Preliminary remark: The legation of Württemberg at the Baden court, which existed before 1806, was retained after Württemberg was elevated to a kingdom and was occupied until 1848 by an envoy residing in Karlsruhe. During the revolutionary period, Württemberg was represented only temporarily by an official observer in Karlsruhe, since the resumption of relations in 1851 by a chargé d'affaires, until after the establishment of the German Reich in 1871 the legation was lifted. It was rebuilt in 1893 mainly for reasons of courtly representation. Until its final abolition on April 1, 1933, the Württemberg envoy at the Bavarian court, who was also accredited in Darmstadt, was also an envoy in Karlsruhe with headquarters in Munich. The volume of work was relatively high and varied in the initial period up to about 1820 - this becomes clear, for example, in the territorial negotiations at that time or in the large number of uses in private affairs - and then fell noticeably, so that envoys von Bismarck could be called upon several times for special missions to northern German courts. After 1850 the mutual consultations between the Württemberg and Baden governments on issues of major European and German policy as well as the internal problems of both countries intensified. In addition, the increased administrative intensity and urgent questions of economic legislation were now also reflected in the business volume of the legation. After the reestablishment in 1893, the envoy was given almost exclusively formal tasks and those of representation. As a rule, he spent a few days in Karlsruhe once or twice a year, usually on the occasion of the court ball or another court event. Negotiations between Württemberg and Baden authorities were usually conducted directly, no longer via the envoy, so that his correspondence - about 100 diary numbers per year - was largely limited to the transmission of congratulations, inquiries and official correspondence and occasional indirect reporting. With the end of the monarchy, these tasks were almost completely eliminated. However, the legation was formally retained and from 1926 on again entrusted with smaller commissions, such as reporting in Baden newspapers. The tradition is not homogeneous. In the first years individual case files predominate, from about 1815/1820 - as with other Württemberg legations - a purely formal classification principle, such as "concepts and reports" or "rescripts and notes" and correspondence files. Mainly new business areas were filed after 1850 by subject, such as "railway files". But it did not come to a continuous registry management, since the new fascicles were put on as required and, provided with a sequential Arabic number, were attached to the already existing files at the end. In this way, the registry consisted of 72 in 1848, 104 in 1866 and dates back to 1818. From 1893 - 1933 the entire written material was filed only according to the chronological order. The content of the written material is also very unequal. Some envoys took part of the processes, so their instruction, to their private files. A number of events only appear in the diary, as they were passed on in original form without additional documents being gathered in the legation. After 1893, for parallel enquiries to Bavaria, Baden and Hesse, often only one joint draft was produced and filed with the Bavarian registry. Some things seem to have been lost or destroyed, for example when the passport register only covers the period from 1811 to 1816. as far as can still be seen, the present collection was archived in four deliveries together with documents of the Ministry of Foreign Affairs and other legations and was added to the collection of "Legation Files" (E 70 and E 73). The documents summarised in inventory E 70 Verzeichnis (Ablieferung) 32 covered the period up to 1817, those of inventory E 70 Verzeichnis 33a the period from 1818 - 1871 and arrived after 1872. The material grown up in Munich was delivered until the year 1910 around 1920, the rest was probably incorporated immediately after the abolition of the legation in 1933 and the stock E 73 Verzeichnis 61. The reorganization could orient itself only little at the given condition. The archival records that had grown up at the legation were separated from the rest of the association and the provenance holdings "Württembergische Gesandtschaft in Baden" were newly formed. The originally planned division into two main parts, "I. 1806 - 1871" and "II. 1893 - 1933", was cancelled when the finding aid book was drawn up and all title entries were subordinated to the classification scheme prescribed by the distortion of other legations. Among them are the reports to the King or the Minister of Foreign Affairs and the general, not thematically limited correspondences with him, among others the first main group. The other files were separated according to their different subjects without regard to the previous state of order, and each of them was re-compiled into the other main groups. The breakdown of these was based on the total business volume. It was not advisable to align the plans with those of other legations, such as Berlin or Munich, which had been preserved. Certain inequalities in the distortion have remained in so far as some subjects, such as "German Question" etc., have been left out, Despite their complexity, a further subdivision was not permitted, whereas on the other hand after 1893 only individual cases still occur or until 1850 almost all affairs of private persons were classified under "Uses", but afterwards also under the subject headings such as "Reporting", "Justice - Individual Cases" and others.In the present finding aid book the indication of the registry signatures, i.e. the tuft counting with Arabic numerals, was omitted for the documents up to 1871, since they could be determined only partly without difficulties and references to these numbers are found only imperfectly in the last diaries before 1871. The previously valid archive signatures E 70 Verzeichnis 32 Faszikel 1-9 and E 70 Verzeichnis 33a Faszikel 1-33 were, however, noted in the title entries. Various old tuft numbers had to be applied when a new tuft was composed entirely or partially of old tufts. For the files from 1893 - 1933 the indication of the old archive signature could be omitted, since with the previous purely chronological storage - apart from isolated fact file beginnings - the written material from 1893 - 1899 was united in E 73 directory 61 fascicles 18 d, from 1900 - 1905 in 18 e, from 1906 - 1913 in 18 b and from 1914 - 1933 in 18 c.As diverse as the content of the title recordings may be, there are clear limits to their scientific evaluation: the continuous reporting to the king up to 1847 forms a closed whole, the other correspondence only covers partial aspects. The same often applies to the fact files, especially if minutes, excerpts or replies to enquiries were forwarded in original form. Parallel transmission is therefore of greater importance. On the Württemberg side, the holdings of the superior Ministry of Foreign Affairs and the State Ministry are to be mentioned primarily in the Main State Archives, on the Baden side in the General State Archives Karlsruhe the departments 47 - 49 Haus- und Staatsarchiv - II. The inventory was recorded and arranged by the signatory 1974 - 1976 with the temporary cooperation of the aspiring inspectors Bader, Gutenkunst and Kramer and comprises 724 tufts in 6.1 m. CordesThe completion of the present finding aid book took place with the help of the data processing on the basis of the program package MIDOSA of the national archive administration Baden-Wuerttemberg in the time from May to August 1987. For the various technical assistance is to be thanked the national archive management. The title recordings present on index cards were entered without substantial changes over screen into the system. At the same time as the inclusion of the title, the index terms were recorded, with a view to a later general index, broken down into a geographical index, a person index and a subject index. The MIDETIT method separates the indices on the basis of corresponding control characters. A concordance was not created for the following reasons: The dissolution of the old serial files and the subsequent creation of material files resulted in the fact that the archives of a former bundle are today located at up to 121 different sites. This basically calls into question the practicability of a concordance that could only have been achieved with unjustifiable effort. The relations, reports and rescripts found in Büschel 34 during the indexing of the holdings of the Ministry of Foreign Affairs, E 36-38, Verz. 2, were subsequently added to the holdings, and the title entries were included in the present find book. I. History of the authorities The peace treaty between France and Prussia was signed in Tilsit on 9 July 1807. A few days later, on 12 July, a military convention was concluded in Königsberg, which provided in Article 6 for the settlement of outstanding issues by French and Prussian Commissioners. Among others, the Prussian side appointed Johann August Sack (1764-1831), Privy Councillor of Finance, as commissioner. In the course of further negotiations with France, the Immediate Commission for the Enforcement of the Tilsit Peace was finally formed, as its president Sack was again appointed (further in the find-book introduction to the collection GStA PK, I. HA Rep. 72 Immediate Commission for the Enforcement of the Tilsit Peace). After the settlement of the question of contribution and the withdrawal of French troops, the Peace Enforcement Commission was dissolved on 16 December 1808. With the evacuation of the provinces and the abolition of the French control authorities, the administration passed completely into Prussian hands. The general civil commissioners' offices were abolished and replaced by supreme presidencies whose rules of procedure ("Instructions") were issued on 23 December 1808. As Chief President of Brandenburg and Pomerania, Sack was once again appointed in Berlin, but he was still responsible for the contribution payments to France. The war and domain chambers, whose renaming as "governments" has already been promised, were subordinated to the supreme presidencies. The instruction explained the appointment of the chief presidents from the need to reorganize the financial administration to raise the contribution payments to France. The Chief Presidents were entrusted with executive, supervisory and consultative tasks. They should represent the highest state authorities vis-à-vis governments, estates, corporative institutions, heads of military corps, chief post offices and post offices, and all sub-offices in the provinces. They should also be in charge of the safety and sanitation facilities and animal disease control facilities and lead the measures to improve the country. In these matters, they were allowed to issue decrees to the governments, which then had to implement them. As far as the other functions of the governments were concerned, the presidents had only the right of supervision. In particular, they were responsible for reviewing the management of the government and the supervision of personnel. Their disciplinary authority lasted until suspicious civil servants were suspended. While the Presidents were able to request reports from governments, they should not do so excessively. In order to obtain information, the Chief President had to visit the governments and other authorities at their headquarters, have himself reported orally there and check the management on the basis of the files submitted. He had to send an annual report on his findings to the highest internal and financial administration in Berlin. The instruction emphasized that the Presidium did not form