          The Ministry of the Interior, created by the Decree of 10 October 1849, was the supreme head of the internal administration of the Land, insofar as it did not fall within the remit of other ministries or the State Ministry. The Ministry was in charge of the supervision of all local authorities and was entrusted with the management of the sovereign police force and the supervision of all police authorities and institutions. His tasks also included the handling of economic and general agricultural matters, including the regulation of property, farm and day labour relations, transport, association and press matters, the administration of roads and hydraulic engineering as well as social services. In addition, the Ministry's portfolio included citizenship matters, border and electoral matters, as well as civilian administration matters related to the military. Essentially, the business circle of the Ministry remained unchanged until 1945. It was extended in 1875 to include the civil status system. In 1905, the Ministry of Justice, Department of Education, transferred the affairs of the technical and commercial technical and further education school system from the Ministry of Justice to the Ministry of the Interior. During the First World War, the Ministry was responsible for controlling the food supply and the war economy, and after the war it was responsible for civilian demobilization. In 1919 the newly founded Ministry of Agriculture, Domains and Forests (see 5.12-4/2) took over the handling of agricultural matters, including rural labour and ownership, and in 1937 also agricultural water matters. There are gaps in the file tradition. Major losses were caused by the fire in the government building in 1865. At the beginning of 1945, files from 1933 to 1945 were deliberately destroyed in the Ministry. Most of the files of the Department of Social Policy from the period after 1918 were also lost. A.           Administrative history: In article 93 of the constitution of the Free and Hanseatic City of Hamburg, published on 28.9.1860 (Hamb.VO, p.79), it had been determined that the tradesmen should elect a committee for the promotion of the business enterprise. The details should be determined by law. This edition fulfilled the Gewerbegesetz of 7.11.1864 (Hamb.VO, p.161). On the basis of this law, an interim trade committee consisting of 15 members was initially set up, which met for its constituent meeting on 27.1.1865. Its members had been elected five each by the elders of the former guild trades (offices), by the Senate and by the citizens. The committee in turn sent five members as representatives of the trades to the citizenship, where they replaced the deputies departing by law from the former older people. Its task was to prepare the conditions for the future final committee. Soon the interim trade committee presented a bill, which was not approved by the Senate. After long negotiations between senate and citizenship the "Gesetz betr. die Gewerbekammer" (Hamb.Ges.Slg.I, p.119) could finally be published on 18.12.1872. Herewith the committee required by the constitution received the designation "Chamber of Commerce". He was subject to the administrative department for trade and commerce (§ 1). Like its provisional predecessor, the Trade Chamber also consisted of 15 members, five of whom were seconded to the citizenship. Only those tradesmen were to be represented in the Chamber of Commerce who operated their business within the boundaries of the then Hamburg Free Port Area, including the Zollverein defeat. For the purpose of the election, the trades were divided into 15 groups, each of which had to elect a representative, for a period of five years. Three of the members should resign each year. Every self-employed businessman who had the right to participate in the elections for citizenship was entitled to vote and eligible for election. Each year, the members of the Chamber elected a chairman and his deputy from among their number. The Chamber's duties, as outlined in § 11 of the Act, included representing the interests of Hamburg trade, providing expert opinions in trade matters for the Senate, the courts and private individuals, and also participating in the administration of commercial schools. The costs of the Chamber's business operations were borne by the State Treasury. The first elections to the trade chamber took place after preparation by the interim trade committee on 31.3.1875. On 21.4.1875 the newly elected chamber met for its constituent meeting and took over the business and files of the interim committee, which dissolved at the same time. The Reichsgesetz of 26.7.1897 (RGBl., p.665) brought about drastic changes to the Gewerbeordnung. Section 105 of the new Rules of Procedure stipulated that chambers of craftsmen were to be set up to represent the interests of the crafts of their district. § 103q left it to the Land central authorities to determine that existing institutions could be entrusted with the exercise of the rights and duties of the Chamber of Crafts. The new law was gradually enacted by imperial decrees. The provisions on the formation of chambers of crafts entered into force on 1.4.1900 through the VO of 12.5.1900 (RGBl., p.127). In accordance with this, the Senate issued the notice of 2.4.1900 (Official Gazette, p. 487), which transferred the rights and duties of a Chamber of Crafts to the Chamber of Commerce for the entire territory of Hamburg. The requirements of the new trade regulations now also required a reorganisation of the Trade Chamber Act. The focus was on the question of representation of the many new industrial companies that have emerged in recent decades. While a minority of large industrialists were in favour of joining the Chamber of Commerce, the majority of smaller manufacturers decided to remain in the Chamber of Commerce. The area of competence of the Chamber also urgently needed to be revised. Section 3 of the old law had defined the free port area as the scope of the business area, which, however, had shrunk considerably as a result of the customs connection on 15 October 1888. Therefore, the chamber elections were tacitly held for all those tradesmen who were resident in the urban area and in the suburbs. After long negotiations the "Act on the Chamber of Commerce" of 4.10.1907 (Official Gazette p.589) was finally passed. From now on, the chamber was divided into a craft department and an industrial department, each with 12 members. The jurisdiction extended over the entire territory of Hamburg. The members were to be elected for a term of six years. At the end of each year, four members (2 each from each department) resigned. Replacement elections were held for members who resigned early. The Chamber sent representatives from among its members to the Deputation for Trade, Shipping and Industry, to the Advisory Authority for Customs, to the Administration of Trade Education and to the Supervisory Authority for Guilds. Parallel to the reorganization of the Chamber of Commerce, an Industrial Commission was formed at the Chamber of Commerce (Official Gazette 1907 p.600). The "Bekanntmachung betr. die Errichtung der Gewerbekammer und die Industriekommission der Handelskammer" of 23.12. 1907 (Official Gazette p.757) brought both changes into force on 1.1.1908. This solution was a compromise between the two conflicting aspirations in industry circles which emerged during the long negotiations. The new version of the Trade Chamber Act of 20.11.1922 (HGVBl. p.645) essentially brought changes in the election procedure, which were partly due to the discontinuation of Hamburg citizenship. The number of members for trade and industry was increased to 20 each. The election continued for six years, but with the proviso that half of the members should resign every three years. An additional important innovation was the raising of funds for the Chamber, which had previously been paid for from the State Treasury. Now § 27 of the law gave the possibility to raise a contribution graduated after the height of the taxable conversion. The new elections were to be held within 3 months of the promulgation of the law. The new law was brought into force by the announcement of 20.11.1922 (HGVBl. S.657) on 23.11.1922. In the following years, only minor changes were made to the law in force: on 4 June 1924 (HGVBl. p. 375), on 7 February 1927 (HGVBl. p. 84), on 6 April 1927 (HGVBl. p. 173) and most recently by the "Third Ordinance on the Implementation of the Act on the Structure of Administration" of 30 March 1928 (HGVBl. p. 136). A new task fell to the trade chamber with effect from 1.4.1930 by the mechanism and establishment of the handicraft roll with regulations of the Reich Minister of Economics of 25.4.1929 (RGBl. I S.87) and of 4.3.1930 (RGBl. I