von 1918 bis 1960 ab. In einem DFG-Projekt wurden die verfilmten Ausschnitte (1908-1949) vollständig digitalisiert. Diese Datenbank wird jetzt von der SUB Hamburg als "Pressemappe 20. Jahrhundert" angeboten. Die Recherche erfolgt über die Länder- und Sachklassifikation des ehemaligen HWWA. Im FZH-Archiv liegen die nicht digitalisierten Originalsammlungen zur Bundesrepublik Deutschland aus den Jahren 1950-1960, deren Themenspektrum weit mehr als nur wirtschaftswissenschaftliche Fragestellungen umfasst. Sie sind vollständig in dieser Beständeübersicht ausgewiesen. Die FZH konnte ihre Pressedokumentation zu vielen Themen durch die Sammlung von Prof.Dr. Curt Eisfeld (1938-1945 stellvertretender Direktor des Kolonialinstituts ander Universität Hamburg) ergänzen. Die Unterlagen sind noch nicht vollständig eingearbeitet.Von besonderem Interesse könnte die vorgeordnete Sammlung zu wirtschaftlichen und politischen Problemen im Ersten Weltkrieg sein. Eisfelds Sammlungen zum Bankenwesen und zu betriebswirtschaftlichen Fragestellungen wurden 2012 an die Curt-Eisfeld-Nachlassbibliothek in Hamburg abgegeben. Im Bestand zum Zweiten Weltkrieg findet sich eine umfangreiche Sammlung von Zeitzeugenberichten, die das "Hamburger Abendblatt" 2004 an die FZH abgab. Dort waren sie im Jahr zuvor als Reaktion auf eine Artikelserie zum "Feuersturm" von 1943eingegangen. Sie dienten als Quellengrundlage für ein gemeinsames Projekt von UKE und FZH zur transgenerationellen Weitergabe von Kriegserfahrungen und sind für die weitere wissenschaftliche Nutzungen zugänglich.

          Die umfangreiche Gruppe der Personalia ist erst zum Teil verzeichnet. 2006 ist eine große Sammlung (28 lfm) mit personenbezogenen Presseausschnitten hinzugekommen, die vom Archiv des Gruner und Jahr Verlagsan die FZH abgegeben wurde. Der alphabetisch gut geordnete Bestand ist noch nicht in die Beständeübersicht integriert, steht aber zur Nutzung bereit. Bei den Nachlässen und persönlichen Sammlungen wird auf Personen konzentriert, die keine herausragenden öffentlichen Funktionen ausübten. Hervorzuheben ist der umfangreiche Nachlass Otto Piehls zu seinen Exiljahren in Dänemark / Schweden, seiner Rückkehr in die BRD und seiner Tätigkeit für die IG Metall. Auspersönlicher Verbundenheit vermachte er seine Unterlagen der FZH. Zahlreiche Briefnachlässe gelangeten durch Schenkungen von Flohmarktkäufen an unser Achiv. Sie sind nur anonymisiert zu verwenden und erscheinen in der Beständeübersicht als 11/anonym + fortlaufende Nummer. Sie bilden alltagsgeschichtlich interessante Quellen, sind aber meist sehr umfangreich, so dass durch aussagekräftige Bestandsbeschreibungen deutlich werden muss, für welche Fragestellungen sich eine Durchsicht lohnt. Eine Sonderform von Nachlässen bilden die Abschriften des über Jahrzehnte geführtenTagebuchs der Hamburger Lehrerin Luise Solmitz und die Transkripte der Diensttagebücher des Regierenden Bürgermeisters Carl Vincent Krogmann. Die Originale liegen im Staatsarchiv Hamburg, die Abschriften wurden in den 1950er Jahren in der ersten Forschungsstelle angefertigt und dürfen weiterhin hiereingesehen werden. Die Sammlungen verteilen sich auf fünf thematische Schwerpunkte, unter denen sie auchin dieser Übersicht auftauchen: NS-Verfolgte und christlich-jüdischer Dialog, Arbeiterbewegung und politische Organisationen, Nationalsozialismus, Friedensbewegung, Geschichte der Sexualität. Der letztgenannte Bereich hat sich aus internationalen Forschungskontakten entwickelt: Prof. Dr. Elizabeth Heineman (University of Iowa) vermittelte 2003 die Sammlungen der persönlichen Referentin von Beate Rotermund (Uhse) an das Archiv der Forschungsstelle. Ergänzt wurden sie um Firmenpapiere und eine Literatursammlung zweier andere Unternehmer aus der Erotik-Branche. Eine wichtige Sammlung in der Gruppe Arbeiterbewegung bildet das aus dem ABA-Archiv Kopenhagen übernommene Depositum zur KPD(O) / IVKO, in dem sich wichtige Unterlagen zur Biographie der Gründungsmitglieder Prof. Dr. August Thalheimer und Heinrich Brandler befinden. Die Verzeichnung des Bestands und der zahlreichen Nachlieferungen ist noch nicht abgeschlossen. Das Hans-Schwarz-Archiv zur Geschichte der Konzentrationslager Dachau und Neuengamme beinhaltet auch die Sammlungen und Manuskripte von Gertrud Meyer zu Verfolgung und Widerstand in Hamburg. Im Herbst 2007 wurden die Teile zum KZ Neuengamme an die dortige Gedenkstätte abgegeben. Aus Ablieferungen anderer Archive gelang es, den in