Find aids: delivery list (internal) registry formers: The Landes-Heil- und Pflege-Anstalt Bernburg was opened on 1 October 1875 after a construction period of two years. First director was Dr. Moritz Fränkel. One year later she was placed under the command of the Landarmendirektion. Initially, the institution was able to admit 132 patients. The number of patients increased in the following decades and reached a peak of 424 in 1914. 19 male and female nurses were employed to look after the sick, their positions being occupied by deaconesses from Neuendettelsau and from 1885 from the Oberlinhaus in Nowawes near Potsdam. In 1882, an agricultural "colony" was attached to the institution for the purpose of occupational therapy. During the National Socialist era, part of the institution was separated and used as a "euthanasia" institution. More than 14000 people died in their gas chambers in the years 1940-1943 within the framework of the "Aktion T4" and the "Sonderbehandlung 14 f 13". In 1942 the hospital was renamed several times under the auspices of the state - "Anhaltische Nervenklinik", "Nervenklinik Bernburg", "Bezirkskrankenhaus für Psychiatrie und Neurologie" and "Landeskrankenhaus Bernburg" - before the "Salus gGmbH" took over the hospital in 2000. Inventory information: Irrespective of the changes in naming and social conditions, the collection reflects the period from the establishment of the Landes-Heil- und Pflegeanstalt Bernburg in 1875 to the 1970s of the 20th century. In terms of content, the Bernburger Anstalt has almost exclusively handed down patient-related medical records, some of which were also available after 1945 separately for diseases. No files from the hospital administration have been transferred to the state archives. The so-called euthanasia patient files are kept in the Federal Archives in the inventory of the Führer's Chancellery, Hauptamt IIb - R 179. The files were taken over in the years 1999, 2000 and 2010-2015. Of the offered medical files, the years up to 1949 were taken over completely and only a small selection of the other patient-related files were taken over into the archive. For almost all of the transferred files, directories had been created by the hospital on which, arranged according to diseases and the respective year of departure of the patient, the personal data of the patient are contained.         1.1 Prussian Officer's Witwenkasse The Prussian Officer's Witwenkasse was founded in 1792 as an insurance institution for married officers of the Prussian army with state guarantee and support. Active officers were not required to join until 1810; previously, only voluntary membership was planned. Inactive officers were allowed to join on a voluntary basis from 1813. Civil servants of the military administration were required to join since 1818 (cf.: GStA PK, IV. HA, Rep. 7, No. 7416). Until 1824, the Offizierswitwenkasse was organizationally linked to the Allgemeine Witwenverpflegungsanstalt, which had already been founded in 1775. The name of the Offizierswitwenkasse was later changed to Militärwitwenkasse and finally to Militärwitwenpensionsanstalt. The basis for the activities of the insurance company was the regulations for the Royal Prussian Officer's Witwenkasse of 3 March 1792 (cf.: GStA PK, IV. HA, Rep. 7, No. 7413), which was amended over time by the following laws and instructions: - Act of 3 March 1792, of 17 July 1865 (see: Collection of Laws for the Royal Prussian States, 1865, pp. 817-840; GStA PK, IV. HA, Rep. 7, no. 7417) - Instruction on the execution of the Act of 17 July 1865, some amendments to the regulations for the Officer's Widow Fund of 3 March 1792, of 26 March 1792. September 1865 (cf.: Ministerial-Blatt für die gesamte innere Verwaltung in den Königlich Preußischen Staaten, 1865, p. 311-315; GStA PK, IV. HA, Rep. 7, no. 7417) - Law concerning amendments to the regulations for the Königlich Preußische Offizierswitwenkasse, of 15 June 1897 (cf.: Gesetzsammlung für die Königlich-Preußischen Staaten, 1897, p. 185-186; GStA PK, IV. HA, Rep. 7, no. 7417). By instruction of September 26, 1865, the group of military persons who were obliged or entitled to join the Officer's Witwenkasse, among other things, was bindingly defined. There was an obligation to join: - all active officers of the army (including gendarmerie) and the navy; - all officers of the army and navy on salary or pension; - all active military and navy officers with an annual salary of more than 250 talers; - all military and navy officers on salary or pension with an earlier annual salary of more than 250 talers; - civil officers of the Ministry of War who receive an annual salary of at least 250 talers from the army or navy budget. Furthermore, the following were entitled to join on a voluntary basis: - the officers who left active service with the prospect of reemployment; - the military and naval officers who left active service with the prospect of reemployment with an earlier annual salary of more than 250 talers; - the officers of the Landwehr on leave; - the military and naval officers with an annual salary of less than 250 talers; - the officers and officials who enter military service during a mobilization for the duration of the state of war. The law of 20 May 1882 on the welfare of widows and orphans of direct state officials (cf.: Gesetzsammlung für die Königlich-Preußischen Staaten, 1882, pp. 298-304) amended the provision for the survivors of Prussian state officials. Section 23 of this Act granted military officials previously insured with the Military Witwenkasse a right of resignation within a period of three months. Military officials could no longer be accepted as members of the military widow's fund. The law of 17 June 1887 concerning the welfare of widows and orphans of members of the Imperial Army and Imperial Navy (cf.: Reichsgesetzblatt, 1887, p. 237-244; GStA PK, IV. HA, Rep. 7, no. 7421) introduced the provision for survivors of officers, military doctors and military officials of the Imperial Army and Imperial Navy. As a result of this law, the military widow's fund was no longer obliged to become a member and its members had the opportunity to withdraw from the fund within a period of 3 months. In addition, § 29 of this Act stipulates that no new members may be admitted. However, the Prussian military widow's fund continued to exist after 1887 to carry out its tasks. Those members and widows who had not made use of their right of withdrawal could continue to receive benefits from the Military Widow's Fund. Due to considerable financial problems, payments could only be maintained before the First World War with the help of grants from the Reich. In the course of inflation, the pensions still paid out up to then were completely devalued and payments stopped completely at the end of 1923. The Prussian Military Witwenkasse and its affiliated institutions were finally dissolved (cf: Bitter, Rudolf von: Handwörterbuch der Preußischen Verwaltung, 3rd ed., Berlin and Leipzig 1928, vol. 2, p. 167). 1.2 Affiliated military widow and orphan funds As a result of the German War of 1866, the military pension funds of the annexed states of Hanover, Kurhessen and Nassau were affiliated to the Prussian military widow funds. However, the funds were not formally dissolved but continued to exist for the members entitled to a pension and continued to be administered by the Prussian Military Witwenkasse until the final liquidation in 1923. These are the following funds: - Hannoversche Unteroffizierswitwenkasse (cf. GStA PK, IV. HA, Rep. 7, No. 6834[regulations of 1850]) - Kurhessische Militärwitwen- und waisenanstalt (cf. GStA PK, IV. HA, Rep. 7, No. 7420[Statutes of 1858]) - Nassau Officer's Widows and Orphans Fund (see GStA PK, IV. HA, Rep. 7, No. 7444[Statutes of 1828]). In 1902 the Unteroffizierswitwenkasse des Mecklenburg-Schwerinschen Kontingent was added (cf. GStA PK, IV. HA, Rep. 7, No. 7418[Statutes of 1904]). This had emerged from the noncommissioned officers' committee of the Mecklenburg-Schwerin contingent, which had existed since the middle of the 19th century. 1.2 Pensions Department of the War Ministry The Department of Disability, which was later called the Pensions Department, was responsible for dealing with the pension and pension matters of the Prussian army. After the end of the First World War, the military supply agencies were first run by the Pensionsabteilung (Abw) des Heeresabwicklungsamtes Preußen and later by the Abteilung Preußen des Reichspensionsamtes für die ehemalige Wehrmacht. At the beginning of the 1920s, the pension files were handed over to the responsible pension offices. A part of the pension files was taken over by the main pension office Brandenburg-Pommern and finally reached the secret state archive PK via this office. 1.3 Pensions Department of the Imperial Navy Office In the Imperial Navy Office, Department A II (Department of Justice and Pensions) was responsible for processing the pension and support cases of naval officers and officials. After the First World War, this department was also handled by the following departments: - Reichswehrministerium, Admiralität, Abteilung für die Abwicklung der Hinterbliebenen- und Unterstützungsangelegenheiten - Reichsministerium des Innern, Pensionsabteilung (former Marine) - Reichspensionsamt für die ehemalige Wehrmacht, Abteilung Marine. Eventually, the navy's pension files were distributed to the responsible pension offices and thus also reached the main pension office of Brandenburg-Pomerania and, in this way, the secret state archive of the PK. 1.4 Main Supply Office The Main Supply Office Brandenburg-Pomerania was a Reich authority directly subordinated to the Reich Ministry of Labour for the management of the Reich's supply system in the area of the provinces Brandenburg and Pomerania. The various regional pension offices were subordinate to the main pension office. The Reich's care system concerned the care of military personnel who were entitled to care or medical treatment to restore their health as a result of service damage or disability. The provision of care for the surviving dependents of soldiers who died in the First World War or military personnel who died as a result of service damage also belonged to the area of responsibility of the Reich's pension system (cf: Bitter, Rudolf von: Handwörterbuch der Preußischen Verwaltung, 3rd ed., Berlin and Leipzig 1928, vol. 2, p. 937). The basis for the activities of the main pension office and the pension offices was the law on the provision of benefits for military personnel and their surviving dependents in the event of official disability (Reichsversorgungsgesetz) of 12 May 1920 (cf.: Reichsgesetzblatt, 1920. pp. 989-1019). The establishment of the authorities was initially provisionally regulated by the Law on the Pension Authorities of 15 May 1920 (cf.: Reichsgesetzblatt, 1920, p. 1063f) and finally by the Law on the Procedure in Pension Matters of 10 January 1922 (cf.: Reichsgesetzblatt, 1922, p. 59-85). 2. inventory history 2.1 Militärwitwenkassen At first, only the documents of the Prussian Offizierswitwenkasse of the Reichsarchiv, Berlin Department, which had grown up until the dissolution of the old army in 1806, were handed over to the Geheime Staatsarchiv PK (see: GStA PK, I. HA, Rep. 178 C 4, No. 2585[Accessionsjournal 1910-1926]). This was a relatively closed registry, which at the time had been transferred to the Reichsarchiv via the Secret Archive of the War Ministry. The holdings included the so-called acts of reception (acts of accession of the members) ordered by troop units and were given the title He. A. Rep. 7 A Officer's widow's box office - Old filing cabinet. The general files and loan files (files on borrowed capital of the Fund) created before 1806 were already collected in 1865. Also affected by the cassation were the widow's files, insofar as they were not transferred to the new registry (Meisner, Heinrich Otto; Winter, Georg: Übersicht über diebestand des Geheimen Staatsarchivs zu Berlin-Dahlem, 2. Teil, Leipzig 1935, pp. 110-112) with the processes from the reception files. These files were transferred to the Army Archive in Potsdam in the 1930s as part of the demarcation of the holdings and were probably destroyed there during the war-related destruction of this archive in 1945. There is only a list of members arranged according to units, which gives an idea of the scope of the destroyed reception files of the "Old Registry" (see GStA PK, IV. HA, Rep. 7, No. 7598). In 1935, the Reichsarchiv, Berlin Department, also took over the archival records of the Officer's Witwenkassen, which had been created after 1806, and used them as a collection He. The files taken over included the general files, accounting documents, name registers, membership files and widow files of the Prussian Officer's Witwenkasse as well as the documents of the affiliated military widwenkassen administered by the Prussian Military Witwenkasse (the former Hanoverian, Kurhessian and Nassauian armed forces, and the Mecklenburg-Swabian contingent). In the course of the above-mentioned demarcation of the holdings, large parts of this holdings (including the member and widow files) were also transferred to the Army Archive in Potsdam, where they were also destroyed when this archive was destroyed. The extent of the lost member and widow files can only be guessed from the observation that in 1935 about "1000 large packages of officers' widow's fund" files were transferred to the Secret State Archives PK (cf.: GStA PK, I. HA, Rep. 178 C 4, Nr. 2586[Zugangsbuch für Archivalien 1927-1935]). Only a small number of general files and some accounting documents remained in the Secret State Archives of the PK. In addition to the member cadastre (list of members), a number of name registers and lists of files have been preserved. However, these only provide very little information about the members of the military widow's fund or their relatives. 