          History of the inventor: In 1884 the German Reich took over the protection of the Bremen merchant Franz Adolf Eduard Lüderitz by acquiring land; in 1885 the German administration was established; the German colonial society, founded in 1895, expanded the German sphere of influence; in 1915 the Schutztruppe surrendered to the armed forces of the South African Union and the German administration ended. Inventory description: Inventory history At the end of the 1930s, the Reichsarchiv took over the files of the Colonial Administration of D e u t s c h - S ü d w e s t a f r i k a, in some cases with considerable gaps in their transmission. After the relocation caused by the war, they were transferred to the Central State Archive in Potsdam in 1945. Here, the classification of the holdings into the central administration of Windhoek, the local administrations and the special administrations (justice, police, mining, railways) with their substructures, which had already been carried out in the Reich Archives, was preserved. The few volumes of files kept in the Federal Archives in Koblenz were assigned to the holdings after the reunification of Germany. Archive evaluation and processing In addition to the factual files of the most varied areas and administrative levels, the personnel files of the inspection of the state police as well as the railway administration and railway construction authorities form the most extensive groups of files with about 80 per cent of the transmission. The classification of the stock was carried out largely in accordance with the classification shown in the provisional finding aid, which was based on the registry scheme valid at the time. Only in a few individual cases were volumes assigned to a different classification. The order and titles of the volumes remained essentially unchanged. An index of persons, objects and places has been omitted, so that searches are only possible via the online version of this finding aid book.           Brief description: In the second half of the 19th century, the municipal administration became increasingly differentiated. Little by little, individual municipal offices were established instead of the council deputations that had been active up to then. Portfolio 10 Depot A contains the files of the administrative offices (in contrast to the technical and building offices, which can be found in portfolio 11 Depot B). If you are looking for units of stock using the old signatures, please note the notes in the preface. Foreword: Notes on use The title recordings of the Depot A holdings correspond to the original titles of the files as they were noted on the file covers. Since the contents of the files were not checked when the holdings were recorded at the time, the contents of a file may therefore go beyond the title given or contain only general or indirect information on the subject given (e.g. only newspaper cuttings). When searching for relevant documents, it makes sense to carry out a broad search in terms of content. Similarly, when searching via classification, it should be noted that the respective assignment of the units to a classification point was originally very abstract and therefore different points should be considered. Occasionally, file covers do not contain any documents. As a rule, these are the units that do not have a scope. Exceptions are possible, however, as units were inadvertently omitted during surveying. The portfolio was renumbered in 2006/2007 and the units consecutively numbered (for details see next page "Further information on the portfolio"). The signatures 1281, 2560 to 2659, and 5233 were not assigned. A concordance of the old and new signatures can be found in the appendix to the inventory. Extensive units were divided for better manageability during the re-signing process. Divisions can be identified by the note "Continuation No. ..." or "Continuation of No. ...". Existing page numbers in the title were not adjusted. Numbers 5535-5602 follow number 2814 in the Findbuch, but it should be noted that in the case of the duration information, the entire time frame of the event or topic covered by the file was often given, or in the case of personal units (especially personal files and honorary citizen files) the life data of the person concerned and not the dates of the documents contained. Due to losses during the Second World War, about half of the original stock has been preserved. The collection comprises a total of 5530 units with a running time of 1504 to 1949, with a focus on the period from the beginning of the 19th century to the 1930s. When ordering units, you need the following information: 10 - Unit number If you refer to documents from the inventory, please attach a source reference according to this sample: City Archive Stuttgart - 10 - Number of Unit Further information on the holdings History of the authorities Around 1870 the central administrative and notarial registry of the city of Stuttgart was established, as well as a separate building registry for the building and building police department with the technical offices. The main tasks included the administration of the files, the keeping of diaries with entry of entries and exits, the supervision of appointments, the examination of the newspapers for articles concerning the city administration and the appropriate forwarding of these, as well as the preparation of various lists and the execution of other activities, often not belonging to the direct field of duties. The "administrative registry" and the "building registry" were merged into the "registry" office in 1912 by municipal council resolution. Some of the previous tasks were transferred to other departments of the city administration. Until the 1930s, however, the two registries were kept separate despite the merger. During the gradual departure of the municipal offices from the town hall, the older, no longer needed documents were left there and thus formed the main part of the two registries. History of the holdings In the course of the foundation of the Stuttgart City Archive on 01.10.1928, the existing archive holdings were divided into a historical archive and an administrative archive. The period 1820-1850 was defined as the approximate boundary between the two archives. The administrative archives contained above all the two large registries that had grown up at the head office: firstly, the administrative registry of the city, known in the archives as Depot A, and the building registry, known in the archives as Depot B. These holdings were supplemented in the archives after 1945 by mostly older documents that were thematically related but of a different origin (provenance). These additions were not marked in detail, a reconstruction of the holdings with regard to their origin (according to the provenance principle usual today) would be theoretically possible due to the original file covers which are usually still preserved. The holdings Depot A is thus a kind of thematic collection, in which however 90 documents correspond to the provenance principle. The duration of the collection covers the period from 1504 to 1949, with the focus ranging from the beginning of the 19th century to the middle of the 1930s. The preserved documents of the administrative registry of the city of Stuttgart (Depot A), which was established around 1870, together with the building registry (Depot B), represent the central file on the history of Stuttgart up to approx. 