S.35). The Chambers of Crafts (Gewerbekammern) were required to keep a register of all craftsmen who were engaged in a standing trade on their own. The National Socialist seizure of power brought a complete break in the history of the trade chamber. On 31.5.1933 (Senate Protocol I 1933, p.272), the Senate approved a joint motion of the Chamber of Commerce and the Chamber of Commerce of 18.5.1933 to form an "Industry Committee" at the Chamber of Commerce consisting of representatives of both chambers. However, this state of affairs was only of short duration, because on 26.1.1934 (Senate Protocol p.27 and printed matter no.1) the Senate enacted the "Law on the Formation of a Unified Industrial Division at the Chamber of Commerce". The Chamber of Commerce took over the sole representation of Hamburg's industry after the dissolution of the industrial department of the Chamber of Commerce. The Reich legislation now brought about drastic changes: On 29.11.1933 the "Gesetz über den vorläufigen Aufbau des deutschen Handwerks" (RGBl. I p. 1015) was passed with the three implementing ordinances of 15.6.1934 (RGBl.I p.493) and 18.1.1935 (RGBl.I p.14 and p.15). The 2nd regulation of 18.1.1935 determined in § 1 the management of the chambers of crafts according to the Führergrundsatz. The Reich Minister of Economics was in charge of supervision. The 3rd Ordinance of 18.1.1935 tightened up the provisions concerning the register of craftsmen, in which from then on only self-employed persons who had also passed the master craftsman's examination were entered. Only those who were entered in the trade register were allowed to operate an independent trade as a standing trade. The management of the handicraft register was transferred to the trade chamber by the ordinance of the senate of 26.4.1935 (HGVBl. p.119). The Gewerbekammer ceased to exist as a result of the "Gesetz zur Aufhebung des Gesetzes über die Gewerbekammer" in the form of an announcement of the Reich Governor dated 30.9.1936 (HGVBl. p.227) with effect from 1.10.1936. It was replaced by the new Chamber of Crafts. Delivery and order The files of the Chamber of Commerce were delivered in four deliveries (1957,1965,1976) from the Hamburg Chamber of Crafts to the State Archives. During a preliminary examination in 1963, mainly journeyman and master craftsman examination files were collected, except for examples, because the Chamber of Crafts has master craftsman directories with information on the examination date. The file size before the beginning of the order work was approx. 13 linear metres. After cassation of already printed annual reports, concepts, cash audit cases and duplicate documents, the volume now amounts to 11.8 linear metres of shelving. The file classification used by the Chamber of Commerce proved to be unusable because of its group designations, which were mostly too general, and was not adopted. The reorganization was based on a classification according to factual aspects with partial reference to the earlier scheme - as far as possible and necessary for understanding the connections. The demarcation of the Gewerbekammer from the Handwerkskammer resulted from the design of the Handwerkvertretung in the National Socialist period. With 1.10.1936, the effective date of the new legislation, the existence of the Chamber of Commerce ends. The files of the supervisory authority for the guilds also delivered by the Chamber of Crafts form an independent collection (376-15). July 1978 Inventory description: The Hamburg Constitution of 28.09.1860 stipulated that tradesmen should elect a committee to promote the trade. A law should determine the details. The Trade Act of 1864 created the basis for the establishment of an interim trade committee at the beginning of 1865 to prepare a final committee. It was not until the end of 1872 that a Trade Chamber Act was published, with the result that the committee required by the Constitution was given the designation Trade Chamber. The Chamber of Commerce consisted of 15 members and was subordinate to the Administrative Department for Trade and Commerce. The tasks of the Chamber of Commerce included representing the interests of Hamburg's trade, providing expert opinions on trade matters for the Senate, courts and private individuals, and participating in the administration of commercial schools. Changes in the trade regulations led to the Senate of the Chamber of Commerce in 1900 also transferring the rights and duties of a Chamber of Crafts. The trade chamber law of 04.10.1907 divided this into a crafts department and an industrial department. The NS era brought drastic changes. In 1934 the Chamber of Commerce took over the sole representation of the Hamburg industry after the dissolution of the industrial department of the Chamber of Commerce. With effect from 01.10.1936 the activity of the trade chamber ended. It was replaced by the new Chamber of Crafts.           Administrative history: In order to prevent the misuse of company names and to be able to determine who is entitled to act on behalf of a company, the obligation for merchants to register the legal relationships of their companies with the commercial court in a register accessible to everyone was introduced on 1 January 1836. However, until 1 August 1866, when the relevant provisions of the Introductory Act to the General German Commercial Code entered into force, the obligation existed only for newly established companies and for them only if the company name and the name of the owner were not identical. The possibility of voluntary registration was given. The company protocol initially established for all entries except procurations was later replaced by registers for each legal form. Special registers were added as cooperative registers (from 1869), sign registers (from 1875), design protection registers (from 1876) and stock exchange registers for goods and securities (from 1896). For each register number, a file was kept which contained documents filed in addition to a copy of the register entry. From 1 October 1879 the registers were kept at the regional court, from 1 January 1900 at the district court in Hamburg. The district courts of Bergedorf and Ritzebüttel kept their own registers for their sprinkles. The registers of companies, societies and cooperatives were closed on 31 December 1904, their still valid contents transferred to the commercial registers and a new cooperative register. Preliminary Remark Legal Foundations The "Ordinance of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) on the Notification to the Commercial Courts of the Establishment, Change and Repeal of Commercial Societies, Commercial Firms, Anonymous Companies and Procurants to be Made in Commercial Courts, which became Popular by the Council and Citizen's Conclusion of 15.October 1835" of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) introduced in Hamburg for the first time an obligation for merchants to have the legal relationships of their companies entered in a register at the Commercial Court which is accessible to everyone. It entered into force on 1 January 1836. This regulation had come into being on the initiative of Commerzdeputation, which from 1823 constantly tried to persuade the Council to adopt a regulation which prevented the misuse of company names and created an opportunity to establish who was the actual owner of a company and who was entitled to act on its behalf. Initially, however, not all commercial enterprises were required to be entered in the register. Excluded were all already existing companies, however to the common sense of the owners it was appealed to to be registered voluntarily for the promotion of the thing (Publicandum of 28.12.1835, Hamburgische Verordnung Bd.14, S.317). In addition, registration was waived where the name of the trading company was identical to the name of the sole proprietor. Accordingly, the obligation existed only for 1. acting-Societäten (§ 1 of the regulation) 2. the action of the sole owner of a acting firm, which either did not contain its own full name or was not limited to its own name (§ 3 Abs.2) 3. granting of procurations (§ 4-8) 4. anonymous companies (§ 9-10) 5. agents and representatives of foreign insurance and similar companies (§ 11) 6. Hamb. insurance companies and other public limited companies (§ 12). The aforementioned had to report every establishment, change and cancellation of a company and submit all circulars to the Commercial Court - Company and Procurator's Office, partly also called Company Office. With the "Bekanntmachung betr. die Anmeldung im Firmen-Bureau vom 1.2.1844 (Hamburgische Verordnungen Bd.18, S.7)" (Announcement concerning the registration in the firm's office of 1.2.1844, Hamburgische Verordnungen Bd.18, p.7), the obligation arising from the 