In Magdeburg, more than ten different jurisdictions shared this territory until 1807. Within the Magdeburg police administration, the criminal investigation department stood out as an independent department in the first half of the 19th century. In addition, another special department was established in 1851 in the form of the central residents' registration office. An II. Business department was created in 1884. It was responsible for the affairs of the military office, the customs and market police and the public transport system, the matters relating to fines, transport and vaccinations, the issue of identity cards including hunting licences and, since 1888, also for health insurance, accident insurance and settlement matters. 1888 also saw the unification of the moral and criminal police. Since 15 July 1889, the Magdeburg Police Administration has been known as the Royal Police Presidium, in accordance with the title of Police President. At the beginning of the 1920s, as part of a structural restructuring of the Magdeburg police headquarters, there was a stronger distinction between the administrative police and the police administration on the one hand and the excellence consisting of the protective police and the criminal police on the other. At that time, the Presidium was structurally divided into five large departments, in addition to the Presidential Department and an Administrative Department.           On April 21, 1933, Hitler appointed his personal secretary Rudolf Hess, the former head of the "Political Central Commission" of the NSDAP, as "deputy of the Führer" and authorized him to decide in his name on all matters concerning the leadership of the party. The main task of the deputy leader and his staff, formed at the headquarters of the NSDAP in Munich, was to "align the Gauleitungen, divisions and affiliated associations of the NSDAP uniformly and to give them political guidelines"(1) This function of a central authority of the internal party leadership had to be fought for and defended first and foremost against the resistance of the Reichsorganisationsleiter Robert Ley, who regarded himself as the main heir of Gregor Strasser and his concentration of power within the party. (2) The "NSDAP liaison staff" set up on 24 March 1933 in the former building of the Prussian State Ministry in Berlin was subordinated to Hess and subsequently served as the Berlin office of the Führer's deputy, without achieving or even exceeding the importance of the Munich staff, also with regard to the later coordination functions vis-à-vis the Reich government. As was already the case when Hess was commissioned to head the Central Political Commission, which had been created at the end of 1932 after Gregor Strasser's dissolution of the Reichsorganisationsleitung, which had developed into a central party-internal power apparatus, as a supervisory organ for its previous main departments III and IV,(3) Hitler's appointment of his private secretary as deputy to the leader was by no means intended to strengthen the position of the party or its Reichsleitung within the National Socialist power structure. While the comparatively generous endowment of the deputy leader's central authority of the party leadership should undoubtedly also serve to curb the power ambitions of other, personally stronger party leaders, the personality of Hess, who had always been a devoted follower of his leader without any independent power within the party leadership, offered a guarantee that a center of power alongside Hitler, as it threatened to develop in the short term in 1932 with Gregor Strasser's rise to "a kind of general secretary of the party with comprehensive powers of attorney" (4), could no longer emerge in the future. Hess could not speak of a supremacy over other "law firms" (law firm of the leader of the NSDAP, Reich Chancellery and - after Hindenburg's death - Presidential Chancellery). Even the later use of the central competences of the office of the deputy of the Führer under the energetic and ruthless leadership of Martin Bormann to develop his known personal position of power could only succeed, since Bormann consciously built up his position, but never only that of Hitler. Rudolf Hess, who was personally rather weak, was, however, granted comprehensive powers in state affairs by the Law of 1 December 1933 on Securing the Unity of Party and State. Like Röhm, the head of the SA staff, Hess was appointed Reich Minister without a portfolio in order to "ensure the closest cooperation between the Party and the State".(5) The position of the deputy leader was decisively strengthened by Hitler's unpublished circular of 27 March, which was issued by the Reichsminister in Berlin. On July 7, 1934, "the deputy of the Führer, Reich Minister Rudolf Hess", was given the position of a "participating" Reich Minister in the legislation without exception.(6) This gave Hess the opportunity to comment on all drafts of laws and ordinances and to assert the party's position. By the "Erlass über die Beteiligung des Stellvertreter des Führers bei der Ernennung von Beamten" (Decree on the Participation of the Deputy Fuehrer in the Appointment of Civil Servants) of 24 September 1935 (7), Hitler also ordered Hess to participate in the appointment of Reich and Land officials in such a way that he received a copy of the proposal for promotion or appointment with more detailed information about the civil servant and was granted a reasonable period of time to comment. As a rule, this deadline was used to obtain the opinion of the local party organisation, particularly on the political position of the candidate. After this decisive expansion of competence, the office of the deputy leader, whose staff comprised "two, three men" when Martin Bormann took over the leadership of the staff in July 1933, (8) took on firmer contours. At the request of the deputy of the Führer, the officials were transferred from the respective Reich or Land departments to the staff of the deputy of the Führer. Until 1941, Head of Division III was the administrative lawyer Walther Sommer in the rank of Ministerial Councillor; his successor became State Secretary Dr. Gerhard Klopfer in 1941. Due to the composition and origin of the staff, Division III was hardly in a position to bring about the originally intended implementation of a radical party position in state legislation and civil servant policy. Rather, we can speak of a mediating function between party offices and ministries. Within this framework, the public authorities expected "their" officials transferred to the staff of the deputy leader to have a supportive influence on the responsible NSDAP department, which was usually actually exercised (12). Nonetheless, it is beyond doubt that the party's right to participate in the appointment and promotion of civil servants, from which only the Wehrmacht was able to keep itself free, had a considerable influence on the civil service and, among other things, had to impair its traditional view of service. Immediately after the England flight of his deputy Rudolf Hess, Hitler made the order on 12 May 1941 that the previous office of the Führer's deputy should bear the name "Party Chancellery" and be subordinated to him personally. The leader was "as before Reichsleiter Martin Bormann" (13). In his decree of 29 May 1941 "On the Position of the Head of the Party Chancellery" Hitler specified "in order to ensure the closest cooperation of the Party Chancellery with the Supreme Reich Authorities: The Head of the Party Chancellery, Reichsleiter Martin Bormann, has the powers of a Reich Minister, he is a member of the Reich Government and of the Council of Ministers for the Defence of the Reich". Hitler then affirmed that the previous head of staff of the office of the deputy leader's deputy did not receive the title of his former superior, but rather all of his powers: "Where in laws, ordinances, decrees, orders and other orders the deputy leader's deputy is named, he shall be replaced by the head of the Party Chancellery" (14). According to the NSDAP's self-image, the Party Chancellery was Hitler's office in his capacity as leader of the party. Their Hitler leader, who was directly responsible for Hitler, had "to process all fundamental plans and suggestions from the area of the party centrally" for Hitler. The instructions issued by Hitler himself or prepared on his behalf for the entire party were sent exclusively via Bormann to the departments responsible for implementation. Not only the political leadership of the party, but also all work arising from the party's supremacy towards the state was to be done in the party chancellery. During the war, these tasks included, as a matter of course, the "versatile deployment of the party organs in total internal warfare" and the work of the party in the integrated and occupied territories. In addition to the party and the Wehrmacht, the focus of the jurisdiction of the party chancellery was on "securing the unity of party and state" (15). In the Ordinance of 29 May 1941 on the Implementation of the Decree of the Führer on the Position of the Head of the Party Chancellery, the Reich Minister and Head of the Reich Chancellery Lammers and the Head of the Party Chancellery ordered the following on 16 January 1942: (16) The Party's participation in the legislation was to be effected exclusively through the head of the Party Chancellery, unless Hitler determined otherwise in individual cases. Proposals and suggestions from the area of the Party, its