        In 1849, after the introduction of the ministerial organisation, special departments were created for the tasks of the administration of worship and medicine performed by the government or its Special Department of Education (see 2.21-1). These departments were temporarily attached to the Ministry of Foreign Affairs and then to the Ministry of Justice as departments for educational, medical and spiritual affairs. It was not until 1919 that a special ministry was established under the above-mentioned authority name, the members of which were also individually referred to as "Ministry of Education", "Ministry of Art", "Ministry of Spiritual Affairs" and "Ministry of Medicine". The competence extended to the entire area of education administration (including the University of Rostock), the administration of art institutions, the supervision of religious communities (including the supervision of foundations and institutions for pious and mild purposes) as well as all matters of medical and health care (including veterinary matters). After the transformation of the State Ministry in 1934 (Rbl. 1935, p. 3), the Ministry was renamed "State Ministry, Department of Education, Arts, Spiritual and Medical Affairs". With the ordinance of 6 Oct. 1941 (Rbl. 1941, p. 199), the previous departments were given the designation "Science, Education and Training". At the same time the affairs of the Staatstheater, the Mecklenburgische Landesbühne and the Landestheater Neustrelitz (to the State Ministry) as well as the health service (to the State Ministry, Department of the Interior) were spun off.         History of the Inventory Designer: The All-German Association was founded on 9 April 1891 under the name "Allgemeiner Deutscher Verband" with its headquarters in Mainz as a reaction against the German-English Zanzibar Treaty. The main tasks were to revive German national consciousness, to support German nationality abroad and to promote German interests in Europe and overseas, especially German colonial policy. In 1894 the name was changed to Alldeutscher Verband. In 1918 the seat was moved to Berlin. The association's programme was expansionist and nationalistic. Especially in the Habsburgs' Austro-Hungarian Empire, anti-Semitism and anti-Slavism were already pronounced before the First World War. With his ideological aim he acted as an intellectual precursor of Hitler's fascism. In March 1939 he was dissolved by Reinhard Heydrich on the grounds that his programme had now been fulfilled. Processing note: Findbuch (1960/70) Inventory description: Inventory history In 1942, the last chairman of the association, Dr. Heinrich Class, handed over the remains of the association archive to the Reichsarchiv. In 1943 further files of Prof. Calmbach (Stuttgart) were added to the Reichsarchiv. In 1950, the German Central Archive in Potsdam (later Zentrales Staatsarchiv Potsdam) took over the AV documents, which had been stored out together with other holdings of the Reichsarchiv during the Second World War. Due to a lack of old finding aids, there is no information about possible war-related losses. Archive evaluation and processing As a result of the first simple indexing of the documents in the German Central Archive in Potsdam, a finding index was created in 1960 which described 720 file units with a circumference of 9.2 linear metres. In 1970 the collection was reworked, partly refoliated, renumbered and redefined in terms of content. As a result, a preliminary finding aid book was created, which was technically processed in the period from 2003 to 2005. The search book can now be searched online on the website of the Federal Archives.         History of tradition: The Badisches Staatsministerium as the highest state authority was established in 1817. It replaced the State Council, which was formed only in 1811, and which in turn emerged from the Ministerial Conference established in 1809. The State Ministry, to which the State and other ministers and other senior officials listened, served primarily to advise the sovereign and had no legislative or administrative powers of its own. From 1820 to 1825, the Ministry of State performed additional functions for the Ministry of Justice. In the years 1871 to 1893 the abolition of the Ministry of the Grand Ducal House and Foreign Affairs brought him a clear increase in competence, which at times made him a small specialist ministry himself. 1919 after the foundation of democracy the government elected by the Landtag according to the new Baden constitution of 21 March 1919 bore the name State Ministry. The documents of the Baden State Ministry cover a period from the emergence of the Grand Duchy at the beginning of the 19th century to the immediate post-war period; in individual cases it covers the margraviate of Baden in the Old Reich and the Electorate of Baden as well as the time of the emergence of the Federal State of Baden-Württemberg. The tradition of the Baden State Ministry is indispensable for understanding the modern territorial state in the 19th century; it complements the holdings of the Baden Justice, Culture, Interior, Finance and War Ministries (holdings 234 to 138) and the Baden State Parliament (holdings 231 and 231a) in a select manner. Processing: The previous card index was retroconverted from 2013 to 2015 as part of a DFG project. Spelling and reading errors were corrected and terms and formulations modernised to make the title recordings easier to understand. Unclear or obviously incorrect signatures were corrected, duplications resolved and missing and incorrect running times added or improved in order to achieve better clarity of the holdings and simplify future searches. 1997-68 access was resolved and integrated into the holdings or the finding aid.         Inventory history: "Saved for Baden" in 1995, a rare source genre in Germany, 923 so-called homage addresses, previously unknown evidence of the lively participation of the citizens of the country in the fortunes of their princely house, were saved from the New Castle Baden-Baden. They could be acquired as an almost closed collection; only a few were sold at auction in 1995 or were excluded from sale and remained in the possession of the margravial family. Most of the addresses date from the reign of Grand Duke Friedrich I (1852-1907). During this period of constitutional monarchy, the distance between the now mature subjects and their sovereign had decreased. Above all as representatives of cities, associations, professional associations, political, cultural and charitable institutions of the country or countries connected with Baden and even individually, they paid their respects to this and his wife Luise, born Princess of Prussia, especially for weddings, birthdays and other anniversaries of their house. Due to her extensive charitable activities and as the daughter of Emperor Wilhelm I, the Grand Duchess herself also received homages. The addresses of the military associations, which honour the Grand Duke in his capacity as the supreme commander of the country, are particularly numerous and magnificent, and the connection between the two houses of Baden and Prussia is reflected both in the artistic design of the addresses and in their texts. Thus, the Grand Duke's appreciation of his role as the father of the country can sometimes evoke themes from the history of the Reich, such as Baden's relationship with Prussia, the imperial unit whose patrons included the Grand Duke, colonialism or increasing militarism. A large number of the addresses united in this collection and their containers are elaborately designed and give an impression of the craftsmanship of the time, whereby the historicist style predominates. Among them are some works of the Karlsruhe professors for decorative painting at the school of arts and crafts, Hermann Götz and Karl Eyth; the portfolios are headed by the Durlach company of Eduard Scholl and his successor, and numerous old signatures bear witness to the fact that the addresses of homage also attracted attention among their recipients. They were inventoried several times and kept in the library or in the natural history cabinet. These earlier signatures are also noted in our repertory. Among the older ones are the handwritten signatures of the Hofbibliothek Karlsruhe on rhombus-shaped labels (inventory and holdings since 1995 in the Badische Landesbibliothek; our abbreviation: H). The handwritten or stamped signatures on rectangular labels can be traced back to later inventories since the 1880s by the gallery inspector Dr. Karl Kölitz (our abbreviation: K), Richter (our abbreviation: R) and probably Count Schweinitz as well as Albert Hartmann, Baden-Baden (our abbreviation: B). Lydia Filaus took over their input into the computer program Bismas. The remaining title recordings were made by Dr. Hansmartin Schwarzmaier and after preliminary work by Hiltburg Köckert the undersigned. Since the addresses are already cited in the literature with provisional signatures during the indexing, a concordance of these and the now valid signatures is added to the repertory. The current number sequence of the addresses corresponds to their storage according to formats in the magazine. Since the title entries of the addresses in the find book are structured according to their occasions, these numbers jump there. The 11 addresses remaining in the castle Salem were taken up with the designation Salem 1ff. in the repertory and described after slides taken in the new castle Baden-Baden 1995.         Origin and tradition: The Grand Ducal photo collection from the reign of Frederick I and his wife Luise probably originated from gifts, orders and acquisitions (e.g. while travelling). It is not yet possible to say to what extent there was a real will to collect, but the collection was carefully preserved, partly noted in inventory lists and probably moved from Karlsruhe Castle to the New Palace in Baden-Baden in 1919. There, even after the death of Grand Duchess Luise, he occasionally grew. When the castle inventory of 1995 was dissolved, the State of Baden-Württemberg was able to acquire the entire photo collection for the General State Archives; a selection of family photos and some magnificent volumes remained the property of the House of Baden. He also owns an essential part of the photo collection of the last Grand Duke, Frederick II, who fortunately was not kept in the Freiburg Palais after 1919. Content: The medium of photography was highly valued and consciously used at the Baden court as a modern form of princely representation. The distribution of portrait series to the public can be reconstructed and the long reign of Frederick I enabled the presence of the "father of the country" or the "parents of the country", as can be found among the Hohenzollern, the Wittelsbachers or the Habsburgs. Documents from these photo commissions to the court photographers make up a not insignificant part of the collection. The proportion of gifts and souvenir pictures received after anniversaries, celebrations, manoeuvres, exhibitions, inaugurations, etc. is greater; the handing over of portraits of foreign visitors also belonged to this group, especially in the context of the summer stays in Baden-Baden. One of the most important gifts are probably the works with which photographers wanted to attract attention, acquire the title of court photographer or receive further commissions; in this way, works from the early days of photography came into the Grand Duke's possession: signed prints by Charles Clifford, the Upper Italian and Southwest German series by Jakob August Lorent in 60x80 format already admired at the time of their creation (Lorent also left to the Grand Duke a detailed description of his recording and development process) or, to name regionally effective photographers, photographs by Richard/Heidelberg, Tillman-Matter/Mannheim, Th. shoe man