1835 ordinance was once again made public and in some cases specified in more detail. In 1865, the deposition of trademarks, labels and packaging provided for in Art. 24 of the Hanseatic-French Commercial and Shipping Treaty of 4 March 1865 (published on 30 June 1865, Hamburg Ordinances Vol. 33, pp. 233-234) was transferred to the Office for Business and Procuration. The introduction of the General German Commercial Code by law of 22.12.1865 (Hamburgische Verordnungen Bd.33, p.533-561) brought a substantial extension of the obligation to register in the registers. The Commercial Code and the Introductory Act came into force in Hamburg on 1 May 1966. According to Article 19 of the Commercial Code, every businessman was now obliged to have his company entered in the Commercial Register. Paragraph 6 of the Hamburg Introductory Act also introduced the obligation to register the circle of traders to whom, under Article 10 of the Commercial Code, the rules for merchants were not to apply, such as traders from small businesses, hoekers, carters, ordinary skippers, etc., if they appointed an authorised signatory or if they wished to enter into an open partnership to operate their trade. In contrast to the Regulation of 1835, the transitional provisions (§§ 1-5) of the Introductory Act stipulated that the new provisions were also binding on all existing undertakings. It was imposed on these companies to register within 3 months, so that from 1.8.1866 all commercial enterprises in the Hamburg area, with the exception of Ritzebüttel, would have to be entered in the registers of the Commercial Court. In addition, Article 13 of the Commercial Code provides for the publication of all entries in the registers. So far, since October 1847 only the applications provided for in §§ 1 and 3 (2) of the Regulation of 1835 had apparently been published on the basis of an order of the Commercial Court. - In detail and on the other extensions and changes in the tasks of the company office under the Commercial Code see: The Commission reports and further negotiations on the introduction of the General German Commercial Code in Hamburg, p.3-5 (Library A 913/9). The special protocol for cooperatives to be established in accordance with the Genossenschaftsgesetz (Cooperatives Act) was also kept at the Commercial Court in accordance with § 1 of the "Ausführungsverordnung zum Norddeutschen Bundesgesetze betreffend die privatrechtliche Stellung der Erwerbs- und Wirtschaftsgenossenschaften vom 4.Juli 1868" (Implementation Ordinance on the North German Federal Laws concerning the Private Law Status of Acquisition and Economic Cooperatives of 4 July 1868) of 30 November 1868 (Hamburgische Gesetzsammlung Bd.III, p.86-88) from 1 January 1869. In Bergedorf, a separate commercial register was created at the local court from 1.1.1873 (announcement of 29.12.1872, Hamburgische Gesetzsammlung Bd.VIII, p.249-251). With the entry into force of the Reich Law on Trademark Protection of 4.12.1874 on 1.5.1875, the "entry of the trademark of goods" in a register of signs was transferred to the Commercial Court (Announcement of 26.4.1875, Hamburgische Gesetzsammlung Bd.XI, p.52-54). In the following year, due to § 9 of the Reichsgesetz regarding the copyright on designs and models of 11.1.1876 (Reichsgesetzblatt, p.12), the keeping of the design register was added. The Court Constitution Act of 27.1.1877 (Reichsgesetzblatt, p.41) ended the old Hamburg Court Constitution on 1.10.1879. For the tasks of the "Handelsgerichts-Bureau für das Firmen- und Procurenwesen" (Commercial Court Bureau for Companies and Procurators), i.e. keeping the commercial, cooperative, design and trademark registers, the district court was responsible for the Hamburg territory with the exception of the Ritzebüttel and Bergedorf district authorities; for the aforementioned district authorities, the district court concerned was responsible (§ 5 of the Act concerning the non-contentious jurisdiction of 25 July 1879, HamburgischeGesetzsammlung Bd.XV, pp. 253-255). On 1.10.1894 the jurisdiction for the protection of trademarks ended. It was transferred to the Reich Patent Office (Law for the Protection of Waaren Designations of 12.5.1894, Reichegesetzblatt, p.441-448). The Stock Exchange Act of 22.6.1896 (Reichsgesetzblatt, p.157-176) added the maintenance of two stock exchange registers, one for goods and one for securities. For the district courts of Bergedorf and Ritzebüttel, no stock exchange registers were established, but jurisdiction was transferred to the regional court. The registers were kept until the amendment of the Stock Exchange Act in 1908. On 1.1.1900 the "Bureau für die Handels-, Genossenschafts-, Markenschutz- und Mustererschutz-Register" (Bureau for the Commercial, Cooperative, Trademark and Design Protection Registers) transferred its duties to the District Court at the Regional Court (§ 125 of the Reichsgesetz über die freiwillige Gerichtsbarkeit vom 17.5.1898, Reichsgesetzblatt, p.189). Register maintenance Two registers were created on 2.1.1836, the Company Protocol (A 6) and the Procuration Protocol (A 7), on the grounds of the company office. In the company protocol, all registrations provided for by the law, with the exception of procurations, were recorded. This remained essentially the case until the entry into force of the General German Commercial Code. From 1843 to 1856, a special "protocol of foreign companies" (A 8) was kept, in which foreign companies whose owners were temporarily in Hamburg were registered. Parallel to this, from 1843 to 1847 there was a "protocol for procurations by foreign companies" (A 9). The Protocol on Powers of Attorney (A 10), which ran from 1957 until the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), was considerably more comprehensive than the two aforementioned protocols. In contrast to authorised signatories, the persons entered in these minutes were only entitled to represent a company in accordance with the deposited power of attorney. After the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), the company and proxy protocols were declared commercial registers within the meaning of the Code (§ 1 of the transitional provisions to the Introductory Act, Hamburgische Verordnungen Bd.33, p.559). They continued to be guided. A protocol for public limited companies (A 11) has been newly established. In this register, in addition to the joint-stock companies registered so far in the company minutes, the proxies of foreign companies registered so far in the power of attorney minutes were also recorded. Furthermore, until the creation of a special protocol for cooperatives (A 18) on 1 January 1869, "associations" of craftsmen were entered in this protocol. As there had been repeated difficulties with the neighbouring states because of the recognition of extracts from the "Protocols", "Registers" were established on 1.1.1876. The older entries were not transferred. The company register (A 12) for sole traders and the company register (A 13) for open commercial companies and limited partnerships were created as a continuation of the company protocol, as well as the shareholder register II (A 14) for joint stock companies and limited partnerships on shares and the company register III (A 15) for authorised representatives and agents of foreign anonymous companies as a continuation of the company protocol. The protocol of the cooperatives became the register of cooperatives (A 19). Only the Prokura protocol continued to exist under the old name. Until 31.12.1875 15129 numbers had been assigned in the company minutes, 407 numbers in the minutes of the joint-stock companies. For the Company Register and the Company Register I a common numbering was made starting with no. 15130 up to 31.12.1889. From 1.1.1890 onwards, each register beginning with No. 27401 has sequential numbers. The registers of companies resulting from the minutes of joint-stock companies also have a common numbering - beginning with No. 408 - which was maintained until 1904. From 1.6.1885, the Company Register IV (A 16) was created for the branches of foreign companies that had previously been entered in the Company Register II. Finally, in 1895, the Company Register V (A 17) was established for limited liability companies. Until then, they had also been entered in the Company Register II. With the 31.12.1899 the Prokurprotokolle end. The authorized signatories were now entered in the corresponding company register or company register I, as was already the case with anonymous companies. Following the entry into force of the new Commercial Code, the entries previously made in Company Register III (A 15) for authorised representatives of foreign companies were no longer permissible. From now on, the legal entities whose obligation to register