          History of the Inventory Designer: After the International Olympic Committee (IOC) had awarded the 1936 Summer Olympics to Berlin, the mayors of Garmisch and Partenkirchen tried to reach the IV Olympic Games in their communities in that year. Olympic Winter Games. In June 1933 the time had come: the two communities prevailed within Germany against the competing cities Braunlage and Schreiberhau. Foreign competitors Montreal in Canada and St. Moritz in Switzerland were also left behind. In the run-up to the Winter Olympics, the two communities were united on 1 January 1935 to form a market community (Garmisch-Partenkirchen) against their resistance. In a short time, the preparatory organisation of the Winter Games had to take place from 1933 onwards, which was to be secured financially not only by support payments from other towns and municipalities, but also by an additional citizen's tax for the inhabitants of Garmisch and Partenkirchen. In total, costs of 2.6 million Reichsmarks had to be shouldered. On August 23, 1933, the Organizing Committee was founded in Garmisch-Partenkirchen to organize the Winter Games. The President of the Organizing Committee was Dr. Karl Ritter von Halt (1891-1964), Chairman of the Board of Managing Directors of Munich-based Bankhaus Auffhäuser. His deputy and treasurer was the director of the Bayerische Gemeindebank Friedrich Döhlemann, general secretary was Baron Peter Le Fort. Dr. Hermann Harster was responsible as press officer. The committee was particularly responsible for organising the construction and repair work. In record time, the Olympic Ski Stadium with the Great Olympic Hill, in which the opening and closing ceremonies were also to take place, and the Olympic Art Stadium were built. At the Riessersee the sports facilities for speed skating, ice shooting and bobsleigh races were extended or newly built. The course of the skialpine competitions, which took place for the first time as part of the Olympic Games, also had to be determined. In addition, logistical planning had to be carried out, for which the 1935 German Winter Sports Championships had to be regarded as a test run. Traditionally, the significance of the Winter Olympics was still lagging behind that of the Summer Games. The IV. The Winter Olympics in Garmisch-Partenkirchen were a first step out of the shadow of the Summer Games. From 6 to 16 February 1936, 646 athletes from 28 nations took part in 17 competitions in bobsleigh, ice hockey, figure skating, speed skating, alpine skiing and Nordic skiing. Ice-shooting and military patrol were conducted as demonstration competitions. In the course of the ski alpine competitions, which took place for the first time, there had previously been disputes with the International Ski Federation because the IOC refused to let ski instructors take part in the competitions as professionals. The ski associations of Austria and Switzerland then boycotted the Winter Games. The logistical effort as well as the organisation of the competitions and the accommodation of the athletes were accompanied by a high number of visitors. Only with the efficient use of public transport was it possible to ensure that around 500,000 people could attend the games as spectators. The final event alone with the awarding of all medals was attended by approx. 150,000 people. Cooperation with the Reichsbahn was therefore necessary, and the Reichspost was also an important partner for radio broadcasting. The media marketing and broadcasting of the games was a prelude to the Summer Games. This shows that above all public relations work was an essential part of the work of the organising committee. At home and abroad, advertising was done for the Olympic Winter Games in order to present the Reich as a supposedly civilized and peaceful country. After it had been prevented that the USA boycotted the games because of the racist politics of Germany, the organizing committee did everything to use the Olympiad for propagandistic purposes. Karl Ritter von Halt had all signs with anti-Semitic inscriptions removed and banned anti-Jewish smear campaigns in order not to endanger the prestige object "Olympic Games". The Winter Games were a test run for the Summer Games, which is why the IOC and NOK (then the German Olympic Committee), as well as the government of the Reich, attached particular importance to them. In the presence of Adolf Hitler and numerous leading members of the NSDAP, they were opened in the ski stadium on 6 February 1936. Outstanding athletes were the Norwegian figure skater Sonja Henie, the Norwegian speed skater Ivar Ballangrud and the German skier Christl Cranz. After the end of the Winter Games, the 1936 Winter Olympics went to the Reichsarchiv, where it remained for the time being - apart from a loan of the holdings to the Organising Committee, probably on the occasion of the 1940 Olympic Games. From 1946 the collection was in the Central State Archives of the GDR, from where it was borrowed again from 1953 to 1964, this time to the National Olympic Committee of the GDR. Copies were also made in this context. In 1964, with the exception of a few files, the holdings were returned to the Central State Archives. Since 1990 it has belonged to the holdings of the Federal Archives. The remaining 0.2 running meters, which remained with the National Olympic Committee of the GDR after 1964, were transferred from the DR 510 stock to the R 8076 stock in December 2004. A further nine archive units were subsequently transferred to R 8076 in January 2007, in the course of orderly work on various holdings, including R 8077. Archive evaluation and processing No information can be given on war-related file losses. In 1964, G. Oehmigen and W. Thilo of the Department of Contemporary History of the Research Centre at the Deutsche Hochschule für Körperkultur Leipzig drew up a list of the files on loan to the NOK of the GDR based on a file plan available in the former Reichsarchiv. In the Central State Archives of the GDR, only the first half of the stock was recorded on index cards. A new indexing took place in 2005/2006 in the Federal Archives. Since the original file titles did not appear meaningful, new titles were created and supplemented by content notes. In addition, a new classification was developed, which is oriented to the tasks of the organizing committee. In connection with the redrawing by Mathis Leibetseder, Rouven Pons and Stefan Selbmann, a post-cassation was also carried out. Due to their low information value, order slips for admission tickets, invoices for telephone calls by individual employees, receipts for Olympic badges, health stamps and documents for the payment of citizen's tax for the employees of the organising committee were collected. The photographs of the Olympic Winter Games, the German Winter Sports Championships and other sports competitions found in the collection were removed and transferred to the picture archive of the Koblenz Office of the Federal Archives.           