der FZH verbliebenen Bestand um einen persönlichen Teilnachlass von Hans Schwarz und Gertrud Meyer zu ergänzen. Weitere große Sammlungen bilden die Archive der "Notgemeinschaft der durch die Nürnberger Gesetze Betroffenen" und der "Gesellschaft für christlich-jüdische Zusammenarbeit". Von Herrn Erhart Lotter erhielten wir 2012 eine weitere Nachlieferung aus seinem Arbeitsdienst-Archiv, das jetzt fast vollständig in das FZH-Archiv gelangt ist und einen wesentlichen Zugang in der Gruppe "Nationalsozialismus" bildet. Es enthält auch Dokumente zum Arbeitsdienstgedanken in internationaler Perspektive und zum Freiwilligen Arbeitsdienst (FAD), sein Schwerpunkt liegt jedoch auf dem deutschen Reichsarbeitsdienst (RAD). In der Untergruppe "Friedensbewegung" ist auf die Archive der IPPNW (Internationale Ärzte für die Verhütung des Atomkrieges, Ärzte in sozialer Verantwortung e.V.) und der DFG-IDK (Deutsche Friedensgesellschaft-Internationale der Kriegsdienstgegner e.V.) hinzuweisen. Das letztgenannte Archiv wurde der FZH vom Fritz-Küster-Archiv in Oldenburg überlassen.

Literature references to Adolf Grimme's estate papers, which largely reflect his entire life's path, reached the Secret State Archives in several stages. A first very small part (approx. 0.10 running metres) was already handed over by the Federal Archives in 1969 (according to a letter from the archive dated 26.1.1976), further parts were taken over directly by Mrs. Josefine Grimme from 1974. The last parts of the estate listed were initially deposited in the archives (Depositalvertrag of 20 June 1974). This deposit was converted into a gift by Mrs. Josefine in June 1981. The autograph collection created by Grimmes was sold to the GStA in 1981 (also by Mrs Josefine). The entire holdings have thus become the property of the archive. Sabine Preuß, then Heidemarie Nowak, under the guidance of Dr. Cécile Lowenthal-Hensel, took charge of the holdings in the Secret State Archives. Josefine Grimme herself also carried out the orderly work once again. In addition, she identified signatures and put together correspondence in elaborate work. The distortion was finished by Inge Lärmer and Ute Dietsch. The initial decision to waive the inclusion of notes in correspondence was reversed when the titles were entered into the database in consultation with the head of unit, Dr. Iselin Gundermann. All files which had to be checked again in this context, especially for technical reasons, were checked for the necessity of containing notes in the interest of use and supplemented accordingly. This applies in particular to correspondence with artists or with very high-ranking personalities - personalities of contemporary history - or files with contents that are valuable for scientific analysis. Josefine Grimme stressed in her letters (including a letter of 27 July 1980) that the files were "essentially still as my husband had seen them". The Grimme couple deliberately designed Adolf Grimme's own registry and archive. After the sources were taken over by the archive, the aim was therefore not to destroy the order laid down by Adolf and Josefine Grimme. When using the holdings, it should therefore be noted that - if available - the inscriptions on master folders, the inscription of folders or fascicles or inserted notes with a summary of the contents of the respective folders (i.e. "file titles" issued by Grimme[s]) should be retained as far as possible and set in quotation marks in the reference book, if necessary - as an offer to the user - explained by "Contains note". The Josefine Grimme collections (group 1.1.3) were started by Adolf Grimme and therefore also left in context. It was agreed between Josefine Grimme and the archive that "the files blocked by her husband at the time and all personnel files after 1945" would not yet be made accessible for use (letter of the GStA of 13 March 1975 to Ms Grimme). In principle, these blocks have been maintained until 2010, even in compliance with data protection regulations (in particular groups 2.5.4 to 2.5.6). In the find-book, especially in the Correspondence group, the number of pieces (not the number of sheets) of existing documents can be seen in the file titles. "K" means that (mostly partially) there are only copies in the correspondence (the originals are then mainly in the autograph collection, which contains almost exclusively letters to Grimme - group 6.4). Reference files that Grimme kept from his time as