is determined in § 33 et seq. of the new Commercial Code of 10 May 1897 (Reichsgesetzblatt, p. 219) were included in this register. (in: Senate Commission for the Administration of Justice, II C d 3 a 1 Vol. 1) the closure of the registers of companies, partnerships and cooperatives was determined. The commercial registers A, B and C and a new cooperative register took their place from 1.1.1905. The contents of the old registers, which were still valid, were gradually transferred to the new registers. The stock exchange and model registers remained unaffected. Delivery, loss of records and order Since 1902, the files due for destruction at the end of the retention periods have been delivered annually to the various registers by the Local Court. The files for all registers were filed by the court after deletion of the entries according to a common Repositioning number sequence - The first delivery of registers (protocols) and lists of names apparently took place in 1910. Further registers and protocols of general content were delivered on 4.1.1933 (G.A. H 2 a 54). The large series reached the State Archives on 11.2.1950. In the years 1951, 1953, 1961 and 1967 smaller subsequent deliveries took place. Losses of records have occurred both at the Local Court and in the State Archives. No registers have yet been delivered to the State Archives: Company Protocol No. 15084 to 15129, Procuration Protocol No. 11767-12016, and Protocol for Joint Stock Companies (No. 1-407). In the State Archives, Volume 2 of the Protocol on Interrogation and Volume 3 of the Protocol on Powers of Attorney were probably destroyed by water damage during the Second World War. The files relating to the registers are also incomplete. Losses occurred due to cassations at the district court and water damage at the state archives. The administrative work now being carried out concerns only the protocols and registers for which delivery directories were previously only partially available. A review of the files and possible cassation of those containing only extracts from the registers was initially postponed. Notes on use 1. running time information The running time information for the registers only takes into account the date on which the respective register sheet was set up. They have therefore been placed in parentheses. However, almost every sheet also contains later entries. 2) Mutual references In the case of entries for a company in different register series, as well as in the case of the creation of new pages (if the old ones were fully written), mutual references have always been made, as far as established. 3. company register II to V The individual volumes frequently also contain entries for shareholders with lower register numbers than can be assumed from the title. Reference is made to such entries in the previous section. 4. directories of names A complete directory of names for all entries is not available, but almost all series are indexed by alphabetical or rough alphabetical directories. An attempt has been made to determine the existing name directories as precisely as possible. Finding the register numbers for corporations is particularly difficult. These companies have been listed very differently in the individual name directories, partly under the company name, partly according to sectors or - without taking the company name into account - under A (joint-stock company).           History of the Inventory Designer: Introduction Prehistory up to 1933 The rapid increase in car traffic after the First World War meant that road construction in Germany had to face up to these new requirements. The aim was to rapidly improve the existing road conditions and adapt them to the new requirements of increasing motorisation by extending the existing country roads and building motorways. Contemporary statistics show that in 1924 every 321st inhabitant in Germany owned a "car", while at the same time in France every 90th, in Great Britain every 71st and in the USA already every 7th inhabitant owned a car. The private German vehicle fleet in the country doubled in the years from 1923 to 1926 from 100,340 cars to 206,456. In 1933, only seven years later, almost 800,000 motor vehicles were registered in Germany. The construction of the Berlin AVUS (Automobil-Verkehrs- und Übungs-Straße) in 1921 as well as the activities of the Studiengesellschaft für Automobilstraßenbau (STUFA) played a special role, the latter in particular with regard to the extension of the existing country roads. However, the war and its consequences prevented a resumption of this discussion until the mid-twenties. With the founding of the association HAFRABA and its transition to GEZUVOR, plans for the new motorways in particular took shape, which, after the National Socialists took power, were quickly declared to be the "Führer's Roads". In the course of its work, HAFRABA drew up about 70 plans for a motorway network in Germany. The later central and territorial road construction administrations were able to profit from many results of their complex research, test series, but also from studies for the job creation of larger quantities of labour. The existing conditions with regard to the road administration in the respective sovereign jurisdiction on the one hand and the (Reich) legislator on the other, as well as the increasing blockage of road construction plans from Reich railway and financial circles, but also from the Länder and provinces, forced the necessity of a reorganisation of the road system in Germany to a certain extent, which did not take long after the seizure of power by the Hitler dictatorship. Adolf Hitler was not yet Chancellor of the Reich for two weeks when he put the construction of intersection-free motorways up for discussion in the cabinet. As early as 11 February 1933 he announced the "initiation and implementation of a generous road construction plan", with which both a modern transport system was to be created and unemployment effectively combated, but also reaped the opposition of Reichsbahn General Director Dorpmüller and Reich Finance Minister Count Schwerin von Krosigk. Nevertheless, he was determined to discuss the necessity of motorways with transport experts and leading representatives of the economy. In a conversation with HAFRABA managing director Willy Hof on 6 April 1933, he was informed in detail about the association's plans. As early as 27 June 1933, the Reich government announced, against the will of the Reichsbahn representatives, the formation of the company "Reichsautobahnen", which initially acted as a branch of the Deutsche Reichsbahn-Gesellschaft. One day later, Hitler appointed Dr. Fritz Todt, a highly intelligent civil engineer who was loyal to the line, as "Inspector General for German Roads". With the later "Decree on the General Inspector for the German Road System" of 30.11.1933, Todt was also transferred the business area of the company "Reichsautobahnen". The decree states: "For the execution of the construction of the Reichsautobahnen ... a supreme Reich authority shall be established with its seat in Berlin, the head of which shall be given the official title of 'General Inspector for the German Road System'. He is appointed by the Reich President at the suggestion of the Reich Chancellor and reports to the Reich Chancellor. Hitler was convinced of Todt's suitability after he had read his so-called "Brauner Bericht" (Brown Report), a memorandum on "Road Construction and Road Administration", in which Todt deals with the previous conditions of road construction in Germany and formulates objectives for the time of National Socialism. The new authority had the task to organize the construction of the "Reichsautobahnen" and the maintenance of the country roads, as far as they had belonged so far to the responsibility of the Reich Minister of Transport. Legal foundations The "Gesetz über die Errichtung eines Unternehmens Reichsautobahnen" of 27 June 1933, the first ordinance of 7 August 1933 and the "Gesetz zur Änderung Gesetz über die Errichtung eines Unternehmens Reichsautobahnen" of 18 December 1933 provided the Inspector General with a foundation of powers and authority which enabled him to implement the goals set by the Reich leadership as quickly as possible. This included the right to route and design the Reich's motorways as well as the right to levy charges, the right of expropriation and the assumption of state sovereign rights over the motorways. With the "Act on the Temporary New Regulation of the Road System and the Road Administration" of 26 March 1934, the division of roads into 1st motorways, later "Reichsautobahnen", 2nd Reich roads, 3rd country roads of the 1st order, 4th country roads of the 2nd order, was also introduced. The law of the land was amended in accordance with