        Preliminary remark: Following the example of the French prefect system, King Frederick created the provincial authorities foreign to the old Württemberg administrative structure through the Organization Manifesto of 1806, which he had already formed in the electoral bailiwicks of New Württemberg (1803-1806). The entire country was divided into twelve districts, each of which was made up of an equal number of high offices. Only the residential cities of Stuttgart and Ludwigsburg remained outside the districts. Each district was headed by an aristocratic district governor who, with the help of a legally educated actuary, was in charge of the supervision of the internal administration of his area of office, in contrast to the collegial principle of the New Württemberg bailiwicks. The district administration was poorly staffed and did not have exclusive jurisdiction. The district governor, a "Commissarius perpetuus" between ministries and senior officials, was in the end "not much more than a 'postman' between those offices that really govern and really administer" (Grube).with the manifesto of 27.10.In 1810, the circles were divided geographically into twelve bailiwicks (départements) of about 100,000 inhabitants each, each with a slightly different geographical classification. The names of these départements, mountains and rivers, already show the model of the French départements, which were of course much larger. The district governor was replaced by a bailiff (Grand Drossard), but his position and duties remained unchanged. The district governor or bailiff was assigned a district tax council (Landvogteisteuerrat), which supervised the accounting of the offices and official maintenance as well as the property status of the cities, offices and municipalities, and a criminal advice with special supervision authority over the prisons. He was also in charge of the bailiff's doctor (since 1814) and the road inspector. The IV edict of 18 November 1817 abolished the previous twelve bailiwicks with effect from 1 January 1818 and replaced them with a more efficient middle instance, namely four district governments with sufficient personnel. The 7th district, established by the organisational manifesto of 1806, gave its name to Rottweil. The district comprised the upper offices of Hornberg, Rottweil, Spaichingen, Stockach and Tuttlingen. In 1810 it was transformed into the "Landvogtei am oberen Neckar", again with Rottweil as its official residence. In October 1908, the government of the Schwarzwaldkreis in Reutlingen transferred the existing files to the Archive of the Interior, where Rechnungsrat Marquart prepared a summary index of the individual alliances, which was used as a valid repertory in the Ludwigsburg State Archives until spring 1964. The repackaging of the holdings, carried out in late 1963, was used as an opportunity to carry out a somewhat more detailed indexing of the individual fascicles on the basis of their old inscriptions and to separate out the numerous files from the time of the Electoral Bailiwick (1803-1806). The latter are in future to be found in stock D 7 (Kurfürstliche Landvogtei Rottweil) according to provenance. All this work was carried out under the direction of the undersigned archive employee F. Röhrich. The undersigned himself endeavoured to rearrange the stock, whereby the predominant serial character of the files - probably to be explained by the official competence of the bailiff (outlined above) - suggested a simple grouping according to categories. In order to make the scope of the individual rubrics clearer, an alphabetical order has been omitted in favour of an arrangement according to certain factual aspects. 507 tufts on 8 m.         The archive of the Rabanus-Maurus-Gymnasium was stored in the archive room of the Gymnasium, which was located in the basement of the building at 117er Ehrenhof, until it was taken over by the city archive on 3 September 2008. The files, photos and documents were stored on wooden and steel shelves and in locked steel cabinets (personalia), roughly sorted according to material groups, file groups or filing layers. Earlier registry orders were no longer recognizable. The printed programmes (predecessors of the annual reports) and prize distributions up to 1900, the testimonies from 1901 to 1944, censorship lists from 1894/95, 1900/01 and 1910/11 to 1944/45 (incomplete) as well as files up to 1992/2000 and photos up to 2005 were taken over by the City Archives, as well as a selection of course books from 1974/75, 1979/80, 1984/85, 1994/95 and 1995/96. The part of the school archive now stored in the town archives comprises the printed prize distributions of the Lycées of the Napoleonic period, the invitations and programmes of the Grand Ducal Gymnasium as well as the preserved documents of the Grand Ducal, Old (or Autumn) and New (or Easter) Gymnasiums. In addition, the records from the Hessian, National Socialist and post-war periods. The files of the representative for the secondary schools in Mainz 1945 (personal union with the then director Dr. August Mayer), the files of the circle of friends and sponsors of the Rabanus-Maurus-Gymnasium (formerly: Bund der Freunde und ehemaligen Schüler des Humanistischen Gymnasiums) and 2 files of the Philologenverband Rheinland-Pfalz (board in personal union with the director Dr. Peter Fehl) belong to the archive. The documents of the representative for the secondary schools in Mainz are especially interesting for the school system of the immediate post-war period in Mainz and because of the documented denazification measures of Mainz teachers. The circle of friends and supporters of the Rabanus-Maurus-Gymnasium takes care of contacts with former pupils, organises events and plays a decisive role in events such as school anniversaries. The registry work began in January 2011 and was completed in October 2013, the trainee Mrs. Saskia David recorded in August 2011 the archival records no. 209 / 400 - 708. Although two registry layers were still visible during the registry work, it must be stated that the majority of the originally existing registry orders have been dissolved over the decades. The school archive was thoroughly thinned again and again, especially for school anniversaries and commemorative publications or other publications. Documents were torn out of their original file context and brought into new "artificial" contexts. In this way, folders were created with topics such as "Interesting Facts on School History" or material collections for essays, commemorative publications, exhibitions and anniversaries. The two registration layers mentioned above included the administrative files from about 1930 to 1945, arranged according to the registration plan for secondary schools [signature 209 / 1042, with date of receipt stamp of 4 July 1931], which provides for file groups from I.1 to XXV.10, and the second administrative files from 1946 to 1959, which were created according to the same plan. The files were stapled in cardboard folders of different colours, handwritten with the registration signature and the title according to the registration plan. Since the folders contained a metal stapling, they were in most cases replaced by archive folders. The original registry signature, if available, is indicated in the Faust database and in the Findbuch in the category "Old registry signature". Archivale 209/978 contains an extended version of the above-mentioned registration plan (10 pages, typewritten, 1959). Until the end of the First World War, the tradition essentially consisted of testimonies, censorship lists and personal files, which began in 1870. With a few exceptions, the transmission of material files only begins at the end of the First World War. In Archivale 209 / 897, there is a reference to the fact that "the files of the Gymnasialarchiv are very incomplete, since a large part of them was lost during many years of storage in the wet cellar of the destroyed school building [at the 117er Ehrenhof]". School principal Dr. Fehl writes on 15.4.1959 (209/978): "Due to the effects of the war further documents, especially of the "Old Gymnasium" are no longer available." In addition, it is pointed out that "the files of the Hessisches Staatsarchiv Darmstadt and the school department of the then government in Darmstadt concerning the grammar school were completely destroyed by fire in 1944". (209/897) The holdings included two files of the Gutenberg School, Oberschule für Jungen (now Staatliches Gymnasium am Kurfürstlichen Schloss), which were added to the holdings of the City Archives: 202/246: Luftwaffenhelferangelegenheiten (1942-1945) and 202/247: Schülerunfallversicherung (1936-1944). The receipts of the 1960s, hourly tables of other federal states (1965), files on the class parents' advisory board, on long-distance calls, stocks of cleaning utensils and on the Mainz study level 1979/80 (13 D1-3, pupil's bows), a total of about 1 linear metre were collected. The holdings now include the indexes 1-1069, the following signatures were not assigned: 209 / 412, 413, 606, 671, 790, 975, 976. Because of the described state of the Gymnasialarchiv, a new overall content structure was created, which is based on the classification for the Gymnasium am Kurfürstlichen Schloss (holdings 202) archive already listed in the Stadtarchiv. The photo collection of the Rabanus-Maurus-Gymnasium, as far as it was taken over into the city archives, is extensive and includes photos from the 1890s to 2005. Unfortunately, it is largely disordered and still requires a proper sorting, sorting and indexing (cf. 209 / 1044-1069). 26.10.2013, Ramona Weisenberger School History The history of the Mainz Humanistic Gymnasium, today's Rabanus-Maurus-Gymnasium, has been excellently researched and published, only the commemorative publications "400 Jahre Gymnasium Moguntinum : Festschrift des Rabanus-Maurus-Gymnasiums Mainz. - Mainz, 1962", "Gymnasium Moguntinum : the history of the Rabanus-Maurus-Gymnasium Mainz. - Mainz, 1980" and "Rabanus-Maurus-Gymnasium Mainz : the history of the school / edited by Ferdinand Scherf, Meike Hensel-Grobe, Franz Dumont. - Ruhpolding [et al.], 2007" For an understanding of the files and the history of provenance, the important organisational changes in school history will be presented here. The file tradition does not begin until the 19th century, for the sake of completeness the prehistory is briefly mentioned below. The school was founded on 9.12.1561 as "Gymnasium Moguntinum" in the Burse Zum Algesheimer by the Jesuits and was also run by the Jesuits until 1773. From 1618 to 1782 it was in the Domus Universitatis and from 1782 to 1792 in the Kronberger Hof, where the seminary had previously been located from 1662 to 1773. In 1792 the school moved to the Augustinian monastery, where it remained until 1798, when the city was taken over by the French. Under French rule the grammar school was continued from 1798 to 1802 as a central school and from 1802 to 1814 as a French imperial lyceum in the former Jesuit novitiate. After the withdrawal of the French in 1814, the school now had its seat again in the Kronberger Hof as "Großherzoglich Hessisches Gymnasium bzw. Großherzogliches Gymnasium". In 1829 the "Bischöfliche Gymnasium", founded in 1805, was integrated into the Großherzogliche Gymnasium. In 1889 the grammar school was divided into two buildings due to the increasing number of pupils: In the new building on Kaiserstraße, where the Rabanus-Maurus-Gymnasium is still located today, the middle and upper grades of the grammar school were first accommodated, the lower grades and three preschool classes were taught in the old grammar school at Kronberger Hof. In 1900 the Gymnasium was divided into two separate institutions with their own directors: the Großherzogliches Ostergymnasium in the Kaiserstraße with the start of school at Easter and the Großherzogliches Herbstgymnasium in the Kronberger Hof with the start of school in autumn. From 1912/13 the school year begins in all schools at Easter, so the Herbstgymnasium is renamed Altes Gymnasium and the Ostergymnasium is renamed Neues Gymnasium. Since the beginning of the war in 1914, the Neue Gymnasium on Kaiserstraße has served as a military hospital (after the end of the First World War, the French Girls' Lycée was set up there) and is therefore housed together with the Realgymnasium under catastrophic spatial conditions in today's Schlossgymnasium. In 1923 the Realgymnasium was confiscated by the French occupying authorities, now the Realgymnasium and Neues Gymnasium are accommodated in the Höhere Mädchenschule, the school attendance takes place in shifts. Under these poor conditions, the number of pupils in both the new and old grammar schools is declining. In response, the "Bund der Freunde des Menschenrechtsistischen Gymnasiums" was founded in 1922 to halt the decline of the Gymnasium. In 1924 Neues Gymnasium and Altes Gymnasium were merged in the Kronberger Hof to form the "Altes Gymnasium" or "Hessisches Altes Gymnasium". From 1925 the institution was called "Hessisches Gymnasium", as you can read on the certificates, or just "Gymnasium Mainz" (see 209/963). Starting from these years the number of pupils slowly rises again. Under National Socialist rule, the Gymnasium was renamed "Adam-Karrillon-Gymnasium" on 12 May 1933. Adam Karrillon was a former high school student, doctor and local poet. In January 1943 the lessons were transferred to the former Hermann-Göring-Schule, today the Staatliche Gymnasium am Kurfürstlichen Schloss. The school building of the Adam-Karrillon-Gymnasium is destroyed during the bomb attack on Mainz on 27.02.1945. After the end of the Second World War, teaching was resumed on 2 October 1945 at the Marienschule am Willigisplatz (today's Bischöfliches Willigis-Gymnasium) under the new director Dr August Mayer, who was also the representative for the secondary schools in Mainz. The name "Adam-Karrillon-Gymnasium" is no longer used, instead the school is again simply called "Gymnasium Mainz". In June 1953, the school was renamed "Staatliches Rabanus-Maurus-Gymnasium" (State Rabanus-Maurus Grammar School), which can now move back into the rebuilt school building on Kaiserstraße / 117er Ehrenhof. In 1958 the classical philologist Dr. Peter Fehl took over the management of the grammar school, which he held until 1977. In 1962 the school celebrates its 400th anniversary.         