            Brief description: The personnel office was founded in 1919. On 1 August 1998, it was merged with the Main Office to form the Main and Personnel Offices. His duties include all personnel matters of the municipal administration, in particular the recruitment, promotion and dismissal of municipal officials, employees and workers as well as the drafting of regulations and statutes in the field of personnel management. Scope: 457 units / 12 running meters Content: Files: Personnel policy, recruitment, training, promotion and dismissal of municipal staff, personnel welfare, tax, salary and insurance matters for staff, establishment plans of individual municipal offices. Foreword: On 24 April 1919, the Municipal Colleges decided to establish a Personnel Office. This was to regulate the personnel and organisational affairs of municipal officials, sub-officials, workers and temporary staff, with the exception of the technical staff of hospitals and teachers, a task for which the Municipal Board of Education had previously been responsible. Dr. Frank Rechtsrat was appointed to the Management Board of the new office. Until 1933, the head of the personnel office was also head of the superordinate personnel department, which was connected with the gymnastics and sports department. With effect from 15 December 1933, the personnel office was separated from the personnel department, i.e. it was no longer managed directly by the personnel officer, but was subordinate to his area of responsibility. In June 1934, the salary department, which had until then been attached to the city maintenance, was attached to the personnel office. Further organisational changes were not made, so that the personnel office is still subordinate to the personnel and sports department. It is still responsible for all personnel matters of the city administration, especially for the employment, promotion and dismissal of all civil servants, employees and workers as well as for the preparation of regulations and statutes in the field of personnel. Most of the files listed in this volume were archived between 1965 and 1972. Most of them date back to the period between 1930 and 1950, while some of them date back to the 19th century. On the other hand, some files, in particular files relating to the establishment plan, date back to 1970. Personal files already handed over to the archives have not been included in the repertory since they are subject to a special blocking period and are generally not accessible for use. Since the files have been available to the users unlisted for several years and were quoted after the old signatures that were no longer applicable, a concordance is attached to the repertory. The stock comprises 457 units with a volume of 12 running metres.             Brief description: In the second half of the 19th century, the municipal administration became increasingly differentiated. Little by little, individual municipal offices were established instead of the council deputations that had been active up to then. Portfolio 10 Depot A contains the files of the administrative offices (in contrast to the technical and building offices, which can be found in portfolio 11 Depot B). Scope: 5604 units/155 linear metres Content: files on land register, guardianship, municipal and commercial court, seizure, registry office; city relations with king and country; citizenship and emigration; municipal residents; military; statistics; celebrations and anniversaries; savings, insurance and provident funds; welfare and charity; fire protection; agriculture and forestry; public facilities and squares; trades and guilds; measure and weight; transport. If you are looking for units of stock using the old signatures, please note the notes in the preface. Foreword: Notes on use The title recordings of the Depot A holdings correspond to the original titles of the files as they were noted on the file covers. Since the contents of the files were not checked when the holdings were recorded at the time, the contents of a file may therefore go beyond the title given or contain only general or indirect information on the subject given (e.g. only newspaper cuttings). When searching for relevant documents, it makes sense to carry out a broad search in terms of content. Similarly, when searching via classification, it should be noted that the respective assignment of the units to a classification point was originally very abstract and therefore different points should be considered. Occasionally, file covers do not contain any documents. As a rule, these are the units that do not have a scope. Exceptions are possible, however, as units were inadvertently omitted during surveying. The portfolio was renumbered in 2006/2007 and the units consecutively numbered (for details see next page "Further information on the portfolio"). The signatures 1281, 2560 to 2659, and 5233 were not assigned. A concordance of the old and new signatures can be found in the appendix to the inventory. Extensive units were divided for better manageability during the re-signing process. Divisions can be identified by the note "Continuation No. ..." or "Continuation of No. ...". Existing page numbers in the title were not adjusted. Numbers 5535-5602 follow number 2814 in the Findbuch, but it should be noted that in the case of the duration information, the entire time frame of the event or topic covered by the file was often given, or in the case of personal units (especially personal files and honorary citizen files) the life data of the person concerned and not the dates of the documents contained. Due to losses during the Second World War, about half of the original stock has been preserved. The collection comprises a total of 5530 units with a running time of 1504 to 1949, with a focus on the period from the beginning of the 19th century to the 1930s. The main tasks included the administration of the files, the keeping of diaries with entry of entries and exits, the supervision of appointments, the examination of the newspapers for articles concerning the city administration and the appropriate forwarding of these, as well as the preparation of various lists and the execution of other activities, often not belonging to the direct field of duties. The "administrative registry" and the "building registry" were merged into the "registry" office in 1912 by municipal council resolution. Some of the previous tasks were transferred to other departments of the city administration. Until the 1930s, however, the two registries were kept separate despite the merger. During the gradual departure of the municipal offices from the town hall, the older, no longer needed documents were left there and thus formed the main part of the two registries. History of the holdings In the course of the foundation of the Stuttgart City Archive on 01.10.1928, the existing archive holdings were divided into a historical archive and an administrative archive. The period 1820-1850 was defined as the approximate boundary between the two archives. The administrative archives contained above all the two large registries that had grown up at the