1935. The original registry signatures were largely retained in the archive until 2007 as archive signatures and the signature system for the documents thematically supplemented in the archive (see above) was extended accordingly if required. After the Second World War, Bruno Lenz ordered and recorded the files of the collection. For this purpose, the files were recorded in the order of the registry with the registry numbers specified in the file plan and a short title taken from the envelope of the respective Federation of Files, without, however, checking the contents of the file. A more detailed property and person index with details of the units was completed by Robert Starnitzki in 1969. This can be seen in the reading room of the city archive, but it refers to the old signatures. Processing of the holdings 2006/2007 The original finding aid book of the holdings Depot A with a total of 5530 units, available in typewritten form in 3 volumes, was transferred from September 2006 to February 2007 to the Augias 8 indexing software by Gerd Lange under the supervision of Sabine Schrag and Christina Wewer. Unusual abbreviations within the original find book were resolved. The following changes were made to the portfolio: New signatures: In preparation for the transfer of the find books, Volker Hauptfleisch resigned the old registry signatures, which continued to be used in the archive and consisted of upper and lower case letters and Roman and Arabic numerals, to simple, consecutive Arabic numerals in the order of the old signatures. In this way, the ordering of files is simplified for the user and confusion is avoided. The original signatures reflected the file plan and/or the table of contents (also classification or systematics) of the existence with its hierarchical and logical stages. Below these logical levels, the units were numbered consecutively in volumes (these were not bound volumes, but a further logical subdivision), and below them again in individual numbers, which represented the actual orderable units. Example: B I, 5, vol. 1 no. 1 The last level (no.) is occasionally divided into further units by lower-case letters. Through the re-signing the signature B I, 5, vol. 1, no. 1 became the signature no. 770. The old signature was noted at each unit. Due to an oversight during the re-signing, a gap of 100 numbers has arisen in the new numbering. The numbers 1281, 2560 to 2659 were not assigned. The number 2559 is therefore directly followed by the number 2660. The number 5233 was also not assigned. In some cases, signatures were assigned twice. Letters were attached to these signatures in order to identify them unambiguously (example: No. 1870 a and No. 1870 b). These letter annexes therefore do not refer to a substantive connection between the units. Units which were lost by other means only after the war losses were marked with the note "missing", partly with the date when the absence was discovered. They will continue to be listed in the search book in order to record which files were originally available. In a few cases, numbers were accidentally assigned to units that no longer existed. The units were also measured during the relocation and the circumference was given in cm (with a few exceptions). The units no. 5535-5602 (old signatures B IX, 1, vol. 1, no. 10a, reg. no. 1 to B IX, 1, vol. 1, no. 10a) already follow the number 2814 in the find book. Revised classification: The classification (table of contents, systematics) was adapted to the same extent as the signatures: instead of combinations of letters and numbers, a hierarchically structured system consisting of Arabic numerals was used. The classification point C VIII 3 d aa became, for example, 03.08.03.04.01. The classification or the table of contents of the original search book is based on the file plan of the administrative registry. In the appendix volume of the inventory all original classification points are contained, in the table of contents of the present finding aid book only those classification points were specified, to which documents exist. Documents that no longer existed were destroyed by the effects of war. The classification points, which are thus no longer occupied by units, are an important indication of what documents were once available in the city administration. Overall, more than half of the classification points are no longer documented. The classification point 01.03.03. Guardianship, inheritance and notary system was supplemented during the software input by further subitems, since in the original find book such a division was already given by headings. Ports and Shipping, 1.1.12.2. Local Administration Warnemünde and 1.1.12.3. Trade and Industry. This division follows the different tasks of the authority, whereby the general files were arranged with the archivischen treatment into the first partial existence. The descriptions of the contents and further literature references can be found in the sub-collections. Overview: The term Gewett is derived from the Middle Low German word "Wedde", which means, among other things, fine and police court. Since the Middle Ages, life in the city was carried out according to the norms set by the Council. Violation of these standards was punishable by the payment of a fine. The protection of the norms and the collection of the fines was the task of the Weddeherren, who belonged to the council and were first mentioned in the sources in 1366. They were responsible for supervising the entire commercial and industrial life in the city as well as the craftsmen and the craft offices. In addition, the Weddeherrens were responsible for the preservation of the port and the fairways, supervised the beach and the flotsam, administered Warnemünde, took care of the cleaning and maintenance of the roads and ensured that the duty of vigilance was observed. The Gewett was also a police authority and acted as a judicial authority for the aforementioned areas. Like other municipal authorities, the Gewett has developed from a medieval council office to an extrajudicial authority since the early modern era. The Gewett essentially retained the competences it had already defined in the Middle Ages as a port, shipping, trade and industry authority. Two council members were responsible as president and assessor. They were assisted by several officials, including the harbour master, the pilot commander and the Vogt from Warnemünde. The bailiff in Warnemünde had to exercise the powers and duties of a police and judicial authority for this district. In the 19th century, with the emergence of monocratic authorities, certain shifts in competence occurred. In 1817, the Police Office was founded, which followed on from the City Guard, which had been under the gun until then. Other functions, such as the medical police, the supervision of pharmacies or the building and trade police, were transferred to the police office in the middle of the century. In the field of shipping, Gewett was responsible for issuing Biel letters in 1831, and in 1838 it actually took over the duties of a seaman's office. After the adoption of the Court Constitution Act by the Reichstag in 1879, the power of the dissolved municipal higher court took over the management of the ship register, and since 1888 it has acted as a ship surveying authority. Even after the introduction of freedom of trade in the course of the unification of the empire, the Gewett remained the first instance for all craft and trade matters. Only the November Revolution of 1918 and the subsequent state upheaval led to serious changes. The bet was settled in 1920. The administration of Warnemünde was transferred to its own local administration. The successor in the field of ports and shipping was the port administration. The police department took over the supervision of trade and commerce.