The holdings 60 (Municipal Administration/Mairie of the City of Mainz, 1798-1814) have a complicated and eventful history of order and description. In the following, an attempt will be made to list the individual stages of this inventory in chronological order. Order of the registry in the French period (1798-1814) The archives 60/113 provide information about the administration of records of the Mainz city administration 1798-1814. The first part is a list of all files and official books created or kept since the establishment of the municipal administration, which was compiled on the 25th Prairial VIII. It also contains the civil status registers, which will not be taken into account in the following, as they are listed and described in section 50. The second part was built successively in the following years until 1814. In each year a file list of the yearly created and closed files was made. The division into two is undoubtedly a consequence of the Napoleonic administrative reform of 1800 (transition from municipal administration to Mairie). Year after year, the secretariat and the offices of the municipal administration/Mairie created a file volume on certain subjects, so that a kind of subject series register was created. At the end of the year the volumes were handed over to the "Archives" (= registry). Therefore, when the list was drawn up, only the current files of Year VIII were located in the individual offices. In addition to files, a large number of official registers were kept. They played a far greater role in the French administration than in the German administration, since they served on the one hand as the administration's most important auxiliary and finding aids, but on the other hand also reproduced contents, so that the actual subject files, in which the incoming and (initially also) outgoing letters were stored, probably only rarely had to be accessed. All incoming and outgoing letters have been registered in the official records referred to here. Among them the general register "Régistre Général" is to be mentioned first as letter (entrance) diary. A number was assigned to each incoming letter in the Secretariat. The number was noted on the received letter with the addition "R.G.". In addition, a brief summary, the sender, the date of the letter and the office to which it was assigned were recorded in the General Register. Where a reply to a letter received has been drawn up or a decision taken, its number has also been recorded in the General Register. The numbers of the "normal" letters ("lettres") were replaced by "corr." (=correspondance), those of the resolutions ("arrêtés") are marked "arr. The concepts of "lettres" and "arrêtés" are attached to the respective subject file volumes only until Vendémiaire VII/September 1798 (applies to Lettres) or until the end of Year VII beginning of Year VIII/October 1799 (applies to Arrêtés). In addition, they were recorded in fair copy in two other series of official registers also kept by the Secretariat, the Correspondence and Advisory Register. On this basis, the numbering of "lettres" and "arrêtés" already mentioned was also carried out. The letter received to which an outgoing letter referred can be seen on the one hand in the Registre Général and on the other hand in the letter received itself, on which, in addition to the 'R.G.' number, the 'Arr.-' number also appears. or "Corr." No. was noted. The Mairie continued to keep the General Register and the "répertoire", a kind of subject register, but decided not to keep the resolution and correspondence registers. This made the concepts of "lettres" and "arrêtés" the only evidence of the letters and regulations issued. In order to keep track of them, their drafts could no longer be filed in the subject file volumes together with the letters received in response to which they were initiated, but had to be organised separately. The concepts of the outgoing letters were thus numbered consecutively from September 1798 and October 1799 (see above) and formed two series in which the drafts of the "lettres" and "arrêtés" were filed chronologically and (mostly) summarised monthly. If one follows 60/113, a further change occurred with the establishment of the Mairie: The secretariat/police office and Bien Public office files are kept by the secretariat, while the financial office still seems to have its own registry. The files created and kept at the secretariat are usually stored in beige paper sheets - often printed forms that have been turned over. Until the year XI, the respective subject series file was held together with a glued-on paper strip, which was provided with the file title. They've been numbered since year X. There are about 60 subjects for the secretariat, whereby the number fluctuates, since new subjects were added from case to case or older subjects were omitted, thus there were series splits or series associations, over which 60/113 offers a good overview. The subject files of a year were most likely bundled and stored in these bundles (inscription: year) in the old registry/archive. Probably for this reason, part of the "French Archive" was only grouped together in file aprons before the new indexing. The Commissioner of the Executive Board of the Municipal Administration apparently also had his own registry. Subject files were also created for him. The files shall be numbered after the title of each file, preceded by the abbreviation "No." . Their duration often exceeds one year, often covers years VI to VIII and thus the entire term of office of the Commissioner. Also on the documents of these files one finds numbers of a general register, so that it can be assumed that the commissioner of the executive directorate had its own general register and thus its own document administration (a kind of own secretariat). The holdings also include files from the provenance of the Administrative Commission of the School Fund, which were left in the holdings because of their proximity to the city administration. In the case of these files, there was no longer a recognizable order of files or registries. The files of the negotiations of the municipal council are wrapped in blue cardboard and were apparently kept separately from the other files of the administration. Some files of the collection, especially those concerning accounting, are wrapped in light blue cardboard and have German lettering. Also the formulation of the titles of the acts indicates that they were written in Hessian time (after 1815). There is much to suggest that these were files that were needed by the city administration during the Hessian period. This, of course, required a review of the French files. At the beginning of the 20th century (around 1920?), the librarian Heinrich Heidenheimer presumably attempted to dissolve the old subject files, which had been laid out on a year-by-year basis, and to merge them according to new subject matters. From the documents which were not (or could not be?) assigned to a "large" subject, he tried to create individual files. Not affected by this reorganization were the official books, the Arrêtés and Lettres series, and (probably) 23 bundles, which only remained ordered by year. The result of this attempt at classification is documented in the old register "Französisches Archiv - Bestand 60". The bundles in which the new subjects were grouped were numbered from 1-148 (one number per subject, so several bundles could have the same number if the subject was supposed to be the same). In part, however, a number did not conceal a reference file, but rather a very thin - already mentioned - single case file containing only a few sheets or even only one printed matter. The number of this file was mostly completed with a Roman "II". At the time of the redrawing, the individual case files were often located within the beige file apron in orange, strongly acidic folders (60s?) with filler lettering. Inside the other file aprons, envelopes made of crumbled packing paper with a high acid content, which could date from around 1920, were used to structure the documents. These envelopes were often labelled with only one year and were irrelevant for the context of the file. Only summarily (without signature or numbering) are listed in the directory - as mentioned - Lettres and Arrêtés, official books, military matters, matters concerning the inhabitants, accounting (also printed matter), taxes (also printed matter), the port and schools/lessons. Eight bundles were only labeled with letters and sorted alphabetically. According to the register, these were "requests to the administration, sorted by personal names (e.g. passports)". This series, too, was first created at the beginning of the 20th century by the order works. An example of how it was done: In a bundle with the old signature 138 (138-subjects: medical police/138,1; midwives/138,2; vaccination/138,3; medicine/138,4 and 138,5) there were ONLY old file covers with the following titles and registry signatures: IX/...X/14, XI/14 : Police medicinale XI/12: Police medicinale, vaccine, Maison d'accouchement, pharmacie XII/14: Police médicinale, vaccine, accouchement XIII/14, XIV/15: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, glacière 1807-1812/13, 1814/13: Police médicinale, pharmacie, vaccine, accouchement, épidémie, épizootie, enfants trouvés, glacière, quinquina The original subject files were thus dissolved according to the new subjects 138,1-138,5, the original file covers were separated. (In other cases, the file covers also remained in part of the closed file.) Where the documents on livestock epidemics, foundlings and glaciers remained is not apparent at first. Unfortunately, it must be noted that the content of the parts of the file which were among the various subjects did not always correspond to those subjects! It is probable that the "annual bundles" still found at the time of the new listing should also be dissolved. The order within these bundles was chaotic. This disorder has either already existed in the French old registry (the disordered documents would then never have been assigned to a subject file...) or has arisen from the attempts of archivists to organize them. Or both "procedures" come together. The main subjects in the unresolved annual bundles were: "Police civile en générale", "Affaires mixtes", "Certificat, renseignements sur des individus, "Pièces à communiquer", "Publication ...". These are therefore precisely those subjects which can hardly be assigned to other "large" subjects and which were probably not of great importance for the administration at the time either, so that no great attention and working time will have been devoted to the sorting of these documents. It is likely that archivists wanted to use these documents to create the alphabetical series "Requests to the administration, sorted by personal names (e.g. passports)". Ordnungs- und Verzeichnungsarbeiten Heiner Stauder (1991-1995) Heiner Stauder began in 1991 with the order and indexing of the official book series. After the completion of this work, the drawing of the militaria was started. Various attempts at order and sorting (registration of all numbers of the Registre Général; dissolution of the Lettres and Arrêtés series and assignment to the corresponding letters received; dissolution of individual subject series, including "service militaire", "police militaire", "affaires militaires"; formation of individual case files for submission) proved to be impracticable. The listing of the "Militaria" was interrupted in order to prefer the listing to the "Medicinalia" due to user requests. The following signatures were assigned: 001-136: Amtsbücher 150-186: Militaria 201-215: Bürgerannahmen (They were arranged alphabetically by Mr. Tautorat around 1991/92 and then entered in a card index of names, which is located in the finding aid cabinet of the user room). 