Essential tasks: Informing the public about the prospects for German Auswan‧derer, promoting welfare efforts, regulating migration movements: Teil‧aufgaben was transferred to the Reichsstelle für Nachlasssse und Nachforschungen im Ausland in 1924 Long text: From 1924 to 1943, the "Reichsstelle für das Auswanderungswesen" acted as the central German advisory and observation office for the emigration movement. It largely took over the field of work and tasks as it had developed at the "Zentralauskunftsstelle für Auswanderer" (1902-1919), continued by the "Reichsstelle für deutsche Rück- und Auswanderung" (1918-1919) and expanded by the "Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung" (1919-1924). The Foreign Office and the missions abroad of the German Reich were entrusted by the Reich Chancellor with providing information to those interested in emigrating. The processing of fundamental questions of emigration fell within the competence of the Foreign Office as well as that of the Reich Chancellery and the later Reich Office or Reich Ministry of the Interior. Until 1897, federal emigration legislation applied. Until then, the Reich had regulated only a few individual questions which were in a certain connection with emigration (e.g. §§ 1 and 3 of the Passgesetz of 12 October 1867, Staatsangehörigkeitsgesetz of 1 June 1870). It was not until the Emigration Act of 9 June 1897 (see Reichsgesetzblatt 1897, p. 463) that a uniform emigration law was created. The Emigration Act confirmed the Reich Chancellor as the highest supervisory authority in the field of emigration. According to § 38 of the Emigration Act, an "Advisory Council for Emigration" (1898-1924) was attached to the Reich Chancellor (Auswärtiges Amt). The work and duties of the Advisory Council were governed by the regulations of 17 February 1898 issued by the Federal Council (cf. Announcement of the Reich Chancellor of 17 February 1878, in: Central-Blatt für das Deutsche Reich 1898, p. 98; BArch, R 1501/101567). The Chairman of the Advisory Council was appointed by the Emperor, the members were selected by the Federal Council for a period of two years. The ongoing business work of the Advisory Board was carried out by the Foreign Office's office staff. The Advisory Council for Emigration had only an advisory function in the licensing of settlement societies and emigration enterprises. The circular instruction of the Reich Chancellor of 10 June 1898 on the implementation of the Emigration Act obliged the German consular authorities to provide the Auswärtiges Amt constantly with information and documents for the provision of information in the field of emigration (cf. BArch, R 1501/101574). Soon after the Emigration Act came into force, efforts to establish a central information centre for emigrants did not lead to the constitution of an independent Reich authority. Rather, one of the already existing private information associations, the "Deutsche Kolonialgesellschaft", was commissioned to provide the information. It was placed under state supervision and supported financially by the state. Before 1902 the following private associations were active in the field of emigration counselling in the German Reich: Deutsche Kolonialgesellschaft, Berlin, Verein für Auswandererwohlfahrt, Hanover, Zentralverein für Handelsgeografie und Förderung deutscher Interessen im Ausland, Berlin, Leipzig, Jena, Stuttgart, Evangelischer Hauptverein für deutsche Ansiedler und Auswanderer, Witzenhausen, St. Gallen, Berlin, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen, St. Gallen Raphaelsverein, Limburg (Lahn), Central Office for the Provision of Information to Emigrants and for German Enterprises Abroad, Berlin, Public Information Office for Emigrants, Dresden, German Emigration Association of Seyffert, Berlin, German-Brazilian Association, Berlin, Overseas Association, Munich, All-German Association, Berlin, German School Association, Nightingale Society, Evangelical African Association, Catholic African Association. On 1 April 1902, the Deutsche Kolonialgesellschaft opened the "Zentralauskunftsstelle für Auswanderer" (1902-1919) as the administrative department of the Kolonialgesellschaft based in Berlin (cf. BArch, R 1501/101573). The Central Information Office was under the supervision of the President of the "Deutsche Kolonialgesellschaft", who appointed the head of the Central Information Office with the permission of the Reich Chancellor. The head of the central enquiry unit was responsible for the management and publications of the unit. The Reich Chancellor exercised the right of supervision over the Central Information Office. The organisation of the Central Enquiry Office was governed by the provisions laid down in the "Guidelines for the provision of information to persons wishing to emigrate" and in the "Rules of Procedure of the Central Enquiry Office for Emigrants". The provision of information extended to all non-German territories as well as to the German colonies. It was carried out free of charge, either directly through the Central Information Office or through branches of the Central Information Office. Branch offices were departments of the D e u t s c h e K o l o n i a l s e l s c h a f t , as well as private emigrant associations and organizations. The Central Information Office for Emigrants had a network of more than 50 voluntary branches. The main task of the Central Information Office was to exert propagandistic influence on the flow of emigrants flowing out of the German Reich. The German emigration movement should be contained and brought under control as effectively as possible. Until 1914, the focus was on providing information on possibilities of emigration to the German colonies, to the United States of America and to South America. This advisory and information activity was accompanied by a corresponding collection, inspection and processing of the news and documents submitted by the diplomatic and consular representations of the German Reich via the Foreign Office to the Central Information Office. Similar information on the situation and prospects of emigrants abroad was also sent to the Central Information Office by public bodies, non-profit associations and registered associations at home and abroad. The Central Information Office cooperated closely with the emigrant associations that operated independently in the German Reich. The Central Information Office published information booklets on immigration regulations, economic conditions and career prospects in various countries, e.g. Paraguay, Mexico, Chile, Argentina or the Brazilian state of Rio Grande do Sul. On 9 May 1902, the "Advisory Council of the D e u t s c h e K o l o n i a l s c h e G e l l l s c h a f t for the Central Information Office" - Information Advisory Council - was constituted (cf. Barch, R 1501/101573). The Information Advisory Board assisted the President of the D e u t s c h e K o l o n i a l g e s e l l s c h a f t or his representative in the supervision of the Central Information Office. One third of the members of the Advisory Board were representatives of the D e u t s c h e K o l o n i a l g e s e l l s c h a f t , and two thirds were the chairman of the information associations and organizations that had joined the Central Information Office. The ordinary meetings of the Advisory Board, convened once a year in Berlin by the President of the D e u t s c h e K o l o n i a l g e s e l l s c h a f t , took place in camera. The head of the Central Information Office submitted the annual report of the Central Information Office to the Information Advisory Board for confirmation after obtaining the consent of the Reich Chancellor. The Imperial Chancellor could be represented by commissioners at the meetings of the Advisory Council and veto the decisions taken there. With the outbreak of the First World War, the "Central Information Office for Emigrants" stopped providing information to those interested in emigrating. After the Prussian War Ministry had established a "Central Office of Evidence for War Losses and War Graves" at the beginning of the war, the A u s w ä r t i g e s A m t assigned similar tasks to the Central Information Office, especially for the circle of Reich citizens interned in civilian affairs. On the basis of the announcement made by the Reich Chancellor on the creation of a "Central Office for the Provision of Information on Germans in Hostile Foreign Countries" on 1 September 1914, the Central Information Office assumed responsibility for the provision of information, the transfer of money, the transmission of information, the processing of applications for release, and the investigation of German citizens of the Reich both in the Entente states and in the neutral states (cf. German Reich Gazette No. 205 of 1 September 1914). By decree of the Reich Chancellor of 30 September 1914, the "Zentralauskunftsstelle für Auswanderer" (Central Information Office for Emigrants) was annexed to the Foreign Office as a "Reich Commission for the Affairs of German Civilians in Enemy Land" with official character (cf. BArch, R 1501/118320). Even before the beginning of the First World War, a "Reichsstelle für deutsche Rückwanderung und Auswanderung" (Reich Migration Office) was issued by the Reich Chancellor on 29 May 1918 at the Reich Office of the Interior to regulate the return migration and emigration of Reich Germans and Volks Germans (Announcement by the Reich Chancellor on 29 May 1918, in: Deutscher Reichsanzeiger on 30 May 1918 and Königlich Preußischer Staatsanzeiger No. 125). The Reich Migration Office commenced its activities on 1 June 1918, which until the end of 1918 extended almost exclusively to return emigrant affairs. This was essentially a matter of central influence on the return migration from the occupied Polish, Romanian and Russian parts of the territory. Special attention was also paid to the return migration from the western Entente countries and the German colonies. In this context, the Reich Migration Office dealt with the collection, inspection and processing of incoming documents, the provision of information, the promotion of care for returnees, the organisation of returnees, the securing of admission, care, secondment and temporary accommodation of returnees. The chairman, his deputy and the members of the advisory board of the Reich Migration Office were appointed by the Reich Chancellor. The "Advisory Council of the Reich Migration Office", under the direction of the Chairman of the Reich Migration Office, advised the plenum and the committees on fundamental questions of return and emigration (cf. BArch, R 1501/118318). The Reich Migration Office was initially divided into an administrative and an advisory department. The advisory department consisted of members of the administrative department and of the advisory board members who discussed policy issues of return and emigration in a joint meeting. The Reich Migration Office subsequently consisted of five working groups: an administrative group, an information group, a welfare group, a legal group and a scientific group. In the occupied eastern territories, the Reich Migration Office maintained two branch offices, which had to be dismantled at the beginning of the armistice negotiations. The area to the south of the Polozk-Lida railway line and the Warsaw General Government were the responsibility of the "Deutsche Rückwandererfürsorstelle Ostgebiet Bezirk Süd" with its head office in Kowel. The area north of the railway line Pskow-Wilna-Grodnow belonged to the "Sprengel der Deutschen Rückwandererfürsorgestelle Ostgebiet Bezirk Nord" with its head office in Vilnius. Both main offices were subject to several border transit and return migration collection camps (cf. BArch, R 1501/118318). In central Russia and the Ukraine "representatives of the Reich Migration Office" were appointed (cf. BArch, R 1501/118318). They had the task of contacting the German population living there, informing them about settlement and accommodation possibilities in Germany and advising them on legal, supply and property matters. The commissioners remained active only until the withdrawal of German troops or the severance of diplomatic relations with Soviet Russia. On 1 April 1919, the work and tasks of the "Central Information Office for Emigrants" were transferred to the Reich Migration Office (cf. BArch, R 1501/118318). Since then, the Reich Migration Office has been responsible not only for dealing with the affairs of returnees but also for keeping lists and records of the Reich German civilians interned abroad. At that time, the organisation and powers of the Reichswanderungsstelle no longer met the requirements for dealing with questions of return, immigration and emigration. By decree of the Reich President of 7 May 1919, the Reich Migration Office was renamed "Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung" (Reich Migration Office) (Reichsgesetzblatt 1919, p. 451), while the business area was expanded (see Reichsgesetzblatt 1919, p. 451). In addition, the "Reichskommissar zur Erörterung von Gewalttätigkeiten gegen deutsche Zivilpersonen in Feindesland" (Reich Commissioner for the Discussion of Violence against German Civilians in Enemy Land) remained responsible for the settlement of war damages and the "Reichszentrale für Kriegs- und Zivilgefangene" (Reich Central Office for War and Civil Prisoners) remained responsible for the care of German returnees from war captivity and civil internment. The Reich Migration Office, as an independently operating Reich Resources Authority, was simultaneously subordinate to the Reich Ministry of the Interior and the Foreign Office. The Ministry of the Interior was responsible, among other things, for combating unreliable emigration agents, monitoring private information activities and promoting the welfare of migrants in Germany. The Federal Foreign Office was responsible for communicating with the German missions abroad and promoting migration assistance abroad. The Central Office of the Reich Migration Office in Berlin was initially divided into eight, later fourteen working groups, which were grouped into three departments. According to the business distribution plan of 1 April 1923, valid until the dissolution of the Reich Migration Office, the central office was structured as follows (cf. The Reich Migration Office maintained official branch offices administered by employees of the Reich Migration Office, municipal branch offices whose administration was left to municipal bodies, and private branch offices. On the basis of the "Richtlinien für die Anerkennung gemeinnütziger Auskunftsstellen für deutsche Aus-, Rück- und Einwanderer durch das Reichswanderungsamt" (Guidelines for the Recognition of Non-Profit Information Centres for German Immigrants, Returnees and Immigrants by the Reich Migration Office) of 1 January 2006, the following information is available In June 1920, the Reichswanderungsamt assigned tasks from branches of the Reichswanderungsamt to institutions and associations such as the "Deutsche Auslandsinstitut" in Stuttgart, the "Evangelische Hauptverein für deutsche Ansiedler und Auswanderer" in Witzenhausen and the "Raphaelverein zum Schutze deutscher katholischer Auswanderer" in Freiburg im Breisgau (cf. BArch, R 1501/118320). Outside the German Reich there were no information facilities under the control of the Reich Migration Office. In Argentina, Brazil and Mexico, "experts in emigration matters" worked to support the Reich Migration Office by providing information and promoting emigration assistance. The experts had been assigned to the German missions abroad and were subordinate to them in official and disciplinary respects (cf. BArch, R 1501/118320). According to the constitution of the Reichswanderungsamt of 24 May 1919 (cf. BArch, R 1501/118320), an "Advisory Council of the Reichswanderungsamt" was constituted for the purpose of an expert opinion on fundamental migration matters. The Advisory Council consisted of 54 members appointed by the Reich Ministry of the Interior and the Foreign Office for a period of two years. Advisory councils were also set up in the branches of the Reich Migration Office. These advisory councils brought together all the local organisations active in the area of activity of the branch offices, which, like the branch associations of the "Verein für das Deutschtum im Ausland", the "Red Cross", dealt, among other things, with questions of migration. The Reich Migration Office operated an extensive intelligence, reconnaissance and information service. Those interested in emigrating should be made aware of the employment and settlement opportunities available in Germany and held back from emigrating. The information and documents forwarded to the Reichswanderungsamt were processed by the Reichswanderungsamt into information leaflets on countries considered as German emigration destinations and into leaflets on emigration problems of general interest. The Reichswanderungsamt published twice a month since 1919 the "Nachrichtenblatt des Reichsamtes für deutsche Einwanderung, Rückwanderung und Auswanderung (Reichswanderungsamt)", since 1921 under the title "Nachrichtenblatt des Reichswanderungsamtes (Reichsamt für deutsche Einwanderung, Rückwanderung und Auswanderung)". After the dissolution of the Reichswanderungsamt, the newsletter was published until 1944 under the title "Nachrichtenblatt der Reichsstelle für das Auswanderungswesen". The business area of the Reichswanderungsamt expanded continuously until 1924. At the beginning of 1920, the Reich Migration Office took over from the Passport Office of the Foreign Office the processing of all written and oral applications for travel opportunities for Germans abroad, emigrants and returnees from Germany to other countries and vice versa. With effect from 1 October 1923, the tasks of the probate office and the civil status department were largely transferred from the legal department of the Foreign Office to the Reich Migration Office (cf. the news bulletin of the Reich Migration Office 1923, p. 210). In this way the migration, investigation, inheritance and civil status matters were essentially united at the Reich Migration Office. The scope of duties of the Reich Migration Office was limited only by the responsibilities of the Reich Commissioners for Emigration and the Reich Ministry of the Interior for dealing with emigration ship matters, for dealing with emigrant and refugee welfare associations and associations, and for deciding on applications for entry by returnees. This demarcation, however, did not have such a strong effect as the head of the Reich Migration Office was at the same time expert for return migration matters and personnel officer for the office in the Reich Ministry of the Interior. The efforts of the Administrative Removal Commission to dismantle the Reich Migration Office led to the decision of the Administrative Removal Commission of 24 January 1924, according to which the Reich Migration Office was to be dissolved with effect from 1 October 1924. Under the pressure of the financial situation of the German Reich, a cabinet decision of 12 February 1924 and the ordinance of 28 March 1924 set the dissolution date for 1 April 1924 (see BArch, R 1501/118321). By decree of 29 March 1924, the newly formed "Reichsstelle für das Auswanderungswesen" (Reich Office for Emigration) continued from 1 April 1924 only to deal with the central tasks connected with the emigration movement (cf. Reichsgesetzblatt 1924 I, p. 395). The Reich Office for Emigration processed information and documents for emigration counselling, forwarded relevant materials to the counselling offices, and supervised the emigration counselling offices permitted in the German Reich. The Reich Office carried out its activities with the assistance of an advisory council in the portfolio of the Reich Ministry of the Interior, with a significantly limited circle of employees compared to the Reich Migration Office. With effect from 1 April 1924, the legal ownership of the official branches of the Reich Migration Office was transferred from the German Reich to public corporations, non-profit associations and registered associations. According to the business distribution plan of 1 April 1924 (cf. BArch, R 1501/118322), the Reich Office began its work with the following subject areas grouped into groups: 1. general administrative matters; general matters of the information centres