head office: firstly, the administrative registry of the city, known in the archives as Depot A, and the building registry, known in the archives as Depot B. These holdings were supplemented in the archives after 1945 by mostly older documents that were thematically related but of a different origin (provenance). These additions were not marked in detail, a reconstruction of the holdings with regard to their origin (according to the provenance principle usual today) would be theoretically possible due to the original file covers which are usually still preserved. The holdings Depot A is thus a kind of thematic collection, in which however 90 documents correspond to the provenance principle. The duration of the collection covers the period from 1504 to 1949, with the focus ranging from the beginning of the 19th century to the middle of the 1930s. The preserved documents of the administrative registry of the city of Stuttgart (Depot A), which was established around 1870, together with the building registry (Depot B), represent the central file on the history of Stuttgart up to approx. 1935. The original registry signatures were largely retained in the archive until 2007 as archive signatures and the signature system for the documents thematically supplemented in the archive (see above) was extended accordingly if required. The depot A comprises the main groups already formed in the registry A. Justice Administration B. Regiminal Administration C. Police Administration D. Church system E. Education F. Care of sociability and entertainment G. Financial administration These are files of all areas of activity of the city administration. After the Second World War, Bruno Lenz ordered and recorded the files of the collection. For this purpose, the files were recorded in the order of the registry with the registry numbers specified in the file plan and a short title taken from the envelope of the respective Federation of Files, without, however, checking the contents of the file. A more detailed property and person index with details of the units was completed by Robert Starnitzki in 1969. This can be seen in the reading room of the city archive, but it refers to the old signatures. Processing of the holdings 2006/2007 The original finding aid book of the holdings Depot A with a total of 5530 units, available in typewritten form in 3 volumes, was transferred from September 2006 to February 2007 to the Augias 8 indexing software by Gerd Lange under the supervision of Sabine Schrag and Christina Wewer. Unusual abbreviations within the original find book were resolved. The following changes were made to the portfolio: New signatures: In preparation for the transfer of the find books, Volker Hauptfleisch resigned the old registry signatures, which continued to be used in the archive and consisted of upper and lower case letters and Roman and Arabic numerals, to simple, consecutive Arabic numerals in the order of the old signatures. In this way, the ordering of files is simplified for the user and confusion is avoided. The original signatures reflected the file plan and/or the table of contents (also classification or systematics) of the existence with its hierarchical and logical stages. Below these logical levels, the units were numbered consecutively in volumes (these were not bound volumes, but a further logical subdivision), and below them again in individual numbers, which represented the actual orderable units. Example: B I, 5, vol. 1 no. 1 The last level (no.) is occasionally divided into further units by lower-case letters. Through the re-signing the signature B I, 5, vol. 1, no. 1 became the signature no. 770. The old signature was noted at each unit. Due to an oversight during the re-signing, a gap of 100 numbers has arisen in the new numbering. The numbers 1281, 2560 to 2659 were not assigned. The number 2559 is therefore directly followed by the number 2660. The number 5233 was also not assigned. In some cases, signatures were assigned twice. Letters were attached to these signatures in order to identify them unambiguously (example: No. 1870 a and No. 1870 b). These letter annexes therefore do not refer to a substantive connection between the units. Units which were lost by other means only after the war losses were marked with the note "missing", partly with the date when the absence was discovered. They will continue to be listed in the search book in order to record which files were originally available. In a few cases, numbers were accidentally assigned to units that no longer existed. The units were also measured during the relocation and the circumference was given in cm (with a few exceptions). The units no. 5535-5602 (old signatures B IX, 1, vol. 1, no. 10a, reg. no. 1 to B IX, 1, vol. 1, no. 10a) already follow the number 2814 in the find book. Revised classification: The classification (table of contents, systematics) was adapted to the same extent as the signatures: instead of combinations of letters and numbers, a hierarchically structured system consisting of Arabic numerals was used. The classification point C VIII 3 d aa became, for example, 03.08.03.04.01. The classification or the table of contents of the original search book is based on the file plan of the administrative registry. In the appendix volume of the inventory all original classification points are contained, in the table of contents of the present finding aid book only those classification points were specified, to which documents exist. Documents that no longer existed were destroyed by the effects of war. The classification points, which are thus no longer occupied by units, are an important indication of what documents were once available in the city administration. Overall, more than half of the classification points are no longer documented. The classification point 01.03.03. Guardianship, inheritance and notary system was supplemented during the software input by further subitems, since in the original find book such a division was already given by headings.             Brief description: The "Armenbureau", renamed Armenamt in 1885, was founded in 1873. On April 1, 1910, the alms administration (responsible for the accounting and cashier's office of the local poor association as well as for the administration of the poor foundations and the municipal eating establishments), which had been independent until then, was attached to the poor people's office. From February 1919, the Armenamt was known as the "municipal welfare office". After the Reichsfürsorgeverordnung of 1 April 1924 came into force, a distinction was made between "superior welfare" and "welfare for the poor". For this purpose, the Youth Welfare Office, founded in 1921, was merged with the War Welfare Office to form the "Welfare Office". Its jurisdiction extended to the care of war-disabled persons and war survivors, pension recipients of disability and salaried employees' insurance, small and social pensioners as well as unemployed persons and minors in need of assistance. In the case of photo units, copyrights are often to be observed. Foreword: Introduction On January 1, 1873, the Reich Law on the Support Residence came into force in Württemberg. In the course of the resulting reorganization of the care of the poor, the "Armenbureau" was founded as an office for the urban poor. The tasks of this office, renamed "Armenamt" in March 1885, were laid down in the Statute for the Administration of Public Care for the Poor of 4 December 1873: 1. receiving applications for support, carrying out the necessary investigations, presenting the results of these investigations and the application to the Armdeputation, implementing the decisions of the Armdeputation. 