1814-1930 (1945) The holdings 70 of the Mainz Municipal Archives comprise all preserved files of the Mainz Municipal Administration from the period 1814/16 to 1930/45, i.e. the period when Mainz belonged to the Grand Duchy or People's State of Hesse, therefore the holdings are also called "Hessian Archives". The "Hessian Archive" also includes the files of the occupation office during the French occupation of 1918-1930 (fonds 71) and the old registry of the Mainz City Library (fonds 72). The personnel files of the Hessian period were also separated and added to the personnel files of the city archive (here: accesses before 1962). The files of the stock 70 originate from the mayor's office of the city of Mainz and from individual municipal offices or companies. Also files of the former district office Mainz are in the inventory. This goes back to the initiative of the former government director Richard Falck, who in the 1920s was active as an assessor in the district office and worked to ensure that the files relating to Mainz were not handed over to the state archives in Darmstadt, but were transferred to the city archives. Apart from a few exceptions, the records of this collection end in 1930. The municipal files from the National Socialist era (1933-1945), which were in the main registry of the town hall, were burned during a bombing raid on Mainz in August 1942. The files were also destroyed at various other municipal offices in 1942-1945. The personnel files that survived the war were not affected. It is not possible to prove for all partial holdings when the files reached the city archives or who handed them in. In the access books from 1909 to 1945, a total of 90 entries of various sizes can be found, which according to their provenance and duration can be assigned to the "Hessian Archive" and which are also largely to be found in today's holdings. Some accesses are no longer to be found and have probably been cashed (e.g. files of the garden administration and the rental agreement office). A large part of the listed deliveries is accounted for by the finance and accounting departments of both the general administration and the city. Companies, but also the local citizen registers, the trade diaries, files on fruit prices and the fruit market, on the poor and welfare, on the electricity and waterworks, election records and various deliveries of school files are mentioned in the access books. A list of the proven accesses can be found in the electronic file of the city archives under Findmittel/Sonstiges. Also after 1945 still files were handed over, which were assigned to the existence 70, in the activity report of 1948-1950 9 Faszikel air-raid protection files (cf. 70/1028 ff.) are mentioned, 1951/52 4 volumes citizen registers of the 19th century are mentioned. Ordnungsarbeiten ab 1935 (nach den Tätigkeitsberichten des Stadtarchivs) The order of the files of the Hessian period was the responsibility of the administrative secretary Wilhelm Danz from April 1935, who was active in the archive from that time. In the year 1940 4533 file bundles were formed. In 1943 390 ordered bundles were added. The type of content of the order is not reported in the activity reports. During the Second World War, a total of 92 bundles of today's 70 files had been moved to the Heldburg in Thuringia. Until 1960, there was no evidence in Mainz for these outsourced files. The files reached the central archives of the GDR in Potsdam via a collection depot in Merseburg and were not returned to the city archives until December 1986. In the "Verzeichnis der von der DDR zurückkommenen Archivalien" these bundles are listed under the numbers 586-678. After their return, they were sorted into the "Hessische Archiv" (Hessian Archive), which had meanwhile been arranged according to the file plan, and before the files were renumbered they bore the signatures "DDR-Akten Nr. [Bündelnummer lt. o. g. Verzeichnis]". During the Second World War, the archive holdings remaining in the house had to be moved several times due to the air raids. On 27.02.1945, "a small, not important, archive of modern records" was destroyed. The two upper floors of the municipal library burnt out, causing the remaining files in the house to become very disordered and the staff had to clean them of debris and dust. The files of the stock 70 were also completely confused. City secretary Danz began anew with a reorganization, in 1948 the ordered stock comprised 291 running meters, in 1952 more than 400 running meters, in 1954: 600 running meters. In 1952 there is still talk of a "jumble of single leaf pieces which are read out of the rubble or come to light from the torn, fallen apart bundles". At that time the collection was divided into 13 sections, which were listed in the activity report for 1950/51-1951/52. In his annual report for the years 1952/53-1953/54, Wilhelm Diepenbach cites an example of the work of organizing single sheets: "In earlier decades, the local court also had to deal with matters of poor law. Consequently, documents relating to this matter were classified under the factual term "local court". Now all such documents are taken out and classified in the civil alphabet under surnames." In the 1950s, Wilhelm Danz had separated out a mountain of files from the Hessian period and planned them for cassation (among them were the files on the Jewish community!); the timely intervention of his archive colleagues prevented the destruction of these valuable archival records. In 1957/58, after the departure of Danz, the archivists noticed that the system according to which the bundles of files had previously been set up (the 13 departments mentioned above) no longer met the requirements, and they had to begin anew with reordering work. The holdings were roughly sorted according to alphabetical keywords, thus preparing the final reorganization. Whether this refers to the order according to the Hessian municipal file plan of 1908 cannot be inferred from the activity reports, but is probable. Wilhelm Danz's successor was the archivist Siemsen, followed by Mrs. Schmelig. As late as 1963, Ludwig Falck, who later became archive director, wrote in the commemorative volume "De Bibliotheca Moguntina": "The uniform order ... is still in progress and will take a long time, since this work has been made very difficult by all kinds of adverse fates." After the conclusion of the order work and the listing of the file bundles formed and inscribed by the archivists according to the registration plan for Hessian mayor's offices from the year 1908, the files could be found with the help of the file plan and by examination in the magazine whether files were available to a file plan department. There wasn't a list of files. The departments and sub-items of the file plan were considered signatures. A first list of files was drawn up in the 1980s by Doris Braun, a graduate archivist. It comprised 1406 numbers and the file plan departments I (head of state) to XII (church affairs) and thus about the first quarter of the entire stock. In 2003, Ursula Kwasniewski, an archivist, began to enter the existing list of files into the archive database "Faust". The unrecorded files were then numbered consecutively and these new file signatures, together with the file titles and file numbers on the file covers, were recorded in the database. The building files in the inventory deviate from this numerical order. They had already been entered some years earlier according to the sections "Bauakten vor 1900" and "Bauakten nach 1900" and within these groups alphabetically according to building owners. This registration corresponded and corresponds to the physical order of the building files which are at the end of the inventory. After entering the approximately 22,000 file titles, Ramona Göbel (later: Weisenberger), a graduate archivist, read the titles on the basis of the database Correction and created a classification, which is largely based on the preliminary order according to the registry plan of 1908.           