        History of the Inventory Designer: The Constitution of the German Reich of 16 April 1871, as well as the Constitution of the North German Confederation of 1867, contained no more detailed provisions on the design of the Reich Administration. Only the Reich Chancellor was the only responsible minister of the German Reich with constitutional rank. How he should fulfil his duties and tasks, on the other hand, remained largely undefined and left to the concrete will of the respective office holder. Because of this constitutional indeterminacy, the Reich level of the administration of the German Empire was bound to the character of the improvised and sometimes also the unstable until the end of the German Empire. At first it actually seemed as if Bismarck, as the only minister of the Reich, wanted to work with only one central, unified administrative authority. The Federal Chancellery, on whose organisation its later President Rudolf Delbrück had exerted considerable influence, began its work in 1867 as the office of the Federal Chancellor and was continued in the expansion of the North German Confederation into the German Reich under the name of the Reich Chancellery. The responsibilities of the Office were comprehensive and included the function of an office for the standing committees of the Federal Council, the handling of the revenues and expenditures of the Confederation and the preparation of the presidential bills. With the foundation of the German Reich, the Imperial Chancellery also took over the direct administration of the Reichsland Alsace-Lorraine and the Reichseisenbahnen. Karl Hofmann, the President of the Reich Chancellery, was instructed by decree of 6 August 1877 to prepare for the creation of a special office which would take care of all the affairs of the Reich Chancellor for which he had "previously used forces of the Foreign Office for spatial reasons". Hofmann's submission of 29 Nov. 1877 then also provided for the establishment of such a central office under the designation "Special Office of the Reich Chancellor", but placed this office in the budget of the Reich Chancellery. However, Hofmann did not succeed in this attempt to fortify the position of his office again. Although Bismarck agreed with Hofmann's proposals concerning the internal organisation and salary classification of the staff in his new office, he changed the name of the new post to "Centralbureau" on the basis of his own hand. More important than this change in the nomenclature, however, was the fact that Bismarck, by decree of 16 December 1877, called on Hofmann to draw up a special budget for an independent authority not incorporated into the Imperial Chancellery. The draft of a "Budget for the Imperial Chancellor and his Central Office for the Budget Year 1878/79" provided funds for the salaries of a speaking council, an expediting secretary, a clerical secretary and a clerical servant. The new authority was to take its seat in the former Palais Radziwill in Wilhelmstraße 77; the Imperial Chancellor was also to move into an official residence there. Bismarck requested with Immediatbericht of 16 May 1878 from Wilhelm I. the permission for the constitution of the new office, which should be called Reich Chancellery, because this designation might correspond "most exactly to the position and the tasks of the same". Christoph von Tiedemann, who had been Bismarck's closest collaborator since 1876 and was therefore familiar with the habits of the Reich Chancellor to the best of his ability, became head of the Reich Chancellery. Under his leadership, the Reich Chancellery actually developed into a political relay station in the centre of the political decision-making structure, whose function was also recognised by the State Secretaries of the Reich Offices. Under constitutional law, the Reich Chancellery was never more than the office of the Reich Chancellor, which "had to mediate the official dealings of the latter with the heads of the individual departments". The office character is expressed not least in the official rank of the head of the Reich Chancellery and the very limited staff until the end of the imperial era. It was not until 1907 that the head of the Reich Chancellery was elevated to the rank of Undersecretary of State and thus placed on an equal footing with the senior officials of the Reich Offices. Although the number of employees grew from originally four in 1878 to 19 in 1908 and continued to rise to 25 in 1918 due to the requirements of the First World War, the Reich Chancellery never even came close to the number of staff of a Reich Office. The private and representative affairs of the Reich Chancellor were handled by the special office of the Reich Chancellor, which continued to reside in the Foreign Office even after the establishment of the Reich Chancellery. With the beginning of the First World War, a joint branch office of the Reich Chancellery and the Foreign Office was established at the Great Headquarters under the name "Formation Reichskanzler und Auswärtiges Amt". This branch existed until the end of the war. A permanent representative was here to represent the interests of the Reich Chancellor when he was in Berlin. In the Reich Chancellery, on the other hand, the Undersecretary of State ran the business if the Reich Chancellor was in the headquarters. In February 1917 a permanent representative of the Reich Chancellor was installed at the Supreme Army Command in order to get a better grip on the continuing disagreements between Reich Chancellor Theobald von Bethmann Hollweg and the 3rd Supreme Army Command under Paul von Hindenburg and Erich Ludendorff. His task was to keep the Supreme Army Command constantly informed about the policy of the Reich Administration. With the forced abdication of Emperor Wilhelm II and the resignation of Reich Chancellor Max von Baden, business was transferred to the Council of People's Representatives on 11 Nov. 1918, which temporarily exercised the function of an imperial government until the government of Philipp Scheidemann took office on 19 February 1919. From 9 November 1918 to 3 March 1919, the head of the Reich Chancellery was the journalist Curt Baake. After the Weimar parliamentary democracy was established, the position of the Reich Chancellor also changed, as did that of the Reich Chancellery. While the Imperial Chancellor was no longer the only Imperial Minister, as he was in the Empire, he, as Chairman of the Imperial Government, determined the political guidelines in accordance with Articles 55 and 56 of the Imperial Constitution, through which he was able to exert a decisive influence on the fate of the Empire. His authority to issue directives was, of course, restricted by constitutional law and political practice to a considerable extent, for it had to be brought into line politically with the powers of other organs provided for in the Reich Constitution. These were less the Reichsrat, which as a permanent conference of delegates of the state governments had only limited powers in the field of legislation and administration and whose significance cannot be compared with that of the Bundesrat of the Kaiserreich, than the other two constitutional organs: Reichstag and Reichspräsident. With the change of the position of the Reich Chancellor in the Weimar Republic, the tasks of the Reich Chancellery also increased. The Reich Chancellery remained, as in the imperial period, the office of the Reich Chancellor for his dealings with the constitutional organs, now the Reich President, the Reichstag, the Reich Council and the individual Reich Ministers. The State Secretary in the Reich Chancellery took part in the cabinet meetings, informed the Reich Chancellor about the current fundamental issues of politics as a whole, accompanied him at all important conferences in Germany and abroad, observed the formation of opinion in parliament, the press, coordinated legislative work with the Reich parties on his behalf, and gave a lecture to the Reich Chancellor himself. The Reich Chancellery was also represented by a member in the above-mentioned intergroup meetings, in which the most important decisions of the Cabinet were discussed in advance with the party and parliamentary group leaders. She made sure that, despite the constant tensions in the constantly changing coalitions, the objective work of the Reich's departments continued. he preparation of the collegiate decisions and the reliable monitoring of their implementation, two of the Reich Chancellery's main tasks, was of particular importance in this respect. The necessary consequence of these increased tasks was an increase in the number of departments in the Reich Chancellery from three (as of 1910) to eight (as of 1927) and in the number of civil servants from 20 before the outbreak of the First World War. Formally, the Reich Chancellery had various offices attached to it, which were either directly subordinated to it, such as the Reich Headquarters for Homeland Service, or under the direct control of the Reich Chancellor. When, after the death of the Reich President von Hindenburg, the Reich Chancellor took over the powers and rights of the head of state of the German Reich by the Law of August 1, 1934 - including the supreme command of the Wehrmacht - and thus united the office of Reich President with the office of Reich Chancellor in his person, this also had an effect on his relationship with the Reich government. As head of state, Hitler had the right to appoint and dismiss the Reich Ministers without having to wait for the proposal of the Reich Chancellor, as the Reich President had done. The Reichsminister were therefore completely dependent on him. According to the Reich Law of 16 October 1934 on the Oath of the Reich Ministers and Members of the State Governments, the formula of which was later also incorporated into the German Civil Servants Law of 26 January 1937, they were obliged to loyalty and obedience to him. The Führer principle of the NSDAP now also applied to the Reich government, whose members the "Führer und Reichskanzler," as Hitler was called after the decree to the Reich Minister of the Interior of August 2, 1934, only had to advise in inner-German dealings, but were now also legally obliged to submit to his will in case of a dissenting opinion. This meant that the Reichskabinett was no longer a decision-making body in which the Reich Chancellor could possibly have been majorized, but rather a "Führerrat", which only had to advise the head of government. It was planned to also fix this changed position of the Reich Chancellor vis-à-vis the Reich government in law, an intention which, at Hitler's request, was postponed in the cabinet meeting of 26 January 1937, particularly with regard to foreign countries, until the creation of a new Basic Law. The above-mentioned concentration of state tasks on the Führer and Reich Chancellor naturally also had an effect on the responsibilities of the Reich Chancellery. Thus, for example, the Enabling Act already brought about a certain increase in tasks for them, because the laws passed by the Reich government were no longer to be drawn up and promulgated by the Reich President, but by the Reich Chancellor, and the fewest laws were still passed in the ordinary legislative process, through the Reichstag, but went the second legislative process described above, or were passed as Führer decrees or ordinances - without the participation of the Cabinet. The strengthened position of the head of the Reich Chancellery was conspicuous externally in the fact that the documents of government laws signed by Hitler and co-signed by the participating Reich Minister now always also bore the co-signature of the Reich Minister and head of the Reich Chancellery, who thus assumed responsibility for the proper course of the legislative process. After the establishment of the Council of Ministers for the Defence of the Reich at the end of August 1939, the signature of the Chairman of the Council of Ministers for the Defence of the Reich was also necessary in second place behind that of Hitler. In addition, the head of the Reich Chancellery also signed all the Führer decrees with legislative content and, if necessary - which never occurred - the Reichstag laws and the laws enacted on the basis of the "Volksgesetzgebung" (People's Legislation). The increasing workload of Hitler, who in addition to the powers of the Reich Chancellor and the Reich President also exercised supreme command over the Wehrmacht, meant that the cabinet meetings gradually ceased. In addition, the Reich Chancellor, who could no longer be informed by the Reich Ministers united in the cabinet about the completion of individual tasks in the departments, was increasingly dependent on information from the head of the Reich Chancellery. The task of selecting from the wealth of