Transmits correspondence from Lord Selborne, High Commissioner for South Africa about suggested removal of Herero refugees in Ngamiland to a place further from German border; includes list of Damara headmen now in Northern Protectorate; refugees stated to be 'in the best place they could be' in the interests of the Germans, moving inland would enable them to use railway to re-enter German South West Africa.