2. to provide expert opinions on admission to state orphanages, institutions for the blind and deaf and dumb, as well as to the poor bath in Wildbad. 3. making requests for immediate financial assistance to the City Council in particularly urgent cases. 4. to order the provision of support in kind as well as food and shelter in asylum for the homeless; to give clothing to poor travellers in transit. 5. advising and supporting the deputation of the poor in asserting claims of the local local arms association for compensation of support against the legally obligated arms associations or private persons; the same applies to the imposition of compulsory labour and the initiation of compulsory education. 6. to participate in the appointment of volunteers to care for the poor. 7. the same applies to the election of the poor doctors. 8. the same applies to the election of the paid poor supervisors. 9. the supervision of the poor in public support, research into the causes of impoverishment and the measures to prevent poverty. In addition, until their unification with the Armenamt on 1 April 1910, the alms-giving service responsible for the accounting and cashier's office of the Ortsarmenverband as well as for the administration of the poor foundations and the municipal eating establishments existed. On April 1, 1913, professional guardianship was introduced, which was established as a collective guardianship. During the First World War, the Office of the Poor was given further tasks by various war welfare institutions and measures. In February 1919 the former poor people's office was renamed the "municipal welfare office". On 7 August of the same year, the municipal council decided to establish the War Welfare Office for War-Damaged Persons and War-Related Persons. On 25 February 1929, an educational counselling centre was set up at the Youth Welfare Office; it was to deal with all educational issues and advise the municipal authorities and the population on educational matters. The Foundation Office was re-established as an independent office on 1 October 1929. A major change in the organisation of social welfare took place in 1933 when, on 1 May of the same year, the Welfare and Welfare Office was united under the name "Wohlfahrtsamt". The new Office was initially divided into the following business areas: - General welfare work (since then welfare office) - youth welfare office - war welfare - small pensioner welfare - social pensioner welfare Already in December of the same year a new division of the business circles took place: - General Administration (with Foundation Office) - Family Welfare - Welfare Office for War-Damaged Persons and Survivors - Youth Welfare Office On 1 February 1935, the municipal labour welfare service was transferred to the Welfare Office. The files recorded here were handed over to the City Archives by the Social Welfare Office between 1983 and 1988, with the fact files being taken over in their entirety. Since it was not possible to take over all the individual files offered, only the files of those persons whose surnames begin with the letter "G" were kept here. The following aspects had an aggravating effect on the order and distortion of the inventory: 1. the frequent and numerous changes in the organisation of the offices 2. several changes in the file plan (e.g. files with different contents had the same file number) 3. files which were created in the welfare office before 1924 and later continued at the welfare office received a new four-digit file number, while files which were not continued retained their old file number. The long duration of the files (from 1748 to 1985) also made it difficult to put all the files in order, although the files which arose after 1945 were mostly individual files (social assistance, tuberculosis aid, etc.). As already mentioned above, the majority of the holdings contain files from the Weimar Republic and the Third Reich, so that the social conditions of this epoch can be traced. Since the inventory was already used before the completion of the indexing work and was already quoted in publications, a concordance is attached to the repertory. Existing individual files (social assistance files, family maintenance files, etc.) are subject to special personal protection and can only be used in exceptional cases with special prior permission. Further files on the history of the poor and social system in Stuttgart are to be found in Depot A, in the holdings of the main file and in the holdings of the Foundation Office. In March 2015, files from the former "Armenamt", which had been wrongly kept there, were taken from the collection of newspaper clippings and incorporated into the 201/1 Social Welfare Office under the serial number 3116. According to Vermekr, the files were handed over to the archive on August 11, 1949, on the file cover sheet. One unit (No. 3117) was subsequently handed over by the Social Welfare Office in 2015. The photos were handed over to the city archives in August 2001. The shots are two roll films, 12 slides and 50 printing plates, all shots are black and white. The photos show social facilities such as old people's and nursing homes, youth homes and welfare facilities as well as schools in Stuttgart in the 1950s. The printing plates are for the most part each provided with an impression. From these as well as from the glass slides and the roll films, a PE print was subsequently made. Four printing plates are without impressions; according to the current state of knowledge, these cannot be printed any more because the small-format offset printing machines are no longer in use. Use is via the photo prints. The photos with the inventory designation FM 86 were recorded by Vera Dendler in October 2001. A typewritten finding aid was created. In December 2016, this was transferred to the Augias registry program and integrated into the 201/1 Social Welfare Office.