intermediate instances between the supreme authorities in Berlin and the governments in the provinces. The course of business between the central and provincial administrations should continue to run directly, i.e. without the involvement of the chief presidents. Governments also had the right to appeal to their superior's office in Berlin in control and auditing matters against the orders of the chief presidents. Only when "danger was imminent" did the rulings have to be implemented immediately. These ultimately very limited powers of the chief presidents were underlined by the fact that they had only a very small staff at their disposal, consisting of a governmental or presidential council, a travel agent, a copyist and a messenger. As early as November 3, 1810, the presidencies were dissolved again - to expand the business circle of the district presidents, as it was said in the corresponding cabinet order. With immediate effect, Sack was appointed head of a Department of Public Order ("Polizey") and Medical Affairs in the Ministry of the Interior. He was also appointed a member of the Council of State. II. Inventory History When the tradition of the upper presidency of Brandenburg and Pomerania was handed over to the secret state archive is just as little known as the issuing authority. The stock was originally divided into the parts A. Generalia, B. Neumark, C. Kurmark and D. Pommern. The finding aids, which are also subdivided, are still available in the old finding aids collection of the GStA PK. In 1875 the stock was revised and reorganized. In 1877 102 acts were removed from the tradition of the Ministry of Culture and classified according to the tradition of the Supreme Presidium. Other files, which the Ministry of Culture handed over to the GStA PK in 1880, were also added to this collection. An inventory revision was carried out in 1884. In 1918 a small entrance with files of the Generalkommissariat for the province Brandenburg and Pommern was taken over and classified into the stock by Melle Klinkenborg. During the Second World War, the tradition was moved to the German Central Archives in Merseburg after 1945, where it was indexed on index cards. The index cards were entered into the archive database in 2013 by the typist Petra Kühnel, title formation and classification were subsequently revised by the archive employee Guido Behnke. Inventory description: Inventory history Files from the settlement office of the Police Regiment 14 in Stuttgart, in particular those of the regiment staff and the First Battalion, reached the Federal Archives via the Württemberg Main State Archives in March 1953. This includes files from the time before the regiment was established, but also from the time after the dissolution of the regiment. In the course of administrative work, about a quarter of the stock, mainly administrative files of the Reserve Police Battalion 51, was collected. In 1962, a large part of the personal documents was lent to the Federal Administration Office in Cologne for current processing purposes, but later returned to the inventory. The files of the police schools originate mainly from returns of archival material transferred by the National Archives of the United States of America to the Federal Archives as a result of the war. Archive evaluation and processing From the former NS archive of the Ministry of State Security of the GDR, 12 files - especially those of the SS Police Regiment 20 - were incorporated (R 20/227-238). In 1922 the refinery joined the Vereinigung Mitteldeutscher Rohzuckerfabriken Halle (VEMIRO), whose representatives (raw sugar factories) held the majority of the shares in the company. As a result, raw sugar was processed only on the basis of factory wage contracts. Sugar sales were organized by Zuckervertriebsgesellschaft AG Halle. In the 1940s, prisoners of war, forced labourers and foreign workers were also used to ensure refinery production. In World War II, the sugar refinery AG was heavily destroyed, expropriated in 1946 and placed under the control of the industrial works of Saxony-Anhalt. As of 1 July 1948, the company was transferred into public ownership as VVB Zuckerindustrie - VEB Zuckerraffinerie Halle. In 1951 it became the VEB "Vorwärts" Zuckerraffinerie Halle. Inventory information: From the administrative archive of the VEB Zuckerkombinat Halle, about 6 linear metres of documents from the Zuckerraffinerie AG Halle were handed over to the Staatsarchiv Magdeburg in 1981, where the files were redrawn on index cards in 1984. The collection was transferred to the newly founded Landesarchiv Merseburg (later Landesarchiv Sachsen-Anhalt, Merseburg Department) in 1994. In 2013, the search index was retroconverted in the scopeArchiv distorting program. In 2016 the complete revision of the written material was carried out. History of the authorities: After the National Socialists seized power, special courts were added to the existing criminal courts on the basis of the decree of the Reich government of 21 March 1933 (RGBl. I p. 136). The legal basis for this was Chapter II of Part Six of the 3rd Ordinance of the Reich President of 6 October 1931 on Securing the Economy and Finance and Combating Political Violence (RGBl. I p. 565). The special courts were formed for the Higher Regional Court districts and were composed of a chairman and two assessors. The special court rulings were not subject to appeal. By decree of 27 March 1933 on the formation of special courts (Bad. Justizministerialblatt Nr. 6 vom 28.3.1933, p. 47), Mannheim was designated as the seat of the special court for the Karlsruhe Higher Regional Court district. The public prosecutor's office at the Mannheim Regional Court was the prosecuting authority. The registry of the Mannheim Regional Court was also the registry of the Special Court. The allocation of business to the Special Court was made by the President of the Long Court. With effect from 1 November 1940, a separate special court was formed at the Freiburg Regional Court for the districts of Freiburg, Constance, Offenburg and Waldshut. I p. 651);15. § 5 of the War Special Criminal Law Ordinance of 17.8.1938 (RGBl. I p. 1455): according to decree of the Reich Ministry of Justice of 27.5.In 1940, after the jurisdiction of the Wehrmacht courts to convict civilians for criminal offences under § 5 of the War Special Criminal Law Ordinance had been transferred to the general courts, the prosecuting authorities were instructed to bring charges before the Special Court in all significant cases.16Furthermore, charges could be brought before the Special Court for violations of the Act Implementing the Four-Year Plan of 29 October 1936 and of the Ordinance on Penalties and Criminal Proceedings for Violations of Price Regulations of 3 June 1939. History: The establishment of the special court in Mannheim as a department of the regional court there was not without difficulties. The frequent change of court referees had an effect on the conduct of official business. This had a negative effect not least on file management. The office was located in Heidelberg during the war. The court partially met in Karlsruhe. As a result of the district events, the special court files were partially destroyed. Many files were sent to other judicial authorities at the end of the war. During the occupation of the court building in Heidelberg in the spring of 1945, the files of the special court registry were thrown into the cellar, all lacings were loosened and so disordered that the context of the individual case-related documents no longer existed. Some of the files were outsourced by the occupying power in various places. In the summer of 1948, the written material was successively returned to the public prosecutor's office at the Mannheim Regional Court and, from 1976 onwards, several partial deliveries were made to the General State Archives. Order and distortion: The present collection is divided into two main parts. The first part lists the procedural and investigative files. From the years 1933 and 1934, only the reference files of the trial files have survived; of the investigation files, with a few exceptions, the years 1933 to 1935 are completely missing. Since, however, the process and investigation registers recorded in the second part of the finding aid have been preserved, at least the activity of the court can be reconstructed. The entries in the register are shown in a selection in this finding aid (cases for which no files are available). 1976 Mr. Wilhelm Steinbach began with the title entries. Schnee attended high school in Nordhausen, studied law and political science in Heidelberg, Kiel and Berlin, passed the bar exam in 1892 and received his doctorate in law in 1893. He then turned to the study of Swahili and colonial science at the Oriental Seminar Berlin and passed the examination as a government assessor in 1897. He joined the Foreign Office, Colonial Department, in 1898 and worked as Richter and deputy governor in German New Guinea. In 1900 he became district administrator and deputy governor in Samoa. 1904: Legation Council in the Colonial Department, 1905: Colonial Advisory Council at the Embassy in London. 1906: Lecturer Council, 1907: Conductor, 1911: Ministerial Director in the Reich Colonial Office and Head of the Political and Administrative Department. In 1912, Schnee became Real Privy Counsel with the title of Excellency. From 1912 - 1919 he was Governor of German East Africa. The Prussian Academy of Sciences awarded Schnee the Leibniz Gold Medal. He received an honorary doctorate in political science from the University of Hamburg in 1921 and was a member of the Reichstag (German People's Party) from 1924. 1925: President of the Working Committee of German Associations, 1926: President of the Association of Foreign Germans. 1930: President of the German Colonial Society. 1931: President of the German World Economic Society. As a member of the Interparliamentary Union and as a delegate of the World League of League Societies - Schnee was also president of the German League for League of Nations - he participated several times in international congresses. History of the Inventor: The remaining administration for Reich tasks was established on October 1, 1923 at the initiative of the Reich Savings Commissioner because of the fragmentation of the tasks resulting from the Treaty of Versailles and was directly subordinated to the Reich Ministry of Finance. History of the Inventory Designer: 1902-1918 Central Information Office for Emigrants, 1918-1919 Reichsamt für deutsche Rückwanderung und Auswanderung, 1919-1924 Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung, 1924-1945 Reichsamt für das Auswanderungswesen. Essential tasks: Informing the public about the prospects for German Auswan‧derer, promoting welfare efforts, regulating migration movements: Teil‧aufgaben was transferred to the Reichsstelle für Nachlasssse und Nachforschungen im Ausland in 1924 Long text: From 1924 to 1943, the "Reichsstelle für das Auswanderungswesen" acted as the central German advisory and observation office for the emigration movement. It largely took over the field of work and tasks as it had developed at the "Zentralauskunftsstelle für Auswanderer" (1902-1919), continued by the "Reichsstelle für deutsche Rück- und Auswanderung" (1918-1919) and expanded by the "Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung" (1919-1924). The Foreign Office and the missions abroad of the German Reich were entrusted by the Reich Chancellor with providing information to those interested in emigrating. The processing of fundamental questions of emigration fell within the competence of the Foreign Office as well as that of the Reich Chancellery and the later Reich Office or Reich Ministry of the Interior. Until 1897, federal emigration legislation applied. Until