information supplied and processed those suitable for presentation to the Reich Chancellor and of deciding whether Hitler's intervention in certain matters appeared necessary was therefore the responsibility of the head of the Reich Chancellery, who granted him another key position in the leadership apparatus of the state civilian sector. The Reichsminister also had the opportunity to give individual lectures directly to the Reich Chancellor. But Hitler also made less and less use of this, so that the head of the Reich Chancellery practically advised him alone, which strengthened his position vis-à-vis the specialist ministers, who tried in vain to reach certain agreements among themselves through private meetings, especially towards the end of the war. The office of the Reich President, renamed "Präsidialkanzlei" and renamed "Präsidialkanzlei des Führers und Reichskanzlers" by decree of the Führer and Reich Chancellor of 1 December 1937, remained responsible for the handling of all matters concerning the head of state even after the merger of the offices of the Reich President and the Reich Chancellor.B. the preparation of ceremonial receptions of foreign heads of state, princes and statesmen, the receipt of letters of attestation and recall from foreign diplomats, congratulations and condolences from the head of state, the processing of petitions in matters of grace and the entire title and religious order system. On the other hand, the political affairs in which, in addition to the decision of the Reich government, the decision of the head of the Reich was also necessary, were now taken care of by the Reich Chancellery, as was the preparation of political decisions, which up to then had to be made by the head of state, such as the enactment of organizational decrees, which were now the sole responsibility of the Reich Chancellery. Although the documents of appointment and dismissal for the higher Reich officials were still to be submitted to Hitler for execution by the office of the head of state, i.e. now by the head of the presidential chancellery, the responsible ministers and the Reich Chancellery were responsible for the factual and political preparation. Inventory description: Inventory history The day after the Reich Chancellery was established, on 19 May 1878, the expediting secretary in the Foreign Office, Hans Rudolf Sachse, who shortly afterwards began his service as a registrar in the new Reich authority, presented the draft of a registry order for the Reich Chancellery to the lecturing council of Tiedemann. His "basic features for the book and file keeping at the Reich Chancellery" were obviously based on the experience of the Foreign Office's records administration. The records were initially stored loosely in shelves in the registry, probably lying from the outset in the provided and already inscribed file covers. If a file unit had reached a thickness of 2 - 3 cm, it was provided with a linen back and another dust jacket and formed into a tape by means of thread stitching. This organisation of written records proved to be sufficient and practicable for a long series of years. With the gradual further development of the functions and activities of the Reich Chancellery, and as a result of the development of constitutional law and administrative organization in the Reich and in the federal states, however, it had to appear in need of change over time. At the turn of the century it was therefore decided to introduce a more differentiated file system, which came into force on 1 January 1900. The state's new beginning on 13 February 1919, the day on which Cabinet Scheidemann took office, brought a continuous cut in the registry of the Reich Chancellery. The entire file inventory was transferred to the old filing system and new files were created. The 30th of January meant a noticeable, but not sharp cut in the records administration of the Reich Chancellery. In order to start a new filing layer on this day, numerous files were removed from the current filing system, stapled and repositioned in the old filing system. They were replaced by new volumes. However, this only happened if the running band was filled to some extent anyway; if this was not the case, it was continued. In any case, the band counting began again with the number 1, although the series from the Weimar period continued seamlessly. The file structure, however, was left unchanged, and thread-stitching generally remained the same; standing files were used for the first time only for newly created series. In addition to the files kept in the registry, other records were also handed down by the fact that the Reich Chancellors and senior officials of the Reich Chancellery did not have handwritten records, personal papers, and a large part of their private correspondence filed in the registry, but as a rule kept them in their offices. It was not uncommon for such documents to be taken along when leaving office. Thus the estates of the Reich Chancellors Hohenlohe-Schillingsfürst, Bülow, Hertling and Luther as well as of the chiefs of the Reich Chancellery Rottenburg and Pünder, which are kept in the Federal Archives, almost regularly contain official or semi-official documents in addition to private records, which have arisen from the exercise of official functions. The fact that the files of the Lammers Minister's Office have remained in the inventory is a consequence of their joint outsourcing with the inventory towards the end of the Second World War. In other cases, files of Reich Chancellors and senior officials with material on specific issues, with documents for conferences, meetings, etc., were handed over to the registry for safekeeping as soon as they were no longer needed and assigned to the relevant subject series as supplements. As a result, such hand files are scattered over the inventory, e.g. the hand files for the series "Execution of the Peace Treaty, Reparations" in the group "Foreign Affairs". The secret files of the Reich Chancellery formed another complex of documents separate from the registry holdings, the content, scope and structure of which unfortunately are not known in detail. According to the information available in the Federal Archives, they were probably burned before the end of the war by members of the Reich Chancellery in accordance with the decree of the Reich Minister of the Interior to the Reich Defence Commissioners of 12 October 1944 concerning "Behaviour of the Authorities in the Event of Enemy Occupation"[85] Individual fragments of secret files, which probably accidentally escaped annihilation and were in the inventory, were listed in the present find book at the end of the section "Files of the Minister's Office". In Potsdam, with a few exceptions, there are those old files of the Reich Chancellery from the period 1878 - 1919 which had been removed from the current registry in mid-February 1919 and deposited in an old file file. The Reichsarchiv had only been able to take it over in 1937 or 1938, after earlier efforts in vain. Only the old files of the service administration, including the personnel files, remained in the Authority. During the Second World War, the holdings of the Reich Archives, together with other archival materials, were moved to the Staßfurt salt mine near Magdeburg, where they fell into the hands of the Red Army in 1945. It was taken to the Soviet Union and 10 years later, in July 1955, handed over to the German Central Archive (renamed the "Central State Archive of the GDR" in 1973) in Potsdam. There it formed the inventory 07. 01. The inventory division into four departments was retained. In addition to the former Reichsarchiv holdings, the Central State Archives also kept about 800 individual records of the registry from the years 1933 - 1945, which were presumably found in the Wilhelmstraße office building. The majority of the Reichskanzleiakten from the years 1919 - 1945 as well as the old files of the office administration had been in Berlin only until the last phase of the war. As the situation in and around Berlin worsened, they were relocated to southern Germany, where they were confiscated by American troops in 1945. Via the Ministerial Collecting Center in Hessisch-Lichtenau and Fürstenhagen near Kassel, the central collection point for all material found by the Americans in their occupation zone[90], they reached the Berlin Documents Unit at the beginning of 1946. Here they - like other German files stored there - were evaluated for investigations against leading personalities from the state, the party and other areas of public life in preparation for war crimes trials. During the Berlin blockade in the summer of 1948, the files united in the Documents Unit were transferred to Whaddon Hall near Bletchley in the southern English county of Buckinghamshire. The files of the Reich Chancellery were stored there until 1958 and were provisionally arranged, recorded and selected for filming. In addition to the tradition of the Federal Foreign Office, which is primarily relevant, they also served as the basis for the edition of files on German foreign policy, which was initially edited exclusively by Anglo-Saxon and French historians. These files finally reached the Federal Archives in two transports in December 1958 and January 1959, a remainder at the end of April 1959. Here they form the listed holdings R 43 I, II. Archivische Bearbeitung During the provisional arrangement and indexing of the files of the Reich Chancellery from the years 1919 - 1945 in Whaddon Hall, the editors proceeded from two partial holdings. One of them essentially covered the tradition of the Weimar period, the other mainly the files from the period after 30 January 1933; they were briefly referred to as the "Old" and "New" Reich Chancelleries. As mentioned above, this division had already taken place in January/February 1933 in the Reich Chancellery and had been maintained during the relocation of the files during the war and after their confiscation. In the course of the processing, it was refrained from restoring the consistent arrangement of the file groups in both partial holdings, e.g. according to the alphabet of the group titles as they had existed in the registry of the Reich Chancellery. Only the registry connections within the groups that were presumably largely lost due to frequent relocations of the holdings were taken into account, whereby errors and mistakes were often made due to a lack of familiarity with the registry relationships and the file management of the Reich Chancellery. Nevertheless, it was possible to restore the mass of files to their original order with the help of the old signatures and tape numbers. Less satisfactorily, the classification of the not insignificant remnant of the tradition was resolved, which consisted of files of the minister's office, hand files of officials, secret file fragments, volumes with collections of circulars, circulars and press cuttings, registration aids, etc. Materials of this kind came to various places, especially at the end of both parts of the stock. In each part of the collection, the volumes were numbered consecutively. The distortion was also differentiated between the two partial stocks. The sequential number, the old signature and the runtime were included as formal specifications. In order to identify the contents of the file, the serial title was taken from the inscription of the file as the subject of the thread-stitched volumes, i.e. above all the files of the older part. In the case of standing folders, on the other hand, the titles of the individual transactions were entered in the list, as far as Rotuli was available with the corresponding information, and the subject series title was usually dispensed with. As a result, two very different lists were drawn up in terms of their degree of resolution. In the Federal Archives, these directories served for a long time as exclusive finding aids. This meant that the division into two parts, R 43 I (Old Reich Chancellery) and R 43 II (New Reich Chancellery), was retained. The consecutive numbering carried out in Waddon Hall also remained unchanged, since the files had already frequently been quoted in scientific publications afterwards. For conservation reasons, however, the documents stored in standing files and folders had to be transferred to archive folders; as a rule, two or three or sometimes more volumes were formed from the contents of one folder. This was necessary in order to separate files from various subject series that had been united in the Reich Chancellery and to form handy, not too extensive volumes. The volumes formed from the documents of a standing file, however, retained its serial number and were distinguished by the addition of letters (a, b, c, etc.). Within the volumes, the delimitation of the processes from each other, which had