Foreword In 1999 and 2000, the University Archive Stuttgart took over a large number of old files from the central institute building of the then Research and Material Testing Institute Baden-Württemberg (FMPA) - Otto-Graf-Institut, a total of 263.7 shelf metres. This extensive collection, together with a few smaller, later additions, forms the holdings 33, which the Deutsche Forschungsgemeinschaft (German Research Foundation) funded from June 2008 to March 2012 as part of the Scientific Library Services and Information Systems (LIS) funding programme. The focus of the cataloguing lies on the research organization and on the networks in NS large-scale projects and in construction projects of the early Federal Republic of Germany, which also corresponds to the density of the inventory handed down between 1933 and 1958. The Materialprüfungsanstalt Stuttgart officially commenced its activities on 25 February 1884. It was an institution of the Technical University of Stuttgart. From the beginning, both areas were covered: material testing for mechanical and plant engineering as well as the testing of building materials and construction methods. When in 1927 the institutional separation of the two areas of work was initiated, the registries of the Material Testing Institute/MPA (Mechanical Engineering) and the Material Testing Institute for Construction were also separated. When the latter moved from Stuttgart-Berg to the new buildings in Stuttgart-Vaihingen at the end of the 1950s and beginning of the 1960s, the files were taken along for building material testing, but also the series of joint outgoing mail books from 1883. They are therefore also part of the archive holdings 33. Following the retirement of non-archival-worthy files, the archive holdings currently comprise 3,484 archive units from the period from 1883 to 1996 as well as 777 personnel files of FMPA employees up to 1986. A finding aid book is also available online for the personnel files of employees born up to 1912. A whole series of employees of the Stuttgart University Archive were involved in the implementation of the project. The project staff members Hanna Reiss, Tamara Zukakishvili and Stephanie Hengel must first be named here. Hanna Reiss recorded the personnel files and the important clients, in addition she supported the scientific coworker with evaluation questions. Tamara Zukakishvili recorded the daily copies of the departments of the Otto-Graf-Institut. Stephanie Hengel, together with the undersigned, carried out the evaluation of the partial stock of publications and recorded and systematised, among other things, the extensive partial stock of the Länder Expert Committee for New Building Materials and Types of Construction. Maria Stemper registered the outgoing mail correspondence, Simone Wittmann, Anna Bittigkoffer and Norbert Becker a part of the test files of the departments concrete, stones and binders, earth and foundation engineering and building physics. Norbert Becker, Anna Bittigkoffer and Stephanie Hengel carried out the inspection and evaluation of the large-format documents and plans as well as the extensive collection of photographs and photonegatives. Rolf Peter Menger took over important de-icing and packaging work and Norbert Becker, head of the University Archive in Stuttgart, provided advice and support on all important issues. Stuttgart, 12.03.2012 Dr. Volker Ziegler 2nd outline of the history of building material testing at the Technical University/University of Stuttgart 2.1 The foundation of the Materialprüfungsanstalt Stuttgart The present volume 33 contains the files of the working area of building material testing, which was part of the Materialprüfungsanstalt Stuttgart under various names until 1945 and only then became independent, which is why it is necessary to go into the history of the Materialprüfungsanstalt Stuttgart in more detail. The Materialprüfungsanstalt Stuttgart officially commenced its activities on 25 February 1884. Professor Adolf Groß, Professor of Machine Drawing, Machine Science and Design Exercises at the Stuttgart Polytechnic, was the founding director. In September 1883, however, Groß changed from the Polytechnikum Stuttgart to the board of directors of the Württembergische Staatseisenbahnen and was replaced by Carl Bach[1] as the board member of the Materialprüfungsanstalt[2] In the decree of the Department of Churches and Education in the Staatsanzeiger für Württemberg of 21 February 1884, the following is formulated as the area of responsibility of the Materialprüfungsanstalt Stuttgart: 1. The Materialprüfungsanstalt is determined to serve the interests of industry as well as those of teaching. Initially, the equipment was purchased to determine the tensile strength of metal and wooden rods, belts, ropes, cement and cement mortar, the compressive strength of cement, cement mortar and bricks, the bending strength of metal rods and beams, the shear strength of round metal rods. On request, elasticity modulus and proportional limit, if any, can also be determined during tensile tests. It has been decided to extend the institution by the facilities for determining the wear and tear of stones. The fees payable for the use of the establishment shall be sufficient to cover its expenses. Public operation will begin on 25 February this year. This shows that building material tests were planned from the outset and that the institution was to be operated economically. The Royal Württemberg Ministry of Finance provided an amount of 6,000 Marks. Furthermore, 10,000 Marks came from a surplus that had been achieved at the state trade exhibition in Stuttgart at that time. This was what the Württembergische Bezirksverein Deutscher Ingenieure (Württemberg District Association of German Engineers) had advocated following an application by Carl Bach.[3] There was no state funding. Carl Bach therefore had to make do with a room in the main building of the polytechnic, which had to be shared with the electrical engineering department. Apart from Carl Bach, there was only one employee at the beginning. It was not until 1906 that a new building could be moved into in Stuttgart-Berg. The development had been so positive that the state of Württemberg assumed the construction costs and Carl Bach was able to hire additional personnel, including engineers Richard Baumann, Otto Graf and Max Ulrich, who came to the Materials Testing Institute in 1903 and 1904. They were largely paid for out of earned funds. 2.2 Carl Bach and Emil Mörsch Carl Bach's collaboration with Emil Mörsch, a man who laid the scientific foundations for reinforced concrete construction, was of fundamental importance. In 1902 Mörsch published his work Der Eisenbetonbau, seine Anwendung und Theorie. This book was published in a short time and became a standard work. Mörsch, who was still working for Ways at that time.

Preliminary remark: At the beginning of the First World War, the German field army was divided into nine armies according to the mobilization plans, seven of which marched on the German western border, the eighth in East Prussia. The Supreme Army Command (OHL) already had to learn in the first months of the war that the original concept of the leadership - direct instructions to the army high commandos under its command - led to considerable frictional losses due to the increase in the mass of troops. Early on, army groups were set up as distinct intermediate instances of the higher leadership in order to subject the military administrative tasks to central completion in addition to the uniform conduct of operations. On 25 February 1917, the Württemberg War Ministry was given the order to set up a new army group under the supreme command of Duke Albrecht of Württemberg, the previous commander-in-chief of the 4th Army. Like the other three army groups in the West, "Crown Prince of Bavaria", "German Crown Prince" and "Gallwitz", it was intended to facilitate the organisational preparation and implementation of the major planned Western offensives. With the establishment of the Herzog Albrecht Army Group, the Army Divisions A and B operating in the southern part of the Western Front were merged with the fortresses of Metz and Strasbourg, which had previously been under the control of the German Crown Prince Army Group, and placed under the control of the new Army Group. It thus encompassed an area from the Swiss border in the south via the almost unchanged frontal course in the Sundgau and the Vosges Ridge, which had remained virtually unchanged since August 1914, along the Franco-German border to the area of Pont-à-Mousson. The command area is almost identical with the Alsace-Lorraine Reichslanden, which had been incorporated into the German Reich since 1871. Strasbourg became the seat of the High Command of the Army Group, and the head of the General Staff of the Royal Bavarian Army. Lieutenant General Krafft v. Dellmendingen, previously Commanding General of the German Alpine Corps, was appointed. From September 9, 1917, the Colonel i. G. Heye took office as his successor. The subordination of the individual units was regulated by the regulation "Subordination of the Army Forces of the West", 1917, issued by the Chief of the General Staff of the Field Army (cf. After the conclusion of the armistice agreements and the associated demobilization, the High Command of the now Army Group D moved its headquarters to Freudenstadt with a subcommand in Durlach/Karlsruhe. In the spring of 1919, both the Army Group and its descendants were finally dissolved, and the files were transferred from the Heilbronn branch of the Reich Archive to the Stuttgart branch of the Reich Archive. In September 1921, even before even a cursory list was drawn up by the military officers working there, parts of the holdings - above all the documents on the "Vaterländischen Unterricht" (fatherland instruction), on the reconnaissance of the troops and on the defence against "American propaganda" - were sent to the Reichsarchiv Potsdam, where they apparently became a pillage