then, the Reich had regulated only a few individual questions which were in a certain connection with emigration (e.g. §§ 1 and 3 of the Passgesetz of 12 October 1867, Staatsangehörigkeitsgesetz of 1 June 1870). It was not until the Emigration Act of 9 June 1897 (see Reichsgesetzblatt 1897, p. 463) that a uniform emigration law was created. The Emigration Act confirmed the Reich Chancellor as the highest supervisory authority in the field of emigration. According to § 38 of the Emigration Act, an "Advisory Council for Emigration" (1898-1924) was attached to the Reich Chancellor (Auswärtiges Amt). The work and duties of the Advisory Council were governed by the regulations of 17 February 1898 issued by the Federal Council (cf. Announcement of the Reich Chancellor of 17 February 1878, in: Central-Blatt für das Deutsche Reich 1898, p. 98; BArch, R 1501/101567). The Chairman of the Advisory Council was appointed by the Emperor, the members were selected by the Federal Council for a period of two years. The ongoing business work of the Advisory Board was carried out by the Foreign Office's office staff. The Advisory Council for Emigration had only an advisory function in the licensing of settlement societies and emigration enterprises. The circular instruction of the Reich Chancellor of 10 June 1898 on the implementation of the Emigration Act obliged the German consular authorities to provide the Auswärtiges Amt constantly with information and documents for the provision of information in the field of emigration (cf. BArch, R 1501/101574). Soon after the Emigration Act came into force, efforts to establish a central information centre for emigrants did not lead to the constitution of an independent Reich authority. Rather, one of the already existing private information associations, the "Deutsche Kolonialgesellschaft", was commissioned to provide the information. It was placed under state supervision and supported financially by the state. Before 1902 the following private associations were active in the field of emigration counselling in the German Reich: Deutsche Kolonialgesellschaft, Berlin, Verein für Auswandererwohlfahrt, Hanover, Zentralverein für Handelsgeografie und Förderung deutscher Interessen im Ausland, Berlin, Leipzig, Jena, Stuttgart, Evangelischer Hauptverein für deutsche Ansiedler und Auswanderer, Witzenhausen, St. Gallen, Berlin, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen Raphaelsverein, Limburg (Lahn), Central Office for the Provision of Information to Emigrants and for German Enterprises Abroad, Berlin, Public Information Office for Emigrants, Dresden, German Emigration Association of Seyffert, Berlin, German-Brazilian Association, Berlin, Overseas Association, Munich, All-German Association, Berlin, German School Association, Nightingale Society, Evangelical African Association, Catholic African Association. On 1 April 1902, the Deutsche Kolonialgesellschaft opened the "Zentralauskunftsstelle für Auswanderer" (1902-1919) as the administrative department of the Kolonialgesellschaft based in Berlin (cf. BArch, R 1501/101573). The Central Information Office was under the supervision of the President of the "Deutsche Kolonialgesellschaft", who appointed the head of the Central Information Office with the permission of the Reich Chancellor. The head of the central enquiry unit was responsible for the management and publications of the unit. The Reich Chancellor exercised the right of supervision over the Central Information Office. The organisation of the Central Enquiry Office was governed by the provisions laid down in the "Guidelines for the provision of information to persons wishing to emigrate" and in the "Rules of Procedure of the Central Enquiry Office for Emigrants". The provision of information extended to all non-German territories as well as to the German colonies. It was carried out free of charge, either directly through the Central Information Office or through branches of the Central Information Office. Branch offices were departments of the D e u t s c h e K o l o n i a l s e l s c h a f t , as well as private emigrant associations and organizations. The Central Information Office for Emigrants had a network of more than 50 voluntary branches. The main task of the Central Information Office was to exert propagandistic influence on the flow of emigrants flowing out of the German Reich. The German emigration movement should be contained and brought under control as effectively as possible. Until 1914, the focus was on providing information on possibilities of emigration to the German colonies, to the United States of America and to South America. This advisory and information activity was accompanied by a corresponding collection, inspection and processing of the news and documents submitted by the diplomatic and consular representations of the German Reich via the Foreign Office to the Central Information Office. Similar information on the situation and prospects of emigrants abroad was also sent to the Central Information Office by public bodies, non-profit associations and registered associations at home and abroad. The Central Information Office cooperated closely with the emigrant associations that operated independently in the German Reich. The Central Information Office published information booklets on immigration regulations, economic conditions and career prospects in various countries, e.g. Paraguay, Mexico, Chile, Argentina or the Brazilian state of Rio Grande do Sul. On 9 May 1902, the "Advisory Council of the D e u t s c h e K o l o n i a l s c h e G e l l l s c h a f t for the Central Information Office" - Information Advisory Council - was constituted (cf. Barch, R 1501/101573). The Information Advisory Board assisted the President of the D e u t s c h e K o l o n i a l g e s e l l s c h a f t or his representative in the supervision of the Central Information Office. One third of the members of the Advisory Board were representatives of the D e u t s c h e K o l o n i a l g e s e l l s c h a f t , and two thirds were the chairman of the information associations and organizations that had joined the Central Information Office. The ordinary meetings of the Advisory Board, convened once a year in Berlin by the President of the D e u t s c h e K o l o n i a l g e s e l l s c h a f t , took place in camera. The head of the Central Information Office submitted the annual report of the Central Information Office to the Information Advisory Board for confirmation after obtaining the consent of the Reich Chancellor. The Imperial Chancellor could be represented by commissioners at the meetings of the Advisory Council and veto the decisions taken there. With the outbreak of the First World War, the "Central Information Office for Emigrants" stopped providing information to those interested in emigrating. After the Prussian War Ministry had established a "Central Office of Evidence for War Losses and War Graves" at the beginning of the war, the A u s w ä r t i g e s A m t assigned similar tasks to the Central Information Office, especially for the circle of Reich citizens interned in civilian affairs. On the basis of the announcement made by the Reich Chancellor on the creation of a "Central Office for the Provision of Information on Germans in Hostile Foreign Countries" on 1 September 1914, the Central Information Office assumed responsibility for the provision of information, the transfer of money, the transmission of information, the processing of applications for release, and the investigation of German citizens of the Reich both in the Entente states and in the neutral states (cf. German Reich Gazette No. 205 of 1 September 1914). By decree of the Reich Chancellor of 30 September 1914, the "Zentralauskunftsstelle für Auswanderer" (Central Information Office for Emigrants) was annexed to the Foreign Office as a "Reich Commission for the Affairs of German Civilians in Enemy Land" with official character (cf. BArch, R 1501/118320). Even before the beginning of the First World War, a "Reichsstelle für deutsche Rückwanderung und Auswanderung" (Reich Migration Office) was issued by the Reich Chancellor on 29 May 1918 at the Reich Office of the Interior to regulate the return migration and emigration of Reich Germans and Volks Germans (Announcement by the Reich Chancellor on 29 May 1918, in: Deutscher Reichsanzeiger on 30 May 1918 and Königlich Preußischer Staatsanzeiger No. 125). The Reich Migration Office commenced its activities on 1 June 1918, which until the end of 1918 extended almost exclusively to return emigrant affairs. This was essentially a matter of central influence on the return migration from the occupied Polish, Romanian and Russian parts of the territory. Special attention was also paid to the return migration from the western Entente countries and the German colonies. In this context, the Reich Migration Office dealt with the collection, inspection and processing of incoming documents, the provision of information, the promotion of care for returnees, the organisation of returnees, the securing of admission, care, secondment and temporary accommodation of returnees. The chairman, his deputy and the members of the advisory board of the Reich Migration Office were appointed by the Reich Chancellor. The "Advisory Council of the Reich Migration Office", under the direction of the Chairman of the Reich Migration Office, advised the plenum and the committees on fundamental questions of return and emigration (cf. BArch, R 1501/118318). The Reich Migration Office was initially divided into an administrative and an advisory department. The advisory department consisted of members of the administrative department and of the advisory board members who discussed policy issues of return and emigration in a joint meeting. The Reich Migration Office subsequently consisted of five working groups: an administrative group, an information group, a welfare group, a legal group and a scientific group. In the occupied eastern territories, the Reich Migration Office maintained two branch offices, which had to be dismantled at the beginning of the armistice negotiations. The area to the south of the Polozk-Lida railway line and the Warsaw General Government were the responsibility of the "Deutsche Rückwandererfürsorstelle Ostgebiet Bezirk Süd" with its head office in Kowel. The area north of the railway line Pskow-Wilna-Grodnow belonged to the "Sprengel der Deutschen Rückwandererfürsorgestelle Ostgebiet Bezirk Nord" with its head office in Vilnius. Both main offices were subject to several border transit and return migration collection camps (cf. BArch, R 1501/118318). In central Russia and the Ukraine "representatives of the Reich Migration Office" were appointed (cf. BArch, R 1501/118318). They had the task of contacting the German population living there, informing them about settlement and accommodation possibilities in Germany and advising them on legal, supply and property matters. The commissioners remained active only until the withdrawal of German troops or the severance of diplomatic relations with Soviet Russia. On 1 April 1919, the work and tasks of the "Central Information Office for Emigrants" were transferred to the Reich Migration Office (cf. BArch, R 1501/118318). Since then, the Reich Migration Office has been responsible not only for dealing with the affairs of returnees but also for keeping lists and records of the Reich German civilians interned abroad. At that time, the organisation and powers of the Reichswanderungsstelle no longer met the requirements for dealing with questions of return, immigration and emigration. By decree of the Reich President of 7 May 1919, the Reich Migration Office was renamed "Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung" (Reich Migration Office) (Reichsgesetzblatt 1919, p. 451), while the business area was expanded (see Reichsgesetzblatt 1919, p. 451). In addition, the "Reichskommissar zur Erörterung von Gewalttätigkeiten gegen deutsche Zivilpersonen in Feindesland" (Reich Commissioner for the Discussion of Violence against German Civilians in Enemy Land) remained responsible for the settlement of war damages and the "Reichszentrale für Kriegs- und Zivilgefangene" (Reich Central Office for War and Civil Prisoners) remained responsible for the care of German returnees from war captivity and civil internment. The Reich Migration Office, as an independently operating Reich Resources Authority, was simultaneously subordinate to the Reich Ministry of the Interior and the Foreign Office. The Ministry of the Interior was responsible, among other things, for combating unreliable emigration agents, monitoring private information activities and promoting the welfare of migrants in Germany. The Federal Foreign Office was responsible for communicating with the German missions abroad and promoting migration assistance abroad. The Central Office of the Reich Migration Office in Berlin was initially divided into eight, later fourteen working groups, which were grouped into three departments. According to the business distribution plan of 1 April 1923, valid until the dissolution of the Reich Migration Office, the central office was structured as follows (cf. The Reich Migration Office maintained official branch offices administered by employees of the Reich Migration Office, municipal branch offices whose administration was left to municipal bodies, and private branch offices. On the basis of the "Richtlinien für die Anerkennung gemeinnütziger Auskunftsstellen für deutsche Aus-, Rück- und Einwanderer durch das Reichswanderungsamt" (Guidelines for the Recognition of Non-Profit Information Centres for German Immigrants, Returnees and Immigrants by the Reich Migration Office) of 1 January 2006, the following information is available In June 1920, the Reichswanderungsamt assigned tasks from branches of the Reichswanderungsamt to institutions and associations such as the "Deutsche Auslandsinstitut" in Stuttgart, the "Evangelische Hauptverein für deutsche Ansiedler und Auswanderer" in Witzenhausen and the "Raphaelverein zum Schutze deutscher katholischer Auswanderer" in Freiburg im Breisgau (cf. BArch, R 1501/118320). Outside the German Reich there were no information facilities under the control of the Reich Migration Office. In Argentina, Brazil and Mexico, "experts in emigration matters" worked to support the Reich Migration Office by providing information and promoting emigration assistance. The experts had been assigned to the German missions abroad and were subordinate to them in official and disciplinary respects (cf. BArch, R 1501/118320). According to the constitution of the Reichswanderungsamt of 24 May 1919 (cf. BArch, R 1501/118320), an "Advisory Council of the Reichswanderungsamt" was constituted for the purpose of an expert opinion on fundamental migration matters. The Advisory Council consisted of 54 members appointed by the Reich Ministry of the Interior and the Foreign Office for a period of two years. Advisory councils were also set up in the branches of the Reich Migration Office. These advisory councils brought together all the local organisations active in the area of activity of the branch offices, which, like the branch associations of the "Verein für das Deutschtum im Ausland", the "Red Cross", dealt, among other things, with questions of migration. The Reich Migration Office operated an extensive intelligence, reconnaissance and information service. Those interested in emigrating should be made aware of the employment and settlement opportunities available in Germany and held back from emigrating. The information and documents forwarded to the Reichswanderungsamt were processed by the Reichswanderungsamt into information leaflets on countries considered as German emigration destinations and into leaflets on emigration problems of general interest. The Reichswanderungsamt published twice a month since 1919 the "Nachrichtenblatt des Reichsamtes für deutsche Einwanderung, Rückwanderung und Auswanderung (Reichswanderungsamt)", since 1921 under the title "Nachrichtenblatt des Reichswanderungsamtes (Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung)". After the dissolution of the Reichswanderungsamt, the newsletter was published until 1944 under the title "Nachrichtenblatt der Reichsstelle für das Auswanderungswesen". The business area of the Reichswanderungsamt expanded continuously until 1924. At the beginning of 1920, the Reich Migration Office took over from the Passport Office of the Foreign Office the processing of all written and oral applications for travel opportunities for Germans abroad, emigrants and returnees from Germany to other countries and vice versa. With effect from 1 October 1923, the tasks of the probate office and the civil status department were largely transferred from the legal department of the Foreign Office to the Reich Migration Office (cf. the news bulletin of the Reich Migration Office 1923, p. 210). In this way the migration, investigation, inheritance and civil status matters were essentially united at the Reich Migration Office. The scope of duties of the Reich Migration Office was limited only by the responsibilities of the Reich Commissioners for Emigration and the Reich Ministry of the Interior for dealing with emigration ship matters, for dealing with emigrant and refugee welfare associations and associations, and for deciding on applications for entry by returnees. This demarcation, however, did not have such a strong effect as the head of the Reich Migration Office was at the same time expert for return migration matters and personnel officer for the office in the Reich Ministry of the Interior. The efforts of the Administrative Removal Commission to dismantle the Reich Migration Office led to the decision of the Administrative Removal Commission of 24 January 1924, according to which the Reich Migration Office was to be dissolved with effect from 1 October 1924. Under the pressure of the financial situation of the German Reich, a cabinet decision of 12 February 1924 and the ordinance of 28 March 1924 set the dissolution date for 1 April 1924 (see BArch, R 1501/118321). By decree of 29 March 1924, the newly formed "Reichsstelle für das Auswanderungswesen" (Reich Office for Emigration) continued from 1 April 1924 only to deal with the central tasks connected with the emigration movement (cf. Reichsgesetzblatt 1924 I, p. 395). The Reich Office for Emigration processed information and documents for emigration counselling, forwarded relevant materials to the counselling offices, and supervised the emigration counselling offices permitted in the German Reich. The Reich Office carried out its activities with the assistance of an advisory council in the portfolio of the Reich Ministry of the Interior, with a significantly limited circle of employees compared to the Reich Migration Office. With effect from 1 April 1924, the legal ownership of the official branches of the Reich Migration Office was transferred from the German Reich to public corporations, non-profit associations and registered associations. According to the business distribution plan of 1 April 1924 (cf. BArch, R 1501/118322), the Reich Office began its work with the following subject areas grouped into groups: 1. general administrative matters; general matters of the information centres and recognised information centres; dealings with associations, societies and the press; observation of the emigration movement; prevention and combating of grievances in the emigration movement; legal cases; annual reports; matters of the Advisory Council 2. personnel matters 3. treasury and accounting matters 4. Editing and publication of the newsletters, leaflets and information leaflets 12. Internal ministry 13. Library and archive 14. Registry 15. Chancellery. The investigation, estate and civil status matters processed to date by the Reich Migration Office were transferred to the newly founded "Reichsstelle für Nachlässe" by ordinance of 1 April 1924 (cf. Reichsgesetzblatt 1924 I, p. 402). This Reich Office was an authority subordinate to the Federal Foreign Office with a central area of responsibility. The Reichsnachlassstelle was dissolved by decree of 30 December 1927 (see Reichsgesetzblatt 1927 I, p. 4). It handed over the subjects it dealt with to the Federal Foreign Office, the German missions abroad and the responsible state authorities. The Reichsstelle für das Auswanderungswesen lost considerable importance during the Nazi era. The fundamental questions of emigration were concentrated to a greater extent at the Reich Ministry of the Interior, the Foreign Office and, in the following years, especially at NSDAP offices and, since 1938/39, at the "Reichsführer SS und Chefs der Deutschen Polizei", such as the "Volksdeutsche Mittelstelle" and the "Deutsche Umsiedlungs- und Treuhandgesellschaft mbH". From 1924 to 1936, the Reich Office for Emigration was subject to Department II (Public Health, Welfare, German Studies) and from 1936 to 1943 to Department VI (German Studies, Surveying) of the Reich Ministry of the Interior. After the dissolution of Division VI of the Reich Ministry of the Interior, the "Reichsstelle für das Auswanderungswesen" (Reich Office for Emigration) with the subjects "Flüchtlings- und Rückwandererfürsorge" (Refugee and Return Migration Welfare), "Wanderungswesen" (Migration), "Auswanderungsschifffahrt" (Emigration Shipping), previously dealt with by Division VI of the Reich Ministry of the Interior, merged in December 1943 into the "Hauptamt Volksdeutsche Mittelstelle, Amt VI. Reichswanderungsstelle" (cf. BArch, R 4901/185). Inventory description: Inventory history On November 30, 1951, the Deutsche Zentralarchiv Potsdam took over files of the "Reichsstelle für das Auswanderungswesen" (Reich Office for Emigration) from the cellar of the registry office I, Berlin C 2, Stralauer Straße 42/43, amounting to about 1,400 files. According to information provided by the former main archives department at the Ministry of the Interior of the GDR, these files had been found in the building of the former Reichsarchiv in Troppau and had been handed over to Berlin by the CSSR at an unknown time. According to investigations carried out after 1945, the files of the Reich Office for Emigration (most recently "Amt VI Reichswanderungsstelle" of the Hauptamt Volksdeutsche Mittelstelle) were moved in 1944/45 to the Posterholungsheim Templin and to the Reichsarchiv in Troppau. The files that were transferred to Templin included state and administrative files from 1918 to 1945, German origin files from 1920 to 1945, files from Department VI of the Reich Ministry of the Interior, which was dissolved in 1943, and personnel files from the personnel registry. These files had not been found in 1946. Of the files moved to Troppau - more than 12,000 files are said to have been sent to more than 170,000 German civilian internees all over the world from the time of the First World War - the aforementioned 1,400 files were transferred to the German Central Archive in Potsdam. The files were in an extraordinarily poor state of preservation, disordered and unrecorded. These were very fragmentary documents on individual cases from the activities of the "Central Information Office for Emigrants", the "Reichswanderstelle", the "Reichswanderungsamt" and the "Reichsstelle für das Auswanderungswesen". Archival evaluation and processing At the beginning of the 1960s, around 1,360 file units were collected due to a lack of archival value. 