          History of the inventor: In 1884 the German Reich took over the protection of the Bremen merchant Franz Adolf Eduard Lüderitz by acquiring land; in 1885 the German administration was established; the German colonial society, founded in 1895, expanded the German sphere of influence; in 1915 the Schutztruppe surrendered to the armed forces of the South African Union and the German administration ended. Inventory description: Inventory history At the end of the 1930s, the Reichsarchiv took over the files of the Colonial Administration of D e u t s c h - S ü d w e s t a f r i k a, in some cases with considerable gaps in their transmission. After the relocation caused by the war, they were transferred to the Central State Archive in Potsdam in 1945. Here, the classification of the holdings into the central administration of Windhoek, the local administrations and the special administrations (justice, police, mining, railways) with their substructures, which had already been carried out in the Reich Archives, was preserved. The few volumes of files kept in the Federal Archives in Koblenz were assigned to the holdings after the reunification of Germany. Archive evaluation and processing In addition to the factual files of the most varied areas and administrative levels, the personnel files of the inspection of the state police as well as the railway administration and railway construction authorities form the most extensive groups of files with about 80 per cent of the transmission. The classification of the stock was carried out largely in accordance with the classification shown in the provisional finding aid, which was based on the registry scheme valid at the time. Only in a few individual cases were volumes assigned to a different classification. The order and titles of the volumes remained essentially unchanged. An index of persons, objects and places has been omitted, so that searches are only possible via the online version of this finding aid book.           The Ministry of the Interior, created by the Decree of 10 October 1849, was the supreme head of the internal administration of the Land, insofar as it did not fall within the remit of other ministries or the State Ministry. The Ministry was in charge of the supervision of all local authorities and was entrusted with the management of the sovereign police force and the supervision of all police authorities and institutions. His tasks also included the handling of economic and general agricultural matters, including the regulation of property, farm and day labour relations, transport, association and press matters, the administration of roads and hydraulic engineering as well as social services. In addition, the Ministry's portfolio included citizenship matters, border and electoral matters, as well as civilian administration matters related to the military. Essentially, the business circle of the Ministry remained unchanged until 1945. It was extended in 1875 to include the civil status system. In 1905, the Ministry of Justice, Department of Education, transferred the affairs of the technical and commercial technical and further education school system from the Ministry of Justice to the Ministry of the Interior. During the First World War, the Ministry was responsible for controlling the food supply and the war economy, and after the war it was responsible for civilian demobilization. In 1919 the newly founded Ministry of Agriculture, Domains and Forests (see 5.12-4/2) took over the handling of agricultural matters, including rural labour and ownership, and in 1937 also agricultural water matters. There are gaps in the file tradition. Major losses were caused by the fire in the government building in 1865. At the beginning of 1945, files from 1933 to 1945 were deliberately destroyed in the Ministry. Most of the files of the Department of Social Policy from the period after 1918 were also lost. A.           1. Behördengeschichte In der Völkerschlacht bei Leipzig (16. - 19. Oktober 1813) fügten die alliierten Truppen, zu denen auch preußische Verbände gehörten, Napoleon eine verheerende Niederlage zu. König Friedrich August I. von Sachsen, ein Verbündeter Napoleons, geriet bei der Erstürmung der Stadt Leipzig in Gefangenschaft und wurde zunächst ins Berliner Stadtschloss, später dann ins Schloss Friedrichsfelde überführt. Die französische Armee, die Dresden nach dem Sieg bei Lützen am 2. Mai 1813 besetzt hatte, kapitulierte am 11. November 1813. Die Verwaltung des Königreich Sachsen sowie des Herzogtums Sachsen-Altenburg und der reußischen und schwarzburgischen Fürstentümer wurde dem Zentralverwaltungsdepartement übertragen. Dessen Leiter, Freiherr Heinrich Friedrich Karl vom und zum Stein, richtete zum 21. Oktober 1813 das Generalgouvernement der verbündeten Mächte im Königreich Sachsen ein. Als Leitungsgremium wurde ein Gouvernementsrat unter dem Vorsitz des am 9. Dezember 1813 ernannten russischen Generals Nikolai Grigorjewitsch Repnin-Wolkonski eingerichtet. Ihm gehörten russische, preußische und sächsische Beamte an, wobei letztere auf die neue Obrigkeit vereidigt wurde. Repnin-Wolkonski stieß eine Reihe von Verwaltungsreformen an. Auch wurde in Dresden eine Industrieschule eingerichtet, in Leipzig eine Chirurgisch-Medizinische Akademie. Die königlichen Kunstsammlungen, die Brühl’schen Terrassen und der Große Garten in Dresden wurden für die Öffentlichkeit geöffnet. Die Frauenkirche wurde restauriert. Zur Fortführung des Kriegs wurden Landwehr und Landsturm errichtet und ein Banner der freiwilligen Sachsen als Freikorps aufgestellt. Dennoch erlebte der partikulare Patriotismus einen Aufschwung, der auch von den fremden Besatzungsmächten nicht übergangen werden konnte. Um Befürchtungen, das Königreich werde aufgelöst, zu begegnen, versprach Repnin noch in seiner gedruckt erschienenen Abschiedsrede: "Sachsen bleibt Sachsen, und seine Gränzen unangetastet. Eine liberale Verfassung wird die Selbständigkeit des Staates und die Wohlfahrt jedes Einzelnen sichern." (I. HA Rep. 172, Nr. 7, Bl. 3 VS). Nach dem Beginn des Wiener Kongresses übergab Repnin-Wolkonski die Leitung des Generalgouvernements am 8. November 1814 dem preußischen Staatsminister Freiherrn Eberhard Friedrich Christoph Ludwig von der Recke und dem Generalmajor Freiherrn Friedrich Wilhelm Leopold von Gaudy (auch Gaudi). Sie führten beide die Amtsbezeichnung des Generalgouverneurs. Aus der Zeit nach dem Übergang von Russland an Preußen stammt die Geschäftsordnung des Generalgouvernements vom 12. Dezember 1814. Sie basiert auf älteren Instruktionen (Leipzig, 25. Okt. 1813; Leipzig 1. Nov. 1813; 8. Nov. 1813; Wien, 25. Okt. 1814), die in der betreffenden Akte jedoch nicht enthalten sind (I. HA Rep. 172, Nr. 15). Die Grundzüge der Geschäftsordnung des Generalgouvernements dürften jedoch in den Jahren 1813 und 1814 unverändert geblieben sein. Das Generalgouvernement umfasste das Generalsekretariat, vier Sektionen bzw. Verwaltungsabteilungen sowie die Zentralsteuerkommission. Daneben bestand noch der Gouvernementsrat als "Vortrags-Versammlung sämtlicher Herren Gouvernements-Räthe". Das Generalsekretariat war die schriftgutführende Stelle innerhalb des Generalgouvernements. Es führte die Journale und beaufsichtige den Geschäftsgang. Darüber hinaus erledigte das Generalsekretariat alle übergeordneten Materien ("Generalia"), die nicht bei den einzelnen Sektionen ressortierten, sowie die Leitung der Höhere Polizei. Die Angelegenheiten der Höheren Polizei waren vom Vortrag im Gouvernementsrat befreit, wurden allein von den Generalgouverneuren entschieden. Bis zum Übergang an Preußen wurde das Generalsekretariat von Staatsrat Freiherrn Andreas von Merian geleitet, danach von Staatsrat Friedrich Wilhelm August Werner von Bülow. Bülow leitete neben Oberst Dietrich von Miltitz und einem Kriegsrat Krüger auch die 1. Sektion des Generalgouvernements. Dieser Sektion oblagen Angelegenheiten der Justiz, der allgemeinen Polizei, des Medizinal- und Armenwesens, der Gemeinden, Körperschaften und öffentlichen Institute sowie der Kirchen und Schulen. Die 2. Sektion kümmerte sich dagegen um die Finanzen, soweit diese nicht in den Bereich der Zentralsteuerkommission fielen. Zuständig waren hier Karl Ferdinand Friese und der Finanzrat Julius Wilhelm von Oppel. In der 3. Sektion regelte Kriegsrat Krüger die Angelegenheit der Militärverpflegung, während die 4. Sektion mit den restlichen Militärangelegenheiten betraut war, sofern diese nicht in den Geschäftsbereich des Generalmilitärkommandos fielen. Generalmajor Carl Adolf von Carlowitz und Major von Brockhusen waren die zuständigen Beamten. Mitglieder der Zentralsteuerkommission waren Kriegsrat Krüger, Rat und Präsident Moritz Haubold von Schönberg und Hofrat Ferber. Die Sektionschefs hatten jeweils zum Monatsende einen Geschäftsbericht zu verfassen, der über die Generalgouverneure an Staatskanzler Fürst von Hardenberg weitergereicht wurde. Was Entscheidungen