Prussian Minister of Culture until his time as Lower Saxony Minister of Culture were not separated; they are classified in the time of the beginning of file formation (Prussian Ministry). The possible overlaps between the individual groups must also be taken into account during use. Since Josefine Grimme formed the files for the correspondence herself (with her own portfolio, counting of pieces and often also sheet counting, as can still be seen from the portfolio captions), it was decided that later or in other contexts letters from the respective correspondence partner would be listed in the archive as an extra volume and would not be incorporated into the existing portfolios. This explains, for example, overlaps in the runtimes of the individual volumes with the letters of a correspondence partner. Grimmes also retained the grouping of letters from some of his correspondence partners with the same initial letter into the subgroup "Individuals", in some cases supplemented by the note "Insignificant", since the latter documents were of no importance to Grimmes in the context in which they were written. The authors of the letters may well be historically important personalities. No cassations were made in the archive. Tapes of Adolf Grimme's speeches and performances were given to the Adolf Grimme Institute in Marl by Mrs Grimme in 1979.           Administrative history: Preliminary remark The Deputation for Trade and Shipping replaced the Shipping and Port Deputation in 1863, from which it assumed the following tasks: shipping affairs, port administration, pilotage, light and buoyage, quarantine, rescue, general average, seamanship, examination for seafarers (navigation school). Other tasks included the business of the previous commission for ship documents (ship registration), the previous deputation to the Brokers' Rules (brokers and auctioneers), the Grain Rules and the Kempe (supervision of grain sizes), as well as the supervision of public cranes and scales. The hydraulic engineering (electricity and port construction), which was formerly subject to the shipping and port deputation, was at the same time transferred to the building deputation. Another new task was the handling of trade matters that had previously been handled by Commerzdeputation. This also included the appointment and swearing in of various experts. In 1866 the Commerzdeputation was converted into the Chamber of Commerce and determined that it had to address its applications to the Deputation für Handel und Schiffahrt and to issue expert opinions to this authority. The opinions of the Chamber of Commerce, other interest groups and individual companies in most of the files of this stock give this stock particular value. Later the deputation took over the newly created quay administration as further tasks in 1866, in 1868 the North German naval observatory, which was taken over by the Reich in 1875 as the German naval observatory, in 1870 the calibration system, in 1875 the supervision of the beach dams, in 1882 the supervision of the petroleum port as successor of the Teerhof deputation and in 1897 the mint after the abolition of the commission for the mint. In 1907 the deputation was expanded by representatives of the Chamber of Commerce and the Chamber of Detailists and renamed Deputation for Trade, Shipping and Commerce. The deputation was taken over in 1907 by the fishing industry (Fisheries Directorate) - inland fishing matters remained with the Landherrenschaft -' 1915 the newly created Price Inspection Office (for the city area), 1918 the State Price Inspection Office superior to the three local Price Inspection Offices. After the transition of the customs system to the Reich Administration, the Deputation took over in 1920 the tasks remaining in Hamburg in the field of customs and excise duties (previously the Deputation for Indirect Taxes and Duties and the Senate Commission for Customs), the Trade Statistics Office (previously the Deputation for Indirect Taxes and Duties), the handling of the war measures against enemy enterprises and enemy property (compensation and refunds) processed since 1914 by the Deputation for Indirect Taxes and Duties, as well as the newly established Freeport Office. In 1921 the administration of waterways and navigation marks was transferred to the Reich, and in 1926 the newly created Waterway Directorate (Reichswasserstraßenverwaltung) took over the tasks in the field of waterway management