divisions and affiliated associations could only be forwarded via Bormann, the responsible ministries and other supreme Reich authorities, as far as the legislation was concerned. This practically amounted to a concentration of power on the person of Bormann. The party also played a central role in processing the personal data of the civil servants. In any case, the head of the Party Chancellery had the position of a b e t e i l t e Reich Minister in the preparation of state legislation in legislative work. This also applied to the laws and ordinances of the provinces and governors of the empire. In addition to these formal competences, it was stipulated that, in matters other than legislative matters, the communication between the supreme Reich and Land authorities, insofar as these were responsible regionally for several districts of the NSDAP, on the one hand, and the services of the Party, its divisions and affiliated associations, on the other hand, took place solely via Bormann if these were "fundamental and political questions". Direct traffic was expressly declared inadmissible. Thus an instrument of power equipped with far-reaching competences came under the exclusive leadership of an energetic party functionary who was just as servile upwards as he was after him under brutally ruthless party officials, who of course used it as far as possible to expand his own position of power, which of course was not exclusively based on his position as head of the party office. Bormann's rise from organizer of illegal Freikorpsgruppen and Feme desk murderers to head of the relief fund of the NSDAP and finally to chief of staff of the Führer's deputy, his constant approach to the person of Hitler - from the administration of Hitler personally from various sources funds available, the conversion of the House of Wachenfeld to the "Berghof" and "Berghof" respectively. the expansion of the entire Obersalzberg complex into Hitler's summer residence, up to Hitler's constant company in the Führer's headquarters or "special Führer train" during the war - cannot be traced here in detail (17). The coupling of these two functions - the leadership of the political coordination centre of the party (staff of the deputy leader or party chancellery) and Hitler's constant support and advice, also in personal matters - formed the basis of Bormann's special position of power, which could not easily be equated with the strengthening of the party leadership as such. Structurally, even an energetic head of staff or head of the party office was unable to change the desolate weakness of the NSDAP's Reich leadership. Even under Bormann, the party chancellery did not develop into an all-powerful, bureaucratic command center comparable to communist politburo. Bormann's special position was based on the personal, independent power of attorney as Hitler's personal clerk, which was institutionalized on April 12, 1943 with Bormann's official appointment as "Secretary of the Führer" (18). From Bormann's dominant position in the Führer's headquarters - not actually from his function as head of the Party Chancellery - the path led to the Super and Control Minister of the Reich Government, when the Bormann was not only seen by dissatisfied party and contemporaries in the final years of the war, but is also portrayed in historical studies on the Nazi regime in general (19). The two-pronged organisational structure of the office of the leader's deputy, which was essentially based on the two departments for internal party affairs and for questions of constitutional law, remained basically unchanged, even under the name of the party chancellery. Inventory description: Inventory history of written records management in the party office Although file plans and other registry aids have only been handed down in fragments for certain periods of time, even then, a clear picture of the written records management of the Hess and Bormann offices can be drawn. A file plan from the year 1937 is divided into two main areas (10 party, 20 state) and then divided into four levels according to the subject system. Files that could have been listed according to this plan, which was valid until about 1940, are only preserved in the form of single sheets or small processes, so that this file plan was of no particular importance for the indexing of the holdings. On the other hand, an excerpt from the file plan for matters of Reich defence (1) dating from 1939 proved to be a useful aid. It provides for up to 80 small subject series, of which 3 to 18 each are grouped into five groups (operational planning, subject areas, defence, preparation of mobilisation and general affairs); finally, collective folders for routine processes could be created as required. The systematic weaknesses that are typical of small subject series became clearly apparent in the distortion. The division of the records into "destination files", "auxiliary files" and "files for correspondence" is not convincing and could be neglected in the listing of the files of the competent Division M and Group II M respectively. File plans for the mass of the surviving records, i.e. from the time of the Party Chancellery (1941 - 1945), have not been preserved. After all, Rotulus sheets preserved for a sub-area with titles to essentially completed processes show the systematics of the underlying file plan (2). Rotulus leaves for the file numbers 1010/0 to 3230/4 have been preserved, whereby a further stage in the numerical classification was partly formed. The classification was based on the department principle. The file plan was used until the end of the war, as the comparatively closed tradition from Department III shows, and was observed in principle. The reference number consisted of the name of the respective organizational unit and the file number. The fate of the holdings since the conquest of Germany by the Allies corresponds to the history of German contemporary historical sources in the war and post-war period in general. Perhaps there is a specific feature typical of the existence of a political party in that self-destruction by party functionaries accounts for a larger proportion than destruction by enemy action. Of course, the acts of annihilation cannot be proven in detail. Since 1955, the Federal Archives have received splinter-like remnants and a few closed groups of records, essentially from offices of the victorious powers USA and Great Britain, to a lesser extent from authorities and universities in the Federal Republic of Germany, as well as about two dozen individual donations from private holdings, whereby takeovers from other holdings of the Federal Archives are added. In 1955, the Federal Archives took over copies of letters from the Chief of the Security Police and the SD to Bormann, of judgments handed over to Bormann by the Reich Minister of Justice, and of other documents from the Provenance Party Chancellery, all relating to events in connection with the assassination attempt on Hitler on July 20, 1944, all of which - supplemented by a small amount of material from private collections - were combined in the NS 6 "Party Chancellery of the NSDAP" as a special "Collection July 20, 1944" due to their common provenance. The originals of these documents, which had already been transferred to the main archive of the NSDAP before the end of the war, were received by the Bundesarchiv in 1962 in the course of the repatriation of German files from the Federal Records Center in Alexandria, Virginia (USA). These historically highly significant materials were already made accessible in detail by Jürgen Huck in November 1955. His title recordings have been completely incorporated into this finding aid book (p. 94 ff.). The other contributions come from the University Library of Heidelberg, the American Document Center in Berlin, the Federal Records Center in Alexandria, Virginia, and the National Archives of the United States in Washington, D.C., the Library of Congress there, and the British file depot in Whaddon Hall. In addition, there were a large number of smaller statements from German authorities and private owners. The holdings received a larger increase in the course of many years of organizing work from other holdings of the Federal Archives, above all from the NS 26 holdings (main archive of the NSDAP) and the "Schumacher Collection", which is to be dissolved altogether. In total, no more than 5 documents of the Party Chancellery should be preserved in the Federal Archives. This rough estimate may disregard the registries of the State Secretary Reinhardt in his capacity as "representative of the deputy of the leader or of the Party Chancellery for matters of job creation, financial and tax policy" and his personal adviser Dr. Hans Gündel, who was head of Group III E Public Finances in the Party Chancellery, remaining in inventory R 2 (Reich Ministry of Finance). Comments: (1) Both file plans in NS 6/69. (2) NS 6/803 - 804. Archival processing While the "Collection 20. July 1944" and which became known according to their core as "Kaltenbrunner Reports", were subjected to a detailed indexing, which already led in 1955 to a finding aid book with a detailed introduction and comprehensive index, the remaining parts of the inventory, fed by a multitude of duties and takeovers, were first recorded in the order of access, provided with provisional signatures, and in some cases marked summarily in terms of content - whereby, if available, the delivery directories of the delivering agency, for example the "Kaltenbrunner