History of the Inventor: When the Imperial Admiralty was dissolved in 1889, the Imperial High Command of the Navy was created for the division of its former Military Department and command over all naval parts at sea and on land was transferred to it. The High Command of the Imperial Navy was dissolved by Cabinet Order of 14.03.1899. Some of the powers were then transferred to the Navy Admiral Staff.