anging, so hatten die Sektionschefs der 1., 2. und 4. Sektion über alle Angelegenheiten gemeinschaftlich zu befinden. Bei Differenzen entschieden die Generalgouverneure nach Vortrag im Gouvernementsrat. Eine ganze Reihe wichtiger Angelegenheiten konnte generell nur unter Beteiligung der Generalgouverneure entschieden werden. Die Plenarversammlungen fanden montags, mittwochs und sonnabends ab 10 Uhr vormittags statt. Ansonsten waren die Geschäftszeichen zwischen 9 und 13 bzw. 16 und 19 Uhr. Sofern sie nicht im Zuge der Verwaltungsreform umgebildet wurden, bestanden die königlich-sächsischen Zentralbehörden neben dem Generalgouvernement fort. Das Generalgouvernement übte jedoch die Dienstaufsicht über sie aus. Da das Generalgouvernement bis 1814 dem Zentralverwaltungsdepartement, danach dem Preußischen Staatskanzler nachgeordnet, es selbst aber den sächsischen Behörden übergeordnet war, stellte es eine Art Mittelbehörde dar. Die königlich-sächsischen Behörden sanken dagegen zu Provinzialbehörden herab. Mit den Gouvernementskommissaren und den Polizeibüros verfügte das Generalgouvernement darüber hinaus über neu gebildete, nachgeordnete Dienststellen. Nach dem Abschluss des Friedensvertrags zwischen Preußen und Sachsen am 18. Mai 1815 räumte Preußen das Königreich Sachsen, behielt jedoch das gleichnamige Herzogtum. Das Generalgouvernement wurde als Generalgouvernement des Herzogtums Sachsen von Dresden nach Merseburg verlegt. Der sächsische König, der aus der Gefangenschaft nach Dresden zurückkehrte, entließ seine Untertanen im herzoglichen Teil Sachsens mit salbungsvollen Worten aus ihren Verpflichtungen ihm gegenüber: "Ich soll von euch scheiden, und das Band muß getrennt werden, das durch eure treue Anhänglichkeit Mir und Meinem Hause so theuer war, und auf welches seit Jahrhunderten das Glück Meines Hauses und eurer Vor-Eltern sich gründete. Zufolge der den verbündeten Mächten ertheilten Zusage entlasse Ich euch, ihr Unterthanen und Soldaten der von Mir abgetretenen Provinzen eures Eide und eurer Pflichten gegen Mich und Mein Haus, und Ich empfehle euch, treu und gehorsam zu seyn euerm neuen Landesherrn." (I. HA Rep. 172, Bl 84 VS) König Friedrich Wilhelm IV. von Preußen hieß sie mit ebenso salbungsvollen Worten willkommen: "Durch die Schicksale der Völker nunmehr von einem Fürstenhause getrennet, dem Ihr Jahrhunderte lang mit treuer Ergebenheit angehangen, geht Ihr jetzt zu einem andern über, dem Ihr durch die befreundenden Bande der Nachbarschaft, der Sprache, der Sitten, der Religion verwandt seyd. Wenn Ihr Euch mit Schmerz von frühern, Euch werthen Verhältnissen lossagt, so ehre Ich diesen Schmerz, als dem Ernste des deutschen Gemüths geziemend, und als eine Bürgschaft, daß Ihr und Eure Kinder auch Mir und Meinem Hause mit eben solcher Treue fernerhin angehören werdet. [ ] Nur Deutschland hat gewonnen, was Preußen erworben." (I. HA Rep. 172, Nr. 286, Bl. 89 VS) Das Generalgouvernement wurde mit Inkrafttreten der Provinzialverfassung im März 1816 aufgelöst. 2. Bestandsgeschichte Von welcher Behörde die Überlieferung des Generalgouvernements übernommen wurde, ist nicht bekannt, genauso wenig der Zeitpunkt der Übernahme. Noch eine sich unter den Jahresberichten des GStA PK befindende Übersicht über "den Zustand der Reposituren" aus dem Jahre 1872 vermerkt für den Bestand des Generalgouvernements "völlig ungekannt" (GStA PK, I. HA Rep. 178 Nr. 1900, Bl. 160). Der Bestand befand sich zwar im GStA PK, die Vergabe der Repositurnummer und die Bearbeitung des Bestandes war aber noch nicht erfolgt. Erst 1923 wurden die Akten durch Staatsarchivrat Dr. Meyer als Repositur 172 aufgestellt (GStA PK, I. HA Rep. 178 Nr. 1930, Bl. 57’). Nach kriegsbedingter Auslagerung wurde der Bestand im Deutschen Zentralarchiv, Abt. Merseburg auf Karteikarten erschlossen. Ein Findbuch wurde nicht erstellt. 2012 erfolgte die Übertragung der Erschließungsinformationen in die Archivdatenbank.           The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.           History of the authorities: The territorial reorganization of Germany by Napoleon almost doubled the territory of the former margraviate of Baden between 1803 and 1810. In 1803 it was elevated to the status of electorate and in 1806 to that of grand duchy. This made it necessary to restructure and standardize the administrative structures of the administratively heterogeneous state. The organizational edicts issued between 1806 and 1809 divided the Grand Duchy of Baden into 66 provincial and 53 municipal offices. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. The number of district offices in Baden was significantly reduced by mergers and abolitions in the course of the 19th and 20th centuries.Originally, the district offices were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the activities of municipal administrations in their respective districts, but they were also responsible for the police and - until the establishment of their own court organisation in 1857 - the judiciary, in particular civil justice. The Bonndorf office belonged to the Donaukreis, from 1819 to the Seekreis. In 1813, several communities of the dissolved Bettmaringen office were assigned to the Bonndorf district. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts and assigned the administrative district Bonndorf to the Seekreis. In 1864 the four districts were dissolved and the district offices directly subordinated to the Ministry of the Interior. At the same time, the Grand Duchy of Bonndorf was divided into eleven district associations as local self-governing bodies without state responsibilities, with the district of Bonndorf becoming part of the Waldshut district. The district offices and district associations were combined into four state commissioner districts for the purpose of handling state administrative supervision. At their head was a state commissioner with a seat and vote in the Grand Ducal Ministry of the Interior. The district office Bonndorf was assigned to the state commissioner district Konstanz. The Bonndorf district office was abolished in 1924 in the course of simplifying the internal administration and the municipalities were assigned to the districts of Neustadt and Waldshut. Inventory history: Before the beginning of the indexing work, the files of the Meßkirch District Office were distributed among the following holdings:B 692/1, B 692/2, B 692/3, B 692/4, B 692/5, B 692/6, B 692/7, B 692/8, B 692/9, B 692/10, B 692/11 and B 764/1 (Bonndorf official audit). The above stocks were combined to form stock B 692/1 (new). In the process, foreign provenances with a term ending after 1806 and before 1936 were taken and assigned to other holdings of the Freiburg State Archives according to their provenance. Files with a term ending before 1806 were separated and handed over to the General State Archive Karlsruhe for reasons of competence. In justified exceptional cases, e.g. when the proportion of documents originating before 1806 in a file was limited to a few documents, files with a term before 1806 were also included in B 692/1 (new). Notes for use:Concordances in the printed version of the finding aid book for B 692/1 (new) show all presignatures of the individual files. The signature last used in the Freiburg State Archives before the new indexing is found under Presignature 1 and the signature formerly used in the Karlsruhe General State Archives under Presignature 2.           Inventory description: The Commandant Rückwärtiges Armeegebiet (Korück) was established during the mobilization as a command post at the Army Commandos of the Wehrmacht. The Korücks were used as administration of the occupied enemy areas directly between battle zone and rear army areas under the administration of the army groups. At the beginning of the war there were nine Korücks, in the course of the war more Korücks were built as needed. During the war, some Korücks were transformed into supreme commanders. A Korück consisted of 17 officers, 6 civil servants, 18 non-commissioned officers and 38 crews, plus 7 "Hilfswillige. The task was to secure supply routes, supply bases, railway lines, communication links, the most important airports as well as to guard and transport prisoners of war. The Korücks were in charge of the security divisions and regiments, Landesschützen battalions, field and orc commandant posts, units of the field gendarmerie and the secret field police as well as staffs for prison collection points and transit camps (Dulag). The Korücks were distributed as follows during the Polish campaign: In the east: 3rd army (501), 4th army (580), 8th army (530), 10th army (540), 14th army (520), HGr. south (570) in the west: 5th army (560), 1st army (590), 7th army (550) Between 10th and 16.09.1939 the Korücks 581-589 and 591-592 were reassembled.           