Reports", were usually followed. B. of the US Document Center -, Z. T. however, also downright according to archivfachlichen points of view registered. The final organizing and indexing work now carried out on this stock could therefore only partly be concerned with recording a number of accesses that had not been indexed at all up to now. The main task was rather the consolidation, standardisation and, in particular, the overall classification of the archival records - also from other holdings of the Federal Archives - which had been divided into numerous accesses and indexed to varying degrees of intensity up to that point, and which naturally necessitated an examination, but mostly also a reformulation, of the provisional titles found. This applied in particular when, on the one hand, the dissolution of predefined archive units, which had previously only been described in summary form and which had mostly been formed formally in Allied custody, into individual processes was offered, and, on the other hand, the combination of scattered parts of processes into processes or also of scattered individual processes into uniform series, some of which were provided for by the file plan, became possible. The intensive recording to Bormann of the reports of the Chief of the Security Police and the SD on the events in connection with the assassination attempt on 20 July 1944, made almost thirty years ago, was taken over in the finding aid book. Since, of course, it was not necessary to index the remaining components at this extraordinary depth, this complex of archival records described in Section C 8.1 continues to occupy a special position within the holdings, which is also clearly discernible according to formal criteria. This can be justified both on the basis of the exceptional importance of the documented object, proven by the very high user frequency, and on the remarkable quality of the sources. The "originals" of the above-mentioned documents, which arrived in the Federal Archives considerably later (1962) - the indexing in 1955 had been done on the basis of copies taken over from the Federal Archives at the time and made in American custody - had been formed according to American principles of order and were provided with their own provisional archive signatures in the Federal Archives. They have now been adapted to the order and distortion as they were created in 1955 for the distortion of the corresponding copies. This adaptation also extends to the signatures, so that the found distortion of the copies can also be applied without any restriction to the corresponding volume of originals - which now bears the same signature. In principle, attempts were made to adopt predefined registry units, to retain grown processes as archive units, and to use existing titles as a basis for title formation during indexing wherever possible. This attempt, however, could essentially only succeed with the organically grown written material from the years after 1940/41 handed down from Division III in the areas of "Foreign Trade" (C 12), "Money and Capital Markets" (C 14), "Construction Industry" (C 18) and "Housing Construction, Housing Management, Settlements" (C 19) - i.e. from the offices III B 1 and III B 2 - with limitations also in the surviving records of the main offices and the main offices with restrictions. As a rule, only scattered and incoherent remnants from the other organisational units, i.e. also from the registries of the deputy leader, his staff leader or the head of the party chancellery, the department heads, from the groups II A and II B concerned with the actual party leadership in the narrower sense, as well as from the years 1933 to 1936 in general, reached the holdings. Here, therefore, there was only the choice of registering individual pieces as such - if the historical value made it appear justified - or of combining documents that belonged together thematically or according to formal criteria to form artificial processes in which either the documented object or the formal criterion (e.g. Führer's discussions with Bormann, templates for Reichsleiter Bormann, lectures by Friedrich's head of department to the Führer's deputy) were decisive for the process formation. The relatively complete and complete series of orders, decrees and circulars of the deputy of the leader or of the party chancellery is of central importance not only with regard to the overall wrecked tradition of the entire collection, but also because of its outstanding independent source value. The information contained in these documents (cf. Section C 1) on all areas of the Party Chancellery's leadership and administrative activities was primarily intended for higher Nazi functionaries and constitutes a high-quality collection of sources, both in terms of quality and quantity, for research into the ruling apparatus of both the NSDAP and the Nazi regime in Germany, which could be used not only for special studies on Hess and Bormann's offices, but also for a variety of questions in the research of the Nazi era. It therefore seemed advisable not to leave it - under the influence of the party announcements printed in the Reichsverfügungsblatt - with a conventional recording of titles by volume, which was limited to chronological information, but to make the content of both the subject matter and the text of the decrees, orders and circulars as accessible as possible using the possibilities of automatic data processing. The result of this indexing will be presented in the second part of this finding aid book, while in the first part the series of party announcements will be recorded and listed in purely chronological order within the overall systematics of the stock (Section C 1). As far as possible, the classification of the records is based on the remaining business distribution plans of Divisions II and III. The "regulatory registration principle" was applied insofar as, for practical reasons, it proved necessary to provide for several development sections (Sections C 18 and C 19) at a relatively low organisational level (e.g. head office III B 2 c) in the case of relatively dense parts of the transmission from offices III B 1 and III B 2. In organisational areas with a ruinous tradition, on the other hand, written records of several groups were sometimes combined, e.g. groups II F and II W in section C 5. It goes without saying that in cases in which a classification was not formally possible due to a lack of business signs or due to the dissolution of the registry discipline at the end of the war, a decision was made on the basis of factual aspects. This applies in particular to the documents in connection with 20 July, which went directly to Bormann at the Führer's headquarters without any noteworthy processing by the Party Chancellery and from there went directly to the main archive of the NSDAP. In the classification scheme of the index they now appear under the generic term "Combating political opponents by security police and SD", although an assignment to Bormann's reference files in Chapter B would also have been conceivable. This applies mutatis mutandis to the documents relating to general party management matters, which are combined under "Management, Adjutant's Office" and in Sections C 2 and C 3 and for which there was no recognisable regulatory approach - not even in the form of a reference number - to registration. As it were, those documents were appended to the inventory under the designation "Special Tasks" which did not arise from Bormann's activity as head of the Party Chancellery, but were related to Bormann's activity as an administrator of Hitler's private assets. These are remnants of the traditions of the equipment of the planned "Führer Museum" in Linz and the recovery of the art treasures already "acquired" for this purpose, as well as a few files from the management of the "Führerstiftung Wohnungsbau Linz" and the administration of the "Führerbauten" on the Obersalzberg. A total of three concordances not only ensure that certain signatures of the holdings can be easily identified in the finding aid book (Concordance I), but also guarantee that archival documents cited after Allied signatures (Concordance II), after the provisional numbers of the Federal Archives or after earlier signatures from other holdings of the Federal Archives (Concordance III) remain easily accessible. In principle, an inventory of the Federal Archives is to be used according to the Federal Archives' specially prepared finding aids, since the Allied signatures indicated, for example, in the American "Guides to German Records microfilmed at Alexandria" or other finding aids for confiscated German files, mostly represent an outdated state of order of the files and can only be used for ordering American microfilms. For practical reasons, it should still be possible in individual cases to move from the Allied signature possibly cited in publications to the signature of the original in the Federal Archives. The present finding aid book was created as part of a retro-digitisation project of the Federal Archives and contains the digitised indexing results of the present conventional finding aid. In connection with the planned online launch, the portfolio was revised in 2008. The entire collection was supplemented above all by files and dossiers from the collection "NS Archive of the Ministry for State Security of the GDR". Citation method BArch NS 6/ .... Characterization of the content: The fact that a user of the inventory is repeatedly