44 file units remained as inventory 15.05 "Reichsstelle für das Auswanderungswesen" for permanent storage. They provide an insight into the subject and method of work of the emigration authorities. The first indexing of the files took place in 1960. In view of the fragmentary tradition at hand, the organizing work was limited to a classification according to factual aspects. The following classification groups were formed: Group I Provision of information to those interested in emigrating Group II Investigation of German citizens interned in civilian life Group III Organization and business operations Wolfgang Merker provided the initial development in 1960/63. The finding aid he has compiled forms the basis for the present finding aid. During the revision in 2009, a previously unlisted fragment was integrated into the collection (R 1505/45). The classification of the stock has been retained. Subsequently, series and band sequences were created. The listing information as well as the introduction to the history of the authorities and the inventory have been editorially revised. Characterisation of content: Characteristics of content: The files handed over to the German Central Archive in Potsdam in 1951 essentially contained inquiries from individuals, associations under private law and authorities about the whereabouts of emigrants, prisoners of war and civilian internees of the First World War, processes concerning the settlement of property and inheritance matters, correspondence about search forms and communications with foreign missions, German and foreign authorities as well as applications for the release and extradition of prisoners of war and civilian internees. There are no procedures on fundamental issues of emigration, the organisation and the remit of the emigration authorities. History of the Inventory Designer: The Prisenhöfe - Oberprisenhof Berlin, Prisenhöfe Hamburg and Berlin - were established in September 1939 and March 1941 respectively. History of the Inventory Designer: 1872 Establishment of the Imperial Statistical Office by the Imperial Chancellor with the issue of a business instruction by the Imperial Chancellor, first subordinated to the Imperial Chancellery, since 1879 to the Imperial Office of the Interior and since 1918 with simultaneous renaming into the Imperial Statistical Office to the Imperial Ministry of Economics, 1934 Merger with the Prussian Statistical Office The task of the Office was the collection of material for Imperial Statistics, its technical and scientific examination, processing and publication, expert reporting on statistical issues. Inventory description: Inventory history Due to the effects of war and the collapse of the German Reich, the records of the Reich Statistical Office suffered heavy losses. At the Berlin headquarters in the Neue Königstraße, parts of the statistical material were destroyed during bomb attacks in May 1945. During the demolition of the building in 1945, the central registry was completely destroyed and approximately 10 of the 200,000 volumes of the library were lost. In the years 1943/44 several departments or departments with their written material had been moved to alternative locations. Much of the material that remained in the territories later occupied by Soviet troops was destroyed, while others were sent to the then Central State Archive in Potsdam. In April, the Dargun and Weimar branches were able to bring important material to Schwerin, from where the staff of the Reich Statistical Office there were able to flee to Hamburg at the end of April with parts of the documents in Schwerin. In Schwerin the original material of industrial production statistics and the mass of price statistics documents fell into Russian hands. The parts of the tax statistics that had been moved to Wernigerode were transported to Derenburg in Hesse before the retreat of the American troops. The stocks brought to Würzburg suffered losses due to bomb damage; the remaining documents were preserved. After 1945, the stock that had been relocated to the western occupation zones and the fragments of the traditions rescued from the Soviet occupation zone were concentrated in three places: 1. in the British occupation zone in the Statistical Office in Hamburg and Minden 2. and in the American occupation zone in the Ministerial Collecting Center in Fürstenhagen near Kassel; from there larger parts were brought to the USA 3. in the French occupation zone in the Office for Statistics and Economic Development in Baden-Baden. Essentially, the documents that fell into the hands of the Western occupying powers at the time were sent to the Federal Archives via the American Document Center in Berlin, the Federal Statistical Office or the USA. Archival evaluation and processing The successive transfer of parts of the collection from the Reich Statistical Office to the Federal Archives has led to a gradual recording of the holdings. The documents on the excise tax statistics, which came to the Federal Archives in 1952 with written documents from other American departments, were indexed in a finding aid book. The material returned from Alexandria in 1958 was provisionally developed in 1959. After a return of the files from the Berlin Document Center in 1962 and further splinter deliveries, a provisional completion of the indexing could be achieved in 1968. All the documents of the Statistical Office of the Reich that had entered the Federal Archives were indexed by a index of finds, whereby parts of the material recorded in the index of consumption statistics were re-signed. The publications of the Statistisches Reichsamt available in the Budnesarchiv at that time were recorded in a second index. Later, the Federal Statistical Office, in particular, was able to adopt further documents from agricultural statistics, industrial production statistics and the Reich Office for Defense Economic Planning and social statistics. Further exhibitor provenances were incorporated from the traditions of the Reichsnährstand and the Reichsstelle für Raumordnung which had been passed on to the Federal Archives. In addition, the Imperial War Museum in London handed over to the Federal Archives some relevant documents of small volume. In the winter of 1975, these additions were also incorporated into the inventory. History of the inventor: Joseph Goebbels, who had already been head of the NSDAP's Reich Propaganda Department since 1929, had certainly developed plans for a Ministry of Propaganda even before the seizure of power.(1) The Reichskabinett (Reich Cabinet) dealt with the issue of the Propaganda Department on 11 September. The arguments for the foundation, which the Reich Chancellor (Hitler) himself presented, sounded extremely harmless ex post and far from future realities: "One of the predominant tasks of this ministry would be the preparation of important acts of government. On the oil and fat issue, for example, which now occupies the cabinet, the people should be enlightened in the direction that the farmer would perish if something were not done to improve the sale of his products. The importance of this matter also for the war measures would have to be pointed out ..." Government action would only begin if the awareness-raising work had taken place and worked for some time. ..."(2) On 16 March 1933, however, Goebbels described the future tasks of his ministry programmatically three days after his appointment in a remarkably open manner in front of press representatives: "If this government is now determined never to give way again, never and under no circumstances, then it need not make use of the dead power of the bayonet, then in the long run it will not be able to be satisfied with knowing 52 percent behind it ..., but it will have to see its next task in winning the remaining 48 percent for itself. This is not only possible through objective work". And about the nature of his propaganda he proclaimed: "Not any aesthete can judge the methods of propaganda. A binding judgment can only be given on the basis of success. For propaganda is not an end in itself, but a means to an end.(3) A timid attempt by Hugenberg to at least delay the decision to establish the Ministry of Propaganda in the cabinet meeting of March 11, 1933 failed miserably. Already on 13 March 1933 the law on the establishment of the RMVP was signed by the Reich President and the "writer" Dr. Goebbels was appointed minister.(4) Almost three weeks later, on 5 April 1933, Goebbels noted in his diary: "The organisation of the ministry is finished".(5) In difficult negotiations(6) with the ministries, which had to cede parts of their competences to the new ministry, the responsibilities were determined in detail. The RMVP was responsible for all tasks relating to intellectual influence on the nation, advertising for the state, culture and economy, informing the domestic and foreign public about them, and the administration of all institutions serving these purposes. As a result, the business area of the RMVP will be: 1. from the business area of the Federal Foreign Office: News and education abroad, art, art exhibitions, film and sports abroad. 2. From the RMI division: General Domestic Enlightenment, Hochschule für Politik, introduction and celebration of national holidays and celebration of national holidays with the participation of the RMI, press (with Institute for Newspaper Science), radio, national anthem, German Library in Leipzig, art (but without art-historical institute in Florence, copyright protection for works of literature and art, directory of nationally valuable works of art, German-Austrian Convention on the Export of Art, Protection of Works of Art and Monuments, Protection and Maintenance of Landscape and Natural Monuments, Nature Parks, Preservation of Buildings of Special Historical Importance, Preservation of National Monuments, Verband Deutscher Vereine für Volkskunde, Reich Memorial), Music Conservation, including the Philharmonic Orchestra, Theatre Matters, Cinema, Combating Trash and Dirt 3. From the business areas of the Reich Ministry of Economics and the Reich Ministry of Food and Agriculture: Economic Advertising, Exhibitions, Trade Fairs and Advertising 4. From the business areas of the Reich Ministry of Posts and the Reich Ministry of Transportation: Traffic Advertising Furthermore, all radio matters dealt with by the Reich Ministry of Posts and the Reich Ministry of Transportation are transferred from the business area of the Reich Ministry of Posts, unless they concern the technical administration outside the premises of the Reich Broadcasting Company and the radio companies. In matters of technical administration, the RMVP shall be involved to the extent necessary to carry out its own tasks, in particular in determining the conditions for the awarding of broadcasting rights and the regulation of fees. In particular, the representation of the Reich in the Reichsrundfunkgesellschaft and the broadcasting companies is fully transferred to the RMVP. The RMVP is in charge of all tasks, including legislation, in the designated areas. The general principles shall apply to the participation of the other Reich Ministers." (RGBl. 1933 I, p. 449) These competences were exercised by seven departments, so that the business distribution plan of 1 Oct. 1933 (7) shows the following picture: Ministerial office (with five employees), directly subordinated to the Minister. State Secretary, at the same time Head of Press of the Reich Government I. Administration and Law with one main office Administration, three departments as well as the registry II. Broadcasting 2. Political and cultural affairs of broadcasting 3. Organisation and administrative issues of German broadcasting IV. Press, simultaneously press department of the Reich government with eleven papers V. Film with three papers VI. Theatre, music and art with three papers VII. Defence (defence against lies at home and abroad) with eight papers Goebbels was obviously not satisfied with the official title of his ministry. The extensive tasks in the fields of culture and the arts did not come into their own and the word propaganda, of which he was aware, had a "bitter aftertaste" (8). His proposal to rename his department "Reichsministerium für Kultur und Volksaufklärung", however, met with Hitler's rejection. (9) In July 1933, a circular issued by the Reich Chancellor drew the attention of the Reich governors to the exclusive competence of the Reich or of the new Ministry for the above-mentioned competences and called on them to cede to the RMVP any existing budget funds and offices of the Länder. (10) At the same time, 13 regional offices were established as the substructure of the Ministry, the sprinkles of which corresponded approximately to those of the regional employment offices, and 18 imperial propaganda offices, which subdivided the territory of the regional offices once again. After the Reichspropagandastellen were already converted after short time (approx. 