            The Order of St John, which came into being with the crusade movement at the end of the 11th century, fell victim to secularisation at the beginning of the 19th century, as did all religious institutions. The German Grand Priory in Heitersheim (in the Breisgau region) was dissolved in 1805/6 with its subordinates, including those in the new Grand Duchy of Baden and the Kingdom of Württemberg. The Brandenburg Bailiwick, which since the 14th century enjoyed a special position within the Grand Priorate of Germany strengthened by the conversion to Protestantism around 1540, was not secularised until 1811, but remained in existence in the form of an Order of Merit for persons of Protestant and Russian Orthodox denomination who deserved to serve the Prussian king, the royal house and the monarchy. In 1852 King Friedrich Wilhalm IV of Prussia restored the Ballei Brandenburg of the Order of St. John. The initiative for the revival of the Order and for the foundation of "cooperatives" in the Prussian provinces and in southern Germany also proceeded from it. The development in Württemberg was concluded in June 1858 with the award of corporate law, i.e. the status of a legal entity, to the "Cooperative of Knights of the Bailiwick Brandenburg of the Order of St John of Wuerttemberg in the Kingdom of Württemberg" residing in Stuttgart. It was joined by knights from Baden and - until the foundation of a cooperative society in the Kingdom of Bavaria in 1888 - also by Bavarian knights. There was no intention to found a cooperative of its own for Baden several times, so in 1906 the cooperative was renamed "Württembergisch-Badensche Genossenschaft des Johanniterordens". Since 1978 it has been called "Baden-Württembergische Kommende des Johanniterordens". It was originally a legal person by royal Württemberg sovereign act and is now a non-profit registered association of civil law. The Baden-Württemberg Kommende of the Order of St John is subordinated to the Ballei Brandenburg, which is subdivided into a total of 20 cooperatives or Kommende. At the head of the Order, which also includes Johanniter groups in Belgium, Austria, the USA and South Africa, is the Master of Masters, who is elected by the Chapter, the supreme decision-making body. His deputy is the governor of the order. The members of the order are classified as honorary knights, legal knights, commentators, honorary comedians or honorary members, depending on their activity or their probation. The Baden-Württemberg Kommende is headed by a "Governing Commentator", who exercises his office together with the board (convention) of the cooperative. On the knight days, which are held annually, pending questions are discussed. As tasks of the order the statute of the Ballei Brandenburg of 24.6.1853, also binding for the Württemberg cooperative, specifies above all the "defence of the Christian religion in particular of the Protestant confession", the "fight against unbelief", as well as the "service and (the) care of the sick" as tasks of the order. An expansion of the tasks took place with the statute of the Baden-Württembergische Kommende of 30 September 1978 § 2 (2): "The purpose of the association is the promotion of the general public through care and assistance for the sick, the elderly, the physically and economically weak, as well as young people and children. The Association carries out this activity in hospitals, old people's homes and other social institutions, as well as through affiliated working and auxiliary communities. In times of external and internal danger, the Association is particularly dedicated to "the wounded, the sick and other injured". In addition to their historically founded, intensive diaconal commitment, the Kommende is characterised by a pronounced cultural commitment. It is supported by three pillars: the archive, the library and the museum. The Archive of the Order has been located in the Main State Archive in Stuttgart since 1969. The Johanniter Library was founded after World War II. It contains valuable bibliophile works from six centuries, especially from the history of the order. Since 2007, the library has been housed as a deposit in the Badische Landesbibliothek Karlsruhe. The Johanniter Museum Krautheim a. d. Jagst is a joint institution of the town and the Kommende. The historical building, which was originally owned by the Order of St John and then by the Teutonic Order, now belongs to the city, the exhibits of the Kommende. Reinhard von Gemmingen-Hornberg since 1973 Knight Friedrich von Molo Content and evaluation History, order and indexing of the holdings The tradition of the Baden-Württemberg Commendary of the Order of St John is kept in the Main State Archives in Stuttgart as a deposit. For the documents received in 1969, there is already a completed find book available which was produced in 1970 by the inspector candidate Renate Pruschek. The since then existing taxes of June 1983, May 1984, August and September 1988, which were made by the Commentator of the Baden-Württembergische Kommende Friedrich Ritter von Molo and by the Hohenlohe-Zentralarchiv Neuenstein, have been combined to a partial stock and are indexed in the present find book. The recording initially took place as part of the training of the archive inspector candidates Corinna Pfisterer, Regina Keyler, Bettina Herrmann under the guidance of archive assessor Dr. Peter Schiffer from July to September 1988. From October 1988 to March 1989, archive inspector Sabine Schnell, among others, made the remaining title recordings and carried out the final work. Since the stock was recorded by several editors, it was not always possible to design the title recordings uniformly. A pre-archival order of the files is not recognizable, therefore the structure of the find book of Pruschek served as basis for the present find book. However, a modification was necessary. In order to avoid overlaps in the order numbers, order number 401 was used for the distortion of the present partial stock. In particular, the inventory contains files on the organisation and administration of the cooperative. Insights into the tasks of the cooperative are rather provided by the publications and journals received, the existing books provide information above all about the general history of the order. Personal documents of the commentators on membership and function in the Order remained in the private estates of the Hohenlohe Central Archives in Neuenstein. The listed documents have a total duration from (1714-1719) 1853 to 1987. Since the stock is property of the Johanniterorden, no cassations were made. The partial stock P 7/2 comprises 293 units with 8.3 m running time. The finding aid was created with the help of data processing on the basis of the MIDOSA program package of the State Archive Administration of Baden-Württemberg.

