History of the Inventory Designer: Origin and Development of the Ministry, Competences: Prior to 1914, food and agriculture matters were predominantly the administrative responsibility of the States. As far as the Reich was involved, the corresponding tasks were performed by the Reich Office of the Interior. The First World War brought a decisive turning point here; the longer the war lasted, the more urgent it was to take economic measures to secure food supplies. The first step in this direction was the establishment of the War Grain Society on 25 November 1914. On 28 June 1915, this company was united with the authority of the Reich Commissioner for Bread Management, which was founded only a little later, and the Reich Distribution Office, which was responsible for supplying flour, to form the Reichsgetreidestelle. For the management and distribution of other products, a large number of other Reich offices were set up in the course of the following months, for whose joint supervision the War Food Office was established on 29 May 1916. This was the first time that a central authority had been created for the uniform regulation of the war food industry in the Reich. Since the general emergency after the end of the war made a temporary continuation of the forced economic measures in the food sector necessary, the institution was retained and renamed the Reichsernährungsamt on 19.11.1918. This is the immediate predecessor authority of the Reich Ministry of Food, which was founded by decree of 21 March 1919 on the "Establishment and Designation of the Supreme Reich Authorities". In connection with the discussion about the common economy, the Ministry of Food was temporarily united with the Ministry of Economics from 15.9.1919 to 30.3.1920. After it became independent again, it was given the name "Reichsministerium für Ernährung und Landwirtschaft" (Reich Ministry of Food and Agriculture). With the National Socialist assumption of power, the food industry was gradually subjected to state-controlled market regulation. The Reichsnährstandsverwaltung, which was created on the basis of the standardization or dissolution of the previous professional associations and self-administration bodies by the law of 13 September 1933, not only belonged to the RMEL's area of supervision, but was at the same time linked to the ministry at the head by personal union. Analogous to other supreme Reich authorities, the RMEL was merged with the Prussian Ministry of Agriculture on January 1, 1935 and until the incorporation of Austria in 1938 was called the "Reichs- und Preußisches Ministerium für Ernährung und Landwirtschaft". A new and thus competing responsibility for the food industry arose with the promulgation of the Four-Year Plan in 1936. An organisational link with RMEL was established in that one of the two State Secretaries took over the management of the Nutrition Business Group in the Four-Year Plan. Due to a lack of personnel, the Reichsnährstandsverwaltung was integrated into RMEL during the Second World War. When RMEL was founded in 1920, its responsibilities extended to agriculture, the food industry, forestry, timber and fishing. The ministry kept these competences more or less unchanged for more than a decade. With effect from 5.7.1932, the Reich Ministry of Labour also assigned the RMEL the task of "Agricultural Settlement". On the other hand, it had to hand over to the newly established Reich Forestry Office on 12.7.1934 and 12.7.1935 the competences of forestry and hunting respectively the timber industry and the game trade. After several attempts by RMEL to take over responsibility for veterinary matters from the Reich Ministry of the Interior had failed, the Prussian Veterinary Department, which had belonged to the competence of the Prussian Ministry of Agriculture, was rather assigned to the Ministry of the Interior by decree of 11 March 1935 after its merger with RMEL. Even before the merger, the Prussian Ministry of Agriculture had transferred responsibility for the agricultural vocational and technical education system to the newly created Reich Ministry of Science, Education and People's Education by law of 29 June 1934. The competence of the water management, which RMEL had taken over when it merged with the Prussian Ministry of Agriculture, was lost to the newly appointed Inspector General for Water and Energy by decree of 29.7.1941. Inventory description: Inventory history Most of the RMEL files (approx. 