The collection comprises the documents (files and official books) from the city of Lemgo before the formation of the administrative district of Lemgo in 1932 and the encirclement of Lemgo in 1934. Until then, Lemgo was a free city, i.e. it was directly subordinated to the sovereign government without an intermediate instance. In the Late Middle Ages, the constitution of the city of Lemgo was laid down in three documents, which subsequently documented the traditional constitutional reality: the so-called "Kerbschnittbrief" (mid 14th century, U 86), the so-called Regimentsnottel I (mid 15th century, U 763) and the Regimentsnottel II (1491, U 764). The political bodies were therefore organised in so-called four heaps. The New or Jury Council (12 members), the Old or Resting Council (12 members), the Meinheit (24 members) and the Dechen of the nine "councilable" offices (= guilds, guilds). Each of the two councils consisted of six councillors (without functional assignment), two chamberlains, an assessor, a council sealant and two mayors. The Old and New Councils alternated annually in the context of the Council change on 6 January. New members were selected on the basis of the co-optation principle, i.e. the "outgoing" Council elected the "dormant" Council again. Only when a councillor retired (due to death or other reasons) was a new councillor elected. Meinheit and Dechen had a say in this; they could reject a candidate. The members of the Meinheit were composed of the elected representatives of the six Lemgo building communities according to the principle of residence. In addition, there were six farmer masters who carried out police duties in the city quarters and six red masters, i.e. the former farmer masters who carried out the tax assessment in the residential districts. The two councils were responsible for the day-to-day political and legal business of the city. The other two piles represented the municipal community and were supposed to exercise a limited control function over the council bodies. In 1843, a uniform legal basis was created for the first time with the Lippe city order and the four-heap constitution in Lemgo, which had been valid until then, was abolished. The municipal bodies were now the magistrate and the city council. The magistrate headed the municipal administration and consisted of the mayor and other members of the magistrate. The city councillors were elected by the entire citizenry, i.e. those who also possessed citizenship. The City Council elected the Magistrate and exercised a control and oversight function over the Magistrate (with the exception of police matters). With the city order, a separation between administration and justice took place for the first time. The municipal jurisdiction was finally abolished only with the formation of the district courts in 1879. With the Lippe city order of 1886, the acquisition of citizenship was solved from house and land ownership, exercise of a trade and secure income. Every man who had lived in the city for more than two years and paid taxes was now a citizen. The election was conducted in accordance with the three-class system. The City Council and the Magistrate had to make their decisions separately in matters of self-government. In matters of statutes and budget, the magistrate could not decide without the city council. The provisional municipal constitution of 1919 granted the right to vote to women and men over the age of 20 who had lived in the municipality for more than three months. This was the first time that a universal and equal right to vote had been created at municipal level. In 1928 the separation between official municipalities and city municipalities was abolished (see also H-existing stocks). The magistrate or city council now needed the confidence of the city council. Stock A originally also included the documents after 1932/34, which were only later renumbered stock B. The documents were then transferred to stock A. The documents were then stored in the museum. The town archivist August Schacht ordered the files for the first time. He concentrated mainly on the trial records of the various Lemgo dishes. There was no separation by provenance here. In short: all files, which originated before 1932/34 in Lemgo, form the stock A. The classification is oriented after subject matter (pertinence principle), whereby the current classification represents a revision of the original classification. The current classification attempts to make the original provenances and contexts of origin more visible again. Nevertheless, many court acts are no longer filed under the respective court instance, but can be found under other classification points (e.g. under guild matters) according to the subject matter of the dispute or the parties to the dispute. This also applies to other classification points or archive materials. In the case of files from the A inventory which do not expire until after 1934, they are assigned to the B inventory (see there). In the opposite case, files with B signatures are included in the A inventory if their terms expire before 1934. The respective signatures are always retained. The court files of the two councils or the magistrate and the other court instances are summarized in the holdings 01.02.01 - 01.02.11 and 01.03.01 to 01.03.05. The witch trials can also be found there. The so-called Audience Protocols of inventory A 01.01.01 also contain court hearings, primarily in civil law. Court files of the Lemgo City Court (= magistrate of justice, as successor to the sovereign judge) are also found in the L 88 Lemgo holdings in the NRW State Archive, Detmold, OWL Department. The tradition of the schools (Gymnasium, Bürgerschule, Lyzeum, Technikum, Fortbildungsschule...) is also in the inventory A 01.01.01, independent