still carried out by the Deputation. The deputation, on the other hand, in 1926 left the administration of the so-called "Hafenelbe" from Orthkaten to Blankenese and the port piloting. In 1928, the Deputation took over the Emigration Office (previously the Emigration Authority), the Guild Inspectorate (previously the Guild Inspectorate), the Slaughterhouse and Livestock Market Administration (previously the Slaughterhouse Deputation), the tasks of the Senate Commission for Railway Affairs and Mining (previously the Mining Inspectorate). In addition to the slaughterhouse and livestock market administration, the dyke market administration and the administration of the annual and weekly markets were added later. At the same time the nautical school was handed over to the vocational school authority. In 1930, the deputation also took over the construction of the river and port (previously the building authority) and in 1933 the World Economic Archives (previously the university authority). In 1933 the Deputation für Handel, Schiffahrt und Gewerbe was renamed Behörde für Wirtschaft; it was under the authority of the Verwaltung für Wirtschaft, Technik und Arbeit. In 1933, electricity and port construction was transferred to the Department of Technology and Labour. New tasks in 1935 were the job creation system (previously directly subordinated to the Administration for Economy, Technology and Labor) and the price formation and monitoring office. In 1936-1937 the job creation system was temporarily independent as a "job creation office", from 1958 onwards it was a department within the department "Special representative for economic development and four-year plan", which in turn formed a department of the administration for trade, shipping and industry at the time and was an independent department within the municipal administration of Hamburg from 1939 onwards. During the war, the business of this office was continued by the "Department Four-Year Plan" of the Administration for Trade, Shipping and Industry. This name has been used by the former Authority for Economic Affairs since 1938 and was again subordinated to it in 1941 for electricity and port construction. The Deputation for Trade, Shipping and Industry and its successor authorities delivered to the State Archives: 1927: files of the main groups I - XXX and XXXII, war files, files of the transitional economy and files of the 10th Commission of the Workers' and Soldiers' Council; 18.12.1929: files of the main group XVI customs, tax and stamp matters (together with files of the Senate Commission for the Customs Administration); 15. 3.1935: files of the main group XXVIII on personnel matters of the Imperial Administration; 11. 8.1937: the largest part of the files now combined in the holdings Deputation für Handel, Schiffahrt und Gewerbe III; 20.10.1937: Secret files from the years 1882-1919; 25. 4.1938: Files of the accounting department (RA files) and war files on the administration of hostile property; 16. 5.1938: Files with objections of individual companies against the predisposition to contributions to the Chamber of Detailists 1935-1936 with the file reference 250-02 No.1-63 (all cashed); 29. 3.1940: files on epidemic control on ships and in ports (P files); 21.10.1943 secret files from the years 1922-1935; 10. 3.1954 and 8. 5.1957: the remains of the deputation files for trade, shipping and industry still existing at the Office for Port and Shipping in 142 packages. The delivery lists from 1927-1943 are now in the attachment to H 9780/58, those from 1954 and 1957 in the business file 2112-0/2 Mat. A delivery probably already before 1914 as a special stock "Eichwesen" was put up under the - original - signature IV A, the protocols registered before as Senate files (Cl.VIII No. XLIII) under III C into this stock. The records were delivered as follows: 23. 4.1892: records of the deputation 1886-1891, 12. 7.1892: records of the deputation 1867-1872 and records of the section for shipping 1864-1866, 26. 