              Preliminary remark: A council of soldiers was probably formed in Stuttgart as early as the first days of November 1918. One of them appeared publicly on 9 November under the leadership of the deputy officer Albert Schreiner, who became the first minister of war in the Bios government on the evening of the same day. In some garrisons, such as Ulm and Ludwigsburg, soldiers' councils were formed before the workers' councils. At the suggestion of several soldiers' councils, delegates from the Württemberg garrisons met for a first state assembly on 17 November under the chairmanship of the new "Head of Warfare" Ulrich Fischer. It decided to form a seven-member state committee, in which the larger locations each sent a representative. The second state assembly on 11 / 12 December expanded the state committee to 21 members and adopted provisions for the Württemberg soldier councils. In addition to the statutes issued by the government for the workers', peasants' and soldiers' councils of 14 December, they formed the organisational basis for all the soldiers' councils within Württemberg. After that, like the workers and peasants councils, they were recognized as the revolutionary foundation of the new system of government, but the executive power should lie exclusively with the government and the traditional authorities. Only at the lowest level were the company councils directly elected, which then met in the next higher level as the battalion council and elected a committee for day-to-day business. This system continued upwards. At the top was the "Soldiers' Council for Württemberg", to which the individual garrison councils sent one delegate per 500 military personnel. They met in the regional assembly and appointed the regional committee, whose chairman was Sergeant Fridolin Wicker22. In special cases, such as during the riots in April 1919, the state committee of the workers' and peasants' councils and the state committee of the soldiers' councils met for joint meetings.The "Provisions on the Reconstruction of the Württemberg People's Army", drawn up among other things by the State Committee, sought to incorporate rights of participation and forms of organisation of the councils into the new Army Constitution of the Republic, which, however, was not applied in view of the different concept for the Reichswehr. Rather, the local soldier councils were abolished after the dissolution of the old army on 30 June 1919. Only seven members of the state committee remained until 30 September. As early as April 1919, Dr. Erich Troß, who had had to interrupt his training for the Bavarian archival service due to the war and who at the time was engaged in reconnaissance work for the Landesausschuss der Soldatenräte, had suggested that the records of the Württemberg councils and other suitable documents should be brought together to form a "revolutionary archive". The two state committees immediately took up this proposal, so that in May "Provisions on the Establishment of a Württemberg Revolutionary Archive" could be agreed with Troß. The request to the subordinate councils to also deliver to this archive has been largely complied with by the garrison councils, with the exception of some workers' and peasants' councils. Only in one case does this also apply to the soldiers' councils of the troops, since their records often reached the Reichsarchiv branch in Stuttgart together with the documents of the troops themselves and are now contained in the M holdings of the Hauptstaatsarchiv. Moreover, Troß was only able to devote a short time to his self-imposed task because he was employed as an editor by the Frankfurter Zeitung. In 1920 the material, which had grown up until then, was handed over to the (today's) Main State Archives and in 1921 it was indexed by a provisional finding aid - probably by Eugen von Schneider. Both this repertory and the relevant files were destroyed in an air raid in 1945. Probably time-related reasons prevented the inclusion of the holdings in the printed general survey in 1937, so that it was only after the Second World War, in accordance with the self-conception of the two state committees, that the holdings of e-possessions were moved in directly behind the holdings of the State Ministry under the signature E 135.In 1957, Robert Uhland again produced a cursory find book, but he assumed that at a later date a detailed indexing and order had to be carried out. When the councils around 1975 found the special interest of historical research and started preparations for the 1918 exhibition of the Main State Archives in 1978, such a comprehensive indexing appeared all the more urgent. However, this could only be carried out with multiple interruptions, mostly within the framework of the training of the trainee officers and mainly the aspiring inspectors. In 1985, the re-drawing of the entire collection was completed, so that a breakdown by provenance was possible. Since then, the documents of the National Committee of the Workers' and Farmers' Councils and some subordinate local councils, i.e. essentially the former tufts 64 - 86, have formed stock E 135a, while the former tufts 1-63 have been combined to form the present stock. The structure of both stocks was developed in the lessons of the 1986 year class of prospective inspectors. The final order and the editing of the finding aid book for E 135b followed in 1989/90; the computer-assisted printout was produced by Hildegard Aufderklamm in the State Archives Ludwigsburg. Initially, no great importance was attached to the written form, but later, in any case, a part of the incoming and outgoing letters in circulation seems to have come to the attention of the individual members. This also applies in general to the subordinate garrison councils. The uniqueness of the tradition seemed to justify a more or less sheet-wise distortion, so that from the mentioned, hardly ordered original clusters about 6000 title recordings grew. After the provenienzgerechte separation also within the individual soldier councils the mostly very small tufts of the same subject could be united in many cases, so that the stock now comprises 1429 tufts in 3.4 shelf meters. Including the Ministry of War, there does not seem to have been any written document regulations in use in the contemporary Württemberg administration that could be applied to the councils in view of their comprehensive competence. The present inventory classification was therefore created inductively on the basis of factual aspects as they arose on the basis of the preserved material, mostly consisting of factual documents. Only the order of the military subjects in the narrower sense was based on the "Einheitsaktenplan für den Bereich der Heeresleitung und des Ministeramts", Berlin 1931: According to the tectonics of the two state archives in Stuttgart and Ludwigsburg, the individual provenances of the "Revolution Archive" should have been assigned to the E, F and M holdings. On the other hand, it seemed appropriate to maintain the original context as it was given by the delivery as a whole to the Central State Archives. The tradition of the garrison councils has therefore been inserted - parallel to that of the local workers' and peasants' councils - as an appendix to the inventory of the National Committee of Soldiers' Councils and has been developed in the same way. Nevertheless, the diversity of the main activities of the National Committee should still become apparent.               