2500 volumes) handed over to the Reichsarchiv until 1944 were destroyed during the bombing of Potsdam in April 1945. The same fate affected the vast majority of RMEL's files, which were located in the Berlin office buildings in Wilhelmstrasse and Behrenstrasse. The main exception to this rule were those files which had reached the area around Landsberg/Warthe in connection with the evacuation of various departments of the RMEL and the Reichsnährstandsverwaltung during the final months of the war. A further relocation to the Müncheberg/Seelow forest near Küstrin was planned, but was not possible. When it was merged with RMEL, a large stock of files from the Prussian Ministry of Agriculture had already been transferred to the then Prussian State Secret Archives. Since 1990, these files, which have meanwhile been kept by the Merseburg Department of the Central State Archives of the GDR, have again been kept in the Secret State Archives of Prussian Cultural Heritage in Berlin. The remains of the RMEL files seized by the American occupying forces after the end of the war were first collected together with other holdings of the Food and Agriculture Group at the Ministerial Collecting Center (MCC) in Hessisch-Lichtenau and listed. Most of these files were brought to Berlin with the relocation of the MCC in early 1946 and taken over by the Document Center there a few years later, while a smaller part seems to have reached the Document Center in Darmstadt. With the exception of the files on the expropriation of Jewish agricultural property handed over by the Secret State Archives in Berlin, most of the volumes of the tradition of the Federal Ministry of Food, Agriculture and Forestry, formerly kept in Koblenz as holdings R 14, have been successively transferred to the Federal Archives in Koblenz since 1953. On the other hand, the later filing deliveries from America and England contained only very isolated pieces of the former RMEL. It must be noted here that unfortunately no more than half of the files recorded in Hessisch-Lichtenau finally found their way into the Federal Archives. The remaining files will have to be considered missing today. The records in the Central State Archives in Potsdam until 1990 as holdings 36.01 originate from file transfers by the Ministry of Agriculture and Forestry of the GDR, the State Archives of Potsdam and Magdeburg and from file returns from the USSR. In 1990 both overdelivery parts were combined as stock R 3601. Archival evaluation and processing The order of the holdings is largely based on the business distribution plan of summer 1942, i.e. the individual departments form the main groups of the classification. Subgroups were formed largely on the basis of the main areas of responsibility of the departments. If necessary, modifications were made. Within the individual classification groups, the order was made as far as reasonable and recognizable according to the existing file numbers. Due to the fragmentary character of the tradition, individual volumes are often missing in the series of volumes already created in the registry of the ministry. For the sake of better clarity, no corresponding references were made to the individual follow-up titles. The system only noted if tape sequences or series were created in the archive. In view of the rudimentary tradition, cassations, with the exception of duplicates, were largely avoided. Content characterization: The tradition of the stock is extremely fragmentary. According to the business distribution plan of RMEL of 1942, which forms the basis of the inventory classification, the documents of Department V Customs and Trade Policy are only minimal and those of Department IX Village Armament, Highlands, Reallocation do not exist. The activities of Dept. I General Administrative, Personnel, Budgetary and Legal Matters, Dept. II Production and Food Policy are documented in particular, especially the food security during and after the First World War. World War, as well as the Abt. III Reichsgestütverwaltung. Larger groups of files include the documents of the general administration and those of the experimental and research institutes, the war damage regulation as well as the domain administration, especially in the integrated eastern territories. Above all, however, in this context it is important to refer to the files on the expropriation of Jewish agricultural land. North German Missionary SocietyTo the existence: The upper office Öhringen was formed 1810 and comprised essentially former schöntalische, berlingische and hohenlohische possessions, which had fallen by the Reichsdeputationshauptschluß and Rheinbundakte to Württemberg. In 1811 Berlichingen, Schöntal and other places that had come from the dissolved Schöntal upper office to the Öhringen upper office were transferred to the Künzelsau upper office, for which the latter left Gaisbach, Neureut and Neufels to the Öhringen upper office. Mainhardt fell to the Weinsberg upper office, from which the Öhringen upper office received Geißelhardt with parcels in 1842. The municipalities mentioned below on pp. 7ff belonged to the Oberamt Öhringen, which had been assigned to the Jagstkreis since 1817. A change did not occur until the Weinsberg upper office was dissolved in 1926 and the eastern part was assigned to the Öhringen upper office (cf. below p. 10ff. the new community stock). 