4.1902: records of the deputation 1863-1866, 1873-1885 and records of the section for trade 1864-1866. From 1892-1929 the records were delivered annually. A total of about 100 running metres have been delivered. The 65 linear metres remaining after the cassations have now been set up as Registratures I, II Special Acts, II General Acts and III. The oldest registry, only from 1863-1867, is now 371-8 I Deputation for Trade, Shipping and. Industry I (see special preliminary remark). This is followed by the extensive and most important registry, which was established after the abolition of the two sections for trade and shipping in 1867. It's falling into general and special files. General Files This registry was established at about the same time as the Special Files, around 1868, and consisted of the same main groups I-XXIV, to which the main groups XXV to XXXII were added over time. The most recent main group XXXIII "Port and Shipping Agreements with Prussia" only exists in the General Acts. A list of authorities established after 1920, which does not yet contain the main group XXXIII, was classified under the signature III B 5.40 in the holdings Deputation für Handel, Schiffahrt und Gewerbe II Spezialakten. The older General Acts mostly consisted only of laws, ordinances, etc. in print; most of these could be cashed. Another part of the files contained only references to special files. Special files The Deputation for Trade, Shipping and Commerce II Special files portfolio initially consisted of the main groups I-XXIV, to which the main groups XXV-XXXII were added over time. The only official register, which was sent to the State Archives in 1954, was apparently created only after customs had been taken over in 1920. As it stands, it contains only the groups of files dealing with port and maritime matters. The remaining main groups have been stapled. With the help of this directory and a collection of the associated subdirectories, an overview can be gained of the original scope of these groups of files, the war losses that occurred, the cassations that were carried out, and the files continued by the Reich Waterways Administration and the Department of Economics and Transport. Under the signature III B 5.40.1. it was classified into this stock. The files of the "Special Representative for Economic Development and the Four-Year Plan" were removed from main groups VI and XXI and now form main group XXXIII. The special registries: war files, files of Commission 10 of the Workers' and Soldiers' Council, of the Transition Economy and secret files were added to this inventory as main groups XXXIV to XXXVIII. Groups XXVII "Information" and XXVIII "Personal data" were dissolved and divided into subgroups, some of which were newly established. With the ordinal numbers 100 ff. or 200 ff. only so-called "collective files" provided with group signatures and files formed from disordered documents were appended to the subgroups. The collection Deputation für Handel, Schiffahrt und Gewerbe III (Deputation for Trade, Shipping and Industry III) is a compilation of various series of files that were created in addition to the main registry (Deputation für Handel, Schiffahrt und Gewerbe II Spezialakten und II Generalakten) - see special preliminary remark. 29.XI.1960 Homann Inventory Description: Volume 1: General Files Volumes 2-4: Special Files Volumes 5-6: Information Collection In addition to the tasks assumed by the Schiffahrts- und Hafendeputation in 1863 (see 371-8 I), the following were added: 1866 the handling of trade matters and the quay administration, 1868 the Norddeutsche Seewarte, 1870 the Eichwesen, 1875 the supervision of the Strandämter, 1882 the supervision of the Petroleumhafen, 1897 the Münzstätte. In 1907 the deputation was expanded by representatives of the Chamber of Commerce and the Chamber of Detailists and renamed Deputation for Trade, Shipping and Commerce. In 1907 the fishing industry took over the deputation, in 1915 and 1918 the price inspection offices, in 1920 the tasks remaining after the transfer of the customs system to the Reich Administration near Hamburg in the area of customs and excise duties, the Trade Statistics Office and the Free Port Office, 1926 the administration of the so-called "port Elbe" from Orthkaten to Blankenese and the port piloting, 1928 the emigration office, the guild supervisory office, the slaughterhouse and livestock market administration, the tasks of the senate commission for railway affairs and mining. In 1933 the deputation was renamed the Authority for Economy and placed under the authority of the Administration for Economy, Technology and Labour. 