reminded of the fact that these are only highly unequally distributed debris or even scattered fragments of a formerly quantitatively and qualitatively important registry body, roughly comparable with the inventory of the Reich Chancellery (R 43), is certainly the main reason why considerations of the historical value of the existing traditions must have an ambivalent result. Due to the closed series of the "Verfügungen, Anordnungen und Rundschreiben" and the - admittedly for the most part for a long time published -(1) Überlieferung zum 20. Juli 1944 (1) the holdings certainly belong to the qualitatively most significant from the time of the Nazi rule. However, even against the background of the most recent outstanding importance and competence of the party law firm and in particular of its head, the tradition still received cannot make up for the loss of important parts of the registry. Thus Bormann's much-described closeness and position of trust in relation to Hitler is documented at best in some splintery notes on "Führerbesprechungungen". The party's relationship to the state, Bormann's role in the Nazi power structure, in particular also considerations of the actual power of Hitler's directly assigned offices and the forms of rule exercised by them cannot be conclusively assessed on the basis of Bormann's preserved sources and the party chancellery, in which some important conclusions could rightly have been expected for the aforementioned reason. The fact that, instead, the Nazi regime's efforts to build social housing during the war are very closely documented and can largely make up for the loss of the Reich Housing Commissioner's tradition is a pleasing finding for the detailed researcher in this context, but it is undoubtedly of subordinate importance overall. The question remains as to whether the decisive files - such as the personal registry - will be filed by the applicant.

          Formation history: By order of the "Army Group Gaede", control of border traffic between the Grand Duchy of Baden and Switzerland was organised militarily as early as October 1914. The catenary of the border guard was transferred to Colonel von Liebenstein. The staff began its work on 2 November 1914 in Lörrach. Landstorm units were assigned to him to fulfil his tasks. The scope of duties included protection against the import and export of unauthorized information, the prevention of espionage, the surveillance of the movement of goods, the control of persons and the search for deserters and escaped prisoners of war. Inventory history: After the end of the war, the files remained with the clearinghouse of the infantry regiment 114. From January 1920, the establishment of an archive of the XIV Army Corps began, in which the archives of the clearinghouses were brought together. In autumn 1920 the corps archive moved to the infantry barracks in Heilbronn. From January 1921, the Corps Archives entered the portfolio of the Reich Ministry of the Interior under the name Aktenverwaltung XIV, before being incorporated into the Reichsarchiv in Potsdam as the Heilbronn archive branch on April 1, 1921. As a result of the merger of the Heilbronn and Stuttgart branches of the Reich Archives, the holdings were transferred to Stuttgart in 1924. The Württembergische Archivdirektion, which took over the administration of the holdings of the Army Archives Stuttgart after the end of the Second World War, handed over the XIV Army Corps to the General State Archives Karlsruhe in the years 1947 to 1949. Heinz von Ortenberg was the personal physician of the former Emperor Wilhelm II in Doorn.           Inventory Description: On November 1, 1934, the Economics Department of the Heereswaffenamt was transferred to the Wehrmacht Office of the Reich Ministry of Armed Forces as the Economic and Weapons Department and renamed Wehrwirtschaftsstab (WStb) in October 1935 and Wehrwirtschafts- und Rüstungsamt (WiRüAmt) on November 22, 1939. On May 7, 1942, the Armaments Department of the Weereswaffenamt was incorporated into the Reich Ministry of Armaments and War Production as the Armaments Office. The Wehrwirtschaftsamt (WiAmt), which remained in the OKW, received the designation Wehrwirtschaftsstab again on 15 February 1943 and was renamed Feldwirtschaftsamt on 28 March 1944. The organizational plan of the WiRüAmt (status 1 February 1942) and an overview of its subordinate offices (status 15 July 1941) can be found on pages 3 and 4 of this description (from: Georg Thomas: Geschichte der deutschen Wehr- und Rüstungswirtschaft.).           Description of the holdings: From the independent departments of the Wehrmachtamt (from 1 March 1929 to 13 February 1936 referred to as the "Ministeramt"), the "Inland" and "Wehrmachtversorgung" departments were reorganised in the course of the reorganisation of the "Oberkommando der Wehrmacht" (High Command of the Wehrmacht) from 4 March 1929 to 13 February 1936. Until the beginning of the war, it had been assigned not only the Domestic Department and the Wehrmacht Welfare and Supply Department, but also a Department for Wehrmacht Administration and Wehrmacht Specialist Schooling, as well as a Department for Science.           Content and Evaluation The Supreme (Land) Government was founded in 1806 as a collegial authority in the execution of the manifesto of King Frederick I's organization. It seems that the contemporary chancellory lists were uncertain about their correct spelling, at any rate the variants "Oberregierung" and - according to the predecessor authority in Ellwangen - "Oberlandesregierung" were represented almost equally frequently in the written material. The name is also misleading, because the authority was not a government in the current sense, but only a department of the Ministry of the Interior with responsibility for the so-called Regiminal Subject. According to the opinion of the time, this included in particular the safeguarding of the royal sovereignty rights, police matters throughout the country with the exception of the residential cities of Stuttgart and Ludwigsburg, the supervision of all state officials with the exception of the administration of justice, and the confirmation of elections to magistrate and other offices, Issues of subjects' and citizens' rights including emigration (deduction and after-tax), participation in military conscription, matters of prisons, breeding, labour and orphanages, poor institutions, trade, commerce and crafts as well as fire insurance. In accordance with the turbulent times, war events, military, police (searches) and security matters play a prominent role, as do disputes over competing claims to sovereignty in the newly acquired former imperial territories and cities, trade blockades and customs harassment, as well as a colourful conglomeration of reciprocal attacks by authorities, officials and ordinary citizens on actual or alleged possessions of the respective neighbours and the retaliatory measures taken by them, but also efforts to achieve a contractual balance (borders, rights, disparities).) are represented. The - also already contemporary - assignment of the Büschel 379 to the Grand Duchy of Baden is not at all comprehensible from a factual point of view, since it is a matter of the request of the court chamber of Hesse and Darmstadt in Arnsberg for extradition of the documents relating to the Teutonic Order commander Mülheim from the archives of the Grand Master government in Mergentheim. Originally, the collection was divided into 59 bundles or federations, the contents of which were reproduced in the Marquart repertory (1912) only in keywords.           Carl Richard Müller was born on 2 June 1889 in Knauthain near Leipzig. After finishing school, he learned the profession of gardener from 1903-1906 and then worked in several German and Swiss towns. From the beginning of 1908 until October 1909 he had a job as a gardener at the cemetery on Casinostraße in Solingen. In 1910 and 1911 he did his military service as a naval artillerist in the German colony of Tsingtau in China. At the end of his service he concluded a contract of several years with the company Hernsheim, which traded and planted in the German colonial area of New Guinea/Bismarck Archipelago on the equator north of Australia. In 1912 he worked on the Bismarck Archipelago and the Solomon Islands Bougainville. After an eventful year in which he was able to realize his childhood dream as a planter in the South Seas for the first time, but also lost some illusions about life in the colonies, the employment contract was terminated prematurely (apparently after differences with the company) and Müller returned to Germany via Australia. Severe malaria attacks tortured him on his way home and in Germany, but his homeland could not keep him in the long run. From summer 1913 to spring 1914 he sought his fortune in Argentina, but found no satisfactory job and decided to apply for immigration to Australia. At the end of June 1914 he had the necessary entry papers and boarded the German steamer Roon in Antwerp with the destination Freemantle. When the world war broke out in August 1914 and Great Britain took the side of the German opponents, the ship had to break off the voyage to Australia and seek refuge in Dutch India. From 1914 to 1940 he worked at four different stations, from 1927 on Tandjongdjati in southern Sumatra, where he cultivated coffee and rubber, and in 1939 the Belgian owners appointed him manager. The climax of his career was followed by a sudden end. The invasion of the Netherlands