1938 saw the National Socialist administrative reform, in which Geißelhardt with Eschental, Finsterrot, Gnadental and Goggenbach finally fell to the Schwäbisch Hall district. In the course of the district reform of 1973, the district of Öhringen, which had been designed in this way, was dissolved; it almost completely merged into the newly created Hohenlohe district. The transfer of the files recorded here had been negotiated even before the dissolution of the district of Öhringen, so that the takeover could be completed soon after the district reform law came into force. The files were recorded under separation of the registration layers "Oberamt Öhringen" (until 1938) and "Landratsamt Öhringen" (after 1938 = inventory FL 20/14) in 1984 under the guidance of Dr. Trugenberger from the temporary employee Ibrom, after whose retirement the temporary employee Edling continued his work in 1986. The title recordings for the steam boiler files were made in 1986 by the archivist Biemann, who in 1987 randomly checked the title recordings, indexed the indexing work and structured the records in accordance with the file plan for Württembergische Oberämter. During this period, the Land was divided into 63 senior offices plus the Stuttgart City Council (1). The average area of an upper administrative district was around 1822 5.7 square miles = 316 square kilometres, the average number of inhabitants 20,700 (1926 : 41,604), whereby in the course of time a considerable imbalance resulted (the number of inhabitants per upper administrative district varied 1926 between 18,000 and 341,000). The four district governments, which replaced the twelve bailiwicks established in 1806 (2) in 1817, were the intermediate authorities between the individual upper offices and the ministerial level. The Württemberg constitution in force from 1819 to 1919 (3) was based on the municipalities as the "basis of the state association" (4). The higher offices had the task of bringing the administrative matters directly affecting the individual citizens, which the municipalities dealt with largely on their own responsibility, into the state administration. The problem of the greatest possible integration of all those affected by administrative measures arose for the higher offices as well as the problem of a uniform implementation of domestic government measures. The upper offices were also the constituencies for the elections to the Chamber of Deputies (5). 2. functionariesThe Ministry of the Interior delegated the responsibility for the higher office administrations to one senior official each, since the 1830s as a rule a lawyer with a university degree. As a civil servant, he was responsible for all administrative matters which were not the responsibility of the judicial (6) or fiscal (7) authorities, he was in charge of the police and (in the case of infringements) the penal authorities and he supervised the local authorities. As administrative civil servants, he was subordinate to a senior secretary and (since the second half of the 19th century) a bailiff as deputy. In addition to this administration, there was the official assembly as a body with coordination and integration functions. In it the individual municipalities of an Oberamtsbezirk were combined as an official body. The number of deputies each municipality provided depended on its share of the public burdens to be borne jointly, the "official damage". As an upper limit, a municipality was allowed to provide a maximum of one third (8) of the members of the official assembly, while small municipalities sent a joint representative. The Official Assembly met twice a year. In order to maintain its presence, it elects from among its members an executive committee, an actuary (who was at the same time an assistant to the Oberamts auditor) and appointed the Oberamtspfleger (9) as well as the other officials of the administrative body (10) as responsible for cash and accounting.Thus, according to constitutionalist theory, the responsibility for continuous, active administrative work lay with government officials, while financial regulation and control functions were carried out by a body that brought together those affected by administrative measures and those who financed them. Approaches that went beyond a representative system based purely on control and finance were not evident in the administrative sector, but rather in the area of social tasks and services, where officials of the official corporation were active. 