1935 saw the addition of new tasks such as job creation and the price formation and monitoring office. In 1938 the authority for economy was renamed in administration for trade, shipping and trade. In 1938 and then again during the war, the business of the office "Special Representative for Economic Development and Four-Year Plan" was carried out. After the end of the war in 1945, in the course of the merging of state and municipal administration, the responsibilities in the business area of administration for trade, shipping and industry were newly regulated. The successor authority in 1946 was the Administration for Economics and Transport, which was renamed the Authority for Economics and Transport in 1947 (see 371-16 I). The order comprises the main registry established after the abolition of the sections in 1867 and forms the core of the economic-historical tradition of the years 1868-1946/47. It is divided into general and special files. Both file groups are organized according to the same registry plan and are divided into more than 30 main groups (partly identical with areas of responsibility).           Administrative history: In 1859 the citizenship replaced the inherited citizenship and the college of the upper aged as the state parliament. It existed continuously until 1933, although the right to vote was subject to several changes. Their dissolution took place on 14.10.1933 together with that of the Reichstag. The core of the collection is formed by the minutes of the citizens' meetings with their annexes, which were preserved from December 1859 to June 1933. They are supplemented by the minutes of the executive committee of the citizenship and files on the activities of the parliamentary groups from 1880 onwards. A further focal point is the correspondence between the Senate and the citizens. There is also a list of all citizenship members. The largest part of the stock is taken up by the traditions of the committees. They are structured according to subject matter and cover all areas of legislation and administration.

          Administrative history: In article 93 of the constitution of the Free and Hanseatic City of Hamburg, published on 28.9.1860 (Hamb.VO, p.79), it had been determined that the tradesmen should elect a committee for the promotion of the business enterprise. The details should be determined by law. This edition fulfilled the Gewerbegesetz of 7.11.1864 (Hamb.VO, p.161). On the basis of this law, an interim trade committee consisting of 15 members was initially set up, which met for its constituent meeting on 27.1.1865. Its members had been elected five each by the elders of the former guild trades (offices), by the Senate and by the citizens. The committee in turn sent five members as representatives of the trades to the citizenship, where they replaced the deputies departing by law from the former older people. Its task was to prepare the conditions for the future final committee. Soon the interim trade committee presented a bill, which was not approved by the Senate. After long negotiations between senate and citizenship the "Gesetz betr. die Gewerbekammer" (Hamb.Ges.Slg.I, p.119) could finally be published on 18.12.1872. Herewith the committee required by the constitution received the designation "Chamber of Commerce". He was subject to the administrative department for trade and commerce (§ 1). Like its provisional predecessor, the Trade Chamber also consisted of 15 members, five of whom were seconded to the citizenship. Only those tradesmen were to be represented in the Chamber of Commerce who operated their business within the boundaries of the then Hamburg Free Port Area, including the Zollverein defeat. For the purpose of the election, the trades were divided into 15 groups, each of which had to elect a representative, for a period of five years. Three of the members should resign each year. Every self-employed businessman who had the right to participate in the elections for citizenship was entitled to vote and eligible for election. Each year, the members of the Chamber elected a chairman and his deputy from among their number. The Chamber's duties, as outlined in § 11 of the Act, included representing the interests of Hamburg trade, providing expert opinions in trade matters for the Senate, the courts and private individuals, and also participating in the administration of commercial schools. The costs of the Chamber's business operations were borne by the State Treasury. The first elections to the trade chamber took place after preparation by the interim trade committee on 31.3.1875. On 21.4.1875 the newly elected chamber met for its constituent meeting and took over the business and files