1934) to Landesstellen, in each Gau of the NSDAP a Landesstelle of the RMVP was located. Their leaders were in personal union at the same time leaders of the Gaupropagandaleitungen of the NSDAP, which in its leadership, the Reichspropagandalleitung, was also perceived by Goebbels in personal union. (11) As a result, conflicts of loyalty between the Gaupropaganda leaders/leaders of the RMVP regional offices were unavoidable in disputes between Goebbels and individual Gauleiters. According to theory, the regional offices were supposed to monitor and implement the political decisions made in the ministry in the individual districts, but in practice their heads were often more dependent on their respective Gauleiter than on the ministry due to the above-mentioned personal union. By the Führer decree of 9 September 1937 (RGBl. 1937 I, p. 1009), the Landesstellen were renamed Reichspropagandaämter and elevated to Reich authorities. After the integration of Austria there were no less than 42 Reichspropagandaämter with 1400 full-time employees. (12) In addition to the state offices and Reich Propaganda Offices, a whole range of offices, organizations, associations, societies and societies soon developed, which are to be counted to the subordinate area of the Ministry. (13) Despite the apparently clear regulation on the responsibilities of the RMVP, the 13 years of its existence were marked by disputes over responsibilities with other ministries, in particular with the ministers Rust, Rosenberg and Ribbentrop, of whom Goebbels, as is known, held very little personally. Successes and failures in the competence disputes cannot be followed in detail here; they depended to a large extent on Hitler's relationship with Goebbels. For example, Goebbels did not succeed in extending his competence in theatre to the Prussian State Theatres in Berlin. By contrast, in 1943 the RMVP assumed responsibility for carrying out the Eastern propaganda, while Rosenberg, as Reich Minister for the occupied Eastern territories, was left with only the authority to issue guidelines. (14) In the conflict with the Federal Foreign Office over the delimitation of responsibilities for foreign propaganda, an arrangement was reached in a working agreement in October 1941. (15) Wehrmacht propaganda also remained long and controversial. Despite many efforts (16), Goebbels did not succeed in making a decisive break in the competencies of the OKW/Wpr department until the end of the war in March 1945. Propaganda into the Wehrmacht and about the Wehrmacht at home and abroad was then to be taken in charge by the RMVP. It is not possible to determine whether the planned organizational consequences have yet been implemented. (17) Another major success for Goebbels was the establishment of the Reichsinspektion für zivile Luftschutzmaßnahmen (Reich Inspection for Civilian Air Defence Measures), which was headed by the RMVP (18), and his appointment as Reich Plenipotentiary for Total War Operations by Führer Decree of 25 July 1944 (19). For the last months of the Third Reich, Goebbels had reached the zenith of power with this function, apart from his appointment as Reich Chancellor in Hitler's last will and testament of April 29, 1945, which had become effective only theoretically. As Reich Plenipotentiary for the total deployment in war, he had extremely far-reaching powers over the entire state apparatus with the exception of the Wehrmacht. (20) Until that date, the competences of the RMVP had changed only slightly in the main features of all disputes over jurisdiction. That it nevertheless grew enormously and steadily until 1943 (21) was mainly due to diversification and intensification in the performance of its tasks. After 1938, the expansive foreign policy of the Third Reich necessitated further propaganda agencies to direct and influence public opinion in the incorporated and occupied territories. In the occupied territories with civil administrations, "departments" (main departments) for "popular enlightenment and propaganda" were usually set up in the territories with military administration, "propaganda departments", which exercised roughly the functions of the Reich Propaganda Offices. Their position between their superior military services and the RMVP, which sought to influence the content of the propaganda and from where part of the personnel came, was a constant source of conflict. As an indication for the weighting of the individual areas of responsibility of the Ministry in relation to each other, the expenditures for the individual areas in the 10 years from March 1933 to March 1943 are mentioned. With a total volume of 881,541,376.78 RM (22), the expenses for the Active propaganda: 21.8 Communications: 17.8 Music, visual arts, literature: 6.2 Film: 11.5 Theatres: 26.4 Civil servants and equipment: 4.3 Salaries, business needs, including film testing agencies and RPÄ: 12.0 By 1942, the RMVP and its division had been continuously expanded, before facilities in the subordinate area were shut down and departments in the ministry were merged as part of the total war from 1943 onwards. The art departments of theatre, music and visual arts were dissolved and merged into a single department of culture (cult). The East Department was integrated into the Propaganda Department as a main department, the Tourism Department was shut down and the General Departments of the Reich Cultural Chamber, Armaments and Construction and Propaganda Troops were dissolved. Inventory description: Inventory history The RMVP records have suffered substantial losses, although the main building of the Ministry, the Ordenspalais am Wilhelmplatz, was destroyed relatively late and almost accidentally in March 1945. Large parts of the old registries, including the previous files from the Federal Foreign Office and the Reich Ministry of the Interior (1), had already been destroyed by air raids in 1944. Moreover, in the last days of the war before and during the conquest of Berlin by the Soviet Russian army, files were also systematically destroyed. (2) In view of the total collapse and devastation of Berlin by the air war, it is not surprising that hardly any manual or private files of RMVP employees have been handed down. Notable exceptions are, in particular, documents from Ministerialrat Bade (press department) (3) and hand files of the head of the broadcasting department, Ministerialdirigent Fritzsche. In this context, the diaries of Goebbels should also be mentioned, which, with the exception of those edited by Lochner in 1948, had been lost for almost 30 years. (4) The bulk of the volumes available in the Bundesarchiv Koblenz until 1996 was transferred from Alexandria (cf. Guide No. 22) and from the Berlin Document Center to the Bundesarchiv in the years 1959 - 1963. The personnel files still held back were added to the portfolio in 2007. The RMVP files kept by the Ministry of State Security of the GDR (mainly personnel files, personnel processes of the theatre, music and defence departments), which were stored in the so-called NS archive until 2006, are also assigned to the holdings. Not in Allied hands was only a small collection from the Music Department and some documents from the German Press Department, which were transferred to the Federal Archives in 1969 as part of the land consolidation with the Secret State Archives of the Prussian Cultural Heritage Foundation. Some original RMVP files can still be found at the Hoover Institution Standford, the Yivo Institute New York and the Wiener Library London. Fortunately, all three institutions were willing to produce microfilms for the Federal Archives (5). In 1974, the Rijksinstitut voor Oologsdocumentatie Amsterdam (Rijksinstitut for Oologsdocumentatie Amsterdam) kindly handed over some original fragments of files to the Federal Archives. In 1946, officers of the French and Soviet secret services found films of about 35,000 documents that had been filmed in the RMVP and buried near Potsdam at the end of the war with the help of an American mine detector (6). The films were taken to Paris to make re-enlargements of them, and it is possible that they will still be kept in the French secret service. The Americans apparently did not receive copies because they had withheld from the French documents of other provenance found in the CSSR. Only incomplete information is available about the content of the films; it can be assumed, however, that not exactly unimportant files have been filmed. Archival processing The order and indexing work on the holdings was relatively time-consuming and difficult, as the order of the files was extremely poor. On the one hand there were no detailed file plans or other registry aids for the mass of files from the budget and personnel departments, on the other hand the file management in the ministry, which at least in its development phase was always deliberately unbureaucratic, left a lot to be desired. Especially during the war, when inexperienced auxiliaries had to be used more and more during the war, the Ministry's staff often complained about the inadequacy of the registries. The organisation of the RMVP's records management showed typical features of office reform (1): Registries were kept on a departmental basis, with each registry having a "self-contained partial list of files". The documents were stored in standing folders (System Herdegen). Instead of a diary, an alphabetical mailing card was kept, separated according to authorities and private persons. The reference numbers consisted of the department letter, file number, date as well as an indication, on which card of an order file the procedure was seized. All in all, the files of the Budget and Human Resources Department were in a certain, albeit unsatisfactory, state of order when they entered the Federal Archives. Numerous volumes from the other departments, on the other hand, were formed in a chaotic manner, possibly as a result of a provisional recording of loose written material when it was confiscated. These were often amorphous and fragmentary materials that lacked the characteristics of organically grown writing. So it was practically impossible to form meaningful band units in all subjects. In the case of some "mixed volumes" with written material on numerous file numbers, only the most frequent ones were noted in the finding aid book. Due to the high loss of files, no strict evaluation standard was applied to the files. The main items collected were volumes from the budget department on preliminary checks in the subordinate area and individual procedures for the procurement and management of managed goods for the purposes of the Ministry. Formal records of non-compliant positions in the business division and a number of unarchivalable documents from the Human Resources Department will still be kept for the foreseeable future for the purpose of issuing service time statements. It is not listed in this guide. Preparatory work for the indexing of the Koblenz part of the stock was carried out by Mr. Oberarchivrat Regel (1967) with regard to the files of the budget department on the Reich's own film assets, Mr. Ltd. Archivdirektor Dr. Boberach (1966) with regard to correspondence and the reference files of the head of the broadcasting department, Hans Fritzsche and Ms. Archivoberinspektorin Schneider, née Fisch (1966) for files of the propaganda department. In 2005, the inventories of the finding aids of both sections of the Reich Ministry for Popular Enlightenment and Propaganda were imported into the database of the Federal Archives via a retroconversion procedure. The data records were then combined in a classification. Despite the inhomogeneity of the traditions of most specialist departments, it was advisable to maintain the division by departments. (2) Within the departments, the structure was essentially based on file numbers and factual contexts. The file numbers used in the RMVP were - as far as possible - used as aids for further subdivision. The final step was the integration of the personnel files and personal documents from the NS archive (approx. 