previously been recognizable by filing them in hanging binders, was marked by the insertion of separator sheets. On the other hand it turned out that 84 volumes from R 43 I and 205 volumes from R 43 II could not be separated and destroyed. The largest part (125 volumes) concerned the administration of the Aid Fund and the Disposition Fund of the Reich Chancellor; it consisted of individual files on the acceptance and use of donations from private sources, on the granting or refusal of support, other donations or gifts of honour to private individuals, associations and federations in emergencies, birthdays, anniversaries, events and on the occasion of the assumption of honorary sponsorships by the Reich Chancellor. The corresponding activity of the Reich Chancellery is already documented by several series in the groups "Reich Chancellor" and "Welfare" as well as by a number of files of the minister's office. The second largest group of documents collected (about 120 volumes) were files of the service administration. They mainly contained cash documents, invoices and receipts, company offers, correspondence with individual companies about deliveries and services for the Reich Chancellery as well as irrelevant documents about various house matters. The rest of the non-archival material consisted of volumes with multiple traditions and collections of official printed matter, in a few cases volumes containing only individual transmission letters. Finally, 44 volumes with documents of foreign provenances were removed from the holdings and assigned to other holdings, in some cases also to places outside the house. The majority of the documents are from the Community of Student Associations, which Reichsminister Dr. Lammers managed and whose business he had led through his office. Details are given in the Annex. The maps and plans, which were taken from the files for conservation reasons, were combined in the map archive to an independent group "Plan R 43 II". These are in particular planning breaks for the new building from the years 1943 ff. They are indexed by a separate index. The holdings of the Central State Archives (07.01) and the Federal Archives (R 43) were merged into holdings R 43 following the merger of the two archives in 1990. For the files of the Reich Chancellery from the years 1919 to 1945, a publication index was available since 1984, which also takes into account the files of this epoch kept in the Central State Archives until 1990. The draft of a "Budget for the Imperial Chancellor and his Central Office for the Budget Year 1878/79" provided funds for the salaries of a speaking council, an expediting secretary, a clerical secretary and a clerical servant. The new authority was to take its seat in the former Palais Radziwill in Wilhelmstraße 77; the Imperial Chancellor was also to move into an official residence there. Bismarck requested with Immediatbericht of 16 May 1878 from Wilhelm I. the permission for the constitution of the new office, which should be called Reich Chancellery, because this designation might correspond "most exactly to the position and the tasks of the same". Christoph von Tiedemann, who had been Bismarck's closest collaborator since 1876 and was therefore familiar with the habits of the Reich Chancellor to the best of his ability, became head of the Reich Chancellery. Under his leadership, the Reich Chancellery actually developed into a political relay station in the centre of the political decision-making structure, whose function was also recognised by the State Secretaries of the Reich Offices. Under constitutional law, the Reich Chancellery was never more than the office of the Reich Chancellor, which "had to mediate the official dealings of the latter with the heads of the individual departments". The office character is expressed not least in the official rank of the head of the Reich Chancellery and the very limited staff until the end of the imperial era. It was not until 1907 that the head of the Reich Chancellery was elevated to the rank of Undersecretary of State and thus placed on an equal footing with the senior officials of the Reich Offices. Although the number of employees grew from originally four in 1878 to 19 in 1908 and continued to rise to 25 in 1918 due to the requirements of the First World War, the Reich Chancellery never even came close to the number of staff of a Reich Office. The private and representative affairs of the Reich Chancellor were handled by the special office of the Reich Chancellor, which continued to reside in the Foreign Office even after the establishment of the Reich Chancellery. With the beginning of the First World War, a joint branch office of the Reich Chancellery and the Foreign Office was established at the Great Headquarters under the name "Formation Reichskanzler und Auswärtiges Amt". This branch existed until the end of the war. A permanent representative was here to represent the interests of the Reich Chancellor when he was in Berlin. In the Reich Chancellery, on the other hand, the Undersecretary of State ran the business if the Reich Chancellor was in the headquarters. In February 1917 a permanent representative of the Reich Chancellor was installed at the Supreme Army Command in order to get a better grip on the continuing disagreements between Reich Chancellor Theobald von Bethmann Hollweg and the 3rd Supreme Army Command under Paul von Hindenburg and Erich Ludendorff. His task was to keep the Supreme Army Command constantly informed about the policy of the Reich Administration. With the forced abdication of Emperor Wilhelm II and the resignation of Reich Chancellor Max von Baden, business was transferred to the Council of People's Representatives on 11 Nov. 1918, which temporarily exercised the function of an imperial government until the government of Philipp Scheidemann took office on 19 February 1919. From 9 November 1918 to 3 March 1919, the head of the Reich Chancellery was the journalist Curt Baake. After the Weimar parliamentary democracy was established, the position of the Reich Chancellor also changed, as did that of the Reich Chancellery. While the Imperial Chancellor was no longer the only Imperial Minister, as he was in the Empire, he, as Chairman of the Imperial Government, determined the political guidelines in accordance with Articles 55 and 56 of the Imperial Constitution, through which he was able to exert a decisive influence on the fate of the Empire. His authority to issue directives was, of course, restricted by constitutional law and political practice to a considerable extent, for it had to be brought into line politically with the powers of other organs provided for in the Reich Constitution. These were less the Reichsrat, which as a permanent conference of delegates of the state governments had only limited powers in the field of legislation and administration and whose significance cannot be compared with that of the Bundesrat of the Kaiserreich, than the other two constitutional organs: Reichstag and Reichspräsident. With the change of the position of the Reich Chancellor in the Weimar Republic, the tasks of the Reich Chancellery also increased. The Reich Chancellery remained, as in the imperial period, the office of the Reich Chancellor for his dealings with the constitutional organs, now the Reich President, the Reichstag, the Reich Council and the individual Reich Ministers. The State Secretary in the Reich Chancellery took part in the cabinet meetings, informed the Reich Chancellor about the current fundamental issues of politics as a whole, accompanied him at all important conferences in Germany and abroad, observed the formation of opinion in parliament, the press, coordinated legislative work with the Reich parties on his behalf, and gave a lecture to the Reich Chancellor himself. The Reich Chancellery was also represented by a member in the above-mentioned intergroup meetings, in which the most important decisions of the Cabinet were discussed in advance with the party and parliamentary group leaders. She made sure that, despite the constant tensions in the constantly changing coalitions, the objective work of the Reich's departments continued. he preparation of the collegiate decisions and the reliable monitoring of their implementation, two of the Reich Chancellery's main tasks, was of particular importance in this respect. The necessary consequence of these increased tasks was an increase in the number of departments in the Reich Chancellery from three (as of 1910) to eight (as of 1927) and in the number of civil servants from 20 before the outbreak of the First World War. Formally, the Reich Chancellery had various offices attached to it, which were either directly subordinated to it, such as the Reich Headquarters for Homeland Service, or under the direct control of the Reich Chancellor. When, after the death of the Reich President von Hindenburg, the Reich Chancellor took over the powers and rights of the head of state of the German Reich by the Law of August 1, 1934 - including the supreme command of the Wehrmacht - and thus united the office of Reich President with the office of Reich Chancellor in his person, this also had an effect on his relationship with the Reich government. As head of state, Hitler had the right to appoint and dismiss the Reich Ministers without having to wait for the proposal of the Reich Chancellor, as the Reich President had done. The Reichsminister were therefore completely dependent on him. According to the Reich Law of 16 October 1934 on the Oath of the Reich Ministers and Members of the State Governments, the formula of which was later also incorporated into the German Civil Servants Law of 26 January 1937, they were obliged to loyalty and obedience to him. The Führer principle of the NSDAP now also applied to the Reich government, whose members the "Führer und Reichskanzler," as Hitler was called after the decree to the Reich Minister of the Interior of August 2, 1934, only had to advise in inner-German dealings, but were now also legally obliged to submit to his will in case of a dissenting opinion. This meant that the Reichskabinett was no longer a decision-making body in which the Reich Chancellor could possibly have been majorized, but rather a "Führerrat", which only had to advise the head of government. It was planned to also fix this changed position of the Reich Chancellor vis-à-vis the Reich government in law, an intention which, at Hitler's request, was postponed in the cabinet meeting of 26 January 1937, particularly with regard to foreign countries, until the creation of a new Basic Law. The above-mentioned concentration of state tasks on the Führer and Reich Chancellor naturally also had an effect on the responsibilities of the Reich Chancellery. Thus, for example, the Enabling Act already brought about a certain increase in tasks for them, because the laws passed by the Reich government were no longer to be drawn up and promulgated by the Reich President, but by the Reich Chancellor, and the fewest laws were still passed in the ordinary legislative process, through the Reichstag, but went the second legislative process described above, or were passed as Führer decrees or ordinances - without the participation of the Cabinet. The strengthened position of the head of the Reich Chancellery was conspicuous externally in the fact that the documents of government laws signed by Hitler and co-signed by the participating Reich Minister now always also bore the co-signature of the Reich Minister and head of the Reich Chancellery, who thus assumed responsibility for the proper course of the legislative process. After the establishment of the Council of Ministers for the Defence of the Reich at the end of August 1939, the signature of the Chairman of the Council of Ministers for the Defence of the Reich was also necessary in second place behind that of Hitler. In addition, the head of the Reich Chancellery also signed all the Führer decrees with legislative content and, if necessary - which never occurred - the Reichstag laws and the laws enacted on the basis of the "Volksgesetzgebung" (People's Legislation). The increasing workload of Hitler, who in addition to the powers of the Reich Chancellor and the Reich President also exercised supreme command over the Wehrmacht, meant that the cabinet meetings gradually ceased. In addition, the Reich Chancellor, who could no longer be informed by the Reich Ministers united in the cabinet about the completion of individual tasks in the departments, was increasingly dependent on information from the head of the Reich Chancellery. The task of selecting from the wealth of information supplied and processed those suitable for presentation to the Reich Chancellor and of deciding whether Hitler's intervention in certain matters appeared necessary was therefore the responsibility of the head