the provisions of the first order, and further regulations were made regarding the distribution of the road construction load, the administration of the Reich roads and the country roads of the first order, the road supervisory authority, etc. A general power of attorney to the greatest extent possible was granted to the Inspector General with the formulation written down in § 1 "The Inspector General for the German Road System determines which roads are subject to the provisions of this Act and which roads have the characteristics of Imperial roads and of Land Roads I. and II. I'll give you the order." The prerequisites created by the aforementioned legal bases were very soon reflected in the structure and organisation of the office of the Inspector General for German Roads. Organization and Structure In 1934, the Inspector General's Division comprised the two major areas of responsibility, Land Roads and Reich Motorways, as well as the resulting connections to the 30 Supreme Road Authorities with 176 State Construction, Road and River Offices of the Länder and Provinces on the one hand and the 15 Supreme Construction Supervisors with 65 Construction Departments for the motorways on the other. As a result, the internal service structure was as follows: Four departments were assigned to the Inspector General for German Roads. 1. department Landstraßen (L), 2. department Administration/Administration (V), 3. department Research/Exhibition/Congress (F) 4. department Reichsautobahnen (A) Furthermore, a landscape consultant was assigned to the Inspector General. In addition to a joint press and socio-political speaker, departments L and A were each assigned 5 speakers (L1 to L5 and A1 to A5), whose fields of work extended to cooperation with the road construction authorities in the Länder and provinces and with the supreme construction managers of the motorways. After Hitler's declaration on January 30, 1937, that the German Reich had regained unrestricted sovereignty over the Deutsche Reichsbahn and that the Deutsche Reichsbahn had been converted into a pure Reich administration by the law of February 10, 1937, the Reichsautobahnen were to be given a position similar to that of the Deutsche Reichsbahn. This was done in the "Gesetz zur Neuregelung der Verhältnisse der Autobahn" of 1 July 1938 and by the "3. Verordnung zur Durchführung des Gesetz über die Errichtung eines Unternehmen 'Reichsautobahnen'" of 1 June 1938. Fritz Todt was appointed chairman of the board of the Reichsautobahnen. The offices of the company became direct Reich authorities. Thus the company Reichsautobahnen lost its character as a society. The "Führerprinzip" (leader principle) practiced in all authorities of the "Third Reich" dominated the organization of the Reich's motorways at the latest since the enactment of this law. With the rapid progress of the political and economic processes in Germany, with rearmament, with the creation of ever new political and organizational structures in the Reich territory, with the invasion of Austria and the Sudetenland, with the erection of the Westwall after the occupation of the demilitarized Rhineland and finally with the beginning and course of the war, ever new and different organizational units and focal points of work developed within the office. The supreme construction management of the Reichsautobahnen was extended by similar authorities in the occupied areas. In the construction of the Westwall from the middle of 1938 onwards, the 22 superstructure superstructure lines at the German western border were firmly integrated, after Hitler, under heavy accusations against the General Staff of the Army, had given this task to Todt without further ado - it was the hour of birth of the "Organisation Todt". It had its first seat as Abteilung West in Wiesbaden. In the files of the Inspector General for the German Road System, an interweaving of tasks with other ministries (e.g. Reich Ministry of Transport, Reich Ministry of Finance), the NSDAP as well as the cooperation with many other organisations is reflected in many ways, e.g. the National Socialist Association of German Technology (NSBDT), the German Labor Front (DAF), the National Socialist Motor Corps (NSKK) and the German Automobile Club (DDAC), and many others. The business distribution plan of the Inspector General of October 28, 1938 clearly expresses that the company was already at the level of political development. Directly subordinate to the Inspector General were now not only the 4 departments but also three other business areas: Research, NSDAP compounds, imperial defence and defence (cf. Fig. page XII). Fritz Todt held a number of political offices. From 1933 he was not only Inspector General for German Roads, but also Head of the Main Office for Technology of the NSDAP, 1938 he became General Plenipotentiary for the Regulation of the Construction Industry, 1940 Reich Minister for Armament and Ammunition as well as Inspector General for the Special Tasks in the Four-Year Plan, 1941 Inspector General for Water and Energy. At the height of his political career Todt died in a plane crash on 8 February 1942 near the "Führerhauptquartier" near Rastenburg/ East Prussia. Albert Speer took office on 9 February 1942. Inventory description: Inventory history The inventory summarised in inventory R 4601, General Inspector for the German Road System, consists of several parts from the former GDR and the Federal Republic of Germany. This includes around 2,300 files and almost 1,800 card index sheets from the former Central State Archives of the GDR, which were formerly kept there as holdings 46.01 and were recorded in a finding aid file, some of them with very general and inaccurate title records. The files of the holdings R 65 I to R 65 IV described below were added from the Federal Archives. Here, finding aids with precise title entries and notes on contents were available. In addition to Todt's "Brounen Denkschrift" (Brown Memorandum), the R 65 I holdings included 34 other files from US returns from 1934 to 1945, as well as files from the Building Department Wittlich 1941 (1), the Wiesbaden Department 1938-1943 (2), the Böttger 1938-1945 (11), Bonacker 1937, 1942-1944 (2), Dittrich 1926-1952 (67), Schönleben 1939-1944 (6), and supplements 1939 (1). The collection R 65 II contained 141 files of the Reichsautobahndirektion Berlin and was handed over to the Federal Archives by the Federal Minister of Transport in 1962 (official files of the Federal Archives, file no.: 3115/4, note dated 31 Jan. 1962). The inventory R 65 III was a collection of decrees of the Inspector General. The inventory R 65 IV contained personal files, of which 112 files have been catalogued and a further 12 running metres have not been catalogued. Archival evaluation and processing The inventory was indexed using the above-mentioned finding aids by entering it into the BASYS-S database of the Federal Archives for the purpose of making the finding aid data available online. A physical reception of the files did not take place due to time reasons with some exceptions. The archive signatures of the Potsdam holdings were largely retained during the indexing process, but each volume was given its own archive signature for found files with volume numbers. The signatures begin: at no. 1 for the former stock 46.01, at no. 3001 for the former stock R 65 I, at no. 4001 for the former stock R 65 II, at no. 5001 for the former stock R 65 III, at no. 10001 for the former stock R 65 IV. The 112 personal files already opened up have been newly recorded, but are not part of this finding aid book. The existing classification was largely renewed and is based both on the organizational structure of the inventory generator and on its functional responsibilities. The internal order of the files has been maintained. The inventory has already been moved from standing folders to folders.           