Overview: The exercise of police power was one of the privileges of the City of Rostock, which allowed the Council, under its own authority, to issue regulations for all areas of city life. In the sovereign police and land regulations of 1516, 1542, 1562 and 1572 the dukes of Mecklenburg had asserted their increased claim to want to have a regulating and disciplining effect on the ways of life and behaviour of their subjects. The city authorities were urged to act according to these orders. It was under this impression that the Council published in 1538 a first police order - not handed down in the past - which at the same time confirmed its own sovereignty in this field. The inheritance contract of 21 September 1573 made it obligatory for the city to establish a "good, Christian, honourable and cheap police and court order", which had to orient itself to the sovereign orders. On 14 April 1576, the Council's police regulations with their 59 paragraphs were finally in place. The Council subsequently increased its measures to produce a "good policyy" with a large number of individual ordinances and reacted to non-compliance with penalties. Regulations on keeping the streets clean, on engagements, weddings, children's beer parties, mourning ceremonies or fire protection influenced people's everyday lives. A comprehensive catalogue of regulations and restrictions developed. Social discipline was also served by the establishment of the breeding and factory house in the former Catherine monastery in 1728. With the renewed and improved police regulations of 1757, the Council's efforts in the fight against the "abuses and debaucheries that almost overtook from day to day" reached a new quality. However, there was no establishment of a special police authority, and violations continued to be punished by the individual council offices. The Inheritance Treaty of 13 May 1788 confirmed the city's authority to issue its own police orders without interference by the state government, subject to compliance with the state police ordinances. At the same time, Duke Friedrich Franz I allowed the city to set up thirty police guards. With the construction of the police station, a longer process of institutionalization of the police system began. In 1795, the "Neue Monatsschrift für und von Mecklenburg" (New Monthly Bulletin for and of Mecklenburg) named serious deficiencies in the exercise of the police, in particular in the enforcement of the existing ordinances. Points of criticism were the lack of monitoring of bread and meat prices, the rubbish in the streets, the begging, the lack of fire safety, the nightly singing of journeymen on the streets, the purchase of food outside the city gates, the lawn of millers, beach and sand drivers with horse-drawn carts, the neglect of supervision over school attendance. Only with the establishment of the police office on 1 April 1817 did a fundamental change occur. With the "Order of Police Violence" of 14 December 1825, the authorities were given fixed structures and defined powers. The Police Office took over the tasks of the authorities to maintain and enforce order and security, while the College of Police Administration was responsible for street cleaning, refuse collection, street lighting, road construction, sewerage and parks. The two bodies were headed by a director and an assessor who were members of the Council. The police office also had the power to impose penalties, which was the only way to ensure that the numerous ordinances were enforced. To carry out the tasks, a comprehensive apparatus of administrative officers (secretaries, clerks) and security officers (commissioners, watchmen, guards, prison guards) was set up. The municipal police force remained unrestricted even after the unification of the Reich in 1871, but increasingly the laws and regulations enacted by the Reich or the Land became the guideline for police work. With the foundation of the Mecklenburg Ordnungspolizei in 1921, the state police presence was considerably strengthened. The municipal police office was finally replaced by the state police headquarters on 1 April 1937 in the course of the centralisation of the police apparatus promoted by the National Socialists. The city of Rostock only had functions as a local police authority.           The Ministry of the Interior, created by the Decree of 10 October 1849, was the supreme head of the internal administration of the Land, insofar as it did not fall within the remit of other ministries or the State Ministry. The Ministry was in charge of the supervision of all local authorities and was entrusted with the management of the sovereign police force and the supervision of all police authorities and institutions. His tasks also included the handling of economic and general agricultural matters, including the regulation of property, farm and day labour relations, transport, association and press matters, the administration of roads and hydraulic engineering as well as social services. In addition, the Ministry's portfolio included citizenship matters, border and electoral matters, as well as civilian administration matters related to the military. Essentially, the business circle of the Ministry remained unchanged until 1945. It was extended in 1875 to include the civil status system. In 1905, the Ministry of Justice, Department of Education, transferred the affairs of the technical and commercial technical and further education school system from the Ministry of Justice to the Ministry of the Interior. During the First World War, the Ministry was responsible for controlling the food supply and the war economy, and after the war it was responsible for civilian demobilization. In 1919 the newly founded Ministry of Agriculture, Domains and Forests (see 5.12-4/2) took over the handling of agricultural matters, including rural labour and ownership, and in 1937 also agricultural water matters. There are gaps in the file tradition. Major losses were caused by the fire in the government building in 1865. At the beginning of 1945, files from 1933 to 1945 were deliberately destroyed in the Ministry. Most of the files of the Department of Social Policy from the period after 1918 were also lost. A.           1. Behördengeschichte In der Völkerschlacht bei Leipzig (16. - 19. Oktober 1813) fügten die alliierten Truppen, zu denen auch preußische Verbände gehörten, Napoleon eine verheerende Niederlage zu. König Friedrich August I. von Sachsen, ein Verbündeter Napoleons, geriet bei der Erstürmung der Stadt Leipzig in Gefangenschaft und wurde zunächst ins Berliner Stadtschloss, später dann ins Schloss Friedrichsfelde überführt. Die französische Armee, die Dresden nach dem Sieg bei Lützen am 2. Mai 1813 besetzt hatte, kapitulierte am 11. November 1813. Die Verwaltung des Königreich Sachsen sowie des Herzogtums Sachsen-Altenburg und der reußischen und schwarzburgischen Fürstentümer wurde dem Zentralverwaltungsdepartement übertragen. Dessen Leiter, Freiherr Heinrich Friedrich Karl vom und zum Stein, richtete zum 21. Oktober 1813 das Generalgouvernement der verbündeten Mächte im Königreich Sachsen ein. Als Leitungsgremium wurde ein Gouvernementsrat unter dem Vorsitz des am 9. Dezember 1813 ernannten russischen Generals Nikolai Grigorjewitsch Repnin-Wolkonski eingerichtet. Ihm gehörten russische, preußische und sächsische