of the Reich Chancellery, who granted him another key position in the leadership apparatus of the state civilian sector. The Reichsminister also had the opportunity to give individual lectures directly to the Reich Chancellor. But Hitler also made less and less use of this, so that the head of the Reich Chancellery practically advised him alone, which strengthened his position vis-à-vis the specialist ministers, who tried in vain to reach certain agreements among themselves through private meetings, especially towards the end of the war. The office of the Reich President, renamed "Präsidialkanzlei" and renamed "Präsidialkanzlei des Führers und Reichskanzlers" by decree of the Führer and Reich Chancellor of 1 December 1937, remained responsible for the handling of all matters concerning the head of state even after the merger of the offices of the Reich President and the Reich Chancellor.B. the preparation of ceremonial receptions of foreign heads of state, princes and statesmen, the receipt of letters of attestation and recall from foreign diplomats, congratulations and condolences from the head of state, the processing of petitions in matters of grace and the entire title and religious order system. On the other hand, the political affairs in which, in addition to the decision of the Reich government, the decision of the head of the Reich was also necessary, were now taken care of by the Reich Chancellery, as was the preparation of political decisions, which up to then had to be made by the head of state, such as the enactment of organizational decrees, which were now the sole responsibility of the Reich Chancellery. Although the documents of appointment and dismissal for the higher Reich officials were still to be submitted to Hitler for execution by the office of the head of state, i.e. now by the head of the presidential chancellery, the responsible ministers and the Reich Chancellery were responsible for the factual and political preparation. Inventory description: Inventory history The day after the Reich Chancellery was established, on 19 May 1878, the expediting secretary in the Foreign Office, Hans Rudolf Sachse, who shortly afterwards began his service as a registrar in the new Reich authority, presented the draft of a registry order for the Reich Chancellery to the lecturing council of Tiedemann. His "basic features for the book and file keeping at the Reich Chancellery" were obviously based on the experience of the Foreign Office's records administration. The records were initially stored loosely in shelves in the registry, probably lying from the outset in the provided and already inscribed file covers. If a file unit had reached a thickness of 2 - 3 cm, it was provided with a linen back and another dust jacket and formed into a tape by means of thread stitching. This organisation of written records proved to be sufficient and practicable for a long series of years. With the gradual further development of the functions and activities of the Reich Chancellery, and as a result of the development of constitutional law and administrative organization in the Reich and in the federal states, however, it had to appear in need of change over time. At the turn of the century it was therefore decided to introduce a more differentiated file system, which came into force on 1 January 1900. The state's new beginning on 13 February 1919, the day on which Cabinet Scheidemann took office, brought a continuous cut in the registry of the Reich Chancellery. The entire file inventory was transferred to the old filing system and new files were created. The 30th of January meant a noticeable, but not sharp cut in the records administration of the Reich Chancellery. In order to start a new filing layer on this day, numerous files were removed from the current filing system, stapled and repositioned in the old filing system. They were replaced by new volumes. However, this only happened if the running band was filled to some extent anyway; if this was not the case, it was continued. In any case, the band counting began again with the number 1, although the series from the Weimar period continued seamlessly. The file structure, however, was left unchanged, and thread-stitching generally remained the same; standing files were used for the first time only for newly created series. In addition to the files kept in the registry, other records were also handed down by the fact that the Reich Chancellors and senior officials of the Reich Chancellery did not have handwritten records, personal papers, and a large part of their private correspondence filed in the registry, but as a rule kept them in their offices. It was not uncommon for such documents to be taken along when leaving office. Thus the estates of the Reich Chancellors Hohenlohe-Schillingsfürst, Bülow, Hertling and Luther as well as of the chiefs of the Reich Chancellery Rottenburg and Pünder, which are kept in the Federal Archives, almost regularly contain official or semi-official documents in addition to private records, which have arisen from the exercise of official functions. The fact that the files of the Lammers Minister's Office have remained in the inventory is a consequence of their joint outsourcing with the inventory towards the end of the Second World War. In other cases, files of Reich Chancellors and senior officials with material on specific issues, with documents for conferences, meetings, etc., were handed over to the registry for safekeeping as soon as they were no longer needed and assigned to the relevant subject series as supplements. As a result, such hand files are scattered over the inventory, e.g. the hand files for the series "Execution of the Peace Treaty, Reparations" in the group "Foreign Affairs". The secret files of the Reich Chancellery formed another complex of documents separate from the registry holdings, the content, scope and structure of which unfortunately are not known in detail. According to the information available in the Federal Archives, they were probably burned before the end of the war by members of the Reich Chancellery in accordance with the decree of the Reich Minister of the Interior to the Reich Defence Commissioners of 12 October 1944 concerning "Behaviour of the Authorities in the Event of Enemy Occupation"[85] Individual fragments of secret files, which probably accidentally escaped annihilation and were in the inventory, were listed in the present find book at the end of the section "Files of the Minister's Office". In Potsdam, with a few exceptions, there are those old files of the Reich Chancellery from the period 1878 - 1919 which had been removed from the current registry in mid-February 1919 and deposited in an old file file. The Reichsarchiv had only been able to take it over in 1937 or 1938, after earlier efforts in vain. Only the old files of the service administration, including the personnel files, remained in the Authority. During the Second World War, the holdings of the Reich Archives, together with other archival materials, were moved to the Staßfurt salt mine near Magdeburg, where they fell into the hands of the Red Army in 1945. It was taken to the Soviet Union and 10 years later, in July 1955, handed over to the German Central Archive (renamed the "Central State Archive of the GDR" in 1973) in Potsdam. There it formed the inventory 07. 01. The inventory division into four departments was retained. In addition to the former Reichsarchiv holdings, the Central State Archives also kept about 800 individual records of the registry from the years 1933 - 1945, which were presumably found in the Wilhelmstraße office building. The majority of the Reichskanzleiakten from the years 1919 - 1945 as well as the old files of the office administration had been in Berlin only until the last phase of the war. As the situation in and around Berlin worsened, they were relocated to southern Germany, where they were confiscated by American troops in 1945. Via the Ministerial Collecting Center in Hessisch-Lichtenau and Fürstenhagen near Kassel, the central collection point for all material found by the Americans in their occupation zone[90], they reached the Berlin Documents Unit at the beginning of 1946. Here they - like other German files stored there - were evaluated for investigations against leading personalities from the state, the party and other areas of public life in preparation for war crimes trials. During the Berlin blockade in the summer of 1948, the files united in the Documents Unit were transferred to Whaddon Hall near Bletchley in the southern English county of Buckinghamshire. The files of the Reich Chancellery were stored there until 1958 and were provisionally arranged, recorded and selected for filming. In addition to the tradition of the Federal Foreign Office, which is primarily relevant, they also served as the basis for the edition of files on German foreign policy, which was initially edited exclusively by Anglo-Saxon and French historians. These files finally reached the Federal Archives in two transports in December 1958 and January 1959, a remainder at the end of April 1959. Here they form the listed holdings R 43 I, II. Archivische Bearbeitung During the provisional arrangement and indexing of the files of the Reich Chancellery from the years 1919 - 1945 in Whaddon Hall, the editors proceeded from two partial holdings. One of them essentially covered the tradition of the Weimar period, the other mainly the files from the period after 30 January 1933; they were briefly referred to as the "Old" and "New" Reich Chancelleries. As mentioned above, this division had already taken place in January/February 1933 in the Reich Chancellery and had been maintained during the relocation of the files during the war and after their confiscation. In the course of the processing, it was refrained from restoring the consistent arrangement of the file groups in both partial holdings, e.g. according to the alphabet of the group titles as they had existed in the registry of the Reich Chancellery. Only the registry connections within the groups that were presumably largely lost due to frequent relocations of the holdings were taken into account, whereby errors and mistakes were often made due to a lack of familiarity with the registry relationships and the file management of the Reich Chancellery. Nevertheless, it was possible to restore the mass of files to their original order with the help of the old signatures and tape numbers. Less satisfactorily, the classification of the not insignificant remnant of the tradition was resolved, which consisted of files of the minister's office, hand files of officials, secret file fragments, volumes with collections of circulars, circulars and press cuttings, registration aids, etc. Materials of this kind came to various places, especially at the end of both parts of the stock. In each part of the collection, the volumes were numbered consecutively. The distortion was also differentiated between the two partial stocks. The sequential number, the old signature and the runtime were included as formal specifications. In order to identify the contents of the file, the serial title was taken from the inscription of the file as the subject of the thread-stitched volumes, i.e. above all the files of the older part. In the case of standing folders, on the other hand, the titles of the individual transactions were entered in the list, as far as Rotuli was available with the corresponding information, and the subject series title was usually dispensed with. As a result, two very different lists were drawn up in terms of their degree of resolution. In the Federal Archives, these directories served for a long time as exclusive finding aids. This meant that the division into two parts, R 43 I (Old Reich Chancellery) and R 43 II (New Reich Chancellery), was retained. The consecutive numbering carried out in Waddon Hall also remained unchanged, since the files had already frequently been quoted in scientific publications afterwards. For conservation reasons, however, the documents stored in standing files and folders had to be transferred to archive folders; as a rule, two or three or sometimes more volumes were formed from the contents of one folder. This was necessary in order to separate files from various subject series that had been united in the Reich Chancellery and to form handy, not too extensive volumes. The volumes formed from the documents of a standing file, however, retained its serial number and were distinguished by the addition of letters (a, b, c, etc.). Within the volumes, the delimitation of the processes from each other, which had previously been recognizable by filing them in hanging binders, was marked by the insertion of separator sheets. On the other hand it turned out that 84 volumes from R 43 I and 205 volumes from R 43 II could not be separated