of the formation of the independent school communities independent of the political communities 1849 (until 1937). Overview: The sub-collection "Gewett: Ortsverwaltung Warnemünde" contains the relevant files of the Vogtei, the administration, the Badeverwaltung and the Bürgerältestenkollegium. The town of Rostock had acquired the fishing village at the mouth of the Warnow on 11 March 1323 from Prince Heinrich II of Mecklenburg in order to secure access to the sea. Since that time the village has been administered by a municipal bailiff. This was subordinated to the Weddeherren or later to the Gewett, which exercised the supervision, court and police functions in Warnemünde. From the end of the 19th century, tourism became a decisive factor in the town's economic life. The village grew into a health resort. The Citizens' Elder Council lost its function in 1911 after six Warnemünde citizens were generally granted a seat in the Rostock Citizens' Representation. In 1920, the betting was settled. The bailiff was replaced by his own local administration. The most extensive group of files in the collection results from the function of the Gewett as a lower court, which until the end of the 19th century dealt with legal disputes as well as guardianship and estate matters of the inhabitants of Warnemünde. The alphabetical order of files was already made in the court registry after the initial letters of the names of the persons and a serial number within the letter. Overview: On 1 May 1945 Rostock was occupied without a fight by the troops of the Red Army. To counter the threat of chaos, a group of Communists and Social Democrats contacted the front commander. The Ordnungskomitee, as the group called itself, published an announcement on 3 May 1945 calling on the population to maintain peace and order. On 5 May 1945, the Red Army ended the temporary Front Command Office. In his Order No. 1 of 5 May 1945, the city commander declared the NSDAP and its organizations, the entire state and administrative apparatus dissolved. On 9 May 1945 Christoph Seitz, who had come to Rostock with the Red Army as Front Commissioner, was introduced as the new Lord Mayor. In the weeks and months to come, the focus of our work was on restoring and safeguarding everyday life. The reconstruction of the city administration resulted in the dismissal of the majority of the employees, as they had belonged to the NSDAP. In order to be able to penetrate the city administratively, it was divided into 26 districts. The leading positions in the city administration, built under the control of the Soviet commandant, were occupied by Communists, Social Democrats and some bourgeois Democrats formed in the four admitted parties KPD, SPD, CDU and LDP. An important turning point in the democratic legitimacy of the new city administration was marked by the establishment of the City Committee on 18 December 1945, in which representatives of the parties acted in an advisory capacity. In February 1946, the military administration appointed Social Democrat Albert Schulz as the new mayor. Within the SPD, Schulz was among those who opposed the increasingly obvious intention to change the social and economic system in the spirit of Stalinist communism. The local self-government regained its democratic foundation in September 1946 through the "Democratic Community Constitution". The municipal constitution appointed the municipal council, which had emerged from secret, equal and direct elections, as the supreme organ of the city. The executive body for implementing the decisions should be the Council. The first free elections to the City Council took place on 15 September 1946. The municipal constitution as well as the constitution of the Land Mecklenburg adopted on 15 January 1947 had laid down the principle of municipal self-government, but under the given conditions the towns and municipalities could hardly bring this principle to life. The reconstruction of the society according to the Soviet model had serious consequences for the cities in the eastern occupation zone. The introduction of the state planned economy with the biennial plan of 1949/50 was associated with a far-reaching loss of financial independence for the cities. In addition, there was the elimination of economic independence. In the first half of 1949, all municipal service and utility companies as well as the real estate had to be combined into a special municipal utility company (KWU). The company was granted the status of an institution under public law, which was effectively removed from the local administration. The SED used the clashes over these measures to launch heavy attacks against the Lord Mayor Schulz, who resigned in August 1949 and fled to the West. His successor was the Lord Mayor of Greifswald, Max Burwitz (SED). As an important instrument for steering and controlling the other political forces, the SED systematically expanded the National Front as the umbrella organization of all parties and mass organizations from the beginning of 1950. The postponed elections to the City Council were held on 15 October 1950 for the first time under the sign of the National Front's Unity Lists. Due to a lack of alternatives, the result was clear from the outset. The administrative reform of 23 July 1952 was another important step towards aligning state forms with the model in the Soviet Union. With the formation of the 15 districts, the GDR eliminated the last remnants of federalism and made state centralism, declared "democratic", the lynchpin of the political system. The three districts of Rostock, Schwerin and Neubrandenburg emerged from the state of Mecklenburg. The city of Rostock became the seat of the newly formed council of the district. The integration of the communal level into the centralist system