Tradition and order: On 25 October 1848, the Grand Ducal Secret Cabinet commissioned the Ludwig Law Office of the General State Archives to organize the files in the cabinet's registry, whereby "those papers which are suitable for storage in the General State Archives or in the registries of the various ministries were to be handed over there". He found the files, which dated back to the first reign of Margrave Karl Friedrich, "in seven overcrowded boxes". Law Firm Councillor Ludwig divided the files into four main parts: a) files for the older and b) files for the current registry of the cabinet c) files for the Großh. Haus- und Familienarchiv d) files for the Großh. StaatsarchivIn the year 1860, these administrative tasks were completed and the files mentioned under c) and d) had already been submitted to the General State Archives in 1850. In the years 1879, 1881, 1882 and 1885 further deliveries took place. Insofar as these files were not incorporated into the family archives or assigned to the various holdings of the General State Archives, they were kept in a special cabinet. When the holdings of the General State Archives were divided into repositories in 1888, the files submitted by the Privy Cabinet received Repositur II, 2. Nevertheless, the previously practised division procedure was retained for the consignments of 1891, 1907 and 1908. With the abolition of the Privy Cabinet in 1919, almost all of the remaining registry was transferred to the General State Archives. The Badisches Ministerium des Auswärtigen retained only those files which it needed to continue the business of the Order Chancellery; these files are now held by the Staatsministerium 233. Individual inventories can be found partly in GLA 68/778 and partly in GLA 450/403 and 1200. This finding aid was created in 1964 on the basis of older card indexes. In 2009, it was converted into an online find book with funds from the German Research Foundation (DFG) and then edited by Christoph Florian and Alfred Becher. According to the requirements of Scope-Archiv, numerous collective title recordings in particular had to be resolved. However, the individual titles and the differentiation according to individual runtimes and deviations in content led in some cases to the creation of very extensive headings in which the chronological order is no longer clearly discernible. The further subdivision would have been consistent; as a fundamental intervention in order and category sequence, this could not be achieved within the framework of the search instrument conversion. The conversion to online finding aids remained problematic in the treatment of Julius Kastner's meritorious but very detailed indices. For the collection in SCOPE archive the in-depth entries of Kastner were difficult, the result remained unsatisfactory; the indices must be worked on completely again. Since this was not possible within the scope of the finding aid conversion, only a Word version is available for the time being in the printed find book copies of the General State Archives; it was created by Christoph Florian from the typewritten template. Full text search is recommended for online searches. History: A cabinet government in the proper sense, as it existed in Prussia, for example, hardly ever existed in Baden. The system of government of Margrave Karl Wilhelm, which could at best be described as a cabinet government, did not continue under his grandson. Margrave Karl Friedrich founded the Privy Cabinet in 1783, which formed only a committee from the Privy Council and was not comparable with the Prussian institution of the same name. Simultaneously with the abolition of the Privy Council College in 1808 and the division of the central administration into five ministerial departments, the Grand Duke determined: "Around Our Highest Person We Form a Cabinet Council" (Regierungsblatt 1808 p. 187). This Cabinet was one of the Supreme State Authorities and was assigned the following business area: 1. Processing of all letters addressed to the Grand Duke 2. All Systematica, establishing and prescribing the general constitutional and administrative and principles 3. All Family and House Affairs 4. All Court, Order and Civil Uniform Affairs 5. The Affairs of the Art Institutions belonging to the Court (= Reg. Bl. 1808 S.193But already in the following year, as a result of the organizational edict of 26 November 1809, this "Cabinet Ministry" was abolished again as a special department. The "Cabinets Minister" remained "the organ through which the requests of the Ministries to Us and Our Resolution go to them" (= Reg. Bl. 1809 p. 397). On 21 September 1811 the Grand Duke appointed the State Councillors Brauer, Hofer and Wielandt as Secret Cabinet Councils, the Legation Council Ring as Secret Expedition Council and the Expeditor Weiß as Secret Cabinet Secretary (= Reg. Bl. 1811 p. 108). The "Geheimen Cabinets-Referate" (Secret Cabinets) thus created were abolished on 15 June 1817. For the objects to be processed in the Secret Cabinet a State Secretary was appointed, who at the same time became a member of the State Ministry and the State Council (= Reg. Bl. 1817 p.65). Thus the Secret Cabinet lost its central importance, which had been intended in 1808, early on; what remained was the role of a secretariat for the personal government actions of the sovereign. Towards the middle of the 19th century the Secret Cabinet consisted of a board of directors, a registrar and a chancellor's list. After a separate Court Secretariat had been set up on 24 May 1854 to deal with the Court's administrative affairs (= Reg. Bl. 1854 p. 256), the Privy Cabinet processed: 1. all ideas, complaints, petitions and other submissions directly addressed to the Grand Duke, insofar as they did not belong to the business circles of the Court's offices and were not purely matters of support; 2. the Court's administrative office was set up on 24 May 1854 (= Reg. The Ministry of Foreign Affairs (= Gesetz- und Verordnungsblatt 1919 p. 245) was responsible for handling the business of the Order's Chancellery. Content: Although the holdings cover almost all areas of politics, economics, culture, confessions, court and military, they often contain a richer and more complete tradition that can be found in the respective specialist authorities.               The Presidents of the State District of Baden: With the decree of the American military government of 13 July 1945, the emeritus literary scholar Prof. Dr. Karl Holl was appointed Chief President of the Landeskommissarbezirk Mannheim. His work remained limited in the first few weeks to Mannheim and the surrounding area. Karlsruhe was initially under French occupation. By reorganizing the French and American zones, the Americans extended Holl's sphere of competence to the Baden part of the newly formed state of Württemberg-Baden. On September 3, 1945, Holl was released in the course of an American denazification measure. On September 10 Dr. Heinrich Köhler was appointed. While the individual ministries of the state of Württemberg-Baden in Stuttgart communicated with the Württemberg authorities without intermediate authority, in the American zone of the Baden state territory the state district administration of Baden was interposed, with the exception of the organisation of the administration of justice, which consisted of five departments: President - Internal administration - Labour, social affairs and reconstruction - Cult and education - Finance. The documents of these departments were included in the files of the later Regierungspräsidium Karlsruhe. With the death of Heinrich Köhler on 6 February 1949, the time of a full-time state district president in Baden was over. The position of state district president was only filled on a provisional basis. In this function, Gustav Zimmermann initially held office until his death on August 1, 1949. Until January 11, 1951, Dr. Edmund Kaufmann also served only briefly as provisional state district president. He was succeeded by Ministerial Director Dr. Hans Unser until his death on 27 November 1951. The last president was Dr. Hermann Veit. The formation of the state of Baden-Württemberg in 1952 with the establishment of the four administrative districts unified the administrative division in the new federal state. Tasks and powers of the President: The individual departments of the state district administration were responsible for the specialist tasks. The President, who was able to intervene in the competence of the departments, reserved the right to participate in all fundamental matters as well as in the appointment and promotion of civil servants. In March 1947 the course of business of the presidential office was reorganised. President Köhler reserved the right to