and destroyed. The largest part (125 volumes) concerned the administration of the Aid Fund and the Disposition Fund of the Reich Chancellor; it consisted of individual files on the acceptance and use of donations from private sources, on the granting or refusal of support, other donations or gifts of honour to private individuals, associations and federations in emergencies, birthdays, anniversaries, events and on the occasion of the assumption of honorary sponsorships by the Reich Chancellor. The corresponding activity of the Reich Chancellery is already documented by several series in the groups "Reich Chancellor" and "Welfare" as well as by a number of files of the minister's office. The second largest group of documents collected (about 120 volumes) were files of the service administration. They mainly contained cash documents, invoices and receipts, company offers, correspondence with individual companies about deliveries and services for the Reich Chancellery as well as irrelevant documents about various house matters. The rest of the non-archival material consisted of volumes with multiple traditions and collections of official printed matter, in a few cases volumes containing only individual transmission letters. Finally, 44 volumes with documents of foreign provenances were removed from the holdings and assigned to other holdings, in some cases also to places outside the house. The majority of the documents are from the Community of Student Associations, which Reichsminister Dr. Lammers managed and whose business he had led through his office. Details are given in the Annex. The maps and plans, which were taken from the files for conservation reasons, were combined in the map archive to an independent group "Plan R 43 II". These are in particular planning breaks for the new building from the years 1943 ff. They are indexed by a separate index. The holdings of the Central State Archives (07.01) and the Federal Archives (R 43) were merged into holdings R 43 following the merger of the two archives in 1990. For the files of the Reich Chancellery from the years 1919 to 1945, a publication index was available since 1984, which also takes into account the files of this epoch kept in the Central State Archives until 1990. For the files of the "Old Reich Chancellery" (1878-1919), the Central State Archives had a finding aid book that had already been compiled in the Reich Archives. In addition to the files of the "old" Reich Chancellery from the years 1878 - 1918 described since January 2005 with an online find book (editor: Mr. Hollmann), those of the so-called "new" Reich Chancellery for the years 1919 - 1945 were also added in September 2006 (editor: Simone Walther). Because of the recording of the approx. 10,000 archive units in three different signature systems or partial inventories at that time, there were some database-technical peculiarities to consider. A re-signing of the microfilmed files for easier integration as closed holdings in the database of the Federal Archives was out of the question for various archival reasons. The units of description (files) identified with various text programs in the 1984 Publication Findbuch were imported into the database using a retroco-version procedure. Three so-called partial or secondary stocks were created, which differ from each other by their signature system. In the earlier distortion, the editors formed tape series or series that very often consisted of two or three of the "partial stocks". In the database, however, it is technically not possible to create such a tape or series across all stocks. The presentation of the series and volume series in the now available online finding aid required the relatively time-consuming "manual" merging of the various parts of a volume sequence in the cross-folder classification scheme (classification). In such a volume series, the volume sequence title appears repeatedly within the volume sequence before the volume or the volumes from another "partial stock". Since the creation of series, partly with additional subordinate volume sequences from different partial stocks, was just as impossible to implement, the corresponding information was partly recorded in supplementary classification points. As a rule, however, the structure handed down in the Publication Findbuch has been retained and the units of description have been classified according to their order. In the course of the processing, the signatures displayed incorrectly or incompletely in the printed finding aids could be corrected. A revision of the directory data according to the now valid archive rules did not seem to be necessary due to the very high effort involved. Minor corrections were made to the titles. Dates in titles that did not belong directly to the title were moved from there to the differentiated runtime field. Citation style: BArch, R 43/...

Find aids: delivery list (internal) registry formers: The Landes-Heil- und Pflege-Anstalt Bernburg was opened on 1 October 1875 after a construction period of two years. First director was Dr. Moritz Fränkel. One year later she was placed under the command of the Landarmendirektion. Initially, the institution was able to admit 132 patients. The number of patients increased in the following decades and reached a peak of 424 in 1914. 19 male and female nurses were employed to look after the sick, their positions being occupied by deaconesses from Neuendettelsau and from 1885 from the Oberlinhaus in Nowawes near Potsdam. In 1882, an agricultural "colony" was attached to the institution for the purpose of occupational therapy. During the National Socialist era, part of the institution was separated and used as a "euthanasia" institution. More than 14000 people died in their gas chambers in the years 1940-1943 within the framework of the "Aktion T4" and the "Sonderbehandlung 14 f 13". In 1942 the hospital was renamed several times under the auspices of the state - "Anhaltische Nervenklinik", "Nervenklinik Bernburg", "Bezirkskrankenhaus für Psychiatrie und Neurologie" and "Landeskrankenhaus Bernburg" - before the "Salus gGmbH" took over the hospital in 2000. Inventory information: Irrespective of the changes in naming and social conditions, the collection reflects the period from the establishment of the Landes-Heil- und Pflegeanstalt Bernburg in 1875 to the 1970s of the 20th century. In terms of content, the Bernburger Anstalt has almost exclusively handed down patient-related medical records, some of which were also available after 1945 separately for diseases. No files from the hospital administration have been transferred to the state archives. The so-called euthanasia patient files are kept in the Federal Archives in the inventory of the Führer's Chancellery, Hauptamt IIb - R 179. The files were taken over in the years 1999, 2000 and 2010-2015. Of the offered medical files, the years up to 1949 were taken over completely and only a small selection of the other patient-related files were taken over into the archive. For almost all of the transferred files, directories had been created by the hospital on which, arranged according to diseases and the respective year of departure of the patient, the personal data of the patient are contained. Since 1239 she held the hereditary office of the chamberlain of Worms; this was later associated with economic-financial privileges in Worms, court rights and the Jewish Court in Worms. Since the 14th century, the family has succeeded in expanding various ownership complexes between Niederelsass and Hunsrück, with a focus on Wormsgau. This also includes the expansion of power in the towns of Herrnsheim and Abenheim, which began in the 14th century, through the acquisition of feudal rights and property (2). The dominion complex with Herrnsheim and Abenheim was predominantly surrounded by Electoral Palatinate territory. Around 1460 a castle was erected in Herrnsheim (castle) and a surrounding wall was built around the village; between 1470 and 1492 a chapel of the local parish church of St. Peter was converted into a burial place, which has led to the development of the situation of a small residential town in Herrnsheim, which can still be seen today from the buildings and the townscape. Today's Herrnsheim Castle, owned by the town of Worms since 1958, was built together with the important English landscape garden in two construction phases from 1808 to 1814 and from 1820 to 1824. The dominion of Dalberg is a typical middle imperial knighthood territory. Since the late Middle Ages, the Dalberg dynasty had provided the fiefdoms of the Electorate of Mainz and Palatinate and held important ecclesiastical offices, including the bishop of Worms, Johann von Dalberg (1445-1503). The family split into different lines and branches. Outstanding persons for whom the collection contains material are Carl Theodor von Dalberg (1744-1817, Elector of Mainz, Grand Duke of Frankfurt); Wolfgang Heribert von Dalberg (1750-1806, Minister of State in Mannheim, Director of the National Theatre); Johann Friedrich Hugo von Dalberg (1760-1812, bishop and humanist); Emmerich Joseph Duc de Dalberg (1773-1833, diplomat and politician). In 1883 John Dalberg-Acton sold Herrnsheim Castle with all its interior and the park from his family's estate to Cornelius Wilhelm Heyl (Cornelius Wilhelm Freiherr von Heyl zu Herrnsheim), a leather industrialist from Worms, due to financial shortages (3). Thus also the library stored there and the documents and files of the Herrnsheimer Dalberg Archive of the previous owners were transferred to the buyer. After the death of his father in 1923, D. Dr. jur. Cornelius Freiherr Heyl zu Herrnsheim took over the castle, which he officially moved into in April 1929 (4). In the years of the Second World War the documents were relocated several times for safety reasons and probably suffered incomprehensible, but rather smaller losses (5). Until it was converted into an apartment, the Dalberg Archive was housed in a special archive room locked with an iron door in the castle, then in the library in the tower room on the first floor. When Siegfried Freiherr von Heyl zu Herrnsheim, son of D. Dr. jur. Cornelius Frhr. Heyl zu Herrnsheim, sold the castle to the city of Worms in July 1958 (6), the documents, files and official books of the Dalberg archive kept in boxes and bundles were not part of the sale. However, it was to be left on loan to the town on the basis of an agreement with the community of heirs (in autumn 1959) and an inventory was to be taken before a corresponding contract was concluded (7). This work was done by Carl J. H. Villinger (8), who handed over his summary list with the disaggregation to Dr. Georg Illert on 3.7.1964 (9). The draft of the loan contract was completed to the satisfaction of both parties at the end of 1965, so that there was nothing to prevent it from being concluded the following year. On 19 July 1966, lawyer H. Ramge, in his capacity as joint executor of the will, surprisingly approached the city with the offer that it could purchase the Dalberg Archive and the library holdings of Herrnsheim Palace from the estate of D. Dr. jur. Cornelius Freiherr Heyl zu Herrnsheim (10). With the support of the Landesarchivverwaltung Koblenz, which prepared an expert opinion on the basis of Villinger's list, the value was determined and one year later - in July 1967 - the documents were sold to the city. Thus, the Dalberg Archive, which according to the decree of the Prime Minister of Rhineland-Palatinate of 13.7.1961 had been entered into the state register of nationally valuable archives, could remain in Worms as a closed collection (11). A more detailed inventory should then be made, which was completed before the archive was moved to the city archive for security reasons. Villinger had compiled a detailed list of the contents of the 39 archive boxes, the qualitative condition of which was indicated from good to partly very poor, and of the remaining archive documents (12). On the basis of this list of Villingers, the lack of various documents and files as well as individual letters from correspondence series and gaps in official book series could be ascertained (13). In 1980 Siegfried Freiherr Heyl zu Herrnsheim handed over 14 sealed parchment documents and in 1985 his daughter, Mrs. Cornelia von Bodenhausen, another 72, partly decorative documents from the former possession of the treasurers of Worms Freiherr von Dalberg to the Foundation Kunsthaus Heylshof (14). The documents kept there were examined with the consent of the then Chairman of the Board of Trustees, Frhr. Ludwig von Heyl, as part of the project for the Dalberg Regestensammlung under the auspices of Hess. Staatsarchivs Darmstadt microfilmed in Darmstadt in 1985 and included in the Regestenwerk (15). The further written material lying in the Heylshof such as files, correspondence