took place through the regulations adopted on 8 January 1953 by the Council of Ministers of the GDR on the structure and tasks of the municipal councils and district assemblies. Gouvernement von KamerunThe tradition of provincial self-government, which dates back to 1826, the year in which the first Rhineland Provincial Council was convened (29 October 1826), lies at the beginning of the process at the end of which - through the gradual development and differentiation of an administration of tasks in the social, transport, cultural, health and welfare sectors, especially since the last third of the 19th century - the Rhineland Provincial Council and finally the Rhineland Regional Council stand. The area of responsibility of the Rhenish provincial administration was the Prussian province "Rheinprovinz", i.e. an administrative unit extending from the lower Lower Rhine to the Saarland. The central political organ of provincial self-government, and thus directly responsible for the nature and intensity of the performance of the assigned tasks, was the Rheinische Provinziallandtag, which met regularly every two years from 1826 until its compulsory abolition by the National Socialists in 1933. As a political organ in which deputies elected according to certain rules were sent, this Landtag was a sui generis institute of great importance for the implementation of municipal and state policy in the Rhineland. Provincial Landtag and Provincial AdministrationThe provincial self-government of the Rhine Province was brought into being by a "Law on the Arrangement of Provincial Estates in the Rhine Provinces" of 27 March 1824 in order to implement the "Law on the Arrangement of Provincial Estates" enacted on 5 June 1823. The provisions of this law formed the external framework for the activity of provincial self-government, in so far as it was to be carried out by its highest body, the Provincial Council, until the entry into force of the new Provincial Code in 1888, when the first Provincial Council was inaugurated on 29 October 1826. Characteristic was a "representation of the people" in four stands: The status of the "princes" ("born" members from five families of former lords of the profession directly of the Reich), the "knighthood" (25 deputies elected by the owners of the properties entered in the knighthood register), the status of the cities (25 deputies) and the status of the rural communities (25 deputies). The prerequisite for active and passive voting rights was real property with a relatively high real estate tax payment. 54 representatives of the rural landed property stood thus opposite 25 city dwellers, nobility and landed property were clearly privileged. With the overview over the activity of the provincial landed property days is to be distinguished the time to approximately 1850 and the later time. In the first phase, the Rheinische Provinziallandtag devoted itself in particular to the task of bringing the wishes of the population to bear on the government. The true aims and desires of the Diet and the Province it represented lay in the political and economic fields and were clearly reflected in the exercise of the right to petition, also conferred by the 1823 Law. Requests and complaints in the interest of the entire province could be submitted by the estates to the king and were subjected to an examination. It was not until the early 1850s that the stream of petitions ebbed away. As a result, those tasks which were later considered to be the subject of self-administration of the province were completely retired during this period. Its powers, however, apart from the competence to take decisions in municipal matters, were only advisory in nature, especially since the choice of the drafts to be submitted to the Provincial Council was left to the government. The law of 1823 had declared the Provincial Parliament to be the legal organ, especially for those bills which concerned the province alone. In the period from 1826 to 1845, for example, the province had before it draft laws whose advice clearly revealed the actual wishes and interests of the narrower region: city and rural community regulations, district and provincial regulations, regulations on the redemption of real burdens, community divisions and mergers, receiving waters, hunting, fishing, forestry, electricity and dyke regulations, servitude, mortgages, laws and regulations on the administration of justice. In the same way, the 1823 Law intended to protect the provinces' individual character against the unwelcome effects of general laws, in so far as, until the meeting of general assemblies of estates, draft laws on changes in personal and property rights and taxes could be referred to the Provincial Councils for consultation. Thus, the subject of consultation was also the bourgeois conditions of the Jews, land tax, class tax, trade tax, the obligation to care for the poor and the formation of rural poor associations, trade police, marriage legislation, distribution of the quartering burdens. However, the choice of the drafts to be submitted to the Landtag was left to the government alone. In this sense, independent decision-making and administration in municipal affairs were not initially the preserve of the estates. Rather, their task can be characterized as that of advising and modestly participating in the administration of the so-called "provincial institutes", which were, however, regarded as state institutions and administered by the state organs. In these first decades of the Provincial Assembly's work, self-administration in the later sense could not develop, primarily because there was no self-administration body at all outside the Assembly. In 1841 the state government tried to remedy this deficiency by electing a committee of estates for those