sign in draft and in execution all decisions of fundamental and political importance, certain decisions in personnel matters, all matters reserved by the President for signing, all lectures to the State Ministry and letters to the Ministries in Stuttgart. In 1950, the then President Dr. Kaufmann reorganised his competences and tasks within the Baden district administration. He stressed that he should be involved in all administrative matters of fundamental, political and financial importance. In addition, all personnel matters of fundamental or political importance were reserved for the President. The other competences of the President are resolutions of fundamental, political, organisational and financial importance for the district of Baden or which affect the business activities of all the regional district directorates, complaints of official oversight, draft budget for information, notification of budget overruns of a certain amount, representation of the district administration in its entirety, certification of subsidies in excess of DM 200, publication of the official gazette of the district of Baden. Structure and organization of the Presidential Department: In 1947, the Presidential Department was divided into two departments: Department 1: Head of Service, Presidential Affairs, County Council Affairs, State Ministerial Affairs, Representation Affairs, Legal Affairs, Presidential Staff, Motor Affairs, Press Affairs, Official Gazette of the County Administration, Correspondence on more important matters and those of fundamental importance from Department 2. Unit 2: Civil servants' and salaried staff's rights and collective bargaining regulations for civil servants and public sector workers (general), appointment and dismissal of civil servants and recruitment of employees, right to travel and removal expenses (general), State budget matters, factual and personal expenditure of the Bureau, co-administration of representation matters, disposition funds, certifications (legalisation of documents), special mandates of the President, deputisation for Unit 1.A slightly different picture was provided by the business distribution plan of 5 May 1950. The tasks of the Presidential Office were now divided into three units. Unit 1 was called "President", Unit 2 "Legal Unit", Unit 3 "Human Resources and Budget Unit". Traditional history: The written records of the presidential office of the president of the state district of Baden are always singular if they were created within the exclusive competence of the personally small presidential office, i.e. for representation matters, contacts with the press, approval of support, various honours and partly in personnel matters. A typical feature of a large part of the files is the numerous newspaper clippings that they contained, which served to inform the President. This collection forms a unique source for the immediate post-war period. Not only does it document the structure of the German administration in the North Baden area and the beginnings of the new state structure in the German southwest, but it also reflects the misery and the manifold problems faced by the population, administration and politics in view of the catastrophic consequences of the war and the collapse, and the way in which they were coped with. The registry of the president of the Baden district filed the documents in accordance with the Badische Amtsregistraturordnung by H. Fackler (1905). Conversion of the finding aid: The inventory 481 was ordered and recorded by Dr. Jürgen Treffeisen in the years 1991 to 1993. He provided the finding aid book with a detailed account of the history of the authorities, which is still valid and on which the abridged explanations in this finding aid are based, and a detailed report by the editor. The inventory was printed in 1997. The indexing data for inventory 481 were transferred to the software ScopeArchiv as part of the project "Conversion of old finding aid data" of the General State Archive Karlsruhe, which was carried out by Guido Fögler in the years 2006-2008, in order to be able to produce an online finding aid from it. The project was supervised by Alexander Hoffmann, who - apart from very little remaining work by the undersigned - also took over the final editing of the converted finding aids. N) Duration: 1705 - 1945 Place of storage: Ernst-Ludwig-Schule Zur Ortsgeschichte The town of Nieder-Flörsheim was first documented in 768 in a deed of donation in the Lorscher Codex. "On 05.11.768 Gerolf and his brother Emino awarded their parents and their sister Seghelinda a farm ride, 10 days work of arable land and field suitable for planting a vineyard on it for the salvation of their souls. Mention of the vineyard proves that at that time the Franks were already engaged in viticulture and could dispose of their estates. The place used to be called Fletersheim, Flaridesheim, Ilersheim, Nieder-Flersheim. In addition to Lorsch, the Cyrikusstift Neuhausen also owned estates in Flörsheim. Nieder-Flörsheim belonged to the cathedral of Worms since the Middle Ages. In the 13th century Philipp von Falkenstein depressed the monastery and settled in the village. In 1349 the monastery took over the patronage of the Leiningen family and in 1400 it transferred half of the village to the Palatine Count Ruprecht III in ownership. The other half of the village and the bailiwick belong to the monastery of Neuhausen and when this monastery was abolished by Elector Frederick III in 1566, the other half of the village also came to the Palatinate. It was assigned to the Chief Alzey Office. In 1792 the southwest was again involved in the war, when French revolutionary armies occupied the left bank. Again it came to plunderings and tribute payments at money and Naturalien. The later Rheinhessen and the Kurpfalz formed the Donnersberg department, to which the 24 municipalities of Rheinhessen also belonged. Administrative reform and economic upturn in agriculture shaped people's lives. After Napoleon's defeat Nieder-Flörsheim came to the Grand Duchy of Hesse. 1816 Canton Pfeddersheim, 1835 district Worms, 1848 administrative district Mainz, 1850 administrative district Worms, 1852 - 1969 district Worms (1946 Rhineland-Palatinate). As part of the administrative reform, the municipalities of Nieder-Flörsheim and Dalsheim were merged to form the new municipality of Flörsheim-Dalsheim in 1969. The parish had a parish church dedicated to St. John which was first mentioned in a document in 1234. During the Palatinate division of the church in 1705, the church fell to the Reformed. The Catholics set up an oratory in the town hall. It became a branch of the Catholic Church in Dalsheim. The Lutherans were awarded a parish in Dalsheim. In Nieder-Flörsheim there were two schools, the Reformed with the school building and the Catholic school. The Israelite community built a synagogue in 1817 (Untergasse 10), but sold it to the Häußer family in 1920. The population grew in 1811 to 596 inhabitants. The archival material in the municipality of Nieder-Flörsheim was attempted to be arranged as early as 1838. From the letter of the district council of the district Worms it appears that Mr. Völker from Wersau (Odenwald) had been commissioned to order the municipal registration of Nieder-Flörsheim (No. 0156, s. 13.03.1838). In 1914 the teacher A. Trieb compiled a file index of the municipal archive Nieder-Flörsheim (see Dept. 206 No. 99). After the dissolution of the administrative district of Worms (1969), the two combined municipalities of Nieder-Flörsheim and Dalsheim initially retained their archives in the town hall (in contrast to all other municipalities of the VG which had already deposited their documents in the town archive of Worms). Only after lengthy negotiations with the municipality in 1998 was the valuable archive material handed over to the municipal archive by the municipality of Flörsheim-Dalsheim together with the archives of Dalsheim after the conclusion of a deposit contract. The relatively undisturbed and rich archive material, especially the older ones, was stored in the cellar of the Ernst-Ludwig-Schule, in