            I: With the Law of 6 November 1926 on the State Ministry and the Ministries, the Ministry of Economy replaced the Ministry of Labour and Food, which had been established in 1918. Since then it has been - under changing names - the supreme state authority for state economic management. In December 1946, the areas of responsibility of agriculture and food were spun off and merged into an independent Ministry for Food, Agriculture and Forestry (EA/7). In 1947, the Price Supervision Office, which had previously been integrated into the Ministry of Economics itself, was also spun off and became an independent authority within the Economic Administration. As of 1 June 1948, the tasks of the Ministry of Economics were divided into the following business units:1. General, Organization and Chancellery Directorate2. Economic statistics (for the business divisions see also Büschel 139 No.244)Josef André (CDU) from September 1945 to May 1946, Heinrich Köhler (CDU) from May to November 1946 and Hermann Veit (SPD) from December 1946 to June 1960 were the ministers in charge of the Ministry of Economic Affairs: II: The present file EA 6/001 (former signature EA 6/3) was handed over by the Ministry of Economic Affairs, Small and Medium-sized Enterprises and Transport to the Main State Archives in February 1975. These are general administrative files that have been stored according to a decimal file plan. However, this file plan could neither be found nor reconstructed. The subsequent structuring therefore took place according to the above-mentioned business parts; since, however, not all files could be integrated meaningfully into this order scheme, the order according to business parts was modified and supplemented during the processing. The pre-files in the inventory that were created before May 1945 were pulled out - as far as whole tufts were concerned - and assigned to inventory E 384 (Ministry of Economics 1926-1945). Individual documents dating from before 1945 were, however, left in the inventory. The majority of the files date from the period 1945-1952, with pre-files from 1869 and post-files up to 1970. ten tufts of files (the numbers 300, 301, 306, 312, 317 and 329 = 0.2 m) from the Ministry of Economic Affairs Württemberg-Hohenzollern were handed over to the Sigmaringen State Archives during the current indexing and rearrangement of the holdings. A total of 0.8 linear metres of files, mainly containing copies and hectographs, were collected, so that the stock now comprises 10.6 linear metres. The new indexing and structuring took place between September 1990 and March 1991 by the undersigned. The packing of the tufts in archive boxes provided archive of employed Fröhlich.             Foreword: The German Confederation, a confederation of states created by the Federal Act of 8 June 1815 at the Congress of Vienna, initially comprised 34 sovereign princes and four free cities, the last 28 of which were sovereign princes. It also included Denmark for Holstein and Lauenburg, England for Hanover (until 1837) and the Netherlands for Luxembourg and Limburg (from 1839). The only federal body was the Federal Assembly (also known as the Bundestag) in Frankfurt a. M., which met for the first time on 5 November 1816 after lengthy preliminary negotiations and was chaired by Austria as the presidential power. It was responsible for various commissions and other institutions such as the Federal Chancellery Directorate, the Military Commission, the Central Investigation Commission and the Federal Central Authority. The development of the German Confederation into a nation state remained impossible due to the guaranteed sovereignty of the member states and due to the dualism of the two great powers Austria and Prussia as well as the close connection of Austria to its non-German territories. The expansion of the Federal Constitution in the reactionary sense became disastrous. The resulting revolution of 1848/49 sought to transform the German Confederation into a national federal state. The Federal Assembly delegated its powers to the Imperial Administrator and ceased its activities on 28 June 1848. After the failure of the revolution, Austria restored the Bundestag in the summer of 1850, initially against Prussia. Prussia and its allies also returned to the Bundestag after the failure of the Union plans of Olomouc and the Dresden Conferences on the Reform of the Confederation, which resumed its activities on 14 May 1851. Further attempts at reform failed in the aftermath. The German Confederation finally broke up in the Austrian-Prussian conflict. In the Prague Peace of August 1866, Austria recognised the dissolution of the Confederation. The Württemberg legation to the Bundestag or the provisional central power for Germany 1848/49 existed from 1815 to 1866. It had to report all political matters negotiated in the Federal Assembly to the Ministry of Foreign Affairs. The Ministry then decided on the further course of action and arranged for the Frankfurt resolutions to be enforced within Württemberg. Like the department so also the files about the Bundestag affairs had a prominent position in the ministry. Own diaries kept separately from the diaries of the main registry can be traced from November 1816 to December 1849 (E 59 Vol. 181-231). In order to distinguish between the general documents of the Ministry kept in blue envelopes, these files were filed in reddish fascicles, as laid down in paragraph 14a of the Rules of Business Procedure of the Ministry of Foreign Affairs of January 1824 (E 40/31 Bü 32). The allocation of the file numbers seems to have taken place initially according to an alphabetical structure (as described in the preface of the finding aid book to fonds E 65). But this scheme must soon have proved to be useless. In any case, in the twenties the registry was reorganized, whereby a new system was introduced with light fact file approaches according to chronological order. Only in the series of envoy reports was the old order maintained until about 1845. Between 1872 and 1904, the files must have been transferred from the secret registry of the Ministry to the Directorate of Archives. After temporary storage in the Staatsfilialarchiv Ludwigsburg, they were forwarded to the Staatsarchiv Stuttgart for safekeeping. The Staatsfilialarchiv also drew up lists of items for sale ("Bundesakten" Verz. ad 57 and "Zoll- und Handelssachen" Lit. F). At the time of the transfer, cassations also appear to have been provided for after entries on various envelopes, but these were then omitted for reasons no longer known. The present directory unites the files of the Foreign Ministry concerning the Württemberg Bundestag legation in Frankfurt a. M. from various holdings. The main part consists of archival documents from E 65 Verz. 24, 40 and 57 and E 36 Lit. F. Furthermore, some legation files, which had already been recorded in the eighties, were moved here. The archival records summarised under the keyword "complaints" were dissolved and structured according to the principle of fact files in the same way as the entire holdings. Files that did not come into existence until after the dissolution of the German Confederation in 1866 were assigned to the corresponding holdings of E 40, as were documents originating from other ministries that were returned there according to the principle of provenance. Only empty envelopes of some of the files rearranged in the ministry were left; these were collected. Minutes of the Federal Assembly from October 1816 to 1863 and of the Military Commission from 1837 to 1861 are available in the printed matter room of the Main State Archives. Other Military Commission protocols are also held in E 40/72 Bü 250-262. These logs were therefore not recorded in the record. Old pagination is obsolete. The collection paints a very vivid picture of the time of the German Confederation and the provisional central power in 1848/49 throughout Germany. It contains documents about the resolutions of the Bundestag and their implementation in Württemberg and thus also material about