of flames together with the rest of the archive during the last days of World War II. In 1923 and 1924, the holdings were recorded for the first time in a list at the Reichsarchiv branch in Stuttgart.1931 large parts of the holdings were temporarily transferred to the Heeresarchiv Potsdam; however, they were not completely returned to the Heeresarchiv Stuttgart, as the Reichsarchiv branch had been called since 1936. For the holdings of the Herzog Albrecht Army Group, only the listing of the archival records from 1923/24 was available as an archival finding aid. It by no means met the requirements placed on modern archive finding aids, especially as it had become unclear and hardly usable due to numerous entries. In the months of May 1988 - March 1989, therefore, a comprehensive new indexing and first structuring of the existing archive holdings took place. Its new formation was based on the business distribution plan of the Supreme Command of the Army Group of 15 October 1917 (cf. Bü 346). Within the individual departments, a factual order was carried out by the processor. A few foreign provenances were separated and included in the corresponding holdings of the Stuttgart Military Archives. A concordance between the new order number and the old tuft number in the previous file index allows the retrieval of already cited archival documents. The present finding aid book was completed with the help of the MIDOSA program package of the State Archive Administration Baden-Württemberg in Karlsruhe in the months of August 1990 to March 1991. Origin and tradition: The Grand Ducal photo collection from the reign of Frederick I and his wife Luise probably originated from gifts, orders and acquisitions (e.g. while travelling). It is not yet possible to say to what extent there was a real will to collect, but the collection was carefully preserved, partly noted in inventory lists and probably moved from Karlsruhe Castle to the New Palace in Baden-Baden in 1919. There, even after the death of Grand Duchess Luise, he occasionally grew. When the castle inventory of 1995 was dissolved, the State of Baden-Württemberg was able to acquire the entire photo collection for the General State Archives; a selection of family photos and some magnificent volumes remained the property of the House of Baden. He also owns an essential part of the photo collection of the last Grand Duke, Frederick II, who fortunately was not kept in the Freiburg Palais after 1919. Content: The medium of photography was highly valued and consciously used at the Baden court as a modern form of princely representation. The distribution of portrait series to the public can be reconstructed and the long reign of Frederick I enabled the presence of the "father of the country" or the "parents of the country", as can be found among the Hohenzollern, the Wittelsbachers or the Habsburgs. Documents from these photo commissions to the court photographers make up a not insignificant part of the collection. The proportion of gifts and souvenir pictures received after anniversaries, celebrations, manoeuvres, exhibitions, inaugurations, etc. is greater; the handing over of portraits of foreign visitors also belonged to this group, especially in the context of the summer stays in Baden-Baden. One of the most important gifts are probably the works with which photographers wanted to attract attention, acquire the title of court photographer or receive further commissions; in this way, works from the early days of photography came into the Grand Duke's possession: signed prints by Charles Clifford, the Upper Italian and Southwest German series by Jakob August Lorent in 60x80 format already admired at the time of their creation (Lorent also left to the Grand Duke a detailed description of his recording and development process) or, to name regionally effective photographers, photographs by Richard/Heidelberg, Tillman-Matter/Mannheim, Th. shoe man

The Order of St John, which came into being with the crusade movement at the end of the 11th century, fell victim to secularisation at the beginning of the 19th century, as did all religious institutions. The German Grand Priory in Heitersheim (in the Breisgau region) was dissolved in 1805/6 with its subordinates, including those in the new Grand Duchy of Baden and the Kingdom of Württemberg. The Brandenburg Bailiwick, which since the 14th century enjoyed a special position within the Grand Priorate of Germany strengthened by the conversion to Protestantism around 1540, was not secularised until 1811, but remained in existence in the form of an Order of Merit for persons of Protestant and Russian Orthodox denomination who deserved to serve the Prussian king, the royal house and the monarchy. In 1852 King Friedrich Wilhalm IV of Prussia restored the Ballei Brandenburg of the Order of St. John. The initiative for the revival of the Order and for the foundation of "cooperatives" in the Prussian provinces and in southern Germany also proceeded from it. The development in Württemberg was concluded in June 1858 with the award of corporate law, i.e. the status of a legal entity, to the "Cooperative of Knights of the Bailiwick Brandenburg of the Order of St John of Wuerttemberg in the Kingdom of Württemberg" residing in Stuttgart. It was joined by knights from Baden and - until the foundation of a cooperative society in the Kingdom of Bavaria in 1888 - also by Bavarian knights. There was no intention to found a cooperative of its own for Baden several times, so in 1906 the cooperative was renamed "Württembergisch-Badensche Genossenschaft des Johanniterordens". Since 1978 it has been called "Baden-Württembergische Kommende des Johanniterordens". It was originally a legal person by royal Württemberg sovereign act and is now a non-profit registered association of civil law. The Baden-Württemberg Kommende of the Order of St John is subordinated to the Ballei Brandenburg, which is subdivided into a total of 20 cooperatives or Kommende. At the head of the Order, which also includes Johanniter groups in Belgium, Austria, the USA and South Africa, is the Master of Masters, who is elected by the Chapter, the supreme decision-making body. His deputy is the governor of the order. The members of the order are classified as honorary knights, legal knights, commentators, honorary comedians or honorary members, depending on their activity or their probation. The Baden-Württemberg Kommende is headed by a "Governing Commentator", who exercises his office together with the board (convention) of the cooperative. On the knight days, which are held annually, pending questions are discussed. As tasks of the order the statute of the Ballei Brandenburg of 24.6.1853, also binding for the Württemberg cooperative, specifies above all the "defence of the Christian religion in particular of the Protestant confession", the "fight against unbelief", as well as the "service and (the) care of the sick" as tasks of the order. An expansion of the tasks took place with the statute of the Baden-Württembergische Kommende of 30 September 1978 § 2 (2): "The purpose of the association is the promotion of the general public through care and assistance for the sick, the elderly, the physically and economically weak, as well as young people and children. The Association carries out this activity in hospitals, old people's homes and other social institutions, as well as through affiliated working and auxiliary communities. In times of external and internal danger, the Association is particularly dedicated to "the wounded, the sick and other injured". In addition to their historically founded, intensive diaconal commitment, the Kommende is characterised by a pronounced cultural commitment. It is supported by three pillars: the archive, the library and the museum. The Archive of the Order has been located in the Main State Archive in Stuttgart since 1969. The Johanniter Library was founded after World War II. It contains valuable bibliophile works from six centuries, especially from the history of the order. Since 2007, the library has been housed as a deposit in the Badische Landesbibliothek Karlsruhe. The Johanniter Museum Krautheim a. d. Jagst is a joint institution of the town and the Kommende. The historical building, which was originally owned by the Order of St John and then by the Teutonic Order, now belongs to the city, the exhibits of the Kommende. Reinhard von Gemmingen-Hornberg since 1973 Knight Friedrich von Molo Content and evaluation History, order and indexing of the holdings The tradition of the Baden-Württemberg Commendary of the Order of St John is kept in the Main State Archives in Stuttgart as a deposit. For the documents received in 1969, there is already a completed find book available which was produced in 1970 by the inspector candidate Renate Pruschek. The since then existing taxes of June 1983, May 1984, August and September 1988, which were made by the Commentator of the Baden-Württembergische Kommende Friedrich Ritter von Molo and by the Hohenlohe-Zentralarchiv Neuenstein, have been combined to a partial stock and are indexed in the present find book. The recording initially took place as part of the training of the archive inspector candidates Corinna Pfisterer, Regina Keyler, Bettina Herrmann under the guidance of archive assessor Dr. Peter Schiffer from July to September 1988. From October 1988 to March 1989, archive inspector Sabine Schnell, among others, made the remaining title recordings and carried out the final work. Since the stock was recorded by several editors, it was not always possible to design the title recordings uniformly. A pre-archival order of the files is not recognizable, therefore the structure of the find book of Pruschek served as basis for the present find book. However, a modification was necessary. In order to avoid overlaps in the order numbers, order number 401 was used for the distortion of the present partial stock. In particular, the inventory contains files on the organisation and administration of the cooperative. Insights into the tasks of the cooperative are rather provided by the publications and journals received, the existing books provide information above all about the general history of the order. Personal documents of the commentators on membership and function in the Order remained in the private estates of the Hohenlohe Central Archives in Neuenstein. The listed documents have a total duration from (1714-1719) 1853 to 1987. Since the stock is property of the Johanniterorden, no cassations were made. The partial stock P 7/2 comprises 293 units with 8.3 m running time. The finding aid was created with the help of data processing on the basis of the MIDOSA program package of the State Archive Administration of Baden-Württemberg.