and recognised information centres; dealings with associations, societies and the press; observation of the emigration movement; prevention and combating of grievances in the emigration movement; legal cases; annual reports; matters of the Advisory Council 2. personnel matters 3. treasury and accounting matters 4. The investigation, estate and civil status matters processed to date by the Reich Migration Office were transferred to the newly founded "Reichsstelle für Nachlässe" by ordinance of 1 April 1924 (cf. Reichsgesetzblatt 1924 I, p. 402). This Reich Office was an authority subordinate to the Federal Foreign Office with a central area of responsibility. The Reichsnachlassstelle was dissolved by decree of 30 December 1927 (see Reichsgesetzblatt 1927 I, p. 4). It handed over the subjects it dealt with to the Federal Foreign Office, the German missions abroad and the responsible state authorities. The Reichsstelle für das Auswanderungswesen lost considerable importance during the Nazi era. The fundamental questions of emigration were concentrated to a greater extent at the Reich Ministry of the Interior, the Foreign Office and, in the following years, especially at NSDAP offices and, since 1938/39, at the "Reichsführer SS und Chefs der Deutschen Polizei", such as the "Volksdeutsche Mittelstelle" and the "Deutsche Umsiedlungs- und Treuhandgesellschaft mbH". From 1924 to 1936, the Reich Office for Emigration was subject to Department II (Public Health, Welfare, German Studies) and from 1936 to 1943 to Department VI (German Studies, Surveying) of the Reich Ministry of the Interior. After the dissolution of Division VI of the Reich Ministry of the Interior, the "Reichsstelle für das Auswanderungswesen" (Reich Office for Emigration) with the subjects "Flüchtlings- und Rückwandererfürsorge" (Refugee and Return Migration Welfare), "Wanderungswesen" (Migration), "Auswanderungsschifffahrt" (Emigration Shipping), previously dealt with by Division VI of the Reich Ministry of the Interior, merged in December 1943 into the "Hauptamt Volksdeutsche Mittelstelle, Amt VI. Reichswanderungsstelle" (cf. BArch, R 4901/185). Inventory description: Inventory history On November 30, 1951, the Deutsche Zentralarchiv Potsdam took over files of the "Reichsstelle für das Auswanderungswesen" (Reich Office for Emigration) from the cellar of the registry office I, Berlin C 2, Stralauer Straße 42/43, amounting to about 1,400 files. According to information provided by the former main archives department at the Ministry of the Interior of the GDR, these files had been found in the building of the former Reichsarchiv in Troppau and had been handed over to Berlin by the CSSR at an unknown time. According to investigations carried out after 1945, the files of the Reich Office for Emigration (most recently "Amt VI Reichswanderungsstelle" of the Hauptamt Volksdeutsche Mittelstelle) were moved in 1944/45 to the Posterholungsheim Templin and to the Reichsarchiv in Troppau. The files that were transferred to Templin included state and administrative files from 1918 to 1945, German origin files from 1920 to 1945, files from Department VI of the Reich Ministry of the Interior, which was dissolved in 1943, and personnel files from the personnel registry. These files had not been found in 1946. Of the files moved to Troppau - more than 12,000 files are said to have been sent to more than 170,000 German civilian internees all over the world from the time of the First World War - the aforementioned 1,400 files were transferred to the German Central Archive in Potsdam. The files were in an extraordinarily poor state of preservation, disordered and unrecorded. These were very fragmentary documents on individual cases from the activities of the "Central Information Office for Emigrants", the "Reichswanderstelle", the "Reichswanderungsamt" and the "Reichsstelle für das Auswanderungswesen". Archival evaluation and processing At the beginning of the 1960s, around 1,360 file units were collected due to a lack of archival value. 44 file units remained as inventory 15.05 "Reichsstelle für das Auswanderungswesen" for permanent storage. They provide an insight into the subject and method of work of the emigration authorities. The first indexing of the files took place in 1960. In view of the fragmentary tradition at hand, the organizing work was limited to a classification according to factual aspects. The following classification groups were formed: Group I Provision of information to those interested in emigrating Group II Investigation of German citizens interned in civilian life Group III Organization and business operations Wolfgang Merker provided the initial development in 1960/63. The finding aid he has compiled forms the basis for the present finding aid. During the revision in 2009, a previously unlisted fragment was integrated into the collection (R 1505/45). The classification of the stock has been retained. Subsequently, series and band sequences were created. The listing information as well as the introduction to the history of the authorities and the inventory have been editorially revised. Characterisation of content: Characteristics of content: The files handed over to the German Central Archive in Potsdam in 1951 essentially contained inquiries from individuals, associations under private law and authorities about the whereabouts of emigrants, prisoners of war and civilian internees of the First World War, processes concerning the settlement of property and inheritance matters, correspondence about search forms and communications with foreign missions, German and foreign authorities as well as applications for the release and extradition of prisoners of war and civilian internees. There are no procedures on fundamental issues of emigration, the organisation and the remit of the emigration authorities.           History of the Inventory Designer: The Reichsschrifttumskammer was established with the First Ordinance on the Implementation of the Reichskulturkammergesetz of 01 November 1933 [1]. It was intended to bring together 'all those persons who, from the initial production of the poetry to commercial distribution, worked on German literature' [2]. However, this did not include newspapers and magazines which were regarded as press products and were therefore under the supervision of the Reich Press Chamber. The demarcation between the two chambers was regulated in the "Joint Announcement on the Integration Obligation of Business and Publishing Enterprises at the Reichsschrifttums- or Reichspressekammer of 4 April 1934" [3]. At the beginning, the registration of professionals working in the field of literature was limited to the Reichsverband deutscher Schriftsteller. However, this already changed on 22 December 1933 with the "Bekanntmachung über die Gliederung der Reichsschrifttumskammer" [4]. Thus existing professional associations such as the "Verband der Deutschen Volksbibliothekare E.V.", the "Verein Deutscher Bibliothekare E.V.", the "Reichsfachschaft Buchhandel im Deutschen Handlungsgehilfen-Verband" were integrated into the Reichsschrifttumskammer. Its members became members of the Chamber and were thus subject to the disciplinary power of the Chamber. In addition, new working groups were formed and various professional groups joined together in associations. These included, among others, the "German Book Communities" and the "Society of Bibliophiles". The German public libraries were to be combined by the German Community Day "in order to integrate them into the Reichsschrifttumskammer"[5]. As in all other areas of culture, membership of the Reichsschrifttumskammer was absolutely necessary in order not to be subject to a de facto ban on employment. Thus the "Order of 30 July 1934 on Proof of Membership in the Reichsschrifttumskammer"[6] ensured that the publishing and book trade enterprises were only allowed to enter into business relations with members of the RSK. In order to facilitate the implementation of that order, all members had to indicate 'in their business correspondence the membership number of their competent professional association'[7]. Violations should be punished with disciplinary action. Information on authors and translators was provided by the publishers at the request of the "Kontrollstelle des Reichsverbandes Deutscher Schriftsteller". In any case, the authors had to provide considerable personal information and expert opinions (e.g. expert opinions of the NSDAP, the Gestapo and the responsible state leadership of the RSK[8]) in order to become members. "Unreliable" authors were thus prohibited from exercising their profession by refusing membership. The rejected applicants and exclusions from the RSK were published in the Börsenblatt des Deutschen Buchhandels, in the Großdeutscher Leihbüchereiblatt and in the magazines "Der Schriftsteller" and "Der Autor". In addition to professional representation and support, the RSK had the task of maintaining a "list of harmful and undesirable literature", which appeared in print for the first time in 1936. However, the decision on book prohibitions was taken by the Reich Ministry for Popular Enlightenment and Propaganda. "The political influence of the German literature [...] is a matter of the Reich Ministry for Popular Enlightenment and Propaganda (Department VIII), which uses the Reichsschrifttumsstelle established at the Ministry to solve this task"[9] The organisational structure [10] consisted of the President, two Vice-Presidents, the former President and the Presidential Council at the management level. The first President Hans Friedrich Blunck was replaced by Hanns Johst in October 1935. Blunck received the title of "former president" and was entrusted with overseeing the Chamber's foreign relations. The office was divided into five departments: I. Central Division II. Economic Office of the German Book Trade The regional substructure consisted of the regional managements of the chamber in the respective district. They were to be addressed with applications for admission, general requests for literature and professional matters. These were included in the present distortion. The material files in the "Reichsschrifttumskammer" collections of the former Berlin Document Center were sorted out, newly recorded and assigned to the holdings. The content is essentially as follows: 1.) Review and permission to publish books, booklets and publications 2.) Inclusion in the "List of harmful and undesirable literature" 3.) Differences of opinion (disputes) between writers and publishers 4.) Correspondence between the RSK Headquarters and its national management in the individual districts. Archive processing The file titles available in the Koblenz partial stock are recorded in the online find book edited by Mr. Tim Storch. The signatures assigned at that time were retained. Information on the BDC stocks is already contained in the Findbuch R 56 [11]. However, the titles listed there do not reflect the full range of files listed here. On the one hand, this was the "Review and Approval of the Publication of Books, Booklets and Publications" (R 56 V/215-827), in which the publishers only informed the RSK about new editions and publications. Secondly, the RSK included various books (mostly foreign) in the "List of harmful and undesirable literature", mostly at the suggestion of the RMVP, which was tantamount to a ban. These documents were classified in the series "Inclusion in the "List of harmful and undesirable literature" - individual cases. The specimen copies found in the files were left there and included in the note containing them. Wolfram Werner's classification, 'which was not strictly based on the administrative structure'[12], had to be extended to include 'management', since it became apparent during the recording that the disputes in the file did not fit into that scheme. According to the "Handbuch der Reichskulturkammer" (Handbook of the Reich Chamber of Culture), an arbitration board was responsible for "differences of opinion between writers on the one hand, publishers and other exploiters of literary works on the other"[13], which was attached to the Rechtsreferenten. This legal officer in turn was directly subordinated to the management of the RSK [14]. Therefore the management was subdivided into the 3 areas "Legal Officer", "Supervisor" and "Intelligence and Statistics Unit". The classification point "Rechtsreferent" was divided into the areas "Allgemeine Rechtsfragen der Kammer" (R 56V/1050) and the so-called "Schlichtungsstelle" (litigation). In order to maintain uniformity, the old classification point "Surveillance and prohibition of literature" has been moved to the point "Supervisor". For disputes between individual writers, it was again not the conciliation body in the management that was responsible, but Division II (Writers' Group), which was subdivided into "Technical, Legal and Social Support for Writers". The old classification did not correspond so stringently to these individual areas. However, the newly recorded files made this necessary.           History of the Inventory Designer: The Development of the Office of the Head of the Reich Propaganda until the Seizure of Power The office of the Head of the Reich Propaganda of the NSDAP was established and expanded in the course of the reestablishment of the NSDAP in 1925 and its organizational consolidation. Personnel changes at the top in particular also had a decisive impact on the development. Instead of Hitler's old "comrade-in-arms" Hermann Esser, Gregor Strasser, Gauleiter of Lower Bavaria and head of the working group of the Northwest German NSDAP-Gaue, took over the office of Reich Propaganda Leader in the summer of 1926. His adjutant, Heinrich Himmler, was entrusted with running the business [cf. Frei, Norbert: Nationalsozialistische Presse und Propaganda, in: Das Dritte Reich. Structure of power and history, edited by Martin Broszat and Horst Möller, Munich 1983, p. 154]. The first step was the vertical expansion of the propaganda work, above all the expansion of the so-called propaganda cells at the Gauleitungen and local groups. At the beginning of 1928 Strasser became Reichsorganisationsleiter. Himmler became Deputy Reich Propaganda Leader, while Hitler himself formally acted as Reich Propaganda Leader. Himmler developed his first general considerations on the use of propaganda at the end of 1928. These guidelines for propaganda actions were to serve as the core of National Socialist propaganda, especially for the preparation and conduct of major National Socialist events [cf. Tyrell, Albrecht (ed.): "Führer befiehl...". Self testimonies from the fighting days of the NSDAP. Documentation and Analysis, Düsseldorf 1969, p. 255 ff.] Joseph Goebbels, Gauleiter of Berlin, was appointed Reichspropagandaleiter (RPL I) in 1930. When he took office, Strasser's influence on propaganda was clearly noticeable. Some of the propaganda tasks had already been transferred to the duties of the Reichsorganisationsleiter; Hitler turned the Reichsrednerschule into an independent Department II (Director: Fritz Reinhardt). The overlapping of competencies and demarcation problems could not be resolved until Strasser's departure in 1932. For the first time in the Reichstag election campaign of 1930 and later in the election year 1932, the NSDAP carried out election propaganda, which had not been known in this professional form in Germany until then [cf. Frei, p. 161]. Goebbels function as the central figure of the entire propaganda of the NSDAP was consolidated when he additionally became head of the newly founded Reich Ministry for Popular Enlightenment and Propaganda on March 14, 1933. As part of the Reichsleitung of the NSDAP, the Reichspropagandaleiter was initially based in Munich. After 1933, a liaison office of the RPL was set up in Berlin, so that part of the work gradually shifted there. Tasks and organizational structure of the RPL since 1933 [The following remarks are based on the Organization Book of the NSDAP, edited by the Reichsorganisationsleiter der NSDAP, Munich 1936 (7th edition 1943), as well as the addresses of the NSDAP offices and affiliated associations, the state, the Reich government, authorities and professional organizations. Reichsband mit Lexikon-Wegweiser A-Z, 2. edition, Berlin 1939, 3. edition 1941/42, Berlin 1942] The Reichspropagandaleiter was responsible for monitoring, coordinating and standardizing the propaganda of the NSDAP, its branches and affiliated associations. Just as he bundled the propaganda of the NSDAP in a central place, so he determined the guidelines for the party "for the realization of the cultural will of the leader" [Organisationsbuch der NSDAP, 1936, p. 295]. In addition to the use of press and film, radio received a special status as a central propaganda medium. The Reichspropagandaleiter exercised "control over the entire broadcasting system with reference to its internal organizational, cultural and economic development" [Organization Book of the NSDAP, 1936, p. 295]. Another central task was "to penetrate the entire German people with the National Socialist ideology". The Head of Staff (1937 Hugo Fischer, 1942 Eugen Hadamowsky) and the Adjutant (1937 Karl Hanke) were under the direct authority of the Reich Propaganda Leader [Organization Book of the NSDAP, 1936, p. 295]. The Reichsautozug "Deutschland", the RPL office, the main office for press propaganda, the main office for exhibitions and trade fairs, and the "Reichsring für Nationalsozialistische Propaganda und Volksaufklärung" (Reich Ring for National Socialist Propaganda and Popular Enlightenment) were directly subordinated to the Chief of Staff. The task of the Reichsautozug "Deutschland" (Reich Automobile Train Germany) (led by SA Group Leader Hermann Schäfer) was to supply the NSDAP with technical aids for major events and other rallies of political significance. The Bavarian relief train (headed by Hugo Fischer in 1939) was responsible for mass catering at major events in Munich. The RPL Secretariat was responsible for cash and administrative matters. The main office for press propaganda coordinated the uniform press processing and exploitation of the propaganda measures of all offices/main offices, main offices and RPL offices. The main office for exhibitions and fairs (Hugo Fischer) supervised the propaganda preparation of exhibitions and fairs in which the NSDAP was involved. The task of the Reichsring für Nationalsozialistische Propaganda und Volksaufklärung (Reich Ring for National Socialist Propaganda and People's Enlightenment) was to ensure that the propaganda of all branches and affiliated associations was conducted uniformly by the NSDAP [The Reichsring was later a main office; occupation of posts on 26 May 1941 (see p. XII). This change has not been taken into account in the 1943 NSDAP organisation book]. The Reichsring was assigned one representative each of the propaganda positions of all divisions and associations (liaison officers). In addition, various offices were represented in the Reichsring. The Reichsring für Nationalsozialistische Propaganda und Volksaufklärung was set up by Walter Tießler on behalf of Goebbels in 1934 and headed until 1943/1944 [Walter Tießler, born 18 Dec. 1903, Reichsamtsleiter, RPL employee since 1934, head of the Reichsring main office since 1935, head of the liaison office since 1941]. Cf. NS 18/5 curriculum vitae of Tießler; NS 18/1229 "10 Jahre Reichsringarbeit"]. Previously, the task of centralizing propaganda had been performed by the Concentration Office in the RPL. Tießler wrote in retrospect in 1944: "With the creation of the Reichsring in 1934, the propaganda and educational work of the offices, divisions, affiliated associations, the professional organisations of the estates and numerous associations was brought under uniform control. A Reichsring I was formed, in which all party organizations are represented. In a Reichsring II all other Reichs-organizations, which have propagandistic tasks, were cared for." NS 18/1229, p. 1] The liaison officers remained in their respective organizations and coordinated propaganda work with the RPL from there. In the Reichsring itself, only the bodies, associations and organizations operating throughout the Reich were represented. In order to achieve a propagandistic penetration as dense as possible also vertically, the Gaurings were built up within the Gaupropaganda lines at the Gau level, the circular rings at the district level and the local rings at the local group level. The so-called Gauring bulletins, which were published by the respective districts, as well as regular working meetings served as means of communication. The Reichsring was used in numerous propaganda campaigns, e.g. in the so-called election battles and winter relief campaigns as well as in all "mouth propaganda campaigns" during the war. In addition to the ongoing Reichring meetings, Reichsring meetings took place, at which the Reichspropagandaleiter, other Reichsleiter and Ministers as well as Gauleiter gave speeches. During the war, the Reichsring was entrusted with the paper management of all propaganda and training material. It should be mentioned in particular that the Reichsring evaluated the People's Court trials propagandistically and monitored the use of speakers by the Deutsches Bildungswerk and the Leistungsertüchtigungswerk as well as other organizations. The structure of the offices, later main offices, corresponded to their areas of responsibility: 1. Active Propaganda The main task was to organize and carry out all propaganda actions. Thus the administration was initially also responsible for the training and supervision of the entire propaganda speaker organization [This purpose was also served by the distribution of the monthly magazine "Unser Wille und Weg" (main editor Dagobert Dürr)]. The Active Propaganda Office (headed 1937 by Walter Schulze, 1941 by Werner Wächter) was subdivided into the main office of Speakers, with the following offices: Speakers' Organisation (recording all Reich, Gau and Kreis speakers of the NSDAP as well as all specialist speakers of the affiliated associations and organisations), Speakers' Information (providing all speakers with information material), Speakers' Mediation (Reich speakers and RPL battalion speakers) and Speakers' Training (with Reich Speakers' School for Young Speakers; cf. The following point (5): speaker training), the main office Lichtbild (responsible for all photo presentations; organisation book of the NSDAP, 1936: Lichtbildwesen still belonged to the film office management) and the main office Großveranstaltungen und architektonische Ausgestaltung. 