History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) was above all responsible for the administrative reorganization and modernization of the Grand Duchy. The Organisational Edict of 26 October 1809 divided the Grand Duchy of Baden into 66 sovereign and 53 ranked offices. The offices of the rank were gradually abolished, the last in 1849, after the final renunciation of their sovereign rights by the rank masters. In the case of the provincial district offices and upper offices, mergers and dissolutions within the framework of organisational changes led to a reduction in the total number of administrative structures in 1936/1938 from originally 66 to 27 after the changes ordered in the administrative structures during the National Socialist era. Originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. As a link between local and central authorities, the law of 1863 (amended 1865) installed four state commissionariats, namely Konstanz, Freiburg, Karlsruhe and Mannheim, each of which was headed by a state commissioner with a seat and vote in the ministry. The Constance District Office was assigned to the Sprengel of the Constance State Commissariat. In 1864, the Grand Duchy of Baden was divided into eleven district associations as local self-governing bodies without state tasks, retaining the district offices and state commissionariats as state administrative authorities. The Konstanz district association, based in Konstanz, comprised the state administrative districts of Engen, Konstanz, Meßkirch, Pfullendorf, Radolfzell (abolished in 1872), Stockach and Überlingen. The Kreisverband Konstanz is thus the actual "ancestor" of the Landkreis Konstanz as a local self-governing body. 1924 the name of the executive committee of the district had already been changed to Landrat. By the county regulation of 24 June 1939 the 1864 established county federations were abolished and replaced by counties. In the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. In November 1809, the Grand Duchy of Baden was divided into ten districts named after mountains and rivers, with so-called district directorates as administrative authorities, following the example of France. Order and distortion work: The structure of the general records was largely based on the pre-Fackler registry order from the 19th century. In addition to files without a local reference, general files also include files that have been created for one subject for several municipalities or that concern an entire administrative district (example: district medical office in the administrative district of Lörrach). The local files were structured according to the Baden official registration order of 1905 by H. Fackler (see below), but without the Roman and Arabic numerals used there, whereby the subdivision planned for individual main points was almost always dispensed with due to the small number of file books. The municipalities are listed alphabetically. For each municipality, the respective district is indicated, according to today's status, abbreviated with the identification letters of the motor vehicles, and for municipalities that are no longer independent today, the name of the new municipality is also indicated. The person index contains the names of natural persons as well as the names of professional and lordships, and in the case of files with up to ten sheets of paper, the number of sheets was always mentioned.           The district Bochum was formed in 1817 and in 1884/85, around the counties Gelsenkirchen and Hattingen reduced, it was divided into city and county Bochum. After the district was abolished in 1929, it was assigned to the city districts of Bochum, Witten, Herne and Dortmund. The holdings, which comprised 199 numbers at the time of the new indexing, were transferred to the State Archives in 1888 (116 files). A file was added in 1908. It was not possible to determine where the remaining files came from. By far the largest part of the district registry and the district committee is located in the city archive of Bochum. The serial numbers 153 to 1962 were given to the city of Witten in 1955. Further files of the administrative district are stored in the city archives of Gelsenkirchen and Witten (see old repertory for listings). In the case of the new registration, files 47, 117a, 121a and 128a were found to be missing. The numbers 37 and 96 are not documented.           History of the authorities: As a result of the territorial upheavals in the Napoleonic period, a total of 66 sovereign and 53 rank sovereign offices were created in Baden on the basis of the organisational edict of 26 October 1809. The number of district offices (since 1939: administrative districts) and upper offices was reduced in the course of the time by merging and abolition, so that 1945 in the today's administrative district Freiburg only 16 administrative districts (Donaueschingen, Emmendingen, Freiburg, Kehl, Konstanz, Lahr, Lörrach, Müllheim, Neustadt, Offenburg, Säckingen, Stockach, Überlingen, Villingen, Waldshut, Wolfach) and - since 1939 - two city districts (Freiburg, Konstanz) existed. The organizational edicts issued between 1806 and 1809 divided the Grand Duchy of Baden into 66 provincial and 53 municipal offices. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign.           History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), who introduced an archive system based on the principle of pertinence as early as 1801, which determined the work of the General State Archives as well as the registries of the Baden authorities for a century and continues to this day, it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the reorganization and administrative modernization of the Grand Duchy. Reitzenstein, who had held the office of bailiff of the Rötteln dominion from 1792 to 1795 and was based in Lörrach, is considered to be the real creator of the modern Baden state in the 19th century. The organisational edict of 26 October 1809 divided the Grand Duchy into 66 sovereign and 53 ranked offices. While the latter were gradually abolished until 1849 at the latest, the district offices and the upper offices were reduced in total over time by merging and abolishing them. originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular the civil judiciary.           The collection "Landratsamt Monschau mit der Signatur BR 0036" covers the period between 1816 and 1972 and consists of 433 files arranged according to subject areas. In the years 1887 and 1941, files from the Monschau District Office were taken over by the HSA Düsseldorf. The district of Monschau was formed in 1816 from the municipalities of Eicherscheid, Höfen, Imgenbroich, Kalterherberg, Kesternich, Konzen, Lammersdorf, Monschau, Mützenich, Roetgen, Rohren, Rott, Ruhrberg (later Rurberg), Schmidt, Simmerath, Steckenborn, Strauch, Vossenack and Zweifall. Monschau was at the same time the district town. Later these churches were divided into the following five ministries: Amt Imgenbroich (Eicherscheid. Imgenbroich, Konzen and Mützenich), Amt Kalterherberg (Kalterherberg, Höfen, Rohre), Amt Kesternich (Kesternich, Rurberg, Schmidt, Steckenborn, Strauch), Amt Roetgen (Roetgen, Rott, Zweifall), Amt Simmerath (Simmerath, Lammersdorf, Vossenack). Previously the district was called Montjoie and has only since 1918 the today's name Monschau. Until 1945 the district of Monschau belonged to the Prussian administrative district of Aachen in the Rhine province. With the Peace of Pressburg (1805) the territories of Upper Austria in Breisgau were united with the Electorate and from 1806 the Grand Duchy of Baden.           History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in land and people made it imperative to reorganize and standardize the administrative structures of the administratively heterogeneous state. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the administrative reorganization and modernization of the Grand Duchy. The Grand Duchy of Baden was divided into 66 sovereign and 53 rank sovereign offices by the organisational edict of 26 October 1809. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. An exact temporal delimitation to the existence A 1 is not possible, since the unit file plan of the KGSt was introduced by individual offices at different times, some offices did not introduce the unit file plan of the KGST yet and into the unit file plan also older files were transferred. - Information on the history of the holdings (with references to literature): In the past, the old files were not recorded in the Hof City Archives. Only the lists of the former "Reposed Registry" were used as finding aids. These are sorted by "subjects", within the subjects by Numerus currens (consecutive number). They are incomplete because files added later have not been fully recorded. In addition, only the titles of the files that were printed on the covers were written off, some of them incorrectly read. Contains notes completely missing. The runtime specifications are often incorrect. The list according to subjects and within the subjects according to the serial numbers has the disadvantage that empty space must be left between the subjects. In order to remedy this situation, the files have been listed since 1994 according to archival aspects. Newly found files are incorporated, superfluous files are collected (thrown away). The structure according to subjects is carefully adapted to the actually existing files and the current usage of language. The signatures are assigned according to Numerus currens without taking the compartments into account in order to avoid empty space on the shelves. This distortion, however, will take several years.           