          The Ministry of the Interior, created by the Decree of 10 October 1849, was the supreme head of the internal administration of the Land, insofar as it did not fall within the remit of other ministries or the State Ministry. The Ministry was in charge of the supervision of all local authorities and was entrusted with the management of the sovereign police force and the supervision of all police authorities and institutions. His tasks also included the handling of economic and general agricultural matters, including the regulation of property, farm and day labour relations, transport, association and press matters, the administration of roads and hydraulic engineering as well as social services. In addition, the Ministry's portfolio included citizenship matters, border and electoral matters, as well as civilian administration matters related to the military. Essentially, the business circle of the Ministry remained unchanged until 1945. It was extended in 1875 to include the civil status system. In 1905, the Ministry of Justice, Department of Education, transferred the affairs of the technical and commercial technical and further education school system from the Ministry of Justice to the Ministry of the Interior. During the First World War, the Ministry was responsible for controlling the food supply and the war economy, and after the war it was responsible for civilian demobilization. In 1919 the newly founded Ministry of Agriculture, Domains and Forests (see 5.12-4/2) took over the handling of agricultural matters, including rural labour and ownership, and in 1937 also agricultural water matters. There are gaps in the file tradition. Major losses were caused by the fire in the government building in 1865. At the beginning of 1945, files from 1933 to 1945 were deliberately destroyed in the Ministry. Most of the files of the Department of Social Policy from the period after 1918 were also lost. A.           In 1849, after the introduction of the ministerial organisation, special departments were created for the tasks of the administration of worship and medicine performed by the government or its Special Department of Education (see 2.21-1). These departments were temporarily attached to the Ministry of Foreign Affairs and then to the Ministry of Justice as departments for educational, medical and spiritual affairs. It was not until 1919 that a special ministry was established under the above-mentioned authority name, the members of which were also individually referred to as "Ministry of Education", "Ministry of Art", "Ministry of Spiritual Affairs" and "Ministry of Medicine". The competence extended to the entire area of education administration (including the University of Rostock), the administration of art institutions, the supervision of religious communities (including the supervision of foundations and institutions for pious and mild purposes) as well as all matters of medical and health care (including veterinary matters). After the transformation of the State Ministry in 1934 (Rbl. 1935, p. 3), the Ministry was renamed "State Ministry, Department of Education, Arts, Spiritual and Medical Affairs". With the ordinance of 6 Oct. 1941 (Rbl. 1941, p. 199), the previous departments were given the designation "Science, Education and Training". At the same time the affairs of the Staatstheater, the Mecklenburgische Landesbühne and the Landestheater Neustrelitz (to the State Ministry) as well as the health service (to the State Ministry, Department of the Interior) were spun off.           Foreword: 1) History of the Registraturbildners The General Student Committee (AStA) of the Berlin University was established on the basis of the Ordinance on the Formation of Student Bodies at Universities and Technical Colleges of 18 Sept. 1920 as well as the implementing regulations of 1 Oct. 1920 issued by the Prussian Minister of Education Konrad Haenisch (No. 11). According to the constitution of the student body of the Friedrich-Wilhelms-Universität in 1922, the AStA was elected by the student representation, consisted of seven members and represented the student body externally (No. 2). By this decree the student bodies, which gave themselves corresponding statutes, were nationally recognized by the Prussian Ministry of Culture. Every student enrolled at the university had to become a member of the student body. The tasks of the General Student Body were to represent all students, to administer self-government in social matters, to administer student affairs, including disciplinary law, and to foster the intellectual and cultural life of the student body. The student representation consisted of 100 members nominated by each faction and elected by all the students. Under the guidance and control of the AStA, whose members were elected from among the student representatives, there were a number of offices and committees which had the task of carrying out the ongoing administrative work. Thus the following offices were available: - Office for State Political Education - Social Affairs Office - International Office - Office for Physical Education - Technical Emergency Aid. According to the faculties, the following student councils existed for student counselling and further education: - law and political science student council - mathematical-physical working group - chemistry student council - geography student council - zoology student council - pharmacy student council - medicine student council (clinic) - dentistry student council - philology student council - theology student council. The so-called Fachschaft Committee existed to guide the student representatives. In September 1927, the Prussian Ministry of State repealed the September 1920 decree in response to the disputes over the membership of foreign German students, especially the differing views on the treatment of foreign German students of the Jewish faith. At the same time, the Prussian State Ministry issued a new ordinance on the formation of student bodies which eliminated the "race viewpoint" previously represented by the student body. The subsequent ballot of Nov. 1927 at all Prussian universities resulted in the rejection of this new ordinance by the student bodies, which thereby lost state recognition. So-called general student bodies were then formed at the universities, including the Berlin University, which tried unsuccessfully to gain recognition as a corporation from the university administration. The mathematical-physical working group, formerly called Fachschaft, presented a new statute, which was also recognized by other working groups. Due to the new legal situation, the geographical, chemical and zoological working groups were established alongside the aforementioned working group. The new working groups formed the committee of the working groups, which was extended in the years 1931 / 1932 by the medical profession, theologians and pharmacists. This committee received the designation Ring der anerkannten Arbeitsgemeinschaften und Fachschaften an der Universität Berlin (R.d.A.) from the university management. The main tasks of the R.d.A. in the fields they represented were the provision of information, study counselling, the organisation of circles, lectures, holiday courses, excursions, support for students and liaison with lecturers, etc. With the rise to power of the National Socialists, these remnants of the so-called student self-administration were also subordinated to the "Führerprinzip". 2) Registrar relationships There were no identifiers at all to be found on the individual file units which indicated that they belonged to a registry. Nor were there any indications which could provide any information on the keeping of the file. 3) Access The inventory was indexed in January and February 1967 by the then head of the archive, Dr. Kossack. The collection was already in the archives' custody in 1960 and had already been used in earlier years. It was established that a former employee of the Institute for German History had removed individual documents and had not returned them. A completeness of the overdelivery cannot therefore be guaranteed. 4) Archival processing Since no principles of order were recognizable at the existence, a reorganization had to be made. Main groups and subgroups were formed according to the tasks of the AStA and the individual file units were assigned accordingly. The stock wr 1960 was recorded by students of history in internship. However, it was necessary to carry out both a further thorough examination of the files and of the card index, based on the principles of order and registration principles of the State Archives of the GDR.           To the individual register types: Trade registerAfter the Württ. Gewerbeordnungen of 1828 and 1862 a trade enterprise had to be indicated to the community leader. The Commercial Code, which was introduced in Württemberg in 1865, prescribes the keeping of a commercial register. These provisions are specified in the decree on the keeping of commercial registers dated 31.10.1865 (Reg.blatt p. 448/1865). The 4 commercial courts in Stuttgart, Heilbronn, Reutlingen and Ulm were originally responsible for keeping the commercial registers. In the course of the dignified judicial reform in 1868, the (higher) district courts took over the task (Reg.blatt p. 73/1868). In the meantime, each district court no longer maintains its own commercial register, but rather individual district courts are responsible for several districts. For the district court district of Cannstatt, the commercial and cooperative register has been kept since 1924 by the district court of Stuttgart (F 303 II, FL 300/31 II). register of associationsThe introduction of the register of associations was decided by the Bundesrat in 1898, together with the BGB it was then introduced on 1 January 1900. By the entry into the register of associations an association now attained legal capacity (§ 21 BGB). In the past, the status of a legal person had to be conferred by the king for each individual association. With regard to the legal characteristics of political associations (e.g. political parties, trade unions), reference is made to the foreword of F 303 III (Stuttgart District Court, Register of Associations). In distinction to the Commercial Register, the Register of Associations was also continued after 1924 by the Cannstatt District Court (from 1924: Stuttgart District Court II). These provisions were introduced in Württemberg in 1871 (Reg.blatt p. 92). The Reichsgesetz of 1.5.1889 stipulated a separation of commercial and cooperative registers and thus introduced its own cooperative registers. Until 1924, the register of cooperatives was kept independently by the district court of Cannstatt and subsequently by the district court of Stuttgart I. The register of matrimonial property rights regulates the matrimonial property rights of married couples and was introduced together with the BGB on 1.1.1900. Cannstatt County Court District: Until 1905 it was identical with the Cannstatt Oberamt, after which the municipalities of Cannstatt, Untertürkheim and Wangen remained with the district court district of Cannstatt despite their incorporation into Stuttgart. After the dissolution of the Cannstatt Oberamt, a new division of the district court districts was carried out by decree of the State Ministry of 22.2.1924 (Reg.blatt S. 71/1924):Instead of the district courts of Stuttgart, Stuttgart-Amt and Cannstatt, the district courts of Stuttgart I (responsible for the city of Stuttgart without Cannstatt, Obertürkheim and Untertürkheim, and the district high office of Stuttgart without Feuerbach) and Stuttgart II (major part of the former district high court district of Cannstatt without the places fallen to the district high offices of Waiblingen and Esslingen, and Feuerbach) took the place of the district high courts of Stuttgart, Stuttgart-Amt and Cannstatt. When Zuffenhausen and Stammheim were incorporated in 1931 and 1942, these districts fell to the district court district of Stuttgart I despite their geographical distance. In the course of the processing of the register files of the District Court Stuttgart in July 1986, the provenance of the District Court Cannstatt was separated from the holdings F 303 I and FL 300/31 and newly formed to the holdings F 260 II. The Werkschülerinnen Kathrin Gude and Barbara Seiler made the title recordings. Since the register numbers were kept consecutively, it seemed reasonable to leave the files in the F inventory after 1945 as well. Ludwigsburg, September 1986 (Back) Note on retroconversion: This find book is a repertory that was previously only available in typewritten form, which was converted into a database-supported and thus online-capable format according to a procedure developed by the "Retroconversion Working Group in the Ludwigsburg State Archives". In this so-called retroconversion, the basic structure of the template and the linguistic version of the texts were basically retained.           