300-349: Documents and series, mainly health and poor affairs concerning 350-508: "arrêtés"; 509-703: "lettres"; the no. 350-703 were recorded by Mr. Jung in autumn 1995. The development of a printed matter collection for the French period according to the model of the Landesherrlichen Verordnungssammlung (LVO) was started by leaving only one copy of printed ordinances or news, as far as they were present several times in the file volume, in the file. The rest have been separated. The documents of the Mainzer Veteranenverein found in the "French Archive" were spun off and assigned to the corresponding estate. Mr. Stauder also began with the separation of individual documents, which were only to be assigned to a file bundle after completion of the recording, and with the dissolution of the old FA60 bundles according to subject matter. The author has also continued his recording of subtitles and alto and registry signatures (see below). After the described experiences and on the basis of the peculiarities of the found stock, the author renounced to form (new) series - however it may have been - or to restore the old registry order - also only in rudimentary form. Instead, a numerus currens distortion was performed on the basis of the found condition. The merging of units that belonged together in terms of content thus took place only after the title listings had been completed - on the basis of the classification and the three - very detailed - indices. The subject file bundles listed in the old directory FA 60 were dissolved, since the file aprons contained a wide variety of subjects, which were often only roughly summarized under one catchword. The bundles were reviewed, units with related contents within the bundles - some of them still in the original file covers of the registry - were left together and newly recorded (the old archive signature is of course always indicated). The still unrecorded militaria had already been pre-ordered by Mr. Stauder and reassembled according to the facts. The signatures 269-273 and 284-285 were made by him, left so by me and listed. Individual documents within the various bundles, which differed completely in content from the otherwise found subjects, were first separated and, after completion of the indexing process, added to the archives to which they fitted in terms of content. The old small files, the individual files mentioned above, were left as they were and re-inserted. The bundles, which were only marked with a year (probably part of the original old registration), were also dissolved according to subject matter. Recognisable units (e.g. through labelled file envelopes) were of course retained. If possible, documents that had not been (pre-)sorted were either newly created according to subject (e.g. Militaria, Year VI) or first separated and, after completion of the indexing, added to suitable archival records. In total, the stock now comprises 60 1308 units of description or serial numbers. The last current number is 1319. The numbers 140-148, 882 and 944 were not assigned. Subtitles and registry signatures Subtitles are located in brackets below the titles of the files I have assigned. They are usually the original French title(s) of the subject file(s) found on an old envelope within the newly recorded archives. It is only indicated if there is such an original envelope in the file and if the title also matches the content of the documents it contains. Due to the old order work before 1991, the original connections were torn apart - as described above - so that the original file covers only remained in part of the original files, were separated or reappeared in completely different contexts. If it was clearly visible that only part of the original subject file was present in or near the original file cover, only the applicable part of the original file title is also indicated as a subtitle. On the original file covers, in most cases the year and the number from the list of subject series registries were indicated in addition to the file title (for example as year "an 14", as number "21", as title "Corps de metier"). As far as such a file cover was available and fitted to the content or partial content of the newly recorded archive, this registry signature was indicated as follows: XIV/21 (XIV for the year 14 of the French Republic, 21 for the number from 60/113). For years VI to IX, the year and the "heading" under which the subject in 60/113 is to be found have been indicated, where recognisable. The files more frequently contained a large number of documents from the Electoral period. If it was evident that these were pre-files to the events of the French period, they were left in the archives. If no connection was discernible, the events were passed on to Dr. Dobras for classification in electoral holdings. Nachprovenienzen The Lettres series does not end with the end of French rule in Mainz and the handover of the town to German troops on 4 May 1814, but continues until the end of 1814. For this reason, all files of the year 1814 under Lord Mayor Freiherr von Jungenfeld were left in this inventory, since the registry was at least partly continued for so long according to the French model.         History of tradition History of the authorities Born from the idea of enlightenment and the doctrine of humanity, the social situation of the peasantry, to which the majority of the population belonged, was also to be raised in Hohenzollern. Thaer's teaching on more rational cultivation and the chemical research results of Justus von Liebig in agriculture and animal nutrition made it possible to put this endeavour to intensify agriculture into practice. In Hohenzollern, the "backward peasants" were officially taken care of, and they joined together in agricultural associations. The spread of the liberalist idea - to generate profit and spend more money on the mechanization of agriculture - made it necessary to unite the peasants. The farmer should not cultivate the field by hand alone, he should manage his farm as a business economist with consideration and calculation and thus he was made in those days from farmer to farmer. In 1841, the farmers' associations that had opened up in the Principality of Hohenzollern-Sigmaringen merged to form the "Verein zur Beförderung der Landwirtschaft und Gewerbe in Hohenzollern-Sigmaringen". By sovereign decree of 02 April 1841 (Collection of Laws Principality of Hohenzollern-Sigmaringen Vol. VI, p. 14) the statutes of the association became legally binding. The purpose of the association was: "For the purpose of the revival and spreading of the agricultural and commercial industry and for the promotion of economic prosperity in general". His main tasks were: Arable farming, meadow farming, fruit growing, horticulture, forestry and livestock breeding. Furthermore, the association tried to find the trades that had the closest connection to the agricultural enterprises, such as breweries and distilleries. On the other hand, it promoted non-profit economic institutions and enterprises, such as community baking ovens, etc. A central office of the Association for Agriculture and Trade was established as a link between the government and the farming community. Three district offices stood under this central office as the actual executive and effective organs. The district of the first district office comprised the offices of Sigmaringen, Ostrach, Wald and Achberg. The second district included the offices of Gammertingen, Strassberg and Trochtelfingen, while the third district was established for the offices of Haigerloch and Glatt. The said statute of 02.04.1841 determines in § 4 ff. the composition and the tasks of the central office. The central office, as the leading authority of the whole, has its seat in Sigmaringen and consists of at least 9 members to be appointed by the Reigning Prince for a period of 3 years each, from which the Board and its deputies are appointed by equal appointment. The central office was the organ through which, on the one hand, the government negotiated with the district associations. On the other hand, requests, requests from clubs to the government. After the Hohenz. Land in the Kingdom of Prussia had merged, the association revived in 1852. By order of the royal Prussian government to Sigmaringen of 18.08.1853 the association was extended on whole Hohenzollern. In the Principality of Hohenzollern-Hechingen only private agricultural associations existed until 1848, which were financially supported by the sovereign. When the new association was founded, the management of the entire association remained in the hands of the central office. It consisted of elected and appointed members. After the new company was founded, the central office was divided into a department for agriculture and forestry and a department for trade and industry. With the expansion of the association to the whole of Hohenzollern, a new division of territory had become necessary and a new district association was founded for the district of Hechingen. The Strassberg Upper Administrative District was separated from the second Gammertingen-Trochtelfingen District Association and assigned to the Sigmaringen-Wald-Ostrach Upper Administrative District Association. Further district associations were formed in 1872, 1873 and 1875 for the district of the former Glatt upper office, for the Achberg municipal district and for the Ostrach upper office district with the municipalities Kalkreute, Habsthal and Rosna. The association as a whole used the "Mitteilungen zur Beförderung der Landwirtschaft und der Gewerbe" (Mitteilungen zur Beförderung der Landwirtschaft und der Gewerbe, published since 1841) as a publication medium. In addition, annual "annual reports" of the association followed. The central office of the Association for Agriculture and Trade was replaced by the Chamber of Agriculture. In order to safeguard the overall interests of agriculture and forestry, a chamber was also established in Hohenzollern on the basis of the Prussian Law on the Chambers of Agriculture of 30.06.1894, by ordinance of 06.03.1922 (G.S. p. 55). These agricultural chambers were replaced in 1933 by the "Reichsnährstand" and were only rebuilt after the collapse in 1946. The files of the "Zentralstelle des Vereins für Landwirtschaft und Gewerbe in Hohenzollern" (Central Office of the Association for Agriculture and Trade in Hohenzollern) remained as old registry with the following authorities. It was not until 1950 that the files, insofar as they still existed, were taken over by the Sigmaringen State Archives (Acc. Jour. 1950 No. 10) and set up as holdings Ho 420 "Zentralstelle des Vereins für Landwirtschaf und Gewerbe in Hohenzollern". This list was drawn up according to the old registry signatures. Due to a lack of numbers in the individual subject areas, the files concerned are often housed in the following subject area. The "Zentralstelle" also had an extensive specialist library. We have an exact list of the books from 1876 in the catalogue published by H. Grube in 1877. The library was fragmented after the political collapse in 1945. In 1951, the holdings were sorted, repertorised and packaged and magazined by K. Herzog, an employee of the State Archives. In the course of the standardization of the repertory writings of the State Archives, the repertory, which was still written by hand in 1951, was revised by Government Inspector Kungl and the fair copy was brought into its current form by the employee Mrs. Kalkuhl.         Description of the holdings: The head of the army archives was the head of archives for the Wehrmacht part of the army with its official seat in Potsdam. The chief of the army archives was in charge of the army archives in Potsdam, Vienna, Munich, Dresden and Stuttgart, the army archives branches in Prague and Gdansk, as well as the representatives in the occupied territories and the Wehrmacht sighting station for prey files. The Chief of the Army Archives was responsible for the recording of files of the High Command of the Wehrmacht, of the High Command of the Army with subordinate offices, of the command authorities, troops, administrative authorities and other institutions of the army (cf. HDv. 30 Correspondence and Business Transactions of the Wehrmacht, Appendix 2). The User Regulations regulated the lending and use of the Army Archives (cf. BArch RH 18/437). After three years of negotiations, the Reich and Prussian Minister of the Interior and the Reich War Minister agreed in September 1936 that the military files should be taken over by the High Command of the Army. On April 1, 1937, the chief of the army archives and the army archives under his command took over the military archives, which since 1919 had been administered by the Reichsarchiv, its branches in Dresden and Stuttgart, and the war archives in Munich. The Chief of the Army Archives was subordinate to the Chief Quartermaster V in the General Staff of the Army until 1942. With the reorientation of the writing of war history, Hitler subordinated the Chief of the Army Archives to the Commissioner of the Führer for Military History, Colonel Scherff, with effect from 1 July 1942. From 1937 to 1942 Friedrich von Rabenau was the chief of the army archives, from 1942 until the end of the war Karl Ruppert, who had been in charge of the Potsdam army archives since 1937. The management of the Heeresarchiv Potsdam and the office of Chief of Army Archives were merged in 1943. Heeresarchiv Potsdam The Heeresarchiv Potsdam was divided into three departments. Department A administered the Brandenburg-Prussian Army Archives, the archives of which ran from the 17th century until the dissolution of the Prussian army in 1920. Department B kept the files of the volunteer formations formed after World War I and of the Reichswehr. Section C was intended for the recording of Wehrmacht files, i.e. from 1935 with the re-establishment of military sovereignty. The departments of the Heeresarchiv Potsdam were divided into subject areas. Other organisational units included the collections, estates, maps and the picture collection. In 1935, the Berlin Department of the Reichsarchiv (especially the Prussian War Ministry after 1867) and the Central Office of Records for War Losses and War Graves were also subordinated to the Heeresarchiv Potsdam. The Heeresarchiv Potsdam continuously took over the war diaries of all command authorities and troops as well as the court files of the field and war courts in the court file collection centre. The file collection centre West in Berlin-Wannsee mainly recorded loot files from various military offices in France. The organisational structure of the Heeresarchiv Potsdam was not uniform and changed several times until 1945. In territorial matters, the Heeresarchiv Potsdam was bound by the instructions of the commander in Wehrkreis III (Berlin). A British air raid on Potsdam on 14 April 1945 hit the service and magazine