affairs which were to be carried out outside the Landtag. Since 1842, at the end of the session of the Diet, which was chaired by a Diet marshal, a "Ständischer Ausschuss" (Ständischer Ausschuss) was left to deal with the day-to-day running of the business, which mainly resulted from participation in the administration of the provincial institutes. The committee did not have much influence. As soon as politics disappeared in the 1850s from the negotiations of the provincial parliament, the preoccupation with the affairs of self-administration took a tremendous upswing. The development towards local self-government began with power, both on the material side by extending the tasks and on the formal side by achieving its own provincial administration, separate from the state administration, in an effort to direct the activity of the estates towards the material improvement of the province, the government extended the working area of the Diet from session to session. From the outset, the following had been part of the object of the estate's activities: the Siegburg mental asylum, the Brauweiler labour institution, the country poor house in Trier, the midwifery school in Cologne. Mixed commissions had been set up to manage these institutions, of which four members were elected by the Provincial Council and two were appointed by the Government. The chairman of these commissions was appointed by the government, which also had the casting vote. In 1838, the government allowed the permanent participation of the commissioners of the estates in the administration of the district roads. Until 1851 the Provinzial-Feuersozietät and the cooperation with the Staats- und Bezirksstraßenverwaltung were added, in 1854 the Taubstummenwesen and the Provinzial-Hilfskasse, until 1862 still the beginnings of the Blindenfürsorge. The first decisive step towards provincial self-government was the farewell to the 18th Provincial Assembly on 11 March 1868, which granted the estates the requested self-government of the insane and nursing homes. After the provinces newly created in 1866 had been granted extensive self-government with the approval of grants, the provincial states of the Rhineland were also granted self-government of the provincial institutes at the request of the provincial councils by farewell to the Landtag on 8 June 1871.A "Regulativ für die Organisation der Organisation der Verwaltung des provinzialständischen Vermögen und der provinzialständischen Anstalten" (Regulatory for the Organisation of the Administration of Provincial Property and Provincial Institutions) submitted by the Commissioner of the Landtag and which came into force on 1 January 1873 led to the election on 8 July 1871 of a Provincial Administrative Council of 15 members to manage the Provincial Businesses, which was constituted on 1 December 1872. With the election of Baron Hugo von Landsberg as Provincial Director on September 8, 1875, the Provincial Administration was for the first time also given a senior civil servant, to whom other senior civil servants ("Provincial Councillors") for the individual business areas were soon subordinated. This constitutive phase of the administrative development was completed in 1877. The administration itself had been transferred from Koblenz to Düsseldorf on 1 July 1873, where the Provinziallandtag also met from its beginnings. In 1881, the newly built "Ständehaus" (House of Estates) was used as the seat of the administration, and the new self-government began immediately after its establishment in 1871, with the takeover of the estates previously administered by the state authorities. It began with the establishment of the rural poor system on the basis of the law of 6 June 1870 and with the implementation of the resolutions adopted by the Provincial Council in 1868 concerning the establishment of five new mental homes in the Rhine Province. The development of the Provinzial-Hilfskasse into an agricultural credit institution in 1882 and its transformation into the Landesbank der Rheinprovinz in 1888 were of the greatest importance. 1823's provincial constitution was put on a completely new footing by the enactment of the Provinzialordnung of 29 June 1875 and its introduction into the Rheinprovinz by the law of 1 June 1887. The provinces as municipal associations were equipped with an extensive self-administration of their own affairs. The first provincial parliament elected according to the new foundations and responsibilities was the 34th in 1888, so that we are now entering a new era of provincial self-government and political representation. Aisch 1967)The tradition "Archiv der Provinzialstände der Rheinprovinz "The Archiv der Provinzialstände forms the oldest part of the archive of the Provinzialverband or today of the Landschaftsverband Rheinland in Pulheim-Brauweiler. It includes not least the tradition from the phase of the old provincial estates 1826-1871, which had already been processed by an expert in 1856: On July 1, 1856, Lacomblet, a member of the Landtag who was in charge of supervision, was able to inform the Chief President of the Rhine Province that "the arranging and repertory of the Landständisches Archiv" and the library had been carried out under his direction by the "archive helper" Dr. Woldemar Harless (1828-1902). Seven boxes of files had been brought by ship from Koblenz to Düsseldorf at the beginning of 1855. In addition to these holdings, which grew routinely in the following years parallel to the respective Provinziallandtage, the "Archive of Provincial Estates" received the records of the expanding municipal association administration after 1871 and 1887 respectively, whose registry scheme underwent many changes and in particular around 1924 underwent a far-reaching renaming of the departments. The