1. on the history of the central management: The founding meeting of the central management of the charitable association took place on 29 December 1816 in the old castle in Stuttgart. Queen Katharina called together a circle of distinguished men and women to communicate her plan for a "charity society", drawn up with the permission of her husband, King Wilhelm I. After further meetings, the central management of the charity was constituted on 6 Jan 1817, approved by royal decree the following day, and the first public call for the formation of local and regional authorities was made. The new institution grew out of an older root. Already in 1805 a "private society of voluntary friends of the poor" had come together in Stuttgart, which wanted to alleviate the plight of the poor in the city by providing public food and employment. But in the inflation of 1816/17 their strength was by far not sufficient. On the one hand, the population in the flat countryside suffered, on the other hand, the society itself in the city of Stuttgart could only inadequately fulfil its self-imposed task. The members of the central administration were appointed and appointed by the queen, after her death by the king; they were active in an honorary capacity and were supposed to represent all strata of the population. The direct leadership had been reserved for the Queen; her deputy in the chair and her successor as president of the central leadership was Privy Councillor August von Hartmann (1819-1847). The office rooms were provided by the state and the reporters and civil servants were paid from the state treasury. The accounts were therefore subject to State control. Central management was not a government agency. As a special institution under the king's control, it was nevertheless able - in accordance with the queen's wishes - to make far-reaching decisions quickly and found the necessary support from the state administrative authorities during its implementation. It was active in the country through the "District Charity Associations", which were formed in the upper districts from the heads of the church and secular administration and in some cases also through "Local Charity Associations" in individual towns. In the city of Stuttgart, the "Lokalwohltätigkeitverein" (local charity association), which emerged from the "Privatgesellschaft" (private company), took over the tasks of a district charity association (see F 240/1), while a separate district charity association was set up at the Stuttgart office - as was the case with other higher offices. In addition to providing the population with food and clothing in years of need, the fight against beggars on the one hand and job creation on the other formed the focal points of their activities. To stimulate savings activity, the "Württembergische Sparkasse in Stuttgart" was founded with an announcement dated 12 May 1818, the supreme supervision of which was transferred to the central management (see portfolio E 193). On 16.5.1818 the "Royal Army Commission" (see fonds E 192) was established as a collegial state authority to carry out state tasks in the promotion of the poor and the economy. Practically only members of the central management belonged to it, so that a very close personal dovetailing with this was given. The central management not only wanted to eliminate current emergencies, but also to get to the root of the problem. For example, industrial and work schools have already been set up for children in order to promote diligence and manual skills through straw and wood work, to prevent neglect and to help them earn some money. In 1849, these existed in 99 towns of Württemberg and employed 6400 children. Vocational training for the next age group was promoted with apprenticeship contributions. Emergency shelters were built for girls at risk, sick and hard-to-reach people were supported in institutions and homes, trade and commerce were supported with loans. In cooperation with the Central Office for Trade and Commerce, the central management (see inventory E 170) introduced new branches of work into the Württemberg economy and promoted the sale of its products. Since 1823, the impoverished communities have been given targeted help in the form of a special state aid and improvement plan; the implementation of these measures was the responsibility of the Armenkommission. Since the middle of the 19th century, the fight against the consequences of natural disasters and war emergencies, as well as disease control, has slowly come to the fore of the central management's activities. The necessary funds were raised from collections and annual state contributions and have been held in an emergency fund since about 1895. In the time of crisis during and after the First World War, the central management used all means at its disposal to help steer the need. At the same time it was the office of the National Committee for War Invalidity Welfare, the National Foundation for the Survivors and the National Office for Homeworking Unemployed Women, organised large collections of money for the benefit of children's, middle-class, old-age and homeland emergency aid and managed the distribution of donations from foreign relief organisations in cooperation with the district charity associations. In addition, she conducted the business for social charitable associations and for national collections, in particular for the Landesverband für Säuglingsschutz und Jugendfürsorge, the Verein für entlase Strafgefangene, the Heimatnothilfe, the Künstlerhilfe and took over the tasks of numerous welfare associations and foundations that had entered into the inflation period (see For more than a century, the central management of the charitable association was and remained the switchboard for welfare work in Württemberg. On the history of the registry: the first office of the central management of the charitable association was established in the summer of 1817 in the old castle in Stuttgart, in the same place where the constituent meeting of the central management had taken place on 6 January of the same year. The Chancellery, which was also responsible for the business of the agricultural central office, was run from 1817 to 1857 by Regierungsrat Schmidlin as secretary. In 1820 the Chancellery rooms were moved from the Old Palace to the Ministerial Building of Foreign Affairs. In the end, this had an unfavorable effect on the management of the registry and constantly forced compromises to be made. In 1825, 1837 and 1846 Schmidlin had lists drawn up of the files kept in the registry of the Central Management and the Army Commission. The files of both bodies were kept together. The special files (Aalen to Welzheim) were filed in subjects 1 - 66, the general files in subjects 67 - 84. The list of 1837 contains in contrast to the list of 1825, which only describes the general files, also a list of the existing special files and in the appendix a list of the 15 file fascicles handed over in December 1838 by Geh. Rat von Hartmann from the estate of Queen Katharina to the registry of the central administration. Unfortunately, the 1846 directory is no longer available. The connection between the offices of the central management of the charity association and the central office of the agricultural association (with separate registries), which had existed since 1817, was dissolved in 1850 with the transfer of the latter to the Legion barracks, when a second registry was formed for the latter on the occasion of the internal separation of the central management and the Army Commission in 1855; copyist Rieger had great difficulty in dividing up the files and ordering both registries. Due to the close interdependence of the Central Management and the Armed Commission - the members of the Armed Commission were all members of the Central Management - however, a strict separation was not always necessary at that time (and also with the new indexing 1977 to 1979, see E 191 and E 192).1856 In 1857 Chancellor Keller, successor of Secretary Schmidlin in the chancellery, expanded Schmidlin's file plan to accommodate the rapidly growing registry, whereby in particular the various matters previously united under general headings were separated. In the special files, subjects 1 - 66 increased by six to 72, so that the general files were now distributed among 73 - 114 instead of subjects 67 - 84. The files, which were stored in confined spaces in various rooms, could be found quickly on the basis of a central management file directory produced by Keller around 1860 and supplemented up to the beginning of the 20th century, which lists the file subjects in alphabetical order with fan descriptions. Secretary Kuhn undertook a comprehensive reorganization of the registry in 1874. On the one hand, he eliminated 403 file fascicles, mainly local files, for the old registry, which had been completed in 1877, and on the other hand he systematically structured the remaining registry files, leaving out the old subject classification. Obviously this new plan did not come to fruition due to a chronic lack of space, which the Secretariat complained about in a note dated 10 Dec. 1896 to the Ministry of Finance and asked for new premises to be provided. As a result of the sale of the entire property, these offices had to be vacated in 1906; since no suitable state building was available, the private house Furtbachstraße No. 16 was rented. Probably with regard to the move into the house Furtbachstraße, secretary Kuhn designed around 1903 in a modified form a new registry order, which was also then applied in practice. On 26 June 1914 the central administration finally moved into the house at Falkertstraße 29, which it had acquired from the estate of the Kommerzienrat von Pflaum and set up for its purposes. The new accommodation had a favourable effect on the registry conditions insofar as more extensive file accesses could be accommodated in the subsequent period. These were above all the files of numerous associations dissolved as a result of inflation, as well as files from the management of the Central Management for Social Charitable Associations, committees and large relief actions in the emergency years between the two world wars. The storage of these files took place in loose connection with the remaining files. Around 1936, a provisional list of files ("registry plan") was created for the files of the NS-Volkswohlfahrt (National Socialist People's Welfare) with the inclusion of newer files of the central administration. Archival documents on the history of the registry see E 191 Rubr. III 1c Büschel 4532 (offices) and Büschel 4533 (tools). 3. to the order and distortion of the stock: The old files of the central management were handed over to the Ludwigsburg State Archives by the Landeswohlfahrtswerk in 1968 and 1976. In 1976, individual books and periodicals were placed in the service library of the archive from the outset. State Archives Director Dr. Robert Uhland began in 1968 to organize and record the files and volumes, but was already stuck in the early days with this work because of other obligations. As part of a research contract with the support of the Volkswagenwerk Foundation, the holdings were then transferred from 1977 to 1979 under the direction of Senior State Archives Councillor Dr. Wolfgang Schmierer by the scientific director of the Volkswagenwerk Foundation. Employees Dr. Hans Ewald Kessler in cooperation with the archive employees Erwin Biemann and Helga Hecht. The final works, which included the inventory classification and revision of the title records, were carried out from 1981 to 1982 for the inventory group A (files and volumes), Amtsrat Karl Hofer, and for the inventory group B (printed matter), Archivoberinspektorin Regina Glatzle. Since at the beginning of the indexing there were no finding aids available, apart from a very inaccurate index of the older archives, especially for the older ones, it was also not possible to use the older registry data, some of which still existed. The old registers (E 191, Rubr. III 1b Bü 5992 - 5998) were only found during the indexing process. The extensive files and volumes were divided in the course of the indexing work and divorced into the holdings E 191 (central management of the charitable association), E 192 (Armenkommission) and E 193 (central management of the Sparkasse für Württemberg). The external files burst in the registry were excavated and integrated as independent holdings in accordance with their provenance into the corresponding holdings series of the State Archives F 240/1 (Lokalwohltätigkeitsverein Stuttgart), F 240/2 (Bezirkswohltätigkeitsverein Cannstatt), PL 408 (Wichernhaus Stuttgart), PL 409 (Verein zur Unterstützung älterer Honoratiorentöchter), PL 410 (association for artificial limbs), PL 411 (association for worker colonies), PL 412 (association for folk sanatoriums), PL 413 (national association for infant protection and youth welfare), PL 416 (Paulinenverein), PL 417 (Comité zur Beschaffung von Arbeit), PL 418 (association for shameful house arms), PL 419 (harvest association) and PL 705 (estate Heller). All these holdings contain files of originally independent organisations which have been taken over by the central management over time. The inventory E 193 was arranged and registered as a separate file group, which originated at the central management, but concerned its own closed field of work, as a separate file group.15 file fascicles originate from the estate of Queen Katharina and were handed over to the registry of the central management in the year 1838 by Privy Councillor v. Hartmann: they are incorporated in the majority in section I 3 of the inventory E 191. A list of these files is attached to the registry of 1837. E 191 was indexed in individual connected groups according to numerus currens, whereby the title records could only be arranged objectively after completion of the indexing.After several registration plans had been valid for the files of the central management, also different stock groups were not registered by these, the stock E 191 was arranged according to a new stock systematics under consideration of the business circles of the central management and preservation of old registration structures. the stock contains a large number of brochures, above all annual reports and statutes of socially active institutions and associations from the whole German-speaking area. As far as these were collected independently, they were registered under the inventory department B, further are in the associated files. Duplicates as well as the periodical "Blätter für das Armenwesen" and "Blätter der Zentralleitung für Wohltätigkeit in Württemberg", volumes 1890 - 1891, 1896 - 1922 and 1925 - 1939, were taken over to a large extent into the collections (JL 415) or into the service library of the State Archives Ludwigsburg. 