building of the chief of the army archives and the army archive Potsdam hard. The holdings of the Brandenburg-Prussian Army Archives were almost destroyed. This concerned, among other things, the files of the Prussian military cabinet, the files of the Prussian Ministry of War, the war files of the unification wars and the most important war diaries with attachments from the First World War. The personal records of the Prussian army and the Reichswehr are considered almost completely destroyed. In 1943 the Heeresarchiv Potsdam outsourced the department for the recording of war diaries to Liegnitz in Silesia. At the end of 1944 this branch was moved back to Potsdam. Later, the Heeresarchiv Potsdam outsourced large quantities of its archives. Shortly before the enclosure of Berlin, the war diaries of the Second World War and a few particularly valuable older files were transferred to Blankenburg in the Harz Mountains and to Bad Reichenhall or Kufstein in "two transports of 4-6 railway wagons each" (Poll). The archives in Blankenburg were confiscated by the Western Allies. These were the war diaries of the Army High Commands, the General Commands, the divisions and other army departments as well as parts of older files. The war diaries of top army authorities were burned in Reichenhall and Kufstein on the orders of Scherff, the Führer's representative for military historiography. The destruction of older files, estates and collections in Reichenhall could be prevented by the responsible official. Heeresarchiv Wien The Chief of the Army Archives took over the War Archive Vienna after the integration of Austria in 1938. It was the central military archive of the Austro-Hungarian monarchy until 1918 and of the Republic of Austria until 1938. After the beginning of World War II, the Army Archives Vienna was assigned the Southeast Files Collection Point for the collection of loot files from the Southeast region. In territorial matters the Army Archives Vienna was bound to the instructions of the commander in the military district XVII (Vienna). Today the War Archives are under the control of the Austrian State Archives. Heeresarchiv München After the foundation of the Reichsarchiv in 1919, the Kriegsarchiv München was able to maintain its status as an independent Bavarian archive and was not subordinated to the Reichsarchiv as a branch of the Reichsarchiv, as were the archives in Dresden and Stuttgart. In 1937, the head of the Heeresarchiv took over the Kriegsarchiv München as the Heeresarchiv München. The Army Archives Munich covered the entire Bavarian military tradition from about 1650 to 1920. After the beginning of World War II, the Army Archives Munich was assigned the file collection point South, in particular for the recording of Italian booty files. In territorial matters, the Heeresarchiv München was bound by the instructions of the commander in Wehrkreis VII (Munich). After the Second World War, the Kriegsarchiv München was subordinated to the Bavarian Hauptstaatsarchiv. Despite losses during the war, the majority of the holdings have been preserved and enable source research into military history before 1919 as a replacement for the lost archive of the Potsdam Army Archives. Army Archives Dresden In 1937, the head of the army archives took over the Dresden branch of the Reichsarchiv from the Reichsarchiv as the Dresden Army Archives. This service was responsible for the stocks of the Saxon Army (XII. (I. Royal Saxon) Army Corps and XIX. (II. Royal Saxon Army Corps). The holdings of the Army Archives Dresden covered a period from 1830 - 1919 without a clear demarcation between the holdings and the Main State Archives Dresden. In territorial matters the Army Archives Dresden was bound to the instructions of the commander in the Military District IV (Dresden). During the Anglo-American air raid on Dresden on 13 February 1945, the personal documents of the Saxon army suffered losses. Despite losses during the war, the majority of the holdings have been preserved and enable source research for military history before 1919 as a replacement for the lost archive of the Potsdam Army Archives. The government of the USSR returned the preserved holdings of the Dresden Army Archives to the government of the GDR after the war. Until reunification they were administered in the military archives of the GDR in Potsdam. The Bundesarchiv-Militärarchiv transferred the holdings to the Hauptstaatsarchiv Dresden in 1991. Heeresarchiv Stuttgart The head of the army archives took over the Reichsarchiv branch Stuttgart from the Reichsarchiv in 1937 as Heeresarchiv Stuttgart. This office was responsible for the holdings of the Württemberg Army Corps (XIII (Royal Württemberg Army Corps) and the XIV (Grand Ducal Baden Army Corps). In territorial matters the Heeresarchiv Stuttgart was bound to the instructions of the commander in the Wehrkreis V (Stuttgart). The Heeresarchiv Stuttgart has been preserved without war losses and, as a replacement for the lost records of the Heeresarchiv Potsdam, enables source research for military history before 1919. Today the Heeresarchiv Stuttgart is subordinated to the Hauptstaatsarchiv Stuttgart. The archives of the XIV (Grand Ducal Baden) Army Corps are stored in the General State Archive in Karlsruhe, although the Grand Duchy of Baden from 1871-1919, in contrast to Bavaria, Saxony and Württemberg, did not have a military reserve right. Army Archives Prague Branch The Army Archives Prague branch administered the former Czech army archives and recorded archival material of the Austro-Hungarian army in Bohemia and Moravia. It was in charge of supplementing the official archival material with collections, making the holdings available for use by Wehrmacht offices, and providing information. In territorial matters, the Army Archives Prague branch was bound to the instructions of the Wehrmacht Plenipotentiary at the Reich Protector in Bohemia and Moravia (Wehrkreisbefehlshaber in Böhmen und Mähren). The Gdansk Army Archives Branch The Gdansk Army Archives Branch captured the military archives captured during the Eastern campaigns, in particular the Polish Army Archives. It had to record this material, make it usable and provide information from the files. In territorial matters, the Gdansk Army Archives Branch was bound by the instructions of the Commander of Military District XX (Gdansk). The Commissioner of the Chief of Army Archives at the Military Commander in France The Commissioner of the Chief of Army Archives at the Military Commander in France in Paris had to supervise and evaluate the French army archives. He was to inventory sources on German history, copy documents and collect contemporary historical material. The Commissioner of the Chief of the Army Archives at the Military Commander in Belgium and Northern France The Commissioner of the Chief of the Army Archives at the Military Commander in Belgium and Northern France in Brussels was to evaluate the Belgian Army Archives, enable their use by German agencies, inventorise sources on German history, copy documents and collect material on contemporary history. The Commissioner of the Chief of the Army Archives in Alsace-Lorraine The Commissioner of the Chief of the Army Archives in Alsace-Lorraine in Metz was concerned with the re-registration of German army files, the sighting of French prey files, in particular the Maginot Line, and the provision of files for Wehrmacht offices. The Commissioner of the Chief of Army Archives in the Netherlands The Commissioner of the Chief of Army Archives in the Netherlands, based in The Hague, was responsible for overseeing and evaluating the Dutch army archives. He was to inventory sources on German history, copy documents and collect contemporary historical material. The Commissioner of the Chief of Army Archives at the Commander of the German Forces in Denmark The Commissioner of the Chief of Army Archives at the Commander of the German Forces in Denmark, based in Copenhagen, was to evaluate the Danish Army Archives and collect material on contemporary history. The Commissioner of the Chief of the Army Archives at the Wehrmacht Commander Norway The Commissioner of the Chief of the Army Archives at the Wehrmacht Commander Norway in Oslo took over the management of the Norwegian Army Archives, gave information to German offices and collected contemporary historical material. The Commissioner of the Chief of the Army Archives in Italy The Commissioner of the Chief of the Army Archives in Italy was commissioned, after the fall of Italy and the invasion of the Wehrmacht in Italy in 1943, to secure the files of the Italian army for the writing of war history and for evaluation by Wehrmacht offices. The Commissioner of the Chief of Army Archives in Athens After the occupation of Greece, the Commissioner of the Chief of Army Archives in Athens was responsible for the inspection and safeguarding of the Greek Army records as well as an archival-military inventory. The Commissioner of the Chief of Army Archives in Belgrade The Commissioner of the Chief of Army Archives in Belgrade evaluated the Yugoslavian Army files, provided military replacement services, pension offices and information on resettlement issues. Furthermore, he should collect contemporary historical material. The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ostland The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ostland in Riga administered and evaluated the military archives and holdings in Riga, Kaunas, Vilnius. He provided information for the military replacement services and recorded German and Polish army files. Furthermore, he should collect contemporary historical material. The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ukraine The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ukraine in Kiev had to evaluate the military archives in Kiev and Kharkov and to record Austrian and Polish military files. He was involved with the collection of contemporary historical material. The Commissioner of the Chief of Army Archives at the Commanding General of the Security Forces and Commander in the Army Area North The Commissioner of the Chief of Army Archives at the Commanding General of the Security Forces and Commander in the Army Area North had to evaluate the seized military archives and collect historical material. The Commissioner of the Chief of Army Archives at the Commander of the Rear Army Area Center The Commissioner of the Chief of Army Archives at the Commander of the Rear Army Area Center had to evaluate the seized military archives and collect historical material. Wehrmacht-Sichtungsstelle für Beuteakten The Wehrmacht-Sichtungsstelle für Beuteakten checked the loot files arriving from the front for their salary and forwarded them to Wehrmacht offices, as far as the files seemed important to them for further warfare. In territorial matters, the Wehrmacht sighting post for loot files was bound to the instructions of the commander in Wehrkreis III (Berlin). Preprovenience: Reichsarchiv Content characterization: The files of the RH 18 holdings Chief of Army Archives contain personal and material files of the "Chief of Army Archives" and almost all offices subordinated to him. In addition, the inventory contains regulations and announcements of the respective territorially competent command authority, e.g. of the military commander in France or of the commander in Wehrkreis VII (Munich). The records of the holdings of the Heeresarchiv Potsdam are assigned to the holdings. This includes finding aids of the registries, delivery directories and finding aids of the army archives. These records provide an overview of the numbers and contents of the former holdings and supplement the lost holdings of the Prussian army with organisational documents. The lists of estates contain biographical information. A special feature of the RH 18 collection are its personnel files, which, in contrast to most other personal documents of the Wehrmacht, have not been removed from the collection. The personnel files were classified by the respective services. The permanent exhibition of the Heeresarchiv Potsdam is virtually reconstructed in the online find book for RH 18, arranged according to display cases or themes. War diaries, orders, military conventions, correspondence between well-known generals and contemporary collection material from 1679 until after the end of the First World War were included in the Archivalienschau by the staff of the Heeresarchiv Potsdam. The documents have been filed thematically in display cases. On the reverse side of the documents the responsible subject area of the Heeresarchiv Potsdam, the holdings and the serial number are indicated. The Federal Archives and Military Archives do not present these archival records in their original form, but in microfiches. They are supplemented by the minutes of the executive committee of the citizenship and files on the activities of the parliamentary groups from 1880 onwards. A further focal point is the correspondence between the Senate and the citizens. There is also a list of all citizenship members. The largest part of the stock is taken up by the traditions of the committees. They are structured according to subject matter and cover all areas of legislation and administration.