2.2 Supply files The supply files created in the supply departments of the War Ministry and the Imperial Navy Office were submitted to the Brandenburg-Pomerania Main Supply Office after the relevant military authorities had been wound up. In October 1946 the pension files were taken over by the Secret State Archives PK (cf.: GStA PK, I. HA, Rep. 178 C 4, No. 2586). Due to the effects of the war only a reduced part of the originally considerably more extensive file material was available at this time. The acquired files were evaluated in 1946 (cf.: Preface to the Old Find Book of the former GStA PK, X. HA, Rep. 101). At that time, the supply files of the following groups of military personnel were classified as worthy of archiving: - Officers (from the rank of colonel or captain at sea) - military physicians - veterinarians - building officials - administrative officials - judges and auditors - geographers, topographers and cartographers - professors and teachers at military schools - army pastors - members of colonial protection troops - participants in colonial campaigns. Selected individual cases have also been passed down. The remaining files have been collected. The position GStA PF, X. HA, Rep. 101 Versorgungsakten was formed from the transferred pension files. These files contain a variety of biographical materials such as farewell requests, service career certificates, pension statements, salary questionnaires and support requests. Together with the supply files, probably also the file lists and pension recipient lists as well as individual files of the supply departments of the War Ministry or the Reich Marine Office, which were also kept in the main supply office Brandenburg-Pomerania, were transferred to the secret state archive PK. This partial stock was not distorted. The collection also contains a number of files from foundations and troop funds supporting former military personnel, including the National Appreciation for Veterans Foundation. These foundations were administered by the pension department of the War Ministry. The files were also transferred to the Secret State Archive PK via the Brandenburg-Pomerania main public utility office. The documents handed down are primarily a manageable number of documents on the accounting and capital management of the foundations. However, with one exception (see GStA PK, IV. HA, Rep. 7, No. 6931), there are no directories with the names of beneficiaries. As part of the reorganisation of the holdings in 2009 and 2010, the existing reference book from 1949 was retroconverted by archive employee Guido Behnke. In addition, the previously unlisted archival records (registers and registers of the military widow's funds and the utilities departments) were listed. The stock was sorted according to a newly created classification. 3. instructions for use 3.1 Military Witwenkassen An important source for the determination of biographical information on officers of the Prussian army is the so-called. Officer's nomenclature (see: GStA PK, IV. HA, Rep. 1, No. 71-95). This is an alphabetical list of military data of officers for a period from the 18th century to about 1873/74; unfortunately, some volumes of the officers' nomenclature have not been preserved in the holdings of the PK Secret State Archives. In this context, the list of members of the Prussian officer's widow's fund can be a useful addition. However, it must be emphasized that only the names of those officers or military officials who belonged to the circle of eligible members of the Military Widow Fund are included in this list. This means above all that they were married at the time of their military career. It is also important that only a relatively small amount of biographical data (e.g. date of birth and death, name of wife, unit) is available in the member lists. However, it should be noted that the original member and widow files have not been handed down. To use the membership lists, it is first necessary to determine the membership number of the military person you are looking for. The alphabetical name registers (classification group 01.07.01) can be used for this. As soon as the membership number is known, the relevant chronologically ordered membership lists can be reviewed. This is first of all the so-called. Member cadastre, which contains all members who have joined the Offizierswitwenkasse since its foundation in chronological order. In addition to the member cadastre, the so-called. Special manual available, which is also sorted by member numbers. Several membership numbers were also assigned to individual persons (e.g. when changing the pension amount, remarrying). In the special manual, the relevant entry is in this case always below the lowest member number. The other member numbers only contain references to the first entry. Since the special manual sometimes contains more detailed information than the member cadastre, it should also be used for research purposes. However, the special manual is only available from 1835 (starting with member number 13001). A widow's number is also listed in the member cadastre and in the special manual, provided that the insured event has occurred and a widow's pension has been paid. On the basis of this widow number, the chronologically ordered widow lists (classification group 01.08.02) can also be looked through, which may contain some further information on the widow of the sought military person. In the classification group 01.07.01, the membership number (No. 20369) and the widow's number (No. 10577) can be determined in the relevant volume of the alphabetical list of names (GStA PK, IV. For the military widows' and orphans' funds affiliated to the Prussian Military Widow Fund, there are also individual member directories and widows' and orphans' directories in the holdings. 3.2 Medical care files The medical care files are listed in the search book alphabetically according to the name of the corresponding military member under the classification 08. For this reason, this reference book does not have a register of names. In addition to the rank of the person concerned, the names of some widows and other surviving dependents are also listed. This, albeit reduced, file holdings are of considerable importance for biographical research on individual officers and military officials, since the war-related destruction of the army archive in 1945 destroyed a very large number of files containing biographical material, such as, for example, in the specific case the member and widow files of the Offizierswitwenkasse (Devantier, Sven Uwe: Das Heeresarchiv Potsdam - Die Bestandsaufnahme in der Abteilung Militärarchiv des Bundesarchivs, in: Archivar, 61st ed, Issue 4, 2008, pp. 361-369). The pension recipient lists of the War Ministry and the Navy Office listed in the classification groups 05.04 and 06.02 contain only little information.         History of the authorities: With the introduction of the ministerial constitution in the Württemberg state administration, the former old Württemberg state colleges and deputations were transformed into departments by the organisational manifesto of 18 March 1806. As royal colleges they each received a director as chief. As early as 1807, the name "Kollegium" was replaced by the name "Departement" and all internal administration was brought together in one department, all of which was under the direct supervision and direction of the Minister of the Interior. The highest office was formed by a board of directors under the presidency of the minister, which was responsible for "the most null and void affairs of public administration" (Wintterlin Vol. 1 p. 247). The Ministry consisted of the Minister, the President of the Supreme Government, the Directors of the Departments and the oldest Councils. It differs from the "Index normalis" created by Kanzleirat Euting in that it does not only contain precedent traps. The "Index normalis" is arranged purely alphabetically, as well as the Prejudicial Book, but is subdivided according to the material according to the registration plan introduced by Zeyer. The directorate was nevertheless retained and reestablished in 1875. Until 1891, the relevant rubric was added to each entry, then the files were marked with the technical and box signature. Registratur Sibert introduced the following improvements in 1895: The classification system that emerged at the beginning of the 19th century proved to be impractical and outdated over the course of time due to the arbitrary choice of catchwords. Sibert reworked the individual categories and in 1896 carried out extensive Aken excretions. With the draft of a new classification order (registration plan) approved on September 24, 1896, Sibert retained the previous order. However, individual items of a keyword were grouped under one heading, so that the number of main headings was reduced from 167 to 88. In May 1900, Sibert established a new directorate, and on January 1, 1912, three registry departments were formed at the Ministerial Registrar's Office. Following the division of the Ministry of the Interior into twelve business circles, the previous six registry general ledgers were completed and, from 1923, each business division was assigned its own registry department designated by the number of the business division. Since then, the general ledgers have been laid out as loose-leaf books. In business section I, where around 5000 diary numbers and 4000 personnel file numbers were produced each year, a special arrangement was made in 1925 in which the enema was no longer entered in the diary but in a card file.         1. history of authorities: The nobility matriculation commission was established in 1818 by King Wilhelm I. within the Ministry of the Interior in order to guarantee the observance of the rights and duties of the Württemberg hereditary nobility (1). The commission's task was to create and continue the personnel and real registers as well as the electoral rolls for the First and, until 1906, the Second Chamber of the Württemberg State Parliament (2). On the one hand, the families had to prove their nobility status and rank, which usually took the form of a certified copy of the nobility diploma, and on the other hand changes in the family or ownership circumstances had to be reported. In return, some of the former aristocratic rights were preserved. Depending on their size, aristocratic estates were granted the rights of a class rule or a manor. In addition, they still had various landowner's rights, among other things. After an extensive renewal of the nobility registers in 1844 and 1845, the Commission was dissolved in December 1849 and its files handed over to the Interior Archive. In June 1857, however, it was reinstated under the leadership of Regierungsrat Golther (3).With the end of the constitution of the sovereign estate in Württemberg in connection with the revolution of 1848/49, the aristocratic owners of the manor, some of whom found themselves in financial difficulties after the redemption of the peasant taxes, sold a large amount of land, on the one hand to liberated farmers who remained in agriculture, and on the other hand to the state of Württemberg, which in the second half of the 19th century promoted the construction of fortified roads and above all the railway. In return, however, bourgeois people were now also allowed to acquire knights' estates, which for a time could certainly be regarded as prestige objects. After the end of the monarchy, the special rights of aristocratic estates and manors were finally abolished. In the course of this development the Adelsmatrikelkommission was dissolved in 1924. 