Inventory description: In order to implement the armistice between Germany and France, the German Armistice Commission, consisting essentially of the Wehrmacht, Army, Navy, Air Force, Armaments and a German liaison delegation to the Italian Armistice Commission and supplemented by representatives from various Reich authorities (Foreign Office, Commissioner for the Four-Year Plan, General Representative of the Reich Administration, Reich Transport Ministry, Security Service), was set up in Wiesbaden on 30 June 1940 with an outpost in Paris. The Armistice Commission was directly subordinate to Hitler and made use of control inspections in Bourges (divided into the army, air force and armaments inspections) and in North Africa (Casablanca), each of which was subordinated to several control services.           History of the Inventor: After Adolf Hitler had been appointed Reich Chancellor of the German Reich on January 30, 1933, the NSDAP gradually undermined the democratic system of the Weimar Republic over the following months and finally eliminated it. Decisive stages were the abolition of fundamental rights after the fire of the Reichstag on 28 February 1933 and the abolition of parliamentarism by the so-called Enabling Act of 23 March 1933. The latter abolished the separation of powers and conferred all legislative powers on the government under Adolf Hitler for four years. A further step was the smashing of the parties and unions. After the KPD had been banned, the trade unions dissolved and the SPD rendered incapable of action, the other parties dissolved on their own. In the course of these measures, the six existing municipal umbrella organisations also lost their independence. On May 22, 1933, the chairmen and managing presidents of the German/Prussian Association of Cities, the Reichsstädtebund, the Deutscher Landkreistag, the Deutscher Landgemeindetag, the Preußischer Landgemeindetag West, and the Association of Prussian Provinces were forced to give their consent to the transfer of the various associations into a new unified association. From now on, this "German Community Day" was to be the sole corporate representation of all German city and community associations recognised by the NSDAP. In order to standardize the previous associations with their 80 sub-organizations, the provisional Lord Mayor of Munich, Karl Fiehler, was appointed as "Representative for the Standardization of the Municipal Central Associations". The management of the new association was taken over by Dr. Kurt Jeserich, provisional director of the Institute for Municipal Science in Berlin, and Dr. Ralf Zeitler, speaker at the Reich Employers' Association. The merger process, which lasted for months, finally came to an end in the Law on the German Community Day of 15 December 1933, which finally established the formation of the new association. As the only existing communal top organization, the German Community Day, which as a corporation under public law was fundamentally subordinate to the Reich Minister of the Interior, was forced to include all cities, rural communities, administrative districts, provinces and later also the Reichsgaue in its capacity as self-governing government units. After the integration of Austria and the Sudetenland into the German Reich in 1938, the annexation of West Prussia, Gdansk and Poznan in the following year, the sphere of influence of the German Association of Municipalities was extended to the new parts of the Reich and their Gau administrations. In principle, the association took over the municipal representation of interests for all areas placed under German sovereignty. On February 14, 1934, Karl Fiehler, the previous commissioner for unification, was appointed the first chairman of the German Association of Municipalities. Fiehler was head of the NSDAP's local government department. The personal union was intended to coordinate the orientation of the NSDAP's work in local politics with the work of the German Community Congress and thus to comply with the principle of the harmony of party and state proclaimed at the 1933 Reich Party Congress in Nuremberg. The management of the German Association of Municipalities was subject to the instructions of the chairman and Reichsleiter of municipal politics. Through this entanglement of party and state authorities, the German Community Day came under the "organizations supported by the NSDAP", which was also partly advantageous, since the technical work could be made more effective under the supremacy of the party office. The association was now much more representative of the state. However, the idea of a unitary association with clearly defined tasks and closer ties to the state was nothing new; quite a few saw in it the possibility of better asserting municipal interests. The forced standardization and the practice of the totalitarian state, however, only allowed the possible advantages of the new uniform association to recede into the background. The association was supervised by the Reich Minister of the Interior, who appointed the chairman, the members of the board and the specialist committees. The executive committee and specialist committees were only allowed to meet after being convened by the minister, who also determined the agenda. In addition, he approved the budget and he himself or a deputy had to chair the committees. In addition to the 20 specialist committees, which only had the right to advise the chairman, the state and provincial offices were the only subordinate bodies of the Berlin office. Although the association had a highly centralised structure, the necessary expansion to include regional working groups and county departments in order to increase the exchange of experience led to an organisational structure that was comparable in its approach to that of the old associations. The fact that the association no longer had the right to represent municipal interests before the Reich and Land authorities on its own initiative had a particularly drastic effect. Only after a request by the authorities should the association be allowed to express itself from now on. Before 1933, however, it was precisely this right of initiative that had been decisive for the active representation of interests vis-à-vis the state and the self-determination of municipal associations as part of a pluralistic social order. Despite the organisational and political changes, the German Community Day also played an important role between 1933 and 1945, above all as a community advisory centre and as a mediator of practical experience in the field of local administration. Even the exchange between municipalities and state administration was by no means discontinued, which is evidenced by the active expert activities of the German Association of Municipalities (Deutscher Gemeindetags). A certain continuity in the association's work could also be ensured by the fact that a larger number of executives from the dissolved associations transferred to the new association. The organisational structure of the German Association of Municipalities was basically very similar to that of the German/Prussian Association of Cities. Thus the German Community Day took over the coat of arms of the German/Prussian Community Day, the Holstentor, and also its registry. The annual meetings of the German Association of Municipalities also followed on from similar events of the predecessor institutions. As a result of the bombing of Berlin during the Second World War, the German Community Day moved part of its administrative offices in August 1943 from Berlin to Wels/Upper Austria. The main tasks of the departments there were Ia (civil servants, employees and workers), II (finances and taxes), III (welfare, health and social policy), V (schools), Va (culture), VI (real estate, construction and housing) and Rv (defence of the Reich). It should be noted that only Division III with all registries moved to Wels. The other departments - probably only working staffs - took only parts of their registries with them. Also the cash administration and the personnel office moved to Wels. Departments Z (Central Department: General Administration, Management), I (Constitution and Administration), IV (Economy and Transport) and the Department