Tradition: The Großherzogliche Badische Baugewerkeschule was founded in 1878. Since 1919 it was called "Badisches Staatstechnikum" or "Badische Höhere Technische Lehranstalt (Staatstechnikum)" (1923), since 1946 "Staatstechnikum Karlsruhe", since 1963 "Staatliche Ingenieurschule Karlsruhe", since 1971 "Fachhochschule Karlsruhe - Hochschule für Technik"; in 2005 it was renamed "Hochschule Karlsruhe - Technik und Wirtschaft". In contrast to the architecture department of the Polytechnic University, the drawing examination papers of the students of construction trades were kept at the school. As far as the documents were not collected by the school administration - especially in the period after about 1970 - an extensive, largely coherent set of plans has been preserved. It was handed over to the General State Archives in 1999 together with a transfer list in Access format, and more recent work was added in 2004. In the archive, the entire holdings were signed, packaged and re-registered by the ladies Mohd, Hummel and Vogt, the list of consignments was edited and converted into 'scopeArchiv' in 2012. The variety of query options (by building type, drawing technique, etc.) was retained in 'scopeArchiv' in a field visible only to the archive staff and in the source file (Access).a few privately owned student works that came to the General State Archive with the Thomas Kellner Collection in 2006 were incorporated; the drawing portfolio of Franz Kühn for the years 1934 to 1937 is now available as a sample portfolio for all subjects at the end of the student works.Further student works, which were delivered together with files of the building department also in 2004 - among them e.g. building photographs of Black Forest farms of the excursion of 1937 -, are recorded in inventory GLA 592 Access 2004-69. Some building photographs of monuments from this convoy were probably inadvertently taken over into the general plan inventory GLA 424 K. Plans (blueprints) of the Karlsruhe City Planning Office for the redesign of the Market Square from 1974 were submitted to the City Archive. Content: The approximately 100-year-old tradition conveys the teaching methods of drawing and the architectural expectations of the time between historicism and modernism and is thus an outstanding source for the transformation of technology, architectural aesthetics and reception behaviour over the social ruptures of the 20th century. Probably the most valuable part, almost half of the total stock, is taken up by the plans from the subjects of construction survey and design; the names of the subjects changed in the process. The annual publications of the Baugewerkeschule, such as the "design of bourgeois residential buildings" by the construction students or the recording of "patriotic monuments" in the whole of Baden by the prospective trade teachers, show that the focus here was on the core of teaching at least until 1914; part of the semester and holiday work was thus published promptly in large-format volumes (cf. the incomplete series in the library of the General State Archives, Cw 8102ff, 1885-1914 and individual proof pages, together with pages from architecture and engineering textbooks, as an appendix in fonds 592 K). In the 1920s, industrial and functional buildings came to the fore. During National Socialism, the main focus of interest was on the design of housing estates, and in the cataloguing of architectural monuments almost exclusively farmhouses in the Black Forest and in Baden's Franconia region; these architectural photographs are of particular value as historical architectural sources (a photo in No. 1581 shows members of one of the 1937 field trips to take a picture of a farm). But also the registration of e.g. Karlsruhe city centre buildings, which were destroyed during and after the Second World War, or the systematic mapping of Überlingen town houses in 1935 are important and so far almost unknown architectural inventory achievements. In the post-war period, photographs of buildings appeared almost exclusively as part of general drawing lessons; interior designs were added in the 1960s. All in all, the student works provide a good insight into the "tempo" of style change and architectural convention, precisely because of their dependence on current teaching and building practice. Photographs of architectural monuments on Lake Constance by the Constance photographer German Wolf from the years around 1900 form a separate group. They are testimonies to early monuments inventory, in the context of the building photographs perhaps as a model or as material for teaching. In contrast, photographs of plans whose originals were missing - mostly montages on large cardboard boxes from the 1960/1970s - remained in the main inventory. Drawing templates and other foreign materials were summarised, plans such as photos, which had gotten between the pupils' work as teaching aids; they can now be found at the end of the collection, as far as they could not be collected as duplicates. Access database: The database of the University of Applied Sciences will continue to be maintained as it allows further access to the stock due to its sorting possibilities, but does not have the same text status as the available finding aids data. History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) was above all responsible for the administrative reorganization and modernization of the Grand Duchy. The Organisational Edict of 26 October 1809 divided the Grand Duchy of Baden into 66 sovereign and 53 ranked offices. The offices of the rank were gradually abolished, the last in 1849, after the final renunciation of their sovereign rights by the rank masters. In the case of the provincial district offices and upper offices, mergers and dissolutions within the framework of organisational changes led to a reduction in the total number of administrative structures in 1936/1938 from originally 66 to 27 after the changes ordered in the administrative structures during the National Socialist era. Originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. As subauthorities, district offices were subordinated to the district directorates as medium instances - the district office Constance, created in 1809, was first subordinated to the directorate of the Seekreis with its seat in Constance. The organisational reform of 1832 enlarged the scope of these funds and replaced the originally ten district directorates, with the exception of the Seekreis, which was named after rivers, with four district governments: Government of the Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterheinkreis. The Constance district office was now under the control of the Seekreis government. Finally, the Law on the Organization of Internal Administration of October 5, 1863 abolished the district governments without substitution as the medium instances of state administration and subordinated the district offices directly to the Ministry of Interior. As a link between local and central authorities, the law of 1863 (amended 1865) installed four state commissionariats, namely Konstanz, Freiburg, Karlsruhe and Mannheim, each of which was headed by a state commissioner with a seat and vote in the ministry. The Constance District Office was assigned to the Sprengel of the Constance State Commissariat. In 1864, the Grand Duchy of Baden was divided into eleven district associations as local self-governing bodies without state tasks, retaining the district offices and state commissionariats as state administrative authorities. The Konstanz district association, based in Konstanz, comprised the state administrative districts of Engen, Konstanz, Meßkirch, Pfullendorf, Radolfzell (abolished in 1872), Stockach and Überlingen. State organ with the district federations was the administrative official of the district, in which the district federation had its seat, as a district captain. The Executive Board of the Constance District Office was also the District Governor of the Constance District Association. The corporate body of the district association was the district assembly of elected members. The Kreisverband Konstanz is thus the actual "ancestor" of the Landkreis Konstanz as a local self-governing body. 1924 the name of the executive committee of the district had already been changed to Landrat. By the county regulation of 24 June 1939 the 1864 established county federations were abolished and replaced by counties. In the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. The area and authority of the new administrative district of Constance as a municipal self-governing body was now congruent with the administrative district of the state administration. In the reorganization of the administration after the end of the war in 1945, the legal supervision of the districts, which now became real local self-governing bodies with democratic legitimation, was initially transferred from the state commissioners to the (South) Baden Ministry of the Interior. Following the formation of the federal state of Baden-Württemberg, it was replaced by the Regierungspräsidium Südbaden as the central authority for the administrative district of Südbaden - the Regierungspräsidium or Regierungsbezirk Freiburg since the administrative reform of 1971. The district and later Landratsamt Konstanz was repeatedly changed