I: With the Law of 6 November 1926 on the State Ministry and the Ministries, the Ministry of Economy replaced the Ministry of Labour and Food, which had been established in 1918. Since then it has been - under changing names - the supreme state authority for state economic management. In December 1946, the areas of responsibility of agriculture and food were spun off and merged into an independent Ministry for Food, Agriculture and Forestry (EA/7). In 1947, the Price Supervision Office, which had previously been integrated into the Ministry of Economics itself, was also spun off and became an independent authority within the Economic Administration. As of 1 June 1948, the tasks of the Ministry of Economics were divided into the following business units:1. General, Organization and Chancellery Directorate2. Economic statistics (for the business divisions see also Büschel 139 No.244)Josef André (CDU) from September 1945 to May 1946, Heinrich Köhler (CDU) from May to November 1946 and Hermann Veit (SPD) from December 1946 to June 1960 were the ministers in charge of the Ministry of Economic Affairs: II: The present file EA 6/001 (former signature EA 6/3) was handed over by the Ministry of Economic Affairs, Small and Medium-sized Enterprises and Transport to the Main State Archives in February 1975. These are general administrative files that have been stored according to a decimal file plan. However, this file plan could neither be found nor reconstructed. The subsequent structuring therefore took place according to the above-mentioned business parts; since, however, not all files could be integrated meaningfully into this order scheme, the order according to business parts was modified and supplemented during the processing. The pre-files in the inventory that were created before May 1945 were pulled out - as far as whole tufts were concerned - and assigned to inventory E 384 (Ministry of Economics 1926-1945). Individual documents dating from before 1945 were, however, left in the inventory. The majority of the files date from the period 1945-1952, with pre-files from 1869 and post-files up to 1970. ten tufts of files (the numbers 300, 301, 306, 312, 317 and 329 = 0.2 m) from the Ministry of Economic Affairs Württemberg-Hohenzollern were handed over to the Sigmaringen State Archives during the current indexing and rearrangement of the holdings. A total of 0.8 linear metres of files, mainly containing copies and hectographs, were collected, so that the stock now comprises 10.6 linear metres. The new indexing and structuring took place between September 1990 and March 1991 by the undersigned. The packing of the tufts in archive boxes provided archive of employed Fröhlich. Content: With the "Verordnung über die Anmeldung des jüdischen Vermögens" (Ordinance on the Registration of Jewish Property) of 26 April 1938 (Reichsgesetzblatt 1938 I 414 f.), legal transactions with which Jews made dispositions over certain parts of their property became subject to approval. The main licensing authority in Baden was the Ministry of Finance and the Ministry of Economics. The ¿Ordinance on the Use of Jewish Property¿ of 3 December 1938 (Reichsgesetzblatt 1938 I, pp. 1709-1712) tightened this regulation in such a way that the licensing authority could expressly force the lawful owners to sell certain assets. In addition to ownership of commercial enterprises, real estate and securities, such conditions were also imposed on works of art with a value of over 1000 Reichsmark. The present inventory contains files on those individual cases in which the Baden Ministry of Finance and Economic Affairs approved or instructed the so-called "aryanisation" of assets (predominantly commercial enterprises and real estate). There are also applications from individual citizens for the acquisition of companies or properties whose "Aryanization" was planned. There is also evidence of files on companies that had been victims of boycott measures against Jewish companies in 1933 as well as lists of controlled assets from the period after 1945.Karlsruhe, in February 2016Lutz Bannert Inventory history: The documents of the present inventory came to the General State Archive (access 1967-19) as a delivery from the Karlsruhe Regional Council and initially formed the inventory 505 "Aryanization files". Because these files were mainly created at the Baden Ministry of Finance and Economics, they were re-signed at the end of the 1990s to 237 entries 1967-19. Files with a term beginning after 1945 were created at successor authorities of the Ministry of Finance, i.e. at the President of the State District of Baden, Economics Department, or at the Economics Department of the North Baden Regional Council. They contain negative responses to requests from restitution authorities, courts and Jewish successor organizations for "Aryanization" files. Due to the connection in content with the files of the Ministry of Finance, they were left in their present form. Responsibility for construction has changed several times since the introduction of the Ministerial Constitution in Prussia in 1808. Since 1808 building matters were dealt with in the 2nd Section for Trade Police in the Ministry of the Interior, in 1814 they were transferred to the Ministry of Finance. In 1817 an independent Ministry for Trade, Commerce and Construction was formed from the corresponding section, which was dissolved again in 1825. After the dissolution of this ministry, the building cases were successively assigned to different ministries and were returned to the Ministry of Finance in 1837, where they remained until the creation of the Ministry of Public Works in 1878. The newly created Ministry was also responsible for railways (see: I. HA Rep. 93 E). As the central authority for building construction, railways, roads and hydraulic engineering, the Ministry and its subordinate authorities and bodies were responsible for planning, designing and supervising