files, which became ready for archiving after the Harless period, were merged without order and without a finding aid book and soon formed an unmissable mess. Hand in hand with the expansion of the premises, in which the initiative of the provincial governor Heinz Haake (1933-1945) and the First Provincial Councillor Dr. Wilhelm Kitz (1933-1945) had a large part to play, went the establishment of a real "Archive of Provincial Administration" in the Düsseldorf Landeshaus, i.e. a professional administration of the files. Harless's order had only covered the older files, and since then there had been repeated deliveries of files to the provincial administration when new subjects previously dealt with by other authorities were transferred to it. Dr. Otto-Wilhelm Pansch was now entrusted with the administration of the archive by the governor of the state. At the end of the 1930s, Pansch began to record the archive records stored in the Landeshaus, preserving as far as possible the registry order available at the time of delivery. Due to the repeated relocation of the archive due to the war, the order of the Provinzialarchiv was completely destroyed when it was transferred to the Staatsarchiv Düsseldorf in 1951. Dr. Dahm set up the inventory, restoring the internal order as it emerged from Pansch's signatures, the last uniform scheme. Pansch had not fully mastered the unification of the various deliveries in a clear sequence of departments, but his order was taken as the basis for the search book which was then drawn up in order to avoid confusion due to its proximity to the registry. The older signatures were also recorded. At the end of 1956, Dr. Oediger was able to inform the Ministry of Culture on behalf of the State Archives that the finding aid book for the files of the former Rhenish provincial administration, which had been completed at the beginning of the year, had been extended by the order and recording of a new accession of about 2000 file units. Copies of the three-volume find book "Provinzialverband des prußischen Rheinprovinz 1824-1945" should be available in January 1957. On 4 November 1960, the return of the Provincial Administration Archive from the Düsseldorf State Archive to the Landeshaus in Cologne, where two archive rooms had been equipped with archive shelves, was completed. Since 1986, the collection has represented the oldest part of the tradition in the archives of the Landschaftsverband Rheinland in Pulheim-Brauweiler.the classification of the finding aid bookThe tradition recorded here is, according to what has been said so far, characterised by three indexing actions: First of all, Harless classified the documents rather as registered documents between 1856 and 1866, primarily by the Provinziallandtage or the objects negotiated there, then Pansch classified them in the late 1930s, and finally, in the second half of the 1950s, the documents were registered in the Hauptstaatsarchiv Düsseldorf. While Pansch processed the volumes of documents already recorded by Harless, plus the written material accumulated in the following decades, the Düsseldorf indexing meant above all a reorganization and indexing of the inventory, which had frequently been moved by war and the post-war period, albeit by taking over the title recordings formulated by Pansch of his time. The result, namely a three-volume Düsseldorfer find book, formed the basis for all searches on this archive stock up to the recent past. Samples in the archive of the LVR made however only too soon clear that one could indeed work with this indexing, proved however at the same time that a not insignificant correction need existed both regarding the contents of the files and on the indicated running times. A whole series of titles proved to be pure "file cover distortion" without concrete examination of whether the contents of the file actually corresponded to the description. In fact, a number of contradictions emerged. The oldest layer of the "Archive of Provincial Estates", documents from the period from the First Provincial Landtag in 1826 to the fundamental reorganization of the Provincial Administration in 1888, was therefore subjected to a new indexing. This distortion was done by reconstructing the old structure scheme of Harless, i.e. according to the contemporary systematic classification. In addition, Pansch's old signature layer was also verified in the corresponding section. The title recording was based on the original version as far as possible, but was consistently reformulated if corrections or additions were required. It is also new that for the first time all printed matter, publications, handwritten copies of letters, etc. included in the files have been consistently listed in the "Containält-Vermerken", with the sole exception of the printed minutes of meetings, which have all been published in the corresponding series.Ä. - and thus the following archive numbers were deleted (in brackets the archive numbers containing the same letters): 185 (= 184), 337 (= 289), 357 (= 356), 362 (= 361), 381 (= 380), 400 (= 399), 406 (= 405), 438 (= 437), 459 (= 458), 551 (= 550), 591 (= 590), 603 (= 604), 795 (= 794), 856 (= 855), 1075 (= 1074), 1116 (= 1115), 1216 (= 1215).Wilhelm Kisky later heavily criticized the distortion works of Harless: The order in the finding aid book completed in 1856 was "not exactly very clear and concise", and the impractical and unclear signing of the volumes had contributed significantly to the fact that the original order was destroyed in later years. Harless' overview provided for eleven sections (I Ständische Verfassung, II Ständische Verhandlungen/Provinziallandtag, III Allgemeine Staatsverfassung und Polizei, IV Justizwesen, V Finanzsachen, VI Kirche, Kunst und Unterrichtswesen, VII Kreis- und