contrast to many neighbouring communities in both places. The indexing of both community archives began in autumn 2009. First of all, the documents had been prepared in 2008 according to the order of the 1908 registration plan; in 2009/10 the files were successively brought to the Raschi-Haus for processing and processed there. The duration of the project essentially begins in the first third of the 18th century and usually lasts until 1945. The forests of Nieder-Flörsheim are particularly worth mentioning. The Nieder-Flörsheimer forest served the community as a source of income. Numerous records of timber auctions and counts can be found in the documents of the municipal treasury bills. For reasons of data protection, 2 files were provided with a blocking note for use in accordance with the provisions of the Land Archives Act. After completion of the new indexing (Sept. 2009 - April 2010), the holdings comprise 759 units of description (10.7.2012: 763), which are stored in 162 archive boxes. The files are in good condition. No cassations were made. Because of the different file plans, a new section 242-N was created for the files of the municipality from 1945 to 1969 until their merger with Dalsheim, which is to be used in addition. For Dept. 242 and 243 there is still an extensive and still unseen collection of printed matter, laws and other grey literature in the holdings, which would require separation and indexing. N) Duration: 1618 - 1973 Location: cellar of the Ernst-Ludwig-Schule Zum Bestand The first inventory of the municipal archive of approx. 1811 is only incompletely preserved; completely preserved inventories (which obviously refer more to the current registry and do not list many old pieces, although they often show a numbering) date from the years 1831, 1837 and 1843, perhaps in connection with a circular of the government in Mainz concerning the order of the municipal archives of 1830 (No. 177 and 466). In the year 1906 a number of mentioned archival records were used by the War Court Council of Obenauer for the purpose of writing their own family history in the Haus- und Staatsarchiv Darmstadt (No. 52). A letter dated 01.04.1914 refers to the production of the comprehensive index of 1914 (no. 208) by teacher Trieb von Eppelsheim, in which the return of the municipal archive, which was also lent to Darmstadt for this purpose, is announced (no. 946). After the dissolution of the administrative district of Worms (1969), the two communities, which had been merged in the same year under the name "Flörsheim-Dalsheim", held back the respective archives in contrast to the other communities, which handed over their documents to the municipal archive of Worms as a deposit. It was not until 1997, after lengthy negotiations and the conclusion of a deposit contract, that they were handed over to the Worms Municipal Archives, where they first found their place in the cellar of the Adenauerring office building and then in the cellar of the Ernst Ludwig School. Between September 2009 and August 2010, they were gradually brought back to the city archives for indexing and, after processing, returned to the Ernst-Ludwig-Schule. At the same time, the archives of the neighbouring municipality of Nieder-Flörsheim, which were taken over at the same time in 1997, were processed, the indexing of which was also completed in summer 2010 (Dept. 242). During the processing, which followed the usual principles, the material was separated from the beginnings up to 1945 on the one hand (Dept. 243) and from the period from 1945 up to the creation of the association municipality in 1969 on the other hand (Dept. 243-N). The former was arranged according to the existing order according to the 1908 registry plan, the latter according to the 1953 file plan in the Findbuch and listed separately as a sub-collection of Dept. 243-N. The former was not listed in the Findbuch. The condition of the material was good except for two pieces where slight mildew was found (No. 245/2 and No. 602, stored at the end of the collection in its own cardboard archives). There were no cassations. History and record keeping of the holdings: The files with the files of the former Württ. War Ministry came directly from Olgastraße 13 to the former Reichsarchiv branch in Stuttgart. At the same time, the same repertory of authorities came with them (annual, self-contained registers of persons and subjects with reference to the journal books). The same are useful when it is a matter of finding a specific person or when the subject of a letter is sought. The registers and journals, however, did not make the establishment of an archive directory superfluous. The same was set up by the then Assistant, now Reg. Inspector Beiermeister, in the months of August, September 1931 - that is, at the end of the orderly work. Since the takeover of the Reichsarchiv branch, I have been striving to expand the archive directory into an archive repertory. The execution of this work became possible when I returned in December 1941 from a 1 1/2 year command as the Commissioner of the Chief of Army Archives for Metz and Strasbourg. The work became important in the course of 1942 because I was circumventing it with the intention to decentralize the holdings of the former Württ. War Ministry in view of the aggravating air situation. The files were transported to Neuenstein in October 1943, where they were stored for safekeeping at all times. During a detailed inspection, certain gaps in the files were discovered. Attempts to close them were made both by the Oberarchivrat von Haldenwang, the brother of the last head of department, and by myself, without the same having been successful. The index of persons and objects was compiled by the then Heeresarchivrat Knoch in the first half of 1943 and personally revised by me in February 1944 to facilitate its insertion into the General Index of the Army Archives.No organisational overviews or business divisions were added to the repertory, since none could be taken from the volumes of files and since a volume "Geschäftsenteilung des Württ.               The Prussian legation to the Kingdom of Italy evolved from the Turin and Florence legations. After the Franco-Italian successes in the war against Austria, Tuscany was annexed by the Kingdom of Sardinia-Piedmont in 1859. As a result of the annexation of the kingdom of both Sicily, King Victor Emmanuel II was proclaimed King of Italy on 17 March 1861. The international recognition of the title was one of the main tasks of the king in the following years. This should be seen as part of the overall effort to unify Italy. Initially, the legation in Turin was responsible for representing Prussian interests in the Kingdom of Italy. The extraordinary envoy Willisen was replaced at the end of 1863 by Guido von Usedom, who had just been elevated to the rank of Count. Together with the court, Usedom moved from Turin to Florence on 13 June 1865, taking over the existing infrastructure of the former legation of the Grand Duchy of Tuscany. His most historically significant news was the "Stoß-ins-Herz-Depesche" of 17 June 1866, published by the former Italian Prime Minister La Marmora in 1868. In it Usedom demanded the advance of Italian troops directly to Vienna (GStA PK, I. HA Rep. 81 Florence (Italy), No. 8, fol. 376-387). Due to a dispute with Prime Minister Bismarck, Usedom retired from office in 1869. Around this time, the legation in Florence hired its own pharmacist. His successor, Count von Brassier, took office on 1 January 1870 in the name of the North German Confederation. The last documents of the collection end in the autumn of 1870 with the relocation of the Italian capital to Rome as a result of the Franco-German war. The inventory allows only a few statements on the history of the authorities in the narrower sense, as it deals only with the political reports to the ministry and the decrees and copies of other legation reports sent by the ministry. Personnel and organizational files are not included in the inventory. Carl Schmitz, a merchant born in Stolberg near Aachen, offered the legation an