5000 individual transactions) and the former Berlin Document Center (approx. 700 transactions). The documents taken over are mainly documents from the personnel department (in addition to personnel files also questionnaires and index cards), theatre (applications, appointments, confirmation procedures) and imperial defence (applications in propaganda companies). The personal records also contain isolated documents on denazification from the period 1946-1950. Since a relatively large number of individual transactions from the NS archives were often only a few sheets, transactions that objectively related to one transaction (e.g. applications for interpreting) were merged into one file. The names of the individual persons as well as the old signatures from the NS archive can still be traced via the BASYS-P database. Both the files from the NS archive and those from the former BDC are not always filed according to the provenance principle. However, the files were not separated again. Most of the files taken over from the former BDC are personal files and questionnaires as well as personnel index cards of individual employees of broadcasting stations. A search is still possible via the BASYS-P database. The procedures for the donation "Artist's thanks" still present in the personal records of the former BDC concerning the Theatre Department were not adopted in this context (approx. 15,000 procedures). From the point of view of financing and personnel management, they illuminate almost all areas of the Ministry's activities. From the specialist departments, the volumes from the Propaganda Department should be emphasized, which document above all the design of propaganda and the propagandistic support of foreign workers and resettled persons in the last years of the war. Also worth mentioning are mood and activity reports of individual RPÄ and suggestions from the population for propaganda and for leading the total war. In the Radio Department there is some material about the design of the radio program and the propaganda reconnaissance with reports about the opposing propaganda, which were compiled from the bugging reports of the special service Seehaus. A separate complex of this department are 14 volumes of pre-files from the RMI with handfiles of the Oberregierungsrat Scholz as representative of the Reich in supervisory committees of broadcasting companies in Berlin from 1926 - 1932. Of the film department there are only a few, but interesting volumes about the film production of the last war years with numerous ministerial documents. The majority of the theatre department's traditions are based on documents on professional issues and the Reich's dramaturgy. From the music department the promotion of musical organizations from the years 1933 - 1935 with pre-files from the RMI, the support and job placement of artists as well as material about the musical foreign relations is handed down. The files of the Department for the Occupied Eastern Territories offer rich sources for questions of Eastern propaganda. The losses are greatest in the departments Law and Organization, Magazine Press, Foreign Press, Foreign Countries, Tourism, Literature and Fine Arts. Foreword On 24 February 1812 an alliance treaty was signed between Prussia and France (Paris Convention), which obliged Prussia to provide military support to France in all wars in Europe - except in Spain, Italy and Greece. The French troops were allowed to march through Prussia with food and horses. The French commanders received extensive powers, so that Prussia was in fact again under French occupation. Major General Friedrich Karl Heinrich Graf von Wylich und Lottum was entrusted with the implementation of the Paris Convention of 24 February 1812, as far as the supply of the reserve magazines at home and abroad and all negotiations with the French General Director Matthieu Graf Dumas were concerned. Major General Count von Wylich und Lottum had already been head of the old army catering system (field catering department, general catering department and general catering directorate) since November 1810. As General Commissioner he conducted the army catering negotiations with the French Marshal Louis-Nicolas Davout (Prince Eckmühl) in Szczecin in March and April 1812. After the return of the Major General Count von Wylich and Lottum to Berlin in April 1812, the office for feeding the French troops was set up, which was then called the General Commissariat for feeding the French and Allied troops. The present files originate from the negotiations between Major General Count von Wylich and Lottum and the French Marshal Davout (Prince Eckmühl) in Stettin (Stettiner Akten) and were not combined with the files of the office for the catering of the French troops. Only a few volumes of the Szczecin files were continued in Berlin, which were integrated into the GStA PK, I. HA Rep. 130 Generalkommissariat to feed the French and Allied troops. The holdings GStA PK, I. An inventory file could not be found in the Secret State Archives of Prussian Cultural Heritage, which is why the details of the inventory history are unknown. For the inventory, there is a register of authorities, which was prepared by the secret registrar and privy councillor Schmidt. The collection was revised in October 1969 in the former Central State Archives of the GDR Merseburg office. In 2007, the register was entered into the Augias database by the archival inspector Verena Kohnke and revised, partly rearranged and classified by the undersigned. Some file titles and contained notes were checked and in some cases supplemented. In addition, the portfolio was re-signed in 2007 by Mr. Szal. This reference book is a slightly modified and, if necessary, corrected transcript of the distortion (including preliminary remarks) made by Dr. Renate Endler in 1957. The estate of the envoy Joseph Maria von Radowitz came to the Prussian Secret State Archives through two accessions (acc. 112/1933 and 339/1936). According to the deposit agreement, it was not allowed to be arranged and listed. It is therefore not possible to determine exactly what losses have been incurred as a result of the outsourcing and relocation caused by the war. There are certainly gaps in diaries and personal records. The stock, whose signatures were completely new, is structured as follows: It began with Radowitz's diaries and personal notes. The diaries begin with the year 1853 and are available with interruptions until 1909. Two copies of the memoirs are available. One is the concept of Radowitz's hand, the other one is a re-examined clean copy from another hand. Next comes correspondence, divided into correspondence with the family, alphabetical and chronological correspondence. The large number of available newspapers and newspaper clippings have also been sorted chronologically. These were mainly newspaper reports on the Algeciras Conference, which was held from January to April 1906. The estate of the father Joseph Maria von Radowitz (the Elder), which is kept here, may also be used for research. The estate was used by Hajo Holborn to publish the "Notes and Memories from the Life of Ambassador Joseph Maria von Radowitz", 1925. In the course of the current database entry by Ms. Pistiolis, the register entries for the chronologically ordered exchange of letters (B III No. 1-10) and the newspaper volumes (C No. 1 Vol. 1-3 and C No. 2 Vol. 1-3) were adopted as notes in the corresponding archive units. Berlin, November 2013 (Chief Inspector Sylvia Rose) Biographical data: Joseph Maria von Radowitz was born on 19.5.1839 in Frankfurt/Main, where his father worked as Prussian military representative for the German Confederation. His mother, Maria von Radowitz, was a born Countess von Voß. Radowitz attended grammar schools in Berlin and Erfurt, where the family took up permanent residence after his father retired. After studying at the universities of Berlin and Bonn and completing his military service, Radowitz became an auscultator at the Court of Appeal on 25 April 1860. He was first employed at the City Court in Berlin in the Department of Investigative Matters and later at the District Court in Erfurt. In 1861 Radowitz, supported by the Minister of Foreign Affairs, Baron of Schleinitz, and other friends of the family, entered the diplomatic career. He became attaché to the Prussian legation in Constantinople. In 1862, when he returned to Berlin, Radowitz passed the Legation Secretary Examination. After a mission led by Count Eulenburg concluded contracts with China, Japan and Siam in 1859, a Prussian Consulate General was to be established in China in 1862. Radowitz applied to be employed as a delegation secretary at this consulate and was accepted because the other candidates for the position of delegation secretary refused the mission to China. He served in Shanghai until November 1864, and in May 1865 Radowitz was appointed 2nd Legation Secretary in Paris, a post he held until 1867, with an interruption due to his participation in the war of 1866. The next stations in Radowitz's career were Munich and Bucharest, where he served as Consul General. In Munich he married Nadine von Ozerow, the daughter of the Russian envoy to Bavaria (1868). From 1872 to 1880, Radowitz was employed in the Federal Foreign Office, with appointments as ambassador in Athens (25 June 1874), the mission to Petersburg (1875), the Berlin Congress (1878) and the mission to Paris (1880). After his stay in Athens, Radowitz was appointed ambassador of the German Reich in Constantinople in 1882 (until 1892) and subsequently in Madrid, where he remained until 1908, when he retired from diplomatic service. In 1906, together with Count von Tattenbach, he was the German representative at the Algeciras Conference, which was held from January to April 1906. History of the authorities: By decree of the Reich government of 21 March 1933, a special court was formed for each district of the Higher Regional Court. The special court responsible for the Karlsruhe Higher Regional Court district was installed at the Mannheim Regional Court. These special courts were given criminal jurisdiction for offences under the "Ordinance of the Reich President for the Protection of People and State", which had been issued in reaction to the Reichstag fire of 27 February 1933 and which formed the legal background to the wave of arrests, particularly against Communists. In addition, the special courts were responsible for the offences according to the so-called "Heimtückeverordnung", which was cast into legal form in December 1934 under aggravation of the threat of punishment. Originally limited to purely "political" offences, special