of the interim committee, which dissolved at the same time. The Reichsgesetz of 26.7.1897 (RGBl., p.665) brought about drastic changes to the Gewerbeordnung. Section 105 of the new Rules of Procedure stipulated that chambers of craftsmen were to be set up to represent the interests of the crafts of their district. § 103q left it to the Land central authorities to determine that existing institutions could be entrusted with the exercise of the rights and duties of the Chamber of Crafts. The new law was gradually enacted by imperial decrees. The provisions on the formation of chambers of crafts entered into force on 1.4.1900 through the VO of 12.5.1900 (RGBl., p.127). In accordance with this, the Senate issued the notice of 2.4.1900 (Official Gazette, p. 487), which transferred the rights and duties of a Chamber of Crafts to the Chamber of Commerce for the entire territory of Hamburg. The requirements of the new trade regulations now also required a reorganisation of the Trade Chamber Act. The focus was on the question of representation of the many new industrial companies that have emerged in recent decades. While a minority of large industrialists were in favour of joining the Chamber of Commerce, the majority of smaller manufacturers decided to remain in the Chamber of Commerce. The area of competence of the Chamber also urgently needed to be revised. Section 3 of the old law had defined the free port area as the scope of the business area, which, however, had shrunk considerably as a result of the customs connection on 15 October 1888. Therefore, the chamber elections were tacitly held for all those tradesmen who were resident in the urban area and in the suburbs. After long negotiations the "Act on the Chamber of Commerce" of 4.10.1907 (Official Gazette p.589) was finally passed. From now on, the chamber was divided into a craft department and an industrial department, each with 12 members. The jurisdiction extended over the entire territory of Hamburg. The members were to be elected for a term of six years. At the end of each year, four members (2 each from each department) resigned. Replacement elections were held for members who resigned early. The Chamber sent representatives from among its members to the Deputation for Trade, Shipping and Industry, to the Advisory Authority for Customs, to the Administration of Trade Education and to the Supervisory Authority for Guilds. Parallel to the reorganization of the Chamber of Commerce, an Industrial Commission was formed at the Chamber of Commerce (Official Gazette 1907 p.600). The "Bekanntmachung betr. die Errichtung der Gewerbekammer und die Industriekommission der Handelskammer" of 23.12. 1907 (Official Gazette p.757) brought both changes into force on 1.1.1908. This solution was a compromise between the two conflicting aspirations in industry circles which emerged during the long negotiations. The new version of the Trade Chamber Act of 20.11.1922 (HGVBl. p.645) essentially brought changes in the election procedure, which were partly due to the discontinuation of Hamburg citizenship. The number of members for trade and industry was increased to 20 each. The election continued for six years, but with the proviso that half of the members should resign every three years. An additional important innovation was the raising of funds for the Chamber, which had previously been paid for from the State Treasury. Now § 27 of the law gave the possibility to raise a contribution graduated after the height of the taxable conversion. The new elections were to be held within 3 months of the promulgation of the law. The new law was brought into force by the announcement of 20.11.1922 (HGVBl. S.657) on 23.11.1922. In the following years, only minor changes were made to the law in force: on 4 June 1924 (HGVBl. p. 375), on 7 February 1927 (HGVBl. p. 84), on 6 April 1927 (HGVBl. p. 173) and most recently by the "Third Ordinance on the Implementation of the Act on the Structure of Administration" of 30 March 1928 (HGVBl. p. 136). A new task fell to the trade chamber with effect from 1.4.1930 by the mechanism and establishment of the handicraft roll with regulations of the Reich Minister of Economics of 25.4.1929 (RGBl. I S.87) and of 4.3.1930 (RGBl. I S.35). The Chambers of Crafts (Gewerbekammern) were required to keep a register of all craftsmen who were engaged in a standing trade on their own. The National Socialist seizure of power brought a complete break in