7107 numbers in the volume of 97 m were included in the holdings E 191.           History of tradition History of the authorities Born from the idea of enlightenment and the doctrine of humanity, the social situation of the peasantry, to which the majority of the population belonged, was also to be raised in Hohenzollern. Thaer's teaching on more rational cultivation and the chemical research results of Justus von Liebig in agriculture and animal nutrition made it possible to put this endeavour to intensify agriculture into practice. In Hohenzollern, the "backward peasants" were officially taken care of, and they joined together in agricultural associations. The spread of the liberalist idea - to generate profit and spend more money on the mechanization of agriculture - made it necessary to unite the peasants. The farmer should not cultivate the field by hand alone, he should manage his farm as a business economist with consideration and calculation and thus he was made in those days from farmer to farmer. In 1841, the farmers' associations that had opened up in the Principality of Hohenzollern-Sigmaringen merged to form the "Verein zur Beförderung der Landwirtschaft und Gewerbe in Hohenzollern-Sigmaringen". By sovereign decree of 02 April 1841 (Collection of Laws Principality of Hohenzollern-Sigmaringen Vol. VI, p. 14) the statutes of the association became legally binding. The purpose of the association was: "For the purpose of the revival and spreading of the agricultural and commercial industry and for the promotion of economic prosperity in general". His main tasks were: Arable farming, meadow farming, fruit growing, horticulture, forestry and livestock breeding. Furthermore, the association tried to find the trades that had the closest connection to the agricultural enterprises, such as breweries and distilleries. On the other hand, it promoted non-profit economic institutions and enterprises, such as community baking ovens, etc. A central office of the Association for Agriculture and Trade was established as a link between the government and the farming community. Three district offices stood under this central office as the actual executive and effective organs. The district of the first district office comprised the offices of Sigmaringen, Ostrach, Wald and Achberg. The second district included the offices of Gammertingen, Strassberg and Trochtelfingen, while the third district was established for the offices of Haigerloch and Glatt. The said statute of 02.04.1841 determines in § 4 ff. the composition and the tasks of the central office. The central office, as the leading authority of the whole, has its seat in Sigmaringen and consists of at least 9 members to be appointed by the Reigning Prince for a period of 3 years each, from which the Board and its deputies are appointed by equal appointment. The central office was the organ through which, on the one hand, the government negotiated with the district associations. On the other hand, requests, requests from clubs to the government. After the Hohenz. Land in the Kingdom of Prussia had merged, the association revived in 1852. By order of the royal Prussian government to Sigmaringen of 18.08.1853 the association was extended on whole Hohenzollern. In the Principality of Hohenzollern-Hechingen only private agricultural associations existed until 1848, which were financially supported by the sovereign. When the new association was founded, the management of the entire association remained in the hands of the central office. It consisted of elected and appointed members. After the new company was founded, the central office was divided into a department for agriculture and forestry and a department for trade and industry. With the expansion of the association to the whole of Hohenzollern, a new division of territory had become necessary and a new district association was founded for the district of Hechingen. The Strassberg Upper Administrative District was separated from the second Gammertingen-Trochtelfingen District Association and assigned to the Sigmaringen-Wald-Ostrach Upper Administrative District Association. Further district associations were formed in 1872, 1873 and 1875 for the district of the former Glatt upper office, for the Achberg municipal district and for the Ostrach upper office district with the municipalities Kalkreute, Habsthal and Rosna. The association as a whole used the "Mitteilungen zur Beförderung der Landwirtschaft und der Gewerbe" (Mitteilungen zur Beförderung der Landwirtschaft und der Gewerbe, published since 1841) as a publication medium. In addition, annual "annual reports" of the association followed. The central office of the Association for Agriculture and Trade was replaced by the Chamber of Agriculture. In order to safeguard the overall interests of agriculture and forestry, a chamber was also established in Hohenzollern on the basis of the Prussian Law on the Chambers of Agriculture of 30.06.1894, by ordinance of 06.03.1922 (G.S. p. 55). These agricultural chambers were replaced in 1933 by the "Reichsnährstand" and were only rebuilt after the collapse in 1946. The files of the "Zentralstelle des Vereins für Landwirtschaft und Gewerbe in Hohenzollern" (Central Office of the Association for Agriculture and Trade in Hohenzollern) remained as old registry with the following authorities. It was not until 1950 that the files, insofar as they still existed, were taken over by the Sigmaringen State Archives (Acc. Jour. 1950 No. 10) and set up as holdings Ho 420 "Zentralstelle des Vereins für Landwirtschaf und Gewerbe in Hohenzollern". This list was drawn up according to the old registry signatures. Due to a lack of numbers in the individual subject areas, the files concerned are often housed in the following subject area. The "Zentralstelle" also had an extensive specialist library. We have an exact list of the books from 1876 in the catalogue published by H. Grube in 1877. The library was fragmented after the political collapse in 1945. In 1951, the holdings were sorted, repertorised and packaged and magazined by K. Herzog, an employee of the State Archives. In the course of the standardization of the repertory writings of the State Archives, the repertory, which was still written by hand in 1951, was revised by Government Inspector Kungl and the fair copy was brought into its current form by the employee Mrs. Kalkuhl.           The file delivery of the Central Office for Trade and Commerce in Stuttgart. Von Walter Grube: The Königlich Württembergische Zentralstelle für Gewerbe und Handel (Royal Württemberg Central Office for Trade and Commerce) has assumed a particularly prestigious position among the authorities that the German states created for their economic administration in the 19th century. It originated as a state college under the Ministry of the Interior in the same revolutionary year of 1848, in which Prussia, Austria and Bavaria established special trade ministries; the notoriously thrifty Württemberg did not know its own ministry for economic affairs until the end of the monarchy, as Baden had in its trade ministry in 1860-1881. Nevertheless, the "Central Office", above all under the leadership of the great Ferdinand von Steinbeis (1856-1880), was successful in economic policy, which, in addition to the achievements of the ministries of trade and commerce of other countries, was quite impressive. It was thanks to the work of the Central Office that Württemberg, which was poor in raw materials, technically still lagging behind, and had unfavorable transport connections, soon became the actual state of state trade promotion, from which people for a long time tried eagerly to learn, not only in Germany. The Central Office played a decisive role in the restructuring of the Württemberg economic structure in the age of the Industrial Revolution. The historian of her first heyday in 1875 has divided her versatile field of activity into the following groups: 1. "Consultative services" in legislative and administrative matters: trade, customs, trade, banking and building legislation, coinage, measure and weight, commercial security police, iron and salt extraction, transport, taxation and more.a.; 2. teaching activities: trade schools, travelling teachers, trade training workshops, model and teaching material collection, trade model store, library, journalistic work, associations; 3. "Direct influence on commercial activity": markets, trade fairs, stock exchanges, exports, foreign commercial agencies; 4. direct influence on commercial activity": support with capital and technical suggestions for all branches of industry; 5. regimental activity" mainly as a state patent office, state exhibition commission, central authority for chambers of commerce and industry, state calibration authority and in the administration of commercial foundations. Among these activities, in the country conscious of its school tradition, "instructive work" has always rightly been regarded as a special glorious page of the Central Office; the Protestant Prelate Merz once called it a "jewel of Württemberg". Not least due to the educational work of the central office and the commission for the commercial further training schools founded in 1853, a down-to-earth tribe of recognised skilled workers grew from day labourers, small farmers' and vineyard gardeners' sons, from guilt-bound master craftsmen and a poorly developed trading class of that highly qualified entrepreneurship which, in addition to the broad stratum of vital small and medium-sized enterprises characteristic of Württemberg, has created many a company of world renown. The far-sighted way in which the Central Office, overcoming some resistance, drove trade promotion and economic policy in general at that time was still noticeable in its effects up to the crisis resistance of the Württemberg economy, which was widespread and much envied in the thirties of our century.After the state revolution of 1918 had also given Württemberg its own ministries for the economy (Labour Ministry and Food Ministry, 1926 united to form the Economics Ministry), the Central Office for Trade and Commerce was reorganised by decree of the State Ministry of 30 November 1920 under new distribution of responsibilities to the State Trade Office. For the organization of the state economic administration, this was not as revolutionary as the founding of the Central Office, with which a completely new epoch of Württemberg industrial history had begun. But the reorganization was more far-reaching than the repeated renewal of the "Basic Provisions" of 1848, through which the Central Office had repeatedly adapted itself to the changes in economic life and in the relationship between the state and the economy in the course of its seventy-year history. The Central Office, the creation of the revolution of 1848, thus underwent its strongest transformation to date through the revolution of 1918. As one can easily understand, the precipitation of files from the Central Office represents a unique source in the state sector for the economic history of Württemberg in the years 1848-1920. In addition, the Central Office had taken over not inconsiderable files of older semi-private institutions founded or sponsored by the state, such as the "Gesellschaft für Beförderung der Gewerbe" (Society for the Promotion of Trade) founded in 1830 and the "Handels- und Gewerbsverein" (Trade and Trade Association) founded in 1819, and later partly also the "Zentralstelle des landwirtschaftlichen Vereins" (Central Office of the Agricultural Association) established in 1817. The registry of the Stuttgart Central Office for Trade and Commerce in 1920, when it was transformed into the State Trade Office, contained the relevant records of a full century. The Central Office, like the majority of the 19th century ministries and state resource authorities, has not exercised little care in its registry. The first registry plan of the newly founded authority, which was first provisionally housed in the building of the Ministry of Foreign Affairs, was drafted in 1850 by Reinhardt's secretary, a booklet of only 37 pages; it remained in force throughout the Steinbeis era until the early eighties. The files taken over immediately in 1848 by the Gewerbeförderungsgesellschaft and the Handels- und Gewerbeverein were incorporated into the individual departments of the registry in 1850. The same procedure was followed when, in 1882, on the occasion of the reorganization of the registry