by the Wehrmacht on 10 May 1940 turned German citizens into enemies in the Dutch colonial empire. For Müller and many others the period of internment began - until the end of 1941 in the Dutch camp Alasvallei in northern Sumatra, then under British control in the camp Premnagar near Dehra Dun in northern India at the foot of Hima-laya. Only in autumn 1946 the prisoner Carl Richard Müller number 56134 was released and arrived in Solingen in December 1946. Here he found work in the nursery Diederich in Wald, to which he also remained faithful as a pensioner with casual work. In 1966 he had to give up his independent life because of bad health and moved to the Eugen-Maurer-Heim in Gräfrath. There he died on 21 March 1973. The estate has preserved some of Müller's adventurous life. Müller and other prisoners used the enforced inactivity during the long internment years for writing and for lectures in their own circle. Of these works, pieces have been preserved which are of particular interest for research into German colonial rule and European planting in the South Seas. Müller's autobiographical manuscripts about the years 1912-1940, which he thought he could summarize as the "ro-man of a fortune-seeker" (documents 11 and 12 with the addition of the photographs in documents 6 and 7 and cards in documents 17 and 26), are to be mentioned first and foremost. In addition there are numerous essays by Müller on plant cultures, economic and technical problems on the plantations and abstracts on the nature and fauna of Indonesia, mainly Sumatra (documents 13 to 16). Work done by fellow prisoners on their experiences in Indonesia and Australia can be found in file 23, including a report on detention in Sumatra with a shorter annex on time in India. Relatively little is known about camp life in Dehra Dun; Müller, however, kept a booklet titled "Männerworte" (Aktenstück 5), in which 22 fellow prisoners registered themselves with words of remembrance. The photographs of Müller's life in Solingen after 1946 are primarily preserved, of which the works for Diederich may be of local historical interest (file 8). Furthermore, the collection contains a file of the Social Welfare Office of the City of Solingen. The stock was handed over to the City Archive by the Social Welfare Office in a suitcase, which was separated from the above documents at the time of recording.           Foreword: Responsible for the entire area of military justice was the "Oberauditor" for Württemberg according to the Military Judicial Code of 1692. In order to take into account the circumstances, which had completely changed in terms of their magnitude alone, King Friedrich appointed in 1807 the General Auditoriat for "civil cases" of the military, with the involvement of a war council with the designation "Oberkriegsgericht". As a result, the military court ap-pellation authority and at the same time the supreme authority for military justice care in Württemberg were created. These functions were transferred on 30 March 1874 to a special department in the War Ministry, the "Justice Department". She was responsible for advising and taking a stand on all legal issues specific to the military. At the same time, it fulfilled the function of the Higher War Court for the Württemberg Army Corps, was the supreme military justice authority in criminal cases, and the supreme supervisory authority for the auditors. It consisted of 4 alternating higher officers, including 1 general as chairman, the general auditor and 2 councillors of the judicial department of the Kriegsministe-rium. 1900, however, in the course of the implementation of the German Military Criminal Court Ordinance of 1898, Württemberg lost its remaining independence in the field of military court organization. De facto, it had already become necessary before, through a whole series of voting procedures with the Reich Military Administration, as well as with Bavaria and Saxony, to achieve adjustments, which were later incorporated into the new Military Criminal Court Code (2). As a result of the reorganization from 1900 onwards, the Justice Department of the (Royal Württemberg) War Ministry was dissolved as a Higher War Court or Court of Appeal. It was also decreed within the framework of the reorganization that all military court investigation files were to be handed over to the (newly appointed) High War Court of the XIIIth (Royal Württemberg) Army Corps, which was assigned to the General Command (3). From 1900 onwards, military jurisdiction was exercised exclusively by the court rulers and the recognizing courts (courts of state, war courts, upper war court and - in the appeal instance - Reich Military Court (4)). The supervision of the exercise of this military jurisdiction remained (apart from the Reich Military Court) with the Ministry of War as the supreme military justice administrative authority. According to the Ministry's organizational plan, between 1900 and 1906 this function was entrusted to "Section J" within the "Department for General Army Affairs". Section J" also had to continue to provide legal advice. In 1906, these divisions were integrated into the newly created Supply and Justice Department ( C ). From 1906 to March 1915 the Department ( C ) was thus responsible for pension, pension and support matters and for the judiciary. The expansion of the business volume caused by the war in turn resulted in the outsourcing of the judiciary. Department C remained the utility department. The tasks of the new "Department J" (legal advisor) consisted mainly in personnel administration, supervision and maintenance of the operation of the various military tribunals, pardons, extradition matters, penal system, construction and operation of military prisons, legal opinions including consideration of foreign rights, occupation law and non-military areas of law. This division also remained within the framework of the liquidation of the Ministry of War, whereby Department J was renamed Legal Department ( R ) in November 1918. Like all the settlement authorities of the Württemberg Ministry of War, it was dissolved at the end of 1920. The records of the military justice sector, which were so severely affected by reorganization, were only incomplete and in an unexpectedly badly organized state and had to be rearranged as they had been for the military tribunals (inventory M 631). The existing file numbers of the file plan were no longer a suitable basis because of the different changes over long distances, so that a complete reorganization was inevitable. The inventory was recorded in the years 2001 and 2002 by the archive employee Gerd Mantel under guidance of the signatory, who also provided the editorial revision and reorganization.           Introduction Welfare care is defined as planned care for the benefit of the general public and not as a profit-making activity for those in need or at risk. It can extend preventively or remedially to the health, moral or economic well-being. Welfare must be distinguished from welfare care (care is "provided", welfare care is "exercised"), since welfare deals with individual welfare measures. The cornerstones of welfare care are (a) health care, (b) occupational welfare with severely disabled care and (c) youth welfare as well as - if not covered by health care - infant care, maternal and young child protection, school child care, care for weak and sick children and vulnerable care. It also includes (d) housing care and (e) popular education, as well as public, general and special care to control and respond to the needs of individuals when other forms of welfare are not effective. The term "welfare police", which refers to the preventive activity of the police, proves the long-standing link between welfare work and public administration. The decisive change towards modern state welfare care took place through the economic, social and political changes brought about by industrialisation, which made new social security systems necessary for the developing class of free wage workers and their families. Since it began work, the Ministry of the Interior, as its field of work, understood the entire internal state administration in the broadest sense of the term "the changed constitution of the supreme state authorities" of 16 December 1808. Apart from finance, military and justice, these included the general police, the industrial police, the section for cult and public education, general legislation, medical matters and matters relating to mining, coins, salt production and porcelain manufacture, from which the departments A - general police, B - trade and industry, C - cultus and public education and D - postal service (since 3 June 1814 as general post office subordinate to the State Chancellor) emerged. Depending on their specificity, welfare work was subordinated to the various departments. When the Ministry of Culture, Education and Medicine was established with the Cabinet Order of 3 November 1817 and the Ministry of Trade, Commerce and Public Works was created on 17 April 1848 by the Most High Decree, individual welfare measures also changed in their departments. For example, the "Ministry of Commerce" was supervised over occupational and housing care and the "Ministry of Culture" over health care and primary education. The Ministry of the Interior thus retained the youth welfare with the areas that were not subject to health care, as well as public (special) welfare. Youth Welfare includes all measures to strengthen young people (from birth to majority) physically, psychologically