Beamte an, wobei letztere auf die neue Obrigkeit vereidigt wurde. Repnin-Wolkonski stieß eine Reihe von Verwaltungsreformen an. Auch wurde in Dresden eine Industrieschule eingerichtet, in Leipzig eine Chirurgisch-Medizinische Akademie. Die königlichen Kunstsammlungen, die Brühl’schen Terrassen und der Große Garten in Dresden wurden für die Öffentlichkeit geöffnet. Die Frauenkirche wurde restauriert. Zur Fortführung des Kriegs wurden Landwehr und Landsturm errichtet und ein Banner der freiwilligen Sachsen als Freikorps aufgestellt. Dennoch erlebte der partikulare Patriotismus einen Aufschwung, der auch von den fremden Besatzungsmächten nicht übergangen werden konnte. Um Befürchtungen, das Königreich werde aufgelöst, zu begegnen, versprach Repnin noch in seiner gedruckt erschienenen Abschiedsrede: "Sachsen bleibt Sachsen, und seine Gränzen unangetastet. Eine liberale Verfassung wird die Selbständigkeit des Staates und die Wohlfahrt jedes Einzelnen sichern." (I. HA Rep. 172, Nr. 7, Bl. 3 VS). Nach dem Beginn des Wiener Kongresses übergab Repnin-Wolkonski die Leitung des Generalgouvernements am 8. November 1814 dem preußischen Staatsminister Freiherrn Eberhard Friedrich Christoph Ludwig von der Recke und dem Generalmajor Freiherrn Friedrich Wilhelm Leopold von Gaudy (auch Gaudi). Sie führten beide die Amtsbezeichnung des Generalgouverneurs. Aus der Zeit nach dem Übergang von Russland an Preußen stammt die Geschäftsordnung des Generalgouvernements vom 12. Dezember 1814. Sie basiert auf älteren Instruktionen (Leipzig, 25. Okt. 1813; Leipzig 1. Nov. 1813; 8. Nov. 1813; Wien, 25. Okt. 1814), die in der betreffenden Akte jedoch nicht enthalten sind (I. HA Rep. 172, Nr. 15). Die Grundzüge der Geschäftsordnung des Generalgouvernements dürften jedoch in den Jahren 1813 und 1814 unverändert geblieben sein. Das Generalgouvernement umfasste das Generalsekretariat, vier Sektionen bzw. Verwaltungsabteilungen sowie die Zentralsteuerkommission. Daneben bestand noch der Gouvernementsrat als "Vortrags-Versammlung sämtlicher Herren Gouvernements-Räthe". Das Generalsekretariat war die schriftgutführende Stelle innerhalb des Generalgouvernements. Es führte die Journale und beaufsichtige den Geschäftsgang. Darüber hinaus erledigte das Generalsekretariat alle übergeordneten Materien ("Generalia"), die nicht bei den einzelnen Sektionen ressortierten, sowie die Leitung der Höhere Polizei. Die Angelegenheiten der Höheren Polizei waren vom Vortrag im Gouvernementsrat befreit, wurden allein von den Generalgouverneuren entschieden. Bis zum Übergang an Preußen wurde das Generalsekretariat von Staatsrat Freiherrn Andreas von Merian geleitet, danach von Staatsrat Friedrich Wilhelm August Werner von Bülow. Bülow leitete neben Oberst Dietrich von Miltitz und einem Kriegsrat Krüger auch die 1. Sektion des Generalgouvernements. Dieser Sektion oblagen Angelegenheiten der Justiz, der allgemeinen Polizei, des Medizinal- und Armenwesens, der Gemeinden, Körperschaften und öffentlichen Institute sowie der Kirchen und Schulen. Die 2. Sektion kümmerte sich dagegen um die Finanzen, soweit diese nicht in den Bereich der Zentralsteuerkommission fielen. Zuständig waren hier Karl Ferdinand Friese und der Finanzrat Julius Wilhelm von Oppel. In der 3. Sektion regelte Kriegsrat Krüger die Angelegenheit der Militärverpflegung, während die 4. Sektion mit den restlichen Militärangelegenheiten betraut war, sofern diese nicht in den Geschäftsbereich des Generalmilitärkommandos fielen. Generalmajor Carl Adolf von Carlowitz und Major von Brockhusen waren die zuständigen Beamten. Mitglieder der Zentralsteuerkommission waren Kriegsrat Krüger, Rat und Präsident Moritz Haubold von Schönberg und Hofrat Ferber. Die Sektionschefs hatten jeweils zum Monatsende einen Geschäftsbericht zu verfassen, der über die Generalgouverneure an Staatskanzler Fürst von Hardenberg weitergereicht wurde. Was Entscheidungen anging, so hatten die Sektionschefs der 1., 2. und 4. Sektion über alle Angelegenheiten gemeinschaftlich zu befinden. Bei Differenzen entschieden die Generalgouverneure nach Vortrag im Gouvernementsrat. Eine ganze Reihe wichtiger Angelegenheiten konnte generell nur unter Beteiligung der Generalgouverneure entschieden werden. Die Plenarversammlungen fanden montags, mittwochs und sonnabends ab 10 Uhr vormittags statt. Ansonsten waren die Geschäftszeichen zwischen 9 und 13 bzw. 16 und 19 Uhr. Sofern sie nicht im Zuge der Verwaltungsreform umgebildet wurden, bestanden die königlich-sächsischen Zentralbehörden neben dem Generalgouvernement fort. Das Generalgouvernement übte jedoch die Dienstaufsicht über sie aus. Da das Generalgouvernement bis 1814 dem Zentralverwaltungsdepartement, danach dem Preußischen Staatskanzler nachgeordnet, es selbst aber den sächsischen Behörden übergeordnet war, stellte es eine Art Mittelbehörde dar. Die königlich-sächsischen Behörden sanken dagegen zu Provinzialbehörden herab. Mit den Gouvernementskommissaren und den Polizeibüros verfügte das Generalgouvernement darüber hinaus über neu gebildete, nachgeordnete Dienststellen. Nach dem Abschluss des Friedensvertrags zwischen Preußen und Sachsen am 18. Mai 1815 räumte Preußen das Königreich Sachsen, behielt jedoch das gleichnamige Herzogtum. Das Generalgouvernement wurde als Generalgouvernement des Herzogtums Sachsen von Dresden nach Merseburg verlegt. Der sächsische König, der aus der Gefangenschaft nach Dresden zurückkehrte, entließ seine Untertanen im herzoglichen Teil Sachsens mit salbungsvollen Worten aus ihren Verpflichtungen ihm gegenüber: "Ich soll von euch scheiden, und das Band muß getrennt werden, das durch eure treue Anhänglichkeit Mir und Meinem Hause so theuer war, und auf welches seit Jahrhunderten das Glück Meines Hauses und eurer Vor-Eltern sich gründete. Zufolge der den verbündeten Mächten ertheilten Zusage entlasse Ich euch, ihr Unterthanen und Soldaten der von Mir abgetretenen Provinzen eures Eide und eurer Pflichten gegen Mich und Mein Haus, und Ich empfehle euch, treu und gehorsam zu seyn euerm neuen Landesherrn." (I. HA Rep. 172, Bl 84 VS) König Friedrich Wilhelm IV. von Preußen hieß sie mit ebenso salbungsvollen Worten willkommen: "Durch die Schicksale der Völker nunmehr von einem Fürstenhause getrennet, dem Ihr Jahrhunderte lang mit treuer Ergebenheit angehangen, geht Ihr jetzt zu einem andern über, dem Ihr durch die befreundenden Bande der Nachbarschaft, der Sprache, der Sitten, der Religion verwandt seyd. Wenn Ihr Euch mit Schmerz von frühern, Euch werthen Verhältnissen lossagt, so ehre Ich diesen Schmerz, als dem Ernste des deutschen Gemüths geziemend, und als eine Bürgschaft, daß Ihr und Eure Kinder auch Mir und Meinem Hause mit eben solcher Treue fernerhin angehören werdet. [ ] Nur Deutschland hat gewonnen, was Preußen erworben." (I. HA Rep. 172, Nr. 286, Bl. 89 VS) Das Generalgouvernement wurde mit Inkrafttreten der Provinzialverfassung im März 1816 aufgelöst. 2. Bestandsgeschichte Von welcher Behörde die Überlieferung des Generalgouvernements übernommen wurde, ist nicht bekannt, genauso wenig der Zeitpunkt der Übernahme. Noch eine sich unter den Jahresberichten des GStA PK befindende Übersicht über "den Zustand der Reposituren" aus dem Jahre 1872 vermerkt für den Bestand des Generalgouvernements "völlig ungekannt" (GStA PK, I. HA Rep. 178 Nr. 1900, Bl. 160). Der Bestand befand sich zwar im GStA PK, die Vergabe der Repositurnummer und die Bearbeitung des Bestandes war aber noch nicht erfolgt. Erst 1923 wurden die Akten durch Staatsarchivrat Dr. Meyer als Repositur 172 aufgestellt (GStA PK, I. HA Rep. 178 Nr. 1930, Bl. 57’). Nach kriegsbedingter Auslagerung wurde der Bestand im Deutschen Zentralarchiv, Abt. Merseburg auf Karteikarten erschlossen. Ein Findbuch wurde nicht erstellt. 