etc. could be taken into account in the preparation of the present repertory (16). Some files, which were offered at an auction in Heidelberg in 1984, could be bought with the support of the Altertumsverein Worms (17). Also in 1994, with the financial support of the Kulturfonds der Wormser Wirtschaft, the city was able to acquire 23 official and accounting books from private sources, which were added to the collection. With the help of this material, gaps in existing series could be closed again. Among these acquisitions was also the inventory "Verzeichnis der Urkunden, Schriftstücke etc. des Kämmerer-Dalbergarchivs Schloß Herrnsheim...", compiled in 1919 by Heyl's librarian and archivist Wilhelm Graf, in which he [until then] had only recorded the documents (18). For the use and recording of the Dept. 159 This inventory, Dept. 159, comprises the Herrnsheimer Dalberg Archive (files and official books), which, together with the other inventories, Dept. 159-U Herrnsheimer Dalberg Archive (documents) and Dept. 159-P Dalberg Plan Collection, comprises the entire collection of the archive of the chamberlains of Worms Freiherr von Dalberg, formerly kept in the Herrnsheimer Palace. As a complex aristocratic archive within the holdings of the Worms City Archive, it is of supra-regional importance. It reflects the work of a knightly aristocratic family with its lordly function and family ties. After the takeover of the material by the city of Worms in 1967, the directory prepared by C. J. H. Villinger served as a finding aid for years. In the archive, the bundles and official books of No. 1 - No. 428 were numbered consecutively and recorded in a corresponding list. While the documents (No. 1 - No. 323, plus sub-numbers (19)) already registered in 1919 by the Heyl's librarian and archivist Wilhelm Graf in document folders with numbers and title entries were initially easy to use, the files and folders with short titles and box numbers contained in the remaining archive boxes were relatively reliably findable, but only vaguely citable due to missing individual signatures. After in the 1980s the processing of the Dalbergian document holdings in Darmstadt, Worms (Stadtarchiv, Heylshof, Pfarrarchiv Herrnsheim) and in other archives had been implemented under the auspices of the Hessisches Staatsarchiv Darmstadt, a more precise indexing of the files was started as a further project (20). Dr. Jürgen Rainer Wolf of the Hessisches Staatsarchiv Darmstadt processed the documents kept in the other archive boxes of the Worms Dalberg Archive, which were brought to Darmstadt for this purpose. However, only a part of the boxes (21) was opened, and each box was given a number with sub-numbers separated by slashes for the individual pieces contained therein. However, the work did not come to a conclusion. With immediate effect Wolf's finding aid, which also included official book series, had to be used in addition to the directory compiled by Villinger (22). From then on, the use of the holdings was regarded as a particular challenge, especially since there was also a link between the holdings of documents and files. This was because, at the time of the document project, the comprehensive record of documents also included the documents lying dormant in the files, the location of which was then not reliable or only difficult to secure (23). At the beginning of 2011, due to the unsatisfactory usability of the inventory on the one hand and due to the discontinuous and inconsistent depth of distortion on the other hand, the complete new distortion of the file inventory was decided and completed in October 2012. The signatures should not be changed completely, but as many as possible should be preserved and the link with existing old signatures by means of concordance should of course be guaranteed. The titles were recorded directly in the Augias archive program, at the same time the documents were embedded in acid-free archive folders and boxes. "The numbering of the convolutes was retained as signatures and, if necessary, sub-numbers separated by slashes were assigned as soon as the mostly extensive fascicles contained various individual folders. "The official records retained their signatures. "The Wolf's units of description with their signatures (no. 430/1ff - no. 440/1ff) were taken over, sifted through and the existing title recordings were deepened and supplemented on the basis of the newly recorded pieces. "Documents (24) possibly in the files, which were considered in the Dalberger Regesten volumes, were seized with the title admission both over the old signature, and usually with reference to the sequential number in the second volume of the Dalberger Regesten (25). "The further archive boxes not yet taken up by Wolf were continued and listed according to the given pattern, i.e. each further archive box received a new number (No. 442ff (26)) and the individual files, folders etc. preserved therein were provided with sub-numbers, separated by a slash. "The unlisted material found at the end of the inventory was then added with consecutive signatures. "The Dalberg letters purchased on various occasions in the 1970s, mainly letters from Carl Theodor von Dalberg, which had been integrated into the collection at the time, also remained with the new indexing in Dept. 159. " The documents kept at Kunsthaus Heylshof were recorded and selected pieces digitized (27). The digital copies were integrated in the Worms Municipal Archives into the collection of Dept. 159, since the pieces of their provenance can be attributed to the former Herrnsheim Dalberg Archive. In the case of the originals, the signatures of the city archives were noted, while the numbering used in the Heylshof (28) was recorded as an "old signature" in the title recording. This enables targeted access to the originals at Heylshof if required. "Within the scope of the registration work also the files of Dept. 159 N were dissolved (29) and inserted into Dept. 159 (now Dept. 159 No. 852 - No. 884). These are files, correspondence and family papers (mainly on the Petersau donation and the Tascher affair), which obviously also belonged to the Dalberg Archive in the past. These once formed the inventory of Dept. 158 of Dalberg, which must have existed before 1967, about its origin, i.e. (pre-)provenance before transfer into the archive, but no information is available. During the title recording it became apparent that the inventory did not have a coherent structure and that the development of a system would only make sense after completion of the work. The classification was finally drawn up on the basis of the main points of content. The assignment of each individual unit of description to the corresponding classification group then took place in a final work step, after the completion of which a real overview of the contents of the present tradition and its meaning in its entirety could be obtained. Contents The documents that were last kept in the library tower of Herrnsheim Castle before being transferred to the Worms City Archives essentially comprise archival documents relating to the Herrnsheim Dalberg Line. By the marriage (oo 12.1.1771) Wolfgang Heribert von Dalbergs with Elisabetha Augusta nee Ulner von Dieburg (30) as well as by connections of the Dalberger with other families further document and file material was added. The collection of Dept. 159 as part of the Herrnsheimer Dalberg Archive comprises the file and official book tradition, the temporal focus of which clearly lies in the 18th and the first half of the 19th century. The early material (from 1249) is mostly copies of documents. A copy in which a large number of documents were recorded between 1249 and 1469 (31) deserves special mention here. Temporal "runaways" in the 20th century came about through subsequent additions to the holdings. On the one hand, various correspondences and records had been added sporadically at the time of the von Heyl family (32) and on the other hand, in connection with the purchase of Dalberg letters, the corresponding correspondence had been left with the letters (33). The most closed collection within the Dept. 159 is the archive material dating back to Emmerich Joseph von Dalberg (1773-1833). Due to the fact that with him the Herrnsheimer Dalberg line died out in the male tribe, after the death of his father Wolfgang Heribert all administrative matters of the Herrnsheimer line and after the death of his uncle Carl Theodor von Dalberg as his universal heir were incumbent upon him the order and administration of his inheritance including the Regensburg endowment. Furthermore and especially in Dept. 159 there is the diplomatic estate of the Duc de Dalberg with numerous memoirs, correspondence and rich material (targeted collection, own records etc.) on the (foreign) policy of France and other European countries. In addition, its business activities are richly reflected, not least in the activities of the Paravey Bank.

They are incomplete because files added later have not been fully recorded. In addition, only the titles of the files that were printed on the covers were written off, some of them incorrectly read. Contains notes completely missing. The runtime specifications are often incorrect. The list according to subjects and within the subjects according to the serial numbers has the disadvantage that empty space must be left between the subjects. In order to remedy this situation, the files have been listed since 1994 according to archival aspects. Newly found files are incorporated, superfluous files are collected (thrown away). The structure according to subjects is carefully adapted to the actually existing files and the current usage of language. The signatures are assigned according to Numerus currens without taking the compartments into account in order to avoid empty space on the shelves. This distortion, however, will take several years.         Inventory description: Dept. 227 Collection Ertel (Westhofen) Scope: 122 units (= 10 archive cartons = 1.5 m) Duration: 1716 - 1990 To be taken over On 5 February 2013 Mr. Georg-Jakob Ertel from Westhofen handed over two large cartons with documents on the history of the Catholic parish of Westhofen as a deposit to the municipal archive of Worms. With this material, the basis for the Ertel collection was laid in the city archives as an archive collection of Dept. 227, since further later levies are intended. According to Mr. Ertel himself, he had fished the documents out of a large quantity of papers, which - coming from the provenance of the parish of Westhofen - were intended for disposal a few years ago, in order to evaluate the contents of the documents for research purposes. Since an archival processing also seemed to make sense with regard to a further possible scientific use, an agreement was reached between him and the City Archives on the deposit. A handwritten parish chronicle, led by Pastor Geeb/Geb (1803) and continued by Pastor Schott (1857), Mr. Ertel wished to keep it for the time being for provisional processing, a later addition to the collection is intended. Mr. Ertel had already drawn up a list of 33 envelopes and two files in advance, in which almost all the pieces were listed. The numbering of this list was adopted as an old signature in the course of the redrawing. There were now 122 units of description, which comprise 1.5 linear metres in ten archive cartons. The duration ranges from 1716 to 1990; blocking periods had to be set for some files for data protection reasons. The material originates mainly from the 19th and the first half of the 20th century. The two former file folders, for which Mr Ertel had produced his own tables of contents, were dissolved and the documents were transferred to acid-free folders, which were to be preferred for conservation purposes. Several units of description were formed, which are linked by means of old signatures and attached copies of Ertel's folder lists. The classification was created after the indexing on the basis of the main content. In some fascicles, partially damaged file aprons [sheets used rather than aprons] contained references to a previous classification system based on simple numbering; the main subjects used there are essentially also to be found in the present classification. Content The archival documents concern the content of the Catholic parish of Westhofen with its branch parishes of Monzernheim and Blödesheim [today Hochborn]. The classification has created five thematic focal points, which are briefly outlined below. On the one hand, there are numerous ordinances, decrees, communications and circulars on parish administration, which were sent mainly by the higher spiritual authorities to deaneries and parishes, but also by civil authorities. On the other hand, correspondence and other documents are available which