Inventory description: With the decree on the reorganization of the OKW of February 7, 1938, the Wehrmachtführungsamt (WFA) was created - initially referred to as the Office Group Command Staff. The Wehrmachtführungsamt was renamed Wehrmachtführungsstab (WFSt) on 7 August 1940. According to Hitler's instructions, he had to work on the operations and measures necessary for the entire conduct of the war and to participate in laws affecting the Wehrmacht as a whole. Among other things, he drafted the instructions for warfare and the special and combat instructions or "Führerweisungen" issued on Hitler's behalf. From 1940, the chief WFSt was responsible for the warfare on the so-called OKW war theatres in Scandinavia including Northern Finland, Africa and Italy, from July 1941 also in the Balkans and from 15 March 1941 in the West. In this respect, he informed Hitler daily about the course of the operations there on the basis of the situation reports; the head of the OKW had assigned this task to the head of the WFSt at the beginning of the war. Initially, the position of the WFSt was still weak, but with the plans to occupy Denmark and Norway it had already broken through the supremacy and largely independent action of the three parts of the armed forces. Only the war against the USSR and the Eastern Front remained a "OKH theatre of war" until shortly before the end of the war in the area of responsibility of the General Staff of the Army. A field or front squadron of the WFSt became a permanent institution with the Western campaign in the area of the "Führer Headquarters", whereby Hitler's influence on the command increased. In the course of the war, this squadron divided its working areas geographically. Initially, the WFA or WFSt consisted of the departments of National Defence (L), Wehrmacht Communications (WNV) and, from April 1939, Wehrmacht Propaganda (WPr). Division L was the operational task force in WFA/WFSt; it was subdivided into the operation groups Army (L IH), Air Force (L IL), Navy (L IK), Organisation Group and Quartermaster Group. The Chief of Dept. L was also responsible for the leader of the war diary, an office officer and the registry. On January 1, 1942, the departmental name of the chief of the Dept. L changed to ¿Deputy Chief of the WFSt¿, a little later the group WFSt/Ic (enemy situation) was established. The following groups/departments belonged to the WNV department: Deployment and organisation/central department, wire communication, radio department, war telecommunications department, encryption department. From 1942, the "Generalbevollmächtigter für technische Nachrichtenmittel" was assigned to it.           Inventory Description: On November 1, 1934, the Economics Department of the Heereswaffenamt was transferred to the Wehrmacht Office of the Reich Ministry of Armed Forces as the Economic and Weapons Department and renamed Wehrwirtschaftsstab (WStb) in October 1935 and Wehrwirtschafts- und Rüstungsamt (WiRüAmt) on November 22, 1939. On May 7, 1942, the Armaments Department of the Weereswaffenamt was incorporated into the Reich Ministry of Armaments and War Production as the Armaments Office. The Wehrwirtschaftsamt (WiAmt), which remained in the OKW, received the designation Wehrwirtschaftsstab again on 15 February 1943 and was renamed Feldwirtschaftsamt on 28 March 1944. The Wehrwirtschaftsamt was limited to the direct management of military interests.           Description of the holdings: From the independent departments of the Wehrmachtamt (from 1 March 1929 to 13 February 1936 referred to as the "Ministeramt"), the "Inland" and "Wehrmachtversorgung" departments were reorganised in the course of the reorganisation of the "Oberkommando der Wehrmacht" (High Command of the Wehrmacht) from 4 March 1929 to 13 February 1936. Until the beginning of the war, it had been assigned not only the Domestic Department and the Wehrmacht Welfare and Supply Department, but also a Department for Wehrmacht Administration and Wehrmacht Specialist Schooling, as well as a Department for Science. With the expansion of the previous official groups within the OKW into ¿offices¿ from November 1939, the official group was given the name of ¿General Wehrmachtamt¿ (AWA), which was valid until 1945, and, after the allocation of competencies for loss- and prisoner-of-war affairs, comprised seven departments and three smaller organizational units, including two liaison officers at the "Deputy of the Führer" and at the ¿Youth Leader of the German Reich¿.           Inventory description: In the General Army Office, Group C of the Army Department also carried out military transport until the Transport Department was created at the beginning of 1920. It was entrusted with the use of the railway network and shipping routes for military traffic and regulated the execution of troop and supply transports. She was also responsible for railway protection and operational supervision of the armoured trains. Since 1 July 1935, it formed the 5th section of the General Staff of the Army and was finally subordinated directly to the Chief of the General Staff in 1939 as Chief of Transportation. It was responsible for the entire Wehrmacht's transport system and the preparation of transport routes - railways, inland waterways and roads - for military use. At the same time, she represented the interests of the Wehrmacht vis-à-vis the Reich Minister of Transport (Deutsche Reichsbahn) and the Inspector General for German Roads. It also ensured that transport interests were taken into account in the construction of military installations.           Geschichte des Bestandsbildners: Das Allgemeine Truppenamt (TA) wurde 1919 errichtet. Aus ihm ging 1935 der Generalstab des Heeres (GenStdH) hervor. Dieser gliederte sich wie folgt: Chef des Generalstabes des Heeres (ChefdGenStdH), zuvor Chef des Truppen amtes (ChefTA); Zentralabteilung des Generalstabes des Heeres (GZ), zuvor Zentralgruppe (TZ); Operationsabteilung (1. Abt.GenStdH), zuvor Heeres abteilung (T 1); Organisationsabteilung (2. Abt.GenStdH), zuvor Heeres organisationsabteilung (T 2); Abteilung Fremde Heere (3. Abt.GenStdH), zuvor Abteilung Fremde Heere (T 3); Heeresausbildungsabteilung (4. Abt GenStdH), zuvor Heeresausbildungsabteilung (T 4); Transportabteilung (5. Abt.GenStdH), zuvor Transportabteilung (T 5). Verselbständigte sich zu Beginn des Zweiten Weltkrieges als "Chef des Transportwesens"; Quartiermeisterabteilung (6. Abt.GenStdH), zuvor Gruppe V der Heeres abteilung (T 1 V). Zu Kriegsbeginn verselbständigt als "Generalquartier meister"; Kriegswissenschaftliche Abteilung (7. Dem Truppenamt angegliedert war die Heeresfriedenskommission, die bis 1927 bestand. Ab 1935 wurden zur Entlastung des Chefs des Generalstabes des Heeres sukzessive die Oberquartiermeister I bis V eingerichtet und unter ihrer Führung einzelne Abteilungen des Generalstabes zusammengefaßt, bis 1942 dann aber wieder aufgelöst. Ebenso wurden die 8. Abt. GenStdH (Technische Abt.), die 9. Abt. GenStdH (Heeresvermessungswesen und Militärgeographie), sie 10. Abt. GenStdH (Landesbefestigungsabteilung), die 11. Abt. GenStdH (Offizierausbildungsabteilung) und die 12. Abt.GenStd (Abteilung Fremde Heere Ost) neu geschaffen. Die 8., 10. und 11. Abteilung wurden zu Beginn des Krieges aufgelöst, die 9. Abteilung verselbständigte sich 1941 als Chef des Kriegskarten- und Vermessungswesens. Bestandsbeschreibung: Das Allgemeine Truppenamt wurde 1919 im Reichswehrministerium als Nachfolgeorganisation des "Großen Generalstabes" des Kaiserreiches errichtet, nachdem Deutschland durch den Versailler Vertrag ein Generalstab oder ähnliche Institutionen verboten worden war. Nach Wiedererrichtung der Wehrhoheit wurde das Allgemeine Truppenamt im Jahre 1935 in Generalstab des Heeres umbenannt. Das Truppenamt bestand zunächst aus folgenden Abteilungen: T 1 (Heeresabteilung): Innere und äußere militärische Lage, Grenzschutz, Landesbefestigung, Truppenverwendung und -gliederung, Militärtransportwesen, Militärvermessungs- und Kartenwesen. T 2 (Organisationsabteilung): Allgemeine Heeresangelegenheiten, Organisation des Übergangs- und künftigen Heeres. T 3 (Statistische Abteilung): Sammlung und Bearbeitung von Informationsmaterialien über fremde Armeen. T 4 (Lehrabteilung): Militärische Ausbildung (auch der Offiziere), Truppenübungen, Sammlung von Erfahrungen. T 5 (Wehrabteilung): Allgemeine Angelegenheiten der Offiziere und Unteroffiziere, Vorgesetzten- und Rangverhältnisse, innerdienstliche Angelegenheiten wie Garnisons- und Wachdienst, Ehrenbezeugungen, Flaggen, Anzugsordnung und Armeemusik, Wehrgesetze nebst Ausführungsbestimmungen, Führung der Personalpapiere. T 6 (Abteilung für Erziehungs- und Bildungswesen): Allgemeine Erziehungs- und Bildungsfragen, Erziehung und Unterrichtung der Offiziersanwärter, Unteroffiziere- und Mannschaften, militärpolitische Ausbildung. T 7 (Transportabteilung): Heerestransportangelegenheiten, insb. Eisenbahntransporte und Schifffahrtsangelegenheiten. H-Friko (Heeresfriedenskommission): Dem