3. limits of the uniform district organisation. It was not possible from the outset for all administrative functions to have an organisation in which (as in the case of the internal and judicial administrations) (11) the administrative districts corresponded to the regional districts. In the case of the deanery offices of the two large churches, it is clear from the regional distribution of the denomination that a district administration was not established for each upper office; nevertheless, as far as practicable, deanery and upper office boundaries were often identical. Where there were practical reasons to do so, the forestry, camera, customs and building inspectorates also had jurisdictional districts which deviated from the upper administrative districts. The decisive disruptive factor for a uniform administrative organisation at district level, the patrimonial jurisdiction of the class lord restored after 1819 by the Federal Act, was eliminated in 1849. The same applies to the special rights of independent royal and noble estates which before 1849 had not been incorporated into the municipal associations and thus not into the district administration. 4. individual important changes in the supreme official organisation1842: Due to excessive distances from the head office or other economic and traffic conditions, individual municipalities are reassigned in 31 head offices (Reg.Bl. 1842, p. 386 - 389).1850 ff: The regionally different development of the country leads to a considerable imbalance between individual districts in the course of time despite the original balance. Changes to individual divisions (e.g. dissolution of the Cannstatt regional office in 1923; dissolution of the Weinsberg regional office in 1926) do not eliminate these differences.1906: The Amtsversammlungs-Ausschuss is given the name Bezirksrat (district council) and is also consulted on the business of state administration. The Official Assembly may set up committees to monitor individual institutions and facilities of the official body. The actuary shall be replaced by a secretary elected for 3 years by the Assembly. 1933: Re-establishment of an official corporation, which is limited to an advisory function and is given the name Kreisverband. The district administrator is appointed the "leader" of the district administration. The terms Kreis (for Oberamt), Kreistag (for Amtsversammlung) and Kreisrat (for Bezirksrat) are introduced. In 1811 the intermediate instance (at that time bailiwick bailiwicks), which had been generally inserted for the upper offices, was no longer applicable to the ministerial level of the Stuttgart city administration district. When in 1822 the city directorate of Stuttgart was again aligned with the higher offices, it was nevertheless no longer listed as a higher office, but always independently.(2) The first bailiwicks had been introduced in 1803 for Neuwürttemberg. At the end of the 19th century, the area of the Backnang upper office consisted of the following parts (12): town and office Backnang (town, Reichenberger office, Ebersberger office), Murrhardt monastery office, individual parts from old Württemberg offices (Marbach office, Weinsberger office - Böhringsweiler lower office), Löwensteinsiche and storm feather possessions (Württemberg fiefdom) as well as possessions of the Schöntal monastery.From 1806 the upper office Backnang was first assigned to the district Heilbronn, belonged after the division of the dukedom into bailiwicks in 1810 to the bailiwick at the lower Necker and was subordinate since 1817 to the district government of the Neckar circle. The composition of the municipalities of the Oberamtbezirk listed below essentially lasted until the National Socialist administrative reform of 1938. As a result of the new district division decreed on 1 October 1938, the Backnang district became the legal successor of the Backnang district (Oberamt). With the exception of Neufürstenhütte, the former communities remained in the Backnang district. History of registries and holdings: The holdings F 152 III, which were newly catalogued from July to December 2004, consist of three parts: On the one hand, these are files that were delivered to the Ludwigsburg State Archives by the Backnang branch of the Waiblingen State Health Department in 1976 as part of a larger file delivery and assigned to the Oberamtsbestand (1 m; Bü 1-30). The second and largest part of the collection consists of documents that the District Office of the Rems-Murr District submitted in 1974 and 1975 at the insistence of the State Archives Administration (13.3 mf. m; Bü 31-391 and Bü 393-446)(13) A large part of these files, for which so far no finding aid was available, had been torn from their context of origin by self-proclaimed "district archivists" in the district offices Backnang and Waiblingen. In the Backnang District Office local and material pertinences had been formed which could not be returned continuously to the original order of the records and which were recorded in the last classification point as "local pertinences". In addition, the structure of the entire portfolio is based on the Flattich file plan, which also contained documents with the following third-party provenances that were segregated in the course of the registration