and socially. This includes health care as well as guardianship and protection of the foster children. The occupation with healthy young people is understood as youth care. The activities towards the endangered and neglected youth are carried out by the youth welfare, which is also the main object of the tradition recorded here. Until the I. After the Second World War, only guardianship and welfare education were regulated by law. The Reich Law for Youth Welfare of 9 July 1922 created a uniform basis for public youth welfare institutions. In addition, the newly created youth welfare offices were given the function of both the overall supervision of private activities in this field and a link between private organisations and public welfare. Prior to this, the Ministry of People's Welfare was established on 1 November 1919, reassembling the responsibilities that were divided up among the individual ministries in the course of the 19th century. This in turn changed with the dissolution of this authority on December 1, 1932, whose tasks were taken over by the Prussian Ministry of Economics and Labour. However, prior to the establishment of the Ministry of People's Welfare, matters already within the Ministry of the Interior's area of responsibility fell back to the Ministry. Nevertheless, the tradition discovered here was part of the holdings of the I. HA Rep. 191 Ministry of Public Welfare, which comes from donations to the Prussian Secret State Archives of the years 1931 to 1938, which during the Second World War, along with other archival material, was outsourced and, after its recovery, was transferred to the Central State Archives of the German Democratic Republic - Merseburg branch. In the course of a revision in 1977/78, it was decided to dissolve the holdings there. Apart from the tradition of the Prussian State Commissioner for the Regulation of Welfare, the file material was again transferred to the written tradition of those ministerial authorities which had already been entrusted with these tasks before the Ministry of People's Welfare was founded or after its dissolution. A decade after the 1993/94 holdings were returned to the GStA PK, the still unprocessed materials of the Ministry of People's Welfare, which fell under the responsibility of the Ministry of the Interior, were now sorted and recorded. However, in contrast to the Ministry of Culture, the Ministry of Trade and Commerce and the Ministry of Finance, the documents were not integrated directly into individual groups of files. Rather, the partial stock was left as such. In addition to its focus on youth welfare with the provisions of the Reichsjugendwohlfahrtsgesetz, the Fürsorgeerziehung mit Fürsorgepersonal or the Erziehungsanstalten und -vereinen, it also contains documents on welfare offices, which were not only responsible for youth welfare offices, but also, for example, subsidies for small pensioners. The Ministry experienced an extension of its competence with regard to the newly defined borders of the Prussian state through the Versailles Treaty, in which the affected areas of the individual parts of the country were now also supported.           Authority history: Almost every administrative branch has its own specific police force. King Frederick, when structuring the state administration according to departments, subordinated to the Ministry of the Interior the police which did not belong to such a certain department, but with two exceptions:1. he transferred the state police to a special police ministry;2. the censorship business was transferred from 1808-1811 to a censorship college which was first under the control of the cabinet ministry, then the police ministry, and on 30 November 1811 with the abolition of censorship ceased its activities for the time being. From 1987 to 1989, Alexander Brunotte, Anita Hefele, Kurt Hochstuhl and Petra Schön made the title recordings. Wolfgang Schmierer made the first corrections in 1989.           I. On the history of the Württ. Ministry of Justice and its registry relations: The manifesto of organisation of 18 March 1806 determined the business circle of the Minister of Justice and defined the structure of the Department of Justice (Regierungsblatt 1806 p. 6 f., bes. §§ 2, 5, 34-53; cf. F. Wintterlin "Geschichte der Behördenorganisation in Württemberg" 1, 5. 280 f., II p. 140 f.; A. Dehlinger "Württembergs Staatswesen in seiner historlichen Entwicklung bis heute" 1, p. 124 f., 388 f.). The Ministry of Justice experienced a reorganization of its business area, which remained almost unchanged for several decades, through the Royal Decree of 8 November 1816 (Government Gazette 1816 p. 347, especially §§ 5 and 9) and the 5th Organizational Edict of 18 November 1817 (Reyscher III, p. 470). On the day after Mauclers was appointed Minister of Justice, 9 March 1818, a Royal Decree was issued on the "state of affairs at the Chancellery of the Minister of Justice" (E 31 Bü. 204). The head of the chancellery remained the head of the Schwab Tribunal. The fact that Günzler was occupied with this task at least until March 1819 can be inferred from a letter of thanks of 29 March 1818 addressed by him to the king concerning a gratuity for his activity in the Ministry of Justice (E 5 3d. 61). Hit of the order of the ministerial registration carried out by him one seems to have been generally satisfied. Thus the Minister of Justice expressed himself very appreciatively in the 1820 annual report of the Department of Justice for the year 1818: "For more than ten years this ministry lacked its own registrar; and in spite of all the efforts of the few workers, the number of occupations of the offices of this ministry, which had been identified as highly inadequate for a long time, in the earlier period, neither significant business backlogs nor, in particular, order in the registry system could be prevented. Now this order is perfectly established from the very beginning (1806)" (Annual Report 1818 in 3 33 Ed. 126 and E 302 Ed. 969). File plans, repertories or diaries of the Ministry of Justice have not been preserved, with the exception of a diary kept from 1840 (December) to 1364, which refers exclusively to high treason concerns such as the action against the "Bund der Geächteten" and the "Junge Deutschland" (E 301 Bü. 55 Nr. LV). Nevertheless, the registration scheme introduced in 1813 can be reconstructed on the basis of the subjects and signatures as well as the references to the file covers. The registry was divided into two sections: The first section consisted of the Generalia, later also called General Acts. These have been sorted alphabetically by subject. The individual subjects received up to the letter R including Roman identification numbers, subsequently inserted subjects, but also the subjects from letter 3 remained without such numbers. In the Generalia, the main type of documents is those relating to legislation and individual offences. The second department initially had no name. In order to distinguish it from the Generalia, which used blue file covers, the registry material was deposited in red file covers. Around 1850 this department was given the name "A. o. G." "("General organic articles"). In particular, it was assigned the files on personnel matters of the Department of Justice, the supervision of the judicial authorities as well as the treasury and auditing systems. Over time, the two departments have overlapped (e.g. Gen. Budgeting - A. o. G. Budget; Gen. Holiday Bü. 14 Holiday chamber A. o. G. Holiday chamber). Since November 1921, the A. o. G. files were no longer maintained. Classified items that had been removed were marked "closed" on the file covers, all others were transferred to categories of the general files (e.g. A. o. G. Minister ~: "From Nov. 1921 cf. G. Staatsministerium or A. o. G. Gerichtsvollzieher 3: "1922 all items in the files were transferred to G. Gerichtsvollzieher 9 and continued there"). Work on the reorganisation continued until 1923. Since the duration of the files of both departments almost exclusively ends in 1922/23 (exceptions): E 302 Bü. 1: 1922-1936, Bü. 912: 1904-1924, Bü. 1216-1218: 1919-1924, Bü. 1319: 1894-1925), they may have been retired on the occasion of this reorganisation of the registry. In addition to the documents of the two departments just described, the Registry of the Ministry of Justice also kept the files of some abolished authorities and commissions. Although these holdings were preserved as closed registry bodies, they were brought into organic connection with the written records of the Ministry of Justice itself: with the exception of the College of Penitentiaries, which only dissolved in 1921, they were incorporated as special sections of the Generalia Department. In contrast to the Ministry of Justice, most of the diaries and repertories are preserved for these stocks. Altogether, there are six authorities or commissions whose documents were wholly or partially incorporated into the registry of the Ministry of Justice: the Ministerial Commission for the Investigation of the Revolutionary Activities of 1833 in Württemberg, the Mortgage Commission, the Organizational Execution Commission, the Supreme Judicial Review Board, the Commission for the State and Government Gazette, and the College of Prison Officers. The Ministerial Commission established by the Most High Decree of 29 May 1833, to which the President of the Privy Council as well as the Heads of the Departments of Foreign Affairs, Warfare and Justice belonged, was to ensure "coherence, unity and acceleration" of the investigations already initiated into the revolutionary activities discovered in Württemberg in 1833. The Commission existed until 1839. about the files resulting from its activity informs the directory located in inventory E 301 Bü. 18 Unterfaszikel 1 /_ 33. The Mortgage Commission, which had been formed by Royal Resolution of 30 May 1825 ~ 8. 