the execution of the works carried out by the State in these areas. The Ministry cooperated with the military building authorities in the construction of military buildings. When the Ministry of Public Works was dissolved in 1921, the railway administration and part of the hydraulic and road works were transferred to the Reich. The rest of the portfolio was divided among the Prussian Ministries of Trade and Industry, Agriculture, Domains and Forests, and Finance. The building construction was transferred to the Ministry of Finance and formed its own department there. Heinrich Waldmann has conducted a detailed investigation into the history of the ministry (including the previous authorities). Annex V of the paper also contains an overview of the periodicals published by the Ministry. The indexing and organization of the building department of the Ministry of Public Works was carried out in 1968 by the archivist Maria Lehmann under the guidance of the lecturer Heinrich Waldmann. At the same time, the files that had accumulated at other ministries before the creation of the Ministry of Public Works were brought together in this inventory. This also applies to files of the building construction department of the Ministry of Finance, in so far as they were proven to be assigned to the Ministry of Public Works. The stock Ministry of Public Works is divided into four departments: 1 Administration 2 Building construction 3 Road and bridge construction 4 Hydraulic engineering In the years 1995/96, the part of the stock remaining in Dahlem Ministry of Public Works (208 VE) was dissolved and for the most part included in the stock I. HA Rep. 93 B Ministry of Public Works incorporated. 61 file volumes were assigned to the Railway Department (I. HA Rep. 93 E). The production of a finding aid book was all the more necessary, since so far as finding aids only the finding aid card index provided in the year 1968, meanwhile badly readable, partly damaged and not yet finally edited was present. Some title recordings were checked for questionable spelling of individual place and person names or questionable dating on the basis of the tape in the outdoor magazine. In the stock Rep. 93 B the former stock Rep. 93 C was already incorporated in Merseburg. In the literature a part of the files of the Ministry of Public Works are still cited with the inventory designation Rep. 93 C and old file number. A corresponding concordance was therefore compiled in a separate volume. In 1992, 12 linear metres (405 units) of files from the Prussian Ministry of Public Works were transferred from the Bundesarchiv Potsdam to the Geheime Staatsarchiv PK. In November 1990, the files had been transferred to the Federal Archives under the provenance of the Reich Ministry from the Military Interim Archive Potsdam, into which they had entered in 1971 from the Administrative Archive of the National People's Army. These files, which have been valid since the Second World War for lost files, concern lighthouse and nautical marker matters on the Prussian coasts of the Baltic and North Seas in the period from 1800 to 1932. A large number of the volumes contain maps, site plans, technical drawings with scale specifications, construction sketches as well as blueprints of lighthouses and lighthouse parts or other inventions in nautical marker matters. About 100 files form the file group "Handakten des Seezeichenausschusses" . Most of these files were recorded by Dr Meyer-Gebel, Dr Strecke and the undersigned in the period 1992 to 1993. The incorporation of these archival documents and the technical processing of the magazine into the hydraulic engineering department took place in 1996. Furthermore, from the end of 1996 to 1998, 110 packages (905 units; approx. 15 linear metres) with the designation "Rep. 93 unprocessed access Magdeburg" were recorded, which were stored at the end of the inventory. The origin of the name "Zugang Magdeburg" is not comprehensible. In the inventory file "Economy and Transport" from the period from 1959 to 1974 no such information could be found. In contrast, in the file "Aktenzugänge, 1965-1974" (Access to Files, 1965-1974), it was possible to ascertain a case of a larger file transfer from the German Central Archive Potsdam in 1970. The archives mainly consist of hydraulic engineering documents, including river regulations, harbour, dune, bank and lock constructions, as well as memorandums, calculations, maps and plans (some coloured) on the construction and extension of waterways. These include 29 volumes from the Planning Chamber of the Ministry of Public Works, including an inventory extract of the maps and town plans available in the Planning Chamber. Oversized maps or plans as well as drawings were taken from the holdings and assigned to the XI HA General Map Collection. 211 file volumes, mainly journals and index volumes, have been incorporated into the Railway Department (I. HA Rep. 93 E) of the Ministry of Public Works inventory. When the files were entered into the Oracle database of the Secret State Archives, the data records of the holdings already entered under the old IT system were corrected or standardised. In February 1999 the magazine-technical processing took place. The Department of Hydraulic Engineering is now the most comprehensive collection of the Rep. 93 B Ministry of Public Works. Due to the frequent change of responsibility for the building industry, the holdings of the I. Main Department Rep. 77 Ministry of the Interior, Rep. 87 Ministry of Agriculture, Domains and Forests, Rep. 120 Ministry of Trade and Industry and Rep. 151 Ministry of Finance are to be consulted in addition to the holdings listed below. As part of the preparation of an inventory of the Prussian building administration until 1848, files from the Ministry of Public Works, among other things, were made accessible in detail. 