Truppenamt angegliedert. Zuständig für die Vertretung des Reichswehrministers in allen die Heeresleitung berührenden Friedensfragen gegenüber anderen Ministerien und der Ententekommission sowie für die Mitprüfung der zur Durchführung der Friedens- und Waffenstillstandsbedingungen von den zuständigen Stellen der Heeresleitung zu treffenden Maßnahmen (1927 aufgelöst). Der zweite Entwurf der "Geschäftsverteilung des Reichswehrministeriums" vom Juni 1921 sah eine Reduzierung des Truppenamtes auf die Abteilungen T 1, T 2, T 3, T 4 und T 7 und die H-Friko vor. Im Rahmen der getarnten Aufrüstung nach 1933 wurde das Truppenamt um die Transportabteilung, die Inspektion der Festungen, die Zentralgruppe und die Kriegswissenschaftliche Abteilung erweitert. Der Generalstab des Heeres wurde durch Verfügung vom 26. Juni 1935 geschaffen. Er gliederte sich zunächst wie folgt: (siehe dazu: "Friedensgliederung des OKH mit Generalstab, 1938-1939", in: Ueberschär: Generaloberst Franz Halder, S. 104): Chef des Generalstabes des Heeres: Er stand an der Spitze des Generalstabes des Heeres, war dem Oberbefehlshaber des Heeres unterstellt und dessen erster Berater und ständiger Vertreter. Sein Arbeitsgebiet umfasste sämtliche mit der Vorbereitung und Führung eines Krieges zusammenhängenden Fragen. Zentralabteilung des Generalstabes: Die Zentralabteilung war zuständig für die Organisation der Dienststelle "Generalstab des Heeres" einschließlich der ihr nachgeordneten Behörden sowie für die Personalangelegenheiten der Generalstabsoffiziere. Dem Chef der Zentralabteilung war außerdem die Verwaltung der dem Chef des Generalstabes zur Verfügung stehenden Fonds und Stiftungen übertragen. 1. Abteilung des GenStdH - Operationsabteilung: Die Operationsabteilung hatte die Aufmarschvorbereitungen für den Kriegsfall zu bearbeiten. Daneben bereitete sie militärische Übungsreisen und operative Aufgaben zur Ausbildung der Generalstabsoffiziere vor. 2. Abteilung des GenStdH - Organisationsabteilung: Die Organisationsabteilung befasste sich mit dem Aufbau und der Gliederung des Friedens- und des Kriegsheeres; die Durchführungsanordnungen hierzu erließ das Allgemeine Heeresamt. Ferner bearbeitete sie die jährlich neu erscheinenden "Besonderen Anlagen zum Mobilmachungsplan (Heer)" und die Forderungen hinsichtlich der materiellen Rüstung (außer Munition und Betriebsstoff). 3. Abteilung des GenStdH - Abteilung Fremde Heere: Der Abteilung Fremde Heere oblag das Studium fremder Heere und militärpolitischer Probleme des Auslands durch die Auswertung der Berichte der Militärattachés und der zu ausländischen Heeren abkommandierten Offizieren. Ihr gehörte auch die Attaché-Gruppe des Generalstabes des Heeres an. 4. Abteilung des GenStdH - Heeresausbildungsabteilung: Die Heeresausbildungsabteilung erließ Verfügungen für die Truppenausbildung einschließlich der Truppenübungsplätze, für Herbst- und Sonderübungen sowie für die Ausbildung von Reserve- und Landwehrverbänden. Weiterhin hatte sie die von den Waffeninspektionen bearbeiteten Ausbildungsvorschriften vor der Ausgabe an die Truppe zu prüfen. 5. Abteilung des GenStdH - Transportabteilung: Die Transportabteilung bereitete die jährlichen Mobilmachungs- und Aufmarschtransporte vor. Im Bereich des Transportwesens war sie federführend für die ganze Wehrmacht, doch beschränkte sich ihr Arbeitsgebiet auf die Eisenbahn und auf die Binnenschifffahrt. Aus der friedensmäßigen 5. Abteilung ging zu Beginn des Zweiten Weltkrieges die OKH-Dienststelle "Chef des Transportwesens" hervor. Ihr jeweiliger Leiter war in Personalunion "Der Chef des Transportwesens der Wehrmacht" (letzterer ist ohne eigenständige Überlieferung; das Archivgut beider Dienststellen, einschließlich der Vorprovenienzen, ist im Bestand RH 4 zusammengefasst). 6. Abteilung des GenStdH - Quartiermeisterabteilung: Die Quartiermeisterabteilung hatte die Versorgung des Heeres mit allen Nachschubgütern vorzubereiten. Aus ihr entwickelte sich zu Beginn des Zweiten Weltkrieges die Dienststelle "OKH/Generalquartiermeister"(siehe Bestand RH 3). 7. Abteilung des GenStdH - Kriegswissenschaftliche Abteilung: Aufgabe der Kriegswissenschaftlichen Abteilung war die Auswertung der Kriegserfahrungen sowie die Bearbeitung, Prüfung und Herausgabe kriegswissenschaftlicher Veröffentlichungen, ferner das Studium kriegs- und heeresgeschichtlicher Probleme. Mitte 1942 wurde die 7. Abteilung geteilt in eine "Kriegswissenschaftliche Abteilung des Heeres" (siehe Bestand RH 60) und eine "Kriegswissenschaftliche Abteilung des Generalstabs des Heeres" (bereits Ende 1942 aufgelöst). Inspektion der Festungen (InFest): Der Inspekteur der Festungen hatte Vorschläge zur Ausnutzung und zum Aufbau der Landesbefestigungen zu erarbeiten. Am 24. November 1938 wurde die InFest im Rahmen der vom Oberbefehlshaber des Heeres befohlenen Organisationsänderungen der Waffeninspektionen dem Allgemeinen Heeresamt unterstellt (siehe Bestand RH 12-20). Vertragsgruppe: Sie wurde 1934 aus der Völkerbundabteilung gebildet. In der Folgezeit (ab 1935) war eine wichtige Erweiterung des Generalstabes die Bildung der Oberquartiermeister I bis V, die mehrere Abteilungen leiteten; ferner wurde die 8. (Technische Abteilung), 9. (Heeresvermessungswesen und Militärgeographie), 10. (mit zuständig für Fragen der Landesverteidigung) und 11. Abteilung (Ausbildung der Offiziere und Fortbildung der Generalstabsoffiziere) eingerichtet. Der Oberquartiermeister I war Stellvertretender Chef des Generalstabes des Heeres. Ein Teil der neu eingerichteten Abteilungen wurden nach und nach wieder aufgelöst oder ihre Aufgaben anderen Abteilungen zugeteilt (z.B. 1939 Auflösung des Oberquartiermeisters II; 1942 Auflösung des Oberquartiermeisters I und IV ¿ die Aufgaben gingen an die Operationsabteilung und Länderabteilung über; die Aufgaben der für die Generalstabsoffiziere zuständigen Personalabteilung in der Zentralabteilung wurden dem Personalamt des Heeres übertragen). Im Rahmen der Mobilmachung für den Zweiten Weltkrieg wurde der Generalstab des Heeres September 1939 in zwei Staffeln aufgegliedert: (siehe dazu: "Kriegsgliederung des OKH mit Generalstab 1939-1942", in: Ueberschär, Generaloberst Franz Halder, S. 105): Die 1. Staffel wurde als "Hauptquartier OKH" zusammengefasst. Seine Angehörigen waren dem Chef des Generalstabes des Heeres disziplinarisch unterstellt. Dieser stand an der Spitze des dem Oberbefehlshabers des Heeres zur Verfügung stehenden Führungsstabes und leitete die Operationen des Heeres in dessen Auftrag. Grundlegende Operationsbefehle wurden jedoch vom Oberbefehlshaber des Heeres unterzeichnet. Die für die Führung des Feldheeres nicht unmittelbar benötigten Teile des Generalstabes verblieben als 2. Staffel des Generalstabes des Heeres unter Führung des Oberquartiermeisters V in ihren Friedensunterkünften (Berlin), blieben dabei aber dem Chef des Generalstabes des Heeres unterstellt. Zur 2. Staffel des Generalstabes des Heeres gehörten die Zentralabteilung (GZ), die Abteilung Fremde Heeres Ost und West sowie die Ausbildungsabteilung (Ausbildungsfilmwesen), ferner die Attachéabteilung, die Kriegswissenschaftliche Abteilung und die Abteilung für Heeresvermessungswesen und Militärgeographie. Im Verlauf des Krieges veränderte sich die Organisation und Stellung des Generalstabes des Heeres. Die Führung des Polenfeldzuges lag noch in den Händen des Oberkommandos des Heeres, doch schon die Besetzung Dänemarks und Norwegens im Frühjahr 1940 (Unternehmen "Weserübung") lief unter Leitung des Chefs des Wehrmachtführungsamtes ab und wurde damit zum ersten Kriegsschauplatz des Oberkommandos der Wehrmacht. Während der Westfeldzug im Mai/Juni 1940 trat die Einflussnahme Hitlers auf die Befehlsführung erstmals in den Vordergrund. Als Organ einheitlicher Befehlsgebung diente ihm das Wehrmachtführungsamt (am 8. August 1940 in "Wehrmachtführungsstab" umbenannt), das er dazu benutzte, um in die vom Oberbefehlshaber des Heeres geführten Operationen einzugreifen. Die Planung und Durchführung des Balkanfeldzuges im Frühjahr 1941 sowie die Vorarbeiten zum Krieg gegen die UdSSR lagen wiederum im wesentlichen in den Händen des Generalstabes des Heeres. Die Tätigkeit des Wehrmachtführungsstabes beschränkte sich hier auf die Bearbeitung der Weisungen Hitlers. Im Dezember 1941 wurde der Oberbefehlshaber des Heeres, Generalfeldmarschall von Brauchitsch, abgelöst, und Hitler übernahm den Oberbefehl über das Heer selbst. Bei seinen Entscheidungen über die Operationsführung des Heeres zog er immer mehr den Wehrmachführungsstab heran. In dieser Zeit begann die eigentliche Trennung nach OKH- und OKW-Kriegsschauplätzen. Während der Generalstab des Heeres die Ostfront übernahm, lag die Zuständigkeit für alle anderen Kriegsschauplätze beim Wehrmachtführungsstab. 