directly concern the parish of Westhofen, its administration and the work of the respective pastors and the church council, as well as various statistical information. Correspondence, circulars, etc. from the tenure of Pastor W. Oestreicher provide information about church life during the Nazi era. Church accounts are available on a larger scale, some of which even form a series (1797 - 1806, 1819 - 1825, 1869 - 1872 [without 1871]), and further documents on asset management. In addition there are foundations to the parish, here the Blanck'sche Stiftung is mentioned, to which also material can be found in the estate Kirschbaum (StadtA Wo Abt. 170/46), and above all extensive directories about Mess-Stiftungen in the Catholic church in Westhofen and in the Filialgemeinden. Fascicles that deal with the Haubische Gült and the Arnsteiner or the Duboische Gült in Osthofen in favour of the Westhofener church are to be emphasized (StadtA Wo Abt. 227 Nr. 47, Nr. 48 u. Nr. 119). A further content section deals with building issues of the church and other buildings belonging to the Catholic parish and their furnishings (including inventories). The establishment of the sisters' house in 1902 and the activities of the sisters (sewing school, infant school) are also reflected in the files. Information about the Catholic school can be obtained about the building, as well as about teaching (rather general), about the school assets and various statistical data, furthermore about the establishment of a simultaneous school in Westhofen against the protest of the Catholics. A legal dispute with Jacob Weisheimer, who lived in the immediate vicinity of the schoolyard, is documented in detail (StadtA Wo Abt. 227 Nr. 58; 1838 - 1848). Church life is reflected in various directories of sermons and catecheses held and in books of preaching. In addition, various documents are available on pilgrimages, processions, retreats, confirmation classes and the activities of ecclesiastical associations (e.g. Brotherhood to the Most Holy and Immaculate Heart of Mary [StadtA Wo Abt. 227 Nr. 65]). Important for individuals and individual families was the necessary granting of a dispensary for marriages and the religious upbringing of children from mixed-confessional marriages. Various publications and newspapers or newspaper cuttings were incorporated into the last classification group.         Preface: Johannes Christoph Ferdinand Lippert was born on 07.08.1875 in Sulzbach-Rosenberg as one of six children. In 1906 he married Elisabeth Serr in Germersheim (Palatinate). Hans Lippert was head of the Donauwörth Agricultural Office from 1925 to 1938. During these years he has been extraordinarily involved in the history of his homeland and from 1930 he was chairman of the Historical Association for Donauwörth and the surrounding area. During this time, he mainly took up a wealth of motifs in his Sprengel, which make up the unique value of the so-called Lippert picture collection. In 1938, Lippert resigned from the Gleichschaltung des Historischen Vereins. After his move to Fürth, he worked for many years as a volunteer in the local city archive and in the state archive of Nuremberg (e.g. state archive of Nuremberg, holdings: Reichsstadt Nürnberg, Losungsamt, city accounting records) (friendly note from Mr. Erich Hofgärtner). He lived until his childless death in Fürth (Königswarterstraße 72) and died as a retired Oberregierungsbaurat on 01.08.1961 in Fürth (Jakob-Henle-Straße 1). His will of 10 April 1939 does not contain any dispositions regarding his collection of pictures. The estate file is archived in the Nuremberg State Archives (District Court Fürth VI 843/1961; friendly note from Mrs. Magerla, Nuremberg State Archives). The image collection comprises a total of 2,431 photographs of all types of buildings, including interior and exterior views, mainly from the Donauwörth district. The main holdings of 1884 objects were taken over by the Augsburg State Archives in 1992 (Archivalienzugangsbuch-Nr.: 36/1992) and in 1993 (Archivalienzugangsbuch-Nr.: 14/1993) from the Land- und Universitätsbauamt Augsburg. In addition, the Donauwörth City Archives have a smaller collection of 547 objects, some of which are interlinked with those of the Augsburg State Archives. The photographs kept in the city archives became the property of the Historical Association for Donauwörth and its Surroundings, whose chairman Lippert was until 1938. The Augsburg State Archives took over the collection in 1992 and 1993, which is kept in a specially made wooden cabinet. After an initial review by Dr. Gerhard Hetzer, Bernhard Stadler and Simon Lutz (the latter formerly employed by the Landbauamt Donauwörth), handwritten lists for determining the motifs of the negatives were drawn up in addition to an already existing older list of slides. Mr. Richard Helfrich then numbered the photographs from 1 to 3202 without separating them into different series (narrow, typewritten stickers), with the slides retaining their old numbers, noted in pencil on the originals in one corner. The old parchment bags of the negatives, which are provided with explanatory inscriptions or contain enclosed loose labels, only partially carried older numbers. The numbering was done in view of a security filming in the Herrmann und Kraemer GmbH u. Co KG laboratory in Garmisch-Partenkirchen. Prior to the security filming, Mr. Simon Lutz, in consultation with Dr. Seitz, the official board member, removed the originals numbered by Mr. Helfrich, No. 2366 to 2999, from the picture collection, as they did not belong to it (mainly photographs of persons). In the laboratory, the image collection was divided into two groups for technical reasons: Negatives or Series A (1096 objects) Contains original glass plate negatives (format 13 x 18 cm, 9 x 11.5 cm, 6.5 x 9 cm), original film negatives (6 x 8.5 cm), negative duplicates (10.5 x 14.5 cm) and photographic prints (10.5 x 14.5 cm). Slides or Series B (759 objects) Contains original glass plate slides (format 9 x 12 cm), negative duplicates (10.5 x 14.5 cm) and photo prints (10.5 x 14.5 cm). The negative duplicates and photo prints were placed in a glassine bag in the laboratory with the originals; the bags were labeled with the order number (= order number) in the upper left corner with a black pen. In the Augsburg State Archives, the negative duplicates and photo prints (for submission to users) were separated from the originals by working students and provided with sub-numbers, since the older parchment bags often contained several originals. The trainees created, separately according to the formats of the originals, with typewriter several directories. In 2004, Florian Anton Kofler used the Excel program to record the holdings of the Augsburg State Archives and the Donauwörth City Archives on behalf of the Swabian District. Mr. Kofler also listed some older photo prints from the remaining disordered appendix (negatives on film strips as well as older photo prints) of the picture collection, for which a small series C (so far 29 objects) was formed. Mr. Kofler has kindly left his data records to the Augsburg State Archives, on the basis of which, after importing them into the Faust database program, the following finding aids with registers could be created: - Augsburg State Archives, Donauwörth Land Construction Office, Lippert Picture Collection. This archive stock has been added to the finding aids database. - Donauwörth City Archive, Historical Society, Lippert Picture Collection. This find book is located in the Augsburg State Archives as an external repertory.         The Einsatzstab Reichsleiter Rosenberg (ERR) is one of the largest "robbery organisations" of the "Third Reich". Equipped with the authority to "secure" material in the occupied territories for the fight against the "ideological opponents" of National Socialism, he brought countless books, documents and other cultural assets from the possession of libraries, institutes, archives, private individuals, etc. into his hands in the occupied western and eastern territories; in addition, he was actively involved in art theft. The evaluation of the cultural property to be captured and secured by the ERR was to be carried out by the "Hohe Schule" or the "Institut zur Erforschung der Judenfrage" in Frankfurt, at least as far as research on the "Jewish question" could be useful, to which even "materials" of an incommensurable scope were then directed. The haste with which the "seizures" had to be made within a few years or months in areas often far from the borders of the German Reich, made final decisions about the whereabouts of the captured property, especially in the territory of the Soviet Union, at most theoretically visible; in its mass it remained in the territories cleared by German troops. In addition to the Institute for the Study of the Jewish Question, the East Library and the Central Library of Rosenberg in Berlin were the main places of reception, apparently for material on the "Study of Bolshevism". There were also numerous other recipients, such as the Wehrmacht (for entertainment literature, but also for "military files and archive material" from the occupied Eastern territories, which had to be handed over to the Danzig branch of the Army Archives). The following decrees are the basis for the establishment and mission of the task force: Führererlass of 29.1.1940 concerning the establishment of the "Hohe Schule": The Hohe Schule is to become the central site of National Socialist research, teaching and education. Their construction will take place after the war. However, in order to promote the preparations that have begun, I order Reichsleiter Alfred Rosenberg to continue this preparatory work - especially in the field of research and the establishment of the library. The services of the Party and the State shall give him every assistance in this work. Decree of the chief of the OKW of 4.7.1940 to the commander-in-chief of the army and the commander-in-chief of the Wehrmacht in the Netherlands: Reichsleiter Rosenberg has applied to the Führer: 1. to search the state libraries and archives for writings of value to Germany, 2. to search the chancelleries of the high church authorities and lodges for political actions directed against us, and to confiscate the material in question. The Führer has ordered that this proposal be complied with and that the Secret State Police - supported by archivists of the Reichsleiter Rosenberg - be entrusted with the investigation. Order of the chief of the OKW of 17.9.1940: To the commander-in-chief of the army for the military administration in occupied France In addition to the s.Zt. The Führer has decided, on the basis of the instructions given by the Führer to Reichsleiter Rosenberg to search lodges, libraries and archives in the occupied territories of the West for material of value to Germany and to secure it through the Gestapo: "The conditions before the war in France and before the declaration of war on 1.9.1939 are decisive for the possessions. After this deadline, transfers of ownership to the French Reichsleiter Rosenberg have been completed. State or the like are void and legally ineffective (e.g. Polish and Slovak library in Paris, holdings of the Palais Rothschild and other abandoned Jewish property). Reservations regarding search, seizure and removal to Germany on the basis of such objections shall not be accepted. Reichsleiter Rosenberg or his representative Reichshauptstellenleiter Ebert has clear instructions from the Führer personally regarding the right of access. He is authorised to transport the cultural goods that appear valuable to him to Germany and to secure them here. The Führer has reserved the right to decide on their use. It is requested that the relevant military commanders or services be instructed accordingly. Führer decree of 1.3.1942: Jews, Freemasons and the ideological opponents of National Socialism allied with them are the authors of the present war directed against the Reich. The systematic spiritual combat of these powers is a task necessary for war. I have therefore commissioned Reichsleiter Rosenberg to carry out this task in agreement with the head of the OKW. Its task force for the occupied territories has the right to investigate libraries, archives, lodges and other ideological and cultural institutions of all kinds for corresponding material and to seize it for the ideological tasks of the NSDAP and the later scientific research projects of the high school. The same regulation applies to cultural objects which are in the possession or property of Jews, of stray origin or of origin which cannot be clarified unobjectionably. The implementing regulations for cooperation with the Wehrmacht are issued by the head of the OKW in agreement with Reichsleiter Rosenberg. The necessary measures within the Eastern