2. film The task of the Office was to carry out film screenings for the purpose of disseminating and consolidating National Socialist propaganda and ideology. The film directorate (director 1937 Karl Neumann, 1941 Arnold Raether) was divided into organisation, cash management, production and technology, dramaturgy, cultural film and film press processing. 3. broadcasting The management of the Office controlled the entire German broadcasting system "in order to commit the internal organisational, cultural, technical and economic development of the broadcasting system to National Socialist principles. The effects of radio propaganda are secured by the radio maintenance organisation through the use of all technical possibilities of transmission to gather the entire people at every place and room - whether by house, community or people reception."The Head of Broadcasting (Head 1937 Horst Dreßler-Andreß, 1939 Hans Kriegler, 1941 August Staats) included the Head Office for Cultural Policy Broadcasting Work and Broadcasting Organisation, the Head Office Broadcasting Technology and the Head Office Broadcasting Propaganda. 4. culture The task of the Culture Directorate was to stimulate and promote National Socialist art. The head of the Office of Culture (1937 Franz Moraller, 1941 Hannes Kremer, 1942 Karl Cerff) was at the same time Reichskulturwalter in the Reichskulturkammer. The office included the main office for architecture, the main office for artistic design, the main office for selection (viewing and selection of artistic and poetic works for the National Socialist celebration) and the main office for programme design (National Socialist celebrations). 5. speaker training [The office speaker system is listed for the first time in the organization book of the NSDAP of 1940. It has obviously taken over the task of speaker training from the office Active Propaganda, although in the staffing of 26.05.1941 it is still assigned to the main office Propaganda] The office management speaker training was responsible for the training of the party leaders. The Reichsrednerschule and the ongoing supply of information material to the speakers served this purpose, among other things. 6. liaison manager The head of the liaison office in Berlin (1937 Wilhelm Haegert, 1941 Walter Tießler) had the task of "centralizing all communication with the Reich ministries, authorities and public bodies, etc., and of carrying out all communication with them. The RPL was organized vertically at Gau, district and local group level. The Gau- and the Kreispropagandaamt, each with a propaganda leader at the top, were subdivided into five task areas analogous to the RPL: 1. active propaganda 2. film 3. radio 4. culture 5. liaison leaders The local group propaganda offices were organized in a similar way. Description of the holdings: The files of the RPL, like those of other provenances from the NS era, are only partially preserved due to severe war losses. In 1943, the main cultural office of the RPL in Munich was bombed out [cf. NS 18/1097, letter of the main cultural office of 16 Dec. 1943]. Most of the files of the RPL are said to have been destroyed in 1945 before the American invasion of Munich [cf. Das Bundesarchiv und seine Bestände, 3. supplemented and newly edited edition by Gerhard Granier, Josef Henke, Klaus Oldenhage, Boppard 1977, p. 355]. The fate of the RPL file tradition since the occupation of Germany by the Allies corresponds to the general history of German contemporary historical sources in the post-war years. The remaining files of the RPL, like most of the files of offices and divisions of the NSDAP, were transferred to the American Document Center in Berlin-Zehlendorf (BDC) at the beginning of 1946 as the central collection point for party documents. During the Berlin Blockade of 1948/49, parts of the holdings were brought to Great Britain and the USA. Since 1960 the Federal Archives had known that RPL files were in 39 archive boxes in the World War II Record Division of the US National Archives in Alexandria/Virginia. These files had been mistakenly assigned to the Reich Ministry for Popular Enlightenment and Propaganda. They had only been handed over a few months earlier from Great Britain, where they had apparently been taken from the Leitz folders, reviewed and then loosely forwarded to the Americans [files of the Federal Archives 4721-Prop/1.]. In April 1962, 38 cartons with documents of the provenance "Reichspropagandaleitung der NSDAP, Reichsring für Nationalsozialistische Propaganda und Volksaufklärung" were handed over to the Federal Archives as part of the return of files from the USA. These were the remaining files that the Americans had kept in Record Group 1035. The loose files were packed in the usual yellow American envelopes. A small part of the files (about 100 numbers) was filmed by the Americans and listed in Microfilm Guide No. 35 [Guide to German records microfilmed at Alexandria, VA., No. 35, Records of the National Socialist German Labor Party (Part III), The National Archives, National Archives and Records Service, General Services Administration, Washington 1962, pp. 16-24]. In the mid-1970s, Herbert Schmitz made a first partial indexing of the holdings, which was continued in 1979 by Rainer Raillard and subsequently by other editors. Mrs. Christine Reibel and Mr. Thomas Marschner recorded the previously disordered part of the delivery in 1998/1999 and reworked the old drawing. They used the formation of archive series and volume sequences as a way of interlocking volumes that belonged together in terms of content or chronology. The final processing took place in the following years by Mrs. Jana Blumberg. In addition to conservation measures (folders, removal of metal parts), interventions in the found internal order of individual files were also necessary, especially with regard to the complete filming of the inventory. In some cases, obviously torn processes were reconstructed by combining fragments that had previously been recorded individually [The proof of dissolved files is secured by a concordance]. In the course of the processing, the NS 18 holdings were supplemented by a file (62 Re 3/1) previously handed down in the Central State Archives of the GDR, a series (RKK [ehem. BDC] 2007/0001/01-05) previously kept in the Reichskulturkammer holdings of the former BDC, and by individual files from other Federal Archives holdings: NS-Splitter/104, 172, NS-Misch/1428 and R 6/1048. In the interest of the most complete possible reproduction of the surviving records, those files whose whereabouts could not be ascertained during the final processing were also included in the indexing [they are marked by the addition "whereabouts unknown"]. Cassations were essentially limited to duplicates. Foreign provenances were sorted out, RPL publications as well as other party official bodies were handed over to the library. The tradition of the RPL consists for the most part of files of the provenance Reichsring, which were created under the direction of Walter Tießler in the years from 1940/1941 to 1943 in Berlin. Only a small part of the documents on the propaganda activities of the years 1925-1932 (these are almost exclusively the files handed over from the BDC 1962) has been preserved. Accordingly, the files essentially document the design and implementation of propaganda in the period after 1939, with the 1941-1943 period being the most dense. Only a few documents exist from the period between the NSDAP's assumption of power and the beginning of the war. The files of the holdings, which were created after 1940, refer almost exclusively to the area of responsibility of the Reichsring Main Office for National Socialist Propaganda and Popular Enlightenment. The tradition of the other areas of the RPL is limited to Tießler's function as a liaison between the entire RPL and the Reich ministries, authorities and public bodies. Due to the large losses of the overall delivery, a classification based on organizational or registrational aspects did not seem to make sense. For this reason, the editors have opted - independently of a strict provenance principle - for an objective structure based on the contents of the RPL's task completion. In May 2005, after publication of the Publication Findbuch, the collection of press cuttings (formerly ZSg 118) from Koblenz was taken over.           History of the Inventory Designer: In 1928 it emerged from the Organizing Committee of the Party first mentioned in 1926; in 1928-1932 under the leadership of Gregor Straßer, who sought to link the technical-organizational with the political leadership of the NSDAP, and in 1932-1945 by Robert Ley; Since 1933 responsible for the handling of all organizational questions of the party, the selection and training of the leadership corps of the NSDAP; organizationally and politically subordinated were the main offices for public welfare, public health, for war victims, for civil servants, for educators, for local politics and for technology as well as the NSD student federation and the Nazi women's association. Inventory description: Inventory history The records of the Reichsorganisationsleitung apparently survived the wartime to a large extent unscathed. The fate of the files since the occupation of Germany by the Allies corresponds to the general history of German contemporary historical sources in the post-war period. After its confiscation by American troops in Munich, the major part of the holdings was transferred to the American Document Center in Berlin (BDC), while the files of the Main Office for Organizational Management of the Reich Party Rallies as well as the documents of the Adolf Hitler School/Ordensburg Sonthofen listed in the Appendix to the holdings reached the United States. The partial holdings of the Berlin Document Center were received by the Federal Archives together with a larger return of written material in September 1962, while some of the documents brought to the USA were already returned in 1959 from Alexandria/Va. with the so-called "NS mixed holdings", and some were not returned until 1967 by the Library of Congress via the National Archive in Washington. With reunification in 1990, further files of the Reichsorganisationsleiter der NSDAP were transferred from the Central State Archive of the GDR (ZStA) and the NS Archive of the Ministry for State Security (MfS) to the Federal Archive. Archival evaluation and processing The files handed over to the Federal Archives in September 1962 were accompanied by a list of files to be submitted by the Berlin Document Center (BDC), which served as a provisional archive directory until the holdings were finally catalogued. In it, the files were listed only very summarily; in addition to keyword-like factual matters, only the file-maintaining position or the correspondence partner were frequently named instead of a file title. So it is understandable that soon after taking over the inventory, efforts were made to create a list of files that met archival requirements. However, these efforts did not initially progress beyond limited individual actions, each of which comprised only individual groups of files. It was not until 1987-1990 that the final order and listing of the entire stock could be carried out and completed. As there was no file plan and most of the inventory as delivered by Document Center did not have a usable organizational structure, it had to be reorganized from the ground up. The classification of the holdings was initially based on the three main phases of the organisational development of the department described above, which had a lasting influence on the management of the files. Below this chronological structure, the organizational units in charge of the files of the department formed the next classification criterion. Within the sub-areas formed in this way, an order of files was strived for according to as "logical a gradient" as possible. In many cases, this was achieved relatively easily by simply ranking the numerous series of correspondences available with the individual main offices of the Reich Organizational Leadership, with the offices of the Reich Leadership, the divisions and affiliated associations of the NSDAP, the Gauleitungen, as well as with Reich and state authorities, municipal offices, organizations under private law, and individuals. The correspondence series and fact files of the main offices of the Reich Organizationsleitung were preceded by the orders, decrees, circulars, etc. issued by them. The order of the documents within the file volumes was generally maintained. For conservation reasons, however, the documents, most of which were stored in standing folders, were temporarily transferred to Juris folders. For technical reasons, it often became necessary to divide the contents of the folders into two or more volumes. In addition, obvious errors in the keeping of files were corrected, which occasionally resulted in the separation or merging of volumes or transactions. Only the collections of orders, decrees, circulars, notices, etc. found in numerous standing files as multiple documents and formed according to different aspects of order were fundamentally rearranged. They were structured according to the main publishing offices of the Reichsorganisationsleitung and - without further splitting according to the (anyway not always ascertainable) character of the individual announcements - arranged into purely chronological series. In the Federal Archives in Berlin, the index data were imported into the database by means of a retro-digitisation procedure and processed as an additional search source for the requirements of the production of an online find book. The file accesses from the collections of the NS archive of the MfS and the personal collections of the former Berlin Document Center (BDC) were integrated into the existing classification scheme with the help of the database. The extensive collection of press clippings compiled by the Reichsorganisationsleitung was added to the files.           Inventory description: The Reichsarchiv already had an inventory of "Reichsmonopolamt für Branntwein" (Reich Monopoly Office for Spirits), which, however, was completely destroyed by the air raid on Potsdam in April 1945. As is usual with many holdings of the Federal Archives, the Reichsmonopolverwaltung für Branntwein also had its own holdings in the Central State Archives (under number 21.05) and in the Federal Archives in Koblenz (under the old inventory signature R 81) from 1945 onwards. The part of the collection stored in Potsdam consisted almost exclusively of collections of newsletters from individual departments of the collecting agency (e.g. Adlershof, Guben, Krakow am See, Mecklenburg and Stettin), which were handed over to the Historical Department I of the Central State Archive in Potsdam in 1963 and 1964 in the course of file transfers from the VEB Spiritus Adlershof and the VEB Spiritus Adlershof, Auslieferungslager Krakow am See. Since these were mainly documents from the former departments of Krakow am See in Mecklenburg, Berlin-Adlershof and Guben, they were transferred to the state archives of Potsdam and Schwerin as well as to the city archives (today: Landesarchiv) of Berlin in the course of inventory adjustments. The files kept in the Koblenz inventory were still stored in Berlin until the beginning of the 1970s at the processing office of the monopoly administration for spirits. The first file deliveries with balance sheets and annual reports (approx. 6 running metres) reached Koblenz in 1972 by air freight. The second levy (12 shelf units), of which 150 cartons had remained unprocessed until 2012, took place in 1986. The third and last levy of individual case files of the distilleries, which had remained with the monopoly administration, was taken over by the Federal Archives in Berlin in 1998.           History of the Inventor: The Reichsmarineamt (Reichsmarineamt) was created as the successor authority to the Imperial Admiralty with effect from April 1, 1889, in the form of a cabinet order (in addition to the Navy Cabinet and the Navy High Command). As the supreme Reich authority, the Reichsmarineamt was responsible for the organisation, administration, technology, armament and fortification of the navy. At the same time, it exercised Reich competence vis-à-vis the merchant navy and in the fields of maritime transport, nautical science and fisheries protection. The RMA was in charge of the Imperial Shipyards, the Shipbuilding Inspection Commission, the Naval Depot Inspectorate, Coastal District Offices, Station Headquarters, Naval Military Sacrets, the Naval Observatory, the Naval Commissioner of the Kaiser Wilhelm Canal and the Kiautschou Government. The RMA was divided into the following organizational units: Central Department, General Navy Department, Shipyard Department/Submarine Office, Construction Department, Administrative Department, Weapons Department, Nautical Department, Kiautschou Protectorate Central Department, Medical Department, Justice Department, News Office. On 15 July 1919 the powers of the Reichsmarineamt were transferred to the Admiralty by decree of the Reich President. Characterisation of content: With the exception of the Arms Department, the Medical Department, the Legal Department and the Central Bureau of the Navy, all other organisational units in this inventory have files. Of particular importance from the Central Department are the State Secretary's files on the development of the Navy and the preparatory work for the Fleet Acts. An important part of the former hand files is also in the estate of State Secretary Tirpitz. The files handed down from the central department contain documents on protocol questions, launching, awarding of orders and central organisational matters as well as Reichstag material and a complete series of the "Allerhöchsten Kabinettsordres" for the navy from 1889 to 1918. The activities of the General Maritime Department on matters of organisation and service operation of ships and naval parts, personnel and replacement matters, questions of training in weapons service, uniforms, organisation of education, administration of justice, supply matters, military questions of ship construction and maritime law are well documented. The files of the Construction Department provide a source of considerable importance for the history of the navy and technology. This includes construction files for all heavy and medium-sized combat ships completed by 1914, as well as approx. 