1. history of authorities: The nobility matriculation commission was established in 1818 by King Wilhelm I. within the Ministry of the Interior in order to guarantee the observance of the rights and duties of the Württemberg hereditary nobility (1). The commission's task was to create and continue the personnel and real registers as well as the electoral rolls for the First and, until 1906, the Second Chamber of the Württemberg State Parliament (2). On the one hand, the families had to prove their nobility status and rank, which usually took the form of a certified copy of the nobility diploma, and on the other hand changes in the family or ownership circumstances had to be reported. In return, some of the former aristocratic rights were preserved. Depending on their size, aristocratic estates were granted the rights of a class rule or a manor. In addition, they still had various landowner's rights, among other things. After an extensive renewal of the nobility registers in 1844 and 1845, the Commission was dissolved in December 1849 and its files handed over to the Interior Archive. In June 1857, however, it was reinstated under the leadership of Regierungsrat Golther (3).With the end of the constitution of the sovereign estate in Württemberg in connection with the revolution of 1848/49, the aristocratic owners of the manor, some of whom found themselves in financial difficulties after the redemption of the peasant taxes, sold a large amount of land, on the one hand to liberated farmers who remained in agriculture, and on the other hand to the state of Württemberg, which in the second half of the 19th century promoted the construction of fortified roads and above all the railway. In return, however, bourgeois people were now also allowed to acquire knights' estates, which for a time could certainly be regarded as prestige objects. After the end of the monarchy, the special rights of aristocratic estates and manors were finally abolished. In the course of this development the Adelsmatrikelkommission was dissolved in 1924. 2nd inventory history: The documents of the aristocratic matriculation commission were delivered by the Ministry of the Interior to the main state archives in Stuttgart in two deliveries in 1904 and 1924 (4). The first delivery was roughly indexed in 1913 in an archival register, whereby some documents of the knight cantons were taken from the time before 1806 (5). The original 481 file volumes and 170 volumes (land registers) received the inventory signature E 157, later divided into E 157/1 (files) and E 157/2 (land registers). The delivery of the commission of 1904, which contained in particular documents and registers covering several families, received in the meantime the signature E 157/3, but could not be clearly separated from the remaining stock, so that E 157/1 and E 157/3 were finally reunited. The typewritten archive directory from 1924, which was still used as a finding aid in the Main State Archives until the present repertory was processed, shows the systematic structure according to which the holdings were stored in the Ministry of the Interior. Accordingly, the documents concerning the Württemberg hereditary nobility as a whole were placed at the beginning. This was followed, in alphabetical order in each case, by series of special nudes on noble families, estates and manors. With the family files of the not wealthy hereditary nobility in each case the initial letter in the alphabet was combined to a federation. The exmatriculated knights' estates also received their own category: the respective file categories consist of quite uniform files, which, however, have a very different scope. The family files usually contain concepts of the personal record sheets as well as information about births, baptisms, marriages and deaths, occasionally also documented by newspaper clippings. Particularly noteworthy are the handmade representations of the coat of arms of the majority of the families, some of which were designed with a great deal of artistic effort and additional work, which presumably served as models for the aristocratic coat-of-arms book kept by the Cabinet Ministry (6). the files on estates and knights' estates usually contain reports of the upper offices and district governments on changes in ownership and other changes as well as completed questionnaires for the compilation of the real register or extracts from the land register for the exemten properties. With the manor files colored maps and / or detailed descriptions are often also available. 3rd processing report: In order to ensure a more targeted research in the stock, the archival indexing of the stock was started in spring 2004. This led to the division of the file bundles, some of which were listed only in summary form, into individual or factual files, which was carried out on the basis of quadranguulation. Also large file bundles starting from approx. 10 cm circumference were divided. The list of important changes in the noble families or estates and manors was made with the help of the notes containing them. Special features such as coat of arms drawings and ground plans / site plans were recorded in the notes. Since the hand-painted coat-of-arms drawings of numerous noble families seemed predestined for presentation on the Internet, their digitization took place in the period from October to December 2004 with the help of the archive inspector candidates Sandy Apelt, Katja Georg, Stefan Spiller and Christina Wolf as well as the intern Madeleine Schulze. The coats of arms are in this way directly observable in the online find book belonging to it, with the production of the classification the original arrangement of the existence served as basis. In order to obtain a more consistent step-by-step model, the files for the personal register (wealthy and non wealthy hereditary nobility) and the real register (class rulers, knights' estates, exmatriculated knights' estates) were combined in the virtual arrangement of the holdings in one superpoint each.