1 History of the authorities 1.1 Military Provinces 1813-1815 On 15 March 1813, for strategic military reasons, the entire Prussian territory between the Elbe and the Russian border was divided into four military provinces in order to wage war against France. At the same time, the Upper Government Commission founded in Berlin on 20 January 1813 (cf.: GStA PK, I. HA, Rep. 102 Oberregierungskommission zu Berlin) and the General Commission for Accommodation, Meals and Marschesen formed on 24 April 1812 (cf.: GStA PK, I. HA, Rep. 85 General Commission for Accommodation, Meals and Marschesen) were dissolved. Initially, four military provinces were formed for the following areas: 1) for the country between the Elbe and Oder rivers in Berlin, 2) for the country between the Oder and Vistula rivers in Stargard, 3) for the country between the Vistula and the Russian border in Königsberg and 4) for Silesia in Breslau. After the further advance of the Prussian and Allied troops, the formation of the military government for the Prussian provinces took place on the left bank of the Elbe. This was soon divided into the two military provinces for the state between the Elbe and Weser in Halberstadt and for the state between Weser and Rhine in Münster. The military governorates were classified according to purely military or geographical criteria, irrespective of the historical administrative divisions that existed to date. The individual military governorates were directly subordinate to the king or the state chancellor. The ministries lost their competence for all matters concerning warfare for the duration of the military governorates. All authorities in the district were subordinate to military or civil governors in military matters. Only in operational matters of the army was the commanding generals in command. For each military government, one military governor and one civil governor were appointed as equal leaders. In the event of disagreement, the King alone had the power of decision. In the event of imminent danger, however, the military governor had the decisive vote. Part of the tasks of the military government, especially with regard to the provision of food for Russian troops, was transferred to the Major General Friedrich Karl Heinrich Graf von Wylich and Lottum as General Director for the provision of food for Russian troops in Germany on 11 March 1813 (cf.: GStA PK, I. HA, Rep. 128 Registratur[by Friedrich Karl Heinrich Graf von Wylich and] Lottum über Armeeverpflegungsangelegenheiten in den Kriegen 1813 - 1815). After the First Peace of Paris, the four Eastern Elbe military provinces were dissolved by the cabinet of 3 June 1814. The two Westelbian military provinces remained in place for the time being. 1.2 Military and civil government for the provinces between the Elbe and Weser The "Military government for the Prussian provinces on the left bank of the Elbe" was formed by the Kabinettsordre of 9 April 1813 and Wilhelm Anton von Klewiz was appointed civil governor. Major General Philipp of Ivernois was appointed military governor, but he died on June 1, 1813. The new military governor was Major General Friedrich Wilhelm Ludwig von Krusemark. Since most of the West Elbian areas were still occupied by French troops, it took some time before the military government was able to take up its activities in full. The seat of the military government was initially still in Berlin and was moved provisionally to Halle/Saale only in October 1813. As a result of the advance of the Prussian and Allied troops, the area to be administered by the military government had assumed too great an extension. For this reason, the Cabinet of 19 November 1813 divided it into two independent military provinces for the provinces between the Elbe and Weser and between the Weser and Rhine. The former civilian governor of Klewiz, who held this office until the dissolution of the civilian government, was appointed civil governor of the military government for the provinces between the Elbe and Weser rivers. The new military governor was Major General Ludwig Wilhelm August von Ebra (1759-1818). The military government now comprised the following former Prussian territories: the Altmark, the Duchy of Magdeburg, the Principality of Halberstadt, the County of Mansfeld, the County of Hohenstein, the Principality of Eichsfeld and the Principality of Erfurt. The seat of the government administration was moved to Halberstadt in December 1813. Although a division of responsibilities between the military governor and the civilian governor would have been legally permissible, all business of the military government was handled jointly and amicably by both governors. In the event of absence, there was mutual representation. The office and the registry were managed jointly. Even after the peace agreement of May 30, 1815, the military government remained in place and was not dissolved until July 12, 1815. The military tasks were transferred to the General Command for the provinces between the Elbe and Weser rivers. The remaining business was provisionally continued by the former civil governor of Klewiz until the appointment of the chief president and the district presidents on 1 April 1816. The main task of the military government was to reorganize the administration and ensure the efficiency of the Prussian army in the provincial district. These included above all the formation of troops, feeding the Prussian and Allied troops and supplying the military hospitals. For this purpose, the military government had to raise the necessary funds through tax collections and carry out requisitions. The higher and security police were also directly exercised by the military government. However, the mining and metallurgy sector was directly subordinated to the Minister of Finance and the postal sector to the General Postmaster. In order to carry out individual tasks of the military government, several subordinate offices and authorities were formed, which were also based at the civil governor's place of work in Halberstadt. This included the Finance Commission, which exercised control over the management of direct and indirect taxes, domains and forests. This commission was dissolved on 24 February 1814. Its tasks were largely transferred to the Provincial Commission, which was also based in Halberstadt. This commission consisted of six councils and served to advise the civil governor, on whose decisions it was also dependent. It was therefore not an independent intermediate instance between the civil governor and the subordinate authorities. On behalf of the Military Government, the Higher Regional Court Council Dalkowski conducted investigations against a number of persons suspected of espionage and spying for the French or Westphalian High Police or army. The basis for these investigations was the Royal Order of 17 March 1813 for punishment of crimes against the security of the armies (cf.: Collection of Laws for the Royal Prussian States, 1813, p.34f.) and the Decree of 15 January 1814 for investigation and punishment of the illicit traffic with the enemy (cf.: Collection of Laws for the Royal Prussian States, 1814, p. 5-7.). However, under Article 16 of the First Paris Peace of 30 May 1814, these investigations had to be stopped. In November 1813, the Provincial War Commission was formed to carry out the requisitions and supply the Prussian and Allied troops. This office, headed by the provincial war commissioner Rhades and, from February 1814, his successor Lehmann, existed until 1816 and a surgical staff was formed for the organization of the provincial hospital system. This staff existed until November 1815 and was responsible, among other things, for the purchase of medicines and hospital utensils, the recruitment and remuneration of medical personnel and the supervision of the individual provincial hospitals. At the end of 1813, the territory of the military government was divided into three departments, each headed by a national director. These national directorates were intermediate instances between the civil governor and the district administrators or the subordinate authorities. The three departments can be regarded as predecessors of the administrative districts that were later formed. The first department roughly corresponded to the former Westphalian Elbe department and consisted of the districts Salzwedel, Stendal and Neuhaldensleben. Due to the occupation by French troops, the city of Magdeburg was no longer under direct administration until May 1814. The second department, which roughly corresponded to the Westphalian Saale Department, consisted of the Saalekreis and the districts of Wansleben, Calbe/Saale, Mansfeld, Eisleben, Halberstadt and Osterwieck. The 3rd department consisted of the Prussian parts of the former Westphalian Harz Department and was divided into the districts of Heiligenstadt, Duderstadt and Hohenstein. In addition, there was the area of Erfurt and Blankenhain, which formed its own circle and was administered by its own vice director (as permanent representative of the country director). The national directorates in the 1st and 2nd departments were dissolved in February 1814 and the competencies were transferred to the civil governor or the responsible councillors. However, due to the long distance until the dissolution of the civil government on 31 March 1816, the Regional Directorate of the 3rd Department remained in place. When the administrative districts of the province of Saxony were later formed, the previous territorial structure of the three departments was largely retained. The files, which concerned the areas of the later administrative districts of Merseburg and Erfurt, were