10,000 construction plans and other technical drawings for ships and boats. In addition, scientific research results on strength issues, material development, drag tests and general building regulations have also been handed down. The files of the budget department fully document the development of the naval budget, in particular the financing of the fleet building programmes. Here you will also find budget and administrative files on the establishment of the German protectorate Kiautschou as well as on pension and retirement matters of officers, teams and civil servants. Also well preserved are the files of the administrative department, which mainly document catering, clothing and accommodation matters of the navy. Of particular note are the files on numerous foundations for which the Reichsmarineamt was in charge. In connection with the responsibility for food and clothing, extensive series of files on the care of the German population during the war were produced. The traditional files of the news agency contain documents on the economic situation in Germany, the development of shipping, maritime traffic and fleet interests, censorship measures, the collection and distribution of war news and foreign propaganda. An extensive collection of newspaper clippings is also included. Also worth mentioning are the correspondence series on association matters, especially the German Fleet Association. The Nautical Department has files on sea mark and coastal signal matters, cutlery excerpts, travel reports and expeditions. From the shipyard department responsible for the equipment and maintenance of ships, shipyards and vehicles, only a small remainder of files on submarine matters, occasionally also torpedo matters, has been preserved. The departments and departments of the shipyard department responsible for the processing of the submarine system were made independent in 1917 to the submarine office. The documents produced during the short period of its existence reflect the measures taken to promote submarine construction, in particular the material provision during the final phase of the First World War.           History of the Inventor: The Reich Minister for Popular Enlightenment and Propaganda is instructed and authorized to combine the members of the branches of activity that concern his sphere of duties into public corporations"[1] With this clear sentence, the Reichskulturkammergesetz of September 22, 1933 was introduced and the nationalization and supervision of German culture began, namely the forced unification of all those active in the field of culture in an association, the Reichskulturkammer. In addition to its headquarters, the Reichskulturkammer consisted of the following individual chambers: 1st Reichsschrifttumskammer (Bundesarchiv Bestand R 56-V) 2nd Reichspressekammer (R 56-IV) 3rd Reichsrundfunkkammer 4th Reichstheaterkammer (R 56-III) 5. Reichsmusikkammer (R 56-II) 6th Reichskammer der bildenden Künste 7th Reichsfilmkammer (R 56-VI) The Reichsfilmkammer was established before the foundation of the Reichskulturkammer, on 14 July 1933[2] as a "temporary film chamber". The Reichsrundfunkkammer was dissolved again on 28 October 1939 and the members distributed among the other individual chambers.[3] The tasks and organization of the individual chambers can be found in the introductions to the corresponding finding aids. With the First Decree on the Implementation of the Reichskulturkammergesetz of 1 November 1933[4], the individual chambers were given the status of public corporations, which in turn were merged into a single public corporation, namely the Reichskulturkammer. Provisions which the individual chambers were allowed to enact had the rank of indirect imperial law, but were limited to the area of chamber membership. Paragraph 10 of that first regulation stated that admission to an individual chamber could be refused "if facts exist from which it follows that the person in question does not possess the reliability and aptitude necessary for the performance of his duties"[5] The President of the individual chamber concerned decided on the aptitude and aptitude. A rejection meant a ban on the profession, because the cultural practice of the profession outside the chambers was not permitted. When the Reich Chamber of Culture and its individual chambers were established, however, there were no rejections or prohibitions at first, as the individual chambers automatically took over all those involved in culture who were organised in the professional associations responsible for their area. These professional associations formed part of the chamber as professional associations (e.g. Genossenschaft Deutscher Bühnenangehöriger in der Reichstheaterkammer or Deutscher Sängerbund in der Reichsmusikkammer). Thus the members of the professional associations acquired the membership in the single chambers, without examination of the "reliability or suitability". Thus, at the beginning, "non-Aryans" or other groups of people who did not correspond to the "ideal image" of the National Socialists were also in the chambers. For Propaganda Minister Goebbels this was a problem which he tried to solve with the appointment of Hans Hinkels as Third Managing Director of the Reich Chamber of Culture on 1 May 1935. State Commissioner Hinkel was entrusted with dealing with personnel issues in the individual chambers. This meant nothing less than the expulsion of the Jews and other groups of people from the chambers who were undesirable to the National Socialists. Hinkel was responsible for the "cleansing" of the chambers as the "commissioner for the supervision of the intellectual and artistic non-Aryans in German Reich territory". The presidents of the individual chambers were not spared either. Only Max Amann remained president of the Reichspressekammer. It was also Hinkel who took over the transformation of the professional associations into student councils, which was completed in 1935. § 15 of the First Ordinance on the Implementation of the Reichskulturkammergesetz already provided for a division into "professional associations or student councils". What at first glance hardly seemed to be a difference had considerable legal consequences. While the professional associations were still independent corporations with private assets, the newly founded professional associations were only regarded as administrative offices of the chambers without their own legal personality. The former professional associations were thus gradually nationalised and expropriated as a result of this transformation. A particular problem with the presentation of the tasks of the Reich Chamber of Culture was the interdependence with the Reich Ministry for Popular Enlightenment and Propaganda. The president of the RKK, Joseph Goebbels, was at the same time Reich Minister for Popular Enlightenment and Propaganda, his deputy (vice-president) the acting state secretary in the Ministry of Propaganda, at the beginning Reich Press Head Walter Funk. The organisational supervision of the individual chambers was carried out by the RKK headquarters, with its seat in the Ministry of Propaganda. Hans Schmidt-Leonhardt, head of the IC (Legal) department, was initially appointed as its managing director. As a counterpart to the individual chambers, individual specialist departments (press, literature, music, visual arts, theatre, film and radio) were created in the Ministry of Propaganda, whereby the heads of department were at the same time the respective chamber presidents in personal union. The linkages also existed at the lowest Gau level. There was already the usual interweaving of state and party in the Third Reich by the union of the head of the regional office of the Ministry of Propaganda and the head of the NSDAP's main propaganda department in one person. These functionaries now still held the post of Provincial Cultural Administrator and thus the supervision of the local offices of the individual chambers. In support of the Presidents, a Presidential Council was set up in each Chamber. The Presidential Council consisted of seven representatives of the corresponding cultural sector. The persons were appointed by Goebbels himself and the respective chamber president had to appoint a managing director from this circle who was directly entrusted with administrative tasks. On 15 November 1935, Hinkel announced the establishment of the Reich Cultural Senate, in which particularly deserving persons of cultural life would come together and serve as a cultural-political source of ideas for Goebbels. In reality, this Senate was only representative. In it were all chamber presidents, the respective presidential councils, the vice-presidents and the three managing directors of the RKK, who carried the title Reichskulturwalter. But only 3 years later, with Goebbels order of 05 April 1938 (Az. I B 1000)[6], the office of the Reichskulturwalter was abolished again. Only one management remained in the Reich Chamber of Culture with the tasks of "training and propaganda" and supervision of the regional divisions of the individual chambers. The specialist supervision of the individual chambers was now carried out by the specialist departments in the RMVP, the organisational supervision by the responsible administrative departments. The personal union of the offices of Head of Department of the Ministry and President of the Chamber was also abolished. Hinkel himself had been head of the Department IIA (Cultural Activities of Nonarians) since 01 April 1938. After the beginning of the Second World War, the focus was on troop support as an "important task of the war". The troop support consisted essentially of organising performances on front stages and supplying the troops themselves with parlour games, musical instruments, etc. The troops were then given the opportunity to play on the front stages. Organizationally, the RMVP first installed its own "Troop Support" department, which moved to the new "BeKa" department (Special Cultural Tasks)[7] in 1940. The department BeKA was the successor of the department IIA, its head remained Hans Hinkel. By decree of 30 April 1941[8] the "Hauptgeschäftsführung der RKK" was founded. Hinkel received the position of "Secretary General of the RKK" in this main management, which was divided into five departments: Department A (Heinz Tackmann): Administration (Personnel, Budget and Legal Affairs) Department B (Walter Owens): Professional tasks (aptitude test and support of young people, orientation and supervision of career guidance, job creation and social affairs of cultural professions) Department C (Erich Kochanowski): Propaganda (liaison with the departments of party and state, representation of the RKK in film and radio, press affairs, as well as political training and orientation of cultural workers) Department D (Helmuth von Loebell): Cultural personal data (political assessment of cultural workers, exclusion procedures and decisions on complaints, special permits for "non-Aryans", examination of cultural enterprises for Jewish influence, cultural activities of foreigners) Department E (Hans Erich Schrade): Special tasks (troop support, cultural support of the returned ethnic Germans and foreign workers, supervision of the mentally and culturally active Jews in the Reich territory) The BeKA department, which had been de facto dissolved with the founding of the RKK's main management, was renamed "Generalreferat Reichskulturkammersachen"[9] in the RMVP in August 1941. At the same time, the department heads of the main management of the RKK remained in personal union speakers of this general department. The above tasks did not change until the end of the war. On 1 May 1944, Hans Hinkel's key position in the Reich Chamber of Culture became clear once again. On this day, Goebbels appointed Hinkel as Vice President of the RKK, and Hans Erich Schrade assumed the duties of Secretary General. Before that Hinkel had already been appointed "Special Trustee of the Work for the Professions Creating Culture", "Reichsfilmintendanten" and Head of the Film Department in the RMVP. The signatures assigned at that time were retained. The classification was based on the order already created by Dr. Werner. Due to the new situation of traditions it had to be extended by the item "budget". The classification point "Goebbels-Stiftung für Bühnenschaffende" (Goebbels Foundation for Stage Designers) still existing in the old find book has been removed and is now to be found in the holdings R 56-III (Reichstheaterkammer). It remains to be mentioned that part of the tradition from the former BDC was not recorded in the holdings of the Reichskulturkammer and its individual chambers, but was included in holdings R 55 (Reich Ministry for Popular Enlightenment and Propaganda) due to the determination of provenance (R 55/21300-21564). This can be explained by the organisational link between the RKK and the RMVP. Foreign provenances were handed over to the responsible archive (Landesarchiv Berlin). These were files of the Reichspropagandaamt Berlin, the NSDAP-Gauleitung Berlin and the Landeskulturwalters Berlin.           History of the Inventory Designer: With the "Ordinance for the Reich Weather Service" of 6 April 1934, the responsibility for the weather service, which until then had mainly been the responsibility of the Länder, was transferred to the Reich Minister of Aviation.           History of the Inventory Designer: History After the foundation of the Reich in 1871, the creation of a common railway administration for all German states was not initially on the agenda. The southern German states feared the overweight of Prussia and finally rejected Bismarck's rich railroad law of 1875. Only the railway lines in Alsace and Lorraine, which were separated from France, were subject to the Imperial Chancellor since 1871. For the railway system in Germany the network of the Alsace-Lorraine Railways (besides 7 state administrations at that time) existed as the only state administration until the transfer of the state railway administrations of the Länder into the possession of the Reich. This railway network consisted of the parts of the French Ostbahn assigned to the German Reich on the basis of the Frankfurt Peace Treaty of 10 May 1871 and the lines of the Wilhelm-Luxemburg-Eisenbahnen taken over on a lease basis by the State Treaty of 11 June 1872 with the Grand Duchy of Luxembourg. The newly formed "Kaiserliche Generaldirektion der Reichseisenbahnen in Elsass-Lothringen" had been established for this purpose by the Most High Decree of 9 December 1871 with the powers and duties of a public authority.           History of the Inventor: By order of 7 Sept. 1929, the Federal Foreign Office and the Reich Economic Ministry merged the Central Office for the Foreign Economic Intelligence Service, the Customs Office in the Reich Economic Ministry and the German Economic Service GmbH for the tasks assigned to them in the field of foreign trade promotion with immediate effect under the common name of the Central Office for Foreign Trade (ZFA). On the history of the Deutsche Reichspost Prehistory up to 1867 In Germany, a uniform postal system had not been able to develop due to the territorial fragmentation of the Reich. Still in the first half of the 19th century, 17 independent state postal regions existed alongside the "Reichs-Post" of the Princes of Thurn and Taxis, which had already been commissioned by the Emperor in the 16th century to carry out the postal shelf and which had since then operated primarily in the smaller and smallest German territories. However, they still retained a certain special position. The Oberpostdirektion Stuttgart was responsible for all internal affairs of the traffic area assigned to it, the Land of Württemberg, insofar as they were not generally reserved for the Reich Ministry of Posts, and for Bavaria even a separate Department VII (since 1924 Department VI) was created with its seat in Munich, a State Secretary at the head and the same extensive competence as in the Oberpostdirektion in Stuttgart. The character of the Reichspost was decisively influenced by the Reichspostfinanzgesetz, which came into force on 1 April 1924. The most important point was the separation of the post office from the rest of the Reich's budget. This made the Deutsche Reichspost economically independent as a special fund of the Reich. The Reichspostfinanzgesetz created the administrative board of the Deutsche Reichspost under the chairmanship of the Reichspost Minister. The Board of Directors had to decide on all significant business, financial and personnel matters. The implementation of the decisions of the Board of Administration was the responsibility of the Minister or the responsible structural parts of the Reich Ministry of Posts. National Socialism (1933-1945) From the outset, the authority left no doubt as to its attitude to National Socialism: "For the Deutsche Reichspost it was a matter of course to put National Socialist ideas into practice with all its might wherever it was possible, and to serve the Führer with all its being and doing". The formal repeal of the Reichspostfinanzgesetz by the Gesetz zur Vereinfachung und Verbilligung der Verwaltung of 27 February 1934 did not change anything about the special asset status of the Deutsche Reichspost, but it brought some fundamental changes. The postal and telecommunications services and the operation of their facilities were finally restarted at different times and separately by the respective Commanders-in-Chief according to the four occupation zones of Germany. 