territories under German administration are taken by Reichsleiter Rosenberg in his capacity as Reich Minister for the Occupied Eastern Territories. For a short time the full name of the office was "Einsatzstab der Dienststellen des Reichsleiters Rosenberg für die besetzten westlichen Gebiete und die Niederlande", then "Einsatzstab Reichsleiter Rosenberg für die besetzten Gebiete". The addition "for the occupied territories" was omitted according to the order of the Joint Staff Committee of 17.11.1944. The headquarters of the Joint Staff Committee was initially Paris. The expansion of the tasks made it necessary to relocate her to Berlin, where she temporarily stayed in the office building at Margarethenstrasse 17. The later office in Berlin, Bismarckstraße 1, was destroyed by an air raid. Organisation and structure: The structure of the ERR consisted in its main features of staff management, main working groups and working groups (set up regionally), occasionally also special detachments, branch offices, etc. The ERR was structured in such a way that it was able to provide a clear overview of the various departments. In addition, there were special staffs which were mainly charged with the "recording of cultural assets", which took place in constant collision with the equal interests of other authorities, such as the Reich Minister for Popular Enlightenment and Propaganda (in France with regard to the recording of musical works, musical manuscripts and instruments by the Special Staff for Music) and the Reichsführer-SS (for example with regard to the recording of prehistory and early history). The organisation and distribution of responsibilities of the staff management were adapted to the respective tasks of the ERR institution, which were constantly expanding until 1943 and have been changing ever since. The constant change of tasks, organisation and personnel conditions became a principle for the large number of the departments themselves active in the "worked" areas, which were also completely dependent on the politico-military and administrative conditions in these areas, caused by the respective military, civil or national administrations, and not least by the perpetual conflicts of competence of the party and imperial authorities touching or fighting each other in their areas of interest and ambitions. The development of the ERR began in France with the institution "Einsatzstab Westen" under the leadership of Kurt von Behr. Soon the "Westen" task force was divided into three independent main working groups: France (Paris), Belgium and Northern France (Brussels), Netherlands (Amsterdam). At the same time, V. Behr was the head of the Western Office, which was responsible for securing furnishings for the occupied eastern territories, the so-called M Action. This office was in itself "detached" to the East Ministry; according to Rosenberg's order of 24.11.1944, it was "taken back" to the task force. In the first half of 1944, both the M campaign and the "art collection campaign" were extended to southern France. Probably related to this is the establishment of the South of France Working Group, which finally set up a branch office in Nice and an external command in Marseilles. From the very beginning of its activity in France, the ERR had not confined itself to securing only material from libraries, archives, etc. for the "ideological struggle". He also began to collect and secure art treasures and thus entered into a certain competition with the actions carried out on behalf of Hitler ("Linz" Führer order) and Göring as well as with the art protection carried out by the military commander. Institutionally, he created a special task force "Fine Arts" (SBK) for this task, to which the collection points for fine arts in the Louvre and Jeu de Paume belonged. The Special Staff was only responsible for securing and inventorying the objects of art; the right of disposal over the objects of art - including those seized by the Office of the West in the course of the M Action and handed over to the Special Staff - had been reserved to the "Führer", a demand that was later extended to all works of art "that were or will be confiscated by German authorities in the territories occupied by German troops". The SBK maintained its activity in France to a certain extent until its dissolution. The struggle for responsibility for seized works of art continued until the end of the war, up to and including issues of relocation to Germany (Führer construction and salvage sites such as Neuschwanstein and Herrenchiemsee, etc.) and ultimately works of art to be seized in Austrian mines (Alt-Aussee). The activities of the Italian working group are described in the report of its leader of 28.8.1944 as follows: "The procurement of material on the activities of ideological opponents will continue to be at the forefront of our work in Italy. In the form of translations, reports and evaluation work, this material is prepared by AG Italy and forwarded to the management. At the beginning of 1941, the ERR extended its activities to the Balkans and further to Greece. A Sonderkommando Greece was formed, which was dissolved in 1941. A Sonderkommando Saloniki is still provable until 1942. ERR services were also established in 1941 in Serbia - Special Staff of the Commanding General and Commander of Serbia, an Agram Liaison Office and a Belgrade Liaison Office for the Yugoslav Territories. Efforts to gain a foothold in Hungary failed apparently because of the resistance or influence of the envoy Dr. Veesenmayer. Later, a main working group for the southeast (Belgrade) can be proved, which was formed with effect from 15 February 1944 from the working group for the southeast, which in turn could have originated from the command "Southeast", proven for 1942, which was transferred from Belgrade to Thessaloniki on 10 July 1942. In Denmark, the ERR established a service in Copenhagen. Any approach to "profitable" activity was soon nullified by Dr. Best, representative of the German Reich in Denmark: "Confiscation in the style of the other occupied territories would never come into question". Immediately after his appointment as Reich Minister for the Occupied Eastern Territories (RMbO), Rosenberg began to direct the initiative of his task force to the eastern territories as well. On April 2, 1941, Rosenberg had already conceived a Führer's order to instruct him "to carry out the same tasks as in the occupied western territories in all the countries occupied or still occupied by the German Wehrmacht within the framework of this war". Until the Führer's order of 1 March 1942 was issued, Rosenberg referred to "the orders issued by the Führer for the West and the tasks carried out in the Western territories by the departments of Art, Archive and Library Protection within the framework of military administration". Rosenberg's guidelines on the protection of cultural assets for "research into the activities of opponents of National Socialism and for National Socialist research" were issued to the Reichskommissariate Ostland and Ukraine on 20.8.1941 and 3.10.1941 respectively. By decree of 27.4.In 1942 Rosenberg finally commissioned the RKO and RKU as the RMbO to once again expressly "commission the ERR for the occupied Eastern territories with the recording and uniform processing of cultural assets, research material and scientific institutions from libraries, museums, etc.", which are found in public, ecclesiastical or private spaces". With the same decree, a central office was founded for the collection and recovery of cultural assets in the occupied Eastern territories. A special department for the collection and recovery of cultural assets was set up at the Reichskommissariaten (Imperial Commissionariats), whose leadership was entrusted to the head of the responsible main working group. For the two Reichskommissariate the main working group Ostland (Riga) with the working groups existed at first: Estonia (Reval), Lithuania (Vilnius), Latvia (Riga), White Ruthenia (Minsk) and the main working group Ukraine (Kiev, later Bialystok). With effect from 1.5.1943 the AG Weißruthenien was elevated to the main working group Mitte. In all HAG areas, in addition to the working groups, mobile staffs, known as "Sonderkommandos" or "Außenstellen", whose activities extended as far as the Crimea and the Caucasus region, worked directly under their command or under the command of the staff. Most of these files are written documents which were last found in the alternative office of the ERR in Ratibor. A part of the staff and the management of the Ostbücherei with large stocks of books were evacuated from Berlin to there. The remains of documents rescued by the members of the HAG Ostland, Ukraine and White Ruthenia were also recorded in Ratibor. The preserved files should come from holdings that were moved from Ratibor to the west. Subsequent additions to the holdings were mainly made by levies from the military archives, by re-enlargements of microfilms from the YIVO Institute, New York, by late recorded files from American repatriation, by three volumes from the dissolved holdings of the Rosenberg offices of the Central State Archives of the GDR (62 Tue 1) and by personal documents from the so-called "NS Archive of the Ministry for State Security of the GDR". The documents preserved at the end of the war and accessible to the Western Allies were used as evidence for the IMT process. The essential components were then left to the Centre de Documentation Juive Contemporaine (CDJC), Paris. ERR documents can also be found today in the National Archives and Records Administration (NARA), Washington, in the YIVO Institute for Jewish Reserch, Washington, and in the Nederlands Instituut voor Oorlogsdocumentatie (NIOD), Amsterdam. Documents from Rosenberg offices also reached archives of the former Soviet Union. An extensive collection (especially the provenance ERR) is kept in the Tsentral`nyi derzhavnyi arhiv vyshchykh orhaniv vlady ta upravlinnia Ukraïny (TsDAVO Ukraïny) in Kiev, further files in the Rossiiskii gosudarstvennyi voennyi arkhiv (RGVA) in Moscow and in the Lithuanian Central State Archives, Vilnius. The Federal Archives, Bildarchiv, holds an extensive collection of photographs from the ERR (holdings Fig. 131). Inventories, directories and transport lists by the ERR of "seized objects" are contained in the holdings of B 323 Treuhandverwaltung von Kulturgut. Archive processing The NS 30 collection is a conglomerate of scattered files and individual documents. In the interest of rapid utilisation, the documents were recorded provisionally without costly evaluation and administrative work. Mrs. Elisabeth Kinder produced the preliminary finding aid book in 1968, from which essential elements of this introduction are taken. The "new entries" were recorded by the undersigned in 2003/2004.         The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.         The Ministry of the Interior, created by the Decree of 10 October 1849, was the supreme head of the internal administration of the Land, insofar as it did not fall within the remit of other ministries or the State Ministry. The Ministry was in charge of the supervision of all local authorities and was entrusted with the management of the sovereign police force and the supervision of all police authorities and institutions. His tasks also included the handling of economic and general agricultural matters, including the regulation of property, farm and day labour relations, transport, association and press matters, the administration of roads and hydraulic engineering as well as social services. In addition, the Ministry's portfolio included citizenship matters, border and electoral matters, as well as civilian administration matters related to the military. Essentially, the business circle of the Ministry remained unchanged until 1945. It was extended in 1875 to include the civil status system. In 1905, the Ministry of Justice, Department of Education, transferred the affairs of the technical and commercial technical and further education school system from the Ministry of Justice to the Ministry of the Interior. During the First World War, the Ministry was responsible for controlling the food supply and the war economy, and after the war it was responsible for civilian demobilization. In 1919 the newly founded Ministry of Agriculture, Domains and Forests (see 5.12-4/2) took over the handling of agricultural matters, including rural labour and ownership, and in 1937 also agricultural water matters. There are gaps in the file tradition. Major losses were caused by the fire in the government building in 1865. At the beginning of 1945, files from 1933 to 1945 were deliberately destroyed in the Ministry. Most of the files of the Department of Social Policy from the period after 1918 were also lost. A.