2012 erfolgte die Übertragung der Erschließungsinformationen in die Archivdatenbank.           The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.           History of the authorities: The territorial reorganization of Germany by Napoleon almost doubled the territory of the former margraviate of Baden between 1803 and 1810. In 1803 it was elevated to the status of electorate and in 1806 to that of grand duchy. This made it necessary to restructure and standardize the administrative structures of the administratively heterogeneous state. The organizational edicts issued between 1806 and 1809 divided the Grand Duchy of Baden into 66 provincial and 53 municipal offices. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. The number of district offices in Baden was significantly reduced by mergers and abolitions in the course of the 19th and 20th centuries.Originally, the district offices were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the activities of municipal administrations in their respective districts, but they were also responsible for the police and - until the establishment of their own court organisation in 1857 - the judiciary, in particular civil justice. The Bonndorf office belonged to the Donaukreis, from 1819 to the Seekreis. In 1813, several communities of the dissolved Bettmaringen office were assigned to the Bonndorf district. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts and assigned the administrative district Bonndorf to the Seekreis. In 1864 the four districts were dissolved and the district offices directly subordinated to the Ministry of the Interior. At the same time, the Grand Duchy of Bonndorf was divided into eleven district associations as local self-governing bodies without state responsibilities, with the district of Bonndorf becoming part of the Waldshut district. The district offices and district associations were combined into four state commissioner districts for the purpose of handling state administrative supervision. At their head was a state commissioner with a seat and vote in the Grand Ducal Ministry of the Interior. The district office Bonndorf was assigned to the state commissioner district Konstanz. The Bonndorf district office was abolished in 1924 in the course of simplifying the internal administration and the municipalities were assigned to the districts of Neustadt and Waldshut. Inventory history: Before the beginning of the indexing work, the files of the Meßkirch District Office were distributed among the following holdings:B 692/1, B 692/2, B 692/3, B 692/4, B 692/5, B 692/6, B 692/7, B 692/8, B 692/9, B 692/10, B 692/11 and B 764/1 (Bonndorf official audit). The above stocks were combined to form stock B 692/1 (new). In the process, foreign provenances with a term ending after 1806 and before 1936 were taken and assigned to other holdings of the Freiburg State Archives according to their provenance. Files with a term ending before 1806 were separated and handed over to the General State Archive Karlsruhe for reasons of competence. In justified exceptional cases, e.g. when the proportion of documents originating before 1806 in a file was limited to a few documents, files with a term before 1806 were also included in B 692/1 (new). Notes for use:Concordances in the printed version of the finding aid book for B 692/1 (new) show all presignatures of the individual files. The signature last used in the Freiburg State Archives before the new indexing is found under Presignature 1 and the signature formerly used in the Karlsruhe General State Archives under Presignature 2.           Inventory description: The Commandant Rückwärtiges Armeegebiet (Korück) was established during the mobilization as a command post at the Army Commandos of the Wehrmacht. The Korücks were used as administration of the occupied enemy areas directly between battle zone and rear army areas under the administration of the army groups. At the beginning of the war there were nine Korücks, in the course of the war more Korücks were built as needed. During the war, some Korücks were transformed into supreme commanders. A Korück consisted of 17 officers, 6 civil servants, 18 non-commissioned officers and 38 crews, plus 7 "Hilfswillige. The task was to secure supply routes, supply bases, railway lines, communication links, the most important airports as well as to guard and transport prisoners of war. The Korücks were in charge of the security divisions and regiments, Landesschützen battalions, field and orc commandant posts, units of the field gendarmerie and the secret field police as well as staffs for prison collection points and transit camps (Dulag). The Korücks were distributed as follows during the Polish campaign: In the east: 3rd army (501), 4th army (580), 8th army (530), 10th army (540), 14th army (520), HGr. south (570) in the west: 5th army (560), 1st army (590), 7th army (550) Between 10th and 16.09.1939 the Korücks 581-589 and 591-592 were reassembled.           History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) was above all responsible for the administrative reorganization and modernization of the Grand Duchy. The Organisational Edict of 26 October 1809 divided the Grand Duchy of Baden into 66 sovereign and 53 ranked offices. The offices of the rank were gradually abolished, the last in 1849, after the final renunciation of their sovereign rights by the rank masters. In the case of the provincial district offices and upper offices, mergers and dissolutions within the framework of organisational changes led to a reduction in the total number of administrative structures in 1936/1938 from originally 66 to 27 after the changes ordered in the administrative structures during the National Socialist era. The Konstanz district association, based in Konstanz, comprised the state administrative districts of Engen, Konstanz, Meßkirch, Pfullendorf, Radolfzell (abolished in 1872), Stockach and Überlingen. The Executive Board of the Constance District Office was also the District Governor of the Constance District Association. By the county regulation of 24 June 1939 the 1864 established county federations were abolished and replaced by counties. Order and distortion work: The structure of the general records was largely based on the pre-Fackler registry order from the 19th century. In addition to files without a local reference, general files also include files that have been created for one subject for several municipalities or that concern an entire administrative district (example: district medical office in the administrative district of Lörrach). The local files were structured according to the Baden official registration order of 1905 by H. Fackler (see below), but without the Roman and Arabic numerals used there, whereby the subdivision planned for individual main points was almost always dispensed with due to the small number of file books. The municipalities are listed alphabetically. For each municipality, the respective district is indicated, according to today's status, abbreviated with the identification letters of the motor vehicles, and for municipalities that are no longer independent today, the name of the new municipality is also indicated. The person index contains the names of natural persons as well as the names of professional and lordships, and in the case of files with up to ten sheets of paper, the number of sheets was always mentioned.           