2nd inventory history: The documents of the aristocratic matriculation commission were delivered by the Ministry of the Interior to the main state archives in Stuttgart in two deliveries in 1904 and 1924 (4). The first delivery was roughly indexed in 1913 in an archival register, whereby some documents of the knight cantons were taken from the time before 1806 (5). The original 481 file volumes and 170 volumes (land registers) received the inventory signature E 157, later divided into E 157/1 (files) and E 157/2 (land registers). The delivery of the commission of 1904, which contained in particular documents and registers covering several families, received in the meantime the signature E 157/3, but could not be clearly separated from the remaining stock, so that E 157/1 and E 157/3 were finally reunited. The typewritten archive directory from 1924, which was still used as a finding aid in the Main State Archives until the present repertory was processed, shows the systematic structure according to which the holdings were stored in the Ministry of the Interior. Accordingly, the documents concerning the Württemberg hereditary nobility as a whole were placed at the beginning. This was followed, in alphabetical order in each case, by series of special nudes on noble families, estates and manors. With the family files of the not wealthy hereditary nobility in each case the initial letter in the alphabet was combined to a federation. The exmatriculated knights' estates also received their own category: the respective file categories consist of quite uniform files, which, however, have a very different scope. The family files usually contain concepts of the personal record sheets as well as information about births, baptisms, marriages and deaths, occasionally also documented by newspaper clippings. Particularly noteworthy are the handmade representations of the coat of arms of the majority of the families, some of which were designed with a great deal of artistic effort and additional work, which presumably served as models for the aristocratic coat-of-arms book kept by the Cabinet Ministry (6). the files on estates and knights' estates usually contain reports of the upper offices and district governments on changes in ownership and other changes as well as completed questionnaires for the compilation of the real register or extracts from the land register for the exemten properties. With the manor files colored maps and / or detailed descriptions are often also available. 3rd processing report: In order to ensure a more targeted research in the stock, the archival indexing of the stock was started in spring 2004. This led to the division of the file bundles, some of which were listed only in summary form, into individual or factual files, which was carried out on the basis of quadranguulation. Also large file bundles starting from approx. 10 cm circumference were divided. The list of important changes in the noble families or estates and manors was made with the help of the notes containing them. Special features such as coat of arms drawings and ground plans / site plans were recorded in the notes. Since the hand-painted coat-of-arms drawings of numerous noble families seemed predestined for presentation on the Internet, their digitization took place in the period from October to December 2004 with the help of the archive inspector candidates Sandy Apelt, Katja Georg, Stefan Spiller and Christina Wolf as well as the intern Madeleine Schulze. The coats of arms are in this way directly observable in the online find book belonging to it, with the production of the classification the original arrangement of the existence served as basis. In order to obtain a more consistent step-by-step model, the files for the personal register (wealthy and non wealthy hereditary nobility) and the real register (class rulers, knights' estates, exmatriculated knights' estates) were combined in the virtual arrangement of the holdings in one superpoint each.         Inventory description: Dept. 159 Herrnsheimer Dalberg-Archiv (files, official books) Size: 1943 units of description (= 27 lfm = 201 archive cartons, 2 large cartons, 2 lfm oversized formats - own inventory: 1878 VE, remainder in Heylshof = 64 VE, with sub-VE in total) 2015) Duration: 1445 - 1866 Zur Familie und Herrschaft Dalberg (Note 1) The family of the chamberlains of Worms, later called 'von Dalberg', belonged as an influential family association to the episcopal ministry of Worms. Since 1239 she held the hereditary office of the chamberlain of Worms; this was later associated with economic-financial privileges in Worms, court rights and the Jewish Court in Worms. Since the 14th century, the family has succeeded in expanding various ownership complexes between Niederelsass and Hunsrück, with a focus on Wormsgau. This also includes the expansion of power in the towns of Herrnsheim and Abenheim, which began in the 14th century, through the acquisition of feudal rights and property (2). The dominion complex with Herrnsheim and Abenheim was predominantly surrounded by Electoral Palatinate territory. Around 1460 a castle was erected in Herrnsheim (castle) and a surrounding wall was built around the village; between 1470 and 1492 a chapel of the local parish church of St. Peter was converted into a burial place, which has led to the development of the situation of a small residential town in Herrnsheim, which can still be seen today from the buildings and the townscape. Today's Herrnsheim Castle, owned by the town of Worms since 1958, was built together with the important English landscape garden in two construction phases from 1808 to 1814 and from 1820 to 1824. The dominion of Dalberg is a typical middle imperial knighthood territory. Since the late Middle Ages, the Dalberg dynasty had provided the fiefdoms of the Electorate of Mainz and Palatinate and held important ecclesiastical offices, including the bishop of Worms, Johann von Dalberg (1445-1503). The family split into different lines and branches. Outstanding persons for whom the collection contains material are Carl Theodor von Dalberg (1744-1817, Elector of Mainz, Grand Duke of Frankfurt); Wolfgang Heribert von Dalberg (1750-1806, Minister of State in Mannheim, Director of the National Theatre); Johann Friedrich Hugo von Dalberg (1760-1812, bishop and humanist); Emmerich Joseph Duc de Dalberg (1773-1833, diplomat and politician). In 1883 John Dalberg-Acton sold Herrnsheim Castle with all its interior and the park from his family's estate to Cornelius Wilhelm Heyl (Cornelius Wilhelm Freiherr von Heyl zu Herrnsheim), a leather industrialist from Worms, due to financial shortages (3). Thus also the library stored there and the documents and files of the Herrnsheimer Dalberg Archive of the previous owners were transferred to the buyer. After the death of his father in 1923, D. Dr. jur. Cornelius Freiherr Heyl zu Herrnsheim took over the castle, which he officially moved into in April 1929 (4). In the years of the Second World War the documents were relocated several times for safety reasons and probably suffered incomprehensible, but rather smaller losses (5). Until it was converted into an apartment, the Dalberg Archive was housed in a special archive room locked with an iron door in the castle, then in the library in the tower room on the first floor. When Siegfried Freiherr von Heyl zu Herrnsheim, son of D. Dr. jur. Cornelius Frhr. Heyl zu Herrnsheim, sold the castle to the city of Worms in July 1958 (6), the documents, files and official books of the Dalberg archive kept in boxes and bundles were not part of the sale. However, it was to be left on loan to the town on the basis of an agreement with the community of heirs (in autumn 1959) and an inventory was to be taken before a corresponding contract was concluded (7). This work was done by Carl J. H. Villinger (8), who handed over his summary list with the disaggregation to Dr. Georg Illert on 3.7.1964 (9). The draft of the loan contract was completed to the satisfaction of both parties at the end of 1965, so that there was nothing to prevent it from being concluded the following year. On 19 July 1966, lawyer H. Ramge, in his capacity as joint executor of the will, surprisingly approached the city with the offer that it could purchase the Dalberg Archive and the library holdings of Herrnsheim Palace from the estate of D. Dr. jur. Cornelius Freiherr Heyl zu Herrnsheim (10). With the support of the Landesarchivverwaltung Koblenz, which prepared an expert opinion on the basis of Villinger's list, the value was determined and one year later - in July 1967 - the documents were sold to the city. Thus, the Dalberg Archive, which according to the decree of the Prime Minister of Rhineland-Palatinate of 13.7.1961 had been entered into the state register of nationally valuable archives, could remain in Worms as a closed collection (11). A more detailed inventory should then be made, which was completed before the archive was moved to the city archive for security reasons. Villinger had compiled a detailed list of the contents of the 39 archive boxes, the qualitative condition of which was indicated from good to partly very poor, and of the remaining archive documents (12). On the basis of this list of Villingers, the lack of various documents and files as well as individual letters from correspondence series and gaps in official book series could be ascertained (13). In 1980 Siegfried Freiherr Heyl zu Herrnsheim handed over 14 sealed parchment documents and in 1985 his daughter, Mrs. Cornelia von Bodenhausen, another 72, partly decorative documents from the former possession of the treasurers of Worms Freiherr von Dalberg to the Foundation Kunsthaus Heylshof (14). The documents kept there were examined with the consent of the then Chairman of the Board of Trustees, Frhr. Ludwig von Heyl, as part of the project for the Dalberg Regestensammlung under the auspices of Hess. Staatsarchivs Darmstadt microfilmed in Darmstadt in 1985 and included in the Regestenwerk (15). The further written material lying in the Heylshof such as files, correspondence etc. could be taken into account in the preparation of the present repertory (16). Some files, which were offered at an auction in Heidelberg in 1984, could be bought with the support of the Altertumsverein Worms (17). Also in 1994, with the financial support of the Kulturfonds der Wormser Wirtschaft, the city was able to acquire 23 official and accounting books from private sources, which were added to the collection. With the help of this material, gaps in existing series could be closed again. Among these acquisitions was also the inventory "Verzeichnis der Urkunden, Schriftstücke etc. des Kämmerer-Dalbergarchivs Schloß Herrnsheim...", compiled in 1919 by Heyl's librarian and archivist Wilhelm Graf, in which he [until then] had only recorded the documents (18). For the use and recording of the Dept. 159 This inventory, Dept. 159, comprises the Herrnsheimer Dalberg Archive (files and official books), which, together with the other inventories, Dept. 159-U Herrnsheimer Dalberg Archive (documents) and Dept. 159-P Dalberg Plan Collection, comprises the entire collection of the archive of the chamberlains of Worms Freiherr von Dalberg, formerly kept in the Herrnsheimer Palace. As a complex aristocratic archive within the holdings of the Worms City Archive, it is of supra-regional importance. It reflects the work of a knightly aristocratic family with its lordly function and family ties. After the takeover of the material by the city of Worms in 1967, the directory prepared by C. J. H. Villinger served as a finding aid for years. In the archive, the bundles and official books of No. 1 - No. 428 were numbered consecutively and recorded in a corresponding list. While the documents (No. 1 - No. 323, plus sub-numbers (19)) already registered in 1919 by the Heyl's librarian and archivist Wilhelm Graf in document folders with numbers and title entries were initially easy to use, the files and folders with short titles and box numbers contained in the remaining archive boxes were relatively reliably findable, but only vaguely citable due to missing individual signatures. After in the 1980s the processing of