open house for its official purposes. In return, he was first appointed agent and later consul. On 28 July 1882, the German Foreign Office delivered 25 files of the former Royal Legations of Florence and Naples to the Prussian Secret State Archives, where they were classified as Repositur 81 Florence or Naples. The last major access took place in 1900 and the first inventory revision took place in October 1923. In 1943 the stock was transferred to the salt mines Staßfurt and Schönebeck as part of the I. Main Department, Repositur Gesandtschaften and Consulates. After the end of the war, Soviet troops confiscated the stock and transferred it to Moscow. It was not until 1955 that it was returned to the Merseburg Department of the German Central Archives. Further revisions took place here (1955 and 1986). The holdings were filmed in February 1962. It was not possible to find out more about the non-existence of the numbers 22 to 27 (political reports and correspondence up to the end of 1872) listed in the Altfindmittel. In 1923 they still existed, the revision of 1955 marked them as missing. It was not possible to identify any indications of an inventory delimitation with the Reich Archive or the Political Archive of the Federal Foreign Office. In the course of German reunification, the inventory of the I. HA Rep. 81 legations and consulates was returned to Berlin as part of the holdings of the Secret State Archives of Prussian Cultural Heritage in accordance with the Unification Treaty. They have been stored in the Westhafen magazine since 1993. In July 1990, the GStA PK acquired two letters, which in 2011 were assigned to the holdings Rep. 81 Florence/Italy (GStA PK, I. HA Rep. 81 Florence (Italy) after 1807, No. 22).               Introduction 1st history of ownership The Detmold stock L 51 Foreign ownership of Lippe is divided into several local subgroups. The connection of these places consists in the fact that they contain different lippic rights (possessions, claims, pledges and bailiwicks) outside the closed territory. On the one hand it is a zone not far from the actual dominion area in the north or north-west (Enger, Bünde, Quernheim and Dünner Mark as well as Ulenburg), on the other hand it is also more distant areas such as the Beyenburg an der Wupper office, the sovereign dominion of Vianen south of Utrecht and the Freckenhorst monastery near Münster. In terms of time, however, the files on the individual groups are far apart, as they contain events from the 15th to the end of the 18th century (apart from copies of older documents supposedly dating back to 1031). Beyenburg was part of the duchy of Jülich-Kleve-Berg, but had served as the widow's seat of Countess Maria von Waldeck, who died in 1593. After this, negotiations and the actual takeover as a pledge by Count Simon VI zur Lippe took place, whereupon the administration by his officials (from 1597), which lasted for a decade, and the quite soon redemption by Jülich (1607) took place. The Lippe administration consisted of three persons, the rent master Wilhelm von Pylsum, who was taken over by Jülich and replaced by Hermann Kirchmann in 1602, another bailiff and the forester. The affairs of the office are reflected above all in the correspondence of the rent master and the bailiff with the count to the Lippe. In addition, account books and lists of receipts and expenditures have been preserved, and the two changes of government each led to an inventory of the rights and goods held there. The fact that the dismissed rent master of Pylsum and Count Simon VI also had a dispute over the years with Lippe has also found its expression in the records. In the village of Bünde, the Lippe rights consisted mainly of market duties, which are documented for some years (1551-1560) as well as external interventions against these rights. The office of Enger had been pledged to Bishop Wilhelm von Paderborn by the noblemen of Lippe in 1409. In the 16th century, the counts of zur Lippe repeatedly attempted to trigger the pledge at the Dukes of Jülich, to whom Enger had meanwhile come. Special activities developed in this respect under Count Simon VI in the years since 1576. The recovery did not succeed because there were disagreements about the exact scope of the pledged office. However, due to the establishment of a commission to delimit and record the Lippic rights there, protocols were drawn up containing an inventory of Enger around 1578. The files of the Quernheim monastery refer to the women's abbey there, the bailiwick of which the Counts of Lippe had held since the 13th century. In the 16th century, the abbesses there made frequent use of them, for example to protect their own people against attacks by representatives of the Minden monastery, but also against the town of Lübbecke and the Counts of Diepholz, and also to safeguard their claims for logging and pig fattening and for possessions and disagreements in the convent. In the end, the monastery became dependent on Minden after the departure of some sisters, against which even a joint action of the Counts of Lippe and the monastery of Osnabrück before the Imperial Chamber Court could not do anything. However, in the 18th century, the Counts of Lippe still had the bailiwick of Osnabrück as a lord over them. The Ulenburg collection is particularly extensive. The Lippe feudal sovereignty over this castle was established in 1470 and resulted from a successful feud between Lippe and the city of Herford against the Lords of Quernheim. Already the period before the later direct exercise of Lippe's power is well documented, because apparently the written estate of the last owner Hilmar von Quernheim was taken over. Hilmar, a Danish colonel in the service of Denmark and a drost of various masters, was involved in numerous legal disputes, such as a dispute with his cousin Jasper von Quernheim over Haus Beck, a property that often appears in the Ulenburg files. Hilmar's conflict over the sovereign rights claimed by the Minden monastery, in which his liege lord Simon VI soon supported him to the Lippe, and which continued after Hilmar's death ( 1581), had more consequences. Now the Ulenburg was claimed as a fief fallen home by Simon VI and after a long dispute with Minden it was finally claimed. When Minden handed the Ulenburg over to Lippe at the end of 1593 after an imperial penal mandate, the conflict was not over, as the condition of the castle was not satisfactory for Count Simon VI. In a continuation process (until 1607) numerous witnesses were questioned by an imperial commission and extensive lists of the income of the Ulenburg were drawn up. Although the Ulenburg reached the von Wrede family via Philipp zur Lippe-Alverdissen as early as the beginning of the 17th century, after their bankruptcy Lippe once again briefly took over the dominion there (around 1708 to 1711). Apparently the documents inventoried at that time were kept and then brought to the archive in Brake. Among them are also the files and numerous books of accounts from the end of the 16th century up to the time of von Wrede and her bankruptcy. From the Ulenburg, after their takeover, the older Lippe rights were administered in the Dünner Mark, such as the timber court there, which was also disputed with the Minden monastery. The relevant files can also be found in the Ulenburg collection. In contrast to the other subcases, the Freckenhorst Act only refers to a specific political process outside Lippe, namely the election of a new abbess. After the death of Abbess Margarete zur Lippe, Count Simon VI attempted to have his daughter Elisabeth elected as his successor, which found support in Freckenhorst but was prevented due to the intervention of the Münster Monastery in favour of a Catholic candidate. Thus it is basically not a "foreign possession" of Lippe. The dominions of Vianen and Ameide as well as the Burgraviate of Utrecht passed from the von Brederode family to the Counts of Dohna (1684). Through her heiress Amalie zu Dohna, the wife of Simon Heinrichs zur Lippe, the Dutch exclave came to Lippe in 1686. On September 3, 1725, however, it was sold to the Dutch