              Biography: Willy Hugo Hellpach (pseudonym Ernst Gystrow) was born on 26 February 1877 in Oels (Silesia) as son of the district court calculator Hugo Hellpach. After studying medicine, psychology and philosophy at the Universities of Greifswald and Leipzig, he received his doctorate (Dr. phil.) from Wilhelm Wundt at the University of Leipzig with his dissertation "Colour perception in indirect vision" and at the University of Heidelberg with his doctorate (Dr. med.) from Franz Nissel on the subject of "Analytical investigations on the psychology of hysteria". He received his psychiatric and neurological training at the Universities of Heidelberg and Berlin. Since 1911 he was professor for "Psychology on medical-scientific basis" at the Technical University Karlsruhe, after the end of World War I professor for "General and applied social and people psychology" in Heidelberg. His political career began in 1922 when he was appointed Minister of Culture and Education in Baden. From 1923 to 1925 he was President of the State of Baden, a member of the German Reich Council, and from 1928 to 1930 Member of the Reichstag of the German Democratic Party. In 1942 Hellpach was appointed Director of the Psychological Institute at the University of Heidelberg. Hellpach died on July 6, 1955 in Heidelberg. Holdings: The estate contains personal papers as well as documents from his professional and scientific activities. He was partly ordered by Willy Hellpach himself, partly by his pupils Wilhelm Witte and Monika Oels. In 1972 Wilhelm Witte sold the estate to the General State Archives, in 1975 Hellpach's cousin Hilda Otto supplemented the material mainly with correspondence from the publishing house, photos, medals and the like. Marie Salaba undertook the indexing in 1974, and when she indexed the later accesses in 1995, she maintained the first part'siederung.The following online finding aid was generated in 2006 as a shortened version from the aforementioned finding aids for the Kalliope portal, the central index of autographs in libraries, archives and museums. January 1917 Honorary citizen of the city of Frankfurt/Oder Description of the holdings: The estate of the officer and politician Alfred von Tirpitz contains rich sources on seven decades of German history: from the entry of the sixteen-year-old into the Royal Prussian Navy in 1865 to his service in the Imperial Navy as founder of fleet building and as long-standing State Secretary of the Reichsmarinemat, from his political service in the World War II as Chairman of the German Fatherland Party to his work for the German National People's Party. Since Tirpitz's research concentrated for a long time on fleet construction and fleet policy in Wilhelmine Germany, the part of the estate on this topic that had been developed until 1991 was intensively evaluated. The hand files and correspondence from the period of service as State Secretary of the R e i c h s m a r i n e a m t , which form a focal point of the collection, were particularly used for this purpose. The value of these documents is only marginally diminished by the publication of Tirpitzen's "Political Documents", since the texts published here are sometimes incomplete. Even more than the hand files, some of which had been compiled from copies and multiple copies of the official records, the letters from those years supplement the tradition of the R e i c h s m a r i n e a m t . Contrary to the papers of the politician Tirpitz, the openly and impartially written letters of the young Tirpitz to his parents from the decade around the foundation of the Reich - from 1865 to 1878 -, filling several volumes, convey a vivid picture of everyday life in the Prussian, then the North German, and finally the Imperial Navy. They also give an impression of the young Tirpitz's view of history and of the national ideas of the time when the Reich was founded. In addition, the estate documents the career of an officer in the Imperial Navy, but also the private ties within the officer corps. In the history of naval affairs, the sources on the development of the torpedo system deserve special mention; in foreign policy, the letters and documents on the representation of German interests in East Asia deserve special mention, as do the sources on the development of German-English relations against the background of German fleet building. After all, the collection is also rich in cultural history, as it reflects something of the lifestyle of a state secretary in Wilhelmine Germany. Tirpitz's activities after his resignation as State Secretary were focused both on the past and on the current political problems. Both have been reflected in the estate. The justification of fleet policy is documented, among other things, in the fragmentarily preserved drafts of the "Memories" and "Political Documents" as well as in the correspondence on these publications. The rich materials on the submarine war refer both to the policy of State Secretary Tirpitz and to his evaluation of the submarine war after his resignation; they form a bracket between the work in the civil service and the work afterwards. A not inconsiderable part of the collection comes from the party political commitment after 1916, first for the German Vaterlandspartei, of which he was first chairman, then for the Deutschnationale Volkspartei, whose Reichstag fraction he belonged to from 1924 until his age-related withdrawal from politics in 1928. The extensive correspondence from the work of the party politician Tirpitz, his speeches, essays and notes on his work as a member of the Reichstag, equally informative sources on the foreign and domestic policy of the Weimar Republic, only attracted the interest of research in recent years. Reference is made to Hagenlücke's monograph on the