from its establishment in 1809 to the year 1952. Particularly noteworthy here is the increase due to the abolition of the Radolfzell district office in 1872, whose municipalities were all assigned to the Constance administrative district. Another increase for the administrative district (since 1939 administrative district) Konstanz brought the abolition of the district office Engen in the course of the law over the new division of the internal administration from 30 June 1936 in the course of the, whose official municipalities were distributed on the sprinkles of the district and/or district offices Konstanz, Donaueschingen and Stockach. In well-founded exceptional cases, such as when the proportion of written documents created after 1952 in a file was limited to a few documents, files with a term beyond 1952 were also included in B 715/1.Fourthly, all files of the provenance "Landratsamt Konstanz" from the provisional stock W 499, which contains the written material from the stocks 129 to 228 of the General State Archives Karlsruhe, which reached the State Archives of Freiburg during the mutual equalization of holdings, were also included. History of the Inventory Designer: Under the name Rechnungshof des Norddeutschen Bund (Court of Audit of the North German Confederation), the Prussian Chamber of Upper Legislation took control of the budget of the German Reich for the financial years 1867-1869 for the first time, renaming the authority the Rechnungshof des Deutschen Reiches (Court of Audit of the German Reich). In addition to controlling the Reich's budget, the Oberrechnungskammer, in its function as Court of Audit, was responsible for auditing the budget of Alsace-Lorraine (1874-1919) and for controlling the budget of the protectorate (since 1892/95 Africa, since 1898 all protectorates). The Court of Audit (Rechungshof, RH) was chaired by the Chief President of the Chamber of Appeal; its members were appointed by the Emperor at the suggestion of the Federal Council. The task of auditing the accounts of the Reich's budget had to be transferred to the Upper Chamber of Accounts by repeated individual legislation, usually on an annual basis. Article 86 p. 2 of the Weimar Constitution ("The audit of accounts is regulated by the Reich Law") established the audit of accounts for the Reich Administration under constitutional law. The Reich Budget Code of 31.12.1922 accordingly provided for the fundamental audit of the Reich budget by the Court of Audit of the German Reich (legalization of the audit of the "economic efficiency of the administration"). Thus, for the first time, auditing was fixed as a right of the state; at the same time, the establishment of the Court of Audit as an independent Reich authority independent of the Reich government was regulated. The Imperial Budget Code determined - as an important objective of the Court of Audit after examination of the submitted annual accounts - to prepare memoranda on the most important audit results and to submit proposals to the Imperial Government for the amendment and interpretation of laws in order to remedy identified deficiencies in the administration. The Court of Audit of the Weimar Republic represented a college of President, Directors and Councillors, which decided all fundamental matters by majority vote in the Plenary Assembly. In order to decide on matters that were limited in scope and only concerned individual administrative areas, the Reich Budget Code granted the formation of senates consisting of at least 3 members. In addition, the expert activity could be carried out at the request of the Reich Ministers, the Reich Parliament and the Reich Council; in addition, companies with their own legal personality could also be audited by the Court of Audit. The President and the other members of the Court of Audit were now appointed by the President of the Reich, countersigned by the Reich Minister of Finance. The President of the Court of Audit was also responsible for the management of the Prussian Chamber of Accounts. From October 1, 1922, however, he no longer headed the Prussian but the Reichsbehörde full-time. He was supported by the savings committee of the Reichstag. In December 1933 this office was closed again and the tasks were transferred to the new presidential department of the Court of Audit. As the supreme audit and control authority, the Court of Audit was responsible for supervising the entire Reich budget by examining the budget accounts, including the unscheduled income and expenditure of all Reich administrations, the accounts for the entire non-monetary property of the Reich as well as the books and accounting documents of the enterprises of the Reich. Since the end of the First World War, the Court of Audit has also had to increasingly control the use of Reich funds, which flowed into the private economy in the form of loans, credits, guarantees, subsidies and participations, by including both important business enterprises and a rich country of smaller enterprises in its audit area. The internal structure of the RH remained essentially unchanged throughout its existence. It was divided into the presidential department and a changing number of audit departments, to which the authorities and companies to be audited were allocated according to objective criteria. For the collection and cartographic indexing of laws, ordinances, administrative provisions, official regulations and other documents required for auditing the accounts, a news agency was attached to the Presidential Department, which from 1937 was known as the "Archive". In 1933 the Court of Audit was confirmed as an independent supreme Reich authority vis-à-vis the Reich government, but the previous procedure of majority decisions was abolished and the President was largely granted authority to issue directives to all organs of the Court of Audit. With the exception of the Wehrmacht control and the use audit of state subsidies to the NSDAP, the Court was initially able to perform its duties within the framework of financial control to the full extent even after 1933. In 1934, the office of the Reich Savings Commissioner, who was responsible for advising the Reich government on all matters relating to budget management and the appropriate design, simplification and cost reduction of the administration, was dissolved and its most important functions transferred to an office of the Presidential Department of the Court of Audit. Also from 1934, the Act on the Maintenance and Increase of Purchasing Power (Gesetz zur Erhaltung und Hebung der Kaufkraft) made it possible to extend the jurisdiction of the Court of Audit to include the auditing of corporations, institutions and other legal entities under public law (finally laid down by law in the Reich Auditing Ordinance of 30 March 1938). In the course of the imperial reform efforts of the Third Reich, the "Law on the Budgetary Management, Accounting and Auditing of the Länder and on the Fourth Amendment to the Reich Budget Code" of 17 June 1936 brought important changes: with the beginning of the 1936 accounting year, the auditing of the budget and economic management of the Länder was transferred to the Technical University. For this purpose, based on the already existing State Audit Offices, the Regional Court set up in 1937 foreign departments responsible for one or more Länder, initially in Hamburg, Karlsruhe, Leipzig (from 1940 Dresden) and Munich. Later Vienna (1939), Poznan (1942) and Metz (1942) were added. These external departments of the Court of Audit were assigned "accounting offices" by the Länder as preliminary audit offices in accordance with the "Vorprüfordnung für die Länder" of 9 April 1937. After 1938, especially during the war, the focus of the audit activities of the Court of Audit shifted: on the one hand, the audit of the administrations in the so-called "Old Empire" was reduced, on the other hand, however, the jurisdiction of the Court of Audit was extended to all German administrations in the occupied territories and also exercised there to a large extent. At the end of the war, a further part of the existing records was still kept in the RH buildings in Potsdam and Berlin and was archived after 1946. The losses caused by the Allied air raid on Potsdam in April 1945 amount to approx. 9 running metres. Since the Prussian Oberrechungskammer took over the examination of Reichaufgabe für Kunst, Wissenschaft, kirchliche Angelegenheiten und Forstwirtschaft in 1934 (the Prussian Oberrechungskammer already had corresponding departments for these areas), these records - as well as the previous files of the Court of Audit in the holdings of Rep. 138 of the Geheimes Staatsarchiv, Stiftung prußischer Kulturbesitz. Archival evaluation and processing The registries of the Court of Audit distinguished three groups of files according to the tasks of the authority, which are also reflected in the classification: - General files - Technical files with special audit documents and instructions - Audit files for the actual audit negotiations. In this finding aid book, both the relevant files of the tradition kept until 1990 in the Central State Archives as fonds R 2301 and the files kept in the Federal Archives as fonds R 47 are recorded. Although the necessary standardisation of individual development information was achieved by merging the two parts of the transmission, a complete re-drawing did not take place. The general files were kept according to a uniform file plan and are summarised at the beginning of the inventory. The specialist and examination files are arranged according to the most recently valid business distribution plan. The creation of archival file titles, volume sequences and series was usually required when the files were recorded; the creation of identical titles was unavoidable due to the specific nature of the structure. Foreword: The Tax Directorate was removed from the area of responsibility of the District Directorates by ordinance of 3 March 1826 on the administration of direct and indirect levies (cf. volume 