the Dalbergian document holdings in Darmstadt, Worms (Stadtarchiv, Heylshof, Pfarrarchiv Herrnsheim) and in other archives had been implemented under the auspices of the Hessisches Staatsarchiv Darmstadt, a more precise indexing of the files was started as a further project (20). Dr. Jürgen Rainer Wolf of the Hessisches Staatsarchiv Darmstadt processed the documents kept in the other archive boxes of the Worms Dalberg Archive, which were brought to Darmstadt for this purpose. However, only a part of the boxes (21) was opened, and each box was given a number with sub-numbers separated by slashes for the individual pieces contained therein. However, the work did not come to a conclusion. With immediate effect Wolf's finding aid, which also included official book series, had to be used in addition to the directory compiled by Villinger (22). From then on, the use of the holdings was regarded as a particular challenge, especially since there was also a link between the holdings of documents and files. This was because, at the time of the document project, the comprehensive record of documents also included the documents lying dormant in the files, the location of which was then not reliable or only difficult to secure (23). At the beginning of 2011, due to the unsatisfactory usability of the inventory on the one hand and due to the discontinuous and inconsistent depth of distortion on the other hand, the complete new distortion of the file inventory was decided and completed in October 2012. The signatures should not be changed completely, but as many as possible should be preserved and the link with existing old signatures by means of concordance should of course be guaranteed. The titles were recorded directly in the Augias archive program, at the same time the documents were embedded in acid-free archive folders and boxes. "The numbering of the convolutes was retained as signatures and, if necessary, sub-numbers separated by slashes were assigned as soon as the mostly extensive fascicles contained various individual folders. "The official records retained their signatures. "The Wolf's units of description with their signatures (no. 430/1ff - no. 440/1ff) were taken over, sifted through and the existing title recordings were deepened and supplemented on the basis of the newly recorded pieces. "Documents (24) possibly in the files, which were considered in the Dalberger Regesten volumes, were seized with the title admission both over the old signature, and usually with reference to the sequential number in the second volume of the Dalberger Regesten (25). "The further archive boxes not yet taken up by Wolf were continued and listed according to the given pattern, i.e. each further archive box received a new number (No. 442ff (26)) and the individual files, folders etc. preserved therein were provided with sub-numbers, separated by a slash. "The unlisted material found at the end of the inventory was then added with consecutive signatures. "The Dalberg letters purchased on various occasions in the 1970s, mainly letters from Carl Theodor von Dalberg, which had been integrated into the collection at the time, also remained with the new indexing in Dept. 159. " The documents kept at Kunsthaus Heylshof were recorded and selected pieces digitized (27). The digital copies were integrated in the Worms Municipal Archives into the collection of Dept. 159, since the pieces of their provenance can be attributed to the former Herrnsheim Dalberg Archive. In the case of the originals, the signatures of the city archives were noted, while the numbering used in the Heylshof (28) was recorded as an "old signature" in the title recording. This enables targeted access to the originals at Heylshof if required. "Within the scope of the registration work also the files of Dept. 159 N were dissolved (29) and inserted into Dept. 159 (now Dept. 159 No. 852 - No. 884). These are files, correspondence and family papers (mainly on the Petersau donation and the Tascher affair), which obviously also belonged to the Dalberg Archive in the past. These once formed the inventory of Dept. 158 of Dalberg, which must have existed before 1967, about its origin, i.e. (pre-)provenance before transfer into the archive, but no information is available. During the title recording it became apparent that the inventory did not have a coherent structure and that the development of a system would only make sense after completion of the work. The classification was finally drawn up on the basis of the main points of content. The assignment of each individual unit of description to the corresponding classification group then took place in a final work step, after the completion of which a real overview of the contents of the present tradition and its meaning in its entirety could be obtained. Contents The documents that were last kept in the library tower of Herrnsheim Castle before being transferred to the Worms City Archives essentially comprise archival documents relating to the Herrnsheim Dalberg Line. By the marriage (oo 12.1.1771) Wolfgang Heribert von Dalbergs with Elisabetha Augusta nee Ulner von Dieburg (30) as well as by connections of the Dalberger with other families further document and file material was added. The collection of Dept. 159 as part of the Herrnsheimer Dalberg Archive comprises the file and official book tradition, the temporal focus of which clearly lies in the 18th and the first half of the 19th century. The early material (from 1249) is mostly copies of documents. A copy in which a large number of documents were recorded between 1249 and 1469 (31) deserves special mention here. Temporal "runaways" in the 20th century came about through subsequent additions to the holdings. On the one hand, various correspondences and records had been added sporadically at the time of the von Heyl family (32) and on the other hand, in connection with the purchase of Dalberg letters, the corresponding correspondence had been left with the letters (33). The most closed collection within the Dept. 159 is the archive material dating back to Emmerich Joseph von Dalberg (1773-1833). Due to the fact that with him the Herrnsheimer Dalberg line died out in the male tribe, after the death of his father Wolfgang Heribert all administrative matters of the Herrnsheimer line and after the death of his uncle Carl Theodor von Dalberg as his universal heir were incumbent upon him the order and administration of his inheritance including the Regensburg endowment. Furthermore and especially in Dept. 159 there is the diplomatic estate of the Duc de Dalberg with numerous memoirs, correspondence and rich material (targeted collection, own records etc.) on the (foreign) policy of France and other European countries. In addition, its business activities are richly reflected, not least in the activities of the Paravey Bank.

        History of the Commission: On 14 January 1811, King Friedrich of Württemberg ordered the establishment of a General Administration Commission (GAK) to regulate the economic affairs and debt management of his brother Duke Ludwig of Württemberg. Johann Heinrich von Menoth, Director-General of the Cabinet, was appointed Chairman of the Commission. Other members were Johann Friedrich von Dünger, Director of the Upper Chamber of Finance, and the two Upper Economic Councillors Georg Friedrich Sommer and Ernst Heinrich Faber, the latter in his capacity as Treasurer and Managing Director. The GAK was commissioned on 21 January to be set up by Finance Minister Graf von Mandelslohe on behalf of Cabinet Minister Graf von Taube, who was ill; the next day the constituent meeting took place. The task of the GAK was to confiscate and inventorise the entire furniture assets of Duke Ludwig in the Kingdom of Württemberg, to determine the Duke's assets and liabilities, to draw up a debt repayment plan and to administer the funds set aside for the maintenance of the Duke and his family. The property granted to Duchess Henriette and the ducal children as private property was to be separated from the remaining assets. The reason for the establishment of the GAK lay in the total over-indebtedness of Duke Ludwig, which had already begun during his time in Polish service at the end of the eighties of the 18th century and continued beyond the Prussian and Russian periods of service until Ludwig's move to Württemberg and became increasingly acute. On 17 February 1810 an administrative commission had already been set up with the aim of using part of the ducal Apanage for the repayment of debts, at least to the domestic creditors of Württemberg, and to run Ludwig's court economically. The committee, which was under the responsibility of the Minister of Finance and later referred to as the Particular Administration Commission (PAK), consisted of the Oberfinanzkammerdirektor von Dünger and Ernst Heinrich Faber, who had recently been appointed to the Oberökonomierat (Upper Chamber of Finance Director) and who had already been entrusted with accounting transactions at the court of Duke Ludwig since the end of 1808. This estate, which had served the ducal family at times as a residence, had been given to the duke in 1804 by Tsar Alexander for 50 years for use with all his income. A trip of Ludwig to Russia at the beginning of May 1810, however, had the consequence that this important source of income also soon dried up. In order to protect his valuables remaining in Würzau from the Russian creditors, Ludwig had them shipped to Stuttgart, where they were auctioned off to a large extent by the GAK in the spring of 1811. The tsar then had the Würzau estate's income frozen for four years to satisfy Ludwig's Russian creditors. Seven days after his arrival in Warsaw, on 10 November 1810, the Duke, who was on his way back, was taken into custody by his main Polish creditors. Only after an agreement of his brother, king Friedrich, with the creditors the duke was released from the arrest. An essential part of the agreement was the formation of the GAK, whose unrestricted competence for all of Ludwig's economic affairs was recognised in Warsaw on 26 January 1811, and the determination of assets and liabilities by the GAK was almost completed at the beginning of November 1811. The figures presented to the King in a report showed total assets of 38,943 fl., which were offset by claims of well over one million fl., of which 160,000 fl. were from domestic creditors alone. To make matters worse, the budget set for the two ducal court holdings in Stuttgart and Kirchheim unter Teck was far from sufficient. Therefore, on 13 November 1811, the King ordered the transfer of the bankruptcy proceedings to the Oberappellationstribunal in Tübingen, to which the GAK had to transfer the relevant files for this purpose. The Tutelary Councillor Maximilian Friedrich Römer was appointed bankruptcy trustee, GAK was dissolved in December 1811 and its managing director Faber was dismissed from his position at his own request. The supervision of the economic management of the farm continued to be the responsibility of a commission consisting of Cabinet Minister Graf von Taube, Cabinet Ministerial Director von Menoth and Oberfinanzkammerdirektor von Dünger. Carl Christian Helfferich, the mayor and hospital keeper of Kirchheim, became the managing director of the farm, which is now limited to Kirchheim for cost reasons. Inventory history: Even before the GAK was dissolved, its registry was torn apart by Royal Decree of 13 November 1811. All files necessary for the winding-up of the bankruptcy proceedings should be handed over directly to the Oberappellationstribunal in Tübingen. Since the GAK was still dependent on a part of the registry for the continuation of the remaining business, it was decided to copy the entire file material and to transfer only copies to Tübingen. In the course of copying, however, it turned out that it was not possible to complete this work within a reasonable period of time. On 21 and 29 November, the copies completed by then and the original documents not required by the GAK were sent to Tübingen with a list. While the files sent to Tübingen were sent to the Württembergische Hausarchiv via the later Stuttgart Higher Regional Court in at least two deliveries by July 1906 (today as Bü 18-22, 32-34 of the holdings G 246 in the Main State Archives Stuttgart), the files remaining at the GAK were transferred to the registry of the Cabinet and the State Archives in Stuttgart. They were transferred to the Haus- und Staatsarchiv between 1870 and 1900 as part of a more extensive delivery series. Processor's report: The 30 fascicles of GAK files which had