for the Eastern Territories remained in Berlin. After the collapse of the German Reich in 1945, the German Community Day, due to its status as a "supervised organization", was regarded by the Allies as a part of the NSDAP's outlines and, together with the other organizations of the NSDAP, banned and formally dissolved. The administrator appointed by the Berlin magistrate for the concerns of the German Association of Municipalities did not succeed in correcting this misunderstanding. It was not possible to set up a kind of municipal chamber as the successor to the German Association of Municipalities. The "German Association of Cities", which had already re-constituted itself in 1946, was granted the right to ownership of the property of the German Association of Cities, but it could not bear the financial burden of the reconstruction and repair of the building on its own. Together with the Berlin Senate, the "Verein zur Pflege kommunalwissenschaftlicher Aufgaben e.V." was finally founded and established in 1951 as an asset holder of the German Association of Municipalities. The association, which was soon renamed "Verein für Kommunalwissenschaften", took over the office building in Straße des 17. Juni and also the files stored there. The building, today known as the Ernst Reuter House, was planned by Albert Speer for the German Community Day, erected from 1938 and finally occupied by the German Community Day in 1942. The German Association of Cities, the largest municipal umbrella organisation, initially set up its headquarters in Cologne due to its special status in Berlin. It was not until 1999 that the head office was partially relocated to the Ernst-Reuter-Haus in Berlin. In addition to the German Association of Cities and Towns, the central associations at district and municipal level were also newly formed after the Second World War. The Deutscher Landkreistag and the Deutscher Städte- und Gemeindebund, together with the Deutscher Städtetag, represent the most important municipal interest groups. The Federal Association of Municipal Central Associations offers these three associations the opportunity to present their interests in a bundled manner and to jointly express their views on overarching problems. Inventory description: Inventory history The inventory R 36 consists entirely of the files of the administrative offices relocated to Wels during the war. Apart from the cash documents and personnel files, the whereabouts of which could not be clarified, the Wels stockpiles have survived the war and the turmoil of the post-war period without any losses. They were taken by a member of the German Association of Communities via Linz/Donau, Offenburg, Frankfurt/Main to Siegburg, where the files were first kept at the newly founded German Association of Counties. With the approval of the Federal Association of Municipal Central Associations, the latter handed them over to the Federal Archives in 1953. The records in the Federal Archives represent only a small part of the total records. An estimated three-quarters of the total holdings, which consisted of the non-displaced registry parts of the German Association of Municipalities and the old registries of the dissolved umbrella organisations, remained in Berlin. After the Second World War, the files were stored at the Verein für Kommunalwissenschaften, which handed them over to the Landesarchiv Berlin as a deposit in 1968. There the German Community Day is registered today with 8600 file units. The second largest part of the collection is the legacy of the German and Prussian Association of Cities with 4286 files, whereby its war economy files from the years 1914 to 1918 form a separate collection with 1279 file units. Furthermore, the tradition of the Reichsstädtebund, the Association of Prussian Provinces, the German and Prussian Landkreistag, the German and Prussian Landgemeindetag and other associations that were absorbed into the German Gemeindetag in 1933 can be found in the Berlin State Archives. The German Association of Cities also handed over its old registrations to the Landesarchiv Berlin until 1985. Already in 1937/38 a small part of the files of the predecessor institutions of the German Community Day had been transferred to the Prussian Secret State Archives - today the Secret State Archives of Prussian Cultural Heritage. These holdings had been moved to Stassfurt during the war and then to the German Central Archive of the GDR, Merseburg Department. Today the tradition of the German and Prussian Association of Cities and Towns, the Association of Prussian Provinces, the Prussian County Council and the Prussian West Community Council is again in the Secret State Archives in Berlin-Dahlem. Documents of the German and Prussian Association of Cities, the Reichsstädtebund and the German and Prussian Landkreistag amounting to some 2600 file units, which had been transferred to the Reichsarchiv Potsdam in 1938, were lost in the fire at the archive building in April 1945. Archive evaluation and processing The present finding aid book represents a revision of the finding aid book produced in Koblenz in 1957. Volume counts, as far as they had been specified in the file numbers, were taken over for the volume sequences. In addition, further tape sequences were created for archiving purposes. The transactions contained in individual volumes ("booklets") were included in the titles. For the illustration of the volume and issue divisions, the file numbers are displayed in the index. Furthermore, the titles and the classification, which were based entirely on the file plan of the German Association of Municipalities, were slightly changed. For example, file plan items have been grouped together and the names of individual subgroups have been standardized. The changes were made carefully in order to reproduce as faithfully as possible the traditional registry order, as far as it has been preserved. There were no cassations. Furthermore, it should be pointed out that a large part of the files had been created by the predecessor institutions and then continued by the German Association of Municipalities after 1933.           History of the Inventor: Similar to Alsace, in 1940 no territorial arrangement was made for Lorraine (Départe-ment Moselle) in the context of the armistice negotiations which would have clearly aimed at annexation of the territory by Germany. As in the case of Alsace, this incorporation was to be carried out tacitly, with a policy of Germanization which, as a means of achieving its goal, made use partly of expulsion and partly of the cultural policy of excluding French traditions from public life. The security police tasks here consisted on the one hand in supporting this Germanization policy, and on the other in the usual Nazi measures of fighting opponents and resistance.           General information The files combined in this finding aid book originate from different registry layers as well as from different registries. In the main, they comprise from the old central office of the government (i.e. the Presidential Division CB I) the former subjects 35 (Public Peace and Mood), 35a (Social Democracy and Anarchism), 36 (Forbidden Links, Supervision of Individual Suspicious Individuals) as well as 47 (so-called Registrar's Office MOB). This latter registry grew into a comprehensive processing area for the mobilization, the war of 1914/18, the economic and military demobilization, as well as the entire occupation-related opportunities. The confusion led to a radical reorganization of the CB II (or CB III) registry around 1922, with a new division of the subject and a focus on occupation issues and political affairs. The special circumstances of the occupation period necessitated a branch of the district government in Krefeld. In 1920/21, the latter had its own registry, as did the district president Grützner during his expulsions in Barmen (February 1923 to April 1924) and Bielefeld (April-September 1924). The files of the so-called Essen Reporting Office are integrated into the inventory. This is one of the Provincial Public Order Supervision Services established at the instigation of the State Commissioner for Public Order, Robert Weismann, in August 1919. On 15 November 1920 a special registration office for the administrative district of Düsseldorf was set up, and Jürgens, the councillor of the district court, was appointed head of this office on 30 November 1920. On 10 March 1921 the registration office was moved from Düsseldorf to Essen, on 29 July 1927 it was moved back to Düsseldorf and integrated into the CB II department, where it existed until the end of 1922. The Reporting Office collected news about the political and economic movements in its area from the police and administrative authorities and from the press, stimulated the intervention of the executive branch on the basis of the news it received and reported continuously