313). After Baden joined the Zollverein, the ordinance of 16.07.1835 established an independent Customs Directorate, which was initially only a section of the Tax Directorate. The year 1909 finally brought the reunification of the two directorates under the name Customs and Tax Directorate. On 01.01.1919 the business of this authority was transferred to the Landesfinanzamt (State Tax Office) established by the Reich (cf. inventory 452). The stock at hand is therefore a mixed stock. The circumference is not particularly large with 4.8 linear metres of shelving. A separation into three stocks therefore did not appear to make sense. The largest part of the inventory is made up of treasure law (tax cadastre), customs law and customs administration. The focus of the files lies on the period between 1815 and 1835. Further documents of the provenance tax directorate could be determined in connection with the provenance regulations for the equalization of holdings with the State Archives Freiburg in the holdings 136, 163, 184, 196, 207, 209, 211, 219 and 225. The present find book was developed as a prototype of a digitisation project in the General State Archives for the conversion of paper into tape repertories. The card index from the 50's was read by scanner and text recognition software and revised by the undersigned. History of the authorities: The organisational rescript of the 26. In November 1809, the Grand Duchy of Baden was divided into ten districts named after mountains and rivers, with so-called district directorates as administrative authorities, following the example of France. The files of the first access 2000/40 had already been processed at an earlier point in time. Since the end of 2007 the work begun by Bettina Fürderer has been continued by the undersigned. Order and distortion work: The structure of the general records was largely based on the pre-Fackler registry order from the 19th century. In addition to files without a local reference, general files also include files that have been created for one subject for several municipalities or that concern an entire administrative district (example: district medical office in the administrative district of Lörrach). The local files were structured according to the Baden official registration order of 1905 by H. Fackler (see below), but without the Roman and Arabic numerals used there, whereby the subdivision planned for individual main points was almost always dispensed with due to the small number of file books. The municipalities are listed alphabetically. For each municipality, the respective district is indicated, according to today's status, abbreviated with the identification letters of the motor vehicles, and for municipalities that are no longer independent today, the name of the new municipality is also indicated. The person index contains the names of natural persons as well as the names of professional and lordships, and in the case of files with up to ten sheets of paper, the number of sheets was always mentioned. In the case of files with more than ten sheets of paper, "1 fascicle" (fasc.) was initially indicated as the circumference; in a later phase of distortion, it was then indicated in centimetres (cm). History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in the size of the country and its people made it imperative that the heterogeneous political system be restructured and unified in administrative terms. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), who introduced an archive system based on the principle of pertinence as early as 1801, which determined the work of the General State Archives as well as the registries of the Baden authorities for a century and continues to this day, it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the reorganization and administrative modernization of the Grand Duchy. Reitzenstein, who had held the office of bailiff of the Rötteln dominion from 1792 to 1795 and was based in Lörrach, is considered to be the real creator of the modern Baden state in the 19th century. The organisational edict of 26 October 1809 divided the Grand Duchy into 66 sovereign and 53 ranked offices. While the latter were gradually abolished until 1849 at the latest, the district offices and the upper offices were reduced in total over time by merging and abolishing them. originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to carry out tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular the civil judiciary. As subauthorities, they were subordinated to the district directorates as medium instances - the district office Lörrach, created in 1809, first to the directorate of the Wiesenkreis with seat in Lörrach, then after its abolishment in 1815 to the directorate of the Dreisamkreis with seat in Freiburg. In 1832 the originally ten district directorates, named after rivers, were replaced by the district governments of the four districts - Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterheinkreis - and the district office Lörrach was subordinated to the government of the Oberrheinkreis. Finally, the Law on the Organization of Internal Administration of October 5, 1863 abolished the district governments without substitution as the medium instances of state administration and subordinated the district offices directly to the Ministry of Interior. As a link between local and central authorities, the law of 1863 (amended 1865) installed four state commissionariats - Constance, Freiburg, Karlsruhe, Mannheim - each headed by a state commissioner who had a seat and vote in the ministry. The district office Lörrach was assigned to the Sprengel of the Landeskommissär in Freiburg. Furthermore, in 1864, the Grand Duchy was divided into eleven district associations as local self-governing bodies, retaining the district offices as state administrative authorities. The district association Lörrach with seat in Lörrach comprised the sprinkles of the national district offices Lörrach, Müllheim, Schönau and Schopfheim. State organ with the district federations was the administrative official of the district, in which the district federation had its seat, as a district captain. Thus the executive committee of the district office Lörrach was in personal union at the same time district captain of the district association Lörrach. The corporate body of the district association was the district assembly of elected members. The district association Lörrach is thus the actual "ancestor" of the today's administrative district Lörrach as local self-administration body. Already in 1924 the name for the executive committee of the administrative district had been changed into Landrat. By the administrative district order of 24 June 1939 the 1864 established district federations were abolished and replaced by districts. During the Nazi dictatorship, however, their formally maintained powers of self-administration were only on paper, since the decision-making and decision-making powers were transferred from the district assembly to the district chairman appointed by the Ministry of the Interior, who was assisted by three to six district councils only in an advisory capacity. Area and authority of the new administrative district Lörrach as local self-administration body was now congruent with the administrative district of the state administration. At the same time he was assigned the municipality of Warmbach, which until then had belonged to the administrative district of Säckingen. In 1921 this was returned to the district office in Säckingen. Further changes brought the incorporation of Stetten in 1902 and the incorporation of Tumringen and Tüllingen into the town of Lörrach in 1935. The law of 30 June 1936 on the new division of the internal administration brought a considerable change to the administrative district. While the municipalities of Hertingen, Kandern, Riedlingen and Tannenkirch were assigned to the district office of Müllheim, the administrative district of Lörrach received the majority of the municipalities of the abolished district office of Schopfheim. Exceptions were Bernau, Brandenberg, Todtnau and Todtnauberg, which were assigned to the administrative district of Neustadt, and Dossenbach, Minseln, Nordschwaben, Todtmoos and Wehr, which came to the administrative district of Säckingen. Among the communities acquired by the dissolved Schopfheim District Office were also those that had originally been incorporated into the Schönau District Office, because when the latter was abolished in 1924, all the communities of the Schönau District Office had been integrated into the Schopfheim Sprengel. In 1939 the municipalities of Aftersteg and Muggenbrunn fell from the district of Lörrach to the district of Neustadt; however, this was reversed in 1945. At the same time, the municipalities of Todtnau, Brandenberg (since 1936 united with Todtnau) and Todtnauberg, which had been incorporated into the administrative district of Lörrach after the dissolution of the Schopfheim Neustadt district, were incorporated into the administrative district of Lörrach. Inventory history: Before the beginning of the registration work, the files of the Lörrach District Office were distributed among the following holdings:a) B 719/1, /2, /3, /4, /5, /6, /7, /8, /9, /10, /11, /12, /13, /14, /15 as well as B 712/1 and B 732/1b) G 17/1, /2, /3, /4, /5, /6, /7c) W 499.Initially, the stocks mentioned under a) were combined to form stock B 719/1 (new). In a second step, all files of the provenance Bezirksamt/Landratsamt Lörrach with a term up to and including 1952 were taken from the holdings mentioned under b) and transferred to the existing holdings. The inventory G 17/3 was completely merged into B 719/1. In well-founded exceptional cases, such as when the proportion of documents created after 1952 in a file was limited to a few documents, even files with a term beyond 1952 were included in B 719/1.Thirdly, all files of the provenance "Landratsamt Lörrach" from the provisional stock W 499, which contains written material from the stocks 