        Inventory historyThe 2668 units of description recorded in this repertory are only a fragment of the original records of the Konsistorium - albeit a quite respectable one - as they were before the authority moved to Düsseldorf in 1934. With the help of the received handwritten or typewritten file directories, the losses or inventory shifts that have occurred can be reconstructed exactly. The chronology spans over forty years:I) As early as 1931, extensive files were collected within the Consistory. The basis for this decision, which was made in the Koblenz office building due to acute lack of space, was a list drawn up in 1929 by Konsistorialoberinspektor Mähler ("sale of files for stamping"). In today's Main State Archives, this collection with a total of 512 volumes (running time 1786-1838, predominantly 1815-1826) is assigned to Department 2 (Rheinisches Behördenarchiv). (4) A parallel transfer of 525 files of the period 1816-1827 took place to the State Archives Koblenz, where they formed the collection 551. Unfortunately it was completely burned during the air raids on Koblenz in 1944. The same fate suffered stock 443 (princely Wiedische government in Neuwied), in which some Konsistorialakte under the Nr. 143-161 were integrated. Only the finding aids of these two holdings are still available in the Landeshauptarchiv Koblenz. Further consistorial acts were assigned to the following holdings:Best. 309, 1 (French Consistorium General Mainz) No. 1-17Best. 381 (Landeskommission St. Wendel) No. 17-33Best. 382 (Government St. Wendel) No. 420-502Best. 387 (Landgräflich Hessische Regierung Homburg) No. 187-295The holdings 309, 1 and 387 are still in the LHA Koblenz, the remaining two are today on permanent loan in the Landesarchiv Saarbrücken.III) 1936-1937, after lengthy negotiations with the Staatsarchiv Koblenz, the consistorial files in the narrower sense that began in 1826ff. were returned to the Provinzialkirchenarchiv (Provincial Church Archive). It had been in Bonn since 1928, and since 1936 it had its own premises in Hofgarten 13. A 46-page compilation of these extensive holdings by Lic. Rodewald from 1938 is available. (5) These are predominantly the older files of the 19th century, but also, for example, the documents from the war period 1914-1918; in any case, these were files which were "only" of purely historical value and which were considered dispensable for the business.IV) On 14 November 1939, the Konsistorium issued a circular letter to the Superintendents on the possibility of handing over the examination papers of deceased priests to family members. The background was a request by the now Provincial Church archivist Lic. Rosenkranz, who thus sought to alleviate the acute lack of space in the Hofgarten. Initially, 31 pastors whose documents had already been selected by Rosenkranz are listed here. (6) The unsolicited examination papers were then to be destroyed in February 1940. The campaign was continued eight more times until February 1943, when it fell victim to the wartime restrictions on the Consistory's operations. (7) The only condition for the file request was the submission of 50 Pfennig return postage. A total of 908 pastors were listed. It is not possible to determine which documents were actually still requested back by the families and thus saved from later destruction.V) On 12.11.1943, the director of the Koblenz State Archives, Dr. Hirschfeld, in his capacity as air-raid commissary, called on the Konsistorium to outsource the files kept in Düsseldorf (8). This was rejected on the grounds that the (current) personnel files were already in an air-raid shelter recognised as bomb-proof; for the remaining files, structural security measures would now be taken immediately. These can be found documented in a cost estimate of 10.12.1943 by architect Otto Schönhagen, the head of the provincial church building authority: The registry office facing Freiligrathstraße is to be provided with protective walls for -some modest- 720 Reichsmark. It can be assumed that these conversions were carried out at the beginning of 1944. In any case, the files remaining at the Konsistorium itself came through the war without any noticeable losses.VI) On the other hand, the Hofgarten 13 building was completely destroyed during the air raid on Bonn on 18 October 1944. The fire had reached the cellar so quickly that both the older personnel files of the pastors and the Konsistorial inventory returned from Koblenz in 1937 were totally lost. In contrast to the old pertinence holdings, these holdings were not outsourced to the Provinzialkirchenarchiv and the Kirchenbücher. This is by far the greatest loss suffered by the original Consistorial tradition, especially in the 19th century. It is to be quantified on approx. 400-600 volumes of fact files (Generalia and Spezialia) as well as on an even higher number of personnel files. In this repertory, the burnt predecessor volumes are listed under the heading "Remarks"; the frequently occurring spring numbers in the holdings signatures indicate the complete loss of a file. For a very detailed reconstruction of the holdings destroyed in Bonn, which would be possible, the Rodewald List would have to be compared with the existing handwritten file directories. Fortunately, to a certain extent there exists a replacement tradition in the form of files of the Upper Presidium of the Rhine Province in the LHA Koblenz. (9) Important material that has not otherwise been handed down in Düsseldorf is also contained in the Rhine Province Department of the holdings 7 (Evangelical High Council of Churches) in EZA Berlin. (10)VI) On 24 February 1972, the Regional Church Office decided to hand over the long overdue files of the former Consistory to the Regional Church Archive. (11) Previously, despite their duration, some of which dates back to 1826, they were considered to be registry properties and were also administered by the registry. Since also in 1971 in connection with the move into the new office building of the LKA in the Hans-Böckler-Straße a general registration cut took place, the specialties of the church districts and the church communities were pulled out of the Konsistorialakten and summarized to separate stocks (31 church districts as well as 41 local records). Unfortunately, the separation was not complete, so that still considerable file parts remained in the Konsistorial inventory. In the present repertory, it is always noted if the following volumes are in stocks 31 or 41. Conversely, in the typewritten finding aids for these two holdings, it is noted which pre-volumes can be found in the Konsistorial files. note on useThe following file plan of the Konsistorialkanzlei dates from the 19th century and was updated into the 1940s. The term "n.a." (no files available) for individual subgroups can indicate complete loss due to the effects of war. As a rule, however, the relevant files have been removed as outlined above and added to newly created series of holdings. This also applies to all personnel files. The 90 business diaries preserved for the period 1928-1948 are added to the list of units of description listed here. There have been no archival indexing aids for the stock so far. A typewritten alphabetical index of the existing files, created in 1931 by the registry of the time, was available, though without any information on the running time. Two further large-volume handwritten file indexes were first written in one hand around 1850 and then updated over a period of almost 100 years. (12) Many of the files listed there have now been lost. Nevertheless, the two files still retain an important significance, since they indicate the file transfers and re-signings within the Konsistorial registry and the reconstruction of the lost holdings is at all only possible with them.The first partial file recording by auxiliary staff began around 1990. The undersigned has compared the contents of these photographs. It was not possible to completely standardize their extremely different distortion intensities. The present repertory is therefore not "of one mould". The index in this printed version covers only the names of places and persons as well as a few selected terms. A complete keyword search is possible via the database of the Archive of the EKiR. The files of the Konsistorium cover almost all facets of church life in the Rhine Province. The tradition for the time of the Weimar Republic and the Nazi regime up to 1945 is almost completely preserved. On the other hand, the files from the First World War are largely lost, not to mention the often only rudimentary tradition for the 19th century. With the previous scientific use one cannot avoid the impression that the latent mistrust of wide church circles in the Rhineland towards this authority has been reflected since its foundation up to the research. In addition, there may be an understandable aversion towards individual members of the Consistory who are burdened in the church struggle.         History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) was above all responsible for the administrative reorganization and modernization of the Grand Duchy. The Organisational Edict of 26 October 1809 divided the Grand Duchy of Baden into 66 sovereign and 53 ranked offices. The offices of the rank were gradually abolished, the last in 1849, after the final renunciation of their sovereign rights by the rank masters. In the case of the provincial district offices and upper offices, mergers and dissolutions within the framework of organisational changes led to a reduction in the total number of administrative structures in 1936/1938 from originally 66 to 27 after the changes ordered in the administrative structures during the National Socialist era. Originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. As subauthorities, district offices were subordinated to the district directorates as medium instances - the district office Constance, created in 1809, was first subordinated to the directorate of the Seekreis with its seat in Constance. The organisational reform of 1832 enlarged the scope of these funds and replaced the originally ten district directorates, with the exception of the Seekreis, which was named after rivers, with four district governments: Government of the Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterheinkreis. The Constance district office was now under the control of the Seekreis government. Finally, the Law on the Organization of Internal Administration of October 5, 1863 abolished the district governments without substitution as the medium instances of state administration and subordinated the district offices directly to the Ministry of Interior. As a link between local and central authorities, the law of 1863 (amended 1865) installed four state commissionariats, namely Konstanz, Freiburg, Karlsruhe and Mannheim, each of which was headed by a state commissioner with a seat and vote in the ministry. The Constance District Office was assigned to the Sprengel of the Constance State Commissariat. In 1864, the Grand Duchy of Baden was divided into eleven district associations as local self-governing bodies without state tasks, retaining the district offices and state commissionariats as state administrative authorities. The Konstanz district association, based in Konstanz, comprised the state administrative districts of Engen, Konstanz, Meßkirch, Pfullendorf, Radolfzell (abolished in 1872), Stockach and Überlingen. State organ with the district federations was the administrative official of the district, in which the district federation had its seat, as a district captain. The Executive Board of the Constance District Office was also the District Governor of the Constance District Association. The corporate body of the district association was the district assembly of elected members. The Kreisverband Konstanz is thus the actual "ancestor" of the Landkreis Konstanz as a local self-governing body. 1924 the name of the executive committee of the district had already been changed to Landrat. By the county regulation of 24 June 1939 the 1864 established county federations were abolished and replaced by counties. In the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. The area and authority of the new administrative district of Constance as a municipal self-governing body was now congruent with the administrative district of the state administration. In the reorganization of the administration after the end of the war in 1945, the legal supervision of the districts, which now became real local self-governing bodies with democratic legitimation, was initially transferred from the state commissioners to the (South) Baden Ministry of the Interior. Following the formation of the federal state of Baden-Württemberg, it was replaced by the Regierungspräsidium Südbaden as the central authority for the administrative district of Südbaden - the Regierungspräsidium or Regierungsbezirk Freiburg since the administrative reform of 1971. The district and later Landratsamt Konstanz was repeatedly changed from its establishment in 1809 to the year 1952. Particularly noteworthy here is the increase due to the abolition of the Radolfzell district office in 1872, whose municipalities were all assigned to the Constance administrative district.         