by the President of the Government to the Chief President in Münster, in important cases immediately to the State Commissioner. The documents and newspaper clippings were originally stapled together in notebooks marked M ff. At the end of 1922 Faszikel was created and newly signed (A lff., B lff. etc.). That reorganisation was carried out up to the letter M, with the exception of the files relating to the crew, which were not stapled. Of the following letters, only a few particularly important files have been stapled. The records of the Essen Reporting Office and also of the CB II registry from 1922 ff. are partly very inconsistent, they tend above all to the formation of very narrow subject matters (or institutions concerning) and therefore show partly very thin fascicles. Also included in the inventory are the documents of various authorities and organisations of the transitional economy (above all price control and usury control) as well as the opportunities for occupation. The documents of the German delegation to Düsseldorf for the implementation of the London Agreements of 1924 are particularly worthy of mention here. The German delegations in Düsseldorf and Koblenz were headed by Johannes Horion, Governor of the State of Düsseldorf, whose permanent deputy in the Düsseldorf delegation was the Privy Councillor Dr. Claussen. The delegation, which had its seat first in the Landeshaus, and since 24 November 1924 in the government building, began its activities in September and ended them in December 1924. Occasionally, documents of the District President Abbot CB II are attached to the files. These files were handed over by the Düsseldorf government in 1934. Professor Wentzcke saw others in the possession of the late governor Horion. The files of the district police commissioner Otto Kammhoff in Elberfeld make up a numerically large but not so important part. For a critical assessment of the source value of these files, the personal file of Kammhoff is to be consulted (No. 15993). The files summarized in the present find book extend from the middle of the 19th century to about 1944, with the emphasis on the labour movement since 1880, the First World War and the post-war period until about 1928. From the later years there are files of the police department only for 1931/32 and a few from the foreigner surveillance of the Second World War. The archivability is given in the majority; often the arrangement of a permanent storage is to be understood only from the special situation (crew defense). For reasons of a closed overdelivery, which is in itself also a document, however, it was decided not to carry out subsequent individual cassations. Due to the fragmentation of the authorities' activities (headquarters in Düsseldorf, branch office in Krefeld, registry of the district president), numerous multiple documents have been produced, as well as the simultaneous reporting to superior offices. In the main, they comprise from the old central office of the government (i.e. the Presidential Division CB I) the former subjects 35 (Public Peace and Mood), 35a (Social Democracy and Anarchism), 36 (Forbidden Links, Supervision of Individual Suspicious Individuals) as well as 47 (so-called Registrar's Office MOB). This latter registry grew into a comprehensive processing area for the mobilization, the war of 1914/18, the economic and military demobilization, as well as the entire occupation-related opportunities. The lack of clarity led to a radical reorganization of the CB II (or CB III) registry around 1922, with a new division of the registry and a new focus on occupation issues and political affairs. In 1920/21, the latter had its own registry, as did the district president Grützner during his expulsion in Barmen (February 1923 to April 1924) and Bielefeld (April-September 1924). The files of the so-called Essen registration office are integrated into the inventory.           Foreword Origin and history of the holdings Provenance or inventory creator of the holdings B was the Greven administrative office (or Greven municipal administration for files after the dissolution of the Greven office on 15 May 1954). The collection begins with the introduction of a standing registry in 1932. The older files in Prussian thread-stitching were recorded as a separate collection by Joseph Prinz in 1938 ("old registry", today inventory A). Stock B is the older part of the files of the Greven administrative and municipal administration from 1932 to approx. 1986, which were indexed by finding lists according to the model file plan of 1954 (publisher: NRW Landkreistag, NRW Städtebund, Gemeindetag Nordrhein und Gemeindetag Westfalen, see file C 13023) and which extend up to 1952. The more recent files created after 1952 are to be found in stock C, whereby overlaps of the running times could not be avoided. The model file plan consists of ten main groups. In 1954, the intention was to 'gradually reorganise the file plan of the local administration in accordance with this model file plan' (letter of 7 August 1954 from the municipal director in C 13023). This was implemented in the following years. The main groups are: 0 General administration 1 Public safety and order, Civil status 2 Schools 3 Culture and sport 4 Social welfare, Youth welfare, Equalisation of burdens 5 Health and veterinary administration 6 Building and surveying administration 7 Economy and transport 8 Economic activity and public institutions 9 Finances and taxes The files from the period from 1932 to 1952 were inserted into the order of the model file plan in 1965-1975 by the honorary archivist Karl Schwartze, who formed the inventory. He had agreed this measure with the Landesamt für Archivpflege, namely the scientific archivist Dr. August Schröder. Regarding the original registry order of these files, Schwartze notes in the preliminary remark to the reorganization of the registry of January 1975 (ZwA 32842) that it had corresponded "roughly to the order of the repertory created by Dr. Prinz" (today inventory A), which consists of five main groups (I: Reichs- und allgemeine Verwaltung, II: Kommunalverwaltung, III: Abgaben und Steuern, IV: Polizei- und Gerichtswesen, V: Militärwesen). However, these classification features are only likely to be found in the oldest files of inventory B. In October 1931, the Greven office received a "completely operational administrative registry" according to the Regis decimal system (B 3162, pp. 2-31). The official regulations for the official administration of the Greven Office of 9 April 1936 also refer in § 3 to the list of files drawn up by a main file plan "for the entire administration according to the system of ten" (cf. B 3160, p. 4). In the summer of 1936, the administration ordered a file plan for municipal administrations from the Soennecken company in Bonn, which was structured according to the Dewey decimal system and divided into seven main groups: general administration, police, education and culture, welfare, construction, municipal economy, financial administration. It is unclear whether he replaced the Regis decimal system and changed the registry order. (B 3162, page 43). In any case, in 1938 the use of the uniform file plan apparently published in 1937 by the German Association of Municipalities "was not undertaken and was also not intended", among other things "because the registry of the Greven Office was still relatively new" (cf. B 3162, pp. 46f.). A complete file list has not been preserved, but the preserved parts of the file list show that the file plan remained in force until 1954. The assigned file numbers had five digits, the first three of which indicated the main file group, file group and file subject group, followed by a separator (usually a dash or slash) and the two-digit numbering of the file within the subject group. Although this date does not mark the end of the work on the collection, it does represent a striking cut that can be equated with a regular transfer to the City Archive. The holdings comprise 3164 units of description with a running time of 1932-1952 as core period, about 500 files each extend into the period before to 1830 and the period after to 1995. The volume amounts to about 100 linear metres. The priorities are derived from the ten main groups mentioned above and fully cover the administrative activities of the Greven administration. History and tasks of the registry draughtsman The Greven administration administered the Greven office as a local authority for the area of the present-day city of Greven and the municipalities belonging to the Greven office. Since the separation and division into three parts of the municipality of Greven in 1894, these have been the municipalities of Greven-Dorf, Greven left of the Ems (with the building communities of Aldrup, Westerode, Herbern and Hembergen and, from 1925, the settlement of Reckenfeld), Greven right of the Ems (with the