2 The tasks of the Deutsche Reichspost (German Imperial Postal Service) in the fields of social and technical progress as well as the effects of important inventions inevitably necessitated both the quantitative expansion of communication relations and their continuous improvement up to the introduction and application of new services in the postal and telegraph sectors. One of the main tasks of the Deutsche Reichspost, the carriage of news items, did not initially extend to all postal items. In the beginning, only closed letters and political newspapers that did not remain in the sender's town were affected by the so-called post compulsion. All open items (especially postcards and printed matter) for a place other than the place of dispatch and letters, parcels etc. for recipients in the place of dispatch could also be collected, transported and distributed by so-called private transport companies. Such "private posts" settled above all in large cities and increasingly opposed the German Reichspost as fierce competitors, for example through lower fee rates. The Reichspost had to get rid of this competition, especially since it was obliged to maintain expensive and sometimes even unprofitable delivery facilities even in the remotest areas of the Reich. The Postal Act Amendment of 20 Dec. 1899 therefore prohibited all commercially operated private post offices in the German Reich from 1 April 1900 and extended the postal obligation to sealed letters within the place of dispatch. The carriage of passengers From time immemorial, Swiss Post also dealt with the carriage of passengers. Before the advent of the railways, passenger transport by stagecoach was the most important means of public transport and, as such, was also part of the postal monopoly in many countries. The expansion of the railway network initially limited this traffic activity of the post office, but after the invention and further perfection of the automobile it gained importance again. Thus, since 1906/07, bus routes have been established ("Postkraftwagen-Überlandverkehr", often also called "Kraftposten" for short). They were expanded mainly in the years 1924 to 1929, so that on 1 April 1929 the Deutsche Reichspost operated almost 2000 Kraftpost lines with an operating length of more than 37,000 km and by that time had already carried 68 million passengers. The enormous economic and technical upswing in Germany after the foundation of the German Empire also meant that the Imperial Post and Telegraph Administration had to make use of its cash register facilities for the ever more flowing payment transactions. In addition to the banks, Swiss Post took over the regulation of cashless payment transactions: on 1 January 1909, the postal transfer and postal cheque service was opened in Germany (13 Postscheckkämter). Both the number of accounts and the amount of assets increased steadily in the following decades, with the exception of the two world wars. The banking activities of the Deutsche Reichspost, 'which serve to fulfil state activities and not to compete with the private sector', were divided into five main branches: postal order service, cash on delivery service, postal order service, postal transfer service, cheque service and postal savings bank service. The latter was introduced only after the annexation of Austria (a post office savings bank had existed here since 1883) on 1 January 1939. Telegraphs and radio telegraphy Although telegraphs were administered by an independent authority equivalent to the general post office before the Reichspost was founded, they had been closely related to the post office since 1854. In that year, the telegraph service in small communities in Prussia was transferred to the respective post office. Own telegraph stations usually existed only in cities and larger municipalities, where the operation was profitable. In 1871 there were a total of 3,535 telegraph stations in the German Reich (including Bavaria and Württemberg) with 107,485 km of telegraph lines and an annual output of over 10 million telegrams. By the beginning of the First World War, this figure had been six times higher. In contrast to the USA, where the population quickly made use of telephone traffic, the German public apparently did not initially want to make friends with the new telephone system. As early as 1877, General Postmaster Stephan had the first telephone line set up between the General Post Office in Leipzig and the General Telegraph Office in Französische Straße, and soon thereafter arranged for attempts to be made at longer distances. As late as 1880, however, Stephans' call for participation in a city telephone system in Berlin met with little approval, so that the first local traffic exchange began operations here in January 1881 with only 8 subscribers. However, the advantages of telephone traffic were soon recognised and the spread of the telephone increased rapidly. The 24-hour telephone service was first introduced in Munich in 1884, and Berlin opened its 10,000th telephone station in May 1889. As early as 1896 there were 130,000 "telephone stations" in Germany; in 1920 there were about 1.8 million, in 1930 over 3 million and in 1940 almost 5 million connections. Since the practical testing of Hertzian electromagnetic waves, i.e. since 1895, Swiss Post has paid great attention to the development and expansion of wireless telegraphy. From the very beginning, there was no doubt that the Reichspost was responsible for radio communications (as a type of communication). After the first radio telegraphy devices had been produced in Germany by Siemens and AEG and the first public radio stations had been put into operation in 1890, a regulated radio service began in the German Reich. In the following decades, the Reichspost retained the exclusive right to install and operate radio equipment. However, it was not in a position to carry out all the associated services itself and therefore delegated some of this right to other companies. Thus there were finally 3 groups of radio services: - the radio service operated by the Reichspost with its own radio stations (maritime radio, aeronautical radio), - the radio service operated by companies. The "Transradio AG für drahtlose Überseeverkehr" carried out the entire overseas radio traffic in the years 1921-1932 on behalf of the Deutsche Reichspost. Deep sea radio, train radio and police radio have been granted rights in their fields in a similar manner, - the radio services of public transport carriers such as Reichsbahn, Reichsautobahnen and waterways. Radio and television The exclusive competence for radio broadcasting also extended to radio broadcasting, which was established after the First World War. Legal and organisational issues had to be resolved for this new area of activity of Swiss Post more than for other areas. There are two phases to the relationship between the postal service and broadcasting: a) From 1923 to 1933, the Deutsche Reichspost was responsible for all legislative matters, the issuing of user regulations, the granting of licenses, the fixing and collection of fees, the setting up of transmitters, the technical operation and monitoring of economic management. The Reich Ministry of the Interior, together with the Länder governments, was responsible for the fundamental regulation of the political and cultural issues arising in the course of programme planning. The Reichspost left the broadcasting operations themselves to companies to which it granted a licence. The Reichsrundfunkgesellschaft, founded in 1923, acted as the umbrella organization, in which the Deutsche Reichspost held a major share through a majority of capital and votes and was headed by the Broadcasting Commissioner of the Deutsche Reichspost. b) In 1933, the newly created Reich Ministry for Popular Enlightenment and Propaganda assumed responsibility for all organizational and managerial issues relating to broadcasting; the Deutsche Reichspost remained only responsible for the cable network and transmitters, for licenses, fee collection and accounting. As a result of the Reichskulturkammergesetz of 22 September 1933, the Reichsrundfunkkammer was at the forefront of broadcasting, in which the Reichsrundfunkgesellschaft and several other associations were represented. This marked the beginning of the absolute subordination of broadcasting to the National Socialist dictatorship. The first attempts at television were made in the 1920s, also under the direction of the Deutsche Reichspost. Swiss Post continued to play a major role in the scientific and technical development of television in the following years. After an improved Braun tube had been shown at the Funkausstellung Berlin in 1932, the 1933 annual report of the Deutsche Reichspost described trial television broadcasts in a large urban area as practically feasible. In March 1935, the Deutsche Reichspost set up the world's first public television station at the Reichspostmuseum in Berlin, where the public could follow the reception of the programmes free of charge. The Reich Ministry for Popular Enlightenment and Propaganda and the Reichsrundfunkgesellschaft (RRG) shared the programming. The Reichspost Ministry subsidiary "Reichspost-Fernseh-GmbH" (since 1939) and the Reichsministerium für Luftfahrt (Reich Ministry of Aviation) were responsible for the transmitters "in view of their special significance for air traffic control and national air protection". 3. the organization and structure of the Deutsche Reichspost Of all the branches of the Reich administration, Die Post possessed the most extensive and clearly structured official substructure. It was taken over by the Prussian postal service in 1871 and was divided into the following 3 stages until the destruction of the German Reich in 1945: Since 1880, the new supreme Reich authority had been divided into three departments: Post (I), Telegraph (and soon Telephone) (II) and Personnel, Budget, Accounting and Construction (III). A short time later Stephan was appointed Secretary of State and was thus placed on an equal footing with the heads of the other Imperial Offices established in the meantime. Division III was divided in 1896. General administrative matters were assigned to the new Division III, while Division IV was now responsible for personnel, cash management and accounting. Later, cash and accounting were transferred back to Division III and Division IV retained only personnel matters. From 1919, now as the Reich Post Ministry, a fifth department for radio communications and a sixth for social affairs expanded the organizational structure. Section VI, however, fell away again after inflation in 1924, and at the same time sections III and V exchanged their designations, so that in this section the household, cash register and building trade, in that the telegraph and radio trade were dealt with, while section II was responsible for the telephone trade, initially still united with the telegraph building trade. On 1 June 1926 another department for economic and organisational questions was added, which was formed from the previous economic department. Since 1926 there have been eight departments: Abt. I Postwesen Abt. II Telegraphen- und Fernsprechtechnik und Fernsprachbetrieb Abt. III Telegraphenbetrieb und Funkwesen Abt. IV Personalwesen Abt. V Haushalts-, Kassen, Postscheck- und Bauwesen Abt. VI in Munich, for Bavaria, dissolved in 1934 Abt. VII for Württemberg, dissolved in 1934 Abt. VIII Wirtschaftsabteilung. From 1934 Abt. VI, later referred to as Abt. für Kraftfahrwesen, Maschinentechnik und Beschaffungswesen. From 30.11. 1942 Abt. VII: Independence of all radio and television affairs from Abt. III (since 1940 already under the direct control of State Secretary Flanze [at the same time President of the Reichspostzentralamt] as the "Special Department Fl") Under National Socialist rule in 1938, the Ministry was expanded by a Central Department (Min-Z) for political tasks and questions of personnel management. During the war, a foreign policy department, a colonial department and an eastern department were added. A special division F 1 for broadcasting affairs was also set up temporarily. During the Second World War, the organization of the postal system in the annexed and occupied territories was determined by the nature and intensity of its integration into the National Socialist sphere of power. In the annexed areas, the postal administration was completely taken over by the Deutsche Reichspost. In most occupied territories, on the other hand, the postal services of the respective countries remained unchanged. Next to them, the field post continued to work. A German service post was created in various administrative areas to supply the German occupation authorities, such as the "Protectorate of Bohemia and Moravia" (1939-1945), the Netherlands (1940-1945), Norway (1942-1945), the Adriatic and Alpine regions (both 1943-1945), the East and the Ukraine (both 1941-1944). The German service posts "Ostland" and "Ukraine", each under a general postal commissioner, simultaneously provided the business of the "Deutsche Post Ostland" and "Deutsche Post Ukraine", which were fictitious as Landespost. The attempts made by the Reich Ministry of Posts to establish a central management of the intelligence system of all annexed and invaded territories failed because of the principle of the unity of the administration in the respective territory. The Reich Ministry of Posts had a number of specialist offices for the handling of special subjects, such as the field post office, the motor vehicle office, the building administration office and the cheque office. The following departments were directly affiliated or subordinated to the Reich Ministry of Posts: - the General Post Office as the body responsible for the entire administration of the post office and telegraph system - the Postal Money Order Office. From 1 April 1912 it was placed under the control of the Postal Newspaper Office, from 1 January 1918 also under the control of the Berlin Postal Directorate; - the Postal Insurance Commission for Accident and Other Matters, which was transferred to the newly founded Versorgungsanstalt der Deutschen Reichspost on 1 August 1926. With this public corporation, the previously differently regulated supplementary provision for postal staff was standardised: two thirds of the contributions were paid by the Deutsche Reichspost and one third by the insured themselves. - the Reichsamt Telegraph Technical Office, founded in 1920. In 1928, it took over other tasks from the Reich Post Ministry area, such as railway postal issues, postal statistics, training and educational matters, cash and accounting and procurement, and was renamed the Reich Post Central Office - the Reich Post Museum, created in 1872; - the Reich Post Building Inspectorate, formed in 1937 to realize the postal service needs in the structural redesign of Berlin. - the Postal Savings Bank Office in Vienna, which was taken over after the annexation of Austria in March 1938. In direct subordination to the Reich Ministry of Posts, it was responsible for the central account management of the Postal Savings Bank Service after it had been extended to the Old Empire. The "Postschutz", a paramilitary association under the umbrella of the Postal Ministry, had a special position. In June 1935, the Reich leadership of the SS and the Supreme SA leadership agreed on binding regulations regarding the affiliation of postal workers to the SA or SS. The postal service and thus also the postal security service were given priority over 'any use by the SA and SS. The claim for purposes of the SA and SS outside the postal service must not be to the detriment of the proper operation of the postal service', it said. Postal security was uniformed and uniformly armed. The research institute of the Deutsche Reichspost, founded on 1 January 1937, investigated special problems in television technology. The Reichspostforschungsanstalt was responsible for the coordination of all television armaments projects and orders to industry. It dealt with the further development of the research areas for military purposes. The scope of tasks is outlined in a document signed by Ohnesorge: "1. television; 2. general physics, in particular atomic physics, optics, acoustics, electronics; 3. chemistry; 4. special tasks for the four-year plan". The Reichsdruckerei was not integrated into the structure of the Reichspost, but was associated with its top management in personal union. On 1 Apr. 1879 it was placed under the control of the Reichspost- und Telegraphenverwaltung as an independent imperial enterprise. Through its products it maintained very close relations with the Reichspost, since, for example, postage stamps, postal cheques, the Reichskursbuch, etc. were produced for the account of the post office cashier. The Oberpostdirektionen/Reichspostdirektionen The Oberpostdirektionen (OPD) as intermediate authorities between the Berlin headquarters and the post offices were established as early as 1850 in Prussia. After their transfer to the Reichspost, they were among the higher Reich authorities. The Ministry of Postal Affairs has delegated more and more responsibilities to the OPDen, so that their freedom of action grew steadily and they gradually became the focus of the postal administration. 1928 saw the establishment of Managing Directorates of Higher Postal Services, which together assumed responsibility for certain tasks for a district group (= several OPD districts) (e.g. training and education, procurement and utilities). 1934-1945 as Reichspostdirektionen (RPD), they were subject to many changes in their area and in their number. In 1943 there were 51 RPD. The post office cheque offices (established in 1909), the telegraph building offices and the telegraph tool offices (established in 1920) were responsible for several OPD/RPDs and thus also to be regarded as intermediate authorities. The Post Offices The Post Offices, referred to in the area of the Deutsche Reichspost as Verkehrsämter and Amtsstellen, formed the local offices of the lowest level; they were subordinate to the OPD/RPD closest to each other. The local offices included not only the post offices, which were divided into three classes until 1924 (only since 1924 did they have a uniform designation as post offices), but also the post agencies, postal assistance offices, railway post offices, telegraph and telephone offices as well as public pay telephones in the municipalities which were subordinate to them. In 1942 there were about 70,000 such offices and offices in the German Reich. Inventory description: Introduction The history of the Deutsche Reichspost Prehistory up to 1867 Due to the territorial fragmentation of the Reich, a uniform postal system had not been able to develop in Germany. Still in the first half of the 19th century, 17 independent state postal regions existed alongside the "Reichs-Post" of the Princes of Thurn and Taxis, which had already been commissioned by the Emperor in the 16th century to carry out the postal shelf and which had since then operated primarily in the smaller and smallest German territories. The conclusion of treaties between individual Länder of the German Confederation, including the establishment of the German-Austrian Postal Association in 1850, did indeed lead to the unification of postal traffic; however, in 1866 there were still 9 land despatch areas in Germany. The post office in the Kingdom of Prussia had developed into the most important national post office at the national level. The Prussian postal area included the duchy of Anhalt, the principalities of Waldeck-Pyrmont and Oldenburg-Birkenfeld, parts of Schwarzburg-Rudolstadt and Sondershausen, parts of Saxony-Weimar, as well as post offices in Hamburg and Bremen. From 1866 the Duchy of Lauenburg and the Province of Hanover, from 1867 Schleswig-Holstein and the Oldenburg Principality of Lübeck as well as former Bavarian areas in the Rhön, Spessart, the exclave Caulsdorf and from 1 July 1867 the states in Thuringia and Southern Germany which had previously been united in the Thurn und Taxischer Postverein were added. From the North German Confederation to the Foundation of the Reich (1867-1871) The constitution of the North German Confederation of 24 June 1867 declared the postal and telegraph system to be a federal matter. In the structure of the North German postal administration, the upper postal directorates existing in Prussia since 1849 were taken over as central authorities. The Prussian postal system was thus transferred to the Federation and the North German postal administrations were merged into it, so that the Norddeutsche Bundespost (1868-1871) under the leadership of Prussia was the first unified state postal service on German soil. The Federal Chancellery was in charge of its upper management, and the former Prussian General Post Office was integrated into it as Department I. In addition, the Directorate-General for Telegraphs was renamed Division II. The postal and telecommunications services and the operation of their facilities were finally restarted at different times and separately by the respective Commanders-in-Chief according to the four occupation zones of Germany. The tasks of the Deutsche Reichspost (German Imperial Postal Service) were social and technical progress, as well as the effects of important inventions, which inevitably led to both the quantitative expansion of communication relations and their continuous improvement, right up to the introduction and application of new services in the postal, telegraph and radio sectors. One of the main tasks of the Deutsche Reichspost, the carriage of news items, did not initially extend to all postal items. In the beginning, only closed letters and political newspapers that did not remain in the sender's town were affected by the so-called post compulsion. All open items (especially postcards and printed matter) for a place other than the place of dispatch and letters, parcels etc. for recipients in the place of dispatch could also be collected, transported and distributed by so-called private transport companies. Such "private posts" settled above all in large cities and increasingly opposed the German Reichspost as fierce competitors, for example through lower fee rates. The Reichspost had to get rid of this competition, especially since it was obliged to maintain expensive and sometimes even unprofitable delivery facilities even in the remotest areas of the Reich. The Postal Act Amendment of 20 Dec. 1899 therefore prohibited all commercially operated private post offices in the German Reich from 1 April 1900 and extended the postal obligation to sealed letters within the place of dispatch. The carriage of passengers From time immemorial, Swiss Post also dealt with the carriage of passengers. Before the advent of the railways, passenger transport by stagecoach was the most important means of public transport and, as such, was also part of the postal monopoly in many countries. The expansion of the railway network initially limited this