383), was responsible for advising on and implementing the deposit laws and for clearing up the deposits in the municipalities. The board of the commission headed by the Minister of Justice was the director of Schwab. Members were appointed to the Supreme Tribunal Council of Bolley, the Supreme Pupil Council of Steudel and the Reutlingen Chief Official Judge Schickardt. The Commission was empowered to issue instructions to the Higher and Local Courts. It was dissolved by decree of 12 January 1832 (Government Gazette 8.20). The new "Mortgage Commission", which had been set down at the same time, had to deal with the issue of the deposit system for specimens. A first organizing and executive commission entrusted with the implementation of the organizing edicts of 1817 existed from 18 November 1817 to 15 January 1818 (Government Gazette 1817 p. 542 and Government Gazette 1818 p. 21), a second from 27 August 1821 Government Gazette 1821 p. 671) to 15 August 1828 (Government Gazette p. 675). The members of the second commission were the Minister of Justice as head (conductor), the Minister of Finance, the 'head' of the Department of the Interior, as well as the senior tribunal councils of Schwab and von Bolley and the senior government council Waldbauer. A diarium and repertory (E 301 Bü. 140) have been preserved for the period from 27 August 1821 to 10 September 1828. The Commission's registry had classified the documents it had received into two series. In the registry of the Ministry, the files included in the Generalia Department received new signatures, partially disrupting the old order. The Supreme Judicial Review Office, created on 2 November 1807 (Government Gazette 8.537), was headed by the Ministry of Justice and was in charge of reviewing criminal cases. With his dissolution ordered by Royal Decree of 23 September 1817, his portfolio was transferred to the Criminal Senate of the Upper Tribunal (Reyscher Vol. VII 8. 542). Only the minutes for the years 1807 to 1817 of the documents produced during the Oberjustizrevisorium were transferred to the registry of the Ministry of Justice. The Commission for the State and Government Gazette was established with the publication of a State and Government Gazette ordered by King Frederick on 22 January 1807 (Government Gazette p. 1). In addition to the Privy Council Freiherr von Spittler, which acted as President, seven councils of Stuttgart's central authorities were members of it. Hofrat Werthes was employed as editor of the government journal and secretary of the commission; he died on 5 December 1817. After the death of King Frederick, the commission was dissolved, the supreme supervision and leadership of the government journal "united with the attributions of the Department of Justice" (Reyscher Vol. III 5. 478). The relevant files, which had grown up at both the Commission and the Ministry of Justice, received the signature CLXXIV in the Generalia Department of the Ministerial Registry. They were handed over to the State Archives Ludwigsburg as a separate delivery (Delivery II) in 1939 and recorded by Dr. Max Miller from inventory E 303a in 1948. The Prison Commission formed on 21 December 1824 (Regierungsblatt 1825 3. 1) was given the name Prison College in 1832 (Regierungsblatt 1832 5. 243). This college was responsible for the economic and police administration of all higher prisons as well as the establishment and maintenance of the district court prisons in Württemberg. After it had been repealed with effect from December 1, 1921 (Government Gazette 5. 521), his. functions to the Ministry of Justice. The files of the College of Prisons have been incorporated into the Registry of the Ministry of Justice as an annex to the two departments of Generalia and General Organic Objects. TWO. The documentation of the Württ. Ministry of Justice in the Main State Archive Stuttgart: The documents of the Ministry of Justice, initially kept in the State Archive Ludwigsburg and since 1969 in the Main State Archive Stuttgart, cover a period of about 115 years, i.e. it documents the business activity of the Ministry from its foundation in 1806 until the time after the end of the First World War. The files that grew up after that until the administration of justice was "handed over" at the beginning of 1935 did not reach the State Archives, they perished in the Second World War. Apart from this painful documentation gap, however, for more than a century the written material of the Ministry of Justice, which is to be rated very highly as source material for the modern history of Württemberg, has essentially been preserved and is accessible to scientific research. In accordance with the three stages in which the State Archives Administration has taken over the registry of the Ministry, these documents are divided into three archival holdings: E 301 Ministry of Justice 1 (= 1st delivery 1910), E 303a State and Government Gazette (= 2nd delivery 1939) and E 302 Ministry of Justice II (= 3rd delivery 1962). As a result of this gradual transfer of the documents to the archives administration, which was carried out from the point of view of the files dispensable for the Ministry's operations, the original registry order was torn apart. However, as already mentioned, it could be reconstructed on the basis of the notes on the file covers. This reconstruction of the old registry order and the interlocking of the three deliveries is shown in the following table. III. the order and scientific development of the stock E 302 Ministry of Justice II: While the first two deliveries by the Ministry of Justice in 1910 and 1939 were carried out by way of file separation and the recording of these orderly transferred archival records in the State Archives Ludwigsburg caused no difficulties, the situation was fundamentally different with the so-called third delivery. This stock, which had long been considered lost, was found in 1962 during clearing work at the storage facility of the Stuttgart Higher Regional Court (Urbanstr. 18). How he had got there could no longer be determined. With the permission of the Ministry of Justice of Baden-Württemberg, the files were transferred to the Ludwigsburg State Archives on 4 October 1962, from where they were transferred to the Stuttgart State Archives in the spring of 1969 as part of the redistribution of the holdings held in the Stuttgart State Archives and the Ludwigsburg State Archives. In the years 1969 to 1972, under the direction of Dr. Sauer, the ladies and gentlemen Dr. Eitel, Beutter, Fruhtrunk, Pfeifle, Rupp, Dr. Schöntag and Steimle recorded a total of 36 ongoing holdings. Since the tufts of files were completely confused and also a part of the tufts was torn open, whereby the contents were confused, the original order of filing had to be reconstructed on the basis of the notes on the file covers, the subjects and the quadrangles. This succeeded surprisingly completely. In the few cases where no signatures could be established, the tufts concerned were classified according to their category. At the end of the inventory, the files of the Prison College and the personnel files of Prussian members of the judiciary who had been transferred from Hohenzollern and the province of Alsace-Lorraine to the Württemberg Judicial Service after 1918 were placed. It would have been obvious to combine the E 302 holdings with the E 301 and E 303a holdings in accordance with the old 'Registraturordnung' to form a complete Württ. Ministry of Justice collection. Since, however, the stocks E 301 and E 303a have already been quoted very frequently in the scientific literature, a "general revision" was omitted and only carried out on paper (cf. the tabular overview in Section II. of the introduction). However, files which, like the "Repertorium über die Akten der vormaligen Criminal-Revisionsbehörde von 1819" or the Büschel "Gerichtliche Verfolgung von an den revolutionären Bewegungen 1849 Beteiligten durch die Untersuchungskommission Hohenasperg", clearly belonged to inventory E 301 were classified there. Archival records and printed matter that were not provenance of the Ministry of Justice or could not be organically included in the holdings E 301 or E 302 were removed and assigned to other archive holdings or to the library (usually the department of official printed matter) according to their provenance: A larger collection of general rescripts from the years 1770-1822 was included in the relevant rescript collections of the HStA. Files from the Stuttgart Regional Court, the Waiblingen Local Court, the district courts, the Ulm prison and the Schwäbisch Hall prison were handed over to the Ludwigsburg State Archives. Issues 3 and 6 of the Atlas zu den Berichte der Cholera-Kommission für das Deutsche Reich (1877 and 1879) as well as the Kriminalpolizeiblatt (Kriminalpolizeiblatt), volume 1938, were added to the library of the HStA. Stuttgart, February 12, 1973 (Dr. Paul Sauer) Supplement (2006): The find book of the present holdings, which had previously only been typewritten, was entered by Silvia Ebinger in Midosa95 in spring 2005 and converted by the undersigned into the new ScopeArchive indexing software. In the course of the revision of inventory E 301 in the same year, the commissions located at the Ministry of Justice were dissolved and the new inventories E 305/1 - E 305/6 were created. In this context, the mixed inventory E 303a (Ministry of Justice: Staats- und Regierungsblatt), which had been catalogued by Max Miller in 1948 and contained files of the Commission for the Staats- und Regierungsblatt (now: E 305/5) as well as of the Ministry of Justice itself, was also dissolved. The latter documents now form the new category "Staats- und Regierungsblatt" (State and Government Gazette) in the existing holdings of the General Files and were given the signatures E 302 Bü 1373a - 1401. In return, the documents of the Prison Commission previously held in holdings E 302 now form holdings E 305/6. The removed files continue to be listed in the finding aid book; the signatures concerned are marked with curly braces.           