events in Württemberg. The countertradition - albeit to a much lesser extent - is in stock E 65. The indexing took place from 1980 to 1983 and from 1997 within the framework of training by the archive trainees Ronald Asch, Irmtraud Betz, Ernst Otto Bräunche, Elke Koch, Carl-Jochen Müller, Andreas Schmauder, Wolfgang Stetter and Volker Trugenberger as well as by the archive inspector candidates André Kayser, Thomas Krause, Sandra Krischel, Alexander Rantasa, Caroline Schach and Nicole Schütz. Wilfried Braunn then recorded the rest. The online-capable classification of the stock as well as the further editorial work were taken over by the undersigned. The transfer of the title recordings in MIDOSA 95 datasets, which were made on the index forms, was carried out by Ms. Tanja Bürger, Ms. Anna-Maria Diener and Ms. Gisela Filipitsch; Wilhelm Gieb and Doris Köhler took care of the packaging of the archive boxes. The present collection now contains 1737 numbers (the serial number 1433 is not documented) in the range of 43.1 linear metres with a running time from 1815 to 1866, including pre-files from 1771 and post-files up to 1875.             The history of the authorities: Within the Ministry of the Interior established in Stuttgart in 1806, Department IV was responsible for local government matters. In the course of the dissolution of the four district governments (established in 1817/18), in June 1924 the Ministerial Department for District and Corporation Administration was established as a middle instance affiliated to the Ministry of the Interior, which existed until 1934 parallel to Department IV within the Ministry (cf. holdings E 180 I-VII in the State Archives Ludwigsburg). After 1934 the ministerial department was only a department of the interior ministry. In 1945, responsibilities were divided regionally between the newly established state administrations of the interior in Stuttgart and Tübingen. From 1952, the newly established regional councils of Stuttgart and Tübingen were given the same responsibilities to a large extent as had previously been assigned to the ministerial department as the central authority of the interior administration. The eleven to thirteen business units or Division IV's papers essentially covered the main areas of responsibility: church and corporate matters:Membership of local authorities, changes in regional, district and municipal authorities, national emblems, municipal names; representation and administration of official bodies and municipalities, supervision of administration, visits, state supervisory municipalities; legal relationships of civil servants and employees of official bodies and municipalities, salaries, pensions, accident and health care;Supervision of the asset management of municipalities and official bodies, budget matters, foundations, accounting; municipal uses, real community rights; publications of municipalities and official bodies; savings banks; taxation, finance statistics; water matters general and individual, division into three ("technical") business divisions or The three regionally defined districts I, II and III have departments for the organisation and distribution of responsibilities. The file group was added to the main holdings E 151/41, and a separation of provenance was also carried out between files of the Ministry of the Interior (4.6 linear metres) and files of the Ministerial Department for District and Corporation Administration (2.9 linear metres). m) ClassificationSince it was no longer possible to determine a file plan of the municipal department of the Ministry of the Interior from the time before 1945, the order and classification of the holdings was established on the basis of the file numbers assigned throughout (from department number IV and a file number of up to four digits, recorded in the Findbuch as the first preliminary signature). This procedure proved to be useful insofar as after 1945 the files continued to be filed according to this registry plan and were thus also transferred to the Main State Archives in 1956, 1958, 1962 and 1981 ( cf. the holdings EA 2/401-404 ).The structure of the holdings attempts a reconstruction of the file plan. In addition, some older files still have a box/special signature, which was not taken into account, however, as a presignature in the recording. The few tufts on school matters within the Ministry of the Interior are, however, to be found in fonds E 151/02 (Ministry of the Interior Department II). The order of tufts of files within individual series according to districts is based on the administrative division according to the Law on the Division of the Land of 25 April 1938 ( Reg.Bl. für Württemberg vom 3.5.1938). In general, provenance separations as well as a separation of pre- and post-files (cut-off date 8 May 1945) were made in the indexing, provided that it was not only a matter of individual documents whose removal from the present set of files would not have made sense (see list following the preface).Larger cassations were not carried out, only duplicates, other duplicates and a few tufts were sorted out (0.4 m). In November 1990, Dorothee Breucker, an archivist, began the cataloguing of the holdings. She was in charge of the main part of the order and indexing work (indexing of tufts 1 to 997 and 1101 to 1256 as well as separation of provenances and pre- and post-production work). Within the framework of the practical training of participants of the 26th and 27th semesters of the Second World War, the Commission has developed a new training programme. The students of the second Fachhochschule course worked on the drawing with Daniela Deckwart (Bü 1110-1144, drawing and classification), Nicole Röck (Bü 1257-1265), Thomas Schreiner (Bü 1266-1268), 1317-1330), Katja Hoffmann (Bü 1269-1301, 1315, 1316), Edith Holzer (Bü 1302a-1314, 1285a), Armin Braun (Bü 1331-1356, 1358, 1359), Andrea Rößler (Bü 1360-1379), Hartmut Obst (Bü 1380-1391). Working student Ulrike Kirchberger (Bü 1392-1413) and Archivoberinspektorin Sabine Schnell (Bü 1424-1557) finished the indexing; the latter also took over the final editing of the find book. Archivist Wilhelmine Kovacs took care of the demetallization of the files as well as smaller repairs and the packing of the tufts in archive boxes.The title entries were recorded on MIDETIT forms, the find book was created with the help of the MIDOSA program package of the Baden-Württemberg State Archive Administration. The E 151/41 collection now contains 48.5 linear metres of files with a running time of (1814) 1820-1945, with a few follow-up files up to 1955 (1965). The majority of the files date from around 1900. the partial holdings E 151/42 comprise 1.7 linear metres, E 151/43 2.3 linear metres and E 151/44 14 linear metres of written records.             