traffic activity of the post office, but after the invention and further perfection of the automobile it gained importance again. Thus, since 1906/07, bus routes have been established ("Postkraftwagen-Überlandverkehr", often also called "Kraftposten" for short). They were expanded mainly in the years 1924 to 1929, so that on 1 April 1929 the Deutsche Reichspost operated almost 2000 Kraftpost lines with an operating length of more than 37,000 km and by that time had already carried 68 million passengers. The enormous economic and technical upswing in Germany after the foundation of the German Empire also meant that the Imperial Post Office and Telegraph Administration had to make use of their cash register facilities for the ever-increasing flow of payment transactions. In addition to the banks, Swiss Post took over the regulation of cashless payment transactions: on 1 January 1909, the postal transfer and postal cheque service was opened in Germany (13 Postscheckkämter). Both the number of accounts and the amount of assets increased steadily in the following decades, with the exception of the two world wars. The banking activity of the Deutsche Reichspost, 'which serves the fulfilment of state activities, not competition with the private sector', was divided into five main branches: postal order service, postal COD service, postal order service, postal transfer and cheque service, postal savings bank service. The latter was introduced only after the annexation of Austria (a post office savings bank had existed here since 1883) on 1 January 1939. Telegraphy and radio telegraphy Although telegraphy was administered by an independent authority equivalent to the general post office before the Reichspost was founded, it had been closely related to the post office since 1854. In that year, in Prussia, the telegraph service in small communities was transferred to the respective postal service. Own telegraph stations usually existed only in cities and larger municipalities, where the operation was profitable. In 1871 there were a total of 3,535 telegraph stations in the German Reich (including Bavaria and Württemberg) with 107,485 km of telegraph lines and an annual output of over 10 million telegrams. By the beginning of the First World War, this figure had been six times higher. In contrast to the USA, where the population quickly made use of telephone traffic, the German public apparently did not initially want to make friends with the new telephone system. As early as 1877, General Postmaster Stephan had the first telephone line set up between the General Post Office in Leipzig and the General Telegraph Office in Französische Straße, and soon thereafter arranged for attempts to be made at longer distances. As late as 1880, however, Stephans' call for participation in a city telephone system in Berlin met with little approval, so that the first local traffic exchange began operations here in January 1881 with only 8 subscribers. However, the advantages of telephone traffic were soon recognised and the spread of the telephone increased rapidly. The 24-hour telephone service was first introduced in Munich in 1884, and Berlin opened its 10,000th telephone station in May 1889. As early as 1896 there were 130,000 "telephone stations" in Germany; in 1920 there were about 1.8 million, in 1930 over 3 million and in 1940 almost 5 million connections. Since the practical testing of Hertzian electromagnetic waves, i.e. since 1895, Swiss Post has paid great attention to the development and expansion of wireless telegraphy. From the very beginning, there was no doubt that the Reichspost was responsible for radio communications (as a type of communication). After the first radio telegraphy devices had been produced in Germany by Siemens and AEG and the first public radio stations had been put into operation in 1890, a regulated radio service began in the German Reich. In the following decades, the Reichspost retained the exclusive right to install and operate radio equipment. However, it was not in a position to carry out all the associated services itself and therefore delegated some of this right to other companies. Thus there were finally 3 groups of radio services: - the radio service operated by the Reichspost with its own radio stations (maritime radio, aeronautical radio), - the radio service operated by companies. The "Transradio AG für drahtlose Überseeverkehr" carried out the entire overseas radio traffic in the years 1921-1932 on behalf of the Deutsche Reichspost. Deep sea radio, train radio and police radio have been granted rights in their fields in a similar manner, - the radio services of public transport carriers such as Reichsbahn, Reichsautobahnen and waterways. Radio and television The exclusive competence for radio broadcasting also extended to radio broadcasting, which was established after the First World War. Legal and organisational issues had to be resolved for this new area of activity of Swiss Post more than for other areas. There are two phases to the relationship between the postal service and broadcasting: a) From 1923 to 1933, the Deutsche Reichspost was responsible for all legislative matters, the issuing of user regulations, the granting of licenses, the fixing and collection of fees, the setting up of transmitters, the technical operation and monitoring of economic management. The Reich Ministry of the Interior, together with the Länder governments, was responsible for the fundamental regulation of the political and cultural issues arising in the course of programme planning. The Reichspost left the broadcasting operations themselves to companies to which it granted a licence. The Reichsrundfunkgesellschaft, founded in 1923, acted as the umbrella organization, in which the Deutsche Reichspost held a major share through a majority of capital and votes and was headed by the Broadcasting Commissioner of the Deutsche Reichspost. b) In 1933, the newly created Reich Ministry for Popular Enlightenment and Propaganda assumed responsibility for all organizational and managerial issues relating to broadcasting; the Deutsche Reichspost remained only responsible for the cable network and transmitters, for licenses, fee collection and accounting. As a result of the Reichskulturkammergesetz of 22 September 1933, the Reichsrundfunkkammer was at the forefront of broadcasting, in which the Reichsrundfunkgesellschaft and several other associations were represented. This marked the beginning of the absolute subordination of broadcasting to the National Socialist dictatorship. The first attempts at television were made in the 1920s, also under the direction of the Deutsche Reichspost. Swiss Post continued to play a major role in the scientific and technical development of television in the following years. After an improved Braun tube had been shown at the Funkausstellung Berlin in 1932, the 1933 annual report of the Deutsche Reichspost described trial television broadcasts in a large urban area as practically feasible. In March 1935, the Deutsche Reichspost set up the world's first public television station at the Reichspostmuseum in Berlin, where the public could follow the reception of the programmes free of charge. The Reich Ministry for Popular Enlightenment and Propaganda and the Reichsrundfunkgesellschaft (RRG) shared the programming. The Reichspost Ministry subsidiary "Reichspost-Fernseh-GmbH" (since 1939) and the Reichsministerium für Luftfahrt (Reich Ministry of Aviation) were responsible for the transmitters "in view of their special significance for air traffic control and national air protection". The organisation and structure of the Deutsche Reichspost Of all the branches of the Reich administration, Die Post possessed the most extensive and clearly structured official substructure. It was taken over by the Prussian postal service in 1871 and was divided into the following 3 stages until the destruction of the German Reich in 1945: The Reichspostamt / Reichspostministerium Since 1880, the supreme Reichsbehörde has been divided into three departments: Post (I), Telegraph (and soon Telephone) (II) and Personnel, Budget, Accounting and Construction (III). A short time later Stephan was appointed Secretary of State and was thus placed on an equal footing with the heads of the other Imperial Offices established in the meantime. Division III was divided in 1896. General administrative matters were assigned to the new Division III, while Division IV was now responsible for personnel, cash management and accounting. Later, cash and accounting were transferred back to Division III and Division IV retained only personnel matters. From 1919, now as the Reich Post Ministry, a fifth department for radio communications and a sixth for social affairs expanded the organizational structure. Section VI, however, was discontinued after inflation in 1924, and at the same time Sections III and V exchanged their designations, so that in this Section the household, cash register and building trade, in that Section the telegraph and radio trade were dealt with, while Section II was responsible for the telephone trade, initially still combined with the telegraph building trade. On 1 June 1926 another department for economic and organisational questions was added, which was formed from the previous economic department. Since 1926 there have been eight departments: Abt. I Postwesen Abt. II Telegrafen- und Fernsprechtechnik und Fernsprachbetrieb Abt. III Telegrafenbetrieb und Funkwesen Abt. IV Personalwesen Abt. V Haushalts-, Kassen, Postscheck- und Bauwesen Abt. VI in Munich, for Bavaria, dissolved in 1934 Abt. VII for Württemberg, dissolved in 1934 Abt. VIII Wirtschaftsabteilung. From 1934 Abt. VI, later referred to as Abt. für Kraftfahrwesen, Maschinentechnik und Beschaffungswesen. From 30.11. 1942 Abt. VII: Independence of all radio and television affairs from Abt. III (since 1940 already under the direct control of State Secretary Flanze [at the same time President of the Reichspostzentralamt] as the "Special Department Fl") Under National Socialist rule in 1938, the Ministry was expanded by a Central Department (Min-Z) for political tasks and questions of personnel management. During the war, a foreign policy department, a colonial department and an eastern department were added. A special division F 1 for broadcasting affairs was also set up temporarily. During the Second World War, the organization of the postal system in the annexed and occupied territories was determined by the nature and intensity of its integration into the National Socialist sphere of power. In the annexed areas, the postal administration was completely taken over by the Deutsche Reichspost. In most occupied territories, on the other hand, the postal services of the respective countries remained unchanged. Next to them, the field post continued to work. A German service post was created in various administrative areas to supply the German occupation authorities, such as the "Protectorate of Bohemia and Moravia" (1939-1945), the Netherlands (1940-1945), Norway (1942-1945), the Adriatic and Alpine regions (both 1943-1945), the East and the Ukraine (both 1941-1944). The German service posts "Ostland" and "Ukraine", each under a general postal commissioner, simultaneously provided the business of the "Deutsche Post Ostland" and "Deutsche Post Ukraine", which were fictitious as Landespost. The attempts made by the Reich Ministry of Posts to establish a central management of the intelligence system of all annexed and invaded territories failed because of the principle of the unity of the administration in the respective territory. The Reich Ministry of Posts had a number of specialist offices for the handling of special subjects, such as the field post office, the motor vehicle office, the building administration office and the cheque office. The following departments were directly affiliated or subordinated to the Reich Ministry of Posts: - the General Post Office as the body responsible for the entire administration of the post office and telegraph system, - the Postal Money Order Office. From 1 April 1912 it was subordinated to the Oberpostdirektion Berlin as the postal accounting office from 1 April 1912, - the Postzeitungsamt, from 1 January 1918 also subordinated to the Oberpostdirektion Berlin, - the Postversicherungskommission für Angelegenheiten der Unfall- u.a. -fürsorge, which was transferred to the newly founded Versorgungsanstalt der Deutschen Reichspost on 1 August 1926. With this public corporation, the previously differently regulated supplementary provision for postal staff was unified: two thirds of the contributions were paid by the Deutsche Reichspost and one third by the insured themselves, - the Telegrafentechnische Reichsamt, founded in 1920. In 1928, it assumed further tasks from the Reich Post Ministry, such as railway postal issues, postal statistics, training and teaching matters, cash and accounting and procurement, and was renamed the Reich Post Central Office, - the Reich Post Museum, created in 1872, - the Reich Post Building Inspectorate, formed in 1937 to meet the postal service's needs in the structural redesign of Berlin, - the Postal Savings Bank Office in Vienna, which was taken over after the annexation of Austria in March 1938. In direct subordination to the Reich Ministry of Posts, it was responsible for the central account management of the Postal Savings Bank Service after it had been extended to the Old Empire. The "Postschutz", a paramilitary association under the umbrella of the Postal Ministry, had a special position. In June 1935, the Reich leadership of the SS and the Supreme SA leadership agreed on binding regulations regarding the affiliation of postal workers to the SA or SS. The postal service and thus also the postal security service were given priority over 'any use by the SA and SS. The claim for purposes of the SA and SS outside the postal service must not be to the detriment of the proper operation of the postal service', it said. Postal security was uniformed and uniformly armed. The research institute of the Deutsche Reichspost, founded on 1 January 1937, investigated special problems in television technology. The Reichspostforschungsanstalt was responsible for the coordination of all television armaments projects and orders to industry. It dealt with the further development of research areas for military purposes. The tasks are outlined in a document signed by Ohnesorge: "1. television; 2. general physics, in particular nuclear physics, optics, acoustics, electronics; 3. chemistry; 4. special tasks for the four-year plan". The Reichsdruckerei was not integrated into the structure of the Reichspost, but was associated with its top management in personal union. On 1 April 1879 it was placed under the control of the Reich Post and Telegraph Administration as an independent Reich enterprise. Through its products it maintained very close relations with the Reichspost, since, for example, postage stamps, postal cheques, the Reichskursbuch, etc. were produced for the account of the post office cashier. The Oberpostdirektionen/Reichspostdirektionen The Oberpostdirektionen (OPD) as intermediate authorities between the Berlin headquarters and the post offices were established as early as 1850 in Prussia. After their transfer to the Reichspost, they were among the higher Reich authorities. The Ministry of Postal Affairs has delegated more and more responsibilities to the OPDen, so that their freedom of action grew steadily and they gradually became the focus of the postal administration. 1928 saw the establishment of managing higher postal directorates, which together took over the leadership of a district group (several OPD districts) for certain tasks (e.g. training and education as well as procurement and supply). 1934 to 1945 as Reichspostdirektionen (RPD), they were subject to many changes in their area and in their number. In 1943 there were 51 RPD. The post office cheque offices (formed in 1909), the telegraph construction offices and the telegraph tool offices (set up in 1920) were responsible for several OPD/RPDs and thus also to be regarded as intermediate authorities. The Post Offices The Post Offices, referred to in the area of the Deutsche Reichspost as Verkehrsämter and Amtsstellen, formed the local offices of the lowest level; they were subordinate to the OPD/RPD closest to each other. The local offices included not only the post offices, which were divided into three classes until 1924 (only since 1924 did they have a uniform designation as post offices), but also the post agencies, postal assistance offices, railway post offices, telegraph and telephone offices as well as public pay telephones in the municipalities which were subordinate to them. In 1942 there were about 70,000 such offices and offices in the German Reich. The division into "secret archive" and "secret registry" was characteristic of the registry relations in the RPM until 1928. The general files and most important special files from the "Secret Registry" were transferred to the "Secret Archive", as were historically valuable files from the dissolved postal administrations of the German Länder, so that the "Secret Archive" developed more and more into a selection archive. In contrast, the "secret registry" was the actual general registry of the RPM. It consisted of a frequently changing number of registries. In the mid-twenties there were seventeen of them. The number of registries was greatly reduced by the formation of so-called specialist parties for individual fields of activity, such as Bp (Postbankverkehr) or Zp (Postal Newspapers). On January 1, 1928, a file plan was put into effect in the RPM and a little later in the entire area of the Deutsche Reichspost, the main features of which were still valid in the Deutsche Bundespost and in the Deutsche Post of the GDR until their end. It consisted of eight main groups, which essentially correspond to the present classification of the file stock, here on the basis of the file plan from the year 1938 under consideration of structural conditions of the inventory creator. In the period from 1933 to 1941, the Reich Ministry of Posts had handed over about 2,200 historically valuable file units, which were no longer needed in the service, to the Reich Archives. Towards the end of the war, most of the files, together with other holdings, were moved to the potash shafts near Staßfurt and Schönebeck. They survived the war there without any significant casualties. The files that had not been removed from the Reichsarchiv, above all the partial holdings of the Reichsdruckerei, were burnt during the air raid on Potsdam in April 1945. Losses were also recorded in the files remaining in the various departments of the RPM, in particular in a total of 15 alternative offices in the countryside, where the documents had been successively transferred since 1943, but also in the RPM building itself, which had been severely damaged by several bomb hits in the years 1943 to 1945. The total file loss of the RPM after 1945 was estimated at 2,417 files. The existing files formed the basis for the later named component R 4701 I, which until 1990 was located in the Central State Archives in Potsdam (ZStA) and was transferred to the Federal Archives with German unity. The holdings in the Federal Archives at the time of the retroconversion of the finding aids in 2009 For the period from 1945 onwards, the RPM file holdings must be viewed in a differentiated way, because its four parts have reached the Federal Archives in very different ways and accordingly had received not only their own history of tradition, but also their own finding aids, their own signatures, etc. For example, the letters B, D, GA, and P were used as signature additions, which sometimes proved to be quite impractical, not only in archival practice. For a long time it had been planned to record all parts in a common finding aid book. Since around 1990, the following distinguishing features have been used, but these have hardly had any effect on everyday archival life. Part R 4701 I, formerly R 47.01 - Potsdam until 1990 This is the bulk of the collection stored in the Central State Archives in Potsdam. As a rule, the designation R 4701 I was not used, but only R 4701 with the following signature, formerly R 47.01. This also contained the above-mentioned files with the additional identification letters. This part of the collection, which was outsourced by the Reichsarchiv, was transferred to the then Deutsche Zentralarchiv Potsdam in 1950. The DZA Potsdam received the majority of the files in 1957, 1960 and 1966 from the Ministry of Posts and Telecommunications of the GDR, but initially only the old files with a term until 1928 were handed over. The files since the introduction of the file plan in 1928 still remained in the GDR Ministry and were only handed over to the ZStA Potsdam in 1983, but by far not completely (cf. remarks on R 4701 II). In addition, RPM files from former storage sites in Potsdam had also been transferred to the DZA Potsdam in 1961. Also at the beginning of the 1960s, all files that were stored in