work: Oberamtspflege Backnang: Invoice receipts, sorted by property and local pertinence (6.5 m), were assigned to F 717. Oberamt Gaildorf: Property files; partly sorted by municipalities (4 m), will in future form F 166 IV. Oberamt Marbach: Property files; partly sorted according to municipalities (4 m), were included in the inventory F 182 III. Oberamt Welzheim: Property files concerning the parish of Kirchenkirnberg (0.3 m running) form the inventory F 214 III.the files of the district office Backnang (0.4 m running) were included in the inventory FL 20/2 I.the third part of the inventory F 152 III originates from the inventory FL 20/2 I district office Backnang (10.2 m running; Bü 392 and Bü 447-935). These files, which had subsequently been arranged in the registry of the District Office according to the Flattich file plan, had previously only been indexed by a delivery list with file plan numbers and associated package numbers. This information can be found in the present finding aid book as a presignature. In the course of the revision of the inventory FL 20/2 I, documents of the provenances Oberamt Gaildorf (9 linear metres), Oberamt Marbach (1.5 linear metres) and Oberamt Welzheim (0.3 linear metres) were also sorted out and assigned to the respective inventories listed above (F 166 IV, F 182 III and F 214 III).In terms of content, the holdings excellently illustrate the diverse tasks of the Backnang Oberamt in large parts and thus supplement the previous Oberamt tradition, which the Staatsarchiv Ludwigsburg holds in the holdings F 152 I, F 152 II (volumes) and F 152 IV (construction files). Also in the inventory FL 20/2 I Landratsamt Backnang there are - especially from the transitional period of the 1930s and 1940s - files that were created in the Oberamt. Further documents of the Oberamt Backnang can be found in the district archive of the Rems-Murr-Kreis in Waiblingen (fonds A1: Oberamt Backnang). Stock F 152 III comprises 935 units of registration, 24.5 metres of shelving. It contains documents with pre- and post-files from the period from 1701 to 1973, with the emphasis of the tradition on the period from the second half of the 19th to the first third of the 20th century. The files with the order signatures Bü 660, Bü 661, Bü 711 and Bü 719 are still subject to the personal blocking periods according to § 6 para. 2 of the Landesarchivgesetz.Ludwigsburg, December 2004Dr. Matthias Röschner NachtragF 152 III Bü 936-976 were spun off there in 2011 by Dorothea Bader in the course of the indexing of fonds F 166 IV and reassigned to the present fonds according to their provenance. In 1811 the intermediate instance (at that time bailiwick bailiwicks), which had been generally inserted for the upper offices, was no longer applicable to the ministerial level of the Stuttgart city administration district. Since 1819 (edict about the Oberamtsverammlungen of 31.12.1818) they were independent. The separation of the judiciary and administration was thus completed at district level; the chief magistrate was confronted by the chief magistrate.(7) Property and income of the state were administered by the camera offices (omanial, construction, forestry administration). In the course of the 19th century, they finally developed into district coffers or district tax offices. Foreword: The German Confederation, a confederation of states created by the Federal Act of 8 June 1815 at the Congress of Vienna, initially comprised 34 sovereign princes and four free cities, the last 28 of which were sovereign princes. It also included Denmark for Holstein and Lauenburg, England for Hanover (until 1837) and the Netherlands for Luxembourg and Limburg (from 1839). The only federal body was the Federal Assembly (also known as the Bundestag) in Frankfurt a. M., which met for the first time on 5 November 1816 after lengthy preliminary negotiations and was chaired by Austria as the presidential power. It was responsible for various commissions and other institutions such as the Federal Chancellery Directorate, the Military Commission, the Central Investigation Commission and the Federal Central Authority. The development of the German Confederation into a nation state remained impossible due to the guaranteed sovereignty of the member states and due to the dualism of the two great powers Austria and Prussia as well as the close connection of Austria to its non-German territories. The expansion of the Federal Constitution in the reactionary sense became disastrous. The resulting revolution of 1848/49 sought to transform the German Confederation into a national federal state. The Federal Assembly delegated its powers to the Imperial Administrator and ceased its activities on 28 June 1848. After the failure of the revolution, Austria restored the Bundestag in the summer of 1850, initially against Prussia. Prussia and its allies also returned to the Bundestag after the