Authority history: Almost every administrative branch has its own specific police force. King Frederick, when structuring the state administration according to departments, subordinated to the Ministry of the Interior the police which did not belong to such a certain department, but with two exceptions:1. he transferred the state police to a special police ministry;2. the censorship business was transferred from 1808-1811 to a censorship college which was first under the control of the cabinet ministry, then the police ministry, and on 30 November 1811 with the abolition of censorship ceased its activities for the time being. As a result of the Karlovy Vary decisions, a separate censorship commission existed from 1819, which was only dissolved with the decree of March 1, 1848. there are uncertainties regarding the exact origin of the business part III of the Ministry of the Interior. 1922 the business part III with the departments A (police department) and B (police command office) developed from the initially existing two ministerial departments police administration (treatment of legal questions) and order police (later police command office, as command authority of the state executive police). In October 1927, business part III was placed under the jurisdiction of the First Ministerial Director of the Ministry of the Interior, and in connection with the abolition of business part VII, responsibility for Wehrmacht affairs and foreign legion was transferred to the police department. Martin Luchterhandt carried out the determination and removal or division of tufts with pre and post files, an initial classification scheme and the computer-assisted recording of title recordings in 1993.             On the history of the authorities: The responsibility for the surveying and marking department, which was part of the Ministry of the Interior in the 19th century, and the cadastral office, which was part of the Finance Administration, and the andes surveying department was initially transferred to the Finance Administration by the Law on the Ministry of State and the Ministries of 6 November 1926 (Reg.Bl. p.239). With the law of 3 July 1934 (Reichsges.Bl. p.534), surveying became a matter of gauge and was thus entrusted to the Reich Ministry of the Interior. Subsequently, in accordance with the decree of 28 August 1936 of the Reich and Prussian Minister of the Interior, the institutions still directly belonging to the State of Württemberg (Topographisches Bureau) were to be combined in the Ministry of the Interior, whereupon the decree on the reorganization of surveying in Württemberg of 10 October 1936 (Reg.Bl. p.115) transferred the responsibility for surveying and marking from the fiscal administration to the Ministry of the Interior, and the State Inspectorate for the Corporate Surveying Service and the Topographical Department of the State Statistical Office (as Topographical Bureau) were affiliated to the Ministry of the Interior (Department XII). Inventory history and report: The documents were indexed by Bernd Geil, Ulrike Glogger and Matthias Grotz as part of the practical training of the 32nd Fachhochschule training course of the upper archive service, the final processing was carried out by Bernd Geil, Ulrike Glogger and Matthias Grotz, the signatures. Due to the pre-proveniences of the Royal Tax College and the State Tax Office, the State Technical Office, the Ministry of Finance and finally the Ministry of the Interior, various file reference levels were found. The current order follows the file number of Department XII of the Ministry of the Interior attached to the majority of the files. 0.5 linear metres of files of the provenance of the Royal Tax College or the State Tax Office were transferred to the State Archives Ludwigsburg (there stock E 251 IV). In addition, documents from the provenance of the Ministry of Finance (0.05 running metres) were assigned to inventory E 222 b (now inventory E 222a, status: 2004). 0.2 linear metres from the period before 1945 were removed from inventory EA 2/203 and integrated into the existing inventory. Provenance separations were only carried out in those cases in which this appeared to be reasonable in terms of scope and file structure. The main duplicates collected amounted to 0.06 linear metres.             Introduction Welfare care is defined as planned care for the benefit of the general public and not as a profit-making activity for those in need or at risk. It can extend preventively or remedially to the health, moral or economic well-being. Welfare must be distinguished from welfare care (care is "provided", welfare care is "exercised"), since welfare deals with individual welfare measures. The cornerstones of welfare care are (a) health care, (b) occupational welfare with severely disabled care and (c) youth welfare as well as - if not covered by health care - infant care, maternal and young child protection, school child care, care for weak and sick children and vulnerable care. It also includes (d) housing care and (e) popular education, as well as public, general and special care to control and respond to the needs of individuals when other forms of welfare are not effective. The term "welfare police", which refers to the preventive activity of the police, proves the long-standing link between welfare work and public administration. The decisive change towards modern state welfare care took place through the economic, social and political changes brought about by industrialisation, which made new social security systems necessary for the developing class of free wage workers and their families. Since it began work, the Ministry of the Interior, as its field of work, understood the entire internal state administration in the broadest sense of the term "the changed constitution of the supreme state authorities" of 16 December 1808. Apart from finance, military and justice, these included the general police, the industrial police, the section for cult and public education, general legislation, medical matters and matters relating to mining, coins, salt production and porcelain manufacture, from which the departments A - general police, B - trade and industry, C - cultus and public education and D - postal service (since 3 June 1814 as general post office subordinate to the State Chancellor) emerged. Depending on their specificity, welfare work was subordinated to the various departments. When the Ministry of Culture, Education and Medicine was established with the Cabinet Order of 3 November 1817 and the Ministry of Trade, Commerce and Public Works was created on 17 April 1848 by the Most High Decree, individual welfare measures also changed in their departments. For example, the "Ministry of Commerce" was supervised over occupational and housing care and the "Ministry of Culture" over health care and primary education. The Ministry of the Interior thus retained the youth welfare with the areas that were not subject to health care, as well as public (special) welfare. Youth Welfare includes all measures to strengthen young people (from birth to majority) physically, psychologically and socially. This includes health care as well as guardianship and protection of the foster children. The occupation with healthy young people is understood as youth care. The activities towards the endangered and neglected youth are carried out by the youth welfare, which is also the main object of the tradition recorded here. Until the