of the Central Office for Agriculture, the previous files of the Central Office of the Agricultural Association had been handed over to the association, as well as again in 1888, when papers from the estate of the well-known national economist Moriz Mohl were handed over to the association. In 1869 a separate room had to be set up for the registry, which until then had been housed in the only chancellery room, and the three "full-grafted" file shelves had to be increased by two new ones. In 1883, not long after the Director (and later President) Robert von Gupp took office, a fundamental reorganization of the further swollen registry overflowing into the corridors and attic had become indispensable. The work was transferred by the Ministry of the Interior to the civil servant Heberle of the Oberamt Schwäbisch Hall, since it could not be handled by the few civil servants of the central office, and was only completed after three years. The new registry plan drawn up by Heberle, now already a volume of 200 pages, has been preserved, while his repertory, four times as extensive, unfortunately did not come to us. For the first time, Heberle systematically separated the current registry (then 1109 fascicles) from the old registry (then 1242 fascicles). On the occasion of these works also the first file cassations of considerable size took place (about 180 fascicles and volumes). The surviving elimination lists show that this was done conscientiously and that there was probably very little collected, which would be of interest to the economic historian today. The order created in 1883-85 has survived the relocation of the central office to the new magnificent building of the Stuttgart State Trade Museum in 1896; even today, a large part of the files can be found in the fascicles formed and inscribed by Heberle. In the new building, in 1901-1902, the old registry, which had already grown into a proper official archive, could be separated and appropriately furnished in the attic. In 1905-1908, Obersekretär Hauser produced a new file plan of 800 pages for old and current registries, using but also improving the Heberleschen order, which was in use until the reorganization of the Central Office in 1920 and has fortunately been preserved. The fact that substantial parts of it then fell victim to the bombs of the Second World War is one of the most sensitive source losses for research. All files of the Central Office, which had been sent to the Ministry of Economy by the State Trade Office in the wake of the organisational changes of 1920, were burnt with the Ministry of Economy, including valuable files on chambers of commerce, trade contracts and customs 1819-1870 as well as on railways 1857-1913. Apart from the ruinous remains, all files of the Central Office that were still in the possession of the Stuttgart State Trade Office during the Second World War have also been destroyed, including not only extensive material from the first two decades of the 20th century, which was still curious at the time, but also some departments dating back a long way, some of which still had files from the "Gesellschaft für Beförderung der Gewerbe" (1830-1848) and its predecessors. These were once two larger deliveries by the Stuttgart State Trade Office from 1930 and 1939, a total of about 40 m (today inventory E 170), and the files of the Patent Commission of the Central Office, which were handed over by the Reich Patent Office in 1939 and which, according to the German Patent Law of 25 January 1877, were not available for inspection. The first volume was sent to Berlin in May 1877 (Reichsgesetzblatt pp. 501ff.) (11 m, today stock E 170a), and finally 60 volumes of invoices from the Zentralstelle (1848/49-1908/09, 2 m), which the Staatsarchiv Ludwigsburg had taken over in 1921 with the invoice section of the former Finanzarchiv (today stock E 224a). The existing registry aids, administrative repertories, handover and elimination directories no longer allow even a rough percentage to be given today of how the volume of this rescued document (a total of 53 linear metres) relates to that of the lost document. But on the basis of Hauser's file plan of the Central Office from 1905-1908 at least the larger and for research most perceptible gaps in the inventory handed down to us can be determined. For example, most of the minutes of the meetings are missing, the files on the well-known Stuttgart State Trade Museum (the second oldest in Europe) and those on the Information Centre for the Construction Industry; in addition to the diaries, the once demonstrably existing files on the large library of the Central Office - the most important of Germany's trade libraries -, on social insurance, industrial legal protection, building legislation, traffic with foodstuffs, luxury foods and utensils have been completely lost. Despite these and other gaps, the preserved files of the Central Office and its predecessors still represent an invaluable source for the economic history of the Württemberg royal period. It is well known that the records of the commercial enterprises, most of which grew out of small businesses, are often extremely incomplete and not easily accessible for general use; the valuable archives of the Stuttgart and Ulm Chambers of Commerce were almost completely destroyed by the Second World War. The central tradition of state industrial promotion thus offers not only the only opportunity to explore the great transformation process of the 19th century as a whole; it is also widely the only source both of the history of hundreds of individual enterprises and of the emergence of economic self-government. This source was already not completely unused. But for a long time, the partially quite inadequate degree of their development prohibited the real exploitation of them. Only the annual accounts of the Central Office (in inventory E 224a) did not require any special expenditure for archival finding aids. In chronological order, you will find detailed evidence of all measures for industrial education and support for trade, of each "sending experts abroad and appointing tradesmen from the same field" (as one of the invoice headings reads), of the purchase of models, drawings, samples, sample tools, machines and inventions, of exhibitions and prize distributions, of the introduction of new branches of industry and the upgrading of existing ones, of the promotion of the sale of goods, of trade associations and craftsmen, and finally of expenditure on fundamental studies of industrial development. Anyone looking for individual companies or persons in the accounts must of course, in order to reach their goal quickly, already be aware of the vintages in question, and must also be content with the fact that 19th century accounts, less informative than some from earlier times, essentially give facts and only rarely motives.In 1949, the State Archives Ludwigsburg was able to complete a hand-written archive repertory for the patent files of the Central Office (fonds E 170a), which had been taken over in 1939 without any index, during the executive board of the then Oberarchivrat Dr. Max Miller. In two volumes (with together more than 1000 pages) it lists the protocols of the patent commission and some general files as well as the chronologically arranged special files on all Württemberg patents examined by the central office in the years 1848-1877 (with name index). In addition, for the years 1841 to 1848, it makes accessible the relevant preparatory files of the Central Office of the Agricultural Association, which was responsible for the patent system at that time, characteristic of the Biedermeier view of commercial economy. The collection, easily accessible since 1949 (a total of 2373 tufts), contains patent files of Swabian inventors (e.g. Daimler, Max Eyth, Magirus, Gebrüder Mauser and Friedrich Voith) as well as numerous patent applications of non-Württembergians (from the rest of Germany, from other European countries and from America), all in all quite considerable documents for the history of technology. It proved to be more difficult for the archive administration to catalog the even more important and far more extensive file deliveries of the Landesgewerbeamt of 1930 and 1939, the first of which is already listed in K.O. Müller's printed "Gesamübersicht" of 1937 (fonds E 170). In the research service of the State Archives, especially since the Second World War, there have been repeated attempts to use these files for surveys of company histories and anniversaries. But the scarcity of the summary handover lists made this an always time-consuming and often unsuccessful effort. Even the question of individual facts and data could embarrass the archivist; there was absolutely no question of a systematic evaluation of the holdings for the economic and social history, which is becoming more and more important from year to year. Paul Gehring's important essays on Württemberg economic history in the 19th century had to be written without the use of these files, especially under the difficult working conditions of the war and post-war years. Under these circumstances, the production of a scientifically useful repertory became an urgent desideratum of both administration and research. Fortunately, in 1958, the efforts of State Archives Director Dr. Max Miller to obtain funds from the State Trade Office of Baden-Württemberg for the temporary employment of a legally and economically trained processor of these trade and commercial files were successful. The typewritten repertory E 170 comprises three state folio volumes of almost 1000 pages and, restored according to the Hauser file plan from 1905-1908, makes the holdings usable right down to their finest ramifications. Some of it certainly is of predominantly regional or even only local historical interest. But much of it shows in surprisingly rich detail how systematically the Central Office used the experiences and models of the then technically and socially advanced German and non-German states (above all Belgium and England) to raise the Württemberg economy. There are numerous files on the secondment of entrepreneurs, technicians and craftsmen abroad for technical and artistic training, on experiments with foreign machines and production processes, on the appointment of foreign specialists, on participation in major international exhibitions from Paris and London to Philadelphia and Melbourne. Thus, the collection of files shows the way in which a 19th-century German middle-class state developed its craft with comparatively modest but skilfully invested financial expenditures and helped its industry to become internationally competitive. At the goal of this way stood, that was the specifically Württemberg of a gemeindeutschen procedure per se, a quality industry of large variety and healthy decentralization. The typewritten finding aid was provided by Rudolf Denk, Walter Grube and Wolfgang Schmierer (completion 1969). Note: This finding aid book is a repertory which has been available only in typewritten form up to now and which has been converted into a database-supported and thus online-capable format according to a procedure developed by the "Working Group on Retroconversion in the State Archives Ludwigsburg". This can lead to a certain discrepancy between the modern external appearance and the today partly outdated design and wording of the title records, in particular:- corrections, deletions and supplements were checked and incorporated.- The title records of archive units found to be missing were taken over and provided with a corresponding note ("Missing since ...." or similar).- If the allocation of new order numbers was unavoidable, the old signature was verified in the respective title record and in a separate overall concordance.