The district Bochum was formed in 1817 and in 1884/85, around the counties Gelsenkirchen and Hattingen reduced, it was divided into city and county Bochum. After the district was abolished in 1929, it was assigned to the city districts of Bochum, Witten, Herne and Dortmund. The holdings, which comprised 199 numbers at the time of the new indexing, were transferred to the State Archives in 1888 (116 files). A file was added in 1908. It was not possible to determine where the remaining files came from. By far the largest part of the district registry and the district committee is located in the city archive of Bochum. The serial numbers 153 to 1962 were given to the city of Witten in 1955. Further files of the administrative district are stored in the city archives of Gelsenkirchen and Witten (see old repertory for listings). In the case of the new registration, files 47, 117a, 121a and 128a were found to be missing. The numbers 37 and 96 are not documented.           History of the authorities: As a result of the territorial upheavals in the Napoleonic period, a total of 66 sovereign and 53 rank sovereign offices were created in Baden on the basis of the organisational edict of 26 October 1809. The number of district offices (since 1939: administrative districts) and upper offices was reduced in the course of the time by merging and abolition, so that 1945 in the today's administrative district Freiburg only 16 administrative districts (Donaueschingen, Emmendingen, Freiburg, Kehl, Konstanz, Lahr, Lörrach, Müllheim, Neustadt, Offenburg, Säckingen, Stockach, Überlingen, Villingen, Waldshut, Wolfach) and - since 1939 - two city districts (Freiburg, Konstanz) existed. Apart from the offices of the rank and rank abolished in 1849 at the latest, the district offices were purely state authorities. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. The number of district offices in Baden was significantly reduced by mergers and abolitions in the course of the 19th and 20th centuries.Originally, the district offices were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the activities of municipal administrations in their respective districts, but they were also responsible for the police and - until the establishment of their own court organisation in 1857 - the judiciary, in particular civil justice. The district office Lahr belonged to the Kinzigkreis.           History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), who introduced an archive system based on the principle of pertinence as early as 1801, which determined the work of the General State Archives as well as the registries of the Baden authorities for a century and continues to this day, it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the reorganization and administrative modernization of the Grand Duchy. Reitzenstein, who had held the office of bailiff of the Rötteln dominion from 1792 to 1795 and was based in Lörrach, is considered to be the real creator of the modern Baden state in the 19th century. The organisational edict of 26 October 1809 divided the Grand Duchy into 66 sovereign and 53 ranked offices. While the latter were gradually abolished until 1849 at the latest, the district offices and the upper offices were reduced in total over time by merging and abolishing them. originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular the civil judiciary. As subauthorities, they were subordinated to the district directorates as medium instances - the district office Lörrach, created in 1809, first to the directorate of the Wiesenkreis with seat in Lörrach, then after its abolishment in 1815 to the directorate of the Dreisamkreis with seat in Freiburg. In 1832 the originally ten district directorates, named after rivers, were replaced by the district governments of the four districts - Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterheinkreis - and the district office Lörrach was subordinated to the government of the Oberrheinkreis. Finally, the Law on the Organization of Internal Administration of October 5, 1863 abolished the district governments without substitution as the medium instances of state administration and subordinated the district offices directly to the Ministry of Interior. As a link between local and central authorities, the law of 1863 (amended 1865) installed four state commissionariats - Constance, Freiburg, Karlsruhe, Mannheim - each headed by a state commissioner who had a seat and vote in the ministry. The district office Lörrach was assigned to the Sprengel of the Landeskommissär in Freiburg. Furthermore, in 1864, the Grand Duchy was divided into eleven district associations as local self-governing bodies, retaining the district offices as state administrative authorities. The district association Lörrach with seat in Lörrach comprised the sprinkles of the national district offices Lörrach, Müllheim, Schönau and Schopfheim. State organ with the district federations was the administrative official of the district, in which the district federation had its seat, as a district captain. Thus the executive committee of the district office Lörrach was in personal union at the same time district captain of the district association Lörrach. The corporate body of the district association was the district assembly of elected members. The district association Lörrach is thus the actual "ancestor" of the today's administrative district Lörrach as local self-administration body. Already in 1924 the name for the executive committee of the administrative district had been changed into Landrat. By the administrative district order of 24 June 1939 the 1864 established district federations were abolished and replaced by districts. During the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. Area and authority of the new administrative district Lörrach as local self-administration body was now congruent with the administrative district of the state administration. When the administration was reorganised after the end of the war in 1945, the legal supervision of the districts, which now again became genuine local self-government bodies with democratic legitimation, was initially transferred from the state commissioners to the (South) Baden Ministry of the Interior. The district and later district administration of Lörrach was repeatedly changed from its establishment in 1809 to the year 1952. When it was founded, the Lörrach District Office initially comprised 31 towns and municipalities: Binzen, Brombach, Degerfelden, Efringen, Egringen, Eimeldingen, Fischingen, Grenzach, Haagen, Hägelberg, Haltingen, Hauingen, Herten, Höllstein, Hüsingen, Huttingen, Inzlingen, Istein, churches, Lörrach, Märkt, Ötlingen, Rümmingen, Schallbach, Steinen, Tumringen, Tüllingen, Weil, Wittlingen and Wyhlen.With the dissolution of the Kandern district in 1819, the Lörrach district gained a further 11 towns and municipalities: Blansingen, Hertingen, Holzen, Kandern, Kleinkems, Mappach, Riedlingen, Tannenkirch, Welmlingen, Wintersweiler and Wollbach. At the same time he was assigned the municipality of Warmbach, which until then had belonged to the administrative district of Säckingen. In 1921 this was returned to the district office in Säckingen. Further changes brought the incorporation of Stetten in 1902 and the incorporation of Tumringen and Tüllingen into the town of Lörrach in 1935. The law of 30 June 1936 on the new division of the internal administration brought a considerable change to the administrative district. While the municipalities of