1945 wurde der Generalstab mit dem Wehrmachtführungsstab zusammengelegt. Vorprovenienz: Großer Generalstab Erschließungszustand: Online-Findbuch Vorarchivische Ordnung: In RH 2 ist die Überlieferung aller Abteilungen des Allgemeinen Truppenamtes bzw. des Generalstabes des Heeres zusammengefasst mit Ausnahme jener Organisationseinheiten, die seit 1938 selbständig wurden (5., 6., 7. und 9. Abteilung des Generalstabes des Heeres sowie die Inspektionen der Festungen) und demzufolge im Militärarchiv eigene Bestände bilden (siehe Punkt 2.2. und 3.2). Eine Ausnahme bildet die Attachéabteilung, bei deren Zuordnung und Verbleib beim Bestand RH 2 die im Juli 1944 befohlene Unterstellung unter den Wehrmachtführungsstab/Amtsgruppe Ausland außer acht gelassen wurde. Dies konnte erfolgen, da die Überlieferung der Attachéabteilung mit den Anlagen zum Kriegstagebuch nur bis Ende Oktober 1944 reicht und dann abbricht. Insgesamt gesehen bildet der Bestand RH 2 mit seinen mehr als 3000 Nummern ein relativ abgerundetes Bild von der Tätigkeit des Allgemeinen Truppenamtes und des Generalstabes des Heeres. Das Schriftgut sowohl des Truppenamtes - hier besonders der zwanziger und dreißger - als auch des Generalstabes des Heeres wurde, sobald es nicht mehr für den laufenden Geschäftsbetrieb benötigt wurde, aus den jeweiligen Registraturen ausgesondert und an das Heeresarchiv in Potsdam bzw. an die Außenstelle des Heeresarchivs in Liegnitz abgegeben. Das Magazingebäude des Heeresarchivs Potsdam und alle in ihm lagernde Unterlagen ¿ auch die Außenstelle Liegnitz war am 7. Dezember 1944 mit allen Archivalien dorthin zurückverlegt worden - verbrannten bei dem alliierten Luftangriff am 14. April 1945. Einzelne Bestände des Heeresarchivs waren zuvor allerdings nach Bad Reichenhall ausgelagert worden. Dort jedoch wurden sie beim Näherrücken der alliierten Truppen auf Befehl von General Scherff (Beauftragter des Führers für militärische Geschichtsschreibung) teilweise verbrannt. Verhältnismäßig dicht ist die Überlieferung aus der Zeit des Zweiten Weltkrieges, doch haben viele Kriegsereignisse auch hier schmerzliche Lücken gerissen (z.B. fehlt ein Teil der Kriegstagebücher - samt Anlagen - der Operations- und Organisationsabteilung). Soweit Archivgut aber die Kriegsereignisse überdauerte und den Amerikanern in die Hände fiel, wurde es in die USA verbracht. Dies gilt auch für das seinerzeit laufende Registraturgut des Generalstabes, das nach der deutschen Kapitulation von amerikanischen Truppen in Flensburg beschlagnahmt wurde. In den 60-er Jahren erfolgte die Rückführung der Unterlagen.           Description of the existing army: It was gradually enlarged by the allocation of further departments and official groups, further expanded in terms of organisation and personnel at the outbreak of war, and finally placed under the command of the Chief of Armament and Commander of the Reserve Army. The Army Office (AHA) worked on supplementing and arming the army in personnel, material and financial terms. The supplementary personnel department managed it according to the instructions of the OKW for the entire Wehrmacht.           History of the Inventor: Taking into account the goal of the new Reich government from 1933 to develop Germany into a power factor in the world, changes were also made to the structure of the Army Ordnance Office. Growing political tensions in Europe, the danger of an imminent war and the transformation of the previous Wehrmacht office into the High Command of the Wehrmacht as a result of Hitler's takeover of the Reich War Ministry also had an effect on the organisation of the Army Weapons Office. The departments of the office were changed into office groups, in order to do justice to the extended tasks to the war preparation. The attempt to reorganize the Army Weapons Office as the Wehrmacht Weapons Office was no longer successful in February 1945; this measure was taken only on paper, as the transfer of parts of the Army Weapons Office to northern and southern Germany had already begun. In order to implement the order, however, the office was removed from the subordination of the commander-in-chief of the reserve army and directly assigned to the chief of the army armament. The dissolution of the Wehrmacht Weapons Office began on April 27, 1945 on the orders of the Chief of the Wehrmacht Armament and was completed on May 2, 1945. The duties of the Amtsgruppen were as follows: Central Tasks Group (WaZ): The WaZ's activities covered all tasks of an economic and organisational nature that required uniform control or processing for the entire area of the Office. These included in particular issues of internal organisation, including the establishment of the staff budget, budgetary, contractual, price review and legal matters. Official Group for Development and Testing (WaPrüf): It received the requirements for the development and testing of new weapons, equipment and ammunition from the weapons inspections. These requirements were transformed into the corresponding technical requirements for the development of products at industrial companies, which were carried out under the leadership of WaA in close cooperation with them. The examination of proposals was carried out with regard to functional safety, simplification of production, use of materials of low quality, increase in performance of equipment, fundamental innovations (inventions). After the inspection, the manufactured objects were presented to the weapons inspectors for a decision with a corresponding expert opinion. The test took place at the test sites Kummersdorf, Sperenberg-Klausdorf, Grulich, Hillersleben, Rügenwalde, St. Johann in Tyrol, Mittersill and Berka, which are subordinate to the WaA. Chief Engineer (WaChefIng): The Chief Engineer was responsible for technical matters throughout the entire office. He was commissioned to take into account the latest achievements of technology and scientific knowledge in design and mass production. With the departments subordinate to him, he worked already during the development phase on the creation of faultless production documents. This also included monitoring the use of raw materials. Official Groups Industrial Armaments, Weapons and Equipment and Ammunition (WaIRüWuG and WaIRüMun): They prepared mass production in accordance with the requirements of the General Army Office (AHA) and placed orders with industry. The WaIRüWuG had to carry out the orders in peace according to the budget funds allocated for one year and to ensure a monthly performance required by the AHA in wartime. Official group acceptance (WaAbn): The weapons, equipment and ammunition were accepted by the WaAbn offices in the factories. The acceptance conditions were determined in close cooperation with the official groups WaPrüf and WaChefIng on the basis of the technical drawings and delivery conditions. The acceptance ranged from the conformity of the production dimensions with the drawing dimensions, material tests to the practical functional or bulletproof test. State institutions and also the technical universities were consulted to support the official group for the examinations. For the execution of the acceptance, the WaA was responsible for acceptance inspectors and acceptance commands. Research Department (WaF): It had to establish the connection with