          Administrative history: In article 93 of the constitution of the Free and Hanseatic City of Hamburg, published on 28.9.1860 (Hamb.VO, p.79), it had been determined that the tradesmen should elect a committee for the promotion of the business enterprise. The details should be determined by law. This edition fulfilled the Gewerbegesetz of 7.11.1864 (Hamb.VO, p.161). On the basis of this law, an interim trade committee consisting of 15 members was initially set up, which met for its constituent meeting on 27.1.1865. Its members had been elected five each by the elders of the former guild trades (offices), by the Senate and by the citizens. The committee in turn sent five members as representatives of the trades to the citizenship, where they replaced the deputies departing by law from the former older people. Its task was to prepare the conditions for the future final committee. Soon the interim trade committee presented a bill, which was not approved by the Senate. After long negotiations between senate and citizenship the "Gesetz betr. die Gewerbekammer" (Hamb.Ges.Slg.I, p.119) could finally be published on 18.12.1872. Herewith the committee required by the constitution received the designation "Chamber of Commerce". He was subject to the administrative department for trade and commerce (§ 1). Like its provisional predecessor, the Trade Chamber also consisted of 15 members, five of whom were seconded to the citizenship. Only those tradesmen were to be represented in the Chamber of Commerce who operated their business within the boundaries of the then Hamburg Free Port Area, including the Zollverein defeat. For the purpose of the election, the trades were divided into 15 groups, each of which had to elect a representative, for a period of five years. Three of the members should resign each year. Every self-employed businessman who had the right to participate in the elections for citizenship was entitled to vote and eligible for election. Each year, the members of the Chamber elected a chairman and his deputy from among their number. The Chamber's duties, as outlined in § 11 of the Act, included representing the interests of Hamburg trade, providing expert opinions in trade matters for the Senate, the courts and private individuals, and also participating in the administration of commercial schools. The costs of the Chamber's business operations were borne by the State Treasury. The first elections to the trade chamber took place after preparation by the interim trade committee on 31.3.1875. On 21.4.1875 the newly elected chamber met for its constituent meeting and took over the business and files of the interim committee, which dissolved at the same time. The Reichsgesetz of 26.7.1897 (RGBl., p.665) brought about drastic changes to the Gewerbeordnung. Section 105 of the new Rules of Procedure stipulated that chambers of craftsmen were to be set up to represent the interests of the crafts of their district. § 103q left it to the Land central authorities to determine that existing institutions could be entrusted with the exercise of the rights and duties of the Chamber of Crafts. The new law was gradually enacted by imperial decrees. The provisions on the formation of chambers of crafts entered into force on 1.4.1900 through the VO of 12.5.1900 (RGBl., p.127). In accordance with this, the Senate issued the notice of 2.4.1900 (Official Gazette, p. 487), which transferred the rights and duties of a Chamber of Crafts to the Chamber of Commerce for the entire territory of Hamburg. The requirements of the new trade regulations now also required a reorganisation of the Trade Chamber Act. The focus was on the question of representation of the many new industrial companies that have emerged in recent decades. While a minority of large industrialists were in favour of joining the Chamber of Commerce, the majority of smaller manufacturers decided to remain in the Chamber of Commerce. The area of competence of the Chamber also urgently needed to be revised. Section 3 of the old law had defined the free port area as the scope of the business area, which, however, had shrunk considerably as a result of the customs connection on 15 October 1888. Therefore, the chamber elections were tacitly held for all those tradesmen who were resident in the urban area and in the suburbs. After long negotiations the "Act on the Chamber of Commerce" of 4.10.1907 (Official Gazette p.589) was finally passed. From now on, the chamber was divided into a craft department and an industrial department, each with 12 members. The jurisdiction extended over the entire territory of Hamburg. The members were to be elected for a term of six years. At the end of each year, four members (2 each from each department) resigned. Replacement elections were held for members who resigned early. The Chamber sent representatives from among its members to the Deputation for Trade, Shipping and Industry, to the Advisory Authority for Customs, to the Administration of Trade Education and to the Supervisory Authority for Guilds. Parallel to the reorganization of the Chamber of Commerce, an Industrial Commission was formed at the Chamber of Commerce (Official Gazette 1907 p.600). The "Bekanntmachung betr. die Errichtung der Gewerbekammer und die Industriekommission der Handelskammer" of 23.12. 1907 (Official Gazette p.757) brought both changes into force on 1.1.1908. This solution was a compromise between the two conflicting aspirations in industry circles which emerged during the long negotiations. The new version of the Trade Chamber Act of 20.11.1922 (HGVBl. p.645) essentially brought changes in the election procedure, which were partly due to the discontinuation of Hamburg citizenship. The number of members for trade and industry was increased to 20 each. The election continued for six years, but with the proviso that half of the members should resign every three years. An additional important innovation was the raising of funds for the Chamber, which had previously been paid for from the State Treasury. Now § 27 of the law gave the possibility to raise a contribution graduated after the height of the taxable conversion. The new elections were to be held within 3 months of the promulgation of the law. The new law was brought into force by the announcement of 20.11.1922 (HGVBl. S.657) on 23.11.1922. In the following years, only minor changes were made to the law in force: on 4 June 1924 (HGVBl. p. 375), on 7 February 1927 (HGVBl. p. 84), on 6 April 1927 (HGVBl. p. 173) and most recently by the "Third Ordinance on the Implementation of the Act on the Structure of Administration" of 30 March 1928 (HGVBl. p. 136). A new task fell to the trade chamber with effect from 1.4.1930 by the mechanism and establishment of the handicraft roll with regulations of the Reich Minister of Economics of 25.4.1929 (RGBl. I S.87) and of 4.3.1930 (RGBl. I S.35). The Chambers of Crafts (Gewerbekammern) were required to keep a register of all craftsmen who were engaged in a standing trade on their own. The National Socialist seizure of power brought a complete break in the history of the trade chamber. On 31.5.1933 (Senate Protocol I 1933, p.272), the Senate approved a joint motion of the Chamber of Commerce and the Chamber of Commerce of 18.5.1933 to form an "Industry Committee" at the Chamber of Commerce consisting of representatives of both chambers. However, this state of affairs was only of short duration, because on 26.1.1934 (Senate Protocol p.27 and printed matter no.1) the Senate enacted the "Law on the Formation of a Unified Industrial Division at the Chamber of Commerce". The Chamber of Commerce took over the sole representation of Hamburg's industry after the dissolution of the industrial department of the Chamber of Commerce. The Reich legislation now brought about drastic changes: On 29.11.1933 the "Gesetz über den vorläufigen Aufbau des deutschen Handwerks" (RGBl. I p. 1015) was passed with the three implementing ordinances of 15.6.1934 (RGBl.I p.493) and 18.1.1935 (RGBl.I p.14 and p.15). The 2nd regulation of 18.1.1935 determined in § 1 the management of the chambers of crafts according to the Führergrundsatz. The Reich Minister of Economics was in charge of supervision. The 3rd Ordinance of 18.1.1935 tightened up the provisions concerning the register of craftsmen, in which from then on only self-employed persons who had also passed the master craftsman's examination were entered. Only those who were entered in the trade register were allowed to operate an independent trade as a standing trade. The management of the handicraft register was transferred to the trade chamber by the ordinance of the senate of 26.4.1935 (HGVBl. p.119). The Gewerbekammer ceased to exist as a result of the "Gesetz zur Aufhebung des Gesetzes über die Gewerbekammer" in the form of an announcement of the Reich Governor dated 30.9.1936 (HGVBl. p.227) with effect from 1.10.1936. It was replaced by the new Chamber of Crafts. Delivery and order The files of the Chamber of Commerce were delivered in four deliveries (1957,1965,1976) from the Hamburg Chamber of Crafts to the State Archives. During a preliminary examination in 1963, mainly journeyman and master craftsman examination files were collected, except for examples, because the Chamber of Crafts has master craftsman directories with information on the examination date. The file size before the beginning of the order work was approx. 13 linear metres. After cassation of already printed annual reports, concepts, cash audit cases and duplicate documents, the volume now amounts to 11.8 linear metres of shelving. The file classification used by the Chamber of Commerce proved to be unusable because of its group designations, which were mostly too general, and was not adopted. The reorganization was based on a classification according to factual aspects with partial reference to the earlier scheme - as far as possible and necessary for understanding the connections. The demarcation of the Gewerbekammer from the Handwerkskammer resulted from the design of the Handwerkvertretung in the National Socialist period. With 1.10.1936, the effective date of the new legislation, the existence of the Chamber of Commerce ends. The files of the supervisory authority for the guilds also delivered by the Chamber of Crafts form an independent collection (376-15). In 1934 the Chamber of Commerce took over the sole representation of the Hamburg industry after the dissolution of the industrial department of the Chamber of Commerce.           Find aids: Findbuch von 1992 (online searchable) Registraturbildner: The Verein für den Halleschen Handel, which was originally founded in 1833 to build a packing yard, is to be regarded as the forerunner of the later Halle Chamber of Commerce. On the basis of proposals made by this association and its president Ludwig Wucherer, a chamber of commerce "for the city of Halle and the Saale-Örter" was established by edict of 18 October 1844. Its district initially comprised the cities of Halle, Wettin and Alsleben as well as the rural communities of Kröllwitz, Rothenburg (Saale) and Salzmünde. In 1856 Eilenburg was added, in 1873 the districts of Bitterfeld, Delitzsch (without the city of Delitzsch), Querfurt, Merseburg, Naumburg, Weißenfels, Zeitz, the Saalkreis, the Mansfelder See- und Gebirgskreis (without the former court commission Ermsleben) joined. In 1881 the city of Delitzsch followed, in 1894 the district Eckartsberga, in 1895 the districts Liebenwerda and Torgau, finally in 1920 the district Schweinitz. The Halle Chamber of Industry and Commerce thus comprised the entire administrative district of Merseburg without the district of Sangerhausen, which belonged to the Nordhausen chamber district, and the former Ermsleben court commission (Mansfelder Gebirgskreis) with the town of Ermsleben and the rural communities of Endorf, Meisdorf, Neuplatendorf, Pansfelde, Sinsleben and Wieserode, which were assigned to the Halberstadt chamber district. When it was founded, the Chamber of Commerce consisted of 9 members, and since 1897 it had 54 members elected in 7 constituencies in the Industry, Mining, Wholesale and Retailing sections. In 1936, the Mittelelbe Chamber of Commerce was created for the area of the Chambers of Industry and Commerce in Halle, Halberstadt, Magdeburg and Dessau, i.e. for the Free State of Anhalt, the administrative districts of Magdeburg and Merseburg, and the Braunschweig district of Calvörde. The Mittelelbe Chamber of Commerce was created, which combined the chambers mentioned for its district and corresponded to the middle level of the Reich Economic Chamber. After the order of 16 December 1942 had determined the establishment of the Gauwirtschaftskammer Halle-Merseburg, the Industrie- und Handelskammer Halle and the Wirtschaftskammer Mittelelbe were dissolved with effect from 31 December 1942. Also the rights and duties of the Wirtschaftskammer Mittelelbe were transferred to the Gauwirtschaftskammer Halle-Merseburg on January 1, 1943 - as far as they concerned the district of the former Industrie- und Handelskammer Halle. After the end of the war, the competence of the Halle Chamber of Industry and Commerce was extended to the newly founded province of Saxony, until the Chamber of Industry and Commerce of the province of Saxony (from 3 December 1946: Saxony-Anhalt) was formed by decree of the Presidium of the Province of Saxony of 20 April 1946. Inventory information: The files grown up at the Halle Chamber of Industry and Commerce were probably subjected to an extensive cassation at the end of the 19th century, from which only those volumes of files were spared that were still needed for the current management at that time. Between 1953 and 1958, this older part of the collection, together with the later files, was delivered in three deliveries to the Merseburg branch of the State Archives. Find aids: Find book (online searchable), find book introduction (online viewable), registry formers: After the decree of 30 April 1815 on the basis of improved establishment of the provincial authorities, the province of Saxony was formed with the administrative districts of Magdeburg, Merseburg and Erfurt, whose chief president began his activities in Magdeburg on 1 April 1816. As a controlling authority and deputy of the Prussian state authorities, he originally had a political position that was primarily observational and more representative. Like the governments, he was subordinate to the state ministries, but at the same time he was in charge of the governments and other intermediate authorities, and as the royal commissioner for the provincial parliament he was in charge of the representation of the estates. As a result of the administrative reforms from 1872 to 1883, his area of responsibility was extended to the entire internal provincial administration of the province, he was given state supervision via the Provincial Association, and in 1883 he was relieved of the office of President of the Magdeburg District. After the First World War and during National Socialism, the sovereign and police functions of the chief president in particular increased considerably; the authority developed into the middle instance of the Prussian state government (from 1932) and finally of the Reich government (from 1935). The self-administration of the province was effectively abolished as early as 1933 and its tasks and responsibilities were transferred to the Chief President. However, the connection between the Office of the High President and that of the NSDAP district leader, which was practised in the other provinces, did not take place. From 1933, the authority was divided into several departments, in particular: General Department, Provincial Council, Department of Secondary Education (Provincial Collegium), National Cultural Department (General Commission/ National Cultural Office), Waterway Directorate (Elbe River Construction Administration), Medical Court Committee and Inspector of the Ordnungspolizei. In spring 1944, the province of Saxony was dissolved; it was replaced by the provinces of Magdeburg and Halle-Merseburg with the Gauleiter of the NSDAP as chief presidents, and the Reich Governor in Thuringia became responsible for the administrative district of Erfurt.           