Kommunalangelegenheiten, VIII Bezirksstraßen-Angelegenheiten, IX Handel, Gewerbe, Industrie, X Landwirtschaft, XI Provinzial-Institute). In the old structure, these departments were again subdivided into "sections", "compartments" and "numbers", which were also reflected in the corresponding file numbers. The files had been consecutively numbered without regard to these departments, which made it very difficult to insert supplements, which Harless himself had to do in large numbers. Regardless of this objection, which is not important for the current distortion - the LVR archive itself has retained the practice of the "numeri currentes" - the original system offered the possibility of clearly assigning almost all files to the corresponding headings. Haußmann, ConradThe collection of the Counts of Pückler-Limpurg is one of the most important aristocratic archives in the region. Kastl, Ludwig- on the history of the central management: The founding meeting of the central management of the charitable association took place on 29 December 1816 in the old castle in Stuttgart. Queen Katharina called together a circle of distinguished men and women to communicate her plan for a "charity society", drawn up with the permission of her husband, King Wilhelm I. After further meetings, the central management of the charity was constituted on 6 Jan 1817, approved by royal decree the following day, and the first public call for the formation of local and regional authorities was made. The new institution grew out of an older root. Already in 1805 a "private society of voluntary friends of the poor" had come together in Stuttgart, which wanted to alleviate the plight of the poor in the city by providing public food and employment. But in the inflation of 1816/17 their strength was by far not sufficient. On the one hand, the population in the flat countryside suffered, on the other hand, the society itself in the city of Stuttgart could only inadequately fulfil its self-imposed task. The members of the central administration were appointed and appointed by the queen, after her death by the king; they were active in an honorary capacity and were supposed to represent all strata of the population. The direct leadership had been reserved for the Queen; her deputy in the chair and her successor as president of the central leadership was Privy Councillor August von Hartmann (1819-1847). The office rooms were provided by the state and the reporters and civil servants were paid from the state treasury. The accounts were therefore subject to State control. Central management was not a government agency. As a special institution under the king's control, it was nevertheless able - in accordance with the queen's wishes - to make far-reaching decisions quickly and found the necessary support from the state administrative authorities during its implementation. It was active in the country through the "District Charity Associations", which were formed in the upper districts from the heads of the church and secular administration and in some cases also through "Local Charity Associations" in individual towns. In the city of Stuttgart, the "Lokalwohltätigkeitverein" (local charity association), which emerged from the "Privatgesellschaft" (private company), took over the tasks of a district charity association (see F 240/1), while a separate district charity association was set up at the Stuttgart office - as was the case with other higher offices. In addition to providing the population with food and clothing in years of need, the fight against beggars on the one hand and job creation on the other formed the focal points of their activities. To stimulate savings activity, the "Württembergische Sparkasse in Stuttgart" was founded with an announcement dated 12 May 1818, the supreme supervision of which was transferred to the central management (see portfolio E 193). On 16.5.1818 the "Royal Army Commission" (see fonds E 192) was established as a collegial state authority to carry out state tasks in the promotion of the poor and the economy. Practically only members of the central management belonged to it, so that a very close personal dovetailing with this was given. The central management not only wanted to eliminate current emergencies, but also to get to the root of the problem. For example, industrial and work schools have already been set up for children in order to promote diligence and manual skills through straw and wood work, to prevent neglect and to help them earn some money. In 1849, these existed in 99 towns of Württemberg and employed 6400 children. Vocational training for the next age group was promoted with apprenticeship contributions. Emergency shelters were built for girls at risk, sick and hard-to-reach people were supported in institutions and homes, trade and commerce were supported with loans. In cooperation with the Central Office for Trade and Commerce, the central management (see inventory E 170) introduced new branches of work into the Württemberg economy and promoted the sale of its products. Since 1823, the impoverished communities have been given targeted help in the form of a special state aid and improvement plan; the implementation of these measures was the responsibility of the Armenkommission. Since the middle of the 19th century, the fight against the consequences of natural disasters and war emergencies, as well as disease control, has slowly come to the fore of the central management's activities. The necessary funds were raised from collections and annual state contributions and have been held in an emergency fund since about 1895. In the time of crisis during and after the First World War, the central management used all means at its disposal to help steer the need. At the same time it was the office of the National Committee