History of the authorities: Until the beginning of the 18th century there were no special forestry offices in Paderborn, neither in the court chamber nor in the individual offices. The forest administration was also carried out by the office pension masters. In 1705 a chief forester was appointed as "wood inspector" for the sovereign forests and it was only in the middle of the 18th century that the local forestry gained a certain independence. The forest administration was now transferred to the official authorities and their subordinates, the forest rangers and forest keepers. In the later Oberförsterei Böddeken existed the service farms Telegraf, Neuböddeken, Gellinghausen and Sprengelborn. As part of the reorganization of the forestry administration in 1817, the Prussian administration set up forest inspections staffed by forest masters as subordinate authorities to the government. Subordinated to these were the chief forest rangers, to whom several protective districts administered by sub forest rangers were subordinated. Until 1803 the areas of the present Böddeken Forestry Office were owned by the Böddeken Monastery and the Paderborn Cathedral Chapter. Area changes were caused by separations and separations, in particular by the Wewelsburg separation. After the first survey and division of the forest district had taken place in 1833/34, the first estimate and the first plant were completed in 1856 after various attempts. The Oberförsterei Böddeken was at that time subject to the Paderborn Forest Inspectorate. Already in 1833 the Sprengelborn forestery, formerly belonging to the Oberförsterei, had been sold. Since 1861, however, it has served as a sub-forestry farm for Eggeringhausen. In 1882 the area of Böddeken consisted of the following protectorates: Telegraf, Altböddeken, Wewelsburg, Neuböddeken, Atteln, Eggeringhausen and Gellinghausen. Around 1900 Atteln was ceded to the new Oberförsterei Dalheim. Parts of Neuböddeken were used to form the Henglarn protectorate, while the remainder continued to exist as the Neuböddeken hunting ground or lower forestery. According to an assessment work of the Oberförsterei (D 6 B Böddeken No. 61), which was established in 1900, the forest district at that time consisted of the forest locations Telegraph, Blindeborn, Kluss, Teufelskammer, Kölnische Mark, Okenthal and Kiefernkamp. In 1947, the Böddeken Forestry Office comprised a forestry master post in Böddeken, a head forester post in Gellinghausen, the Telegraf, Altböddeken, Wewelsburg, Henglarn, Neuböddeken, Eggeringhausen and i. G. district forester posts as well as two employee posts (see D 6 B Minden No. 305). In 1934 the Öberförsterei Böddeken became the state forestry office of the same name. In 1949, the new state of North Rhine-Westphalia incorporated the forestry administration into the district governments, as bureaucratic forestry departments subordinate to the district president. This meant for Böddeken that it was subordinate to the Minden forest department of the Detmold government president. On April 1, 1952, the forester's office, built in 1908 and moved from Wewelsburg to Gellinghausen in 1928, was dissolved. In 1956, the forest departments became departments. From 1 January 1970, the tasks of the higher forestry authorities were transferred from the presidents of the provinces to the directors of the Chamber of Agriculture as state representatives. On 31.12.1971 the forestry office Böddeken was dissolved. The State Forestry Office in Paderborn became the successor authority. Inventory history and indexing: The inventory D 6 B Böddeken initially comprised an access originally handed over to the former State Archives Münster with a duration of 1819 to 1860, which later reached here in connection with the division of responsibilities between the former State Archives Münster and Detmold, the access 42/1967, which has a duration of 1920 to 1955 and was handed over directly from the Forestry Office Böddeken to the State Archives Detmold, as well as some documents from the access 50/1969. The signature scheme of the older files is very complicated (Fach ..., Nr. ..., Kap. ..., Tit. ..., Sect. ..., Lit. ..., lit. ...). In the case of the more recent files, this registration plan was replaced by a considerably simplified one (Dept. ... / Roman number / No. ... / Arab number /). From the middle of the 19th to the middle of the 20th century it is possible to determine an order by title (Tit.), number (No.) and volume (Vol.) for some files. For example, the following titles stood for the following file plan items:Title III: Area and border matters Title X: Forestry and police matters Title XIII: Accounting and registration matters Title XIV: Various items The new order was initially based on a 1871 registration plan for the forestry offices, although the individual subject groups were changed in order to separate the actual forestry and hunting matters from the administration. A subdivision into intermediate and sub-groups was not necessary for the time being due to the small size of the file. For this reason, some of the subject groups remained unoccupied for the time being. The classification of the find book was revised after the more recent file additions 125/2004 (now: D 6 B Böddeken no. 49 to 88), 11/1989 (now: D 6 B Böddeken no. 89-90), 50/1969 (now: D 6 B Böddeken no. 91 to 93 as well as 157 and 158) and 89/2009 (now: D 6 B B Böddeken no. 94 to 156) were listed. There was no cassation of documents - in particular the wood receipts manuals and forest culture plans - as most of the operations of the forestry office obviously remained within the authority. The file D 6 B Böddeken No. 76 contains a so-called "Chronicle of the Oberförsterei", which was kept in the years 1924 to 1974 and goes back to the year 1855 in terms of content. The file D 6 B Altenbeken No. 464 also contains a short history of the former Böddeken forestry office for the years 1820 to 1971.         Until 1872, clergymen appointed by the government were in charge of state school supervision on the district level. Only after the school supervision law of 1872 were increasingly full-time district school inspectors appointed. A full-time district school inspector was first appointed for the Halle district school inspection in 1909 (cf. file M 1 II B no. 157). Since 1924, school inspectors have been using the official term "Schulrat". As a direct organ of the government, it was responsible not only for public primary and secondary education but also for all other education, including private education, in its own district, insofar as it fell within the jurisdiction of the government. Occasionally, in 1932, the school supervision district Halle with the district Bielefeld-Land was reorganized to the school supervision district Bielefeld II-Halle i. W. (cf. file M 1 II B No. 118). Since the state supervision of schools at district level remained with the school councils even after 1947, their records in the Detmold State Archives are uniformly recorded in the D 7 holdings. This find book lists the files of the former Halle District School Inspectorate which were handed over from the Münster State Archives to here. The individual files date back to the 1890s and usually close in 1932. Judging by the gaps in the individual successive original locatures or old signatures (on file flags), however, this should not be the entire registry.         Preface : The estate of Fritz Thomée was transferred to the care of the Kreisarchiv in 1982, long after the death of the heir, on the initiative of the then archive director Dr. Rolf Dieter Kohl. In spite of two highly regarded exhibitions about Landrat Thomée in 1986 and 1994, which were taken from the extensive estate, there was no distortion. This task did not begin until the course of 2006 and was completed in October 2007. From about 50 archive cartons with rough presorting, 406 archive units in 34 cartons could be formed by order and compression, but also by separating the extensive library holdings, which were transferred into the holdings of the Landeskundliche Bibliothek. The tradition dates mainly from the first half of the 20th century, the oldest dating from 1727, the most recent from 1962. This shows that documents from the Thomées family archive and from the estate of the son Fritz Thomée jun. have crept into the estate. The focus is on personal documents such as photo albums, diplomas, award certificates, orders and decorations, but also on extensive documentation on the preservation of the homeland, correspondence with art dealers and official documents. In addition, the collection of field mail letters, most of which originated in World War I, deserves special attention. The indexing was done by Gabriele Aschöwer, wife of the district archives office. Thomée Fritz Thomée was born on 24 July 1862 in Werdohl as the fourth of seven children of the factory owner and commercial councillor Heinrich Thomée and his wife Henriette, née Thomée. The parents came from a family of merchants and craftsmen originally living in Iserlohn. After graduating from high school and studying law in Bonn, Göttingen, Leipzig and Tübingen with a doctorate, Thomée entered the higher administrative service with the passing of the assessor's examination in 1893. Temporarily since the beginning of 1894 he supported the sick district administrator Ulrich Nauck at the district office of the district Iserlohn before he changed to the government in Arnsberg in 1896. In 1901 he was first assigned the administration of the Landratsamt Altena on a provisional basis, and on 2 February 1902 he was finally appointed Landratsat. In the course of his subsequent busy activities, dams were built, traffic routes improved, agriculture and forestry promoted and the district's own welfare system expanded. However, his name is also inseparably linked to the construction of a new district house, which was necessary due to the growing tasks, but above all to the reconstruction of Altena Castle. In 1906 he married his long-time love Lily Herbers, daughter of the commercial councillor Heinrich Herbers from Iserlohn. The couple remained united in love and happiness until their death in December 1944, at a short distance. Three children - Hans, Fritz and Margret - sprang from the harmonious connection. In September 1927, District Administrator Thomée retired under numerous honours such as the award of the honorary citizenship letter of his home town Werdohl, but until his death in 1944, he was to remain committed to the preservation of his homeland as chairman of the Märkischer Burgverein, which he had founded, and of the Verein für Orts- und Heimatkunde in Süderlande. His last "trick" was the successful transfer of Altena Castle and its collections to the possession of the Altena district in 1942.

        The history of the district governments: The district governments were established by the 4th Edict of 18 Nov. 1817 at the same time as the district chambers of finance were revoked in 1849. Previously, the entire administration in Württemberg had been led by a central government college, in which sections had been formed for the various branches of the administration, in addition to the district governorates, which had only little competence and were called bailiwick bailiwicks from 1810 onwards, as well as the municipal and district authorities. The division of the country into districts and the creation of provincial colleges was modelled on the French Departmental Constitution of 1789, which also formed the basis for a new administrative organisation in other German states at the beginning of the 19th century. In 1818 it was put into effect, and at the same time the sections of internal administration, medicine, roads, bridges, hydraulic engineering, local government and the Commission for Municipal Use and Allodification of Farm Loans existing in the Ministry of the Interior, the section of crown domains, the section of state accounts, the section of agriculture, the section of state coffers in the Ministry of Finance, the section of foundations in the Ministry of Church and Education were abolished.After the instruction of Dec. 21. Their business was handled by a president as a member of the board, administrative councils and collegial assessors as well as the necessary office staff. To the district government of Ellwangen: The seat of the Jagstkreis government established at the beginning of 1818 was Ellwangen. She was in charge of the higher offices of Aalen, Crailsheim, Ellwangen, Gaildorf, Gerabronn, Gmünd, Hall, Heidenheim, Künzelsau, Mergentheim, Neresheim, Öhringen, Schorndorf and Welzheim. While the number of senior offices in the district government remained constant, the composition of the districts was changed by the law of the 6th District Court in 1889.7,1842 The change in the delimitation of the upper administrative districts concerned the following change: from OA Aalen the municipality Jagsthausen to the municipality Westhausen, OA Ellwangen and from OA Schorndorf the municipality Aichschieß with Krummhardt to OA Esslingen.Until 1839, the district government was jointly responsible with the district finance chamber for the administration of the old Ellwang archive, which was subsequently under the direction of the Ministry of Foreign Affairs and the archive management until it was handed over to the state branch archive in Ludwigsburg in 1868. Four years later, the latter was entrusted with the exclusive supervision of this archive (information from Dr. A. Seiler. Structure, order and distortion of the inventory: In November 1924, the processing office - registry of the district government of Ellwangen - handed over the remainder of the registry to the state branch archive in Ludwigsburg (from 1938: state archive of Ludwigsburg) - in contrast to the other 3 district governments, which had already made larger deliveries to the archive of the Interior around 1900, the first delivery of their own files since the foundation of the district government to a competent archive (so far inventory E 175 I/III files and volumes). Among these irreplaceable written materials were the older personal files of the officials of the district government and the upper offices, the diaries and directorates of the district government until 1870 and the upper office visits until 1889. Other documents were transferred to the successor authorities as a result of the transfer of responsibilities (see above) and in the course of the liquidation transactions, in 1924 primarily to the higher offices and the ministerial department for district and corporate administration in Stuttgart. The old plans of Ellwangen, which were kept in the registry of the district government, were handed over to the Ellwangen Antiquities Society by the settlement office, as can be seen from a letter of the Ministerial Department for District and Corporation Administration dated 3 Nov. 1924 in E 175 Bü 214 (see E 175 Büschel 207 and 214 for the history of the registry).From the files and volumes of the district government (inventory E 175 I) delivered at the end of 1924 with a handover index of 39 pages (inventory E 175 I), a handwritten find book was produced in 1936/37 according to the fascicle inscriptions. The separation and redrawing of the volumes followed in 1977 (inventory E 175 III). Two supplementary volumes produced in the years 1970 and 1983 recorded the files of the district government, which were partly separated by the ministeiral department itself, partly from their holdings in the State Archives Ludwigsburg during indexing work (holdings E 173 II). The newly formed holdings E 175 consist of the previous partial holdings as follows:- E 175 I Kreisregierung Ellwangen - Akten, alt Bü. 1-531, now E 175 Bü. 174-6483.- E 175 III Kreisregierung Ellwangen - volumes, old vol. 1-173, now E 175 volume 1-173 - E 175 II Kreisregierung Ellwangen - files (supplements), old vol. 1-1069, now E 175 vol. 6484 - 7564 The new indexing of the before only roughly indexed main stock E 175 I took place in the given order of the files and groups of files which largely corresponded to the original arrangement at the Kreisregierung (groups of files in simple alphabetical order). In the subsequent structuring of the finding aid book, larger and thus clearer main groups were formed, whereby the composition of the subgroups themselves was not changed and as such appear in the system; the more recent title entries for the volumes and supplements could be transferred to the main holdings almost unchanged. Of these, 0.6 linear metres were classified in inventory F 169 Oberamt Gmünd, 1.5 linear metres of economic and bar licences from the years 1798-1822 were formed as a separate file inventory E 251 V Steuerkollegium, further documents (duplicates of forms and printed matter) in the amount of 0.3 linear metres. For 471 plans and cracks still attached to the files, reference maps for the inventory JL 590 were produced. The indexing of the files and indexing according to places and persons was carried out by the archivist Erwin Biemann from March 1988 to May 1992. The structure and editing of the finding aid book was provided by the undersigned, the fair copy of the finding aid book by means of EDP provided Mrs. Hildegard Aufderklamm. Ludwigsburg, February 1995Hofer Zur Retrokonversion: This finding aid book is a repertory that was previously only available in handwritten or typewritten form and was converted into a database-supported and thus online-capable format according to a procedure developed by the "Working Group on Retroconversion in the Ludwigsburg State Archives".In this so-called retroconversion, the basic structure of the template and the linguistic version of the texts were retained in principle (motto: "copy instead of revision"). This can lead to a certain discrepancy between the modern external appearance and the partly outdated design and formulation of the title recordings. Corrections, deletions and additions were verified and incorporated.