          History of the Inventory Designer: Origin and Development of the Ministry, Competences: Prior to 1914, food and agriculture matters were predominantly the administrative responsibility of the States. As far as the Reich was involved, the corresponding tasks were performed by the Reich Office of the Interior. The First World War brought a decisive turning point here; the longer the war lasted, the more urgent it was to take economic measures to secure food supplies. The first step in this direction was the establishment of the War Grain Society on 25 November 1914. On 28 June 1915, this company was united with the authority of the Reich Commissioner for Bread Management, which was founded only a little later, and the Reich Distribution Office, which was responsible for supplying flour, to form the Reichsgetreidestelle. For the management and distribution of other products, a large number of other Reich offices were set up in the course of the following months, for whose joint supervision the War Food Office was established on 29 May 1916. This was the first time that a central authority had been created for the uniform regulation of the war food industry in the Reich. Since the general emergency after the end of the war made a temporary continuation of the forced economic measures in the food sector necessary, the institution was retained and renamed the Reichsernährungsamt on 19.11.1918. This is the immediate predecessor authority of the Reich Ministry of Food, which was founded by decree of 21 March 1919 on the "Establishment and Designation of the Supreme Reich Authorities". In connection with the discussion about the common economy, the Ministry of Food was temporarily united with the Ministry of Economics from 15.9.1919 to 30.3.1920. After it became independent again, it was given the name "Reichsministerium für Ernährung und Landwirtschaft" (Reich Ministry of Food and Agriculture). With the National Socialist assumption of power, the food industry was gradually subjected to state-controlled market regulation. The Reichsnährstandsverwaltung, which was created on the basis of the standardization or dissolution of the previous professional associations and self-administration bodies by the law of 13 September 1933, not only belonged to the RMEL's area of supervision, but was at the same time linked to the ministry at the head by personal union. Analogous to other supreme Reich authorities, the RMEL was merged with the Prussian Ministry of Agriculture on January 1, 1935 and until the incorporation of Austria in 1938 was called the "Reichs- und Preußisches Ministerium für Ernährung und Landwirtschaft". A new and thus competing responsibility for the food industry arose with the promulgation of the Four-Year Plan in 1936. An organisational link with RMEL was established in that one of the two State Secretaries took over the management of the Nutrition Business Group in the Four-Year Plan. Due to a lack of personnel, the Reichsnährstandsverwaltung was integrated into RMEL during the Second World War. When RMEL was founded in 1920, its responsibilities extended to agriculture, the food industry, forestry, timber and fishing. The ministry kept these competences more or less unchanged for more than a decade. With effect from 5.7.1932, the Reich Ministry of Labour also assigned the RMEL the task of "Agricultural Settlement". On the other hand, it had to hand over to the newly established Reich Forestry Office on 12.7.1934 and 12.7.1935 the competences of forestry and hunting respectively the timber industry and the game trade. After several attempts by RMEL to take over responsibility for veterinary matters from the Reich Ministry of the Interior had failed, the Prussian Veterinary Department, which had belonged to the competence of the Prussian Ministry of Agriculture, was rather assigned to the Ministry of the Interior by decree of 11 March 1935 after its merger with RMEL. Even before the merger, the Prussian Ministry of Agriculture had transferred responsibility for the agricultural vocational and technical education system to the newly created Reich Ministry of Science, Education and People's Education by law of 29 June 1934. The competence of the water management, which RMEL had taken over when it merged with the Prussian Ministry of Agriculture, was lost to the newly appointed Inspector General for Water and Energy by decree of 29.7.1941. Inventory description: Inventory history Most of the RMEL files (approx. 2500 volumes) handed over to the Reichsarchiv until 1944 were destroyed during the bombing of Potsdam in April 1945. The same fate affected the vast majority of RMEL's files, which were located in the Berlin office buildings in Wilhelmstrasse and Behrenstrasse. The main exception to this rule were those files which had reached the area around Landsberg/Warthe in connection with the evacuation of various departments of the RMEL and the Reichsnährstandsverwaltung during the final months of the war. A further relocation to the Müncheberg/Seelow forest near Küstrin was planned, but was not possible. When it was merged with RMEL, a large stock of files from the Prussian Ministry of Agriculture had already been transferred to the then Prussian State Secret Archives. Since 1990, these files, which have meanwhile been kept by the Merseburg Department of the Central State Archives of the GDR, have again been kept in the Secret State Archives of Prussian Cultural Heritage in Berlin. The remains of the RMEL files seized by the American occupying forces after the end of the war were first collected together with other holdings of the Food and Agriculture Group at the Ministerial Collecting Center (MCC) in Hessisch-Lichtenau and listed. Most of these files were brought to Berlin with the relocation of the MCC in early 1946 and taken over by the Document Center there a few years later, while a smaller part seems to have reached the Document Center in Darmstadt. With the exception of the files on the expropriation of Jewish agricultural property handed over by the Secret State Archives in Berlin, most of the volumes of the tradition of the Federal Ministry of Food, Agriculture and Forestry, formerly kept in Koblenz as holdings R 14, have been successively transferred to the Federal Archives in Koblenz since 1953. On the other hand, the later filing deliveries from America and England contained only very isolated pieces of the former RMEL. It must be noted here that unfortunately no more than half of the files recorded in Hessisch-Lichtenau finally found their way into the Federal Archives. The remaining files will have to be considered missing today. The records in the Central State Archives in Potsdam until 1990 as holdings 36.01 originate from file transfers by the Ministry of Agriculture and Forestry of the GDR, the State Archives of Potsdam and Magdeburg and from file returns from the USSR. In 1990 both overdelivery parts were combined as stock R 3601. Archival evaluation and processing The order of the holdings is largely based on the business distribution plan of summer 1942, i.e. the individual departments form the main groups of the classification. Subgroups were formed largely on the basis of the main areas of responsibility of the departments. If necessary, modifications were made. Within the individual classification groups, the order was made as far as reasonable and recognizable according to the existing file numbers. Due to the fragmentary character of the tradition, individual volumes are often missing in the series of volumes already created in the registry of the ministry. For the sake of better clarity, no corresponding references were made to the individual follow-up titles. The system only noted if tape sequences or series were created in the archive. In view of the rudimentary tradition, cassations, with the exception of duplicates, were largely avoided. Content characterization: The tradition of the stock is extremely fragmentary. According to the business distribution plan of RMEL of 1942, which forms the basis of the inventory classification, the documents of Department V Customs and Trade Policy are only minimal and those of Department IX Village Armament, Highlands, Reallocation do not exist. The activities of Dept. I General Administrative, Personnel, Budgetary and Legal Matters, Dept. II Production and Food Policy are documented in particular, especially the food security during and after the First World War. World War, as well as the Abt. III Reichsgestütverwaltung. Larger groups of files include the documents of the general administration and those of the experimental and research institutes, the war damage regulation as well as the domain administration, especially in the integrated eastern territories. Inventory description: Inventory history When the main building in Behrenstraße was destroyed by the air raids in the second half of November 1943, the RWM had already prepared itself for this case. By order of 12 July 1943, the head of Hauptabteilung II i.V. had ordered measures to "secure files and working materials in the event of bomb damage". The file material should be checked and, if it were classified as particularly important for the war, stored in the RWM in a bomb-proof manner. Duplicates and copies of essential operations should be secured outside Berlin. In addition, there was the economic necessity of making waste paper available to the paper industry due to a shortage of raw materials. Only a few days later, on 20 July 1943, a corresponding order was issued. Files that are dispensable and meaningless for future work should be delivered for stamping. "Files which are also of value for the future, be it as a basis for legal relationships of any kind, be it as a source for the history of the office or the economic administration, must be excluded from destruction. If they are no longer needed, they should be kept "ready for handover to the Reichsarchiv in Potsdam or the Prussian State Archives". The main department OBH reported on 14 August 1943 that in the registries II Bg and OBH about 1900 volumes of files had been sorted out and had already been driven away by the company entrusted with the collection. In the course of the relocation of the RWM from Berlin, the State Secretary issued a special decree on 16 March 1945 concerning the security of files. Remarkable is the 2nd point: "Due to the air raids so far, valuable and partly irreplaceable material from the overview of the economic measures of the past has been lost in the German Reich. Since knowledge of the facts, motives, arguments and counterarguments of previous economic policy decisions is of particular importance for economic management in order to further develop economic measures, any material that can still convey this knowledge must be secured. I have therefore ordered that the relevant documents from files and written material be archived and stored in a secure manner with regard to air protection. The main departments must therefore separate the relevant materials from their files and records and report them to Dr. Lück ready for transport according to type and quantity." Lück belonged to the "Economics Department", to which Ohlendorf gave preferential interest. It cannot be excluded that important parts of the RWM could be saved through this action. Overall, a number of alternative sites have been set up. Archival processing When the ZStA's traditions were transferred to the Federal Archives, the unambiguous usability of the holdings had to be guaranteed first. In a first step, therefore, for purely practical reasons, it was decided to retain the signing of the larger part of the Potsdam collection and to re-sign the Koblenz files by adding 30,000 to each file signature (example: old R 7/ 1196 is new: R 3101/ 31196). The classification of the second part of the index was based on the business distribution plan of 1943. The files from the Koblenz and Potsdam parts of the collection that had not been classified according to keywords were collected and merged. The basis for the classification is the business distribution plan of 1943.           History of the inventor: The Reichsministerium owes its origins primarily to party-political considerations. When the German Democratic Party resumed government responsibility as a coalition partner on October 2, 1919, it was given three ministerial seats in the Reichstag in accordance with its strength, in addition to the deputy chancellor of the Reich, which were partly provided in the current cabinet by new formation. The consequence was the formation of a new Reich Ministry for Reparationsangelegenheiten. On 21.10.1919 Dr. Otto Gessler (21.10. resp. 07.11.1919 - 26.03.1920 in the Reichskabinett Gustav Bauer) was appointed the first Reich Minister of this department. The function continued: Dr. Walther Rathenau (28.05. - 25.10.1921 in the 1st Reichskabinett Dr. Josef Wirth), Dr. Heinrich Friedrich Albert (29.03. - 12.08.1923 in the Reichskabinett Dr. Wilhelm Cuno), Robert Schmidt (13.08. - 29.11.1923 in the 1st and 2nd Reichskabinett Dr. Gustav Stresemann). By decree of the Reich President of 07.11.1919 (RGBl. S. 1875) the Reich Ministry for Reconstruction was established de iure to carry out the obligations imposed on the German Reich by the Peace Treaty of Versailles (28.06.1919) in the economic field. Actually, it was the Ministry of Reparations, because the reconstruction was aimed at the former Western war zones outside the Reich. The following tasks were transferred to the new ministry: - the immediate economic reparation (Part VIII of the Peace Treaty), - the settlement of claims and debts against the previously hostile states (Part X, Section 3 of the Peace Treaty), - the liquidation (Part X, Section 4 of the Peace Treaty), - the compensation of foreign, colonial and displaced Germans, - the compensation of war damage suffered by German shipping companies (maritime and inland navigation as well as fishing). The Ministry's organisation was adapted to this task and hardly changed during the entire duration of its existence: Division A: Economic reparations, including the reconstruction of destroyed areas, in particular returns and reparations. Division B: liquidations, compensation, pre-war debts. Division C: Delivery of seagoing and inland waterway vessels; war damage caused by sea and inland waterway transport. Division C 1: Delivery of fishing vessels; war damage caused by sea fishing. Section D: Personnel matters. Division E: Financial Affairs. Section F: Legal Affairs. General Department G: General and Peace Treaty Affairs. Department K: Colonial Central Administration as the processing office of the former Reichskolonial Ministry (since 01.04.1920). The Ministry was assisted by an advisory board for reparations issues to advise it on questions of economic reparations. The latter consisted of members of the Reich Council and representatives of the Reichstag factions and interested business circles. The first meeting of the advisory board was held on 26.04.1920. Only a few more followed. Also the importance of the advisory board seems to have been low. Throughout its existence, the Reich Ministry for Reconstruction stood in the shadow of the Foreign Office and the Reich Ministry of Finance, from whose areas of responsibility certain parts had been separated in order to provide a basis for the new department. Even the addition of the processing tasks of the Reichskolonial Ministry, which was dissolved with effect from 01.04.1920, did not make this basis more favourable. On the contrary, the dependence on the A u s w ä r t i g e s A m t , from which the R e i c h s k o l o n i a l a m t or ministry had only emerged in 1907, became even more tangible. The extent to which the new ministry was able to assert itself between and alongside the other Reich ministries, expand its position and thus prove its raison d'être depended to a large extent on the personality and leadership of the reconstruction ministers. The ultimate question was whether the Ministry of Reconstruction should play a leading role in the reparations problem, which was so important for Germany's fate, or whether it should only be the "extended arm" of the Foreign Office in foreign policy terms, in the financial sense only the "executive organ" of the Reich Ministry of Finance. This task was extremely difficult after the unfavourable, party-politically conditioned start of the reconstruction ministry and its position between two ministries of outstanding importance. Accordingly, the appreciation of the Ministry of Reconstruction among the respective government parties fluctuated. The tendency to represent a minister was always low. So the ministry had to get along in the 4 ½ years of its existence altogether three years long without minister. Gessler's term in office imposed decisive structures on the ministry, which were maintained until the end. It played the highest political role under Rathenau. In the two protocols of the Wiesbaden Agreement of 6 and 7 October 1921, he reached for the first time a Franco-German agreement on a plan for German supplies of goods (reconstruction material) to France; these supplies were limited in time and value, no longer unmeasured as before. Two large organisations in Germany and France were planned for a centralised execution of the German reparations payments. From beginning to end, the actual leadership of the Reich Ministry for Reconstruction was essentially in the hands of the only State Secretary, Dr. Ing. E. h. Gustav Müller, whose responsibility was all the greater since the Ministry usually had no minister. After the termination of the passive resistance in the Ruhr struggle (26.09.1923) and the stabilization of the German currency (20.11.1923), the reparations commission decided on 29.11.1923 to establish two international committees of experts to regulate reparations payments on a new basis in the future. The proposals of the Reich Ministry for Reconstruction to reorganize the handling of the matters it had previously dealt with were intended to secure its continued existence. In contrast, the A u s w ä r t i g e s A m t and the Reich Ministry of Finance advocated the dissolution of the Ministry of Reconstruction. Finally, the austerity measures introduced within the Reich administration since the creation of Rentenmark provided the justification for the dissolution of the ministry. By the decree of the Reich President of 08.05.1924 (RGBl. I p. 443) the ministry was dissolved on 11.05.1924, long before the Dawes Plan became effective as a new regulation of the reparations problem on 01.09.1924. The affairs of the Reich Ministry for Reconstruction were almost exclusively taken over by the Reich Ministry of Finance, in whose downstream division the remaining administration for Reich tasks had to deal with the handling of reparations and colonial affairs from 1930 to 1933. Inventory description: Inventory history The records of the Reich Ministry for Reconstruction and most of its subordinate departments had for the most part already been taken over by the Reichsarchiv Potsdam before the outbreak of the war. The ministerial files as well as the documents of the subordinate division of the trustee for the enemy property survived the war and were stored in the Central State Archives Potsdam under the inventory signature 33.01. In contrast, the files of 13 subordinate authorities and offices were not relocated and burned in early April 1945 during the destruction of the Reichsarchiv Potsdam. In the course of the unification of both German states, both parts of the Reich Ministry for Reconstruction could be reunited under the now valid signature R 3301. The former Koblenz part was re-signed and connected to the Potsdam part, i.e. the Koblenz signatures were added with the number 2000 (example: old R 38 / 3 - new R 3301/2003). The traditional files originate mainly from the areas of Generalreferat G and Ministerialregistratur. Occasionally, the files were continued by the Reich Ministry of Finance, which was later responsible for carrying out the tasks, but remained in the hands of the Reich Ministry for Reconstruction due to the context in which they originated and thus have a different duration. Some volumes are older; some of them were begun at the outbreak of war in 1914 at the Reichsamt des Innern, have been continued at the Reichswirtschaftsamt since 1917 and were handed over to the Ministry of Reconstruction in 1919. Characterisation of the content: The main focus of the traditions are the files of the General Department, materials on compensation, liquidations, reparations, sanctions, restitutions and substitutions as well as on destruction and claims for compensation.           