been deposited in the Main State Archives belonged to the E 36 (Ministry of Foreign Affairs I) until the present new indexing as index 28. It is clear from the list of documents submitted that only part of the documents were in a systematic order. Obviously, it was only during the copy campaign carried out in November 1811 that attempts were made to give the files a systematic order. The incomplete file plan, evident from the list of documents submitted to Tübingen, has the following structure:I. To all appearances, only the material that could be considered for the Upper Appellate Tribunal had been classified accordingly. The copying work, however, only reached up to column IX, so that the uncopied backs of the writings remained with the GAK or, like the majority of the creditor documents, were handed over in the original to Tübingen. In order to reconstruct the records of the GAK, not only the files listed here, but also the files that have entered the Württembergische Hausarchiv via the Stuttgart Higher Regional Court, the successor institution of the Higher Appeal Tribunal, must be consulted. Only the lists of the former "Reposed Registry" were used as finding aids. These are sorted by "subjects", within the subjects by Numerus currens (consecutive number). They are incomplete because files added later have not been fully recorded. In addition, only the titles of the files that were printed on the covers were written off, some of them incorrectly read. Contains notes completely missing. The runtime specifications are often incorrect. The list according to subjects and within the subjects according to the serial numbers has the disadvantage that empty space must be left between the subjects. In order to remedy this situation, the files have been listed since 1994 according to archival aspects. Newly found files are incorporated, superfluous files are collected (thrown away). The structure according to subjects is carefully adapted to the actually existing files and the current usage of language. The signatures are assigned according to Numerus currens without taking the compartments into account in order to avoid empty space on the shelves. This distortion, however, will take several years.         Inventory description: Dept. 227 Collection Ertel (Westhofen) Scope: 122 units (= 10 archive cartons = 1.5 m) Duration: 1716 - 1990 To be taken over On 5 February 2013 Mr. Georg-Jakob Ertel from Westhofen handed over two large cartons with documents on the history of the Catholic parish of Westhofen as a deposit to the municipal archive of Worms. With this material, the basis for the Ertel collection was laid in the city archives as an archive collection of Dept. 227, since further later levies are intended. According to Mr. Ertel himself, he had fished the documents out of a large quantity of papers, which - coming from the provenance of the parish of Westhofen - were intended for disposal a few years ago, in order to evaluate the contents of the documents for research purposes. Since an archival processing also seemed to make sense with regard to a further possible scientific use, an agreement was reached between him and the City Archives on the deposit. A handwritten parish chronicle, led by Pastor Geeb/Geb (1803) and continued by Pastor Schott (1857), Mr. Ertel wished to keep it for the time being for provisional processing, a later addition to the collection is intended. Mr. Ertel had already drawn up a list of 33 envelopes and two files in advance, in which almost all the pieces were listed. The numbering of this list was adopted as an old signature in the course of the redrawing. There were now 122 units of description, which comprise 1.5 linear metres in ten archive cartons. The duration ranges from 1716 to 1990; blocking periods had to be set for some files for data protection reasons. The material originates mainly from the 19th and the first half of the 20th century. The two former file folders, for which Mr Ertel had produced his own tables of contents, were dissolved and the documents were transferred to acid-free folders, which were to be preferred for conservation purposes. Several units of description were formed, which are linked by means of old signatures and attached copies of Ertel's folder lists. The classification was created after the indexing on the basis of the main content. In some fascicles, partially damaged file aprons [sheets used rather than aprons] contained references to a previous classification system based on simple numbering; the main subjects used there are essentially also to be found in the present classification. Content The archival documents concern the content of the Catholic parish of Westhofen with its branch parishes of Monzernheim and Blödesheim [today Hochborn]. The classification has created five thematic focal points, which are briefly outlined below. On the one hand, there are numerous ordinances, decrees, communications and circulars on parish administration, which were sent mainly by the higher spiritual authorities to deaneries and parishes, but also by civil authorities. On the other hand, correspondence and other documents are available which directly concern the parish of Westhofen, its administration and the work of the respective pastors and the church council, as well as various statistical information. Correspondence, circulars, etc. from the tenure of Pastor W. Oestreicher provide information about church life during the Nazi era. Church accounts are available on a larger scale, some of which even form a series (1797 - 1806, 1819 - 1825, 1869 - 1872 [without 1871]), and further documents on asset management. In addition there are foundations to the parish, here the Blanck'sche Stiftung is mentioned, to which also material can be found in the estate Kirschbaum (StadtA Wo Abt. 170/46), and above all extensive directories about Mess-Stiftungen in the Catholic church in Westhofen and in the Filialgemeinden. Fascicles that deal with the Haubische Gült and the Arnsteiner or the Duboische Gült in Osthofen in favour of the Westhofener church are to be emphasized (StadtA Wo Abt. 227 Nr. 47, Nr. 48 u. Nr. 119). A further content section deals with building issues of the church and other buildings belonging to the Catholic parish and their furnishings (including inventories). The establishment of the sisters' house in 1902 and the activities of the sisters (sewing school, infant school) are also reflected in the files. Information about the Catholic school can be obtained about the building, as well as about teaching (rather general), about the school assets and various statistical data, furthermore about the establishment of a simultaneous school in Westhofen against the protest of the Catholics. A legal dispute with Jacob Weisheimer, who lived in the immediate vicinity of the schoolyard, is documented in detail (StadtA Wo Abt. 227 Nr. 58; 1838 - 1848). Church life is reflected in various directories of sermons and catecheses held and in books of preaching. In addition, various documents are available on pilgrimages, processions, retreats, confirmation classes and the activities of ecclesiastical associations (e.g. Brotherhood to the Most Holy and Immaculate Heart of Mary [StadtA Wo Abt. 227 Nr. 65]). Important for individuals and individual families was the necessary granting of a dispensary for marriages and the religious upbringing of children from mixed-confessional marriages. Various publications and newspapers or newspaper cuttings were incorporated into the last classification group.         The Einsatzstab Reichsleiter Rosenberg (ERR) is one of the largest "robbery organisations" of the "Third Reich". Equipped with the authority to "secure" material in the occupied territories for the fight against the "ideological opponents" of National Socialism, he brought countless books, documents and other cultural assets from the possession of libraries, institutes, archives, private individuals, etc. into his hands in the occupied western and eastern territories; in addition, he was actively involved in art theft. The evaluation of the cultural property to be captured and secured by the ERR was to be carried out by the "Hohe Schule" or the "Institut zur Erforschung der Judenfrage" in Frankfurt, at least as far as research on the "Jewish question" could be useful, to which even "materials" of an incommensurable scope were then directed. The haste with which the "seizures" had to be made within a few years or months in areas often far from the borders of the German Reich, made final decisions about the whereabouts of the captured property, especially in the territory of the Soviet Union, at most theoretically visible; in its mass it remained in the territories cleared by German troops. In addition to the Institute for the Study of the Jewish Question, the East Library and the Central Library of Rosenberg in Berlin were the main places of reception, apparently for material on the "Study of Bolshevism". There were also numerous other recipients, such as the Wehrmacht (for entertainment literature, but also for "military files and archive material" from the occupied Eastern territories, which had to be handed over to the Danzig branch of the Army Archives). The following decrees are the basis for the establishment and mission of the task force: Führererlass of 29.1.1940 concerning the establishment of the "Hohe Schule": The Hohe Schule is to become the central site of National Socialist research, teaching and education. Their construction will take place after the war. However, in order to promote the preparations that have begun, I order Reichsleiter Alfred Rosenberg to continue this preparatory work - especially in the field of research and the establishment of the library. The services of the Party and the State shall give him every assistance in this work. Decree of the chief of the OKW of 4.7.1940 to the commander-in-chief of the army and the commander-in-chief of the Wehrmacht in the Netherlands: Reichsleiter Rosenberg has applied to the Führer: 1. to search the state libraries and archives for writings of value to Germany, 2. to search the chancelleries of the high church authorities and lodges for political actions directed against us, and to confiscate the material in question. The Führer has ordered that this proposal be complied with and that the Secret State Police - supported by archivists of the Reichsleiter Rosenberg - be entrusted with the investigation. The head of the security police, SS-Gruppenführer Heydrich, has been notified; he will contact the responsible military commanders for the purpose of executing the order. This measure will be implemented in all the territories we occupy in the Netherlands, Belgium, Luxembourg and France. It is requested to inform the subordinate services. Order of the chief of the OKW of 17.9.1940: To the commander-in-chief of the army for the military administration in occupied France In addition to the s.Zt. The Führer has decided, on the basis of the instructions given by the Führer to Reichsleiter Rosenberg to search lodges, libraries and archives in the occupied territories of the West for material of value to Germany and to secure it through the Gestapo: "The conditions before the war in France and before the declaration of war on 1.9.1939 are decisive for the possessions. After this deadline, transfers of ownership to the French Reichsleiter Rosenberg have been completed. State or the like are void and legally ineffective (e.g. Polish and Slovak library in Paris, holdings of the Palais Rothschild and other abandoned Jewish property). Reservations regarding search, seizure and removal to Germany on the basis of such objections shall not be accepted. Reichsleiter Rosenberg or his representative Reichshauptstellenleiter Ebert has clear instructions from the Führer personally regarding the right of access. He is authorised to transport the cultural goods that appear valuable to him to Germany and to secure them here. The Führer has reserved the right to decide on their use. It is requested that the relevant military commanders or services be instructed accordingly. Führer decree of 1.3.1942: Jews, Freemasons and the ideological opponents of National Socialism allied with them are the authors of the present war directed against the Reich. The systematic spiritual combat of these powers is a task necessary for war. I have therefore commissioned Reichsleiter Rosenberg to carry out this task in agreement with the head of the OKW. Its task force for the occupied territories has the right to investigate libraries, archives, lodges and other ideological and cultural institutions