129 to 228 of the General State Archives Karlsruhe that has been transferred to the Freiburg State Archives for mutual compensation of holdings, were also included. The pre-signature 1 contains the last signature used in the Freiburg State Archives before the new indexing and the pre-signature 2 the penultimate signature used in the Freiburg State Archives or the signature formerly used in the Karlsruhe General State Archives. With the Peace of Pressburg (1805) the territories of Upper Austria in Breisgau were united with the Electorate and from 1806 the Grand Duchy of Baden. The district office Müllheim was established in 1809, the place of the official seat was elevated to a town in the following year. The district offices established in 1809 were assigned to ten districts, whose executive bodies were the district directorates. The district office Müllheim belonged to the Wiesenkreis with official seat in Lörrach. The administrative reform of 1832 replaced the meanwhile remaining six district directorates as central authorities by the district governments of four districts - Seekreis, Oberrheinkreis, Mittelrheinkreis, Unterrheinkreis ¿ and assigned the district of Müllheim to the Oberrheinkreis with administrative seat in Freiburg. History of the authorities: The territorial reorganization of Germany by Napoleon brought the former margraviate of Baden between 1803 and 1810 almost a doubling of its territory and an enormous expansion of its population, as well as in 1803 the elevation first to electorate and in 1806 finally to grand duchy. This increase in land and people made it imperative to reorganize and standardize the administrative structures of the administratively heterogeneous state. The organizational edicts issued between 1806 and 1809 served the realization of this goal. In addition to the Privy Council and Deputy Minister Johann Nicolaus Friedrich Brauer (1754 - 1813), it was the Baden State and Cabinet Minister Sigismund von Reitzenstein (1766 - 1847) who played a decisive role in the administrative reorganization and modernization of the Grand Duchy. The Grand Duchy of Baden was divided into 66 sovereign and 53 rank sovereign offices by the organisational edict of 26 October 1809. While the latter were gradually abolished again by 1849 at the latest, the total number of state district offices and upper offices was reduced in the course of time by merging and abolishing them. originally, the district offices were purely state authorities and as such primarily responsible for general state administration, but also had to perform tasks of the police and - until the establishment of their own court organisation in 1857 - of the judiciary, in particular civil jurisdiction. Authority history: After the appointment of district school councillors in eleven district school districts for the middle school supervision in Baden in 1864, the district of Emmendingen belonged to the district school district of Freiburg and then, with effect from 24 June 1882, after the establishment of 13 district school visits, to the district school visitation district of Lahr. Emmendingen became the seat of a middle school supervision authority with the establishment of 18 school districts in Baden with effect from 1 October 1904. The districts of Emmendingen, Ettenheim and Waldkirch belonged to his district. On 1 May 1924 a new division into 14 school districts took place, among them the Emmendingen school district with the official districts of Emmendingen, Lahr and Waldkirch. As a result of the Act on the New Division of the Internal Administration and the State Ministerial Development of 7 November 1936, the school districts were reorganised with effect from 1 December 1936. Further organizing work on the stock in the magazine was carried out by the undersigned or under her supervision before 1980. The aim was to improve the usability of even the unlisted files by separating the various file groups: General files, local files, school service files, personal documents, teacher personal files. The personal files were classified in the L 50/1 - Personal files of teachers I under the numbers 12.908-13.393. In addition, the external sources "Bezirksbauinspektion Emmendingen", "Bezirksschulamt Molsheim" and "Kreisschulvisitatur/Kreisschulamt Lahr" were taken from the file groups of the former holdings "Schulamt Emmendingen 1972/6" to form the following holdings: G 220/1 (Generalia), G 220/2 (local files), G 220/3 (personal documents), G 220/4 (school records), Dr. Werner Baumann and inspector candidate Daniel Stihler made the file title recordings of the present inventory. The files come from two different layers of registry. This resulted in the creation of two main groups "Old Registry Plan" and "New Registry Plan" and within these main groups the classification according to the classification scheme of the respective registry plan. The undersigned was unable to determine when and why a new registry plan was introduced. After random checks, individual documents dating from 1948 were already handwritten - probably subsequently - with the new registration marks, namely with a Roman numeral in lower case that deviated from the old registration plan. The different main groups are marked with a capital letter on the file covers, and the signatory completed the process. 1 On the biography of Prince Ernst II of Hohenlohe-Langenburg: Hereditary Prince Ernst Wilhelm Friedrich Karl Maximilian of Hohenlohe-Langenburg - hereinafter called "Ernst II" in distinction to his grandfather Ernst - was born on 13 September 1863 in Langenburg as the son of Princess Leopoldine, born Princess of Baden, and Prince Hermann of Hohenlohe-Langenburg. He spent his school time in Karlsruhe, his mother's home town, at the Grand Ducal Gymnasium, which he left after graduating from high school in 1881. He then studied law as part of a contemporary university tour which took him to Paris, Bonn, Tübingen and Leipzig between 1881 and 1884. In 1885 Ernst II took his first legal exam at the Higher Regional Court in Naumburg a. d. Saale and during his military officer training at the 2nd Garde-Dragonerregiment in Berlin-Lichterfelde in the years 1886-1889 he also used the available time for extensive social activities at the courts of Emperor Wilhelm I and his son Friedrich. After completing his training, Ernst II advanced in the military hierarchy to lieutenant-colonel á la suite of the army (1914). The hereditary prince then aspired to a career in the Foreign Office, for which he first used one of his frequent stays in London in 1889 as a kind of private 'apprenticeship' at the German embassy. Queen Victoria was a great-aunt of Ernst II, so that he could always move at the highest social level. In 1890-1891 he passed his diplomatic exam and then took up a position as 3rd secretary in the embassy in St. Petersburg. Already in 1892 Ernst II achieved his transfer to London with the help of his father, who had enough influence as governor of Alsace-Lorraine, where he served as 3rd embassy secretary until 1894. In this year the hereditary prince Prince Hermann followed to Strasbourg to work as legation secretary of the ministry for the Reichsland Alsace-Lorraine. In 1896 Ernst II married his cousin of the 3rd degree Alexandra (1878-1942), a princess from the British royal family, whose father Duke Alfred of Edinburgh had taken over the Thuringian Duchy of Saxony-Coburg and Gotha three years earlier. Together with his wife and the offspring who soon followed - Gottfried, Marie Melita, Alexandra, Irma and Alfred, who died shortly after his birth - Gottfried, Marie Melita, Alexandra and Irma moved his centre of life to Langenburg and finally left the diplomatic corps in 1897. He had begun to establish himself in his role as heir when, after the unexpected death of Alexandra's brother Alfred (1899), the open question of succession in Saxony-Coburg and Gotha required a settlement. Ernst II was assigned as regent and guardian for the new, still youthful Duke Carl Eduard, a task he took over in 1900 after the death of his father-in-law, so that he now stood for 5 years at the head of a German principality. But because of internal quarrels and the resistance in the Reichstag against the financing of the new authority, the hereditary prince had to take his hat off again in 1906. The following year Ernst II returned to the political stage as a member of the Reichstag for the constituency of Gotha, in which he had run as a representative of the bourgeois parties against the SPD. As a guest student of the parliamentary group of the German Reich Party, he sometimes appeared with speeches in the plenum, but everyday parliamentary work remained largely alien to him. As a result of a special political constellation in the Reichstag, Ernst II nevertheless managed to be elected vice-president of parliament in 1909 as a compromise candidate for the right-wing conservative camp. But he was not able to carry out this task for long either, because he did not want to come to terms with the conventions of parliamentary debates. As early as 1910 he used the anti-Protestant "Borromeo encyclical" of Pope Pius X to resign from his office in protest, albeit at the price of no longer being able to play a political role at the national level in the future. In 1913 Prince Hermann zu Hohenlohe-Langenburg died and his son took over the noble inheritance, which also included the county of Gleichen in Thuringia. Ernst II successfully compensated for the loss of leading political offices through his increased commitment to social forces, which rather worked in the background: first and foremost the Protestant Church, the Order of St John and the Red Cross. Within these institutions he held important and influential positions at local and state level, through which - in conjunction with his memberships in numerous associations and federations - he was able to cultivate a broad network of correspondents from noble, political, scientific, ecclesiastical and cultural circles.As commentator of the Württembergisch-Badenschen