The exercise of the French protectorate was entrusted to the private commander of Cotonou, who was responsible for proclaiming and organizing it, and the minutes of the proclamation were dated 12 and 17 April 1885. Chief Georges Lawson refused to sign the treaty concerning Petit-Popo.