the history of the trade chamber. On 31.5.1933 (Senate Protocol I 1933, p.272), the Senate approved a joint motion of the Chamber of Commerce and the Chamber of Commerce of 18.5.1933 to form an "Industry Committee" at the Chamber of Commerce consisting of representatives of both chambers. However, this state of affairs was only of short duration, because on 26.1.1934 (Senate Protocol p.27 and printed matter no.1) the Senate enacted the "Law on the Formation of a Unified Industrial Division at the Chamber of Commerce". The Chamber of Commerce took over the sole representation of Hamburg's industry after the dissolution of the industrial department of the Chamber of Commerce. The Reich legislation now brought about drastic changes: On 29.11.1933 the "Gesetz über den vorläufigen Aufbau des deutschen Handwerks" (RGBl. I p. 1015) was passed with the three implementing ordinances of 15.6.1934 (RGBl.I p.493) and 18.1.1935 (RGBl.I p.14 and p.15). The 2nd regulation of 18.1.1935 determined in § 1 the management of the chambers of crafts according to the Führergrundsatz. The Reich Minister of Economics was in charge of supervision. The 3rd Ordinance of 18.1.1935 tightened up the provisions concerning the register of craftsmen, in which from then on only self-employed persons who had also passed the master craftsman's examination were entered. Only those who were entered in the trade register were allowed to operate an independent trade as a standing trade. The management of the handicraft register was transferred to the trade chamber by the ordinance of the senate of 26.4.1935 (HGVBl. p.119). The Gewerbekammer ceased to exist as a result of the "Gesetz zur Aufhebung des Gesetzes über die Gewerbekammer" in the form of an announcement of the Reich Governor dated 30.9.1936 (HGVBl. p.227) with effect from 1.10.1936. It was replaced by the new Chamber of Crafts. Delivery and order The files of the Chamber of Commerce were delivered in four deliveries (1957,1965,1976) from the Hamburg Chamber of Crafts to the State Archives. During a preliminary examination in 1963, mainly journeyman and master craftsman examination files were collected, except for examples, because the Chamber of Crafts has master craftsman directories with information on the examination date. The file size before the beginning of the order work was approx. 13 linear metres. After cassation of already printed annual reports, concepts, cash audit cases and duplicate documents, the volume now amounts to 11.8 linear metres of shelving. The file classification used by the Chamber of Commerce proved to be unusable because of its group designations, which were mostly too general, and was not adopted. The reorganization was based on a classification according to factual aspects with partial reference to the earlier scheme - as far as possible and necessary for understanding the connections. The demarcation of the Gewerbekammer from the Handwerkskammer resulted from the design of the Handwerkvertretung in the National Socialist period. With 1.10.1936, the effective date of the new legislation, the existence of the Chamber of Commerce ends. The files of the supervisory authority for the guilds also delivered by the Chamber of Crafts form an independent collection (376-15). July 1978 Inventory description: The Hamburg Constitution of 28.09.1860 stipulated that tradesmen should elect a committee to promote the trade. A law should determine the details. The Trade Act of 1864 created the basis for the establishment of an interim trade committee at the beginning of 1865 to prepare a final committee. It was not until the end of 1872 that a Trade Chamber Act was published, with the result that the committee required by the Constitution was given the designation Trade Chamber. The Chamber of Commerce consisted of 15 members and was subordinate to the Administrative Department for Trade and Commerce. Changes in the trade regulations led to the Senate of the Chamber of Commerce in 1900 also transferring the rights and duties of a Chamber of Crafts. The trade chamber law of 04.10.1907 divided this into a crafts department and an industrial department. The NS era brought drastic changes. In 1934 the Chamber of Commerce took over the sole representation of the Hamburg industry after the dissolution of the industrial department of the Chamber of Commerce. With effect from 01.10.1936 the activity of the trade chamber ended. It was replaced by the new Chamber of Crafts.