building communities of Pentrup, Wentrup, Hüttrup, Schmedehausen, Bockholt, Fuestrup, Guntrup and Maestrup) and the municipality of Gimbte. In 1950, the municipality of Greven-Dorf received city rights and in 1952 merged with the municipalities of Greven rechts der Ems and Greven links der Ems ("Reunification") to form the city of Greven. In 1954 the Greven office was dissolved and an administrative community was formed between the town of Greven and the municipality of Gimbte, which was finally incorporated into Greven in 1975. The extensive tasks and responsibilities of a municipal administration can be determined concretely from the administrative structure and business distribution plans or organization plans of the Greven administration. The registration of the files from 1931 was started in 1961 at the suggestion of the city director Dr. Werra and continued from 1965 by the teacher and honorary archivist Karl Schwartze until 1975, from 1976 to 1986 by the retired registrar and part-time archivist Heinrich Schmücker. Schwartze formed the inventory with registry items until about 1970, arranged it and in 1975 compiled the find lists ("repertories") for the ten main groups. There are no indications regarding its evaluation criteria or cassations. The same applies to Schmücker's supplements until 1986. The order according to the model file plan from 1954, also for the files from 1931 onwards, has already been explained above. The division of the holdings along the cut-off year 1952 was a decision made in 1990 by the archivists Christoph Spieker and Angelika Haves. Thus, inventory B was separated from the more recent files for the period 1932-1952 in order to make it quickly usable through the computer indexing, which also began in 1990. Since inventory B covers the period of National Socialism, which is already decimated by wild cassations that are difficult to reconstruct, it was also decided not to make any further cassations for files of this duration. The new indexing from finding list 0 was carried out from 1990 to mid-1999 by Christoph Spieker (B 3000-B 3908). Stefan Schröder continued his deep development in August 1999 and completed it in October 2010. With the completion of the distortion of finding list 1, the distortion was changed to a flat development (from B 4381). In the finding lists 2 to 9, therefore, as a rule, no or only a few contained notes were made. To a small extent, title changes were made when these did not sufficiently reflect the content of individual files. The main groups, groups and subgroups of the model file plan were retained as the classification. With the new indexing from 1990 onwards, new signatures (from B 3000 onwards) were assigned instead of the ambiguous old file numbers, which, however, are available in the EDP indexing as "old archive signatures" for the purpose of concordance. An exception is the signature B 4937, in which the maps and plans taken from various files are listed. Since this compilation is cross classification groups, this file has been placed in front of the classification groups in the index under the heading "Unsystematized". It should also be noted that there are special features in classification group 0-6 (elections and votes): The classification subgroup 0-61 (elections to the Bundestag) also contains the Reichstag and Landtag elections of 1933 with the signature B 3691; 0-62 (Landtag elections) also contains the referendum on the state constitution of North Rhine-Westphalia 1950 with the signature B 3689 in addition to the election to the Landtag; the classification subgroups 0-63 (municipal elections) and 0-64 (other elections) contain district, office and municipal elections in various combinations. As early as 1965, the files were stored lying in labeled folders, which contained metal parts and plastic hangers that were not suitable for archiving. The metal parts contained in the files were removed parallel to the re-drawing from 1990. Partially, but not continuously, oversized maps and plans were taken from the files, filed separately flat and listed as B 4937 with reference to the provenance context. Since 2007, the holdings - with the exception of bound official books - have been deacidified in stages within the framework of the NRW state initiative "Substanzerhalt des Landes NRW". This work is expected to be completed by early 2015. In the course of this conservation measure, the folders and hangers were exchanged for folders and hangers suitable for archiving, provided with the new signature and copies of the old labeled folders pre-stitched. At the same time the file sheets were paginated so that an improved citability is given. Methods of use and citation Individual archival documents are blocked due to statutory periods of protection. Blocking notices were not made continuous, and the blocking notices contained in the finding aid book were only partially checked. The absence of blocking notices does not therefore automatically mean a right of inspection, an inspection is carried out individually.           On the history of the district governments and the district government of Ulm: The district governments were brought into being by the 4th edict of 18 Nov. 1817 at the same time as the Finance Chambers, which were revoked in 1849. Previously, in Württemberg the entire administration had been led by a central government college in addition to the district governorates, which had only little authority and were called bailiwick bailiwicks from 1810 onwards, as well as municipal and district authorities, where sections were formed for the various branches of administration. The division of the country into districts and the creation of provincial colleges was modelled on the French Departmental Constitution of 1789, which also formed the basis for a new administrative organisation in other German states at the beginning of the 18th century. In 1818 it was put into effect, and at the same time the sections of internal administration, medicine, roads, bridges, hydraulic engineering, local government and the commission for communal use and allodification of peasant loans existing in the Ministry of the Interior, as well as the section of crown domains, the section of state accounts, the section of agriculture, the section of state treasuries in the Ministry of Finance, the section of foundations in the Ministry of Church and Education were abolished.After the instruction of Dec. 21. In 1819 the district governments in their district were the supreme authorities for all matters of state administration in the field of regimes (sovereign administration), the state police and the state economy and for the administration of the property of municipalities, official bodies and foundations, insofar as these objects were not assigned to other district or central offices (Chambers of Finance as well as Protestant Consistory, Catholic Church Council, Study Council, Superior Building Council, Provincial Stud Commission, Medical College, Upper Chamber of Accounts, Tax College, Forestry Council and Bergrat).The old 1819 directive was valid for 70 years, it was only replaced by the Decree of 15 Nov 1889 on the organisation of district governments and the course of their business. Their business was handled by a president as a member of the board, administrative councils and collegial assessors as well as the necessary office staff. For technical advice, a county medical council was temporarily assigned to the health service, a construction council for the road, bridge and hydraulic engineering of the municipalities and foundations, a construction council for the construction of the municipalities and foundations, and an expert for the approval of steam boiler plants. Business was transacted partly through collegial consultation and decision-making, partly through the office.In the course of time, a number of important tasks were transferred from the original tasks of the district governments to other middle and central authorities, such as the Ministerial Department for Road and Water Construction (1848), the Central Office for Agriculture (1848), the Central Office for Trade and Commerce (1848), the Corporate Forestry Directorate (1875), the Ministerial Department for Building Construction (1872), the Medical College (1881) and the Higher Insurance Office (1912).After 1870, new tasks arose for the district governments through new Reich and state laws, namely the Industrial Code, the laws on the formation of district poor associations, on the administration of administrative justice, on the representation of Protestant church and Catholic parishes and on the compulsory expropriation of land. In addition, at the beginning of the 20th century, the water law was reorganized, social legislation was expanded, and direct supervision of large and medium-sized cities was assigned to the district governments, which were responsible for the internal state