Hertingen, Kandern, Riedlingen and Tannenkirch were assigned to the district office of Müllheim, the administrative district of Lörrach received the majority of the municipalities of the abolished district office of Schopfheim. Exceptions were Bernau, Brandenberg, Todtnau and Todtnauberg, which were assigned to the administrative district of Neustadt, and Dossenbach, Minseln, Nordschwaben, Todtmoos and Wehr, which came to the administrative district of Säckingen. Among the communities acquired by the dissolved Schopfheim District Office were also those that had originally been incorporated into the Schönau District Office, because when the latter was abolished in 1924, all the communities of the Schönau District Office had been integrated into the Schopfheim Sprengel. In 1939 the municipalities of Aftersteg and Muggenbrunn fell from the district of Lörrach to the district of Neustadt; however, this was reversed in 1945. At the same time, the municipalities of Todtnau, Brandenberg (since 1936 united with Todtnau) and Todtnauberg, which had been incorporated into the administrative district of Lörrach after the dissolution of the Schopfheim Neustadt district, were incorporated into the administrative district of Lörrach. Inventory history: Before the beginning of the registration work, the files of the Lörrach District Office were distributed among the following holdings:a) B 719/1, /2, /3, /4, /5, /6, /7, /8, /9, /10, /11, /12, /13, /14, /15 as well as B 712/1 and B 732/1b) G 17/1, /2, /3, /4, /5, /6, /7c) W 499.Initially, the stocks mentioned under a) were combined to form stock B 719/1 (new). In a second step, all files of the provenance Bezirksamt/Landratsamt Lörrach with a term up to and including 1952 were taken from the holdings mentioned under b) and transferred to the existing holdings. The inventory G 17/3 was completely merged into B 719/1. In well-founded exceptional cases, such as when the proportion of documents created after 1952 in a file was limited to a few documents, even files with a term beyond 1952 were included in B 719/1.Thirdly, all files of the provenance "Landratsamt Lörrach" from the provisional stock W 499, which contains written material from the stocks 129 to 228 of the General State Archives Karlsruhe that has been transferred to the Freiburg State Archives for mutual compensation of holdings, were also included. The pre-signature 1 contains the last signature used in the Freiburg State Archives before the new indexing and the pre-signature 2 the penultimate signature used in the Freiburg State Archives or the signature formerly used in the Karlsruhe General State Archives. The present holdings were recorded by Volker Beau, David Boomers, Joanna Genkova, Edgar Hellwig and Wolfgang Lippke.           The collection "Landratsamt Monschau mit der Signatur BR 0036" covers the period between 1816 and 1972 and consists of 433 files arranged according to subject areas. In the years 1887 and 1941, files from the Monschau District Office were taken over by the HSA Düsseldorf. The district of Monschau was formed in 1816 from the municipalities of Eicherscheid, Höfen, Imgenbroich, Kalterherberg, Kesternich, Konzen, Lammersdorf, Monschau, Mützenich, Roetgen, Rohren, Rott, Ruhrberg (later Rurberg), Schmidt, Simmerath, Steckenborn, Strauch, Vossenack and Zweifall. Monschau was at the same time the district town. Later these churches were divided into the following five ministries: Amt Imgenbroich (Eicherscheid. Imgenbroich, Konzen and Mützenich), Amt Kalterherberg (Kalterherberg, Höfen, Rohre), Amt Kesternich (Kesternich, Rurberg, Schmidt, Steckenborn, Strauch), Amt Roetgen (Roetgen, Rott, Zweifall), Amt Simmerath (Simmerath, Lammersdorf, Vossenack). Previously the district was called Montjoie and has only since 1918 the today's name Monschau. Until 1945 the district of Monschau belonged to the Prussian administrative district of Aachen in the Rhine province. From 1945 the district belonged to the British occupation zone and from 1946 to the state of North Rhine-Westphalia. In 1949, the district of Monschau changed to the federal state of North Rhine-Westphalia, which belonged to the administrative district of Aachen. In 1972 the district of Monschau was dissolved in the course of the municipal restructuring and almost completely integrated into the district of Aachen. The Monschau District Office had a double function. As an actual organ of the administrative district the office had to fulfill tasks of the country and the national administration. The organisational edicts issued between 1806 and 1809 as well as the further changes in the administrative structures of the Grand Duchy and the State of Baden made during the 19th and 20th centuries served to achieve these goals. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the administrative reorganization and modernization of the Grand Duchy at the beginning of the 19th century. The organisational rescript of 26 November 1809 divided the Grand Duchy of Baden into 66 sovereign and 53 ranked offices. While the latter were gradually abolished or converted into provincial district offices by 1849 at the latest, the state district offices and high offices were merged and abolished in the course of time to reduce their total number. Originally, the district authorities were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the actions of municipal administrations in their respective districts, but they also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. With the Peace of Pressburg (1805) the territories of Upper Austria in Breisgau were united with the Electorate and from 1806 the Grand Duchy of Baden. The district office Müllheim was established in 1809, the place of the official seat was elevated to a town in the following year. The district offices established in 1809 were assigned to ten districts, whose executive bodies were the district directorates. The district office Müllheim belonged to the Wiesenkreis with official seat in Lörrach. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts - Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterrheinkreis ¿ and assigned the district of Müllheim to the Oberrheinkreis with administrative seat in Freiburg. With the Act of 5 October 1863 on the Organisation of Internal Administration, effective from 1 October 1864, these four districts were dissolved, the district governments were abolished without substitution as the central bodies of state administration and the district offices were directly subordinated to the Ministry of the Interior, with the number of offices being reduced to 59 and from 1872 to 52 (from 1898 again 53). At the same time, in 1864, the Grand Duchy was divided into eleven district associations as local self-governing bodies without state responsibilities, retaining the district offices as state administrative authorities. The district of Müllheim was assigned to the district of Lörrach. The district offices and district associations in the four newly formed state commissioner districts of Constance, Freiburg, Karlsruhe and Mannheim were combined to handle state administrative supervision. At their head was a state commissioner with a seat and vote in the Grand Ducal Ministry of the Interior. The district office Müllheim was assigned to the Landeskommissärbezirk Freiburg.1924 the number of district offices was reduced again, from 53 to 40. 