failure of the Union plans of Olomouc and the Dresden Conferences on the Reform of the Confederation, which resumed its activities on 14 May 1851. Further attempts at reform failed in the aftermath. The German Confederation finally broke up in the Austrian-Prussian conflict. In the Prague Peace of August 1866, Austria recognised the dissolution of the Confederation. The Württemberg legation to the Bundestag or the provisional central power for Germany 1848/49 existed from 1815 to 1866. It had to report all political matters negotiated in the Federal Assembly to the Ministry of Foreign Affairs. The Ministry then decided on the further course of action and arranged for the Frankfurt resolutions to be enforced within Württemberg. Like the department so also the files about the Bundestag affairs had a prominent position in the ministry. Own diaries kept separately from the diaries of the main registry can be traced from November 1816 to December 1849 (E 59 Vol. 181-231). In order to distinguish between the general documents of the Ministry kept in blue envelopes, these files were filed in reddish fascicles, as laid down in paragraph 14a of the Rules of Business Procedure of the Ministry of Foreign Affairs of January 1824 (E 40/31 Bü 32). The allocation of the file numbers seems to have taken place initially according to an alphabetical structure (as described in the preface of the finding aid book to fonds E 65). But this scheme must soon have proved to be useless. In any case, in the twenties the registry was reorganized, whereby a new system was introduced with light fact file approaches according to chronological order. Only in the series of envoy reports was the old order maintained until about 1845. Between 1872 and 1904, the files must have been transferred from the secret registry of the Ministry to the Directorate of Archives. After temporary storage in the Staatsfilialarchiv Ludwigsburg, they were forwarded to the Staatsarchiv Stuttgart for safekeeping. The Staatsfilialarchiv also drew up lists of items for sale ("Bundesakten" Verz. ad 57 and "Zoll- und Handelssachen" Lit. F). At the time of the transfer, cassations also appear to have been provided for after entries on various envelopes, but these were then omitted for reasons no longer known. The present directory unites the files of the Foreign Ministry concerning the Württemberg Bundestag legation in Frankfurt a. M. from various holdings. The main part consists of archival documents from E 65 Verz. 24, 40 and 57 and E 36 Lit. F. Furthermore, some legation files, which had already been recorded in the eighties, were moved here. The archival records summarised under the keyword "complaints" were dissolved and structured according to the principle of fact files in the same way as the entire holdings. Files that did not come into existence until after the dissolution of the German Confederation in 1866 were assigned to the corresponding holdings of E 40, as were documents originating from other ministries that were returned there according to the principle of provenance. Only empty envelopes of some of the files rearranged in the ministry were left; these were collected. Minutes of the Federal Assembly from October 1816 to 1863 and of the Military Commission from 1837 to 1861 are available in the printed matter room of the Main State Archives. Other Military Commission protocols are also held in E 40/72 Bü 250-262. These logs were therefore not recorded in the record. Old pagination is obsolete. The collection paints a very vivid picture of the time of the German Confederation and the provisional central power in 1848/49 throughout Germany. It contains documents about the resolutions of the Bundestag and their implementation in Württemberg and thus also material about events in Württemberg. The countertradition - albeit to a much lesser extent - is in stock E 65. The indexing took place from 1980 to 1983 and from 1997 within the framework of training by the archive trainees Ronald Asch, Irmtraud Betz, Ernst Otto Bräunche, Elke Koch, Carl-Jochen Müller, Andreas Schmauder, Wolfgang Stetter and Volker Trugenberger as well as by the archive inspector candidates André Kayser, Thomas Krause, Sandra Krischel, Alexander Rantasa, Caroline Schach and Nicole Schütz. Wilfried Braunn then recorded the rest. The online-capable classification of the stock as well as the further editorial work were taken over by the undersigned. The transfer of the title recordings in MIDOSA 95 datasets, which were made on the index forms, was carried out by Ms. Tanja Bürger, Ms. Anna-Maria Diener and Ms. Gisela Filipitsch; Wilhelm Gieb and Doris Köhler took care of the packaging of the archive boxes. The present collection now contains 1737 numbers (the serial number 1433 is not documented) in the range of 43.1 linear metres with a running time from 1815 to 1866, including pre-files from 1771 and post-files up to 1875.
