Inventory description: Due to the Weimar Imperial Constitution, the previous contingent armies of the individual states (Prussia with North German federal states, Bavaria, Saxony, Württemberg, Baden) of the German Empire were replaced by a uniform Imperial Army. Due to the Versailles Peace Treaty, it was subject to several restrictions and limitations in its scope and in its military and technical equipment. Thus the Great General Staff also had to be dissolved; its function was assumed by the troop office in the army leadership. Only two general or group commandos (in Kassel and Berlin) were allowed to be set up to lead the ten divisions granted (seven infantry and three cavalry divisions). From 1919 on, the army was headed by the Chief of Staff, whose name was changed to Commander-in-Chief of the Army from 16 March 1935 on, with the reintroduction of the general compulsory military service and the establishment of the Wehrmacht. From 1933 onwards, the National Socialist government increasingly broke away from the restrictions imposed by the Versailles Peace Treaty, and was able to fall back on internal preparations for army propagation, which had been under way since 1930. Content characterisation: The RH 69 holdings essentially contain the preserved documents of the units and units stationed in Saxony. A few archival records of Reichswehr formations were taken over by the Bavarian Main State Archives in 1957; they came from the Potsdam Army Archives and were sent to Munich at the time to process another volume of the post-war fights of German troops, where they finally survived the end of the war. The archives of the Reichswehr formations stationed in Saxony originate from the then branch of the Reichsarchiv in Dresden; this branch was given the name Heeresarchiv Dresden in 1937. After the war, Soviet troops confiscated the remaining parts of the archival material and transferred it to the Soviet Union, where it was kept in the Peter Paul Fortress in Leningrad. In 1955 the archives were finally returned to the GDR. Together with other holdings, the "Reichswehrbestand Sachsen" (Reich Army Stock Saxony) was transferred to the military archive of the National People's Army of the former GDR in Potsdam. Here, a basic inventory processing was carried out, especially as the inventory was difficult to use due to file losses and frequent relocations. When the two German military archives were brought together in the mid-1990s in Freiburg im Breisgau, the tradition was passed down from Potsdam to the Bundesarchiv-Militärarchiv. The classification of the files of the individual provenance sites corresponds to the structure of military command and control centres: The archives are largely assigned to the departments (Ia, Ib, Ic, IIa, IIb, IVb and IVc) of the brigade staffs (Reichswehrbrigade 12, 19, 28 with infantry commanders 19 and 29) or have been separated from each other by content. Individual documents of Reichwehr infantry regiments ( 20, 23, 37, 38, 55, 56) and of the artillery regiment 19 with several departments (news department, listening department, force department) and battalions are also available. If larger quantities of archival material were available from a department, a further subdivision was made. The number of files of the departments is different; occasionally no documents are handed down from certain departments. In addition to the organisational, service-related, personnel and material information on the individual stages and on the course of the reduction of the Reich Army in Saxony, the collection contains rich facts on the deployments of the troops stationed in Saxony in 1919 and 1920, not only the suppression of the workers uprisings in West Saxony, but also the deployments in other uprisings areas of Germany, for example in Hamburg, the Ruhr area and Upper Silesia. Troops from Saxony even took part in the fighting against Soviet troops in Latvia and Lithuania. The archives of the units and units of the provisional Reichswehr and the transitional army stationed in Saxony are of some interest for research because comparable records are not available, or at most still available, in the General State Archives in Karlsruhe (for formations stationed in the former Grand Duchy of Baden), in the Hauptstaatsarchiv/Kriegsarchiv Stuttgart (for formations stationed in the former Kingdom of Württemberg) and in the Hauptstaatsarchiv/Kriegsarchiv München (for formations stationed in the former Kingdom of Bavaria). The chamber's reporting is the result of French legal tradition. Annual reports of the Cologne Chamber of Commerce have been published since 1823. For the first time reporting was made legally binding by the statute of the Chamber of Commerce of Elberfeld and Barmen in 1830. The Prussian decree of 11 February 1848 on the establishment of chambers of commerce made the reporting of the chambers obligatory. Section 24 reads as follows: 'Each year in January, the Chambers of Commerce shall submit a main report to the Minister of Finance on the situation and progress of trade and industry, and shall at the same time submit a copy to the President of the Office of Commerce and the Government. They are obliged to inform the traders and tradesmen of their district of their effectiveness and of the situation and course of trade and trade through the public papers by means of continuous notifications of extracts from the consultation minutes and at the end of each year in a special overview". Further laws of 24 February 1870 and 19 August 1897 expressly emphasised this obligation to submit a report. Since 1897 the reports had to be reproduced in print. Until 1914 the reports were steadily expanded and systematized. This corresponded to the interest of the chambers and the Minister for Trade and Industry, who had the reports published in a supplement of the Prussian Trade Archives until 1872. The Prussian Statistical Bureau, which evaluated the annual reports and based them on comparative overviews of trade and traffic from 1861 onwards, pushed for standardization. The law of 1870, which obliged the chambers to reconcile their interests, did not prevent them from using their annual report as a mouthpiece for their views on economic policy. Free trade and customs were discussed in the annual reports. Although a standardization of the annual reports could not be achieved, the separation of the sections "Views, expert opinions and wishes" (Part A) and "Actual" (Part B) recommended by the Director of the Statistical Bureau, Engel, prevailed. As a rule, Part B contains statistical material which, from today's perspective, provides important data on regional economic and social history. After the First World War, only in exceptional cases did the summary descriptions of the wartime period provided for in the decree of the Prussian Minister of Commerce of 27 October 1914 appear. It was not until 1919 that annual reports were required again. After 1920, many chambers began to produce monthly reports together with neighbouring chambers due to overloading of their scientific officials. The procedure was expressly approved by the Ministry of Commerce, which had been compiling the reports in its magazine "Handel und Gewerbe" since January 1921. Some chambers continued to print annual reports, others presented them in duplicate to the plenary meetings. The monthly reporting of the chambers lasted until 1936. From 1934 to 1939, the Chambers of Commerce produced internal reports every two or three months, some of which were incorporated into their periodicals. With the expansion of official statistics at the Reich, Land and local levels, the Chambers' annual reports lost weight and their character as a decision-making aid for state and municipal administrations. In addition, they were often already outdated when they appeared. Since about 1900 the chambers have countered this development by publishing periodicals, so-called newsletters. After the Second World War, the Law Provisionally Regulating the Law of Chambers of Commerce and Industry did not include a provision on annual reporting, but in practice all chambers publish annual reports and monthly newsletters from 1950 at the latest. The information contained therein is indispensable as a source of regional history. The following overview covers exclusively annual reports from the German-speaking area as well as from Austria-Hungary (before 1918) and the German colonial areas (before 1918). History of the Inventory Designer: 1872 Establishment of the Imperial Statistical Office by the Imperial Chancellor with the issue of a business instruction by the Imperial Chancellor, first subordinated to the Imperial Chancellery, since 1879 to the Imperial Office of the Interior and since 1918 with simultaneous renaming into the Imperial Statistical Office to the Imperial Ministry of Economics, 1934 Merger with the Prussian Statistical Office The task of the Office was the collection of material for Imperial Statistics, its technical and scientific examination, processing and publication, expert reporting on statistical issues. Inventory description: Inventory history Due to the effects of war and the collapse of the German Reich, the records of the Reich Statistical Office suffered heavy losses. At the Berlin headquarters in the Neue Königstraße, parts of the statistical material were destroyed during bomb attacks in May 1945. During the demolition of the building in 1945, the central registry was completely destroyed and approximately 10 of the 200,000 volumes of the library were lost. In the years 1943/44 several departments or departments with their written material had been moved to alternative locations. Much of the material that remained in the territories later occupied by Soviet troops was destroyed, while others were sent to the then Central State Archive in Potsdam. In April, the Dargun and Weimar branches were able to bring important material to Schwerin, from where the staff of the Reich Statistical Office there were able to flee to Hamburg at the end of April with parts of the documents in Schwerin. In Schwerin the original material of industrial production statistics and the mass of price statistics documents fell into Russian hands. The parts of the tax statistics that had been moved to Wernigerode were transported to Derenburg in Hesse before the retreat of the American troops. The stocks brought to Würzburg suffered losses due to bomb damage; the remaining documents were preserved. After 1945, the stock that had been relocated to the western occupation zones and the fragments of the traditions rescued from the Soviet occupation zone were concentrated in three places: 1. in the British occupation zone in the Statistical Office in Hamburg and Minden 2. and in the American occupation zone in the Ministerial Collecting Center in Fürstenhagen near Kassel; from there larger parts were brought to the USA 3. in the French occupation zone in the Office for Statistics and Economic Development in Baden-Baden. Essentially, the documents that fell into the hands of the Western occupying powers at the time were sent to the Federal Archives via the American Document Center in Berlin, the Federal Statistical Office or the USA. Archival evaluation and processing The successive transfer of parts of the collection from the Reich Statistical Office to the Federal Archives has led to a gradual recording of the holdings. The documents on the excise tax statistics, which came to the Federal Archives in 1952 with written documents from other American departments, were indexed in a finding aid book. The material returned from Alexandria in 1958 was provisionally developed in 1959. After a return of the files from the Berlin Document Center in 1962 and further splinter deliveries, a provisional completion of the indexing could be achieved in 1968. All the documents of the Statistical Office of the Reich that had entered the Federal Archives were indexed by a index of finds, whereby parts of the material recorded in the index of consumption statistics were re-signed. The publications of the Statistisches Reichsamt available in the Budnesarchiv at that time were recorded in a second index. Later, the Federal Statistical Office, in particular, was able to adopt further documents from agricultural statistics, industrial production statistics and the Reich Office for Defense Economic Planning and social statistics. Further exhibitor provenances were incorporated from the traditions of the Reichsnährstand and the Reichsstelle für Raumordnung which had been passed on to the Federal Archives. In addition, the Imperial War Museum in London handed over to the Federal Archives some relevant documents of small volume. In the winter of 1975, these additions were also incorporated into the inventory.