General States, but the Vianisches Archiv remained, as far as family matters in the broadest sense were concerned, with the Haus Lippe in accordance with the contract. It contains numerous documents of the last members of the House of Brederode (Johann Wolfert, Wolfert and Hedwig) and their heirs Carl Emil and Amalie from the family of Dohna, including correspondence with the extensive relatives to whom financial obligations also existed due to a Fidei compromise regulation for Vianas. For exactly this reason, the later-born members of the house Lippe (Agnaten) saw themselves injured with the sales of Vianen in their there claims and went before the imperial chamber court. In Wetzlar they finally had success, which is why the ruling Counts zur Lippe had to pay compensation and now tried to sue their own responsible persons. Thus, the Lippe protagonists in the sales negotiations, President Christoph von Piderit and Government Councillor Blume, were confronted with accusations which led to a trial of the Lippe tax against the former president. Due to these later legal disputes, the materials of the internal administration of the Vianen dominion were preserved in order to document their legal and financial condition. Therefore these matters can be traced in detail, especially the payments of the rent masters Peter Inghenhouse (1679 still until at least 1698), Elisa Gordon (parallel to it since approx. 1694 to 1721, before already secretary, later mayor), Wolfert Louis van der Waal (interim 1721), Arnold Henrik Feith (1721-1724), Henrik van Dortmond (1725) as well as the special envoy Simon Henrich Blume (1725/26 respectively 1727/30). In addition, the Drost (Drossart) appeared, first for years Jacques de l¿Homme de la Fare, then from 1710 to 1725 Jean Henry Huguetan (married van Odijk, later Count Güldensteen) and other councillors, who together formed the government council of Vianen established in 1681. All those involved in administration cumulated several posts and, after their departure, often still dealt with their previous affairs, making it difficult to delimit them. This kind of administration seems to have been taken over from the time of von Brederode and during the intermezzo under Carl Emil to Dohna quite uninterruptedly under the Lippe rule, as well as personal continuities and connections (Elisa Gordon was related for instance to the family van Dortmond, this again with Jobst B.). Barckhausen). Nathan van Dortmond, who came from Vianen, even managed to climb the rank of Landgographer in Lippe, while councils from Germany were only active in Vianen in the early and late Lippe period, such as Justus Dietrich Neuhaus, Theodor Fuchs and Simon Henrich Blume. 2. inventory history The first six subgroups of the inventory L 51 were arranged by Johann Ludwig Knoch according to factual aspects, arranged and listed with quite detailed information in his find book. This kind of distortion depended very much on his preferences, which is why invoices and the like or sources about the subjects were kept, but hardly noticed. At the beginning of the files formed by Knoch there are often copies of late medieval documents, which mostly became legally relevant for later events, which only emerge in the further course of the often chronologically sorted compilations. Not only is the overall title of Auswärtiger Besitz somewhat imprecise due to the inclusion of the appointment of an abbess in Freckenhorst, which was decided to Lippe's disadvantage. Also the subdivisions were carried out schematically in such a way that connected processes were formally correctly separated into individual proceedings, but which belong to each other objectively (for instance the case Hilmar von Quernheim against Erich Dux, at least Drosten von Hausberge, as well as against his rule, bishop and cathedral chapter of the monastery Minden). In addition, bundles of remains appear, the distribution of which Knoch had still planned but not realized on different subject groups (L 51 No. 46, 160, similar to Vianen No. 265/66, and on mixed matters, No. 267), or also scattered individual pieces, which belong to a common process (affairs of the Colonel Alexander Günther von Wrede, L 51 No. 43, 55, 62). Some of these have no connection whatsoever with Lippe's external possessions, such as extracts from the minutes of the Reichskammergericht (L 51 No. 160) belonging to various trials. The invoices of the Beyenburg office (L 51 No. 14) also contained a bundle with letters on otherwise unrelated extra-lippic property titles (in Sommersell, Kariensiek and Entrup in the Oldenburg velvet office), which Knoch had still provided with his typical marginal notes at the upper margin and sorted chronologically, but without recording them. The situation is very similar with the invoices for a building that Count Simon VI had erected on Prague Castle Hill from 1608 (No. 120). There are apparently two further subgroups of the foreign property in the state of origin, which were not taken into account in Bnoch's find book and in the classification of the holdings. Furthermore, Knoch had laid out some files about the subjects of the Ulenburg, but had provided them with the remark nullius momenti (without meaning) in his find book and had not listed them more closely. In it, however, there are quite interesting matters from the end of the 17th century (L 51 No. 100 and. 101), such as letters of release, estate inventories of simple people, complaints about beer adultery or registers of persons together with their land and cattle. The seventh subgroup with the files on Vianas was apparently added to inventory L 51 only later. A part of the material came to Detmold only in 1726, to which were added the relevant entrances already present in the residence and the material of the later processes. Although Knoch has still inscribed individual files at the beginning and end of the partial stock (L 51 No. 265-267), its indexing is missing, at least in the preserved find book L 51. When the files on the proceedings of the family at Dohna were sought out again after 1772 because of the intervention of the Prussian King Frederick II, Knoch also became active, as a family tree and some remarks by his hand prove (L 51 No. 191). In the seventh subgroup, Vianen, there are on the one hand the entrances relating to the reign. In addition, there are materials which were brought to Detmold in 1726 when the archive at Batestein Castle in Vianen was divided. These files were apparently reassembled for later investigations and processes, but the L 3 stock, which did not contain only documents, was separated. Later orders of the Vianen substock were only carried out at a shallow depth. In principle, the present order seems on the one hand to go back to the structure of the matter for the Wetzlar Imperial Chamber Court process, which was conducted with the Lippe co-heirs, as also shown by corresponding notes (so to L 51 No. 218, No. 223), but on the other hand it concerns the annexes to the report of the later investigative commissions on the role of the Lippe councillors in the sale of the dominion. All in all, it is a rather colourful mixture of the most varied pieces from the administration of the dominion, which have to do not only with the period under the Counts of Lippe, but also with earlier centuries, above all from the reign of the von Brederode family and from the decades after the sale. The use by the Count of Lippe of the money obtained from the sale of vianas is also documented in detail. In addition, the private documents of Countess Amalie zur Lippe, née Dohna, have also been included in the documents about her inheritance, the dominion of Vianen, even if they had nothing to do with it directly. A part of the correspondence about and from Vianas was unfortunately arranged schematically (obviously not by Knoch) by sender. Thus the original factual connections were partly torn apart, which are now scattered over the directory units L 51 No. 268 to 285. The Vianen sub-collection also contained a collection of remnants, including copies of medieval documents, beginning with the foundation of the