Genossenschaft des Johanniterordens and honorary president of the Württembergischer Landesverbandes vom Roten Kreuz it was obvious for Ernst II not to strive for a position with the fighting troops, but in the organization of voluntary nursing at the outbreak of the First World War. After a short period as a delegate for each stage in Berlin and on the western front, he was appointed at the end of 1914 as the general delegate for voluntary nursing care for the eastern theater of war, so that he spent the longest period of the war in the eastern headquarters - among others in the vicinity of Field Marshal von Hindenburg. In 1918 he was finally promoted to the highest representative of his organization, the Imperial Commissioner and Military Inspector, and in this function he led, among other things, the German delegation to prisoner of war exchange negotiations with the USA in Bern. Here he benefited from his diplomatic experience, which the emperor had already drawn on in 1915, when he sent the prince to Constantinople and the Balkans as a special ambassador. After the end of the war, Ernst II resigned his high office in nursing and devoted himself again to his church and association activities. He paid special attention to the Protestant Commission for Württemberg, for which he acted as chairman of the Gerabronn district and the Langenburg local group as well as delegate in the regional committee. While the unification of the Protestant regional churches in the German Reich had already been of great concern to him as a Thuringian regent, in the 1920s and 30s he continued to campaign for the Protestant cause at church congresses and church assemblies in Württemberg and at Reich level. In 1926 the Langenburg prince was also appointed senior citizen of the Hohenlohe House, and in the same year he was elected governor of the Balley Brandenburg, i.e. the second man of the Order of St John in the Empire. During National Socialism, Ernst II, as in republican times, stayed away from political offices, especially as he was of an advanced age. From 1936 he invested a large part of his energy in the endeavour to have the Langenburg ancestral estate recognised as an inheritance court and also took care of the publication of his correspondence with the widow composer Cosima Wagner. 11 December 1950 Prince Ernst II died very old in Langenburg, where he was also buried. 2. inventory history, inventory structure and distortion: Before distortion, the estate was in a relatively heterogeneous state, which was due to an inconsistent way of transmission and multiple processing approaches. During the fire at Langenburg Castle in 1963 and the associated temporary relocation of documents within the building complex, the original order probably suffered its first damage, which was intensified in the subsequent period in the course of the transfer of Langenburg archives to Neuenstein. Probably the estate was torn apart and transferred to the central archive in several parts that could no longer be reconstructed in detail. At the latest during the administrative work carried out there in the 1960s under Karl Schumm, the written remains of Ernst II were mixed with other files from Langenburg. Further parts of the estate may also have arrived in Neuenstein in the following decade. Building on the gradually implemented provenance delimitation of the Langenburg archival records, a rough pre-drawing of the estate could be tackled in the early 1980s, but this was not completed. A last addition from the family archives was made to the now formed holdings in 1992 by the delivery of Ernst-related files, most of which had originated in the Langenburg authorities, in particular the domain chancellery.Ernst II regulated his correspondence with the help of registrar-like notes, which he usually affixed directly to the incoming documents. It contained information on the date, recipients and content of the replies and other written reactions. He also noted instructions to his administration and often complete drafts of letters on the incoming mail. In addition, the testator himself already arranged and sorted his documents further by forming units oriented to factual topics and correspondence partners and providing them with notes in the sense of a file title along with its running time. In general, he attached the notes to envelopes of different sizes, most of them used, which served as packaging or were enclosed with the files. Over the decades, Ernst seems to have repeatedly tackled such disciplinary measures, which had a long tradition in the family, without, however, being able to recognize a stringently maintained pattern. Only the rough distinction between factual and correspondence files formed a perceptible red thread, which was also observed in the current distortion. However, it must be taken into account that even in the fascicles formed according to subject criteria, parts of correspondence are often found, only compiled on a specific topic. Although this leads to overlaps with the correspondence series, the fact files were largely left as such and only slightly thinned out with regard to the correspondence partners, since they are mostly units that are comprehensible in terms of content and partly rich in content. While the 'file titles' created by Ernst II normally largely corresponded with the content of the fascicles, it must be noted for the following indexing approaches, also and especially for the preliminary indexing in the 1980s, that the names, dates and subjects noted on archive covers often deviated from the actual content and could hardly be used for the current indexing. The situation was aggravated by the fact that the mixing with files of foreign provenance - including the estates of Ernst's father Hermann and his wife Alexandra as well as the domain chancellery and court administration - could never be completely eliminated and therefore numerous individual files had to be sorted out in the course of the current processing. However, this separation of provenances was not implemented consistently in every respect, but in particular files from the Langenburg and Coburg-Gotha administration, which refer directly to Ernst II, were left in existence; the official records usually differ from the actual estate in the outward appearance in the form of differently coloured folders with file titles, running times and file numbers. Furthermore 2 fascicles on the death of Ernst II and at the end of his reign in Saxony-Coburg and Gotha come from the estates of Ernst's children Gottfried and Alexandra. A special case is Ernst's correspondence with Cosima Wagner, which is kept entirely in Neuenstein, so that not only the letters received from the deceased, but also the letters to the composer's wife (Ernst, his mother Leopoldine and his cousin Max von Baden), stored in bound folders, were recorded as part of the princely estate (see 4.).Thus, the newly registered estate represents an inventory enriched with personal material. In addition, it is to be expected that there will still be isolated files from the estates of relatives whose origin could no longer be clearly clarified (e.g. loose individual pages or fascicles which refer to festive events without naming an addressee or previous owner), apart from the principle of retaining the original separation of factual and correspondence files, massive interventions had to be made in the formation and titling of the fascicles. In many cases, due to later order work, mixing within the fascicles and unclear new file formations had occurred, otherwise about a quarter of the holdings proved to be largely unordered. Even the rather ad hoc sorting carried out by Ernst II himself did not follow any kind of 'file plan', so that content overlaps and repetitions were the order of the day. Therefore, in the course of the current distortion, fascicles were repeatedly reshaped or newly formed under consideration of either thematic or corresponding criteria. The extraction of individual documents for assignment to other fascicles was generally documented by enclosed notes. Individual photographs and photo series with illustrations of Ernst II. were separated and formed into a separate 'photo collection' (see 5.), and in order to provide a better orientation for the user, the find book of most of Ernst II.'s relatives shows the degree of kinship to the deceased in square brackets in the appropriate places.The collection La 142, Nachlass Fürst Ernst II., was arranged and recorded from June to December 2004 by archivist Thomas Kreutzer within the framework of a project sponsored by the Kulturstiftung Baden-Württemberg.   1. to the biography: Friedrich Facius was born on 17.8.1907 in Winzlar (GDR). After graduating from high school in 1927-1933, he studied history, German and Latin in Berlin, Jena and Heidelberg. He completed his studies with a doctorate from Willy Andreas, to whom he later felt a lifelong connection. In 1933 he began his preparatory service for the archive career in the Weimar State Archives. From 1935 to 1947 he headed the Landesarchiv Altenburg (Saxony), but remained in Weimar during this time. In 1939, he became State Archives Councillor. From 1952 to 1961 he was at the Federal Archives Koblenz, then the first State Archives Council at the branch of the Main State Archives Stuttgart in Ludwigsburg; there he became Chief State Archives Councilor in 1962. The last station of his professional life was Freiburg i. Br., where from 1967 to 1972 he was Director of the State Archives at the then branch of the General State Archives in Karlsruhe. Until shortly before his death in 1983 he was still scientifically active. 