        The history of the district governments: The district governments were established by the 4th Edict of 18 Nov. 1817 at the same time as the district chambers of finance were revoked in 1849. Previously in Württemberg the entire administration had been led by a central government college in which sections had been formed for the various branches of the administration, in addition to the district governorates, which had only little competence and were called bailiwick bailiwicks from 1810 onwards, as well as the municipal and district authorities. The division of the country into districts and the creation of provincial colleges was modelled on the French Departmental Constitution of 1789, which also served as the basis for a new administrative organisation in other German states at the beginning of the 19th century. In 1818 it was put into effect, and at the same time the sections of internal administration, medicine, roads, bridges, hydraulic engineering, local government and the Commission for Municipal Use and Allodification of Farm Loans existing in the Ministry of the Interior, the section of crown domains, the section of state accounts, the section of agriculture, the section of state coffers in the Ministry of Finance, the section of foundations in the Ministry of Church and Education were abolished.After the instruction of Dec. 21. (Dep. of the Interior). Ludwigsburg district government: Ludwigsburg was the seat of the government of the Neckar district established in 1818. It was in charge of the city administration and the Stuttgart higher office as well as the higher offices Backnang, Besigheim, Böblingen, Brackenheim, Cannstatt, Esslingen, Heilbronn, Leonberg, Ludwigsburg, Marbach, Maulbronn, Neckarsulm, Vaihingen, Waiblingen and Weinsberg. She was also directly responsible for the men's workhouse in Vaihingen/Enz. The district government exercised supervision over the Neckar Circle's Landarmenbehörde (poor country authority), based in Ludwigsburg. Regarding the history of the collection and its redrawing: After more than 70 years of existence, Registrator Bilfinger carried out a radical reorganization of the registry for the first time in 1864-1867 at the Ludwigsburg district government. At that time it still contained numerous files from the period 1806-1817, taken over by predecessor authorities, in particular the section of the internal administration (upper government), the section of the local administration and the section of the foundation system (crown domain section, 3rd section). Due to filing overcrowding, around 138 hundredweight files - mainly specialia - were collected. Only the files from 1846 remained in the current registry, the older files before 1846 were placed in a depot. At the same time Bilfinger, based on the older registration plans of 1832 and around 1850 - with division of the files into Generalia and Spezialia as well as alphabetical arrangement of the file bundles (categories) - produced in 1867 a file plan comprising all registration parts, which was valid up to the dissolution of the district government in 1924 at the same time, above mentioned depots were transferred, with few exceptions, in 1910 because of repeated lack of space to the archive of the interior. With this delivery also extensive files of the former Landvogtei an der Enz (now in stock D 75) as well as the files about the lower service examinations (old E 173 V) arrived, from which in 1979 the examination works in the amount of 4.7 running metres were collected.In 1924, after the abolition of the district governments, the processing office of the registry of the former district government Ludwigsburg handed over the bulk of the files to the state branch archive Ludwigsburg, smaller parts above all to the ministerial department for district and corporation administration and to the upper offices as successor authorities, from which they later were to be transferred to the state branch archive Ludwigsburg.T. again reached the State Archives Ludwigsburg via other places (cf. E 173 I Bü 1590: Filing excretion at the District Government Ludwigsburg with directories). the General Acts have essentially been handed down in their entirety, whereas in the Special Acts irreplaceable losses are to be deplored. While a considerable part of the cassation of 1864-1867 was already a victim, in 1944 a bomb attack in Stuttgart destroyed most of the special files from the delivery of 1924, namely the sections "Departures to Scholarships" and with these the protocols and diaries of 1846-1924. Only two years earlier, former Rechnungsrat G. Wörner had recorded these files in the State Archives of Ludwigsburg (old repertory E 174 I). Because of the unclear division of the records of the district government into several partial collections (E 173 I - E 173 V), for which mostly only summary deliveries and archive directories used as finding aids were available, a fundamental redrawing was urgently necessary in the interest of research. The mass of the volumes, in particular the diaries and protocols 1818-1845, had already been made independent, ordered and listed as fonds E 173 II in 1971. Since 1974, the files have been indexed using the numerus currens-procedure in the given order of the alphabetically ordered file headings, which were separated into Generalia and Spezialia. After completion of the indexing, the general records of the various old holdings were formed as holdings E 173 I, the special records as holdings E 173 III. Here the title records of the same rubrics from the different registry layers (deliveries) were arranged into each other and finally the numerous file rubrics - for E 173 I and III in the same way - were summarized under newly formed main rubrics in order to better structure the stock in the factual context. This had the consequence, however, that the numerical order on which the files were based could not be made in the repertory (spring numbers). inventory E 173 I now unites the generalia - the delivery of 1910 (from inventory E 173), - the delivery of 1924 (originally inventory E 174, then E 173 IV), and - the deliveries and supplements after 1924 (unlisted) = Büschel 1-1599.Stock E 173 III consists of the specials:-the delivery of 1910 (from stock E 173) = Büschel 1 - 7518--the delivery of 1924 (from stock E 174, then E 173 IV rubrics Criminal Cases - Forced Expropriations, rubrics Alms Scholarships 1944 burned) = Bü 7520-8674 -the deliveries and supplements after 1924 (stock E 173 V) = Büschel 8675-8823.Dr. Wolfgang Schmierer and archive employee Erwin Biemann were responsible for the development of the E 173 I collection. In 1986, Dr. Schmierer was responsible for the final work, during which numerous foreign provenances were excavated, but those of only a few documents were left in the files, and the provenance was generally noted in the title entry. The excavated documents with a total volume of 8.3 linear metres could be incorporated here into existing B, D, F and IL holdings (from E 173 I = 1.5 linear metres, from E 173 III = 6.8 linear metres). 0.5 linear metres of files (from E 173 III) were submitted to the Main State Archives in Stuttgart for storage. District history: The district of Bitterfeld was formed in 1816 from the predominant part of the Electoral Saxon office of Bitterfeld, the Electoral Saxon offices of Gräfenhainichen, Zörbig and Düben, individual places of the Electoral Saxon offices of Delitzsch, Eilenburg and Lauchstädt as well as some parts of the Saalkreis of the Duchy of Magdeburg and consisted therefore essentially of 1815 to Prussia ceded Saxon territory parts. The seat of the district administration and the later district administration was Bitterfeld. Apart from a slight change of the district boundary against the district of Delitzsch in 1867, the district remained unchanged until 1950. Inventory information: The files of the Bitterfeld District Office, now referred to as Part A, were transferred to the Magdeburg State Archives in three deliveries from 1924, 1935 and 1938. They were recorded in the years 1939 to 1946 and arranged in close accordance with the registry structure of the 19th century. In 1963 and 1965 the files of the district administration were taken over from the district archive in Bitterfeld. In addition there were further files of the District Office, which are indexed by a finding file (supplement). The files of the District Municipal Administration were drawn up as Part B and in the years 1965/1966 they were ordered and recorded. With the establishment of the Merseburg State Archive and the delimitation of the holdings between the Magdeburg and Merseburg State Archives, the holdings were transferred to the local archive in 1994.

Circle history: The main component of the hall circle formed in 1816 was the old hall circle of the Prussian Duchy of Magdeburg without the part of the city circle formed at the same time as Halle and without the towns that reached the districts of Bitterfeld and Delitzsch. In addition there were six villages of the Electoral Saxon offices Delitzsch and Merseburg, which were ceded to Prussia in 1815. In the French Westphalian period, the district area belonged to the Halle district of the Saaledepatement. The seat of the district office and the later district administration was Halle. In 1828 the Saalkreis was enlarged by a part of the Stadtkreis Halle and received Gimritz, Giebichenstein, Diemitz, Freiimfelde, Wörmlitz with Malteritz, Böllberg with the Rabeninsel and the vineyards. The period of integration of the Saalkreis municipalities into the town of Halle began in 1888 with the cession of the Freiimfelde estate. He was followed in 1900 by Kröllwitz, Giebichenstein, Trotha and Gimritz, 1907-1920 by Nietleben, Lettin and Tafelwerder, 1928 by Dölauer Heide, Forstwerder and parts of Lettin (Brandberge). Minor border changes took place in 1891 and 1937 against the city district of Halle and 1931-1933 against the Anhalt district of Köthen. The rest of the district remained unchanged until 1950. During the district reform of June 1950, the district received 57 municipalities from the Mansfeld Seekreis and the districts of Delitzsch, Bitterfeld and Merseburg, but had to cede 13 municipalities to the city district of Halle (Ammendorf, Büschdorf, Bruckdorf, Diemitz, Dölau, Kanena, Mötzlich, Nietleben, Reideburg, Seeben, Tornau and Wörmlitz-Böllberg) and 10 municipalities to the districts of Bernburg, Köthen and Merseburg. Inventory information: In 1966, the Magdeburg State Archives took over only a small part of the holdings from the district archives of the Saalkreis, which essentially consisted of files from the 20th century. The order was completed at the beginning of 1967. An addendum to the Magdeburg State Archives, which was adopted in the years 1967/1968 in particular within the framework of the recording of the files of the district administrations 1945-1952, has not yet been catalogued.