of all kinds for corresponding material and to seize it for the ideological tasks of the NSDAP and the later scientific research projects of the high school. The same regulation applies to cultural objects which are in the possession or property of Jews, of stray origin or of origin which cannot be clarified unobjectionably. The implementing regulations for cooperation with the Wehrmacht are issued by the head of the OKW in agreement with Reichsleiter Rosenberg. The necessary measures within the Eastern territories under German administration are taken by Reichsleiter Rosenberg in his capacity as Reich Minister for the Occupied Eastern Territories. For a short time the full name of the office was "Einsatzstab der Dienststellen des Reichsleiters Rosenberg für die besetzten westlichen Gebiete und die Niederlande", then "Einsatzstab Reichsleiter Rosenberg für die besetzten Gebiete". The addition "for the occupied territories" was omitted according to the order of the Joint Staff Committee of 17.11.1944. The headquarters of the Joint Staff Committee was initially Paris. The expansion of the tasks made it necessary to relocate her to Berlin, where she temporarily stayed in the office building at Margarethenstrasse 17. The later office in Berlin, Bismarckstraße 1, was destroyed by an air raid. Organisation and structure: The structure of the ERR consisted in its main features of staff management, main working groups and working groups (set up regionally), occasionally also special detachments, branch offices, etc. The ERR was structured in such a way that it was able to provide a clear overview of the various departments. In addition, there were special staffs which were mainly charged with the "recording of cultural assets", which took place in constant collision with the equal interests of other authorities, such as the Reich Minister for Popular Enlightenment and Propaganda (in France with regard to the recording of musical works, musical manuscripts and instruments by the Special Staff for Music) and the Reichsführer-SS (for example with regard to the recording of prehistory and early history). The organisation and distribution of responsibilities of the staff management were adapted to the respective tasks of the ERR institution, which were constantly expanding until 1943 and have been changing ever since. The constant change of tasks, organisation and personnel conditions became a principle for the large number of the departments themselves active in the "worked" areas, which were also completely dependent on the politico-military and administrative conditions in these areas, caused by the respective military, civil or national administrations, and not least by the perpetual conflicts of competence of the party and imperial authorities touching or fighting each other in their areas of interest and ambitions. The development of the ERR began in France with the institution "Einsatzstab Westen" under the leadership of Kurt von Behr. Soon the "Westen" task force was divided into three independent main working groups: France (Paris), Belgium and Northern France (Brussels), Netherlands (Amsterdam). At the same time, V. Behr was the head of the Western Office, which was responsible for securing furnishings for the occupied eastern territories, the so-called M Action. This office was in itself "detached" to the East Ministry; according to Rosenberg's order of 24.11.1944, it was "taken back" to the task force. In the first half of 1944, both the M campaign and the "art collection campaign" were extended to southern France. Probably related to this is the establishment of the South of France Working Group, which finally set up a branch office in Nice and an external command in Marseilles. From the very beginning of its activity in France, the ERR had not confined itself to securing only material from libraries, archives, etc. for the "ideological struggle". He also began to collect and secure art treasures and thus entered into a certain competition with the actions carried out on behalf of Hitler ("Linz" Führer order) and Göring as well as with the art protection carried out by the military commander. Institutionally, he created a special task force "Fine Arts" (SBK) for this task, to which the collection points for fine arts in the Louvre and Jeu de Paume belonged. The Special Staff was only responsible for securing and inventorying the objects of art; the right of disposal over the objects of art - including those seized by the Office of the West in the course of the M Action and handed over to the Special Staff - had been reserved to the "Führer", a demand that was later extended to all works of art "that were or will be confiscated by German authorities in the territories occupied by German troops". The SBK maintained its activity in France to a certain extent until its dissolution. The struggle for responsibility for seized works of art continued until the end of the war, up to and including issues of relocation to Germany (Führer construction and salvage sites such as Neuschwanstein and Herrenchiemsee, etc.) and ultimately works of art to be seized in Austrian mines (Alt-Aussee). The activities of the Italian working group are described in the report of its leader of 28.8.1944 as follows: "The procurement of material on the activities of ideological opponents will continue to be at the forefront of our work in Italy. In the form of translations, reports and evaluation work, this material is prepared by AG Italy and forwarded to the management. At the beginning of 1941, the ERR extended its activities to the Balkans and further to Greece. A Sonderkommando Greece was formed, which was dissolved in 1941. A Sonderkommando Saloniki is still provable until 1942. ERR services were also established in 1941 in Serbia - Special Staff of the Commanding General and Commander of Serbia, an Agram Liaison Office and a Belgrade Liaison Office for the Yugoslav Territories. Efforts to gain a foothold in Hungary failed apparently because of the resistance or influence of the envoy Dr. Veesenmayer. Later, a main working group for the southeast (Belgrade) can be proved, which was formed with effect from 15 February 1944 from the working group for the southeast, which in turn could have originated from the command "Southeast", proven for 1942, which was transferred from Belgrade to Thessaloniki on 10 July 1942. In Denmark, the ERR established a service in Copenhagen. Any approach to "profitable" activity was soon nullified by Dr. Best, representative of the German Reich in Denmark: "Confiscation in the style of the other occupied territories would never come into question". Immediately after his appointment as Reich Minister for the Occupied Eastern Territories (RMbO), Rosenberg began to direct the initiative of his task force to the eastern territories as well. On April 2, 1941, Rosenberg had already conceived a Führer's order to instruct him "to carry out the same tasks as in the occupied western territories in all the countries occupied or still occupied by the German Wehrmacht within the framework of this war". Until the Führer's order of 1 March 1942 was issued, Rosenberg referred to "the orders issued by the Führer for the West and the tasks carried out in the Western territories by the departments of Art, Archive and Library Protection within the framework of military administration". Rosenberg's guidelines on the protection of cultural assets for "research into the activities of opponents of National Socialism and for National Socialist research" were issued to the Reichskommissariate Ostland and Ukraine on 20.8.1941 and 3.10.1941 respectively. By decree of 27.4.In 1942 Rosenberg finally commissioned the RKO and RKU as the RMbO to once again expressly "commission the ERR for the occupied Eastern territories with the recording and uniform processing of cultural assets, research material and scientific institutions from libraries, museums, etc.", which are found in public, ecclesiastical or private spaces". With the same decree, a central office was founded for the collection and recovery of cultural assets in the occupied Eastern territories. A special department for the collection and recovery of cultural assets was set up at the Reichskommissariaten (Imperial Commissionariats), whose leadership was entrusted to the head of the responsible main working group. For the two Reichskommissariate the main working group Ostland (Riga) with the working groups existed at first: Estonia (Reval), Lithuania (Vilnius), Latvia (Riga), White Ruthenia (Minsk) and the main working group Ukraine (Kiev, later Bialystok). With effect from 1.5.1943 the AG Weißruthenien was elevated to the main working group Mitte. In all HAG areas, in addition to the working groups, mobile staffs, known as "Sonderkommandos" or "Außenstellen", whose activities extended as far as the Crimea and the Caucasus region, worked directly under their command or under the command of the staff. Most of these files are written documents which were last found in the alternative office of the ERR in Ratibor. A part of the staff and the management of the Ostbücherei with large stocks of books were evacuated from Berlin to there. The remains of documents rescued by the members of the HAG Ostland, Ukraine and White Ruthenia were also recorded in Ratibor. The preserved files should come from holdings that were moved from Ratibor to the west. Subsequent additions to the holdings were mainly made by levies from the military archives, by re-enlargements of microfilms from the YIVO Institute, New York, by late recorded files from American repatriation, by three volumes from the dissolved holdings of the Rosenberg offices of the Central State Archives of the GDR (62 Tue 1) and by personal documents from the so-called "NS Archive of the Ministry for State Security of the GDR". The documents preserved at the end of the war and accessible to the Western Allies were used as evidence for the IMT process. The essential components were then left to the Centre de Documentation Juive Contemporaine (CDJC), Paris. ERR documents can also be found today in the National Archives and Records Administration (NARA), Washington, in the YIVO Institute for Jewish Reserch, Washington, and in the Nederlands Instituut voor Oorlogsdocumentatie (NIOD), Amsterdam. Documents from Rosenberg offices also reached archives of the former Soviet Union. An extensive collection (especially the provenance ERR) is kept in the Tsentral`nyi derzhavnyi arhiv vyshchykh orhaniv vlady ta upravlinnia Ukraïny (TsDAVO Ukraïny) in Kiev, further files in the Rossiiskii gosudarstvennyi voennyi arkhiv (RGVA) in Moscow and in the Lithuanian Central State Archives, Vilnius. The Federal Archives, Bildarchiv, holds an extensive collection of photographs from the ERR (holdings Fig. 131). Inventories, directories and transport lists by the ERR of "seized objects" are contained in the holdings of B 323 Treuhandverwaltung von Kulturgut. Archive processing The NS 30 collection is a conglomerate of scattered files and individual documents. In the interest of rapid utilisation, the documents were recorded provisionally without costly evaluation and administrative work. Mrs. Elisabeth Kinder produced the preliminary finding aid book in 1968, from which essential elements of this introduction are taken. The "new entries" were recorded by the undersigned in 2003/2004.         