for War Invalidity Welfare, the National Foundation for the Survivors and the National Office for Homeworking Unemployed Women, organised large collections of money for the benefit of children's, middle-class, old-age and homeland emergency aid and managed the distribution of donations from foreign relief organisations in cooperation with the district charity associations. In addition, she conducted the business for social charitable associations and for national collections, in particular for the Landesverband für Säuglingsschutz und Jugendfürsorge, the Verein für entlase Strafgefangene, the Heimatnothilfe, the Künstlerhilfe and took over the tasks of numerous welfare associations and foundations that had entered into the inflation period (see For more than a century, the central management of the charitable association was and remained the switchboard for welfare work in Württemberg. The central management has always been in close contact with the institutions and associations and has turned its special attention to them by giving suggestions or making significant contributions to numerous foundations. She promoted them by regular contributions and helped by advice, especially in financial terms. The "Blätter für Wohltätigkeit in Württemberg", today "Blätter der Wohlfahrtspflege", published since 1848, spread far beyond the immediate sphere of activity of the central management, but with the expansion of the state tasks the central management gradually lost its independent position. In 1921 it became an institution under public law under the supervision of the Ministry of the Interior and was now called "Central Management for Charity". During the National Socialist era it was renamed "Zentralleitung für das Stiftungs- und Anstaltswesen" (Central Management for Foundations and Institutions), with corresponding restrictions on its scope of duties, since the "National Socialist People's Welfare Office" reserved for itself the more popular areas, in particular emergency aid ("Winterhilfswerk"). After the end of the 2nd World War, the scope of the central management was expanded again and its sphere of activity extended to the former Prussian administrative district of Hohenzollern. But it could no longer attain its former significance. In 1957 it became the "Landeswohlfahrtswerk für Baden-Württemberg" in the form of a foundation under civil law with its registered office in Stuttgart, Falkertstr. 29. 2. On the history of the registry: the first office of the central management of the charitable association was established in the summer of 1817 in the old castle in Stuttgart, in the same place where the constituent meeting of the central management had taken place on 6 January of the same year. The Chancellery, which was also responsible for the business of the agricultural central office, was run from 1817 to 1857 by Regierungsrat Schmidlin as secretary. In 1820 the Chancellery rooms were moved from the Old Palace to the Ministerial Building of Foreign Affairs. In the end, this had an unfavorable effect on the management of the registry and constantly forced compromises to be made. In 1825, 1837 and 1846 Schmidlin had lists drawn up of the files kept in the registry of the Central Management and the Army Commission. The files of both bodies were kept together. The special files (Aalen to Welzheim) were filed in subjects 1 - 66, the general files in subjects 67 - 84. The list of 1837 contains in contrast to the list of 1825, which only describes the general files, also a list of the existing special files and in the appendix a list of the 15 file fascicles handed over in December 1838 by Geh. Rat von Hartmann from the estate of Queen Katharina to the registry of the central administration. Unfortunately, the 1846 directory is no longer available. The connection between the offices of the central management of the charity association and the central office of the agricultural association (with separate registries), which had existed since 1817, was dissolved in 1850 with the transfer of the latter to the Legion barracks, when a second registry was formed for the latter on the occasion of the internal separation of the central management and the Army Commission in 1855; copyist Rieger had great difficulty in dividing up the files and ordering both registries. Due to the close interdependence of the Central Management and the Armed Commission - the members of the Armed Commission were all members of the Central Management - however, a strict separation was not always necessary at that time (and also with the new indexing 1977 to 1979, see E 191 and E 192).1856 In 1857 Chancellor Keller, successor of Secretary Schmidlin in the chancellery, expanded Schmidlin's file plan to accommodate the rapidly growing registry, whereby in particular the various matters previously united under general headings were separated. In the special files, subjects 1 - 66 increased by six to 72, so that the general files were now distributed among 73 - 114 instead of subjects 67 - 84. The files, which were stored in confined spaces in various rooms, could be found quickly on the basis of a central management file directory produced by Keller around 1860 and supplemented up to the beginning of the 20th century, which lists the file subjects in alphabetical order with fan descriptions. Secretary Kuhn undertook a comprehensive reorganization of the registry in 1874. On the one hand, he eliminated 403 file fascicles, mainly local files, for the old registry, which had been completed in 1877, and on the other hand he systematically structured the remaining registry files, leaving out the old subject classification. Obviously this new plan did not come to fruition due to a chronic lack of space, which the Secretariat complained about in a note dated 10 Dec. 1896 