Preliminary remark: Karl Ludwig Eugen Schall (born on 25 November 1885), died on 30 January 1980) joined the Grenadier Regiment of Queen Olga (1st Württembergische) No. 119 in 1904 as a junior flag officer, reached the rank of lieutenant general there until World War I, after the outbreak of the war took part as company officer in the battles of the regiment on the West and East Front and was wounded twice. From 1915 Schall worked as a captain and general staff officer, often occupying changing general staff positions at General Command XIII Army Corps, at the 26th Infantry Division, the 14th Infantry Division, General Command V, and at the General Command of the German Armed Forces. Army Corps, 18th Reserve Division, General Command IV Reserve Corps and 10th Reserve Corps. He participated in the fights in Flanders, in the Somme, in the Champagne, in the Ardennes and Argonne, in the Meuse and near Verdun until his demobilisation in 1918. He was mainly concerned with strength and loss reports, interrogation of prisoners, evaluation of aerial photographs, mapping, position building and pioneer questions. From 1933 he again held several changing positions in the General Staff of the V. Army Corps as a Major, in 1939 was Commander of the Stuttgart II Military District as Lieutenant Colonel, from 1940 as Lieutenant Colonel, later as Colonel General Staff Officer in the 554th Army Corps. Infantry Division, with the Army Group A, with the Commander-in-Chief in Serbia, then Chief of the Field Commandantur 747 in Nîmes and was last transferred in 1944 against his own wishes as a war history teacher to the Kriegsakademie. As a pensioner Schall still studied archaeology in Tübingen until his doctorate. Further information on Karl Schall's life can be found in a handwritten curriculum vitae in Bü. 182, in the diaries in Bü. 181 and in the personal file in stock M 430/2, Bü. 1804 with information on his military career until 1919.Parts of the estate of Karl Schall, above all written material from his military service and extensive collections, were offered to the Hauptstaatsarchiv Stuttgart by his son Brigadegeneral a.D. Wolfgang Schall in March 1980 and, after an initial inspection at the estate's premises in April 1980, were handed over to the library of the Hauptstaatsarchiv and the archival records in Department IV (Military Archives) have since formed the M 660 estate of Karl Schall. Since the estate of Karl Schall got into complete disarray and no pre-archival classification scheme was recognizable, it was necessary to develop a classification scheme after the indexing, which should do justice to the multi-layered structures and most different documentation forms, particularly since in the Hauptstaatsarchiv Stuttgart no uniform classification scheme for estates finds application. The documents from the officers' activities, correspondence and personal papers, which besides their general historical significance have a close personal connection to the deceased, were clearly separated from the multi-layered collections. The structure of the documents from the officer's activity reflects the military career of Schall. These are mostly personal copies of official documents in the form of hectographies, prints and other copies, as well as drafts and private documents. A document, which had been taken from the business transactions of the office, was reintegrated into the relevant holdings of the military unit in the Hauptstaatsarchiv Stuttgart. There is a reference in this repertory. The private correspondence was sorted according to correspondent groups and correspondents. Posters and wall attacks, military maps and non-military maps were incorporated into the corresponding collections of the Main State Archives J 151, M 640 and M 650 mainly for conservation reasons. Nevertheless, these pieces have also been incorporated into the present repertory in the form of references, whereby the ordering scheme of the map holdings M 640 for military maps and M 65 0 for non-military maps has been adopted. Maps which have a recognisable connection to documents in Part A have been left there or reunited and have also been incorporated into the collections of the estate as references. For the collection of newspaper clippings, individual newspapers, printed publications and manuscripts from the fields of history, contemporary history, politics, religion, language, literature, science and technology, it seemed necessary to develop as finely structured a classification scheme as possible, since this collection, with approx. 500 numbers, represents the largest part of the collection and was previously only divided into the categories1. Military, 2nd Politics and Contemporary History, 3rd Science and within these categories only chronologically ordered, which made the chronological classification of the frequently undated newspaper clippings possible. It seemed appropriate to make the very multi-layered estate accessible by means of as comprehensive a list of subjects, places and persons as possible. Only a few small map sections from maps that are already available, sketches and notes that seemed to be no longer comprehensible individually and were not in any recognizable connection to other documents, file folders and packaging material were collected. The estate of Karl Schall contains above all informative material about the type of warfare in the First World War. Of particular importance is also the material on non-Württemberg units, most of whose records were destroyed in a bombing raid on Potsdam in April 1945. The drawings on the maps from World War I provide extensive information on the course of the front, combat directions, troop movements, position building and destruction in the front areas and thus complement the M 640 map holdings well. Also noteworthy is the extensive written material on the trials before the military tribunal in Nuremberg against the generals Curt Ritter von Geitner, Hubert Lanz, Karl von Roques and Eugen Wössner, which contains excerpts from the indictments and defence material. In the collections the history of the 20th century up to the 70s is reflected in an astonishingly comprehensive and descriptive way. The collection is not subject to any restrictions of use. In January and February 1984, the M 660 estate of Karl Schall was listed and arranged by Markus Baudisch, a candidate archive inspector, as a rehearsal work in the context of the state examination for the upper archive service and comprises 697 books in 1.55 metres.

          Description of the stock: The military commander, France, exercised supreme authority in the parts of France occupied since 1940, with the exception of the departments of Alsace and Lorraine, which were placed under the command of the civil administrations, and the departments of Nord and Pas de Calais, for which the military commander was responsible in Belgium and northern France (see also the annexes listed below). The focus of the military commander's tasks was not so much on military matters (e.g. defence against enemy landing attempts, coastal protection) as on administrative and economic matters. After the German occupation of southern France in 1942, the German General was in charge of military affairs for the Commander-in-Chief West in Vichy. From the documents of the command staff the general activity reports deserve special mention.           Description: The Prussian military members were grouped together in military congregations, the pastoral care was carried out by a military clergy independent of the respective civil church. The military church order of 1832 established a Protestant field provost, to whom the military priests were subordinate in the army corps. The division, garrison and institution priests were in turn subordinate to them. Until 1839 the Prussian military community was looked after interdenominationally by Protestant military chaplains. Then by cabinet order the employment of Catholic military clergymen was ordered and in 1849 finally an army bishop was entrusted with the management of the Catholic military church system. 1868 followed the establishment of the office of a Catholic field provost. Characterisation of content: In addition to the written records of the Catholic military pastoral care, the present collection contains several copies of files in the Rottenburg Episcopal Ordinariat on the appointment and deployment of field chaplains as well as a volume of copies from the archives of the Protestant Church in Germany on Protestant military pastoral care of German and foreign prisoners of war.