1936/1938 the number of district offices was reduced again, from 40 to 27. In addition the 1864 established district associations were abolished, and the previous districts received the designation Landkreise from 1 January 1939. The district administrations thus became a mixed construction of state administration and local self-administration. In the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. In the reorganization of the administration after the end of the war in 1945, the legal supervision of the administrative districts, which continued to perform state tasks but now really also became local self-governing bodies with democratic legitimation, was initially transferred from the state commissioners to the (southern) Baden Ministry of the Interior. After the formation of the federal state of Baden-Württemberg, it was replaced by the Regional Council of South Baden as the central authority for the administrative district of South Baden. The district area reform in Baden-Württemberg, which came into force on 1 January 1973, brought an end to the district of Müllheim, whose towns and municipalities were for the most part incorporated into the district of Breisgau-Hochschwarzwald. In the 160 years of its existence, the district office and district administrator's office of Müllheim has undergone repeated changes which cannot be explained in detail here. The district received the largest growth through the dissolution of the Staufen District in 1936, when the municipalities in the southern part of the district were assigned to the Müllheim District Office, which included the following towns and municipalities: Auggen with Hach, Badenweiler, Ballrechten with Kastelhof, Betberg, Britzingen, Buggingen, Dattingen, Dottingen, Gallenweiler, Gittingen, Hügelheim, Laufen, Lipburg, Müllheim, Muggardt, Neuenburg, Niederweiler, Oberweiler, St. Ilgen, Schweighof with the Sirnitzer Höfe, Sehringen, Sulzburg with Sengelberger Hof, Vögisheim, Zienken and Zunzingen.           History of the authorities: As a result of the territorial upheavals in the Napoleonic period, a total of 66 sovereign and 53 rank sovereign offices were created in Baden on the basis of the organisational edict of 26 October 1809. The number of district offices (since 1939: administrative districts) and upper offices was reduced in the course of the time by merging and abolition, so that 1945 in the today's administrative district Freiburg only 16 administrative districts (Donaueschingen, Emmendingen, Freiburg, Kehl, Konstanz, Lahr, Lörrach, Müllheim, Neustadt, Offenburg, Säckingen, Stockach, Überlingen, Villingen, Waldshut, Wolfach) and - since 1939 - two city districts (Freiburg, Konstanz) existed. Apart from the offices of the rank and rank abolished in 1849 at the latest, the district offices were purely state authorities. Foreign provenances in these holdings - above all files of the district offices Gengenbach and Oberkirch as well as of the Donaukreisdirektorium and the government of the Mittelrheinkreis - were removed beforehand and either assigned to other holdings of the State Archives Freiburg in accordance with the provenance or transferred to the General State Archives Karlsruhe for reasons of competence. In a second step, all files with a term up to and including 1952 were taken from the holdings mentioned under c) and transferred to the existing holdings. Stocks G 21/8 and 11 did not contain any such files, while stock G 21/10 was completely absorbed by B 728/1.           History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in land and people made it imperative to reorganize and standardize the administrative structures of the administratively heterogeneous state. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the administrative reorganization and modernization of the Grand Duchy. The Grand Duchy of Baden was divided into 66 sovereign and 53 rank sovereign offices by the organisational edict of 26 October 1809. While the latter were gradually abolished again by 1849 at the latest, the total number of state district offices and upper offices was reduced in the course of time by merging and abolishing them. originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to perform tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. With the organisational reform of 1832, the originally ten district directorates, named after rivers (exception: Seekreis), were replaced by the district governments of the four districts - Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterheinkreis - and the district office of Säckingen was subordinated to the government of the Oberrheinkreis based in Freiburg. As a link between local and central authorities, the law of 1863 (amended 1865) then installed the four state commissioner districts of Constance, Freiburg, Karlsruhe and Mannheim, each headed by a state commissioner who had his seat and vote in the Grand Ducal Ministry of the Interior. The district office Säckingen was assigned to the Sprengel of the Landeskommissärbezirk Konstanz. Furthermore, in 1864, the Grand Duchy was divided into eleven district associations as local self-governing bodies without state responsibilities, retaining the district offices as state administrative authorities. The district Säckingen formed together with the sprinkles of the district offices Bonndorf, Jestetten (1872 finally abolished), St. Blasien, and Waldshut the district association Waldshut with seat in Waldshut. Finally, the Law on the Organization of Internal Administration of October 5, 1863 abolished the district governments without substitution as the medium instances of state administration and subordinated the district offices directly to the Ministry of Interior. Already in 1924 the name for the executive committee of the district had been changed to Landrat. By the county regulation of 24 June 1939 the 1864 established county federations were abolished and replaced by counties. The district administrations thus became a mixed construction of state administration and local self-administration. In the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. Also the places of the 1813 abolished office Wehr came to the district Säckingen. The administrative district received further growth with the abolition of the Schopfheim district on 1 October 1936 in the course of the reorganisation of the state of Baden, as the municipalities of the abolished district were divided between the two districts of Lörrach and Säckingen. The organizational edicts issued between 1806 and 1809 divided the Grand Duchy of Baden into 66 provincial and 53 municipal offices. The offices of the rank were abolished until 1849 or converted into the offices of the sovereign. The number of district offices in Baden was significantly reduced by mergers and abolitions in the course of the 19th and 20th centuries.Originally, the district offices were purely state authorities and as such were primarily responsible for general state administration and for state supervision of the activities of municipal administrations in their respective districts, but they were also responsible for the police and - until the establishment of their own court organisation in 1857 - the judiciary, in particular civil justice. The district office Überlingen belonged to the Seekreis. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts and assigned the district Überlingen to the Seekreis. In 1864 these four districts were dissolved and the district offices were directly subordinated to the Ministry of the Interior. At the same time, the Grand Duchy was divided into eleven district associations as municipal self-governing bodies without state responsibilities, and the district of Überlingen became part of the Constance District.