History of the inventor: Joseph Goebbels, who had already been head of the NSDAP's Reich Propaganda Department since 1929, had certainly developed plans for a Ministry of Propaganda even before the seizure of power.(1) The Reichskabinett (Reich Cabinet) dealt with the issue of the Propaganda Department on 11 September. The arguments for the foundation, which the Reich Chancellor (Hitler) himself presented, sounded extremely harmless ex post and far from future realities: "One of the predominant tasks of this ministry would be the preparation of important acts of government. On the oil and fat issue, for example, which now occupies the cabinet, the people should be enlightened in the direction that the farmer would perish if something were not done to improve the sale of his products. The importance of this matter also for the war measures would have to be pointed out ..." Government action would only begin if the awareness-raising work had taken place and worked for some time. ..."(2) On 16 March 1933, however, Goebbels described the future tasks of his ministry programmatically three days after his appointment in a remarkably open manner in front of press representatives: "If this government is now determined never to give way again, never and under no circumstances, then it need not make use of the dead power of the bayonet, then in the long run it will not be able to be satisfied with knowing 52 percent behind it ..., but it will have to see its next task in winning the remaining 48 percent for itself. This is not only possible through objective work". And about the nature of his propaganda he proclaimed: "Not any aesthete can judge the methods of propaganda. A binding judgment can only be given on the basis of success. For propaganda is not an end in itself, but a means to an end.(3) A timid attempt by Hugenberg to at least delay the decision to establish the Ministry of Propaganda in the cabinet meeting of March 11, 1933 failed miserably. Already on 13 March 1933 the law on the establishment of the RMVP was signed by the Reich President and the "writer" Dr. Goebbels was appointed minister.(4) Almost three weeks later, on 5 April 1933, Goebbels noted in his diary: "The organisation of the ministry is finished".(5) In difficult negotiations(6) with the ministries, which had to cede parts of their competences to the new ministry, the responsibilities were determined in detail. The RMVP was responsible for all tasks relating to intellectual influence on the nation, advertising for the state, culture and economy, informing the domestic and foreign public about them, and the administration of all institutions serving these purposes. As a result, the business area of the RMVP will be: 1. from the business area of the Federal Foreign Office: News and education abroad, art, art exhibitions, film and sports abroad. 2. From the business areas of the Reich Ministry of Posts and the Reich Ministry of Transportation: Traffic Advertising Furthermore, all radio matters dealt with by the Reich Ministry of Posts and the Reich Ministry of Transportation are transferred from the business area of the Reich Ministry of Posts, unless they concern the technical administration outside the premises of the Reich Broadcasting Company and the radio companies. In matters of technical administration, the RMVP shall be involved to the extent necessary to carry out its own tasks, in particular in determining the conditions for the awarding of broadcasting rights and the regulation of fees. In particular, the representation of the Reich in the Reichsrundfunkgesellschaft and the broadcasting companies is fully transferred to the RMVP. The RMVP is in charge of all tasks, including legislation, in the designated areas. The general principles shall apply to the participation of the other Reich Ministers." (RGBl. 1933 I, p. 449) These competences were exercised by seven departments, so that the business distribution plan of 1 Oct. 1933 (7) shows the following picture: Ministerial office (with five employees), directly subordinated to the Minister. Defence (defence against lies at home and abroad) with eight papers Goebbels was obviously not satisfied with the official title of his ministry. The extensive tasks in the fields of culture and the arts did not come into their own and the word propaganda, of which he was aware, had a "bitter aftertaste" (8). His proposal to rename his department "Reichsministerium für Kultur und Volksaufklärung", however, met with Hitler's rejection. (9) In July 1933, a circular issued by the Reich Chancellor drew the attention of the Reich governors to the exclusive competence of the Reich or of the new Ministry for the above-mentioned competences and called on them to cede to the RMVP any existing budget funds and offices of the Länder. (10) At the same time, 13 regional offices were established as the substructure of the Ministry, the sprinkles of which corresponded approximately to those of the regional employment offices, and 18 imperial propaganda offices, which subdivided the territory of the regional offices once again. After the Reichspropagandastellen were already converted after short time (approx. 1934) to Landesstellen, in each Gau of the NSDAP a Landesstelle of the RMVP was located. Their leaders were in personal union at the same time leaders of the Gaupropagandaleitungen of the NSDAP, which in its leadership, the Reichspropagandalleitung, was also perceived by Goebbels in personal union. (11) As a result, conflicts of loyalty between the Gaupropaganda leaders/leaders of the RMVP regional offices were unavoidable in disputes between Goebbels and individual Gauleiters. According to theory, the regional offices were supposed to monitor and implement the political decisions made in the ministry in the individual districts, but in practice their heads were often more dependent on their respective Gauleiter than on the ministry due to the above-mentioned personal union. By the Führer decree of 9 September 1937 (RGBl. 1937 I, p. 1009), the Landesstellen were renamed Reichspropagandaämter and elevated to Reich authorities. After the integration of Austria there were no less than 42 Reichspropagandaämter with 1400 full-time employees. (12) In addition to the state offices and Reich Propaganda Offices, a whole range of offices, organizations, associations, societies and societies soon developed, which are to be counted to the subordinate area of the Ministry. (13) Despite the apparently clear regulation on the responsibilities of the RMVP, the 13 years of its existence were marked by disputes over responsibilities with other ministries, in particular with the ministers Rust, Rosenberg and Ribbentrop, of whom Goebbels, as is known, held very little personally. Successes and failures in the competence disputes cannot be followed in detail here; they depended to a large extent on Hitler's relationship with Goebbels. For example, Goebbels did not succeed in extending his competence in theatre to the Prussian State Theatres in Berlin. By contrast, in 1943 the RMVP assumed responsibility for carrying out the Eastern propaganda, while Rosenberg, as Reich Minister for the occupied Eastern territories, was left with only the authority to issue guidelines. (14) In the conflict with the Federal Foreign Office over the delimitation of responsibilities for foreign propaganda, an arrangement was reached in a working agreement in October 1941. (15) Wehrmacht propaganda also remained long and controversial. Despite many efforts (16), Goebbels did not succeed in making a decisive break in the competencies of the OKW/Wpr department until the end of the war in March 1945. Propaganda into the Wehrmacht and about the Wehrmacht at home and abroad was then to be taken in charge by the RMVP. It is not possible to determine whether the planned organizational consequences have yet been implemented. (17) Another major success for Goebbels was the establishment of the Reichsinspektion für zivile Luftschutzmaßnahmen (Reich Inspection for Civilian Air Defence Measures), which was headed by the RMVP (18), and his appointment as Reich Plenipotentiary for Total War Operations by Führer Decree of 25 July 1944 (19). For the last months of the Third Reich, Goebbels had reached the zenith of power with this function, apart from his appointment as Reich Chancellor in Hitler's last will and testament of April 29, 1945, which had become effective only theoretically. As Reich Plenipotentiary for the total deployment in war, he had extremely far-reaching powers over the entire state apparatus with the exception of the Wehrmacht. (20) Until that date, the competences of the RMVP had changed only slightly in the main features of all disputes over jurisdiction. That it nevertheless grew enormously and steadily until 1943 (21) was mainly due to diversification and intensification in the performance of its tasks. After 1938, the expansive foreign policy of the Third Reich necessitated further propaganda agencies to direct and influence public opinion in the incorporated and occupied territories. In the occupied territories with civil administrations, "departments" (main departments) for "popular enlightenment and propaganda" were usually set up in the territories with military administration, "propaganda departments", which exercised roughly the functions of the Reich Propaganda Offices. Their position between their superior military services and the RMVP, which sought to influence the content of the propaganda and from where part of the personnel came, was a constant source of conflict. As an indication for the weighting of the individual areas of responsibility of the Ministry in relation to each other, the expenditures for the individual areas in the 10 years from March 1933 to March 1943 are mentioned. Inventory description: Inventory history The RMVP records have suffered substantial losses, although the main building of the Ministry, the Ordenspalais am Wilhelmplatz, was destroyed relatively late and almost accidentally in March 1945. Large parts of the old registries, including the previous files from the Federal Foreign Office and the Reich Ministry of the Interior (1), had already been destroyed by air raids in 1944. Moreover, in the last days of the war before and during the conquest of Berlin by the Soviet Russian army, files were also systematically destroyed. (2) In view of the total collapse and devastation of Berlin by the air war, it is not surprising that hardly any manual or private files of RMVP employees have been handed down. Notable exceptions are, in particular, documents from Ministerialrat Bade (press department) (3) and hand files of the head of the broadcasting department, Ministerialdirigent Fritzsche. In this context, the diaries of Goebbels should also be mentioned, which, with the exception of those edited by Lochner in 1948, had been lost for almost 30 years. (4) The bulk of the volumes available in the Bundesarchiv Koblenz until 1996 was transferred from Alexandria (cf. Guide No. 22) and from the Berlin Document Center to the Bundesarchiv in the years 1959 - 1963. The personnel files still held back were added to the portfolio in 2007. The RMVP files kept by the Ministry of State Security of the GDR (mainly personnel files, personnel processes of the theatre, music and defence departments), which were stored in the so-called NS archive until 2006, are also assigned to the holdings. Not in Allied hands was only a small collection from the Music Department and some documents from the German Press Department, which were transferred to the Federal Archives in 1969 as part of the land consolidation with the Secret State Archives of the Prussian Cultural Heritage Foundation. Some original RMVP files can still be found at the Hoover Institution Standford, the Yivo Institute New York and the Wiener Library London. Fortunately, all three institutions were willing to produce microfilms for the Federal Archives (5). In 1974, the Rijksinstitut voor Oologsdocumentatie Amsterdam (Rijksinstitut for Oologsdocumentatie Amsterdam) kindly handed over some original fragments of files to the Federal Archives. In 1946, officers of the French and Soviet secret services found films of about 35,000 documents that had been filmed in the RMVP and buried near Potsdam at the end of the war with the help of an American mine detector (6). The films were taken to Paris to make re-enlargements of them, and it is possible that they will still be kept in the French secret service. The Americans apparently did not receive copies because they had withheld from the French documents of other provenance found in the CSSR. Only incomplete information is available about the content of the films; it can be assumed, however, that not exactly unimportant files have been filmed. Archival processing The order and indexing work on the holdings was relatively time-consuming and difficult, as the order of the files was extremely poor. On the one hand there were no detailed file plans or other registry aids for the mass of files from the budget and personnel departments, on the other hand the file management in the ministry, which at least in its development phase was always deliberately unbureaucratic, left a lot to be desired. Especially during the war, when inexperienced auxiliaries had to be used more and more during the war, the Ministry's staff often complained about the inadequacy of the registries. The organisation of the RMVP's records management showed typical features of office reform (1): Registries were kept on a departmental basis, with each registry having a "self-contained partial list of files". The documents were stored in standing folders (System Herdegen). Instead of a diary, an alphabetical mailing card was kept, separated according to authorities and private persons. The reference numbers consisted of the department letter, file number, date as well as an indication, on which card of an order file the procedure was seized. All in all, the files of the Budget and Human Resources Department were in a certain, albeit unsatisfactory, state of order when they entered the Federal Archives. Numerous volumes from the other departments, on the other hand, were formed in a chaotic manner, possibly as a result of a provisional recording of loose written material when it was confiscated. These were often amorphous and fragmentary materials that lacked the characteristics of organically grown writing. So it was practically impossible to form meaningful band units in all subjects. In the case of some "mixed volumes" with written material on numerous file numbers, only the most frequent ones were noted in the finding aid book. Due to the high loss of files, no strict evaluation standard was applied to the files. The main items collected were volumes from the budget department on preliminary checks in the subordinate area and individual procedures for the procurement and management of managed goods for the purposes of the Ministry. Formal records of non-compliant positions in the business division and a number of unarchivalable documents from the Human Resources Department will still be kept for the foreseeable future for the purpose of issuing service time statements. It is not listed in this guide. Preparatory work for the indexing of the Koblenz part of the stock was carried out by Mr. Oberarchivrat Regel (1967) with regard to the files of the budget department on the Reich's own film assets, Mr. Ltd. Archivdirektor Dr. Boberach (1966) with regard to correspondence and the reference files of the head of the broadcasting department, Hans Fritzsche and Ms. Archivoberinspektorin Schneider, née Fisch (1966) for files of the propaganda department. In 2005, the inventories of the finding aids of both sections of the Reich Ministry for Popular Enlightenment and Propaganda were imported into the database of the Federal Archives via a retroconversion procedure. The data records were then combined in a classification. Despite the inhomogeneity of the traditions of most specialist departments, it was advisable to maintain the division by departments. (2) Within the departments, the structure was essentially based on file numbers and factual contexts. The file numbers used in the RMVP were - as far as possible - used as aids for further subdivision. The final step was the integration of the personnel files and personal documents from the NS archive (approx. 5000 individual transactions) and the former Berlin Document Center (approx. 700 transactions). The documents taken over are mainly documents from the personnel department (in addition to personnel files also questionnaires and index cards), theatre (applications, appointments, confirmation procedures) and imperial defence (applications in propaganda companies). The personal records also contain isolated documents on denazification from the period 1946-1950. Since a relatively large number of individual transactions from the NS archives were often only a few sheets, transactions that objectively related to one transaction (e.g. applications for interpreting) were merged into one file. The names of the individual persons as well as the old signatures from the NS archive can still be traced via the BASYS-P database. Both the files from the NS archive and those from the former BDC are not always filed according to the provenance principle. However, the files were not separated again. Most of the files taken over from the former BDC are personal files and questionnaires as well as personnel index cards of individual employees of broadcasting stations. A search is still possible via the BASYS-P database. The procedures for the donation "Artist's thanks" still present in the personal records of the former BDC concerning the Theatre Department were not adopted in this context (approx. 15,000 procedures). From the point of view of financing and personnel management, they illuminate almost all areas of the Ministry's activities. From the specialist departments, the volumes from the Propaganda Department should be emphasized, which document above all the design of propaganda and the propagandistic support of foreign workers and resettled persons in the last years of the war. Also worth mentioning are mood and activity reports of individual RPÄ and suggestions from the population for propaganda and for leading the total war. In the Radio Department there is some material about the design of the radio program and the propaganda reconnaissance with reports about the opposing propaganda, which were compiled from the bugging reports of the special service Seehaus. A separate complex of this department are 14 volumes of pre-files from the RMI with handfiles of the Oberregierungsrat Scholz as representative of the Reich in supervisory committees of broadcasting companies in Berlin from 1926 - 1932. Of the film department there are only a few, but interesting volumes about the film production of the last war years with numerous ministerial documents. The majority of the theatre department's traditions are based on documents on professional issues and the Reich's dramaturgy. From the music department the promotion of musical organizations from the years 1933 - 1935 with pre-files from the RMI, the support and job placement of artists as well as material about the musical foreign relations is handed down. The files of the Department for the Occupied Eastern Territories offer rich sources for questions of Eastern propaganda. The losses are greatest in the departments Law and Organization, Magazine Press, Foreign Press, Foreign Countries, Tourism, Literature and Fine Arts.