the other research institutions of the Reich as well as to carry out basic research and also research for specific purposes, as far as this could not be realized within the scope of the activities of other institutes. It had a research laboratory in Gottorp where, for example, the hollow charge was developed and made ready for use. Official group for flak development (GL/Flak-E): The GL/Flak-E was an official group of the Reich Aviation Ministry. She was responsible for the development of the anti-aircraft armament including the anti-aircraft tanks. Its head of the official group was subordinate to the head of the WaA until the creation of the "Chief of Technical Air Armament" office on 20 June 1944. Army Experimental Station Peenemünde As early as 1930, the Army Weapons Office was concerned with the use of the rocket motor for military purposes. The department for development and testing (WaPrüf) was expanded, as was the procurement department, and Group D of the testing department was set up as a department for special equipment with the later subordinate department Heimatartilleriepark 11 (Heeresversuchsstelle Peenemünde). In 1937, the Peenemünde Army Experimental Station was established, which was later called the Peenemünde Army Experimental Station, also known as the Peenemünde Army Experimental Station, and finally, for camouflage reasons, Homeland Artillery Park 11. In 1944, in the course of the mass production of the liquid rocket A4 (V 2), the company was converted into the private company Elektromechanische Werke GmbH, Karlshagen/Pomerania. The development of liquid missiles was the responsibility of a testing department (WaPrüf 11 ) at the Heereswaffenamt, also based in Peenemünde, which was responsible for the Heeresversuchsanstalt. Subordinate Offices These service stations, which are usually directly connected to the Army Weapons Office, had to test and accept weapons and equipment in accordance with the relevant specifications and, if necessary, submit proposals for modifications. As a result of this task, the test sites were mostly located in the immediate vicinity of military training areas and shooting ranges.           Preliminary remark: Since the end of the 19th century, military command and administrative authorities have increasingly issued general memos, training instructions, budget overviews, equipment descriptions, maneuver reports, combat experience, overviews of foreign armies, etc. to subordinate departments and units. These publications were intended to provide rapid and reliable information and were generally to be handled "only for official business", "confidential", "only in the hands of officers", "secret", "top secret" and others. Admittedly, such restrictions could change according to external political circumstances - e.g. rankings were only published in peace - so that it is not possible to clearly distinguish them from announcements in official journals or other publications. Even the regulations - Bestand M 635/1 - do not strictly differentiate these printed matters, as both their subject matter and the legal obligation were assessed differently. In general, it can be assumed that communications produced and distributed via private companies had less confidential content than those originating from the Reichsdruckerei; writings without an indication of the publisher were usually classified as secret. The documents were usually kept with the relevant files, some of them also under special lock and key, and arrived with them in the archive. The Reichsarchiv branch or the Heeresarchiv Stuttgart has removed the largely printed, at least duplicated material from the previous environment and kept it further when larger file excretions were pending, such as in the case of the fortress Ulm. In the same way, printed matter found in private estates, despite their official and mostly confidential character, was taken from there. Under changing aspects and changing editors - government inspector Alfons Beiermeister, Army Archives Council Captain of the Reserve Franz Knoch, Army Archives employee August Martin and others - the individual items thus produced were classified in the library, under the regulations, under the memorandums, later stock M 730, and under the pamphlets, later stock J 150, each of which also contained other written material. Small-format printed booklets were preferably sent to the pamphlets, while copies in folio format were sent to the memoirs or, if they were "historical" summaries, to the "Kriegsarchiv" (M 1/11) holdings. Double copies could be found in all the collections mentioned as well as in the library. Pieces assigned to the archive since about 1920 seem to have been set up as hand copies, if this proved to be useful. Foreign printed materials were only occasionally sent in via the representatives of the Chief of Army Archives, among others. As a result of the war, the indexing and classification faltered from about 1941 onwards, so that the corresponding repertories remained unfinished or were only completed after the Second World War - according to M 730 - with the insertion of individual addenda. as part of a job creation measure, the temporary employee Anneliese Fink compiled the regulations and other printed matter(1), which were only partially recorded in various lists and not signed, for the memorandums (M 730) this was done by the student temporary employee Anne Weber. With the temporary cooperation of the aspiring inspectors Elstner and Wüst as well as Häfele, Kronberger and Schön, library material was then sorted out, the regulations and the other printed matter were distributed among the new holdings M 635/1 and M 635/2, and the library and the pamphlets (J 150) in particular were checked for corresponding material on the basis of the catalogues and repertories: Now that 64 from the library, 275 from the original compilation of the regulations, among others, 275 from the memorandums (M 730), 363 from the pamphlets (J 150), 88 from the "Kriegsarchiv" (M 1/11), 21 and 52 pieces from other mostly collection holdings have been taken over and about 30 have been handed over to the military library or put back into the associated files according to their provenance, and 88 duplicates have been discarded, the holdings now comprise 863 volumes, booklets and individual sheets in 13 metres of shelving.Not included in the new holdings - already due to the necessarily different storage - were the maps and plans which were almost exclusively produced for official use and which make up the own holdings M 640 "Military Maps" and M 652 "Plan Collection". Furthermore, as already indicated, the general official gazettes and individual publications are missing here, for example the official general staff works on past acts of war, troop newspapers and war illustrations, "Tornisterschriften", training letters, etc. The same applies to wall attacks by military authorities, which form the basis of inventory J 151 "Collection of Wall Attacks", as well as pure film and pictorial material published by military authorities, a small part of which can be found in the inventories of the "Image Collections" (M 700 ff.). While writings originating from the military side were incorporated here regardless of their content, elaborations by civilian bodies - Foreign Office, Prussian Ministries of the Interior and Justice, R e i c h s k o l o n i a l a m t , R e i c h s k o l o n i a m t , R e i c h s a l a m t a n i n e , etc. - are included if they address decidedly military or military-policy matters. It would not have been possible to rank them according to the publishers because, as mentioned above, they are often not given.           