first transferred to the responsible government archives in Merseburg and Erfurt and were later added to the holdings of the Magdeburg State Main Archives. By order of the Director General of the Prussian State Archives of May 1, 1883, the files of the military government (with the exception of the military government for the land between the Elbe and Oder or Oder and Vistula) were either transferred from the Secret State Archives to the provincial archives concerned or left in their original state. In the state capital archive of Magdeburg the archival material of the military government was divided into the following holdings (cf.: Gringmuth-Dallmer, Hanns: Gesamtübersicht über diebestände des Landeshauptarchivs Magdeburg, Vol. 3,1, Halle/Saale 1961): - Rep. On 26 and 27 April 1972 the above holdings were transferred by the Landeshauptarchiv Magdeburg to the Deutsches Zentralarchiv, Dienststelle Merseburg (see: GStA PK, I. HA, Rep. 178 E Geheimes Staatsarchiv PK, Dienststelle Merseburg, Nr. 331 Aktenzugänge, Bd. 1). However, not all stocks from the transitional period were transferred. Thus, for example, the holdings of the three state directorates remained in the Magdeburg State Main Archives. On 21 October 1986, 0.1 running metres of files were subsequently taken over and assigned to the holdings (cf.: GStA PK, I. HA, Rep. 178 E Geheimes Staatsarchiv PK, Dienststelle Merseburg, Nr. 1037 Bestandsakte I. HA Rep. 91 C). The holdings taken over from the Magdeburg State Archives were combined into one holdings and initially recorded in a find file by employees of the German Central Archives, Merseburg Office. In the process, the contemporary titles were obviously adopted without any discernible new titles being formed. In addition, the portfolio was rearranged according to thematic criteria. It has not yet been possible to determine the date of the order, the original distortion and a later revision of the file titles. This revision, which was still carried out on the index cards, led to a partial correction and standardisation of the file titles, which however remained incomplete and inconsistent. Following the retroconversion of the find file by typists of the Secret State Archives PK, the holdings were edited in 2008 and 2009 by archive employee Guido Behnke. The classification has been revised. In addition, the existing file titles were checked and, if necessary, standardized or corrected. In some cases, individual files had to be redrawn. The existing place names were adapted as far as possible to the current spelling. 3. note on use The holdings were arranged according to subject matter. However, the files of classification group 02.01.03 are sorted by the names of the individual towns. These are files relating to the accounting, the debts, the public buildings, the leasing of land and the local taxes of the respective municipalities. Also the files of the classification group 03.03.01.03, which concern the church, parish and school affairs, are arranged according to place names. The files relating to staff matters (e.g. employment, remuneration, dismissal, misconduct) of officials should be sought in the various thematic classification groups. For example, the files on civil servants employed directly by the Military Government are in classification group 01.02, municipal civil servants in classification group 02.01.04 and judicial officers in classification group 02.03.01.09. 4.           History of the Inventory Designer: The "Reichsstelle für Garten- und Weinbauerzeugnisse" (Reichsstelle) was established on 01 November 1936. The legal basis for the establishment was the Act on the Sale of Horticultural and Viticultural Products of 30 September 1936 (RGBL. I p. 854). The Reich Office carried out a state economic activity. Its main task was to monitor and direct the import of the products farmed, in terms of quantity, place and time, in accordance with the requirements of the internal market and, at the same time, to guide the pricing of these products in such a way as to avoid, as far as possible, disturbances resulting from the difference between world prices and domestic prices. The Reich Office was thus also involved in the internal market equalization process and in stock management. They were the only means by which horticultural and wine-growing products imported from a customs territory or a customs exclusion area could be placed on the market in the customs territory. All horticultural and wine-growing products to be imported from a customs foreign country or from a customs exclusion area which were subject to the Act on the Trade in Horticultural and Wine-growing Products of 30 September 1936 were therefore to be offered for sale to the Reich Agency. The takeover by the Reich Office was effected by means of a takeover certificate, the issuance of which the importer applied for from the Reich Office. The Reich agency was not obliged to take over the offered horticultural and wine-growing products. The import of the goods could therefore be stopped at any time. The horticultural and wine-growing products placed on the domestic market by the domestic producer were not subject to the restrictions of the Horticultural and Wine-growing Products Trade Act in view of the market organisation implemented for them. Only the products imported from a customs foreign country or a customs exclusion area were managed by the Reich Office. Its scope resulted from Article III of the seventh Regulation implementing and supplementing the Law on the marketing of horticultural and wine-growing products of 7 June 1940 (RGBl. I p. 862). The Imperial Agency mainly imported products from the following countries: - European countries of origin: Baltic States, Belgium, Bulgaria, Denmark, Finland, France, Greece, Italy, Yugoslavia, the Netherlands, Norway, Romania, Russia, Sweden, Switzerland, Slovakia, Spain, Hungary and Portugal. - Non-European countries of origin: Afghanistan, Egypt, Australia, Argentina, Brazil, Chile, China, Japan, India, Iran, Cameroon, Canada, Mexico, Palestine, Somalia, South African Union, Syria, Turkey, USA, West Indies and Cameroon. Imported products have been grouped into the following product groups: - Vegetables, fruit, tropical fruits, potatoes, vegetable seeds, flower seeds, tobacco seeds, caraway seeds, azaleas, cut flowers and reindeer lichen. The Reich Office was divided into main departments, departments and subject areas. The division into departments and their subdivision into subject areas resulted from the business allocation plan. The "Überwachungsstelle für Gartenbau-Erzeugnisse, Getränke und sonstige Lebensmittel" (Überwachungsstelle), which was established on 24 September 1934 (Deutscher Reichs- und Preußischer Staatsanzeiger 1934 No. 209), was merged with the Reichsstelle to form the "Reichsstelle für Garten- und Weinbauerzeugnisse als Überwachungsstelle" (Reichsstelle as Überwachungsstelle) by ordinance of 6 December 1938 (Deutscher Reichs- und Preußischer Staatsanzeiger 1938 No. 291). The merger brought together, as far as possible, bodies of the same or a similar nature from the two services, such as money, assets, staff and materials management, registers, the law firm, the post office and the branches located in the same place. The former Main Department III of the Reich Office and the country groups I - VI of the Surveillance Office were also merged, so that the applications for the issue of foreign exchange certificates and takeover certificates could be dealt with in one operation. The Reich Office as a supervisory office was now divided into 5 main departments, 6 departments, 21 subdivisions and 15 subject areas. The range of tasks of the Reich Office as such, however, remained unchanged in principle. In addition, the tasks of the supervisory authority remained essentially unchanged, namely the examination of applications for foreign exchange certificates submitted by importers from a formal and economic point of view, in particular in accordance with the rules on foreign exchange control, the import of vegetables, fruit, juices, wines, tea and live plants, and their allocation. It also issued foreign exchange certificates applied for and checked that the importers used the certificates issued in due time and in the proper manner. The tasks of the Reich Office as a supervisory authority were thus also determined by the Foreign Exchange Control Act. Pursuant to § 2 (2) of this Act, in addition to the foreign exchange offices, the monitoring offices also took their measures and made their decisions in accordance with guidelines drawn up by the Reich Office for Foreign Exchange Management in agreement with the Reich Minister for Economic Affairs and the Reich Minister for Food and Agriculture. These directives delimited the tasks of the supervisory