Abdinghof monastery [1031], and other documents, some of which are completely unrelated or only in connection with the collection, such as the possession of the Count of Geldern in the vicinity of Vianen or refer to ancestors of the Brederode family (such as Knight Arnold von Herlaer). Their inscription speaks for itself, for instance (L 51 No. 267): Quodlibet of collected individual pieces of file, of which the persecution, to which they belong, can perhaps still be found, or (ibid.) old news, of which perhaps still some use can be made. The collected printed matter (L 51 No. 255) and diaries, including the records of the secretary of Hedwig von Brederode for 1679 and 1680, but also an anonymous description of a sea voyage to America (1776), are more related to Vianas. The first evaluation of the inventory was carried out according to the state of the distortion. Since Count Simon VI. zur Lippe played a particularly important role in many of the parts of L 51, August Falkmann often referred to it in his work about this ruler in a way that owes much to the Bone Regests. Besides Falkmann, Otto Preuß also took a closer look at the materials for Ulenburg for the first time, while this pioneering achievement for Beyenburg was performed by Werhan. Peter van Meurs, who was involved in the drawing of the Vianic inventory L 3 in The Hague until 1909, probably also evaluated parts of L 51 VII for his work on the heritage of the House of Brederode. The inventory consists of 286 units in now 85 cartons; the oldest (transcribed) document in it allegedly originates from 1031, the most recent from 1796. The inventory took place from 17 October to 15 December 2004. On the one hand, the aim was to proceed in a more analytical and summarizing manner in order to better emphasize the characteristics of the nudes; on the other hand, the materials not yet considered by Knoch, the later rearrangements and additions, and the almost completely unexplored subcontent of vianas were to be recorded in an equivalent manner or, for lack of other finding aids, even deeper. It should be noted that in particular the documents on Vianas are written not only in German, but also in French, Dutch, Latin and rarely in English, which could not be listed here individually due to the frequent change of languages (often within documents). A unit listed in a previous record could not be described in detail as it appears to have been missing since 1999 (L 51 No 286). Technical defects forced the repeated processing of the indices. An old signature index was not created, since the bones were sometimes assigned signatures inconsistently or its units were divided again by later rearrangements and insertions. However, the exact concordance can be seen in the Bone Findbuch, in which the new signatures were entered. For conservation reasons, most of the posters were taken from the files, some of which belong to related matters, such as a replica of a sham letter from a trial of Hilmar von Quernheim, proclamations of laws of the dominion of Vianen and the neighbouring Dutch territories, but also those concerning other matters, such as a signed order of soldiers of the imperial commander-in-chief Wallenstein from the Thirty Years' War. Some of these posters were used as file covers. The withdrawal notes could not initially be printed for the distortion units. Since the holdings concern Lippe's foreign possessions and claims, materials on these can also be found in other archives, above all those of the neighbouring Reich estates, such as the Duchy of Jülich (HStA Düsseldorf) for Beyenburg, Enger and Bünde. There are also sources on Ulenburg and Haus Beck in other archives. For the trials of Hilmar von Quernheim and Count zur Lippe by the Imperial Chamber of Justice there is a counter tradition mainly in the State Archives of Münster (RKG Q 113-116, ibid. L 629/630), as well as in the formerly inseparable Wetzlar holdings (now the Federal Archives) and in numerous other archives. The files of Haus Beck are deposited in the Stadtarchiv Löhne, while the corresponding materials have reached the Stadtarchiv Bielefeld at Ulenburg. There is also further tradition of the enfeoffment of the Quernheimers with the Ulenburg. For the reign of Vianen and Ameide the materials in Detmold go back to the Middle Ages, since here the older documents of the Lords of Brederode can be found, mostly in L 3 (some also in L 51 No.214, 229, 265; in addition prints or regests of older documents of the House of Brederode, ibid. No. 210 and 243, respectively), a stock which for the later period possesses parallel files to L 51 and also extends into the period after the sale. Of course there is additional delivery in the Netherlands. For the spread of materials from Sommersell and neighbouring places, L 89 A No. 231-233 should also be used. The extensive material collections and party files on the Reichskammergerichtsprozessen über Vianen and the sporadically appearing RKG files in L 51, which do not belong to the actual subject matters of this collection, could be assigned on the basis of the already existing index. Already in 1785 files sent back from Wetzlar to the Reichskammergerichtsprozeß about the sale of Vianen have reached the inventory L 95 I.               Foreword Origin and history of the holdings Provenance or inventory creator of the holdings B was the Greven administrative office (or Greven municipal administration for files after the dissolution of the Greven office on 15 May 1954). The collection begins with the introduction of a standing registry in 1932. The older files in Prussian thread-stitching were recorded as a separate collection by Joseph Prinz in 1938 ("old registry", today inventory A). Stock B is the older part of the files of the Greven administrative and municipal administration from 1932 to approx. 1986, which were indexed by finding lists according to the model file plan of 1954 (publisher: NRW Landkreistag, NRW Städtebund, Gemeindetag Nordrhein und Gemeindetag Westfalen, see file C 13023) and which extend up to 1952. The more recent files created after 1952 are to be found in stock C, whereby overlaps of the running times could not be avoided. The model file plan consists of ten main groups. In 1954, the intention was to 'gradually reorganise the file plan of the local administration in accordance with this model file plan' (letter of 7 August 1954 from the municipal director in C 13023). This was implemented in the following years. The main groups are: 0 General administration 1 Public safety and order, Civil status 2 Schools 3 Culture and sport 4 Social welfare, Youth welfare, Equalisation of burdens 5 Health and veterinary administration 6 Building and surveying administration 7 Economy and transport 8 Economic activity and public institutions 9 Finances and taxes The files from the period from 1932 to 1952 were inserted into the order of the model file plan in 1965-1975 by the honorary archivist Karl Schwartze, who formed the inventory. He had agreed this measure with the Landesamt für Archivpflege, namely the scientific archivist Dr. August Schröder. Regarding the original registry order of these files, Schwartze notes in the preliminary remark to the reorganization of the registry of January 1975 (ZwA 32842) that it had corresponded "roughly to the order of the repertory created by Dr. Prinz" (today inventory A), which consists of five main groups (I: Reichs- und allgemeine Verwaltung, II: Kommunalverwaltung, III: Abgaben und Steuern, IV: Polizei- und Gerichtswesen, V: Militärwesen). However, these classification features are only likely to be found in the oldest files of inventory B. In October 1931, the Greven office received a "completely operational administrative registry" according to the Regis decimal system (B 3162, pp. 2-31). The official regulations for the official administration of the Greven Office of 9 April 1936 also refer in § 3 to the list of files drawn up by a main file plan "for the entire administration according to the system of ten" (cf. B 3160, p. 4). In the summer of 1936, the administration ordered a file plan for municipal administrations from the