1.1 Prussian Officer's Witwenkasse The Prussian Officer's Witwenkasse was founded in 1792 as an insurance institution for married officers of the Prussian army with state guarantee and support. Active officers were not required to join until 1810; previously, only voluntary membership was planned. Inactive officers were allowed to join on a voluntary basis from 1813. Civil servants of the military administration were required to join since 1818 (cf.: GStA PK, IV. HA, Rep. 7, No. 7416). Until 1824, the Offizierswitwenkasse was organizationally linked to the Allgemeine Witwenverpflegungsanstalt, which had already been founded in 1775. The name of the Offizierswitwenkasse was later changed to Militärwitwenkasse and finally to Militärwitwenpensionsanstalt. The basis for the activities of the insurance company was the regulations for the Royal Prussian Officer's Witwenkasse of 3 March 1792 (cf.: GStA PK, IV. The law of 20 May 1882 on the welfare of widows and orphans of direct state officials (cf.: Gesetzsammlung für die Königlich-Preußischen Staaten, 1882, pp. 298-304) amended the provision for the survivors of Prussian state officials. Section 23 of this Act granted military officials previously insured with the Military Witwenkasse a right of resignation within a period of three months. Military officials could no longer be accepted as members of the military widow's fund. The law of 17 June 1887 concerning the welfare of widows and orphans of members of the Imperial Army and Imperial Navy (cf.: Reichsgesetzblatt, 1887, p. 237-244; GStA PK, IV. HA, Rep. 7, no. 7421) introduced the provision for survivors of officers, military doctors and military officials of the Imperial Army and Imperial Navy. As a result of this law, the military widow's fund was no longer obliged to become a member and its members had the opportunity to withdraw from the fund within a period of 3 months. In addition, § 29 of this Act stipulates that no new members may be admitted. However, the Prussian military widow's fund continued to exist after 1887 to carry out its tasks. Those members and widows who had not made use of their right of withdrawal could continue to receive benefits from the Military Widow's Fund. The Prussian Military Witwenkasse and its affiliated institutions were finally dissolved (cf: Bitter, Rudolf von: Handwörterbuch der Preußischen Verwaltung, 3rd ed., Berlin and Leipzig 1928, vol. 2, p. 167). 1.2 Affiliated military widow and orphan funds As a result of the German War of 1866, the military pension funds of the annexed states of Hanover, Kurhessen and Nassau were affiliated to the Prussian military widow funds. However, the funds were not formally dissolved but continued to exist for the members entitled to a pension and continued to be administered by the Prussian Military Witwenkasse until the final liquidation in 1923. In 1902 the Unteroffizierswitwenkasse des Mecklenburg-Schwerinschen Kontingent was added (cf. GStA PK, IV. HA, Rep. 7, No. 7418[Statutes of 1904]). This had emerged from the noncommissioned officers' committee of the Mecklenburg-Schwerin contingent, which had existed since the middle of the 19th century. 1.2 Pensions Department of the War Ministry The Department of Disability, which was later called the Pensions Department, was responsible for dealing with the pension and pension matters of the Prussian army. After the end of the First World War, the military supply agencies were first run by the Pensionsabteilung (Abw) des Heeresabwicklungsamtes Preußen and later by the Abteilung Preußen des Reichspensionsamtes für die ehemalige Wehrmacht. At the beginning of the 1920s, the pension files were handed over to the responsible pension offices. The provision of care for the surviving dependents of soldiers who died in the First World War or military personnel who died as a result of service damage also belonged to the area of responsibility of the Reich's pension system (cf: Bitter, Rudolf von: Handwörterbuch der Preußischen Verwaltung, 3rd ed., Berlin and Leipzig 1928, vol. 2, p. 937). The basis for the activities of the main pension office and the pension offices was the law on the provision of benefits for military personnel and their surviving dependents in the event of official disability (Reichsversorgungsgesetz) of 12 May 1920 (cf.: Reichsgesetzblatt, 1920. pp. 989-1019). The establishment of the authorities was initially provisionally regulated by the Law on the Pension Authorities of 15 May 1920 (cf.: Reichsgesetzblatt, 1920, p. 1063f) and finally by the Law on the Procedure in Pension Matters of 10 January 1922 (cf.: Reichsgesetzblatt, 1922, p. 59-85). 2. inventory history 2.1 Militärwitwenkassen At first, only the documents of the Prussian Offizierswitwenkasse of the Reichsarchiv, Berlin Department, which had grown up until the dissolution of the old army in 1806, were handed over to the Geheime Staatsarchiv PK (see: GStA PK, I. These files were transferred to the Army Archive in Potsdam in the 1930s as part of the demarcation of the holdings and were probably destroyed there during the war-related destruction of this archive in 1945. The extent of the lost member and widow files can only be guessed from the observation that in 1935 about "1000 large packages of officers' widow's fund" files were transferred to the Secret State Archives PK (cf.: GStA PK, I. HA, Rep. 178 C 4, Nr. 2586[Zugangsbuch für Archivalien 1927-1935]). Only a small number of general files and some accounting documents remained in the Secret State Archives of the PK. In addition to the member cadastre (list of members), a number of name registers and lists of files have been preserved. However, these only provide very little information about the members of the military widow's fund or their relatives. 2.2 Supply files The supply files created in the supply departments of the War Ministry and the Imperial Navy Office were submitted to the Brandenburg-Pomerania Main Supply Office after the relevant military authorities had been wound up. In October 1946 the pension files were taken over by the Secret State Archives PK (cf.: GStA PK, I. HA, Rep. 178 C 4, No. 2586). Due to the effects of the war only a reduced part of the originally considerably more extensive file material was available at this time. The acquired files were evaluated in 1946 (cf.: Preface to the Old Find Book of the former GStA PK, X. HA, Rep. 101). At that time, the supply files of the following groups of military personnel were classified as worthy of archiving: - Officers (from the rank of colonel or captain at sea) - military physicians - veterinarians - building officials - administrative officials - judges and auditors - geographers, topographers and cartographers - professors and teachers at military schools - army pastors - members of colonial protection troops - participants in colonial campaigns. Selected individual cases have also been passed down. The remaining files have been collected. The position GStA PF, X. HA, Rep. 101 Versorgungsakten was formed from the transferred pension files. These files contain a variety of biographical materials such as farewell requests, service career certificates, pension statements, salary questionnaires and support requests. Together with the supply files, probably also the file lists and pension recipient lists as well as individual files of the supply departments of the War Ministry or the Reich Marine Office, which were also kept in the main supply office Brandenburg-Pomerania, were transferred to the secret state archive PK. This partial stock was not distorted. The collection also contains a number of files from foundations and troop funds supporting former military personnel, including the National Appreciation for Veterans Foundation. These foundations were administered by the pension department of the War Ministry. The files were also transferred to the Secret State Archive PK via the Brandenburg-Pomerania main public utility office. The documents handed down are primarily a manageable number of documents on the accounting and capital management of the foundations. However, with one exception (see GStA PK, IV. HA, Rep. 7, No. 6931), there are no directories with the names of beneficiaries. As part of the reorganisation of the holdings in 2009 and 2010, the existing reference book from 1949 was retroconverted by archive employee Guido Behnke. This means above all that they were married at the time of their military career. It is also important that only a relatively small amount of biographical data (e.g. date of birth and death, name of wife, unit) is available in the member lists. However, it should be noted that the original member and widow files have not been handed down. To use the membership lists, it is first necessary to determine the membership number of the military person you are looking for. The alphabetical name registers (classification group 01.07.01) can be used for this. As soon as the membership number is known, the relevant chronologically ordered membership lists can be reviewed. This is first of all the so-called. Member cadastre, which contains all members who have joined the Offizierswitwenkasse since its foundation in chronological order.           