2nd inventory history: In 1983, his wife handed over the extensive estate of Friedrich Facius to the General State Archive in Karlsruhe. From its large library, the archive only took over the historical works and the Badenia. The publications of Friedrich Facius deal with topics of Thuringian regional history as well as industrial and economic history; in the latter he has worked intensively into the history of Baden, of which numerous publications on the F1uss-, shipping and port history of the Upper Rhine area bear witness. He has also dealt with the history of landscape design over many years and has published several essays on it. Friedrich Facius was a member of the Gesellschaft zur Förderung des Deutschen Rheinschifffahrtsmuseums in Mannheim e.V. (Society for the Promotion of the German Rhine Navigation Museum in Mannheim), the Kirchengeschichtlichen Verein für das Erzbistum Freiburg (Association for the History of the Church in the Archdiocese of Freiburg), the Alemannisches Institut (Alemannic Institute), the Kommission für Gesch. Regional studies in Baden-Württemberg and the Breisgau History Association. He was also a member of the scientific working group for Central Germany and the Fürst-Pückler-Gesellschaft. The estate of Friedrich Facius was already handed over to the General State Archives in a preliminary form, whereby the contents were summarized: For example, correspondence on individual issues was enclosed with the corresponding publications and lectures. The editors have now made an effort to bring the material into a systematic order. Membership in historical associations and general correspondence were put at the beginning under the heading 'Personal'. By far the largest part of the estate is, however, the scientific work of Friedrich Facius. It is now arranged thematically in 9 points. A collection of special editions was dissolved and material collections on various historical topics, which - as far as can be seen - did not give rise to any publications or lectures, were collected in accordance with the corresponding norms. The indexes to the bibliography have also been classified under this heading. The Facius estate now comprises 117 fascicles, housed in 18 boxes. The regulatory and registry work was carried out by M. Reiling and R. Gomringer under the supervision of the undersigned. The repertory was prepared as part of the MIDOSA project of the State Archive Administration. Mrs. L. Preliminary remark: The present holdings include the files of Section IV e of both the General Command and the Deputy General Command of the XIV Bath. Army Corps, as they came together in 1949 from the Army Archives in Stuttgart to the General State Archives in Karlsruhe. These are individual case files on offences that were subject to the military judiciary in times of peace and war and were reported by it to the superior military authority as special cases.beyond the individual case, both the so-called honorary court files of the officers and the criminal and protective custody files of civilians provide a comprehensive insight into the sphere of activity and validity of military justice in the German Empire. Particularly during the First World War, it became clear that military justice had to fulfil political tasks, and what they had to do. With the unrelenting persecution of those persons who were considered to be "unreliable", their legally highly controversial preventive arrest and subsequent deportation to the interior of the Reich, the extraordinary war courts established for this purpose have acquired a dodgy fame. The fact that they destroyed the successes achieved over decades in integrating Alsace-Lorraine into the Wilhelminian Empire within just a few months is one of the tragic episodes in the history of the Reichland between 1871 and 1918. The present holdings were originally catalogued by a tax register compiled in the Army Archives. This did not meet the archive requirements. The Kislauer Prisons: The buildings on the grounds of the former hunting and pleasure palace of the Speyer prince-bishops in Kislau have served since the attack of the right Rhine parts of the Speyer high monastery on Baden to accommodate various state institutions, some of which existed parallel to each other in different buildings on the palace grounds: as a prison (among other things for revolution participants 1848/49, branch of the Rastatt fortress), custody for women and men, workhouse for socially marginalized men, military hospital and prisoner of war camp in the First World War, branch for women of the Wiesloch sanatorium and nursing home, transit camp for former French foreign legionnaires, refugee camp after 1945 and branch of the Bruchsal penal institution until today. Above all, however, Kislau Castle is still associated with the role it played during the Third Reich, when a protective custody camp and a concentration camp for political prisoners were set up there. Famous political prisoners during the National Socialist era included Adam Remmele, Christian Stock, and Ludwig Marum, who was apparently the only prisoner murdered in Kislau. In the Kislau prison records from the time of National Socialism, Marum is documented as well as a few other, apparently "natural" deaths. During the Nazi era, Kislau was a transit station for many prisoners on their way to other camps, in particular to/from Hinzert (SS special camp), Dachau (concentration camp) and to the Emsland camps (mainly Wehrmacht members). During the Second World War, many prisoners came from abroad; they were Eastern European foreign workers or people from the territories occupied by Germany in Western Europe. Processing: Until 2015, the prison files preserved in fonds 521 formed part of fonds 521 Zugang 1982-48 and 521 Zugang 2003-57. The files were mainly created during the National Socialist era and concern the following Kislauer institutions: - Arbeitshaus- Schutzhaftlager/Konzentrationslager/Bewahrungslager- Straffängnis- Durchgangslager für Fremdenlegionäre. Until 2015, the only finding aid to the files in the 521 Access 1982-48 partial holdings was a typewritten list with names and dates of birth, supplemented by handwritten supplements. This list included - according to the claim - the existing files and a part of the index cards of the prisoner file. The reasons for imprisonment, places of origin, running times of files and, above all, the names of the institutions in which the persons concerned were accommodated were not recorded. Targeted and combined searches, e.g. for protective prisoners whose names were not known in advance, for criminal offences typical of the time, such as decomposition of military strength, refusal to work, forbidden contact with prisoners of war or for places of origin, etc., were not possible in this way. In addition, as the processing revealed, there were unlisted files not included in the list, which were between the others. At the beginning of the development work it was planned to structure the finished finding aid according to institutions, e.g. concentration camp Kislau, workhouse Kislau etc. and within these groups according to alphabet of names. This turned out to be impossible because many prisoners were re-quartered within the Kislau camp complex or because, especially in the case of very many prisoners who were detained for a short period of time (above all detainees under deportation), these details were missing, so that it was very often not possible to make any definite allocations. Another particular difficulty was that the Kislau prisons apparently did not have their own administrations, as can be seen from the stamps, letterheads and address details in the files. In which institution someone was is not always clearly recognizable from the files themselves and would have had to be thoroughly researched and verified on the basis of the parallel transmission in the concrete individual cases (e.g. Kislauer prisoner books, files of the courts and public prosecutor's offices, reparations files). The individual index cards of the prison index have been included in the individual index. These index cards were kept from 1933 to 1938 and contain important personal data: dates of birth, places of origin, reasons for detention, places of detention etc. Often these index cards are the only remaining proof of the imprisonment of a person for political reasons in Kislau. Cards for which files could be identified during the registration work were assigned to these files and were therefore not specifically listed in order to avoid duplication of work. The accounting file, which covers the years approx. 1935-1944, was excluded from the individual indexing. This accounting file contains overviews of deposits and withdrawals of the prisoners' personal funds. The old order numbers in the file list of partial stock 521 Access 1982-48 with about 8500 numbers were retained in order to be able to dispense as far as possible with a concordance. Accordingly, the few gaps found in the sequence of numbers and individual derivatives ("a-numbers") have been preserved. Preliminary remark: The Baden constitution of 1818 had created a parliamentary two-chamber system. In contrast to the representatives of the estates assembled in the first chamber, the representatives of the people in the second chamber were elected by universal suffrage, in which the mass of citizens could cast their votes. The political debates in the Ständehaus in Karlsruhe were to play a not insignificant role in the upswing of the liberal movement in the first half of the 19th century. In 1904, direct suffrage was introduced for the second chamber. With the end of the constitutional monarchy, the first chamber of the Landtag disappeared. The Baden constitution of 1919 abolished class voting rights and introduced women's suffrage. On 30.1.1934, the history of the Badischer Landtag came to an end after 115 years with the National Socialist law on the abolition of the popular representations of the Länder. The archives of the Landtag were delivered to the General State Archives in 1934 and 1942, the photos of the members of parliament in 1943. These photos can be found under the heading No. 40k Members of the Estates. The minutes and invoices of the first and second chambers are summarized in fonds 231. The petitions of the population to their members of parliament, some in alphabetical order and some in chronological order, are very extensive.