authorities in that they supervised the import and payment of goods and controlled purchase prices. They also had to take measures in the field of internal management (e.g. processing and export bans). The Reich Office as well as the Surveillance Office were corporations under public law, i.e. legal entities of their own, which financed themselves and were not maintained from Reich funds. They were subject to the supervision of the Reich Ministry of Food and Agriculture. The Reichstelle, as the supervisory authority, also had to obtain approval for the scale of fees from this authority. Examples of chargeable events were the issue of foreign exchange certificates and the issue of expert opinions on private settlement transactions. However, the monitoring agency carried out book and company audits free of charge, unless the audit revealed that a company had violated official orders. After the outbreak of the war, the Reich Office was confronted with new tasks as a supervisory office with regard to the procurement of goods. All enemy states and a large part of the neutral states failed as suppliers, while the demand for food imports of all kinds grew steadily. As a result, prices abroad also rose sharply, so that the Reich Office's previous task of raising foreign prices to the German price level by means of differential amounts became illusory and was finally reversed in the opposite direction, namely that of reducing the price of imported goods. The other task, the territorial control of the import of goods, had already been transferred to a greater extent to the main associations (e.g.: Main Association of the German Horticultural Industry) at the outbreak of the war, so that only the area of responsibility of the supervisory authority remained. The Reich office as such was therefore closed at the beginning of July 1943. In the course of the effects of the war, the surveillance agency took on ever greater dimensions as the difficulties in procuring goods grew. After the end of the war, the assets of the Reichsstelle were liquidated by the Allies. The storage and import point in Hamburg was authorized by § 5 No. 2 of the Ordinance of the Central Office for Food and Agriculture of 17 August 1946 (Official Gazette for Food and Agriculture No. 2 of 24 August 1946) and by decree of the Food and Agriculture Council in Stuttgart of 04 July 1946 to liquidate the assets of the Reich Office, insofar as they were located in the American and British occupation zone. The branch office in Bavaria was handled by the office of the trade associations. A trustee was appointed to carry out the liquidation, who received his activity permit from the competent British supervisory authority and headed the 'Liquidation Office of the Reich Office for Horticultural and Viticultural Products as a Supervisory Office' in Berlin and the 'Liquidation Office of the Main Association of the German Horticultural Industry and Reich Office for Horticultural and Viticultural Products as a Supervisory Office - Munich Branch'. The final dispute over the assets of the former Reich offices within the four occupation zones was reserved for the decision of the Allied Control Council. Inventory description: Inventory description The files of the Reich Office for Horticultural and Viticultural Products were transferred to the Federal Archives in Koblenz in 1974 from the Oberfinanzdirektion Berlin, which was responsible for handling the Reich's food supply. The 248 files have a term from 1930 to 1973, whereby the mass of the files originated between 1936 and 1945. The documents contain above all documents which have arisen as a result of the Reich Office's business relations with the importers: agreements on quantities and prices for various products, currency certificates and takeover certificates, notes on business trips and company audits. The inventory can also be used to a limited extent as a substitute for the insufficient inventory of inventory R 3601 (Reich Ministry of Food and Agriculture) due to war damage. No cassations were made. A file plan for the Reich Office did not exist. There was also no registry in the Reich office. The order of the files and their filing was carried out by the employees of the Reich Office according to their respective tasks and priorities. The rules of procedure are therefore partly unconventional and unsystematic. Consequently, there are documents in the files with different thematic classifications. Only an order according to individual countries is recognizable. The classification in the finding aid is based on this order by country. Only a few files were prearchived with titles. The file titles were therefore formed according to the predominant factual content of the file. The units of description were, if necessary, indexed more deeply by means of contained annotations.           The chamber's reporting is the result of French legal tradition. Annual reports of the Cologne Chamber of Commerce have been published since 1823. For the first time reporting was made legally binding by the statute of the Chamber of Commerce of Elberfeld and Barmen in 1830. The Prussian decree of 11 February 1848 on the establishment of chambers of commerce made the reporting of the chambers obligatory. Section 24 reads as follows: 'Each year in January, the Chambers of Commerce shall submit a main report to the Minister of Finance on the situation and progress of trade and industry, and shall at the same time submit a copy to the President of the Office of Commerce and the Government. They are obliged to inform the traders and tradesmen of their district of their effectiveness and of the situation and course of trade and trade through the public papers by means of continuous notifications of extracts from the consultation minutes and at the end of each year in a special overview". Further laws of 24 February 1870 and 19 August 1897 expressly emphasised this obligation to submit a report. Since 1897 the reports had to be reproduced in print. Until 1914 the reports were steadily expanded and systematized. This corresponded to the interest of the chambers and the Minister for Trade and Industry, who had the reports published in a supplement of the Prussian Trade Archives until 1872. The Prussian Statistical Bureau, which evaluated the annual reports and based them on comparative overviews of trade and traffic from 1861 onwards, pushed for standardization. The law of 1870, which obliged the chambers to reconcile their interests, did not prevent them from using their annual report as a mouthpiece for their views on economic policy. Free trade and customs were discussed in the annual reports. Although a standardization of the annual reports could not be achieved, the separation of the sections "Views, expert opinions and wishes" (Part A) and "Actual" (Part B) recommended by the Director of the Statistical Bureau, Engel, prevailed. As a rule, Part B contains statistical material which, from today's perspective, provides important data on regional economic and social history. After the First World War, only in exceptional cases did the summary descriptions of the wartime period provided for in the decree of the Prussian Minister of Commerce of 27 October 1914 appear. It was not until 1919 that annual reports were required again. After 1920, many chambers began to produce monthly reports together with neighbouring chambers due to overloading of their scientific officials. The procedure was expressly approved by the Ministry of Commerce, which had been compiling the reports in its magazine "Handel und Gewerbe" since January 1921. Some chambers continued to print annual reports, others presented them in duplicate to the plenary meetings. The monthly reporting of the chambers lasted until 1936. From 1934 to 1939, the Chambers of Commerce produced internal reports every two or three months, some of which were incorporated into their periodicals. With the expansion of official statistics at the Reich, Land and local levels, the Chambers' annual reports lost weight and their character as a decision-making aid for state and municipal administrations. In addition, they were often already outdated when they appeared. Since about 1900 the chambers have countered this development by publishing periodicals, so-called newsletters. After the Second World War, the Law Provisionally Regulating the Law of Chambers of Commerce and Industry did not include a provision on annual reporting, but in practice all chambers publish annual reports and monthly newsletters from 1950 at the latest. The information contained therein is indispensable as a source of regional history. The following overview covers exclusively annual reports from the German-speaking area as well as from Austria-Hungary (before 1918) and the German colonial areas (before 1918).