German Fatherland Party published in 1997 and Scheck's work on Tirpitz as a politician of the right wing 1914-1930 published in 1993 (see bibliography). For research into the activities of the Imperial Navy, the tradition from the period of service, including the related materials from the last phase of life, forms a comprehensive and far from exhausted fund. The rich private correspondence opens the way to further sources: since part of the correspondence is a recipient tradition and the drafts or copies of Tirpitz letters are only partially available and rather from his last decade of life, the determination of his letters in the estates of the correspondence partners is still a worthwhile object of research. Find aids: Findkartei 1991, Findbuch 2014 (online searchable) Registraturbilddner: In February 1897, the Aktien-Maschinenfabrik Kyffhäuserhütte Artern emerged from the Paul Reuß sheet metal and coppersmith's shop that had existed since 1881. The main products were agricultural equipment and machines for customers at home and abroad. In 1904 the company joined the Wohnungsbauverein Artern eGmbH as a co-partner. In 1910 the Maschinenfabrik merged with Ergon-Kosmos AG in Karlsruhe, in 1912 with Ruhrwerke Motoren- und Dampfkesselfabrik AG in Duisburg and finally took over Eisenwerk Brünner AG (later GmbH) in Artern in 1938. Sales offices were established in Elbing/Westpreußen (today Elblang, Poland), Nuremberg, Duisburg, Prague and Karlsruhe as well as Wroclaw, Gdansk, Berlin, Frankfurt/Oder, Hanover and Vienna. In the 1920s and 1930s the production and sales offer of the company was considerably expanded. In particular, Kaha, planet and zenith milk separators, ice machines, various types of steamers, steam generators, potato and milk can washing machines, shot and fertilizer mills, boilers, hay and straw blowers, boilers and radiators were offered. During the 2nd World War, war materials, anti-aircraft accessories and gunships were also built. Between 1946 and 1949, the company was confiscated, sequestered and liquidated, and converted into the machine factory of Soviet AG Maschinenbau vorm. Kyffhäuserhütte (SAG) in the Transmasch combine. In 1952 the company was transferred into public ownership as VEB Maschinenfabrik Kyffhäuserhütte. Inventory information: In 1988, the company archive of the VEB Kyffhäuserhütte Artern handed over to the State Archive Magdeburg documents of the Aktien-Maschinenfabrik Kyffhäuserhütte Artern and its successor company which had been indexed via a number list and an incomplete card index. The partial revision of the index data was carried out in 1991 by an archival assistant, with minor corrections to archive signatures, durations and file titles. There were no cassations of archive material. In 1994 the Landeshauptarchiv Magdeburg transferred the files to the newly founded Landesarchiv Merseburg. In 2011 the card index was first retroconverted in the archive program scopeArchiv, in 2014 the final archive processing of the files took place. Mother: Emilie, née Scheibe. - Married to Ada Adeline, née Woodhill, from New Zealand, whose father was an Englishman from Birmingham and whose mother was Irish from the old O'Donnell family. Schnee attended high school in Nordhausen, studied law and political science in Heidelberg, Kiel and Berlin, passed the bar exam in 1892 and received his doctorate in law in 1893. He then turned to the study of Swahili and colonial science at the Oriental Seminar Berlin and passed the examination as a government assessor in 1897. He joined the Foreign Office, Colonial Department, in 1898 and worked as Richter and deputy governor in German New Guinea. In 1900 he became district administrator and deputy governor in Samoa. 1904: Legation Council in the Colonial Department, 1905: Colonial Advisory Council at the Embassy in London. 1906: Lecturer Council, 1907: Conductor, 1911: Ministerial Director in the Reich Colonial Office and Head of the Political and Administrative Department. In 1912, Schnee became Real Privy Counsel with the title of Excellency. From 1912 - 1919 he was Governor of German East Africa. The Prussian Academy of Sciences awarded Schnee the Leibniz Gold Medal. He received an honorary doctorate in political science from the University of Hamburg in 1921 and was a member of the Reichstag (German People's Party) from 1924. 1925: President of the Working Committee of German Associations, 1926: President of the Association of Foreign Germans. 1930: President of the German Colonial Society. 1931: President of the German World Economic Society. As a member of the Interparliamentary Union and as a delegate of the World League of League Societies - Schnee was also president of the German League for League of Nations - he participated several times in international congresses. In 1932 he was delegated by the Foreign Office to the Manchuria Commission (Lytton Commission). The estate was already in the Secret State Archives before the Second World War, but was incompletely returned to the family after the outsourcing due to the war, which then deposited the estate again in the Secret State Archives in 1959. The estate consists mainly of numerous correspondence and publications with predominantly political content, reflecting the political views and commitment of Theodor Schiemann and his contemporaries (colleagues, friends and acquaintances). The individual letters under item 01.03 are either individual letters or only a few letters from one sender. The content of these letters is often similar, as it is always a matter of political issues and current affairs. As item 06, the estate was further enriched with documents from a daughter of Schiemann, Prof. Elisabeth Schiemann, which relate to the estate.               