I. After the Second World War, only guardianship and welfare education were regulated by law. The Reich Law for Youth Welfare of 9 July 1922 created a uniform basis for public youth welfare institutions. In addition, the newly created youth welfare offices were given the function of both the overall supervision of private activities in this field and a link between private organisations and public welfare. Prior to this, the Ministry of People's Welfare was established on 1 November 1919, reassembling the responsibilities that were divided up among the individual ministries in the course of the 19th century. This in turn changed with the dissolution of this authority on December 1, 1932, whose tasks were taken over by the Prussian Ministry of Economics and Labour. However, prior to the establishment of the Ministry of People's Welfare, matters already within the Ministry of the Interior's area of responsibility fell back to the Ministry. Nevertheless, the tradition discovered here was part of the holdings of the I. HA Rep. 191 Ministry of Public Welfare, which comes from donations to the Prussian Secret State Archives of the years 1931 to 1938, which during the Second World War, along with other archival material, was outsourced and, after its recovery, was transferred to the Central State Archives of the German Democratic Republic - Merseburg branch. In the course of a revision in 1977/78, it was decided to dissolve the holdings there. Apart from the tradition of the Prussian State Commissioner for the Regulation of Welfare, the file material was again transferred to the written tradition of those ministerial authorities which had already been entrusted with these tasks before the Ministry of People's Welfare was founded or after its dissolution. A decade after the 1993/94 holdings were returned to the GStA PK, the still unprocessed materials of the Ministry of People's Welfare, which fell under the responsibility of the Ministry of the Interior, were now sorted and recorded. However, in contrast to the Ministry of Culture, the Ministry of Trade and Commerce and the Ministry of Finance, the documents were not integrated directly into individual groups of files. Rather, the partial stock was left as such. In addition to its focus on youth welfare with the provisions of the Reichsjugendwohlfahrtsgesetz, the Fürsorgeerziehung mit Fürsorgepersonal or the Erziehungsanstalten und -vereinen, it also contains documents on welfare offices, which were not only responsible for youth welfare offices, but also, for example, subsidies for small pensioners.             Preliminary remark: The Reichsmusikkammer was founded as one of seven individual chambers of the Reichskulturkammer, i.e. the National Socialist compulsory organisation of the "creative artists", with the law of 22.09.1933 (additional ordinances of 01. and 09.11.1933). The Reichskulturkammer was a corporation under public law, was subordinate to the Reichspropaganda Minister as President of the Reichskulturkammer and served to monitor and direct cultural life in the "Third Reich". Every culturally active person had to be a member of the responsible individual chamber, non-inclusion or exclusion resulted in a professional ban, which was rigorously enforced. The Reichsmusikkammer was divided into individual districts. For Württemberg, Baden and Hohenzollern, from 1933 onwards, the state leadership of Southwest Germany housed in Stuttgart, Friedrichstrasse 13 (the house of the oppressed Württemberg SPD and its "Tagwacht" printing works) was initially responsible. On 01.04.1938 the Landesstelle Baden, which until then had been subordinated to the Landesleitung Südwestdeutschland, was made independent as the Landesleitung; the former Landesleitung Südwestdeutschland therefore subsequently operated as the Landesleitung Württemberg-Hohenzollern. The files of the Reichsmusikkammer - Landesleitung Südwestdeutschland and Württemberg-Hohenzollern, respectively, arrived at the Ludwigsburg State Archives in December 1964 via the Stuttgart Archive Directorate. It is no longer possible today to determine from where and under what circumstances they arrived at the Main State Archives in Stuttgart. Presumably the files were taken over in the chaotic months after the collapse in 1945. The inventory comprised about 320 standing files of about 30 m and was partly mixed with files of the inventory K 746 (Reichskammer der bildenden Künste - Landesleitung Stuttgart).Two departments were formed during the order and recording of the inventory, which began in 1971:- K 745 I Administrative files- K 745 II Personal filesThe personal files grew up in the years 1933-1944 and seem - in contrast to the administrative files - to be without larger gaps. The collection contains not only the personal files of the regular members of the Reichsmusikkammer (i.e. full-time or part-time musicians and music teachers), but also those of the persons exempted from membership of the Reichsmusikkammer (leisure musicians, music bands and associations), as well as occasional correspondence with foreign musicians and scholarship candidates.Among the 8542 individual files are the personal files of well-known musicians and composers, e.g. Hubert Deuringer, Hugo Distler, Robert Edler, Hubert Giesen, Hugo Herrmann, Eva Liedecke-Hölderlin, Karl Münchinger and Heinz Schlebusch, which in some cases, however, say very little. nevertheless, in one case or another they might be informative. In addition to the files of the soloists and ensemble musicians on the state and municipal stages and the numerous private music teachers, the frequent personal files of primary school teachers working in music and music education are of interest. The latter not only contain statements that are relevant for the respective person (which cannot usually be collected elsewhere), but often also provide information about village cultural conditions. Among the elementary school teachers, there are also the sharpest critics of the regulating and levelling activities of the Reichsmusikkammer. Judgments such as that of the main teacher W. Berner (Bü 8378): "The Reichsmusikkammer prevents music instruction in the countryside rather than promoting it" are - generally well-founded - frequently found in the correspondence between the teachers and the chamber. Finally, particular attention should be paid to the personal files in which examination papers are contained (and are consistently indicated in them), since some of these contain extensive assessments by the examiners. Hugo Distler, for example, whose own personal file is almost insignificant, has made numerous handwritten judgments on the pianistic abilities of the candidates in numerous examination procedures.1971-1972 The inventory was recorded under the direction of the undersigned by A. Several temporary staff were involved in the computer recording, in particular Andrea Mahler and Sabine Dörlich. Inge Nesper was in charge of the incorporation of corrections, and the alphabetical order was retained for the EDP recording. Civil names and artist names were recorded in separate data records and displayed in the comments field.