Description of the holdings: Hofmeister and Hofmarschälle can be found at the Weimar court as early as the 16th century (cf. present holdings no. 403). A new appointment and organisation ("re-establishment") of the Court Marshal's Office took place under the Saxon-Coburg supreme guardianship in 1750 (No. 411c). According to the state handbooks of the second half of the 19th century, the sphere of business of the Court Marshal's Office included the administration of the part of the chamber's property reserved for the Grand Ducal House, the so-called crown property (Ordinance of May 4, 1854, Reg. p. 229), and the overall supervision of the associated cash and accounting system, the care of the stocks at court and the supervision of their consumption, the affairs of the court etiquette, the pages, the court officers (court kitchen, winery, silver chamber, cloakroom, etc.).), the administration of the palaces, parks and garden centres, the handling of discipline by the subordinate servants, the exercise of police rights in the eximierten possessions of the Grand Ducal House, the supervision of the Pensionanstalt für Witwen und Waisen der Mitglieder der Hofkapelle opened in 1830 and the supervision of the Grand Ducal Museum für Kunst und Kunstgewerbe (state since 1903). The Court Marshal's Office carried out the business of the Court Theatre Directorate from 1828 to 1857 (No. 3123, 3126), and from 1851 to 1855 the business of the Court Stables Office, which was abolished at that time (Reg.Bl. 1851 p. 12, 1856 p. 64). After the Grand Duke renounced his throne in 1918, the Court Marshal's Office was abolished together with the Court Main Treasury on 31 March 1922 (No. 538). A Grand Ducal Saxon Schatull Administration existed in Weimar until the expropriation of the princes in 1948. The files of the Court Marshal's Office have mostly only been handed down since the end of the 18th century. This was caused by considerable losses during the fire at Weimar Castle in 1774 (cf. No. 2553, p. 2). During its existence, in 1893 and 1917, the Court Marshal's Office supplied the Weimar State Archives with documents that were ready for archiving, but these were exclusively series of volumes of accounts that were added to the archives available at the time. The files of the Court Marshal Office, on the other hand, were only handed over to the Weimar State Archives by the Thuringian Ministry of Finance as the successor authority to the Court Marshal Office in two deliveries in February 1923 and September 1933. Together with the files, the three repertories A, B and C (now classified in the inventory as No. 1b, 1c, 1d) were handed over; the delivery of 1933 comprised the files listed in the "new" repertory C. The files were handed over to the "new" repertory. Repertory C was the youngest repertory to be created at the Court Marshal's Office in 1898/99, with various files still needed being transferred from repertories A and B to the "new repertory" C, while the remaining pieces listed in A and B were "put back" (cf. No. 530). In addition, a large number of unlisted files and a collection of mostly handwritten sheet music for instrumental music from the period around 1775 were deposited in the State Archives. Here, all the files have been worked together to form an inventory. The capital classification of repertory C was used as the basis for the portfolio classification. The signatures given to the pieces in the repertories A, B and C due to their older distortion are recorded in a special column of the present repertory. From the traditional repertories, file titles were also transferred to the repertory created by the State Archives, for which files could no longer be ascertained. However, a large number of such initially missing files of the Court Marshal's Office were still to be found among the files left to the State Archives by the Ministry of Education of the State of Thuringia when it left for Erfurt in 1950. The actual holdings of the Court Marshal's Office (known as the Court Marshal's Office I) are appended in special parts as: - Court Marshal's Office II: Gartendirektion Eisenach (established in 1804, abolished in 1890) No. 4000 - 4142: Files that have grown up with this (special provenance) No. 4200 - 4222: Files of the Court Marshal's Office on this subject - Court Marshal's Office III: Gardens and Park Administration No. 4223 - 4463: Files of the Court Marshal's Office (These belong together with those in Court Marshal's Office I Chapter 58: Gardens, parks listed). The provenances of the Hofstallamt zu Weimar (B), which were related to the holdings of the Hofmarschallamt (Court Marshal's Office) and were in charge of the supervision of the Großherzogliches Marstall zu Weimar (Grand Ducal Marshal's Office), as well as of the Hofgestüt zu Allstedt (C) are treated as separate provenances (holdings), each with a new census and their own finding aids. Both authorities were abolished in 1920. The order and indexing of the holdings in the Weimar State Archives was carried out by Dr. Paul Goehts, a member of the Weimar government, between April 1945 and December 1847. The pieces found later, most of which had already been noted in the repertory, were added to the holdings in 1954 and 1955. The final work was done by the state archivist Dr. Rudolf Diezel. Weimar, September 30, 1955 Prof. Dr. Flach Remarks: The holdings contain the files of the Court Marshal's Office of the Duchy/Grand Duchy of Saxony-Weimar-Eisenach, primarily since the reorganization in 1750. They document the entire administration of the Weimar Court. In the years 1828 to 1857 the court theatre and the court chapel were also subordinated to the authority. From 1830 onwards, the Hofmarschallamt was the supervisory authority for the pension institution for widows and orphans of the members of the Hofkapelle and until 1903 for the Grand Ducal Museum of Arts and Crafts. Since 1854 he was also in charge of the administration of the "Krongutes", which had been given to the Grand Ducal House for its own use, and the police force on this property. The holdings also include the lists of the participants of the princely table kept by the Hoffouriers for the period 1749 - 1918 (Fourier books). The Court Marshal's Office was abolished in 1922. The files were delivered to the archive in several deliveries in 1893, 1917, but essentially only in 1923 and 1933.

        Administrative history: In order to prevent the misuse of company names and to be able to determine who is entitled to act on behalf of a company, the obligation for merchants to register the legal relationships of their companies with the commercial court in a register accessible to everyone was introduced on 1 January 1836. However, until 1 August 1866, when the relevant provisions of the Introductory Act to the General German Commercial Code entered into force, the obligation existed only for newly established companies and for them only if the company name and the name of the owner were not identical. The possibility of voluntary registration was given. The company protocol initially established for all entries except procurations was later replaced by registers for each legal form. Special registers were added as cooperative registers (from 1869), sign registers (from 1875), design protection registers (from 1876) and stock exchange registers for goods and securities (from 1896). For each register number, a file was kept which contained documents filed in addition to a copy of the register entry. From 1 October 1879 the registers were kept at the regional court, from 1 January 1900 at the district court in Hamburg. The district courts of Bergedorf and Ritzebüttel kept their own registers for their sprinkles. The registers of companies, societies and cooperatives were closed on 31 December 1904, their still valid contents transferred to the commercial registers and a new cooperative register. Preliminary Remark Legal Foundations The "Ordinance of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) on the Notification to the Commercial Courts of the Establishment, Change and Repeal of Commercial Societies, Commercial Firms, Anonymous Companies and Procurants to be Made in Commercial Courts, which became Popular by the Council and Citizen's Conclusion of 15.October 1835" of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) introduced in Hamburg for the first time an obligation for merchants to have the legal relationships of their companies entered in a register at the Commercial Court which is accessible to everyone. It entered into force on 1 January 1836. This regulation had come into being on the initiative of Commerzdeputation, which from 1823 constantly tried to persuade the Council to adopt a regulation which prevented the misuse of company names and created an opportunity to establish who was the actual owner of a company and who was entitled to act on its behalf. Initially, however, not all commercial enterprises were required to be entered in the register. Excluded were all already existing companies, however to the common sense of the owners it was appealed to to be registered voluntarily for the promotion of the thing (Publicandum of 28.12.1835, Hamburgische Verordnung Bd.14, S.317). In addition, registration was waived where the name of the trading company was identical to the name of the sole proprietor. Accordingly, the obligation existed only for 1. acting-Societäten (§ 1 of the regulation) 2. the action of the sole owner of a acting firm, which either did not contain its own full name or was not limited to its own name (§ 3 Abs.2) 3. granting of procurations (§ 4-8) 4. anonymous companies (§ 9-10) 5. agents and representatives of foreign insurance and similar companies (§ 11) 6. Hamb. insurance companies and other public limited companies (§ 12). The aforementioned had to report every establishment, change and cancellation of a company and submit all circulars to the Commercial Court - Company and Procurator's Office, partly also called Company Office. With the "Bekanntmachung betr. die Anmeldung im Firmen-Bureau vom 1.2.1844 (Hamburgische Verordnungen Bd.18, S.7)" (Announcement concerning the registration in the firm's office of 1.2.1844, Hamburgische Verordnungen Bd.18, p.7), the obligation arising from the 1835 ordinance was once again made public and in some cases specified in more detail. In 1865, the deposition of trademarks, labels and packaging provided for in Art. 24 of the Hanseatic-French Commercial and Shipping Treaty of 4 March 1865 (published on 30 June 1865, Hamburg Ordinances Vol. 33, pp. 233-234) was transferred to the Office for Business and Procuration. The introduction of the General German Commercial Code by law of 22.12.1865 (Hamburgische Verordnungen Bd.33, p.533-561) brought a substantial extension of the obligation to register in the registers. The Commercial Code and the Introductory Act came into force in Hamburg on 1 May 1966. According to Article 19 of the Commercial Code, every businessman was now obliged to have his company entered in the Commercial Register. Paragraph 6 of the Hamburg Introductory Act also introduced the obligation to register the circle of traders to whom, under Article 10 of the Commercial Code, the rules for merchants were not to apply, such as traders from small businesses, hoekers, carters, ordinary skippers, etc., if they appointed an authorised signatory or if they wished to enter into an open partnership to operate their trade. In contrast to the Regulation of 1835, the transitional provisions (§§ 1-5) of the Introductory Act stipulated that the new provisions were also binding on all existing undertakings. It was imposed on these companies to register within 3 months, so that from 1.8.1866 all commercial enterprises in the Hamburg area, with the exception of Ritzebüttel, would have to be entered in the registers of the Commercial Court. In addition, Article 13 of the Commercial Code provides for the publication of all entries in the registers. So far, since October 1847 only the applications provided for in §§ 1 and 3 (2) of the Regulation of 1835 had apparently been published on the basis of an order of the Commercial Court. - In detail and on the other extensions and changes in the tasks of the company office under the Commercial Code see: The Commission reports and further negotiations on the introduction of the General German Commercial Code in Hamburg, p.3-5 (Library A 913/9). The special protocol for cooperatives to be established in accordance with the Genossenschaftsgesetz (Cooperatives Act) was also kept at the Commercial Court in accordance with § 1 of the "Ausführungsverordnung zum Norddeutschen Bundesgesetze betreffend die privatrechtliche Stellung der Erwerbs- und Wirtschaftsgenossenschaften vom 4.Juli 1868" (Implementation Ordinance on the North German Federal Laws concerning the Private Law Status of Acquisition and Economic Cooperatives of 4 July 1868) of 30 November 1868 (Hamburgische Gesetzsammlung Bd.III, p.86-88) from 1 January 1869. In Bergedorf, a separate commercial register was created at the local court from 1.1.1873 (announcement of 29.12.1872, Hamburgische Gesetzsammlung Bd.VIII, p.249-251). With the entry into force of the Reich Law on Trademark Protection of 4.12.1874 on 1.5.1875, the "entry of the trademark of goods" in a register of signs was transferred to the Commercial Court (Announcement of 26.4.1875, Hamburgische Gesetzsammlung Bd.XI, p.52-54). In the following year, due to § 9 of the Reichsgesetz regarding the copyright on designs and models of 11.1.1876 (Reichsgesetzblatt, p.12), the keeping of the design register was added. The Court Constitution Act of 27.1.1877 (Reichsgesetzblatt, p.41) ended the old Hamburg Court Constitution on 1.10.1879. For the tasks of the "Handelsgerichts-Bureau für das Firmen- und Procurenwesen" (Commercial Court Bureau for Companies and