1. the history of the collection: The term "wall attacks" for the posters kept in this inventory is contemporary. It refers to the simple mounting: not like advertising posters on splendid advertising pillars, but on simple wall walls they were fastened visibly for everyone. The war situation requires simple use. Wall attacks were often used in the occupied territories. But even in the home country there was little room for such posters. The poor equipment of these posters is a consequence of this situation. The war situation allowed only simple, often newspaper-thin paper. As a rule, there was no graphic design, but the text poster predominates, on which at most the title (often the word "Bekanntmachung") is highlighted in large letters. Sometimes the paper is dyed with a signal colour, which can perhaps be interpreted as a preliminary stage of a graphic design. A more elaborate design for political posters only emerged during the First World War (Ursula Zeller. The Early Period of the Political Image Poster in Germany (1848-1918), Stuttgart 1987, especially Chapter 7). The advertising posters contained in this collection for the subscription of war loans offer charming examples of this. Such graphically designed and aesthetically "beautiful" posters, however, only make up a vanishing part of the collection of wall attacks. After all, it contains pieces by artists such as Hanns Anker, Lucian Bernhard, Alexander U. Cay, Fritz Erler, Louis Oppenheim and Egon Tschirch. However, most of the pieces kept in this collection are not such posters, but pure text posters without a graphic or even pictorial design. The collection of wall attacks was established in the army archive, Stuttgart branch, in the 1920s and continued for decades. Little is known about the motifs, the conception of the collection and the practical collecting activity from this period. A general interest in wall attacks can be established early on: some wall attacks were already reprinted in reduced size in brochures during the war (such booklets can be found in the HSTAS collection of publications) and even sold in the front area (cf. J 151 No. 1240). From the available material it can be concluded that the employees of the Army Archives in principle included every piece in their collection that they could get hold of. In comparison to today's collection concepts, a broad collection was intended. It was by no means restricted to German or even southwest German wall attacks. However, the existing collection sources were not always able to meet the high demands: often gaps remained which could only be taken into account with a few pieces or not at all. A lot can be said about the collection sources. It can be assumed that some of the wall stops were taken from files, which can be seen today in the perforations at the edges of the former multiple-folded piece. Other pieces contain official notes on the poster on the back or at the bottom. By the way, the group that carries a stamp "Landsturm Infanterie Bataillon Calw" or Leonberg is comparatively large. The fact that a third (523) of the 1622 Wall attacks of the western front came from the stage commandantur Roubaix can only be explained by the fact that a Württemberg regiment was stationed there, apparently like the two Landsturm infantry battalions mentioned a source for the collection of the army archive. Other stage commandantures for which such a connection was missing are accordingly sporadically considered. Stamps show that pieces were also taken from related institutions (in exchange?): namely from the Königlich Württembergischen Armeemuseum and from the Deutsche Bücherei Leipzig. A larger group of pieces has been extracted from the pamphlet collection of the Army Archives (now part of the Main State Archives J 150) and integrated into the collection of wall attacks. Over a certain period, the two collections held in the Army Archives overlapped. In addition - but to a lesser extent - wall stops were taken from Luck's collection and from estates (Hahn's estate, later also Haußmann's estate) and added to the collection. Some accesses from the Staatsarchiv Ludwigsburg might be relatively young. The collection of wall attacks was added to the collection of the Main State Archives before 1974 from the holdings of the Army Archives. It was given the signature J 151. The background to the abolition of the quite sensible delimitation of the holdings between the collections of the Military Archives and the J holdings of the Main State Archives can no longer be discerned. Even before this relocation, the collection of wall attacks was arranged by the student Markus Braun in the army archive in 1954 and provisionally indexed by a twelve-page find book. The collection continued to receive further additions, especially from estates. The comprehensive conception of the collection failed in practice due to the limitations of the collection sources. Not all areas could be documented equally intensively. The collection covers the period from 1914 to 1948, including the post-war period of the Second World War. In quantitative terms, the focus is clearly on the First World War (2582 wall attacks totalling approx. 2700) and here again on wall attacks from the western front (1622 vs. 599 from the eastern front). These are mainly wall attacks by the (German) occupying power, to a lesser extent also those of Austrian provenance. Only a few wall attacks were made by the opponents (France and Russia) at that time. Another group are the pieces used in Germany (on the "home front") themselves. As provenances (publishers of the Wall attacks) both civilian (Generalgouvernement Belgium, French mayor's offices) and military authorities (army high commandos, stage inspections and commandant's offices) are represented, often combined with each other (at the level of stage commandant's offices and mayor's offices). In terms of content, these are often ordinances and communications from the crew to the local population. The wall attacks serve, for example, to announce war economic measures such as setting maximum prices, recording stocks that can be used for military purposes, announcing the punishment of locals or to incite desired behaviour among the population of the occupied area, such as observance of curfews, blackout measures or a ban on meetings. An interesting group are the wall attacks with "information" about the war situation, with which the resistance should be broken or at least discouraged. In the homeland, wall attacks served to call for recruits, to call for donations and to propaganda against the hostile powers, but also to strengthen national self-confidence, to advertise cultural events and to announce war economic measures. 2. processing of the stock: The merit of the work of the student Markus Braun of 1954 lay more in the order of the extensive collection than in its indexing. Braun limited the indexing to a group entry, for which the scheme "Regulations and notices: Etappenkommandantur XY, year, number of pieces" is typical. Wall attacks of the same kind were united to form a group and this group was described as generally as possible in the manner indicated. For reasons of time, it was probably not the intention to go into the contents of the individual pieces, which Braun, however, signed individually. Already the supplements to the finding aid book by later supplements tend in contrast to an individual indexing, thus to a description of each individual piece. Such a thorough indexing is finally standard for the poster collections begun in the 1970s in the Main State Archives (J 153, J 154 and J 154/5), which, unlike the Wall attacks, have no historical relevance. With the exception of minor changes, however, the order of the brown wall stops could essentially be maintained. The structure of his find book is therefore almost identical to that of the present one. Also, the old Braun signature runs in principle parallel with the present Numerus currens (which determines the place of storage). But since Braun started the counting with 1 again with each new larger group, a concordance of the signatures is attached to the find book. The individual development was therefore the aim of the reworking begun in October 1989. At the same time, it served to introduce the aspirants trained in the Main State Archives to the cataloguing of posters as an example for the work on collections. On the occasion of the reworking, better packaging was also provided. The wall stops were repackaged in acid-free DIN A 1 envelopes, also in order to avoid as far as possible the folds (especially cross folds) harmful to the very thin paper. Smaller cracks were also repaired. The new indexing was based on the MIDEPLAK (EDP) mask developed in cooperation with LAD in the summer of 1989 and a data sheet designed for this purpose. This data entry mask, which can be used under the MIDOSA program package, should not only be usable for wall stops, but should also be able to be used for IT data entry for all types of posters (advertising posters and political posters). The description of the wall stops is arranged according to the following scheme in the finding aid book: The order number in the upper left corner is only relevant for the order of the description and references from the index. For storage in the magazine and also for ordering the pieces, only the order number is used, which can be found at the end of the description of the individual unit. The title of the poster is treated as a quotation and is therefore enclosed in quotation marks. If necessary, additions are added for identification. Most of the titles are "regulation", "notice" and the like, and the editor then had to further specify the content in his own words. Several titles on a wall attack are quite conceivable. The title is reproduced in the original language, only in Slavic languages it is translated or transcribed. The runtime usually specifies the print or publication date. In the next line, the reason for the occurrence of the wall stop - as far as known - is given, but this is comparatively seldom the case with the wall stops. This is followed by information about the publisher, graphics, print, persons responsible in terms of press law, etc. The formal information includes the format of the poster and the number of pieces stored. The description of the visual representation takes place in a separate block. Since the stock at hand is mainly made up of text posters, an actual image description is omitted in over 90 percent of cases. In the case of pure text posters, a reference is made here to special features in the design (multiple columns, highlighting, colouring) or to the languages used (in extreme cases up to seven different ones). At the time of the creation of graphically designed political posters, such things can already be seen as elements of a graphic design. Before the final order signature, the provenances (here in the sense of collection sources) and the preliminary signatures must be indicated. Within the same category, the wall stops are usually arranged chronologically. Pieces that cannot be dated or only dated to the year appear at the end. As a rule, the date of a prescription is decisive for dating. In the case of wall attacks with ordinances of different dates, the last date closer to the publication date is decisive for the chronological classification. In the case of local meetings, the order is alphabetical. A folder with various French food ration cards from the Second World War was taken from the collection and incorporated into the relevant collection J 524, which has since been opened. The collection of wall attacks contains around 2,700 copies without counting the duplicates. The reworking of the wall attacks took place from autumn 1989 to summer 1993 under the direction of the undersigned within the framework of the introductory and intermediate practical courses of the candidates of the 26th, 27th, 28th and 30th training courses.           