to the Ministry of Finance and asked for new premises to be provided. As a result of the sale of the entire property, these offices had to be vacated in 1906; since no suitable state building was available, the private house Furtbachstraße No. 16 was rented. Probably with regard to the move into the house Furtbachstraße, secretary Kuhn designed around 1903 in a modified form a new registry order, which was also then applied in practice. On 26 June 1914 the central administration finally moved into the house at Falkertstraße 29, which it had acquired from the estate of the Kommerzienrat von Pflaum and set up for its purposes. The new accommodation had a favourable effect on the registry conditions insofar as more extensive file accesses could be accommodated in the subsequent period. These were above all the files of numerous associations dissolved as a result of inflation, as well as files from the management of the Central Management for Social Charitable Associations, committees and large relief actions in the emergency years between the two world wars. The storage of these files took place in loose connection with the remaining files. Around 1936, a provisional list of files ("registry plan") was created for the files of the NS-Volkswohlfahrt (National Socialist People's Welfare) with the inclusion of newer files of the central administration. Archival documents on the history of the registry see E 191 Rubr. III 1c Büschel 4532 (offices) and Büschel 4533 (tools). 3. to the order and distortion of the stock: The old files of the central management were handed over to the Ludwigsburg State Archives by the Landeswohlfahrtswerk in 1968 and 1976. In 1976, individual books and periodicals were placed in the service library of the archive from the outset. State Archives Director Dr. Robert Uhland began in 1968 to organize and record the files and volumes, but was already stuck in the early days with this work because of other obligations. As part of a research contract with the support of the Volkswagenwerk Foundation, the holdings were then transferred from 1977 to 1979 under the direction of Senior State Archives Councillor Dr. Wolfgang Schmierer by the scientific director of the Volkswagenwerk Foundation. Employees Dr. Hans Ewald Kessler in cooperation with the archive employees Erwin Biemann and Helga Hecht. The final works, which included the inventory classification and revision of the title records, were carried out from 1981 to 1982 for the inventory group A (files and volumes), Amtsrat Karl Hofer, and for the inventory group B (printed matter), Archivoberinspektorin Regina Glatzle. Since at the beginning of the indexing there were no finding aids available, apart from a very inaccurate index of the older archives, especially for the older ones, it was also not possible to use the older registry data, some of which still existed. The old registers (E 191, Rubr. III 1b Bü 5992 - 5998) were only found during the indexing process. The extensive files and volumes were divided in the course of the indexing work and divorced into the holdings E 191 (central management of the charitable association), E 192 (Armenkommission) and E 193 (central management of the Sparkasse für Württemberg). The external files burst in the registry were excavated and integrated as independent holdings in accordance with their provenance into the corresponding holdings series of the State Archives F 240/1 (Lokalwohltätigkeitsverein Stuttgart), F 240/2 (Bezirkswohltätigkeitsverein Cannstatt), PL 408 (Wichernhaus Stuttgart), PL 409 (Verein zur Unterstützung älterer Honoratiorentöchter), PL 410 (association for artificial limbs), PL 411 (association for worker colonies), PL 412 (association for folk sanatoriums), PL 413 (national association for infant protection and youth welfare), PL 416 (Paulinenverein), PL 417 (Comité zur Beschaffung von Arbeit), PL 418 (association for shameful house arms), PL 419 (harvest association) and PL 705 (estate Heller). All these holdings contain files of originally independent organisations which have been taken over by the central management over time. The inventory E 193 was arranged and registered as a separate file group, which originated at the central management, but concerned its own closed field of work, as a separate file group.15 file fascicles originate from the estate of Queen Katharina and were handed over to the registry of the central management in the year 1838 by Privy Councillor v. Hartmann: they are incorporated in the majority in section I 3 of the inventory E 191. A list of these files is attached to the registry of 1837. E 191 was indexed in individual connected groups according to numerus currens, whereby the title records could only be arranged objectively after completion of the indexing.After several registration plans had been valid for the files of the central management, also different stock groups were not registered by these, the stock E 191 was arranged according to a new stock systematics under consideration of the business circles of the central management and preservation of old registration structures. the stock contains a large number of brochures, above all annual reports and statutes of socially active institutions and associations from the whole German-speaking area. As far as these were collected independently, they were registered under the inventory department B, further are in the associated files. Duplicates as well as the periodical "Blätter für das Armenwesen" and "Blätter der Zentralleitung für Wohltätigkeit in Württemberg", volumes 1890 - 1891, 1896 - 1922 and 1925 - 1939, were taken over to a large extent into the collections (JL 415) or into the service library of the State Archives Ludwigsburg. 7107 numbers in the volume of 97 m were included in the holdings E 191.