History of the Inventory Designer: With the "Ordinance for the Reich Weather Service" of 6 April 1934, the responsibility for the weather service, which until then had mainly been the responsibility of the Länder, was transferred to the Reich Minister of Aviation. The weather service comprised the flight, economic, sea, high altitude and climate weather service. The research and teaching tasks performed by the universities remained unaffected by this. The Reichsamt für Flugsicherung was given the designation Reichsamt für Wetterdienst (RfW) by ordinance of 28 November 1934. He was responsible for the operational, technical and scientific management of the Reich Weather Service. The RfW was subordinate to Division LB 3 (Reichswetterdienst) of the General Air Office in the Reich Aviation Ministry (RLM). With the beginning of the war, the "Chef Wetterdienst" (Chief Weather Service) was created at the Luftwaffe General Staff. Most of the tasks of the LB 3 department in the Reich Aviation Ministry were transferred to the Chief Weather Service, among others: - Organisation, operational and technical management of the weather service, - management of weather intelligence in cooperation with the chief of the intelligence unit, - deployment of personnel according to operational needs, - cooperation with weather services of other parts of the Wehrmacht and other states. Division LB 3 of the General Air Office retained the following tasks: - personnel administration including training, - development and supply of weather service equipment, - operating regulations. The Reichsamt für Wetterdienst with its observatories and research centres and the Deutsche Seewarte remained subordinated to the LB 3 department. The Institute for Long-term Weather Forecasts has been assigned to the Chief Weather Service. In order to enable the Chief Weather Service to manage the weather service responsibly despite the division of responsibilities, he received the authority to issue directives to the General Air Office, Department LB 3. As part of the general cost-cutting measures, in 1944 the operational management and training were also transferred to the Chief Weather Service, and in January 1945 the personnel administration. Division I was subordinate: - Meteorological observatories in Potsdam, Aachen and Wahnsdorf; - Agricultural meteorological research centres in Geisenheim, Gießen, Müncheberg and Trier; - Bioclimatic research centres in Bad Elster, Braunlage, Friedrichroda and Wyk/Föhr; - Mountain observatories on the Brocken, Feldberg, Fichtelberg, Kahler Asten, Kalmit as well as the Schneekoppe and Zugspitze; - 20 health resort climate circle sites. Department II: The tasks included the processing and evaluation of aerological and synoptic observational material from radiosonde, aircraft and captive balloon ascents as well as pilot soundings to supplement the Hollerith archive; the processing of flight climatologies and other reports for local weather characteristics; development of methods for the recording of spatial fields such as air masses, pressure, temperature, wind and water vapour. Division II was in charge: - Aeronautical Observatory in Lindenberg; - Aerological Observatory in Friedrichshafen; - From 1940: Cloud Research Centre Prague (emerged from the cloud physics department of the Aerological Observatory Friedrichshafen). Division III: It was responsible for the central control of the entire development of meteorological measuring instruments and new instrumental research methods, the procurement of the entire instrument requirements of the aeronautical meteorological service, the testing and calibration of the delivered equipment and its supply to the individual requirement points. In addition, the department was responsible for testing equipment and methods as well as training and retraining personnel in these equipment and methods. For development and testing as well as training and retraining she was directly assigned a radiosonde test platoon (mot.) and a Würzburgstellung with balloon troop. For the acceptance, testing and calibration of equipment, it had at its disposal, in addition to its own calibration group, the radiosonde test centre of the Reichsamt für Wetterdienst and the Aeroprüfstelle e.V. (Aeroprüfstelle). The meteorological state institutes in the occupied territories were incorporated into the Reichsamt für Wetterdienst as new branch offices, e.g. the Klimainstitut Minsk. Until 1945, the following branch offices were dissolved: - the Meteorological Observatories Aachen and Wahnsdorf, - the Aerological Observatory Friedrichshafen, - the Agricultural Meteorological Research Centres Geisenheim, Müncheberg and Trier, - the Bioclimatic Research Centres, - the majority of the spa climate district offices. The mountain observatories were reduced to purely synoptic reporting points and subordinated to the ground organisation of the military weather service in the individual air meadows. Inventory description: The existing archival material originates from two file returns from the USA. The first submission was made in 1968 to the Document Centre of the Military History Research Office, from where it subsequently reached the Federal Archives Military Archives. The return of files in 2004 was directly transferred to the Federal Archives Military Archives. The files previously held in the official printed matter (inventory: RLD 28) were transferred to the inventory. Characterisation of content: The holdings contain only splinter-like documents about the service in the Reichsamt für Wetterdienst and the subordinated observatories and research centres. The preserved documents on the construction and operation of precipitation measuring stations and meteorological stations in the area of the Air Force Command III/IV as well as in Alsace, Lorraine and Luxembourg should be emphasised.