Soennecken company in Bonn, which was structured according to the Dewey decimal system and divided into seven main groups: general administration, police, education and culture, welfare, construction, municipal economy, financial administration. It is unclear whether he replaced the Regis decimal system and changed the registry order. (B 3162, page 43). In any case, in 1938 the use of the uniform file plan apparently published in 1937 by the German Association of Municipalities "was not undertaken and was also not intended", among other things "because the registry of the Greven Office was still relatively new" (cf. B 3162, pp. 46f.). A complete file list has not been preserved, but the preserved parts of the file list show that the file plan remained in force until 1954. The assigned file numbers had five digits, the first three of which indicated the main file group, file group and file subject group, followed by a separator (usually a dash or slash) and the two-digit numbering of the file within the subject group. Examples of individual file directories provide the following files: B 3161: Main group 1: General administration (1945) ZwA 25045: Main group 3, schools and education (1939, contains register sheets from 1931) ZwA 25057-25059: Main group 7, construction (1939-1954/1963) The foreword to the finding aids compiled by Schwartze corresponding to the 10 main groups of the file plan, dated January 1975 (ZwA 32842). Although this date does not mark the end of the work on the collection, it does represent a striking cut that can be equated with a regular transfer to the City Archive. The holdings comprise 3164 units of description with a running time of 1932-1952 as core period, about 500 files each extend into the period before to 1830 and the period after to 1995. The volume amounts to about 100 linear metres. The priorities are derived from the ten main groups mentioned above and fully cover the administrative activities of the Greven administration. History and tasks of the registry draughtsman The Greven administration administered the Greven office as a local authority for the area of the present-day city of Greven and the municipalities belonging to the Greven office. Since the separation and division into three parts of the municipality of Greven in 1894, these have been the municipalities of Greven-Dorf, Greven left of the Ems (with the building communities of Aldrup, Westerode, Herbern and Hembergen and, from 1925, the settlement of Reckenfeld), Greven right of the Ems (with the building communities of Pentrup, Wentrup, Hüttrup, Schmedehausen, Bockholt, Fuestrup, Guntrup and Maestrup) and the municipality of Gimbte. In 1950, the municipality of Greven-Dorf received city rights and in 1952 merged with the municipalities of Greven rechts der Ems and Greven links der Ems ("Reunification") to form the city of Greven. In 1954 the Greven office was dissolved and an administrative community was formed between the town of Greven and the municipality of Gimbte, which was finally incorporated into Greven in 1975. The extensive tasks and responsibilities of a municipal administration can be determined concretely from the administrative structure and business distribution plans or organization plans of the Greven administration. Police matters can also be found in the Landesarchiv NRW, Abteilung Westfalen: Ortspolizeibehörde Amt Greven 1942-1945. The registration of the files from 1931 was started in 1961 at the suggestion of the city director Dr. Werra and continued from 1965 by the teacher and honorary archivist Karl Schwartze until 1975, from 1976 to 1986 by the retired registrar and part-time archivist Heinrich Schmücker. Schwartze formed the inventory with registry items until about 1970, arranged it and in 1975 compiled the find lists ("repertories") for the ten main groups. There are no indications regarding its evaluation criteria or cassations. The same applies to Schmücker's supplements until 1986. The order according to the model file plan from 1954, also for the files from 1931 onwards, has already been explained above. The division of the holdings along the cut-off year 1952 was a decision made in 1990 by the archivists Christoph Spieker and Angelika Haves. Thus, inventory B was separated from the more recent files for the period 1932-1952 in order to make it quickly usable through the computer indexing, which also began in 1990. Since inventory B covers the period of National Socialism, which is already decimated by wild cassations that are difficult to reconstruct, it was also decided not to make any further cassations for files of this duration. The new indexing from finding list 0 was carried out from 1990 to mid-1999 by Christoph Spieker (B 3000-B 3908). Stefan Schröder continued his deep development in August 1999 and completed it in October 2010. With the completion of the distortion of finding list 1, the distortion was changed to a flat development (from B 4381). In the finding lists 2 to 9, therefore, as a rule, no or only a few contained notes were made. To a small extent, title changes were made when these did not sufficiently reflect the content of individual files. The main groups, groups and subgroups of the model file plan were retained as the classification. With the new indexing from 1990 onwards, new signatures (from B 3000 onwards) were assigned instead of the ambiguous old file numbers, which, however, are available in the EDP indexing as "old archive signatures" for the purpose of concordance. An exception is the signature B 4937, in which the maps and plans taken from various files are listed. Since this compilation is cross classification groups, this file has been placed in front of the classification groups in the index under the heading "Unsystematized". It should also be noted that there are special features in classification group 0-6 (elections and votes): The classification subgroup 0-61 (elections to the Bundestag) also contains the Reichstag and Landtag elections of 1933 with the signature B 3691; 0-62 (Landtag elections) also contains the referendum on the state constitution of North Rhine-Westphalia 1950 with the signature B 3689 in addition to the election to the Landtag; the classification subgroups 0-63 (municipal elections) and 0-64 (other elections) contain district, office and municipal elections in various combinations. As early as 1965, the files were stored lying in labeled folders, which contained metal parts and plastic hangers that were not suitable for archiving. The metal parts contained in the files were removed parallel to the re-drawing from 1990. Partially, but not continuously, oversized maps and plans were taken from the files, filed separately flat and listed as B 4937 with reference to the provenance context. Since 2007, the holdings - with the exception of bound official books - have been deacidified in stages within the framework of the NRW state initiative "Substanzerhalt des Landes NRW". This work is expected to be completed by early 2015. In the course of this conservation measure, the folders and hangers were exchanged for folders and hangers suitable for archiving, provided with the new signature and copies of the old labeled folders pre-stitched. At the same time the file sheets were paginated so that an improved citability is given. Methods of use and citation Individual archival documents are blocked due to statutory periods of protection. Blocking notices were not made continuous, and the blocking notices contained in the finding aid book were only partially checked. The absence of blocking notices does not therefore automatically mean a right of inspection, an inspection is carried out individually. The digitisation of B 3091 to B 3095 (protocol books official representation Greven 1935-1954, municipal council Greven-Dorf 1935-1950, municipal council Greven left 1935-1952, municipal council Greven right of the Ems 1935-1952 and municipal representation Greven 1950-1954) from classification group 0-22 (supreme municipal organs) is currently being realised, so that they can be used online in the archive portal NRW at any time by 2015 at the latest.