Administrative history: In order to prevent the misuse of company names and to be able to determine who is entitled to act on behalf of a company, the obligation for merchants to register the legal relationships of their companies with the commercial court in a register accessible to everyone was introduced on 1 January 1836. However, until 1 August 1866, when the relevant provisions of the Introductory Act to the General German Commercial Code entered into force, the obligation existed only for newly established companies and for them only if the company name and the name of the owner were not identical. The possibility of voluntary registration was given. The company protocol initially established for all entries except procurations was later replaced by registers for each legal form. Special registers were added as cooperative registers (from 1869), sign registers (from 1875), design protection registers (from 1876) and stock exchange registers for goods and securities (from 1896). For each register number, a file was kept which contained documents filed in addition to a copy of the register entry. From 1 October 1879 the registers were kept at the regional court, from 1 January 1900 at the district court in Hamburg. The district courts of Bergedorf and Ritzebüttel kept their own registers for their sprinkles. The registers of companies, societies and cooperatives were closed on 31 December 1904, their still valid contents transferred to the commercial registers and a new cooperative register. Preliminary Remark Legal Foundations The "Ordinance of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) on the Notification to the Commercial Courts of the Establishment, Change and Repeal of Commercial Societies, Commercial Firms, Anonymous Companies and Procurants to be Made in Commercial Courts, which became Popular by the Council and Citizen's Conclusion of 15.October 1835" of 28.12.1835 (Hamburgische Verordnungen Bd.14, p.307-316) introduced in Hamburg for the first time an obligation for merchants to have the legal relationships of their companies entered in a register at the Commercial Court which is accessible to everyone. It entered into force on 1 January 1836. This regulation had come into being on the initiative of Commerzdeputation, which from 1823 constantly tried to persuade the Council to adopt a regulation which prevented the misuse of company names and created an opportunity to establish who was the actual owner of a company and who was entitled to act on its behalf. Initially, however, not all commercial enterprises were required to be entered in the register. Excluded were all already existing companies, however to the common sense of the owners it was appealed to to be registered voluntarily for the promotion of the thing (Publicandum of 28.12.1835, Hamburgische Verordnung Bd.14, S.317). In addition, registration was waived where the name of the trading company was identical to the name of the sole proprietor. Accordingly, the obligation existed only for 1. acting-Societäten (§ 1 of the regulation) 2. the action of the sole owner of a acting firm, which either did not contain its own full name or was not limited to its own name (§ 3 Abs.2) 3. granting of procurations (§ 4-8) 4. anonymous companies (§ 9-10) 5. agents and representatives of foreign insurance and similar companies (§ 11) 6. Hamb. insurance companies and other public limited companies (§ 12). The aforementioned had to report every establishment, change and cancellation of a company and submit all circulars to the Commercial Court - Company and Procurator's Office, partly also called Company Office. With the "Bekanntmachung betr. die Anmeldung im Firmen-Bureau vom 1.2.1844 (Hamburgische Verordnungen Bd.18, S.7)" (Announcement concerning the registration in the firm's office of 1.2.1844, Hamburgische Verordnungen Bd.18, p.7), the obligation arising from the 1835 ordinance was once again made public and in some cases specified in more detail. In 1865, the deposition of trademarks, labels and packaging provided for in Art. 24 of the Hanseatic-French Commercial and Shipping Treaty of 4 March 1865 (published on 30 June 1865, Hamburg Ordinances Vol. 33, pp. 233-234) was transferred to the Office for Business and Procuration. The introduction of the General German Commercial Code by law of 22.12.1865 (Hamburgische Verordnungen Bd.33, p.533-561) brought a substantial extension of the obligation to register in the registers. The Commercial Code and the Introductory Act came into force in Hamburg on 1 May 1966. According to Article 19 of the Commercial Code, every businessman was now obliged to have his company entered in the Commercial Register. Paragraph 6 of the Hamburg Introductory Act also introduced the obligation to register the circle of traders to whom, under Article 10 of the Commercial Code, the rules for merchants were not to apply, such as traders from small businesses, hoekers, carters, ordinary skippers, etc., if they appointed an authorised signatory or if they wished to enter into an open partnership to operate their trade. In contrast to the Regulation of 1835, the transitional provisions (§§ 1-5) of the Introductory Act stipulated that the new provisions were also binding on all existing undertakings. It was imposed on these companies to register within 3 months, so that from 1.8.1866 all commercial enterprises in the Hamburg area, with the exception of Ritzebüttel, would have to be entered in the registers of the Commercial Court. In addition, Article 13 of the Commercial Code provides for the publication of all entries in the registers. So far, since October 1847 only the applications provided for in §§ 1 and 3 (2) of the Regulation of 1835 had apparently been published on the basis of an order of the Commercial Court. - In detail and on the other extensions and changes in the tasks of the company office under the Commercial Code see: The Commission reports and further negotiations on the introduction of the General German Commercial Code in Hamburg, p.3-5 (Library A 913/9). The special protocol for cooperatives to be established in accordance with the Genossenschaftsgesetz (Cooperatives Act) was also kept at the Commercial Court in accordance with § 1 of the "Ausführungsverordnung zum Norddeutschen Bundesgesetze betreffend die privatrechtliche Stellung der Erwerbs- und Wirtschaftsgenossenschaften vom 4.Juli 1868" (Implementation Ordinance on the North German Federal Laws concerning the Private Law Status of Acquisition and Economic Cooperatives of 4 July 1868) of 30 November 1868 (Hamburgische Gesetzsammlung Bd.III, p.86-88) from 1 January 1869. In Bergedorf, a separate commercial register was created at the local court from 1.1.1873 (announcement of 29.12.1872, Hamburgische Gesetzsammlung Bd.VIII, p.249-251). With the entry into force of the Reich Law on Trademark Protection of 4.12.1874 on 1.5.1875, the "entry of the trademark of goods" in a register of signs was transferred to the Commercial Court (Announcement of 26.4.1875, Hamburgische Gesetzsammlung Bd.XI, p.52-54). In the following year, due to § 9 of the Reichsgesetz regarding the copyright on designs and models of 11.1.1876 (Reichsgesetzblatt, p.12), the keeping of the design register was added. The Court Constitution Act of 27.1.1877 (Reichsgesetzblatt, p.41) ended the old Hamburg Court Constitution on 1.10.1879. For the tasks of the "Handelsgerichts-Bureau für das Firmen- und Procurenwesen" (Commercial Court Bureau for Companies and Procurators), i.e. keeping the commercial, cooperative, design and trademark registers, the district court was responsible for the Hamburg territory with the exception of the Ritzebüttel and Bergedorf district authorities; for the aforementioned district authorities, the district court concerned was responsible (§ 5 of the Act concerning the non-contentious jurisdiction of 25 July 1879, HamburgischeGesetzsammlung Bd.XV, pp. 253-255). On 1.10.1894 the jurisdiction for the protection of trademarks ended. It was transferred to the Reich Patent Office (Law for the Protection of Waaren Designations of 12.5.1894, Reichegesetzblatt, p.441-448). The Stock Exchange Act of 22.6.1896 (Reichsgesetzblatt, p.157-176) added the maintenance of two stock exchange registers, one for goods and one for securities. For the district courts of Bergedorf and Ritzebüttel, no stock exchange registers were established, but jurisdiction was transferred to the regional court. The registers were kept until the amendment of the Stock Exchange Act in 1908. On 1.1.1900 the "Bureau für die Handels-, Genossenschafts-, Markenschutz- und Mustererschutz-Register" (Bureau for the Commercial, Cooperative, Trademark and Design Protection Registers) transferred its duties to the District Court at the Regional Court (§ 125 of the Reichsgesetz über die freiwillige Gerichtsbarkeit vom 17.5.1898, Reichsgesetzblatt, p.189). Register maintenance Two registers were created on 2.1.1836, the Company Protocol (A 6) and the Procuration Protocol (A 7), on the grounds of the company office. In the company protocol, all registrations provided for by the law, with the exception of procurations, were recorded. This remained essentially the case until the entry into force of the General German Commercial Code. From 1843 to 1856, a special "protocol of foreign companies" (A 8) was kept, in which foreign companies whose owners were temporarily in Hamburg were registered. Parallel to this, from 1843 to 1847 there was a "protocol for procurations by foreign companies" (A 9). The Protocol on Powers of Attorney (A 10), which ran from 1957 until the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), was considerably more comprehensive than the two aforementioned protocols. In contrast to authorised signatories, the persons entered in these minutes were only entitled to represent a company in accordance with the deposited power of attorney. After the entry into force of the General German Commercial Code (Allgemeines Deutscher Handelsgesetzbuch), the company and proxy protocols were declared commercial registers within the meaning of the Code (§ 1 of the transitional provisions to the Introductory Act, Hamburgische Verordnungen Bd.33, p.559). They continued to be guided. A protocol for public limited companies (A 11) has been newly established. In this register, in addition to the joint-stock companies registered so far in the company minutes, the proxies of foreign companies registered so far in the power of attorney minutes were also recorded. Furthermore, until the creation of a special protocol for cooperatives (A 18) on 1 January 1869, "associations" of craftsmen were entered in this protocol. As there had been repeated difficulties with the neighbouring states because of the recognition of extracts from the "Protocols", "Registers" were established on 1.1.1876. The older entries were not transferred. The company register (A 12) for sole traders and the company register (A 13) for open commercial companies and limited partnerships were created as a continuation of the company protocol, as well as the shareholder register II (A 14) for joint stock companies and limited partnerships on shares and the company register III (A 15) for authorised representatives and agents of foreign anonymous companies as a continuation of the company protocol. The protocol of the cooperatives became the register of cooperatives (A 19). Only the Prokura protocol continued to exist under the old name. Until 31.12.1875 15129 numbers had been assigned in the company minutes, 407 numbers in the minutes of the joint-stock companies. For the Company Register and the Company Register I a common numbering was made starting with no. 15130 up to 31.12.1889. From 1.1.1890 onwards, each register beginning with No. 27401 has sequential numbers. The registers of companies resulting from the minutes of joint-stock companies also have a common numbering - beginning with No. 408 - which was maintained until 1904. From 1.6.1885, the Company Register IV (A 16) was created for the branches of foreign companies that had previously been entered in the Company Register II. Finally, in 1895, the Company Register V (A 17) was established for limited liability companies. Until then, they had also been entered in the Company Register II. With the 31.12.1899 the Prokurprotokolle end. The authorized signatories were now entered in the corresponding company register or company register I, as was already the case with anonymous companies. Following the entry into force of the new Commercial Code, the entries previously made in Company Register III (A 15) for authorised representatives of foreign companies were no longer permissible. From now on, the legal entities whose obligation to register is determined in § 33 et seq. of the new Commercial Code of 10 May 1897 (Reichsgesetzblatt, p. 219) were included in this register. (in: Senate Commission for the Administration of Justice, II C d 3 a 1 Vol. 1) the closure of the registers of companies, partnerships and cooperatives was determined. The commercial registers A, B and C and a new cooperative register took their place from 1.1.1905. The contents of the old registers, which were still valid, were gradually transferred to the new registers. The stock exchange and model registers remained unaffected. Delivery, loss of records and order Since 1902, the files due for destruction at the end of the retention periods have been delivered annually to the various registers by the Local Court. The files for all registers were filed by the court after deletion of the entries according to a common Repositioning number sequence - The first delivery of registers (protocols) and lists of names apparently took place in 1910. Further registers and protocols of general content were delivered on 4.1.1933 (G.A. H 2 a 54). The large series reached the State Archives on 11.2.1950. In the years 1951, 1953, 1961 and 1967 smaller subsequent deliveries took place. Losses of records have occurred both at the Local Court and in the State Archives. No registers have yet been delivered to the State Archives: Company Protocol No. 15084 to 15129, Procuration Protocol No. 11767-12016, and Protocol for Joint Stock Companies (No. 1-407). In the State Archives, Volume 2 of the Protocol on Interrogation and Volume 3 of the Protocol on Powers of Attorney were probably destroyed by water damage during the Second World War. The files relating to the registers are also incomplete. Losses occurred due to cassations at the district court and water damage at the state archives. The administrative work now being carried out concerns only the protocols and registers for which delivery directories were previously only partially available. A review of the files and possible cassation of those containing only extracts from the registers was initially postponed. Notes on use 1. running time information The running time information for the registers only takes into account the date on which the respective register sheet was set up. They have therefore been placed in parentheses. However, almost every sheet also contains later entries. 