Procurators), i.e. keeping the commercial, cooperative, design and trademark registers, the district court was responsible for the Hamburg territory with the exception of the Ritzebüttel and Bergedorf district authorities; for the aforementioned district authorities, the district court concerned was responsible (§ 5 of the Act concerning the non-contentious jurisdiction of 25 July 1879, HamburgischeGesetzsammlung Bd.XV, pp. 253-255). On 1.10.1894 the jurisdiction for the protection of trademarks ended. It was transferred to the Reich Patent Office (Law for the Protection of Waaren Designations of 12.5.1894, Reichegesetzblatt, p.441-448). The Stock Exchange Act of 22.6.1896 (Reichsgesetzblatt, p.157-176) added the maintenance of two stock exchange registers, one for goods and one for securities. For the district courts of Bergedorf and Ritzebüttel, no stock exchange registers were established, but jurisdiction was transferred to the regional court. The registers were kept until the amendment of the Stock Exchange Act in 1908. On 1.1.1900 the "Bureau für die Handels-, Genossenschafts-, Markenschutz- und Mustererschutz-Register" (Bureau for the Commercial, Cooperative, Trademark and Design Protection Registers) transferred its duties to the District Court at the Regional Court (§ 125 of the Reichsgesetz über die freiwillige Gerichtsbarkeit vom 17.5.1898, Reichsgesetzblatt, p.189). Register maintenance Two registers were created on 2.1.1836, the Company Protocol (A 6) and the Procuration Protocol (A 7), on the grounds of the company office. In the company protocol, all registrations provided for by the law, with the exception of procurations, were recorded. This remained essentially the case until the entry into force of the General German Commercial Code. From 1843 to 1856, a special "protocol of foreign companies" (A 8) was kept, in which foreign companies whose owners were temporarily in Hamburg were registered. Parallel to this, from 1843 to 1847 there was a "protocol for procurations by foreign companies" (A 9). The Protocol on Powers of Attorney (A 10), which ran from 1957 until the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), was considerably more comprehensive than the two aforementioned protocols. In contrast to authorised signatories, the persons entered in these minutes were only entitled to represent a company in accordance with the deposited power of attorney. After the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), the company and proxy protocols were declared commercial registers within the meaning of the Code (§ 1 of the transitional provisions to the Introductory Act, Hamburgische Verordnungen Bd.33, p.559). They continued to be guided. A protocol for public limited companies (A 11) has been newly established. In this register, in addition to the joint-stock companies registered so far in the company minutes, the proxies of foreign companies registered so far in the power of attorney minutes were also recorded. Furthermore, until the creation of a special protocol for cooperatives (A 18) on 1 January 1869, "associations" of craftsmen were entered in this protocol. As there had been repeated difficulties with the neighbouring states because of the recognition of extracts from the "Protocols", "Registers" were established on 1.1.1876. The older entries were not transferred. The company register (A 12) for sole traders and the company register (A 13) for open commercial companies and limited partnerships were created as a continuation of the company protocol, as well as the shareholder register II (A 14) for joint stock companies and limited partnerships on shares and the company register III (A 15) for authorised representatives and agents of foreign anonymous companies as a continuation of the company protocol. The protocol of the cooperatives became the register of cooperatives (A 19). Only the Prokura protocol continued to exist under the old name. Until 31.12.1875 15129 numbers had been assigned in the company minutes, 407 numbers in the minutes of the joint-stock companies. For the Company Register and the Company Register I a common numbering was made starting with no. 15130 up to 31.12.1889. From 1.1.1890 onwards, each register beginning with No. 27401 has sequential numbers. The registers of companies resulting from the minutes of joint-stock companies also have a common numbering - beginning with No. 408 - which was maintained until 1904. From 1.6.1885, the Company Register IV (A 16) was created for the branches of foreign companies that had previously been entered in the Company Register II. Finally, in 1895, the Company Register V (A 17) was established for limited liability companies. Until then, they had also been entered in the Company Register II. With the 31.12.1899 the Prokurprotokolle end. The authorized signatories were now entered in the corresponding company register or company register I, as was already the case with anonymous companies. Following the entry into force of the new Commercial Code, the entries previously made in Company Register III (A 15) for authorised representatives of foreign companies were no longer permissible. From now on, the legal entities whose obligation to register is determined in § 33 et seq. of the new Commercial Code of 10 May 1897 (Reichsgesetzblatt, p. 219) were included in this register. (in: Senate Commission for the Administration of Justice, II C d 3 a 1 Vol. 1) the closure of the registers of companies, partnerships and cooperatives was determined. The commercial registers A, B and C and a new cooperative register took their place from 1.1.1905. The contents of the old registers, which were still valid, were gradually transferred to the new registers. The stock exchange and model registers remained unaffected. Delivery, loss of records and order Since 1902, the files due for destruction at the end of the retention periods have been delivered annually to the various registers by the Local Court. The files for all registers were filed by the court after deletion of the entries according to a common Repositioning number sequence - The first delivery of registers (protocols) and lists of names apparently took place in 1910. Further registers and protocols of general content were delivered on 4.1.1933 (G.A. H 2 a 54). The large series reached the State Archives on 11.2.1950. In the years 1951, 1953, 1961 and 1967 smaller subsequent deliveries took place. Losses of records have occurred both at the Local Court and in the State Archives. No registers have yet been delivered to the State Archives: Company Protocol No. 15084 to 15129, Procuration Protocol No. 11767-12016, and Protocol for Joint Stock Companies (No. 1-407). In the State Archives, Volume 2 of the Protocol on Interrogation and Volume 3 of the Protocol on Powers of Attorney were probably destroyed by water damage during the Second World War. The files relating to the registers are also incomplete. Losses occurred due to cassations at the district court and water damage at the state archives. The administrative work now being carried out concerns only the protocols and registers for which delivery directories were previously only partially available. A review of the files and possible cassation of those containing only extracts from the registers was initially postponed. Notes on use 1. running time information The running time information for the registers only takes into account the date on which the respective register sheet was set up. They have therefore been placed in parentheses. However, almost every sheet also contains later entries. 2) Mutual references In the case of entries for a company in different register series, as well as in the case of the creation of new pages (if the old ones were fully written), mutual references have always been made, as far as established. 3. company register II to V The individual volumes frequently also contain entries for shareholders with lower register numbers than can be assumed from the title. Reference is made to such entries in the previous section. 4. directories of names A complete directory of names for all entries is not available, but almost all series are indexed by alphabetical or rough alphabetical directories. An attempt has been made to determine the existing name directories as precisely as possible. Finding the register numbers for corporations is particularly difficult. These companies have been listed very differently in the individual name directories, partly under the company name, partly according to sectors or - without taking the company name into account - under A (joint-stock company). The documents were delivered to the State Archives by the Local Court in 1902, 1933, 1950-1953, 1961 and 1967. The indexing took place successively after the non-archival register files had been sorted out. The retroconversion of the data took place in 2011. The inventory is to be quoted as follows: State Archives Hamburg 231-3 Commercial Register, No. ... Inventory description: In order to prevent the misuse of company names and to be able to determine who is entitled to act on behalf of a company, the obligation for merchants to register the legal relationships of their companies with the commercial court in a register accessible to everyone was introduced on 1 January 1836. However, until 1 August 1866, when the relevant provisions of the Introductory Act to the General German Commercial Code entered into force, the obligation existed only for newly established companies and for them only if the company name and the name of the owner were not identical. The possibility of voluntary registration was given. The company protocol initially established for all entries except procurations was later replaced by registers for each legal form. Special registers were added as cooperative registers (from 1869), sign registers (from 1875), design protection registers (from 1876) and stock exchange registers for goods and securities (from 1896). For each register number, a file was kept which contained documents filed in addition to a copy of the register entry. From 1 October 1879 the registers were kept at the regional court, from 1 January 1900 at the district court in Hamburg. The district courts of Bergedorf and Ritzebüttel kept their own registers for their sprinkles. The registers of companies, societies and cooperatives were closed on 31 December 1904, their still valid contents transferred to the commercial registers and a new cooperative register. The Best. contains the registers kept before 1905 and the files before 1905 of extinct enterprises, if the contents go substantially beyond the register entry.

        The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.         The Ministry of the Interior, created by the Decree of 10 October 1849, was the supreme head of the internal administration of the Land, insofar as it did not fall within the remit of other ministries or the State Ministry. The Ministry was in charge of the supervision of all local authorities and was entrusted with the management of the sovereign police force and the supervision of all police authorities and institutions. His tasks also included the handling of economic and general agricultural matters, including the regulation of property, farm and day labour relations, transport, association and press matters, the administration of roads and hydraulic engineering as well as social services. In addition, the Ministry's portfolio included citizenship matters, border and electoral matters, as well as civilian administration matters related to the military. Essentially, the business circle of the Ministry remained unchanged until 1945. It was extended in 1875 to include the civil status system. In 1905, the Ministry of Justice, Department of Education, transferred the affairs of the technical and commercial technical and further education school system from the Ministry of Justice to the Ministry of the Interior. During the First World War, the Ministry was responsible for controlling the food supply and the war economy, and after the war it was responsible for civilian demobilization. In 1919 the newly founded Ministry of Agriculture, Domains and Forests (see 5.12-4/2) took over the handling of agricultural matters, including rural labour and ownership, and in 1937 also agricultural water matters. There are gaps in the file tradition. Major losses were caused by the fire in the government building in 1865. At the beginning of 1945, files from 1933 to 1945 were deliberately destroyed in the Ministry. Most of the files of the Department of Social Policy from the period after 1918 were also lost. A.