administration - see the following table of contents - either as the decisive or the enacting authority 1. In the course of the dismantling of civil servants and offices, the district governments were replaced in 1924 by a new ministerial department for district and corporate administration, affiliated to the Ministry of the Interior, for all responsibilities that did not pass to the upper offices and the ministry. It was responsible for the upper offices of Biberach, Blaubeuren, Ehingen, Geislingen, Göppingen, Kirchheim, Laupheim (before 1842 Wiblingen), Leutkirch, Münsingen, Ravensburg, Riedlingen, Saulgau, Tettnang, Ulm (with Albeck since 1819), Waldsee and Wangen. Equally ordered to these, but without the powers of the "high police" and the general state administration, were the - in 1849/50 dissolved - sovereign offices (patrimonial offices) Aulendorf (Gräfl. Königsegg-Aulendorfsches Amt), Buchau, Obermarchtal, Obersulmetingen and Scheer (Fürstl. Thurn and Taxis offices), Castle Waldsee (Prince Waldburg - Wolfegg - Waldsee Office), Wolfegg and Wurzach (Prince Waldburg-Wurzachs offices) and Zeil (Prince Waldburg - Zeil - Trauchburgs Office). In addition, it was in charge of the port management in Friedrichshafen, which was set up to handle the shipping and port police as well as the passport and alien police at the Württemberg port and landing areas. The district government exercised supervision over the Landarmenbehörde für den Donaukreis with its seat in Ulm. On the history of the registry: The large volume of files in the district governments, due to their extensive business activities, brought with it a periodically recurring overfilling of their registries, which in the 19th century was accompanied by cassations (maculation and sale of old files), after 1900 by duties to the archives of the interior or Extensive cassations took place at the district government in Ulm on the occasion of the relocation of the district government from the German House to the so-called Palais in 1859 and at an internal transfer of the chancellery in 1876 (cf. elimination lists in E 179 II Büschel 6565). Since everything that had lasting i.e. legal value for the administration was preserved according to instructions, the central, historically most valuable written record of the district government since its foundation was preserved despite these and other smaller cassations.Until the reorganisation of the registry in 1906, the registry of the district government of Ulm consisted of five departments (registries), most of which had their origins in previous authorities; in detail, these were Department I - II Regierungssachen, Spezialia und Generalia, Department III - IV Kommunsachen, Spezialia und Generalia (based on the registry of the municipal administration section) and Department V Registratur der Stiftungsverwaltung (according to the old classification, cf. Repertorium D 50). Within these departments, the files - with the exception of the foundation cases - were in alphabetical order.When the registrar Narr took office in 1887, the registry was in a precarious state, which he described as follows: "There is no repertory, the boxes and compartments are not numbered, the latter are not provided with rubrics, the fascicles are not overwritten, so that the official is only dependent on his memory and for months the files have not been repositioned" (report of 4.6.1887 in E 179 II Büschel 278a /85). This was remedied by the preparation of a file plan, which involved the external and internal reorganization of the registry. This now consisted essentially in the summary of rubrics - the original alphabetical order of the files had long since been broken - , in the division of the fascicles arranged according to objects according to places or according to the alphabet of the personal names from the year of engraving 1860 as well as in the allocation of storage place signatures according to boxes and subjects (see "Repertorium" in E 179 II Vol. 392).Change in the still largely outdated registry conditions was created in 1906 by Secretary General Nell with the amalgamation of the five departmental registries and the introduction of a registry plan comprising both the current and the depots of the 19th century with alphabetically arranged main sections, systematically subdivided sub-groups and box signatures (see "Repertorium" in E 179 II Vol. 393). After the abolition of the district governments in 1924, the processing office of the registry handed over the files of the former district government of Ulm to the state branch archives as well as to smaller parts of the ministerial department for district and corporate administration and to the upper offices (v.a. Civil rights files - admission, naturalizations, dismissals) as successor authorities, from which they later in part were transferred to the Ludwigsburg State Archives via other offices (cf. list of departures to E 173 - 180). To the order and distortion of the stock: For the use of the files of the district government Ulm only cursory archive and handover directories were available in the State Archives Ludwigsburg so far, which did not satisfy scientific requirements.As part of the longer-term re-drawing of the holdings of the four district governments, the inclusion of the official books of the Ulm district government was completed in 1970 (Repertorium E 179 I by Walter Böhm and Walter Bürkle). In contrast, the indexing of the file holdings begun in 1966, which was accompanied by a re-forming of the heavy and unwieldy file collections, took almost two decades. In spite of a wide range of official demands, the first arranger, Amtsrat Müller, with the temporary support of archive inspector candidate Joachim Herzer, was able to record almost half of the total 213.6 metres of shelving until his retirement in 1977. The title recording for the second part was made - with the assistance of the temporary employee Wally Vogler, who ordered and recorded the administrative administration of justice - by Karl Hofer, Councillor of the Office, from 1982 to 1984, who also edited the finding aid book.In fonds E 179 II, Kreisregierung Ulm, the following individual fonds have now been added (see also above):1. M (= fonds E 179 IV) Foreign provenances were excavated to a greater extent from the 1906 delivery, but in the case of only a few documents were left with the files and the provenance assignment was noted in the title entries (see overview of foreign provenances in the appendix of the preliminary remark). The excavated documents could be assigned to already existing archival holdings, namely D 48a, Upper Government of the Department of Criminal Investigation and Upper Police Department or the Section of Internal Administration from 1806 - 1817 (access 4 m), D 49, Landesökonomiekollegium or Section of Municipal Administration from 1806 - 18917 (access 1.50 m), D 37, Section of Crown Domains and Foundations from 1811 - 1817 (access 9.5 m) and D 79 - 82, Districts and Bailiwicks from 1806 - 1817 (access 2.3 m). A total of 0.8 linear metres of records were handed over to the Main State Archives in Stuttgart and the State Archives in Sigmaringen, while 4 linear metres of records were cashed in for the Low Service Examination. ), it was possible for the benefit of the future evaluation of this extensive document delivery to form a total stock from the individual deliveries on the basis of this file plan. The title entries for the newer parts could be sorted back on the basis of the file numbers which are assigned analogously for the older parts ("Generalia - Spezialia"). the title entries created in the numerus currens-procedure kept their numbering even after the classification, so that the numerical order is preserved in the magazine, but not in the repertory. The original double numbering of the stocks "Generalia" and "Spezialia" could be eliminated by renumbering the "Spezialia" Büschel 1 - 1983 in Büschel 1001 - 2983, thanks to a larger numbering gap. The stock E 179 II has a circumference of 213.6 m. The highest order number is 8689. (Provisional) Administration- ,Landvogtei am Bodensee Zur Methode: This finding aid book is a repertory that was previously only available in handwritten or typewritten form, which was converted into a database-supported and thus online-capable format according to a procedure developed by the "Working Group on Retroconversion in the State Archives Ludwigsburg". In this so-called retroconversion, the basic structure of the template and the linguistic version of the texts were retained in principle (motto: "copy instead of revision"). This can lead to a certain discrepancy between the modern external appearance and the partly outdated design and formulation of the title recordings. Corrections, deletions and additions were verified and incorporated. Both the regular and the a numbers were checked, missing numbers were recorded in a separate list (see below).