Administrative history: In connection with the separation of state and church, a state school system with general compulsory schooling was created in Hamburg relatively late. The basis was the "Law on Education" of 11. 11. 1870. In 1863 the Interim High School Authority was established, which replaced the Scholarchate and from 1871 was called the High School Authority. It was divided into four sections: 1. section for scientific institutions, 2. section for higher education and from 1874 also for private education, 3. section for elementary education including teacher seminars, 4. section for rural education (until 1874 for private education), which was dissolved around 1920; only individual files were continued until 1938.           Content and Evaluation The Supreme (Land) Government was founded in 1806 as a collegial authority in the execution of the manifesto of King Frederick I's organization. It seems that the contemporary chancellory lists were uncertain about their correct spelling, at any rate the variants "Oberregierung" and - according to the predecessor authority in Ellwangen - "Oberlandesregierung" were represented almost equally frequently in the written material. The name is also misleading, because the authority was not a government in the current sense, but only a department of the Ministry of the Interior with responsibility for the so-called Regiminal Subject. According to the opinion of the time, this included in particular the safeguarding of the royal sovereignty rights, police matters throughout the country with the exception of the residential cities of Stuttgart and Ludwigsburg, the supervision of all state officials with the exception of the administration of justice, and the confirmation of elections to magistrate and other offices, Issues of subjects' and citizens' rights including emigration (deduction and after-tax), participation in military conscription, matters of prisons, breeding, labour and orphanages, poor institutions, trade, commerce and crafts as well as fire insurance. The files prove - particularly impressive in the case of the Landgraviate of Nellenburg, which was first allocated to Württemberg in 1806, the provisional Württemberg offices of Weiltingen and Nördlingen or the areas around Wiesensteig and Geislingen, Tettnang, Ravensburg and Ulm, which were also only briefly owned by Bavaria - the restlessness and often misunderstandings in the Paris treaties of 1810 until the settlement, The situation in the border regions was marked by provocations and acts of violence, the break-up of grown structures (such as parish priests), the abrupt interruption of road connections, the capping of rights, customs and habits by the new borders, and the liquidation of the structures created by the previous owners and the conditions left behind in the towns and regions that had finally become Württemberg after the State Treaty of 1810. D 44 is an almost flawless provenance collection, only in isolated cases do the files originate from predecessor or successor authorities (Bü 112: 'Retardatenkommission'; Bü 441 and 562: Oberlandesregierung Ellwangen; Bü 528: Fürststift Ellwangen). The local or regional assignment of each file follows the use of the registry of the upper government, which has assigned each operation to a particular ruling dynasty, but has not always done so correctly. Therefore, individual title recordings can reflect facts or events that cannot actually be expected from their territorial-dynastic classification, as for example in Bü 159, which contemporary registrars have assigned to the Grand Duchy of Hesse, but which contains mainly correspondence with the government in Karlsruhe due to the former Hanaulichberg places of reference in Baden since 1803. The - also already contemporary - assignment of the Büschel 379 to the Grand Duchy of Baden is not at all comprehensible from a factual point of view, since it is a matter of the request of the court chamber of Hesse and Darmstadt in Arnsberg for extradition of the documents relating to the Teutonic Order commander Mülheim from the archives of the Grand Master government in Mergentheim. Originally, the collection was divided into 59 bundles or federations, the contents of which were reproduced in the Marquart repertory (1912) only in keywords. In the course of the reworking these bundles were dissolved into a total of 673 individually recorded files with a total volume of 4.4 linear metres. The Office of the Chief President, established in 1815/16 also in the province of Westphalia, was originally intended to play a more representative role. However, the very task of controlling the subordinate authorities, especially the district governments, lent weight to his work. The Office of the Chief President - and thus, for historical research, the files resulting from this function - acquired its actual significance through the task of representing the supreme state authorities on a special mission and in exceptional circumstances, in particular in the event of danger in arrears and in the event of war, i.e. when administration began to become political - in the narrower sense - in times of crisis. Political action by the chief president was also in demand when it came to exercising the rights of the state vis-à-vis the Protestant Church and, in the 19th century, especially vis-à-vis the Catholic Church. The portfolio of the Chief President also deserves special interest because it is a central fund for Westphalia. However, it is not self-evident that it also contains non-Westphalian subjects. These refer to the expansion of the competence of the Chief President for Westphalia in particular through the office of the "Chief of the Civil Administration" in connection with the preparation or in the first years of the Second World War, which brought with it an expansion of the area of responsibility also to the Rhineland. Beyond Westphalia, i.e. for the area of Wehrkreis VI, the district of the Chief President extended as "Reichsverteidigungskommissar". With a view to these focal points in the administrative work of the Chief President, the present volume ¿Polizei, Justiz, Militär - Chef der Zivilverteidigung, Reichsvereidigungskommissar¿ (Police, Justice, Military - Chief of Civil Defence, Commissioner for the Defence of the Reich) was selected for publication from a total of eleven finding aids now available in the Staatsarchiv Münster. This is essentially based on the modern archive indexing performed in 1972ff., the subject titles and classification of which were largely to be adopted. In the current preparation for printing, however, more intensive file analyses were carried out for titles that did not appear sufficiently meaningful. This is intended, inter alia, to draw attention to the events contained in the files which originated in other Prussian provinces and which, although sent for information only, nevertheless had a fundamental or model character. On the one hand, the file analyses thus aim at a greater use of a file tape. On the other hand, it is precisely through them that a superfluous excavation of archival records should be avoided, which seems increasingly necessary for conservation reasons.