jurisdiction was extended in 1938 to include areas of "normal" crime. With a decree issued at the beginning of the war in 1939, any offence could be brought before a special court if "public order and security were particularly seriously endangered by the offence". New penal regulations also followed with the beginning of the war. The most important are briefly mentioned here:1. the "Kriegssonderstrafrechtsverordnung" of 17 August 1938 concerned the offences "Wehrkraftzetzung", "Wehrdiensttziehung" and "Selbstverstümmelung", which - depending on the severity of the offence - were placed under death penalty.2The "Ordinance on Extraordinary Broadcasting Measures" of 1 September 1939 punished the listening of foreign broadcasters with imprisonment, in severe cases with the death penalty.3 The "War Economics Ordinance" of 4 September 1939 punished black slaughter, food card fraud and similar offences.4The "Verordnung gegen Volksschädlinge" of 5 September tightened the penal provisions for property offences if the offence was committed "by exploiting the state of war" or "the healthy feeling of the people" "required" this.5 The "Verordnung zum Schutz gegen jugendliche Schwerverbrecher" of 4 October 1939 also made it possible to pronounce the death penalty against criminals who were only 16 years old.6The "Ordinance against Violent Criminals" issued on 5 December 1939 made it possible to impose death sentences for any type of capital crime.All these ordinances led to a tremendous increase in the workload in the Special Courts.Further Special Courts were therefore established, including the Special Court Freiburg im Breisgau from 1 November 1940, which was responsible for the Regional Court districts of Freiburg, Constance, Offenburg and Waldshut. The specially established public prosecutor's office at the Freiburg Special Court initiated more than 1,000 proceedings in the four and a half years up to April 1945. Of these, the records of 727 cases have been preserved. At the beginning of the 90's the documents were indexed with the help of the archiving program MIDOSA by ABM forces in terms of content and with a place and person index, and in 1996 made available to the users as finding aid of the state archives Freiburg the MIDOSA data of the existence were converted in the year 2005 into the MIDOSA95 format; the existence were revised even by the undersigned in the years 2006 and 2007 and provided with a subject index on the basis of the regulations quoted above. The data was then transferred to the archive management program SCOPE-Archiv of the Landesarchiv Baden-Württemberg. The stock was organized according to the crime scene, the alphabet of names, and the duration of the investigation. 2,427 order numbers in 20.4 m were now included in the stock. History of the Inventor: Establishment of an office on 12 February 1919 for the processing of the duties assigned to the Reich President by the Constitution as head of state, at the same time official liaison office between the Reich President and the Reich and state authorities; transfer of the powers of the Reich President to the "Reich Chancellor and Führer" Adolf Hitler by the law on the head of state of 1 August 1934; retention of the office of the Reich President and renaming of the office to Präsidialkanzlei by ordinance of 4 September 1934. Inventory description: Inventory history In the 1930s, the office of the Reich President regularly handed over so-called "Weglegesachen" to the Reich Archives, for example in April 1932 and March/April 1935. However, the registry, which was still ready for handing over in 1944, with processes up to 1934, no longer reached the Reich Archives. In 1944, the archives already kept in the Reichsarchiv Potsdam were transferred to the galleries of Staßfurt and Schönebeck a.d.Elbe. The office of the presidential chancellery and the current registry were maintained at the end of the war in Kleßheim Castle near Salzburg. In 1942/1943 Schloss Kleßheim had been lavishly refurbished as the guest house of the presidential chancellery and the Führer for special purposes. After the capitulation of the German Reich and the occupation by the Allies, the archive holdings fell into their hands. For the files of the presidential chancellery, this meant, in accordance with the territorial division of the occupation zones, that the documents from the tunnels in Staßfurt and Schönebeck a.d.Elbe were largely transported to the USSR, and that the service records at Schloss Kleßheim were under American administration. During the Berlin blockade of 1948/49, the ministerial holdings subsequently brought together in the western sectors of Berlin were transferred to Whaddon Hall in Buckinghamshire and jointly administered by the Foreign Office of the United Kingdom and the American State Department. File returns from the Soviet Union to the GDR began in the mid-1950s. As part of the most extensive restitution campaign, the files of the Presidential Chancellery were transferred to the German Central Archive Potsdam (DZA) in 1959 and stored here under the signature 06.01. The holdings were supplemented in 1963 by further additions that had previously been assigned to the Reich Chancellery. At the same time, the files from American and English administration were transferred from the archive in Whaddon Hall to the Federal Archives in Koblenz. The inventory signature was R 54. After the unification of the two German states and the takeover of the Central State Archives of the GDR (ZStA) by the Federal Archives, the partial inventories were merged and are now stored in Berlin with the inventory signature R 601. 2,536 transactions from the NS archive of the MfS were incorporated during the current processing, the third comprehensive addition. After the repatriation of the files from the Soviet Union in the second half of the 1950s, the MfS also took over documents in order to expand and build up a personal collection for "operative" purposes. As a consequence, the concentration on individual persons, i.e. the person-related filing, meant the destruction of the historical context in which the tradition originated, as files and processes were torn apart or reformed. In autumn 1989 the archive came under the responsibility of the Ministry of the Interior of the GDR (MdI) and thus of the Central State Archive of the GDR. After its transfer to the Federal Archives and its provisional use in the 1990s, comprehensive IT-supported indexing began in 2001. At the Centre for the Preservation of Historical Documentary Collections, formerly the Central State Archives Special Archive Moscow, there are still 53 file units from the period 1921-1944 as Fund 1413 in the Centre for the Preservation of Historical Documentary Collections. These are "...above all files on the awarding of the Ostmark Medal (12 volumes, 1938 - 1943), Police Service Award (3 volumes, 1938 - 1943), and the.., 1942) and other awards (4 vols.), among others to railway workers in the Eastern territories, furthermore individual political reports (2 vols., 1935 - 1937) and documents on the representation at the London Disarmament Conference (1933), the discontinuation of proceedings for maltreatment of prisoners (1935 - 1936), racial and population policy (1935 - 1936) as well as a list of employees (1942 - 1943)". The 1,213 volumes of files were broken down by administrative structure and provisionally recorded. In 1967 the provisional indexing took place in the Federal Archives in Koblenz and in 1981 the submission of a finding aid book to the 241 volumes under the stock signature R 54. After the consolidation of the partial stocks from Potsdam and Koblenz a complete finding aid book was submitted in 1998. At the end of 2008, the database-supported revision of the finding aid book and the incorporation of 2538 files with the provenance Presidential Chancellery from the NS archive of the MfS began. The present archival records are composed of files in their original order of origin, partly with the original file covers and in the predominant number of individual folders comprising only a few sheets. The stock grew from 1,581 files by 933 signatures to a total of 2,547 files. The majority of these are personal transactions such as appointments and dismissals of civil servants and awards of orders. However, it was possible to supplement the volume series with two fact files from the years 1926 and 1927 both chronologically and verifiably on the basis of the diary numbers with volumes 8 and 9. The five-volume series in connection with Paul von Hindenburg's honorary membership is a complete complement. The total number of departments was between eight and twelve, the number of districts in a department between three and five. In each department, in addition to the prefect, a general secretary, a prefecture council and a general department council were established for the administration. The entire administration in the narrower sense belonged to the department of the Ministry of the Interior. The prefect was entrusted, under royal authority and supervision, with all branches of public administration, including tax administration, within the scope of his department. In addition, there were military tasks such as the recruitment and supervision of the National Guards, troop catering, preparation and implementation of troop recruitment. In the district of his département capital he also held the office of sub-prefect. The Secretary General was the permanent representative of the Prefect. The Prefectural Council, consisting of three to four members under the chairmanship of the Prefect in each department, was the rulings authority on disputed matters. The prefectural councils decided as administrative authorities and their decisions could only be annulled by the Council of State. The General Council, composed of candidates proposed to the King from the Departmental Colleges, consisted of fifteen to twenty members. This committee elected the prefect and the secretary from among its members. The General Council of the Department met once a year for two weeks. He had to distribute the direct taxes among the individual districts, decide on the requests for tax reductions received from the district councils and municipalities, determine the subsidies for the departmental expenses and submit the accounts. Finally, he was entitled to comment on the situation and needs of the department. Each department was divided into three to five districts. Each district was headed by the subprefect, assisted by the secretary of the subprefecture and a district council. The districts were divided into five to 19 cantons, with larger cities forming their own cantons (= city districts). At the head of a canton stood the Canton Mayor, who was usually also Maire of his residence. He stood between the sub-prefect and the communemaires and supervised the communemaires, whose management he headed. A Mayre, one or more police inspectors and a municipal council were appointed to administer the individual municipalities. Maire was responsible for the administration of the municipal property and the municipal institutions and supervised the local police. He was also responsible for municipal spending. The Elbe département was formed from the left Rhine parts of the duchy of Magdeburg, the county of Barby, the offices of Gommern (Saxony), Calvörde (Brunswick), Klötze (Hanover), parts of the principality of Halberstadt and the Altmark. The capital of the department was Magdeburg. The department consisted of the districts of Magdeburg, Neuhaldensleben, Stendal and Salzwedel. The first prefect of the Elbe Department was the former Prussian District Administrator Ernst Alexander von der Schulenburg, who was suspended in the summer of 1811 and replaced by the Police Prefect of Kassel, who had been General Director of the High Police until October 1809.