2) Mutual references In the case of entries for a company in different register series, as well as in the case of the creation of new pages (if the old ones were fully written), mutual references have always been made, as far as established. 3. company register II to V The individual volumes frequently also contain entries for shareholders with lower register numbers than can be assumed from the title. Reference is made to such entries in the previous section. 4. directories of names A complete directory of names for all entries is not available, but almost all series are indexed by alphabetical or rough alphabetical directories. An attempt has been made to determine the existing name directories as precisely as possible. Finding the register numbers for corporations is particularly difficult. These companies have been listed very differently in the individual name directories, partly under the company name, partly according to sectors or - without taking the company name into account - under A (joint-stock company). Find aids: Findbuch 2008 (online searchable) Registraturbilddner: On 1 October 1817, a Higher Appeal Court was established for Anhalt-Dessau, Anhalt-Bernburg and Anhalt-Köthen with its seat in Zerbst. It existed until 1849 and was supervised by the state government. With the separation of the judiciary and the administration, the call for a fundamental reform of the judiciary had become loud. Now the entire administration of justice was exercised in the first instance by district courts established in Dessau, Köthen and Zerbst in conjunction with individual judges in district court commissions, and in the second instance by the Higher Regional Court in Dessau. After the dissolution of the Zerbst Higher Appeal Court, the third instance became the Higher Appeal Court for the Thuringian states in Jena. With the conclusion of a state treaty between the Grand Duchy of Saxony-Weimar on the annexation of the Duchies of Anhalt-Dessau, Anhalt-Köthen and Anhalt-Bernburg to the Higher Appellate Court in Jena, new regulations for the judicial authorities in Anhalt came into force by the "Law on the Organisation of the Court Authorities" of 23 March 1879. The Higher Regional Court, the District Courts of Dessau, Köthen, Zerbst, Bernburg and Ballenstedt and the District Court Commissions of Oranienbaum, Jeßnitz, Coswig, Roßlau, Sandersleben, Nienburg and Harzgerode were repealed. For Anhalt, a regional court with its seat in Dessau was established, and by decree of 24 March 1879 the local courts of Ballenstedt, Bernburg, Coswig, Dessau, Harzgerode, Jeßnitz, Köthen, Oranienbaum, Roßlau, Sandersleben and Zerbst were established as the first court instance. The following places belonged to the district court district of the Bernburg district court: Bernburg with Waldau, Güsten, Nienburg, Aderstedt, Altenburg, Amesdorf, Baalberge, Borgesdorf, Bullenstedt, Dröbel, Gerbitz, Giersleben with Salmuthshof, Grimschleben, Gröna, Hecklingen with Gänsefurth, Hohenerxleben, Ilberstedt, Kölbigk, Latdorf, Leau, Leopoldshall, Mühlingen, Neundorf, Neunfinger, Osmarsleben, Oberpeißen, Plötzkau with Bründel, Poley, Pobzig, Rathmannsdorf, Roschwitz with Gnetsch and Zepzig, Kleinschierstedt, Warmsdorf, Weddegast, Wedlitz, Wirschleben and Wispitz. Immediately after 1945, the district courts were renamed district courts and partly restructured, but as early as 1947 they were largely returned to their old organizational form. The judicial system was not restructured until 1952, when an ordinance was issued to adapt the structure of the courts to the structure of the state apparatus. Inventory information: The majority of the files probably reached the state archives between 1956 and 1960 via the Bernburg District Court. There were further increases, for example in 1990 (inland waterway register matters). In the holdings of the Amtsgericht Bernburg, a significant part of the files goes beyond the caesura made in 1945 with other holdings of the authorities. This is particularly true of registers and register files, the main content of which was written before 1945, but important information was still recorded long after 1945. The files were not separated, but left in existence about the caesura in 1945.

          Description of the holdings: Hofmeister and Hofmarschälle can be found at the Weimar court as early as the 16th century (cf. present holdings no. 403). A new appointment and organisation ("re-establishment") of the Court Marshal's Office took place under the Saxon-Coburg supreme guardianship in 1750 (No. 411c). According to the state handbooks of the second half of the 19th century, the sphere of business of the Court Marshal's Office included the administration of the part of the chamber's property reserved for the Grand Ducal House, the so-called crown property (Ordinance of May 4, 1854, Reg. p. 229), and the overall supervision of the associated cash and accounting system, the care of the stocks at court and the supervision of their consumption, the affairs of the court etiquette, the pages, the court officers (court kitchen, winery, silver chamber, cloakroom, etc.).), the administration of the palaces, parks and garden centres, the handling of discipline by the subordinate servants, the exercise of police rights in the eximierten possessions of the Grand Ducal House, the supervision of the Pensionanstalt für Witwen und Waisen der Mitglieder der Hofkapelle opened in 1830 and the supervision of the Grand Ducal Museum für Kunst und Kunstgewerbe (state since 1903). The Court Marshal's Office carried out the business of the Court Theatre Directorate from 1828 to 1857 (No. 3123, 3126), and from 1851 to 1855 the business of the Court Stables Office, which was abolished at that time (Reg.Bl. 1851 p. 12, 1856 p. 64). After the Grand Duke renounced his throne in 1918, the Court Marshal's Office was abolished together with the Court Main Treasury on 31 March 1922 (No. 538). A Grand Ducal Saxon Schatull Administration existed in Weimar until the expropriation of the princes in 1948. The files of the Court Marshal's Office have mostly only been handed down since the end of the 18th century. This was caused by considerable losses during the fire at Weimar Castle in 1774 (cf. No. 2553, p. 2). During its existence, in 1893 and 1917, the Court Marshal's Office supplied the Weimar State Archives with documents that were ready for archiving, but these were exclusively series of volumes of accounts that were added to the archives available at the time. The files of the Court Marshal Office, on the other hand, were only handed over to the Weimar State Archives by the Thuringian Ministry of Finance as the successor authority to the Court Marshal Office in two deliveries in February 1923 and September 1933. Together with the files, the three repertories A, B and C (now classified in the inventory as No. 1b, 1c, 1d) were handed over; the delivery of 1933 comprised the files listed in the "new" repertory C. The files were handed over to the "new" repertory. Repertory C was the youngest repertory to be created at the Court Marshal's Office in 1898/99, with various files still needed being transferred from repertories A and B to the "new repertory" C, while the remaining pieces listed in A and B were "put back" (cf. No. 530). In addition, a large number of unlisted files and a collection of mostly handwritten sheet music for instrumental music from the period around 1775 were deposited in the State Archives. Here, all the files have been worked together to form an inventory. The capital classification of repertory C was used as the basis for the portfolio classification. The signatures given to the pieces in the repertories A, B and C due to their older distortion are recorded in a special column of the present repertory. From the traditional repertories, file titles were also transferred to the repertory created by the State Archives, for which files could no longer be ascertained. However, a large number of such initially missing files of the Court Marshal's Office were still to be found among the files left to the State Archives by the Ministry of Education of the State of Thuringia when it left for Erfurt in 1950. The actual holdings of the Court Marshal's Office (known as the Court Marshal's Office I) are appended in special parts as: - Court Marshal's Office II: Gartendirektion Eisenach (established in 1804, abolished in 1890) No. 4000 - 4142: Files that have grown up with this (special provenance) No. 4200 - 4222: Files of the Court Marshal's Office on this subject - Court Marshal's Office III: Gardens and Park Administration No. 4223 - 4463: Files of the Court Marshal's Office (These belong together with those in Court Marshal's Office I Chapter 58: Gardens, parks listed). The provenances of the Hofstallamt zu Weimar (B), which were related to the holdings of the Hofmarschallamt (Court Marshal's Office) and were in charge of the supervision of the Großherzogliches Marstall zu Weimar (Grand Ducal Marshal's Office), as well as of the Hofgestüt zu Allstedt (C) are treated as separate provenances (holdings), each with a new census and their own finding aids. Both authorities were abolished in 1920. The order and indexing of the holdings in the Weimar State Archives was carried out by Dr. Paul Goehts, a member of the Weimar government, between April 1945 and December 1847. The pieces found later, most of which had already been noted in the repertory, were added to the holdings in 1954 and 1955. The final work was done by the state archivist Dr. Rudolf Diezel. Weimar, September 30, 1955 Prof. Dr. Flach Remarks: The holdings contain the files of the Court Marshal's Office of the Duchy/Grand Duchy of Saxony-Weimar-Eisenach, primarily since the reorganization in 1750. They document the entire administration of the Weimar Court. In the years 1828 to 1857 the court theatre and the court chapel were also subordinated to the authority. From 1830 onwards, the Hofmarschallamt was the supervisory authority for the pension institution for widows and orphans of the members of the Hofkapelle and until 1903 for the Grand Ducal Museum of Arts and Crafts. Since 1854 he was also in charge of the administration of the "Krongutes", which had been given to the Grand Ducal House for its own use, and the police force on this property. The holdings also include the lists of the participants of the princely table kept by the Hoffouriers for the period 1749 - 1918 (Fourier books). The Court Marshal's Office was abolished in 1922. The files were delivered to the archive in several deliveries in 1893, 1917, but essentially only in 1923 and 1933.

          Foreword: The Tax Directorate was removed from the area of responsibility of the District Directorates by ordinance of 3 March 1826 on the administration of direct and indirect levies (cf. volume 313). After Baden joined the Zollverein, the ordinance of 16.07.1835 established an independent Customs Directorate, which was initially only a section of the Tax Directorate. The year 1909 finally brought the reunification of the two directorates under the name Customs and Tax Directorate. On 01.01.1919 the business of this authority was transferred to the Landesfinanzamt (State Tax Office) established by the Reich (cf. inventory 452). The stock at hand is therefore a mixed stock. The circumference is not particularly large with 4.8 linear metres of shelving. A separation into three stocks therefore did not appear to make sense. The largest part of the inventory is made up of treasure law (tax cadastre), customs law and customs administration. The focus of the files lies on the period between 1815 and 1835. Further documents of the provenance tax directorate could be determined in connection with the provenance regulations for the equalization of holdings with the State Archives Freiburg in the holdings 136, 163, 184, 196, 207, 209, 211, 219 and 225. The present find book was developed as a prototype of a digitisation project in the General State Archives for the conversion of paper into tape repertories. The card index from the 50's was read by scanner and text recognition software and revised by the undersigned.
